man shot dead by highway cop A St Albans man, 44, was shot dead by a policeman during a roadside intercept in Windsor. Police said a highway patrol officer pulled the driver over on Union Street, Windsor, about 10.40pm on August 25 because the car he was driving had number plates believed to be stolen. woman held after car hijack A woman has been arrested over a knifepoint carjacking in Sydenham on Wednesday. A Hillside woman, 24, was sitting in her car at a boomgate on the Melton Highway when a woman with a knife got into the car and demanded she drive. The driver fled and the other woman drove off in her car. Keilor resident Olivia Walker is being given the chance to help shape the state government’s approach to issues such as cyber bullying and alcohol abuse. The year 12 Buckley Park College student has been selected to join the government’s youth advisory committee, Involve. Over the next 15 months Olivia and 18 other people aged 12-25 will identify issues and create strategies to deal with them. “Bullying, alcohol abuse and cyberbullying … these are things I see within the community and feel a need to address,” she said. “I believe these issues are something we should be taking more seriously. This experience is really opening my eyes and has made me aware of how important it is to get involved.” \ BC

Money to improve a key Brimbank intersection is welcome but there are still major problems on local roads, according to a residents’ group. While the state government has committed $430,000 to upgrade the intersection of Boundary Road, Marwen Drive and William Angliss Drive in Derrimut, Delahey Action Group secretary David Anderson said there were many other troublespots. “I welcome any improvement on the intersections along Boundary Road because of the industrial development in the area and subsequent need for access to the Western Ring Road,” he said. “[But] I’d like to know what the government’s intentions are regarding Taylors Road and Kings Road in Delahey. It’s the greatest safety hazard and bottleneck along Kings Road as it’s the only major intersection not signalised.’’ Mr Anderson, who inspected the Delahey intersection with Western Metropolitan Liberal MP Bernie Finn several months ago, said he was extremely disappointed VicRoads and the government continued to “ignore the safety of residents and motorists”. Mr Finn said he understood VicRoads had developed a proposal to replace the existing roundabout at the Delahey intersection with traffic lights. Safety improvements at the Derrimut intersection would include a fully controlled right turn on the east and west approaches, a U-turn ban, better lighting and a skid-resistant overlay. Mr Finn said there had been 12 crashes at the intersection in the five years to June 2012, one of which resulted in a fatality. “This intersection has a history of crashes,” he said. “I’m sure it will be welcome news for drivers who travel these roads regularly.” A VicRoads spokesman said work would begin later this year. \ BC

Brimbank residents can expect more officers on the streets as police address a rise in assaults, robberies and overall crime. Data released last week reveals that home burglary and theft from motor vehicles continues to decline, despite an 8.8 per cent increase in total crime last financial year. But drug offences were up 41 per cent from 909 incidents the previous year to 1282 and assaults, excluding family violence, rose 21.5 per cent. And there was a 19.7 per cent increase in robberies, from 234 incidents to 280. Inspector Chris Gilbert said an 18.5 per cent

Businesses in central St Albans will pay an average of $275 a year under a marketing charge proposed by the St Albans Business Group. Seeking to make the town centre more vibrant and competitive, the five-year marketing and business development special rate would charge about 250 businesses between $100 and $6576 a year based on property value. St Albans Business Group president Sebastian Agricola said nearly 100 businesses had expressed in-principle support for the scheme, which he hoped would help traders compete with larger shopping centres and their huge advertising budgets. “Unless we compete, there’s a danger we’ll lose customers and there’ll be a loss of employment,” he said. “It’s a very modest scheme. It’s our own money, not ratepayers’ money, which will enable us to have a part-time co-ordinator. ‘‘Most of us are small businesess, don’t forget that – we’re the best people to administer it, we know how to make a dollar.” The council approved a similar scheme for Sunshine’s CBD in June. Nine local traders objected to Sunshine Business Association’s push for a special rate. But Mr Agricola said he was not aware of any backlash to the St Albans plan. A report to the council found that while 7 per cent of businesses opposed the idea, 42 per cent supported it and the remainder did not indicate a preference. The rate would raise $112,935 in its first year. Council chairman John Watson said a significant number of traders would benefit from the scheme, to be administered by the trader group and monitored by the council. The rate would be introduced on January 1. Submissions close on October 2. The council will make a final decision on November 26. \ BEN CAMERON

RIDING FOR A CAUSE

Ashley Walsh says his son Jacob is his greatest inspiration. Diagnosed with cerebral palsy at birth, Jacob’s disability has never stopped him from making the most out of life, says Walsh. “He never complains,” his dad says. “He takes everything in his stride and tries new things, like all kids do.” This month the father of two is gearing up for the ride of his life with his former East Keilor football club teammates Rohan Egglestone, Jason Stivala and Gary Dester. The four friends will ride 830 kilometres from Adelaide to Geelong over six days to raise money for Kids Plus. The Geelong-based parent-driven organisation provides paediatric intensive therapy programs for children with neuro-physical disabilities. It is the second time Walsh, 40, has taken part in the fund-raiser. Last year he raised $16,000 and this year he is hoping for an increase to $30,000. To prepare for the event, the dedicated dad has undertaken a gruelling training schedule, often riding up to 150 kilometres a week with his teammates. “I think it’s such an important thing to do for an organisation which has assisted us so much and that doesn’t receive any government funding,” he says. Walsh says he one day hopes to do the ride with his son. “He can walk with the help of a frame or with somebody helping him to stand,” he says. “But my hope for the future for him is that he continues to make the most out of his life and is able to be independent.” Walsh says he already has been flooded with sponsorship support from Moonee Valley businesses, including Strathmore Flowers, Bombers Auto Port in Airport West, Approved Plumbing and online business Green Cube Office Chairs. Western suburbs firefighters and the Greens have accused the state government of attempting to “kill off ” legislation that would give firefighters easier access to cancer compensation. The government last week announced that it would set up an assessment panel to assist in the management of professional and volunteer firefighter claims. But it said it was “not convinced” of the link between firefighting and certain types of cancers. The panel, to be managed by WorkCover, comes after continued pressure on the government to back the legislation after international studies found firefighters have a higher rate of cancer due to the chemicals. Monash University researchers confirmed in a letter to state MPs that the science was settled and that “waiting for more research findings leads to unacceptable delays”. A Greens bill that passed Federal Parliament in 2011 removed the onus of proof on Commonwealth-employed firefighters who work at airports or in the ACT. Western Metropolitan Greens MP Colleen Hartland proposed similar laws in

F

orty years ago his appearance in a shopping centre attracted 20,000 screaming fans. Today he stands alone outside Big W at Werribee Plaza. Such is the dichotomy between little Jamie and grown-up Jim that no one affords him a second glance. Yet, if you were to introduce him to those passing pedestrians, they would fawn with fond nostalgia and tell all their friends: “You won’t believe who I saw in Donut King today … ” There was a time when – like a song title on his second album – Jamie Redfern, or Jim as he prefers to be called these days, was Sitting on Top of the World, feted by the likes of Elvis Presley and Sammy Davis Jr. Now he is rebuilding after the global financial crisis knocked the stuffing out of the performing arts academy he runs with wife Judy. “It really killed the discretionary spending on things like singing and dancing lessons,” he says. “We were lucky to hold on because so many schools closed. But we are doing OK now and the signs are there things are getting better.’’ The couple are busily extending their Star Quality Song and Dance Studio network from west to east, with plans for another Pay TV program to showcase talent. Redfern, 56, is ever the optimist. He needed to be to survive the bruising transition from the boy-king of pop everyone wanted a piece of to just another man in the mall. “I’m the bitter and twisted one, aren’t I, hon?” Redfern’s wife of 26 years and mother of their daughters Hayley, 18, and Taylah, 16, laughs with a playful dig in his side. The pair met at Sheiks Disco in 1986 after Redfern’s mate dared him to ask the lovely girl who kept smiling at him to dance. “He egged me on that much I walked over and said, ‘Hello, how are you? Would you like to dance?’ and she said, ‘No thanks, I don’t like this song’. I just sat next to her while she ignored me and I looked over to my mate, saying now pay up, when I

felt a little tap on my shoulder and she said, ‘But I will dance to this one, I love this one’.” It was I Was Made for Lovin’ You by Kiss. “And that was it.” Redfern had always had an eye for the girls. At the end of each show of his US tour, he would kiss a girl in the audience. He was more Tom Jones than Liberace, and couldn’t fathom it when he came back at age 15 and people speculated that he was gay. “I’m like, me gay, why? And dad said, ‘Well, I guess because you toured with Liberace’ and I said, ‘so what?’ I was so naive.’’ Rumours were the least of his problems. Towards the end of his hugely successful American tour, the young star was on the brink of signing a major contract with film giant MGM when everything imploded. “My contracts in Australia were about to run out. There was only about a month to go ... but at that time my voice was changing and the keys were having to be brought down,’’ he says. “I asked them to give me a break for a year, but nobody did and nobody listened. I do feel a bit resentful about that now. Being a singing teacher, I look after kids’ voices and I am very aware of when you need rest and why.” But the money machine kept rolling. “When dad and I did a deal with MGM, not too many people on the American or Australian side were happy because they wanted to be involved. There was so much to-ing and fro-ing that the person who missed out was me, the little boy who had already made everybody a ton of money.” Redfern never saw much of it. “Let’s just say I was the highest-paid entertainer in the country. I was doing two gigs a day at $1500 and it was all put in trust, and by the time I got that money there was hardly anything left.” When he left Australia in 1972, his departure was televised and the Young Talent Time team waved him off at the airport. He became the Pocket Sinatra, appearing live in America on The Johnny Carson Show, but once home he struggled to get a gig. “I’m OK with it now. But for a little while there I felt like I was in a twilight zone. It was like, is this real? What just happened?” Redfern credits God and his family, particularly his late mother Mary, for his survival. It can’t have been easy. At a time when Braybrook boys were scrapping and smoking, Redfern was being dressed in lace cuffs and velveteen. “I had to sing the way they wanted me to sing, I had to dress in a certain way that I really didn’t want to dress, and when I spoke no one wanted me to sound too smart,” he recalls. “Sometimes when I look back, I cringe. There’s this interview on YouTube with Ernie Sigley and everyone says it is so cute. But when I watch it I get embarrassed because it wasn’t me. It wasn’t me being me. It was like I was two different people.” Today Jim has found his own voice and is singing again, doing the odd solo gig and shows with brother and fellow Young Talent Time veteran Derek. “I want to enjoy that side of my life and take a bit of a punt on it now,’’ he says. “I’m starting to create shows that are a bit more pop, rock and blues-oriented. I might not have that really big voice I had as a kid, but it is still a good voice, and I think as you get older you become so much more clever in how you interpret the music.” Redfern is also writing songs and has penned some for a Wiggles album. He can’t see himself writing the book although he could pack it with great anecdotes, like the time he sat on Ginger Rogers’ knee and asked if it was true her legs were insured for a million dollars. “Yes,” she had replied. “One for $600,000, the other for $400,000.” Which one am I sitting on, he had asked. “The $400,000 one.” Redfern swapped legs. “I don’t like the cheap seats,” he quipped. “The thing about writing a book is I wouldn’t like to gloss over the terrible things and the political stuff, and there was a hell of a lot of it. Ultimately, I prefer to look at brighter things, at better things. Oh boy, does that sound like the Jamie Redfern of old,” he laughs. \ sharris@mmpgroup.com.au

What would you never like to see changed? The high level of public support and understanding in the Keilor Downs area. In my role with Autism Angels, I have seen a real village mentality where we are all willing to help one another solve our problems.

What is your favourite place to get a coffee and a bite to eat? I enjoy catching up with friends at Michel’s Patisserie in Keilor Downs shopping centre for a coffee. The staff are so friendly and the service is absolutely wonderful.

Funniest story while out and about? Many years ago I was at the Keilor Downs shopping centre car park, loading groceries into my car. My two young children were inside when the breeze blew my car door shut and locked me outside. Needless to say, there were plenty of red faces when the fire brigade was called to retrieve my children from the car. \

What would you change in your neighbourhood? It would be a dream come true if we had a disability resource centre in our area. A place where parents of disabled children could gain help, information and support would be invaluable for the western suburbs. On a lighter note, I believe more pubs in the area where locals could socialise and listen to local bands would be an enjoyable addition to Keilor Downs.

Where’s your neighbourhood retreat? Watergardens shopping centre in Taylors Lakes, where I frequently indulge in some retail therapy. It’s in a central location and I love going there to shop, grab a bite to eat or even to have a read at the library.

What change has had the greatest impact in your neighbourhood? I’ve found the growing level of awareness surrounding important issues in the community to be the greatest change for Keilor Downs. The total cost of the performance of the function and the exercise of the power by Council (in relation to activities associated with the encouragement of commerce, retail activity and employment opportunities in the Precinct for which the proposed Special Rate is to be declared) and also the total amount of the Special Rate to be levied by Council is referable to an amount of $112,935, which amount it is proposed will be levied in the first year of the Scheme with such Special Rate levy amounts increasing at a rate of 2% per annum, raising in total $587,721 over the five year period of the Scheme. The scheme will establish a special rate of 0.00060 which is multiplied by the capital improved value of properties included in the scheme, based upon 2012 valuations. There will be a minimum contribution of $100. 5. The period for which the proposed Special Rate is to be declared and is to remain in force is a period of five years commencing on 1 January 2014 and ending on 31 December 2018. 6. The land in relation to which the proposed Special Rate is to be declared is all that commercially rateable land described in the listing of rateable properties set out in paragraph 8. 7. The area for which the proposed Special Rate is to be declared is all of the land referred to as the Scheme Area, as identified and shown on the plan set out in the schedule forming a part of this proposed declaration (being Schedule 1). 8. advertising, marketing, business development and other incidental expenses will accordingly only benefit those commercially rated properties and the businesses included in the Scheme Area. 13. Copies of the proposed declaration of the Special Rate (which includes a detailed map of all properties included in the Scheme area and the amounts payable by each property) are available for inspection during normal office hours at the Council Customer Service Centre 301 Hampshire Road Sunshine for a period of at least 28 days after the date of the publication of this notice, being until 2 October 2013. 14. Any person may make a written submission to the Council under sections 163A and 223 of the Act. 15. In addition, any person who will be required to pay the Special Rate to be imposed by the proposed declaration, whether an owner or an occupier of a property included in the Scheme, has a right to object to the proposed declaration and may also make a written objection to the Council under section 163B of the Act. An occupier is entitled to exercise the right of objection if they submit documentary evidence with the objection which shows that it is a condition of the lease under which the person is an occupier that the occupier is to pay the Special Rate. 16. Written submissions to be submitted to the Council under section 223 of the Act and/or written objections to be lodged with the Council under section 163B of the Act must be received by the Council by 5pm on 2 October 2013. Submissions and/or objections must be in writing and addressed to the Chief Executive Officer, Brimbank City Council, PO Box 70, Sunshine 3020. 17. Any person who has made a written submission under section 223 of the Act and has requested to be heard in support of their written submission is entitled to appear in person or to be represented by a person specified in the submission at the meeting of the St Albans Special Rate Hearing Committee on 24 October 2013, the time and place of which will be advised in writing. 18. Any person making a written submission under section 223 of the Act is advised that under regulation 11 of the Local Government (General) Regulations 2004, the Council is required to make available for public inspection all submissions received in accordance with section 223 of the Act during the previous 12 months. Details of submissions may also be included within the official Council Agendas and Minutes which are public documents and which may also be made available on Council’s website. 19. Council will consider any written submissions and take into account any objections in accordance with sections 163A, 163B and 223 of the Act. 20. The proposed Special Rate will be levied by the Council sending a notice of levy in the prescribed form annually to the persons who are liable to pay the Special Rate, which will require that the Special Rate must be paid in the following manner • by one annual payment to be paid in full by the due date fixed by the Council in the notice, which will be a date not less than 30 days after the date of issue of the notice; or • by four installments, to be paid by the dates which are fixed by the Council in the notice. 10. Council will consider cases of financial and other hardship and may reconsider other payment options for the Special Rate. 11. Council considers that there will be a special benefit to the persons required to pay the Special Rate because there will be a benefit to those persons that is over and above, or greater than, the benefit that is available to persons who are not subject to the proposed Special Rate, and directly and indirectly as a result of the expenditure proposed by the Special Rate the viability of the Precinct as a business, commercial and retail area, and the value and the use, occupation and enjoyment of the properties and the businesses included in the Special Rate Scheme Area will be maintained or enhanced through increased economic activity. 12. For the purposes of having determined the total amount of the Special Rate to be levied under the Scheme, the Council further considers and formally determines for the purposes of sections 163(2) (a), (2A) and (2B) of the Act that the estimated proportion of the total benefits of the Scheme to which the performance of the function and the exercise of the power relates (including all special benefits and community benefits) that will accrue as special benefits to all of the persons who are liable to pay the Special Rate is in a ratio of 1:1 (or 100%). This is on the basis that, in the opinion of the Council, all of the services and activities to be provided from the expenditure of the proposed Special Rate are funding the appointment of a part-time marketing coordinator, promotional,

uge limestone formations jut up through the green sea of rice paddies, their pale grey stone frosted with the darker green of jungle foliage. A small river winds gently through the landscape, while overhead dark storm clouds gather, colouring the sky gunmetal grey. My scooter speeds down the raised dirt road as I cling to the hunched back of my Vietnamese driver, a man half my size. He raises his arm and points off to a distant village, his voice drowned out by the high-pitched drone of the engine. It makes no difference – I can’t speak Vietnamese and the constant vibration through the scooter’s seat has numbed my lower torso to the point that all my

concentration is required to stay on the bike. Located among the rice paddies of the Red River Delta, Ninh Binh is roughly two hours south of Hanoi by train or bus, depending on traffic. While there is little to do in the town itself except drink large quantities of the incredibly cheap and locally brewed bia hoi, a type of draught beer, the town is an excellent location from which to explore the surrounding area. A scooter with driver can be hired for $15 to $20 a day, allowing access to most of the region. Hiring a scooter solo is somewhat ill-advised as roads can be rough and local drivers seem to alternate between insane and deranged.

If you can find a good driver, it’s worth visiting nearby Tam Coc, one of Vietnam’s most spectacular sights. Boats can be hired to explore the meandering waterways and travel through the limestone caves and mountainous peaks that dot the region. Tourists are usually treated to the sight of their rowers paddling the boat with their feet. While less touristy than the equally beautiful Halong Bay, it’s still best to visit early morning or late afternoon, when vendors are less likely to tout their wares to you. Other nearby sights include Cuc Phuong National Park, Bich Dong Pagoda and the torturous 500-step climb up Ma Yen, worth it for the stunning views of the surrounding region. \

georgies fall at the last again Soccer

Sunshine George Cross had the stuffing knocked out of it for the second year running at the semi-final stage of the Football Federation Victoria state knockout cup. The second-tier Georgies were battered 5-0 by premier league side Dandenong Thunder at the Veneto Club in Bulleen on Wednesday night, a harsher lesson than last year’s 5-1 hammering from Port Melbourne Sharks. Georgies coach Tony Ciantar told the Weekly a loss of key personnel rendered his side uncompetitive for large parts of the game. “It’s been a sad end to the season for us with so many players missing,” he said. “It’s a bit of a shame we have too many injuries, suspensions and players missing.” The whole of the Georgies front line was missing ... Bobby Lojanica is overseas, Ryan Davidson is injured and Zoran Petrevski is serving a seven-match suspension. Ciantar pleaded for some funds to strengthen the squad during the transfer window, but none were forthcoming. “I wanted to strengthen the squad but with the new National Premier League coming in, the club didn’t want to spend the money to chase promotion, so we gave it a crack with what we had,” he said.

The Georgies had an even share of the ball in the first 20 minutes but the Thunder scored twice in two minutes to momentarily take the wind out of their sails. With a 2-0 half-time deficit, the Georgies again started the second 45 well, with Joseph Franjic and Ross Thompson controlling the tempo of play in the midfield and Barry Devlin providing a target in attack. But again it was the Thunder who scored, a huge psychological blow to the Georgies. “We fell apart from then on,” Ciantar said. What will not be forgotten is the Georgies were the last of the state league clubs left standing, no mean feat in the sudden-death competition. Ciantar described his team as “fighters” punching out of their weight division. “This is my second year at the club and to be semi-finalists in the state knockout cup two years running and also to be challenging for the league is a great achievement,” he said. “I can’t tell you how proud I am of the boys.” Meanwhile, the Georgies juniors will hold their family day at Brookside Recreation Reserve on October 6. Shane Rayment has been named as the head coach of the Burnside Heights Bears. The Bears have been elevated into the senior ranks of the Essendon District Football League, making their arrival next season. Bears president Justin Peagram said Rayment has “great credentials” with more than 15 years of coaching experience in the EDFL and the Western Region Football League. “With a strong passion for local football both at junior and senior levels, the Bears are extremely confident that he is the right person to lead the club into the senior ranks in the EDFL,” Peagram said. “The Bears and our ever growing playing list are very excited to begin work with Shane over the coming months and wish him every success with the development of our first senior team.” \ LJ

Keilor Park is taking care of its own backyard and maintaining the pressure on other teams in the running for Football Federation Victoria state league 2 north-west promotion. The Parkers know they will need a favour or two from further afield to keep their position in the top two at season’s end. In second placed they have a three-point lead over third side Avondale Heights, but the Heights have two catch-up games in hand to bridge the gap. All the Parkers can do is keep accumulating the points – they did that on Saturday with a 4-2 win over Preston Lions at the Keilor Park Recreation Reserve. “It’s going to go down to the wire so any points you get nowadays is crucial,” Parkers president Paul Portelli told the Weekly. “We’ve got two more games left while the others have three or four, so we’ve got to do our end of the job and wait on the other results.

“It’s going to be an interesting finish.” It was a pulsating end-to-end five-goal opening half on Saturday. The Parkers opened the scoring after 10 minutes when Josh Bruzzichessi put in a centimetre-perfect cross to find Michael Esposito at the far post for a volleyed goal. The Lions had a rapid fire reply, but Esposito’s second, a similar volleyed goal on the back of a Sean Sacco cross, restored the lead for the Parkers. The Lions enjoyed a period of attack but the Parkers counter attacked, with Atef El Dib chipping the goalkeeper to make it 3-1 after 25 minutes. The Lions would again not be denied, reducing the deficit to one goal by half-time. The Parkers would get the insurance goal they craved when Reno Damianou was brought down in the box and Sacco stepped up to score from the penalty spot. Hillside coach Steve Kolyniuk believes he has the players to deliver the club’s first senior Essendon District Football League premiership. The Sharks will meet Moonee Valley in the division 2 grand final at Windy Hill on Saturday after coming from behind to beat East Keilor in the preliminary final at the weekend. Hillside will start hot favourites after thumping Moonee Valley by 106 in the second semi final. But Moonee Valley - the only team to beat Hillside this year, by four points in round six - will be ready for the contest after a remarkable fourth-quarter resurrection against East Keilor. Moonee Valley trailed by 30 points at the last break after a scoreless second term saw the Cougars take control. But the Valley booted 5.3 to zero in the final term to snatch a three-point victory. Kolyniuk was at the game, assessing Hillside’s grand final opposition. “I thought Moonee Valley injected some youth and pace and enthusiasm, and it paid dividends,” he said. Hillside established a senior team in 2005 and is searching for its first senior flag. The Sharks finished third last year, thwarted by Moonee Valley in the preliminary final. But this season they have been dominant, taking out the minor premiership with 17 wins - five clear of Moonee Valley and East Keilor - and a percentage of 317. They have winners all over the ground. The back six have been outstanding Hillside has allowed just 783 points this year while no other team has conceded fewer than 1000. The midfield has been peerless, and four of the division’s top 15 goalkickers wear the black, white and blue. Paul Edwards leads all-comers with 79. Kolyniuk said his side trained normally during the week off and would be primed for the biggest day in the club’s short history. “We had a session on Saturday and we’ll train as usual this week,” he said. “Obviously we’re confident in the way we are playing and there’s a lot of self-belief at the club. “We’re confident we can do it. We have a few niggles but that’s no different to any other team at this time of year. “We’ve played Moonee Valley three times so we know their game well but they know ours as well. It’s going to come down to who wants it more.” Hillside has two other teams vying for grand finals on the day, with the under-18s taking on East Keilor and the reserves playing Moonee Valley. “It’s a big day for the club, hopefully the under-18s start it off well,” Kolyniuk said. \ DP
