Sonic is a subcompact with attitude Since the Chevrolet Sonic was launched in late 2011 to replace the Aveo, it has built a reputation for being sporty, for handling better than most expect a subcompact hatchback to perform and for displaying attitude in exterior and interior styling, drivability and tech. The only subcompact built in America, Sonic adds an all-new, performanceinspired, Sonic RS fivedoor hatchback model to the line, and for 2013, Sonic also adds an available version of Chevrolet’s MyLink infotainment system, which uses owners’ smartphones to personalize delivery of music, video, photo galleries, phone books and other information into the vehicle – including full-function navigation via an available smartphone app. Other additions for this year include standard Bluetooth for phone and steering wheel controls, available rear decklid spoiler on all trims, standard remote starter, integral blind-spot mirrors added to outside rearview mirrors on all models and a revised look to OnStar buttons.

In my test Sonic LTZ the vehicle was upgraded further with perforated leatherette seating surfaces, heated front seats, a leather-wrapped steering wheel with cruise and audio controls, and fog lamps. Also included standard with all LTZ models is Chevrolet MyLink Radio with AM/FM stereo, Bluetooth audio streaming for music and select phones, voice recognition for phone, and Pandora Internet Radio and Stitcher SmartRadio compatibility, all controlled through a 7-inch diagonal color touch-screen.
Trendy and sporty exterior Aggressive and youthful, the Sonic five-door hatchback is hip and sporty looking with a wide, planted stance and wheels-atthe-corners proportions to whisper performance. Other aggressive design cues, including fender flares and motorcycle-inspired round head lamps, are blended with a dual-element grille and round tail lamps. The leading edge of the hood forms a character line above the head lamps, which flows in a sleek side profile characterized by uninterrupted body side lines, a high beltline and low roofline. The sedan and hatchback both measure 68.3 inches in width and 59.7 inches in height on a 99.4-inch wheelbase, but the sedan is 173.1 inches long while the hatchback is only 159 inches in length. The Sonic sedan weighs in at about 2800 lbs., and the 5-door runs from 2690 base LS to 2811 in RS trim.

minded engine choices are an Ecotec 1.8-liter 4-cylinder engine rated at 138 hp and 125 lbs.-ft. of torque for an EPA estimate of 26/35, and the better-performing 4-cylinder Ecotec 1.4-liter turbo engine installed in my test ride, that produces 138 hp and 148 lbs.-ft. of torque with an EPA rating at 29 mpg in city driving and 35 mpg on the highway. My road tests yielded an average of 32.1 mpg. More of a slow-andsteady achiever, my test Sonic LTZ completed a zero-to-60 mph run of 8.2 seconds, and a quarter-mile time of 16.2, which is not thrilling, but better-thanexpected for the segment. On the road, throttle response was sluggish at times, making passing a strategic maneuver, but long inclines were handled well and the ride was balanced with only slight understeer in quick turns. MacPherson strut front suspension with coil springs and stabilizer bar and a semi-independent, torsion beam axle-mount compound link-type design rear, with a tubular V-shape beam and gas-charged shocks, smoothed out most irregular surfaces, but fell victim to deeper ruts. For the most part the cabin remained quiet with little road vibration.

Highest scores in safety tests The cabin is surprisingly roomy with 37.6 inches of front headroom and 38.1 inches in row two. Front legroom is 41.8 with 34.6 in row two and shoulder room goes 53.4 and 53 inches. In terms of safety, Sonic gained the highest possible scores in crash and rollover tests and is outfitted with a strong body structure to absorb crash energy and provide a protective “safety cage” around occupants. The 2013 Sonic LS in
manual configuration starts at $15,595 and eight choices (four trims in either manual or automatic) run all the way up to $22,280 base for the RS automatic. Wild acceleration Mo. blocks rule allowing E15 gasoline cases may be Lawmakers said winnable for Toyota the proposal goes By Justin Pritchard Associated Press LOS ANGELES — Toyota Motor Corp. still faces dozens of lawsuits claiming that defective electronics caused some of its cars to accelerate uncontrollably, often with tragic results, but those cases seem more winnable given the automaker’s latest courtroom victory. Jurors deliberated for about five days in Los Angeles before concluding Thursday that the automaker was not liable for the death of Noriko Uno. The 66-year-old was killed in 2009 when her 2006 Toyota Camry was struck by another car, then continued on a harrowing ride until it slammed into a telephone pole and tree. Toyota’s lawyers said that the sedan’s design was not to blame and Uno likely mistook the gas pedal for the brake. Jurors cleared the Japanese automaker but decided that the other driver, who ran a stop sign, should pay Uno’s family $10 million. The verdict added to Toyota’s legal victories: In 2011, a federal jury in New York found that the company wasn’t responsible for a 2005 crash. The Uno case was one of more than 80 “unintended acceleration” lawsuits still pending in state courts against Toyota, including one that began this week in Oklahoma. The Los Angeles case posed a different theory than the others. Uno’s family claimed that the crash could have been avoided if Toyota had installed a brake override sys-
tem, which deadens the accelerator if the driver hits the brakes. The other cases claim that an electronics defect caused the sudden, unintended acceleration that preceded crashes. One plaintiff’s attorney who settled a class-action case against Toyota in December for more than $1 billion said the Uno case seemed easier to win than the cases claiming failures in vehicles’ electronic throttle control systems. “The chances of a software glitch causing an unintended acceleration are one in a million,” said Steve W. Berman, whose lawsuit asserted that the value of Toyota cars and trucks plummeted after a series of recalls stemming from unintended acceleration claims. While plaintiff’s experts will argue that lab simulations strongly suggest crashes were caused by a software problem, Toyota’s lawyers will argue that there are other plausible explanations. Without hard data to prove a glitch was the cause, Berman said, jurors may reasonably have doubts. But a lawyer whose case will go before a federal jury in early November discounted the broader impact of Thursday’s verdict. Because the Uno case involved acceleration after an initial accident, “that gave the jury a way out and allowed them to simply assign all the liability to the first collision,” attorney Todd A. Walburg said. He is bringing a claim that a Camry in Georgia accelerated uncontrollably due to defective electronics before crashing into a school.

Lieb Associated Press JEFFERSON CITY, Mo. — M issouri lawmakers blocked a proposal Wednesday that could have allowed greater amounts of ethanol to be blended into the gasoline sold for most vehicles. The decision by a legislative panel halts a proposed rule change by the Missouri Department of Agriculture that would have allowed stations to sell fuel containing 15 percent ethanol. Lawmakers said the proposal goes beyond what’s allowed under a 2006 state law that required most Missouri gasoline to contain a 10 percent ethanol blend. Associations for gas stations, petroleum suppliers and automakers had raised concerns that E15 could damage engines in some vehicles and create liability problems for consumers and retailers alike. Corn farmers, whose product is used to make ethanol, had pointed to federal studies affirming that E15 is safe for newer vehicles and can help lower gas prices for drivers. But the decision by the Joint Committee on Administrative Rules was not based on the merits of using E15 gasoline. Committee members said the Legislature — not an executive agency — must make the policy decision about whether to allow it. T h e m o t i o n to b l o c k
the proposed rule change passed 6-2 with two members absent, getting the minimum vote needed for a majority on the 10-person panel. The decision is essentially a temporary moratorium. The full Legislature can decide whether to permanently block the rule when it convenes in January. Or the department can withdraw the proposed rule change. As of last month, E15 was being sold at about 40 gas stations in nine states — Iowa, Illinois, Kansas, Michigan, Nebraska, North Carolina, North Dakota, South Dakota and Wisconsin, according to the Renewable Fuels Association. “The real losers here are consumers,” said Gary Marshall, CEO of the Missouri Corn Growers Association. “Consumers in nine other states have the ability to buy a fuel that right now is significantly cheaper than gasoline, and Missouri residents don’t.” By b l o c k i n g t h e r u l e change, consumers may have been spared confusion
about whether E15 is appropriate for their vehicles and who should bear responsibility if its use voids manufacturer warranties and causes problems, said Ron Leone, executive director of the Missouri Petroleum Marketers and Convenience Store Association. Now the Legislature can debate and work out those details, he said. “If somebody misfuels, I do not want my folks to be held liable if they complied with the law,” Leone said. “We also don’t want the consumer, obviously, to be hurt if they make a mistake and misfuel a car with E15 that’s not E15 compatible.” Committee chairman Sen. Eric Schmitt, R-Glendale, said he tried to broker a deal among corn farmers, fuel sellers and the Agriculture Department to back away from the rule change and address the availability of E15 during the 2014 legislative session. But Schmitt said a representative of Democratic Gov. Jay Nixon wanted to try to go forward with the rule change now.

After the legislative panel blocked the rule, Nixon said he hopes lawmakers will still eventually authorize E15 gasoline. “Expanding the use of renewable fuels is a proven strategy for boosting our nation’s energy independence and bringing more dollars back to farming communities across Missouri,” Nixon said in a written statement. “I look forward to working with members of the legislature to implement this responsible, voluntary measure that will increase domestic energy production and help grow Missouri’s economy.” The vote blocking the rule passed with bipartisan support. Voting to halt it were Schmitt; Sen. Bob Dixon, R-Springfield; Sen. Paul LeVota, D-Independence; Sen. Scott Sifton, D-St. Louis; Rep. Eric Burlison, R-Springfield; and Rep. Mike Colona, D-St. Louis. Those voting to allow the rule to go forward were Rep. Jay Barnes, R-Jefferson City, and Rep. Todd Richardson, R-Poplar Bluff.

Fiat offers a longer 500 model By Ann M. Job Associated Press It doesn’t sound like much: An extra 27.7 inches of length, nearly 6 more inches of height, two additional doors and four more panels of window glass on a small car badged “Fiat 500L”. But the not-quite-14foot-long, four-door, newfor-2014 Fiat 500L is a unique small car ride — odd to some, stylish to others and more spacious inside than just about anyone expects. The interior airy feel — some might liken it to riding in a bubble — is especially noticeable when the interior is splashed with outside light from a roof-size, optional, power sunroof. Also noteworthy: The 500L’s high seat positions and big door openings that make for easy entry and exit. These can make the 500L comfortable for someone suffering back pain and who winces at the thought of getting in and out of a regular car. Best of all, this largest version of a car badged as a Fiat 500 to come to America is affordably priced. Starting manufacturer’s suggested retail price, including destination charge, is $19,900 for a base, frontwheel drive, 2014 500L Pop model with 160-horsepower, turbocharged, fourcylinder engine and traditional-operating, six-speed m a n u a l t ra n s m i s s i o n . This base model includes air conditioning as well as cruise control, remote keyless entry, heated outside mirrors, power windows, power door locks and seven air bags. The lowest starting retail price for a 500L with a sixspeed, Euro-twin clutch that a driver can operate like an automatic transmission is $22,345 because buyers must move up to a 500L Easy model. A conventional six-speed automatic is planned to be available on the 500L during the 2014 model year. Its pricing is not yet released.
In comparison, a base, 2013 Fiat 500 — without the additional space of the L and with just two side doors — is $16,900 with 101horsepower, four-cylinder engine and manual transmission. Competitors to the 500L include other small, tall, five-door hatchbacks. For example, the frontwheel drive, 2014 Kia Soul has a starting retail price of $15,495 for a base model with 130-horsepower, fourcylinder engine and sixspeed manual. The base, front-wheel drive, 2014 Mini Cooper Countryman with a starting MSRP, including destination charge, of $22,895 has a 121-horsepower, four-cylinder engine and six-speed manual transmission. While the 500L carries the 500 name, it uses a different “small-wide” architecture than the smaller Fiat 500, so it’s not exactly a blimpedup 500. Another distinction: The 500L is built in Serbia, not the Mexico assembly plant that produces the 500 for U.S. consumers. While the 500L has the face of its smaller namesake, it’s on a larger hood and body and arguably just isn’t as cute and endearing as the smaller Fiat 500. Indeed, pictures of the 500L don’t do it justice. People have to see this car in person to grasp that at 5.5 feet tall, it’s 9.2 inches taller than a Honda Civic sedan, taller than the Countryman and Soul and even a tad taller than a Honda CR-V sport utility vehicle. Inside, the 500L shows both styling innovation, with its “hip,” modern seats, intriguing shapes and sizing for such things as parking brake lever and steering wheel, and amazing roominess. The 23.1 cubic feet of cargo space aft of the back seats is about on par with the Kia Soul’s and more than the Countryman’s. Sales of passenger vehicles rose 21.1 percent to 1.6 million vehicles, up from August’s 10 percent growth, an industry group, the China Association of Auto Manufacturers, said Friday. China is the world’s biggest auto market by number of vehicles sold and sales growth still is stronger than in Western markets despite decelerating over the past year. Japanese automakers had especially strong growth in September following a year-long slump as tensions between Beijing and Tokyo over a territorial dispute kept buyers away from showrooms. N i s s a n M o to r C o .’s monthly sales soared 83.4 percent to 117,100 vehicles, accelerating from 2 percent growth for the first nine months of the year. Toyota Motor Corp. said sales jumped 63.5 percent over the same month last year after declining by 0.5 percent in January-September. Total Chinese auto sales,
including trucks and buses, rose 19.7 percent to 1.9 million vehicles, according to CAAM. Passenger vehicle sales for the first nine months totaled 12.8 million vehicles, up 7.5 percent from the same period last year. Total vehicle sales rose 12.7 percent to 15.8 million in the first three quarters. September traditionally is a strong month for Chinese auto sales ahead of the weeklong National Day holiday that starts Oct. 1. The spat between Beijing and Tokyo over uninhabited islands in the East China Sea caused sales of Japanese brands to tumble by 40 percent last September. China’s domestic automakers, struggling to hold market share against global rivals, saw September sales rise just 1.8 percent over last year to 276,200 vehicles. General Motors Co. said sales of GM brand vehicles by the company and its local partners rose 13.7 percent over a year earlier to a new September record of 277,647 vehicles. Ford Motor Co. said its sales soared 61 percent to 96,111 vehicles. Germany’s BMW AG said sales, including by its Mini unit, rose 20.8 percent to 35,408 vehicles.

One nit: The window glass in the test 500L Lounge had a slight imperfection in the middle that blurred the view. The tester had a fullroof sunroof, with dual glass panes and a fabric shade — all power-operated. cylinder that is also used in the sporty version of 500, the Fiat 500 Abarth. In the 500L, this powerplant delivers peak torque of 184 foot-pounds between 2,500 and 4,000 rpm. The numbers sound good, but the test car often lagged for a bit when the driver demanded acceleration. Then, a burst of speed hit as the turbo kicked in. This was with the six-speed, Eurotwin clutch, that doesn’t require a clutch pedal.

Federal government fuel economy ratings are best with the regular, six-speed manual transmission: 25 miles per gallon in city driving and 33 mpg on highways for a combined 28 mpg. This compares with the 25/30-mpg rating for the Mini Countryman with base engine and the 24/30-mpg rating for a 2014 Kia Soul. The tester earned a commendable 28 mpg in mostly highway driving and 23.2 mpg in mostly city driving.
Fictional anchor Ron Burgundy in Chrysler ad By Tom Krisher Associated Press AUBURN HILLS, Mich. — When you’ve got the smallest marketing budget of the Detroit Three automakers, you have to take risks to get your TV spots noticed. That’s why Olivier Francois, Chrysler’s marketing chief, gambles a lot. He’s following successful ads featuring rapper Eminem and movie star Clint Eastwood with a pitch from a fictitious character — egotistical airhead television anchorman Ron Burgundy from the 2004 movie “Anchorman: The Legend of Ron Burgundy.” And this time, Francois got the talent to pitch a refurbished version of the Dodge Durango SUV for free. Paramount Pictures, he said, bartered work on the commercials by Will Ferrell, who plays Burgundy, in exchange for the promotion in the ads of an “Anchorman” sequel that is due out in December. “We can’t compete on the money,” said Francois, a Frenchman behind the gritty 2011 Super Bowl image ad for Chrysler with Eminem in his hometown of Detroit, and the follow-up spot featuring Eastwood talking about America making a comeback. Chrysler is by far the smallest of the Detroit car companies and has the lowest advertising budget. Last year, it spent $1.9 billion in the U.S., about 40 percent less than rival General Motors’ $3.1 billion, and almost 20 percent below Ford Motor Co.’s $2.3 billion. GM was the second-larg-

Ferrell, Francois said, was given a free hand to write and produce the ads. Initially he was supposed to make three-to-six television commercials, but ended up with 70, all featuring Ferrell in a 1970s burgundy suit. Most of the ads talk about the SUV’s
gas mileage, power and infotainment technology. Some are funny, such when Ferrell, playing an incredulous Burgundy, talks back to the navigation system, or when he thinks “mpg” is a word instead of an abbreviation for miles per gallon. Some of the ads even have sexual innuendo, but those aren’t scheduled to make television or the Chrysler Internet sites. Francois had never heard of Burgundy, a 1970s TV anchorman in San Diego, or the first “Anchorman” movie. But he was amazed that everyone in a brainstorming session could recite lines from the film. “He’s probably the closest fictional character to a real character,” Francois said.
The campaign, scheduled to appear on TV until the sequel “Anchorman 2: The Legend Continues” makes its debut around Christmas, is risky. It could alienate those didn’t see the first movie or those who didn’t like it. T h a t’s a c h a n ce t h a t Chrysler is willing to take, to deviate from the standard auto industry ad featuring a car or truck rolling down a highway and a strange voice telling people about the product. “If I run an ad with running footage and a couple of stats, it would just get lost,” said Tim Kuniskis, CEO of the Dodge brand. “Now I can run an ad with Will Ferrell and immediately everyone is going to pay attention, look, notice.”
