CHARTER OF THE UNIVERSAL PARTY PREAMBLE
WE THE CITIZENS OF HUMANITY DETERMINED
To save succeeding generations from the scourge of nationalism, which countless times in our lifetime has brought untold sorrow to humankind, and
To reaffirm faith in fundamental universal rights, in the dignity and worth inherent in existence, and
To establish conditions under which justice and respect for humankind can prevail, and
To promote continual social progress and better standards of life for all,
AND FOR THESE ENDS
To practice tolerance and living together with one another as brotherhood of humanity, and
To unite our strength to maintain global wellbeing and security, and
To ensure by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the mutual interest of humanity, and
To employ global social governance for the promotion of the economic and social advancement of all peoples,
HAVE RESOLVED TO UNITE TO ACCOMPLISH THESE AIMS
Accordingly, it is determined by the worldâ€™s people that the current nation-state model of separate but equal in the solidified state of sovereignty is wrong. Separate but equal is inherently unequal. Thus for human being in live in a state of equality, there must be only one, single, unified citizenship and method of governance.
Those assembled have agreed to the present Charter of the Universal Party and do hereby establish a global party to realize these aims and assist in the creation of a global order upon the consensus and participation of the entire world to what degree it can be obtained.
CHAPTER I PURPOSES AND PRINCIPLES ARTICLE 1
The Purposes of the Universal Party are: 1. To ensure global wellbeing and security, and to that end: to take effective collective measures for the prevention and removal of threats to the worlds people, and for the suppression of acts of aggression or other breaches of human standards, and to bring about by peaceful means, and in conformity with the principles of justice and law, adjustment or settlement of global disputes or situations which might lead to a breach of the common wellbeing;
2. To develop friendly relations amongst all people based on respect for the principle of equal rights and consensus, and to take other appropriate measures to strengthen universal wellbeing;
3. To achieve universal cooperation in solving global problems of an economic, social, cultural, or humanitarian character, and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion; and 4. To be a center for harmonizing the actions of all organizations in the attainment of these common ends.
ARTICLE 2 The Party and its Members, in pursuit of the Purposes stated in Article 1, shall act in accordance with the following Principles. 1. The Party is based on the principle of the equality of all its Members. 2. All Members, in order to ensure to all of them the rights and benefits resulting from membership, shall fulfill in good faith the obligations assumed by them in accordance with the present Charter. 3. All Members shall settle their disputes by peaceful means in such a manner that wellbeing and justice are maintained. 4. All Members shall refrain in their global relations from the threat or use of force against the any political or social entity, in any manner inconsistent with the purposes of the Universal Party. Thus, self-defense is the only justified use of force. 5. All Members shall give the Universal Party every assistance in any action is taken in accordance with the present Charter, and shall refrain from giving assistance to any organization or social entity against which the Universal Party is taking preventive or enforcement measures. 6. The Party shall enforce this charter to the extent it represents the universal character and concern for global wellbeing with which it was summoned.
CHAPTER II MEMBERSHIP ARTICLE 3 1. Membership in the Universal Party is open to all other organizations which accept the obligations contained in the present Charter and, in the judgment of the Party, are able and willing to carry out these obligations. 2. The admission of any such organization to membership in the Universal Party will be effected by a decision of the Global Assembly upon the recommendation of the Executive Committee. 3. Upon approval all organizations will be reduced to individual party-members. All equal, all with one vote.
ARTICLE 4 A member of the Universal Party against which preventive or enforcement action has been taken by the Executive Committee may be suspended from the exercise of the rights and privileges of membership by the Global Assembly upon the recommendation of the Executive Committee. The exercise of these rights and privileges may be restored by the Executive Committee.
ARTICLE 5 A Member of the Universal Party which has persistently violated the Principles contained in the present Charter may be expelled from the Party by the Global Assembly upon the recommendation of the Executive Committee.
CHAPTER III ORGANS ARTICLE 6 1. There are established as the principal organs of the Universal Party: a Global Assembly, a Ad Hoc Committee, an Executive Committee, an Office of the Secretary, and an Office of the Treasurer. 2. Such subsidiary organs as may be found necessary may be established in accordance with the present
ARTICLE 7 The Universal Party shall place no restrictions on the eligibility of men and women to participate in any capacity and under conditions of equality in its principal and subsidiary organs.
CHAPTER IV GLOBAL ECONOMIC AND SOCIAL CO-OPERATION Article 8 With a view to the creation of conditions of stability and well-being which are necessary for peaceful and friendly relations among people based on respect for the principle of equal rights and mutual interest the Universal Party shall promote:
a. higher standards of living, full employment, and conditions of economic and social progress and development; b. solutions of global economic, social, health, and related problems; and global cultural and educational co-operation; and c. universal respect for, and observance of, universal rights for all without distinction as to race, sex, language, political orientation, religion or any category of artificial limitation.
ARTICLE 9 All Members pledge themselves to take joint and separate action in cooperation with the Party for the achievement of the purposes set forth in Article 8.
CHAPTER V MISCELLANEOUS PROVISIONS ARTICLE 10 1. Every treaty and every international agreement entered into by any Member of the Universal Party after the present Charter comes into force shall as soon as possible be registered with the Executive Committee and published by it. 2. No party to any such treaty or international agreement which has not been registered in accordance with the provisions of paragraph I of this Article may not invoke that treaty or agreement before the Universal Party.
ARTICLE 11 In the event of a conflict between the obligations of the Members of the Universal Party under the present Charter and their obligations under any other international agreement, their obligations under the present Charter shall prevail.
CHAPTER VI AMENDMENTS ARTICLE 12 Amendments can be initiated by the Executive Committee or the Global Assembly,
after approval by 2/3 of the Executive Committee the amendments are passed for a vote to the Global Assembly for a simple majority. Amendments to the present Charter shall come into force for all members of the Universal Party when they have been adopted by a vote of two thirds of the members of the Global Assembly and ratified.
