A lottery is now underway to give 100 lucky Wisconsin landowners a free review to determine if their property is home to any of the state’s rarest plants and animals. Normally, such an endangered resources review runs about $150, but the state’s Natural Heritage Conservation Program wants to encourage landowners to find out what’s on their property and, if there are rare plants and animals, provide landowners with recommendations on how to protect and enhance habitat for those species, says Erin Crain, who leads the program, formerly called the Endangered Resources program, for the Department of Natural Resources. “Our goal is to give landowners information so they are aware of what they have so they can manage for it,” says Crain. “Even if they are not interested in taking conservation actions, the review can help them avoid impacts to rare species for specific projects and can be used for permits in the coming year. Wisconsin property owners can enter the lottery for the free endangered resources review by clicking on ERReview/documents/Lottery.pdf. Another way to navigate is to go to DNR’s home page,, and search for “ER review” and click on the lottery link underneath the “News” heading. The lottery is open to Wisconsin landowners through March 10. Under state endangered species law, any projects pursued by public and private landowners that disturb land or water bodies are recommended to undergo an endangered species review and are required for all DNR permits, plans (e.g., Managed Forest Law) and grants. DNR staff review records in a database known as the Natural Heritage Inventory to learn if there is documentation of any rare species on that property or within the vicinity of the property State law further requires that landowners be charged $75 per hour for the review, and a typical review takes about two hours. About 1,000 of these reviews are done by Natural Heritage Conservation staff every year; DNR staff in other programs also conduct endangered resources reviews for projects, and a certified group of consultants write reviews as well that are then approved by the ER Review Program. Crain believes that the required review charge discourages landowners from coming to DNR to proactively learn what rare species are on their property and how they might maintain and expand habitat for those plants and animals. “Right now, the only time the landowners learn about a rare species is when they’re seeking a permit. We want to change that dynamic and reach out to landowners when they are in the planning stages of a project and to landowners who simply want to manage their property for conservation” Crain says the free endangered resources reviews will be paid for from donations to the program’s education and outreach account. Property owners whose desire is to find out what species are on their land and how to help manage their populations will receive a “conservation planning assessment” that provides them with an informational letter about any rare plants and animals they have on their land and provide recommendations on how to maintain and increase habitat for such rare species. “We know there are many landowners who would be happy to support rare species on their properties if we could just get them the information they need,” says Rori Paloski, a conservation biologist with the program. Consumer Protection Announces 2013 Top Complaints

disclosures, so it is very important for consumers to read the fine print in their service contracts before they agree to the terms,” said Chalmers. Identity Theft was fourth in the rankings for the second straight year, with 398 total complaints filed. Within this category, more than half of the total complaints involved tax-related theft. In most of these complaints, a consumer filed their taxes, only to be told by the IRS that a return had already been filed using their name and Social Security number. “Tax identity fraud has been on the rise in recent years and is a major focus of concern for the IRS and other federal and state agencies,” said Chalmers. “To combat this problem, DATCP asks Wisconsin consumers to protect their personal information year-round and to report any questionable behaviors they see at tax preparation businesses to our agency.” Home Improvement was ranked fifth with 325 complaints, followed closely by the Airline category (6th, 318 complaints). Complaints in this category were mainly related to two issues: the closure of De Pere-based carrier MetJet and a troubled frequent flier promotion involving Frontier Airlines and Delta Air Lines. In the case of the Frontier/Delta promotion, DATCP’s mediation efforts helped consumers transfer more than 18,700,000 miles collectively from Frontier’s program to Delta’s program. Rounding out the top ten are the categories of Gas Pump Accuracy (7th); Motor Vehicle Sales (8th); Motor Vehicle Repair (9th); and Contest/Sweepstakes/Prize Promotions (10th). DATCP recorded 10,454 new formal written complaints in 2013. For more information or to file a consumer complaint, visit datcp., send an email to or call the Consumer Information Hotline toll-free at 1-800-422-7128.

MADISON – If Wisconsin’s seniors felt like leaving their phones off the hook in 2013, no one would blame them. The Telemarketing category sits at number one on the “Top Ten Consumer Complaints of 2013” list released today by the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP), and autodialing scams targeting seniors were the focus of many of those complaints. “Wisconsin seniors faced a number of phone-based scams in 2013, and many of the calls they received offered well-crafted, attractive pitches – particularly for seniors with medical needs,” said Sandy Chalmers, Division Administrator for Trade and Consumer Protection. “We received a high volume of complaints involving robocalls that fraudulently pitched medical alert devices and different types of ‘assistance’ programs for senior citizens. DATCP has worked with state and federal partners to take action against the groups behind a number of these scams,” said Chalmers. Telemarketing tops the annual count for the eleventh straight year, with nearly twice as many complaints (2,014 complaints) as the second-ranked category, Landlord/Tenant (1,052). Telecommunications was third on the list with 573 total complaints. Complaints in the Telecommunications category were similar to previous years – billing disputes, channel availability and service and contract issues were the most commonly noted problems by consumers. “Telecommunications issues often boil down to questions about

Relief for Chronic Hip Pain Non-Surgical Treatment Now Available in Antigo Do your hips hurt? Does the pain gnaw at you during the day or keep you up at night?

Simple ways to combat insomnia Men and women who experience trouble sleeping may find that their inability to get a good night’s rest affects every aspect of their daily life. Their performance at work often suffers when men and women fail to get enough sleep, and interpersonal relationships with family and friends may suffer as well. A disorder characterized by difficulty falling and/or staying asleep, insomnia may be the culprit when men and women cannot get adequate sleep. While a host of things, from a cold to external noise to an upset stomach, can make it difficult to fall asleep at night, insomnia is often a sign of something more significant and, unfortunately, longer lasting. Acute insomnia can last from one night to a few weeks, but insomnia that occurs at least three nights a week for a month or longer is considered chronic. Men and women who suspect they might be suffering from insomnia should contact a physician, who can help determine the cause of the insomnia and develop a course of treatment. In the meantime, there are a few things men and women can do that may help them get a better night’s rest. Establish a routine. According to the Sleep Council, establishing a sleep routine in which you go to bed and wake up at roughly the same time every day can program the body to sleep better. Stick to this routine as closely as possible, even on weekends, when you may be tempted to sleep in or stay up later. Replace an old or uncomfortable mattress. Some people struggle to get a good night’s rest because their mattress is no longer conducive to sleep or because a new mattress simply isn’t the right fit. If you find yourself shifting throughout the night in an attempt to find a comfortable sleeping position, then your mattress might be the culprit behind your insomnia. Exercise. Moderate exercise can help relieve stress, which is a common cause of acute insomnia. But try to avoid working out too close to bed time, as vigorous exercise shortly before bedtime can make it harder to fall asleep. Avoid alcohol late at night. Alcohol should always be consumed in moderation, and it’s not just how much you drink that can affect sleep patterns but when you drink as well. Alcohol consumed right before bed might help some people initially fall asleep. However, such sleep is less restorative and likely to be interrupted during the night when the effects of the alcohol have worn off or if you need to use the restroom. Insomnia can affect nearly every aspect of daily life, but there are ways to beat insomnia and get back to enjoying a restful night’s sleep.

The Skin Clinic can bring out your natural beauty without injections or surgery.

I’ve had hip pain since 2004. I’ve visited 3 orthopedic surgeons, a few physical therapists, and 2 other chiropractors over the past several years without finding much relief. After just one treatment with Dr. Draeger, I had far more mobility and much less pain than I’d had in 10 years. I continued getting adjustments and laser therapy, because they’ve enabled me to keep up with my 4 kids and do things I had not been able to do in a long time.

John McKenna & Kelly McKenna Patterson Named Dance Champions in Club Fundraiser

The 2014 Antigo Thinks You Can Dance champions have been crowned after a successful fundraiser benefitting the Boys & Girls Club of Langlade County. John McKenna, originally from Antigo, and his wife Kelly McKenna Patterson are taking home the mirror ball trophy after impressing the crowd with two rousing swing dance routines. Taking second place in the event, held Saturday at North Star Lanes, was Crystal Smith, a massage therapist from Wausau, who did two remarkable tap dance routines. Third place went to 15-year-old Kamri Grant, of Antigo, an Expressions Dance Studio student and competitor who wowed the crowd with her solo jazz and lyrical routines. The remaining competitors were hardly outshined. Randy Reif and Marilyn Greiner, of Schofield; Tori Andres and Emily Wald, of Antigo; Shari Welnetz and Jennifer Kressin, featuring Aubrie and Dixie, of Antigo; Bobbi Deede, Conner Kolz and Taylee Tucker of Antigo; and Duane Karau and Ann Marie Gross, of Ogema and Marshfield all did a fantastic job and are commended for their efforts. “As promised, Antigo Thinks You Can Dance was a sensational night of fun. All of the dancers were truly spectacular and we’re so grateful that the community continues to support our Club and our mission to help kids in our backyard,” said Liz Hayes Stickney, director of development and marketing. Presented by Thrivent Financial for Lutherans, the Pinnacle Team of Jean Greening and Travis Rose, Antigo Thinks You Can Dance is one of the Club’s biggest fundraisers, one that is essential to maintain operations and to continue to provide support for our community’s youth. The Boys & Girls Club of Langlade County serves 500 registered members. Our mission is to enable all young people, especially those who need us most, to reach their full potential as productive, caring, responsible citizens. We provide outcome driven programs focusing on academic success, healthy lifestyles and good character & citizenship. Storage Space for Rent

NORTHERN HEALTH CENTERS The month of February is designated as “Children’s Dental Health Month”. Northern Health Centers, Inc. is committed to caring for children in our service area by providing a SealA-Smile program in an effort to help prevent tooth decay in children through treatment with dental examinations, sealants, fluoride varnish and oral health education. Seal-A-Smile is provided in 29 school districts throughout NHC’s service area involving Langlade, Marinette and Oconto counties. The SealA-Smile program cares for students primarily in the second and sixth grades; it began in 2010 and continues to this day reaching 1,002 students a year in the schools participating in the program. One of the most positive effects of the program is the ability to uncover dental issues that have not been addressed and treat them. As a result of this, 29% of the students examined were found to have active dental health concerns that were not being treated prior to enrolling in the program. The American Dental Association recommends a child’s first dental examination within six months of the eruption of the first tooth and no later than the first year of life. The examination will check for tooth decay and any other problems as well as educate the parents on proper brushing techniques for the child. Good home care, a well-balanced diet and regular dental checkups can help your child’s teeth remain healthy and strong. You can learn more about Oral Health Care by accessing the American Dental Associations website at www.MouthHealthy. org or by scheduling an appointment with one of the dental professional at Northern Health Centers, Inc. To get more information about sealant programs available, contact your county’s health department.

Are your social security benefits taxable? By Karyl Richson Social Security Public Affairs Specialist in Milwaukee, WI

If you’ve recently begun receiving Social Security benefits or plan to apply in the near future, you may be wondering this tax season: are Social Security benefits taxable? The short answer is: sometimes. Some people have to pay federal income taxes on their Social Security benefits. This usually happens only if you have other substantial income (such as wages, self-employment, interest, dividends and other taxable income that must be reported on your tax return) in addition to your Social Security benefits. There is never a case when a person pays tax on more than 85 percent of his or her Social Security benefits, based on Internal Revenue Service (IRS) rules. Now, let’s get down to the numbers. If you file a federal tax return as an individual and your income is between $25,000 and $34,000, you may have to pay income tax on up to 50 percent of your benefits. If your income is more than $34,000, then up to 85 percent of your benefits may be taxable. If you are married and you file a joint return, and you and your spouse have a combined income that is between $32,000 and $44,000, you may have to pay income tax on up to 50 percent of your benefits. If your combined income is more than $44,000, then up to 85 percent of your benefits may be taxable. Note that your “income” for the purpose of determining whether you must pay taxes on some of your Social Security benefits includes your adjusted gross income, your nontaxable interest, and one half of your Social Security benefits. In January, you should have received a Social Security Benefit Statement showing the amount of benefits you received last year. You can use this statement, or SSA-1099, when completing your federal income tax return to find out whether some of your benefits are subject to federal income tax. If you didn’t receive yours, you can request one at So, are your Social Security benefits taxable? Maybe. To learn more, read page 14 of our booklet, Retirement Benefits, available at or visit to obtain more detailed information on the subject.
