ECONOMIC DEVELOPMENT

WHY WE ARE HERE

The office of Economic Development is responsible for planning, designing, and implementing economic development strategies, as well as acting as a key liaison between public and private sectors of the community, resulting in the attraction and retention of business that will provide a positive economic impact via sales of goods and services, the creation of products, and employment opportunities.

ABOUT OUR ECONOMIC DEVELOPER

Joshua Alexander is a father of 6 and a 20-year Air Force Veteran. After retiring from the Air Force, Josh took a job with the State of Arkansas as the state’s Economic Development Incentives Manager. Having served in this role, he saw an opportunity to help the city he calls home and, in February of 2021, he became the Economic Developer for the City of Sherwood. Josh holds a degree in Business Management from Liberty University and Associate degrees in Human Resources, Professional Aeronautics, Education, and Airway Science. He is also a graduate of The University of Oklahoma’s Economic Development Institute and has completed two years of training at the University of Central Arkansas’s Community Development Institute. In his spare time, Josh runs a non-profit organization that provides free rounds of golf to veterans in an effort to create community and fellowship for these individuals. A cornerstone of the organization's mission is to then use this community to combat veteran suicide.

14 Sherwood Chamber of Commerce | City Guide 2024

The city of Sherwood is a bedroom community with a high median income. We have a stellar police force, making us one of the safest communities in Arkansas. Sherwood has seen compounded growth of 1% annually, and we are projected to continue at this pace for the next ten years. Our 2030 estimated population projection is 36,000 residents. Sherwood has the foundation required to move into the next phases of enhancing the city’s quality of place and overall quality of life for the people that live here.

OUR CHALLENGES

Being a bedroom community means that a high volume of our residents leaves the city every day to work elsewhere. The drain of daytime population hinders the city’s ability to attract restaurants and retailers that rely on daytime sales for operations. As of December 31, 2022, our leakage of disposable income is 58%.

The cost of construction is currently hindering commercial development. Not only have the cost of materials and labor gone up, but the interest rates have also increased. All of these factors combined are making a new development a risky proposition.

The current Wet/Dry issues are keeping a grocery store from locating in the northern portion of our city 107/ Brockington. The importance of the city looking in this area for a grocery store is fivefold.

It will provide for all current and future residents of our city.

3 2 5 1 4

It will serve as the anchor for clustering other lite retail and restaurants.

A fully developed area around a large grocery store could provide $5 to $7 million in additional tax revenue to the city.

2023 SUCCESSES

• Relate Care opened in January 2023, providing 100+ new jobs.

• Act 671 passed during the 2023 state legislative session. This Act will allow Sherwood to complete the petition initiative for Wet/Dry in the annexed areas of Sherwood only. The former laws required that we reconstitute the Gray Townships of 1954 and 1956 to accomplish this task. Act 671 took the required voter count down from over 16,000 signatures to just over 4,000 signatures.

• Tornado Disaster Response and Recovery Efforts to help the community after the March 31 tornado

• Financial Services Company opened in Sherwood, providing 50+ Jobs

• Darkside Coffee opened in June 2023

It will eliminate some of our leakage as it will import customers from outside of the city to spend their money in Sherwood.

It will push growth and renaissance into Gravel Ridge.

2024 TARGETS

• Resolve the Wet/Dry issue in the annexed areas of Sherwood.

• Get commitment from a grocery store to move into the northern part of the city.

• Bring in a new coffee shop, such as 7 Brew or Starbucks.

• Bring in a new fast casual restaurant.

• Bring in a new sit down restaurant.

WHERE TO EXPLORE

With its easy to learn and open play format, pickleball is quickly becoming a fan favorite among sports enthusiasts of all ages. The sport - a cross between ping pong, badminton, and tennisboasts 36.5 million players in the United States according to the Association of pickleball Professionals and has been deemed the fastest growing sport in America for the third year in a row. With this surge in popularity, pickleball courts have become one of the most frequently requested recreation facilities in cities and towns across the country.

This year, Sherwood answered this call by adding pickleball courts to two parks in the city - Henson Park and Indianhead Park. The former houses eight courts and the latter houses two courts for residents to enjoy. There are plans to add additional courts, especially those that will allow extended hours, in the near future. The addition of these courts adds yet another amenity for the residents of our wonderful city to enjoy.

Pickleball enthusiasts in and around Sherwood are excited because they no longer have to leave the city to enjoy a friendly match with other players. As pickleball continues to rise in popularity, these courts will also provide the opportunity for residents to join and form leagues, hone their craft, and even host and participate in pickleball tournaments. The possibilities are truly endless!

The next time that you are looking for something to do in Sherwood, pick up a racquet and come check out the pickleball scene. Whether you are new or a seasoned pro, everyone is welcome. And who knows - you may just find it to be a real dill-ight!

AmySanders

A Pillar of Sherwood's Past and Present

In the post-World War II era, a cornerstone of Sherwood's history, Amy Sanders, planted roots in the community alongside her husband, Reo. It was May 1, 1947. In a time when Sherwood was known as Sylvan Hills and gravel roads defined its landscape, Amy's journey unfolded during a pivotal period of scarcity following World War II.

The Sanders family's initial dwelling was a furnished apartment in Little Rock that was transformed from part of a home. It was an extremely modest living situation and a reflection of the resourcefulness required during a housing shortage. Without the luxury of a refrigerator, they ingeniously utilized a built-in box outside the kitchen window to keep food cold during winter—a testament to their adaptability in challenging times.

The Sherwood of the late 1940s was vastly different from the thriving community that we know today. Houses were scattered, and the Sherwood that Amy embraced was still in its nascent stage of development. The community at that time was largely composed of World War II veterans striving to rebuild their lives. Upon discovering the opportunity to purchase a home, the Sanders family acquired a spacious property on Wildwood Ave, a 60 foot by 220 foot lot, for $4,950. Supported by a $500 down payment loan from the VA, their monthly house payment was $35—a significant investment that solidified her enduring connection to Sherwood.

Like many other families in Sherwood at the time, the Sanders family was actively engaged in community and church activities. This connection to one another and to the community contributed largely to the growth of Sherwood over time. The Sanders had found their home, but it was not without its challenges. Amy's husband worked midnight shifts at the Rock Island railroad station, which led to creative solutions at times like loading sleeping children into the car for his multi-day shifts. Amy, a devoted mother, chose to stay at home during her husband's frequent out-of-town shifts when her children were small. Reveling in her love for cooking, homemaking, and the joy of being with her children, she believed she had the "best of both worlds."

Amy and Reo's children, Kay Moore and Jim Sanders, attended Sylvan Hills schools, where crowded buses and classrooms were the norm. Amy recalls the spirited Halloween festivities in Sherwood, where hundreds of children from all over the city would fill her street in Wildwood for trick-or-treating. It was a joyous time filled with happy memories.

In 1972, a pivotal moment arrived when Mayor Bill Henson and his wife Sarah offered Amy a job at City Hall, marking the beginning of her second career. By 1973, Amy's commitment led to her appointment as city clerk, recorder, and treasurer—a role she embraced until her retirement in 1987. Throughout this time, she witnessed Sherwood's population grow from around 2,500 to a bustling 18,000, actively contributing to the community's ever-changing landscape. Since retiring, Amy has enjoyed traveling to every state in the union, showcasing her enduring love for adventure while staying connected with Sherwood's vibrant history.

In 1989, Amy's legacy was further honored when the city council named the new library after her—the Amy Sanders Library. This was a monumental tribute to her impact on our great city. The library has continued to grow since opening, expanding its offerings to serve the literary and educational needs of Sherwood.

Amy, ever proud of her community and its growth, remains an integral part of Sherwood's narrative. These days, you can find her at the Sherwood History & Heritage Museum, contributing her time and efforts to preserve the rich tapestry of Sherwood's past. Located in the former Sherwood Public Library, the museum stands as a testament to Amy's dedication, showcasing carefully curated memorabilia spanning the years for the public to

Little Rock Air Force Base

The men and women who serve at Little Rock Air Force Base have come to enjoy all that Sherwood has to offer.

Located 11 miles south of the base, Sherwood’s appeal to the men and women stationed at the base include the city’s numerous established neighborhoods, hometown atmosphere and 15 public parks featuring numerous miles of walking and hiking trails throughout the city.

One of the reasons for the close relationship is the LRAFB Community Council, which was formed to assist local governments and citizens to solve problems of mutual interest and to provide continuity in working with local governments.

The LRAFB Community Council has won the Air Education and Training Command’s (AETC) prestigious Altus Award for being the best Community Support Group of an AETC wing.

Overall, Team Little Rock has also won two other awards as Air Mobility Command’s Abilene Award winner for Best Community Support and were also recognized as a “Great American Defense Community” by the Association of Defense Communities.

The base itself encompasses 6,100 acres and includes more than 50 aircraft, making it home to a significant percentage of the U.S. Air Force’s C-130 enterprise. Nearly 8,000 active-duty, Air National Guard, Reserve, and civilian members work on or around the base. An estimated 210,000 veterans live in the state of Arkansas.

Little Rock AFB is known as the “Home of Herk Nation.” The base has five major command relationships with three wings: The 19th Airlift Wing (AMC), the 314th Airlift Wing (AETC), the 189th Airlift Wing (Air National Guard), the 913th Airlift Group (Air Force Reserve Command), and the 29th Weapons Squadron. (Air Combat Command)

Additionally, the base is the twelfth largest employer in Arkansas and indirectly created nearly 8,000 jobs on base, with a value of more than $519 million.

Over the years, the citizens of Sherwood and LRAFB have developed a special relationship and all involved are constantly working on ways to make the quality of life in Central Arkansas the best available.

SAFETY 56 Sherwood Chamber of Commerce | City Guide 2024

SHERWOOD POLICE DEPARTMENT

The Sherwood Police Department is tasked with keeping the citizens of our community safe. With their hard work and dedication, Sherwood enjoys the privilege of being one of the safest communities in the state of Arkansas. The department continues to grow and enhance its abilities as Sherwood continues to grow - providing the citizens of Sherwood with peace of mind and a force that they know they can count on in any situation.

The Sherwood Police Department employs 73 police officers - one officer for every 449 citizens. The department also employs 14 dispatchers, 1 clerical position, 3 code enforcement positions, and 7 Animal Control positions. In addition to patrol officers, the Sherwood Police Department includes a K-9 Unit and a Criminal Investigations Division.

In 2023, the department made 9,633 traffic stops, resulting in 4,670 citations being issued. There were also 872 arrests made for various felony and misdemeanor offenses. The department assisted 757 citizens who were involved in accidents in 2023 and received over 75,000 phone calls (emergency and non-emergency). These calls resulted in 45,579 calls for service that our officers answered and, as a result, generated 5,138 written incident reports. 1,335 of those reports resulted in criminal investigations.

Community engagement is a top priority for the Sherwood Police Department as well. The department provides School Resource Officers (SROs) to all Sherwood schools free of charge. These officers ensure the safety of all students, faculty, staff, administrators, and visitors in each school while supporting PBIS and other district safety initiatives. The Sherwood Police Department also hosts the Citizens Police Academy twice per year. This academy allows citizens to learn more about how the Sherwood Police Department functions and serves the community.

Lastly, the department connects with the community through Sherwood's Community Oriented Policing Officers (C.O.P.P.S.). These officers are responsible for public relations, neighborhood watch programs, and neighborhood disputes. They plan, coordinate, and assist in several annual events within the city including National Night Out, Prescription Drug Take Back events, Keep Sherwood Beautiful clean-up events, and other events hosted by the city. The Sherwood Police Department is an active part of the Sherwood community, giving back to the community that they serve and love.

METROPOLITAN EMERGENCY MEDICAL SERVICES (MEMS)

The story of MEMS dates back to the early 1980s. Before this time, emergency medical services were not as widespread as they are today. Where they were available, the patient was not always considered the top priority. In this time in the Little Rock metropolitan area, two privately owned ambulance services were the primary EMS providers. These companies were so highly competitive and focused on profits that soon both patients and employees began to suffer greatly. At one point, two medics and a dispatcher were fired for calling a helicopter for a critical patient. The owner considered the call as taking revenue from the ground ambulance service. Finally, on Memorial Day weekend of 1984, the EMTs and Paramedics had enough. They went to the city with their concerns and said they would work for free before they continued to work in these horrible conditions. Out of these conversations, MEMS was born.

MEMS was conceived as a public utility focused on the mission, not profit. The mission focus is to provide the most up-to-date, best-practice, outcome-driven medical care to the citizens that they serve around Central Arkansas. Their in-house EMT and Paramedic school offers students the opportunity to get paid to train and earn college credit.

MEMS has been the primary emergency medical services provider for Sherwood for many years. With two offices in Sherwood, MEMS can quickly respond to calls and help citizens and visitors alike. The Sherwood MEMS team can be seen frequently around the community as well. EMTs provide ambulance service at events sponsored by the city and other organizations. They also participate in community events, such as the Community Fish Fry, and teach students in area schools the importance of safety, medical care, and about the EMT profession.

EmpoweringDreams: DREAM's Journey to Educational Excellence

DREAM, which stands for Dedicating Resources to Excel All Minds, is a non-profit community-based organization with a mission to establish a robust foundation of learning for children aged 6 weeks to 5 years. Committed to providing readiness and academic skills, DREAM's programs aim to prepare children effectively and enable them to reach the highest levels of academic and social achievement during their elementary school years.

Unveiling DREAM's Successful Programs

All of DREAM's programs are meticulously designed to foster the highest level of achievement for every participant. Understanding the diverse learning styles of children, DREAM employs a tailored approach to education, ensuring that each child receives personalized instruction. The success of this methodology is evident in the stories of children who have transitioned from DREAM's preschool program to 1st grade, excelling both academically and socially throughout their high school years. DREAM kids consistently surpass expectations, not only in the classroom but also in various aspects of life. One outstanding example of DREAM's impact is the head start experience provided to DREAM families. This unique advantage sets them apart, contributing to their continuous success academically and socially.

Opportunities for Involvement and Support

While DREAM has achieved significant success, there are still areas of opportunity for community involvement. Volunteers are welcome to assist as substitutes, tutors, or lend a helping hand during organization events such as Teacher Appreciation Week, Field Day, and Read Across America Week. Donations from local businesses are also appreciated, providing valuable support for the organization's ongoing initiatives.

DREAM's Ongoing Dedication to the Community

DREAM, with a dedicated service history spanning 17 years, emphasizes its commitment to the community. Operating as a non-profit organization, DREAM highlights the challenges faced by such entities, often overlooked by investors despite their significant impact. The organization allocates every dollar to the improvement and sustainability of its programs, with the quality of its services speaking for itself.

Currently undertaking Phase 2 of a renovation project, DREAM is working towards a new facility to accommodate preschool-age children, providing an additional 100 childcare slots to the city of Sherwood. Financial assistance in various forms, such as supplies, equipment, labor, discounts, lower interest rates, and monetary donations, is crucial to completing this project, ensuring its successful launch in Spring 2024.

68 Sherwood Chamber of Commerce | City Guide 2024

Overcoming Challenges: A Leap of Faith

The past year presented DREAM with a significant challenge – the need for expansion. Faced with growing demand and limited space, the organization embarked on a journey to find a suitable location. Taking a leap of faith, even amidst the challenges posed by a tornado in March, DREAM explored the possibility of acquiring the old ABC Financial buildings on Hwy 107 in Sherwood. The subsequent renovation project, marked by determination and teamwork, culminated in the opening of DREAM Early Childhood & Afterschool Academy on September 18, 2023, marking the completion of Phase 1.

Pride in Sustainability and Growth

DREAM takes pride in its sustainability and growth, weathering storms and challenges over the years. From a staff of 4 to a team of 40, the organization has learned valuable lessons in resilience and collaboration. Despite differences among the staff, their shared commitment to seeing children succeed unites them in their mission. Through sustained growth, impactful programs, and a steadfast commitment to its mission, DREAM continues to empower the dreams of children, ensuring they not only learn but thrive in
