THE PILOT — SOUTHERN PINES, N.C.

When you need to know... talk to Mickey DeBernard

Dear Community,

Buying into a Homeowners Association

If you are considering purchasing a condo, duplex or single family home with a homeowners association, be sure to check into the financial situation, as well as the covenants and restrictions, you will be buying in to. The amount of dues you pay is not the whole picture. Dues, Assessments and Reserves – Find out exactly what expenses are covered by regular dues. You can do this by obtaining a current budget and operating statement. Are grounds maintenance and exterior building repairs included? Any utilities such as water or cable? Trash pickup? Is there a master insurance policy that covers the structures, and liability insurance on the common areas? Is there an amount regularly allocated to funding reserves for major repairs and replacements? Look at the HOA’s balance sheet to see if there are reasonable reserves for upcoming projects such as painting, roofing, and paving. If there are not, you may be looking at sizeable assessments down the road to cover these costs. Ask for a copy of the last Annual Meeting minutes to see what projects are under discussion. Covenants and Restrictions – Many homeowners have gotten into bad situations by not reading and understanding the C&R’s (also referred to as the Declaration and By-Laws) along with any subsequent amendments. These documents can restrict the rights of owners with regard to use of common

www.NewHeritageRealty.com E-mail: Mickey@NewHeritageRealty.com

areas such as lawns and parking lots; appearance of doors, windows, decks, patios and other exterior surfaces; whether or not homeowners or their tenants may keep pets, etc. Also be sure to obtain a copy of any Rules and Regulations that may have been established outside of the C&R’s. The results can be disastrous when the needs and desires of a homeowner clash with the C&R’s, so be sure you know the rules. Management – While a lot of smaller HOA’s do not have professional management, many medium to large ones do. Management companies are often better equipped to hire competent contractors needed to maintain common areas and buildings. They assist the HOA Board of Directors with billing, financial reporting, legal issues, and enforcing rules and regulations, which can be especially important in maintaining friendly relationships within the community. Your local Realtor® can assist you with obtaining all of this information as you consider purchasing a primary residence, second home, or investment property with an HOA. You can use it to compare different HOA’s in order to make an informed decision. Remember, the one with the lowest dues may not be the best deal.

Fall Landscaping Tips to Prepare for Winter

There is no better time to take stock of your lawn and landscaping needs than during the shorter days and crisp temperatures that herald the beginning of fall. Not only can it help you have a great-looking lawn next spring, but it can save you money on your utility bills during the winter. Assess Your Lawn Fall is a great time for new grass seed to

take root, especially in cooler climates. Even with meticulous care, lawns can thin out and lose color due to excessive thatch buildup, hard or compacted soils, or periods of high temperature, high humidity, or drought. Compacted soils slowly reduce the amount of oxygen contained in the soil, delaying the penetration of water and nutri-

ents and impeding the lawn growth. Aerating and overseeding is an effective treatment to control thatch, reduce compaction, fill in bare spots and revitalize growth. It also reduces water runoff, increases the lawn’s drought tolerance and improves its overall health. Lawn aeration allows air, moisture and fertilizer to penetrate down to the root zone. It involves removing small soil plugs or cores typically 1/2 to 3/4 inch in diameter from the lawn. Lawns composed of cool-season grasses such as Kentucky bluegrass are best aerified in the fall, when there is less heat stress and danger of invasion by weedy annuals. On the other hand, warmseason grasses are best aerified in late spring and summer, when they are actively

growing. Consider also reseeding your lawn in areas where the grass has gotten sparse. First, rake leaves and debris off your lawn so the seeds can penetrate the soil. Then fertilize your lawn one last time with a high nitrogen fertilizer to encourage root growth. Make sure you get a lawn fertilizer that is labeled “winterizing.” Energy-Saving Planting Fall is also the best season for planting trees, shrubs and perennials. Plants planted in the fall benefit from cooler air temperatures, not to mention soil temperatures still warm enough to support good root growth.

After a winter of dormancy, fallplanted trees and shrubs practically shoot out of the soil the following spring. Plant deciduous trees that lose their leaves during the winter in front of windows that receive significant amounts of sunlight. This helps block solar heat in the summer and lets it in during the winter when you need it most, which could help reduce your heating and air conditioning costs. A six-foot to eightfoot deciduous tree will begin shading your windows the first year and your roof, depending on the species, within five-10 years. In regions with year-round sun and no significant winter, planting evergreen trees or shrubs limits

sunlight entering your home and serves as a windbreak. Winter sunlight is a welcome heat source, but the wind that can accompany it can reduce its positive effects. A natural windbreak will reduce or redirect wind speed. Evergreen trees and shrubs planted on the side of your house that receives winds will help reduce the wind effect. Teaming evergreen trees and an earth berm, a natural or man-made wall, will direct wind over your house. Additionally, in snowy climates windbreaks will help keep snow away from your home’s foundation. Contact the Moore County Home Builders Association at 910-944-2992 or go to www.nahb.org for more information on lawn maintenance and home care.

Is your family as safe as it could be from a household fire?

FRIDAY, OCTOBER 7, 2011

(ARA) - Did you ever wonder what would happen to your family if a fire started in the house? Would everyone be able to get out in time? Would they know what to do and where to go as soon as they smelled smoke? The reality is that when a fire strikes, every minute counts. That's why the United States Fire Administration recommends that everyone have a comprehensive fire protection plan that includes smoke alarms, residential sprinkler systems and a wellplanned home fire escape plan. "Given the proven effectiveness of today's fire sprinkler technologies, it's little wonder that residential fire sprinkler systems have grown significantly in popularity and, in some states, are mandated when a house is built or remodeled," says Matthew Kuwatch, global business director for BlazeMaster Fire Sprinkler Systems. "Unlike smoke detectors, which simply alert you when a fire has started, fire sprinkler systems provide a proven means for delaying the spread of a household fire or even extinguishing it, thus giving residents the extra time they often need to exit safely." Such precautions, in addition to increased

THE PILOT — SOUTHERN PINES, N.C.

educational efforts, are paying off in the form of fewer fire-related deaths in the United States. The fire death rate in the United States has declined by 66 percent since 1979, according to a July 2011 report issued by the Federal Emergency Management Agency. That's good news, but not good enough when you consider that the United States still has one of the highest fire death rates in the industrialized world. According to the National Fire Protection Association, there were roughly 480,000 structure fires in the United States in 2009 that resulted in nearly 2,700 civilian deaths, nearly 15,000 related injuries and $10.8 billion in property damage. The best time to start protecting your family is when you're building a new home or remodeling an existing one, as residential fire sprinkler piping runs behind the walls and between the floors, exposing only the sprinkler heads through the ceiling or wall. Just as important as planning your home fire escape plan is researching the right fire sprinkler system, as not all of them perform the same. Piping materials and overall design of the system can be very different with some offering significant cost

and performance advantages. As a result of corrosion problems and escalating material costs, metallic systems are no longer being installed as frequently but are being replaced with newer, high-performance, more cost-effective technologies. BlazeMaster Fire Sprinkler Systems, for example, which are made from a revolutionary, hightemperature specialty material that has been effectively used in life safety applications for nearly 30 years, have become the most specified non-metallic fire sprinkler system in the world. Lightweight, corrosion-resistant, and easy to install, they offer significant cost savings over steel systems in the form of reduced

material and labor costs. They also provide a superior safety performance over other plastic systems because they do not support combustion and will not continue to burn after the ignition source has been extinguished. From a design standpoint, a fire sprinkler system can operate independently as a stand-alone system or in combination with the plumbing system (often referred to as a multipurpose system). Due to reliability concerns, however, these combination systems are not approved for

PAGE D5

use in many regions of the country. Regardless of the piping material or system design, fire sprinkler systems are a wise investment. Not only do they increase the survival odds if a fire should strike, but they can also result in reduced insurance premiums because of their ability to limit property damage. Unlike the myths and movies that portray multiple sprinkler heads going off simultaneously to discharge a large amount of water, the reality is that automatic fire sprinklers are individually heat-

activated to spray water only in the immediate area of the fire. In many cases, only one sprinkler head operates to extinguish a fire. The amount of water discharged from a sprinkler head is roughly 1/8 the amount of water typically disbursed if the local fire department is called in.

Reclaim your garage in a weekend

PAGE D6

(ARA) - Is your garage dingy, cluttered and in need of a facelift? Transforming it into a "showroom" for your car, reclaiming it for a workshop, playroom or man cave isn't difficult. All it takes is a weekend and a little elbow grease. "Many homeowners view the garage as an extension of the home - not just a place to store the lawn mower," says RustOleum brand manager, Mark Wilgen. "A clean, well organized garage can provide extra living space, as well as add value to a home. And, reclaiming it can be a fun weekend project families can do together." Here's how to get started: Get rid of the clutter. Remove outdoor furniture, sports equipment, lawn mowers and garage clutter. Bag the trash, donate too-small bikes and other items you no longer need and decide what will go back in the garage after

THE PILOT — SOUTHERN PINES, N.C.

your work is done. If you're like most homeowners, you'll gain a lot of space by clearing the clutter. Paint the walls. Most homeowners don't think about painting the walls of their garage. Yet, a coat of ordinary latex paint can go a long way in brightening the space and giving it a finished look. If the garage has never been painted or it's been painted with porous builders' flat paint - make sure you prime first with a quality primer like Zinsser Bulls Eye 1-23. It will seal the surface for a better paint job and you'll use less paint. Don't forget the floor. Sweep it clean. Then remove dirt, oil or grease spots using a cleaner/degreaser and a stiff bristle brush and rinse thoroughly. To give your garage a showroomquality floor that will make you the talk of your neighborhood, finish it with a coating specifically formulated for garage floors like

Rust-Oleum Garage Floor Coating. It will protect the floor against gasoline, antifreeze, motor oil, salt and hot tire pick-up and makes it simple to keep clean. And it's easy to apply. Just mix the two-part system, allow the mixture to stand according to label directions and then apply it in 4 by 4 foot sections. Toss the decorative paint chips as you finish each section and you're done. It's time to organize. From shelving to workbenches to storage pieces designed for sports equipment, there is a plethora of garage storage options available to help you get organized. Visit your local hardware store to find the best option for your needs. You'll be surprised how a little organization can maximize your garage space.
