FOR many years, Consort Road in Retreat has experienced large volumes of traffic on a daily basis, causing it to deteriorate and become filled with deep indentations. The indentations have made the road uneven, making it a “pain” for motorists who travel on it. “Consort road is bad; it’s narrow and the surface is very poor. You are shaken and stirred when travelling down that road. “The load of traffic is huge, and bigger trucks use the road too. The road cannot carry the load,” says Coby Botha, chairperson of the Retreat/ Steenberg Civic Association. The City of Cape Town has undertaken numerous repairs to the road over the years, but ward councillor, Jan Burger, says a long-term solution is needed. Repairing the indentations provides temporary relief, and because of the extent of patching, the road has become very uneven and “extremely” bumpy. Burger says: “The damages keep on coming back. The road needs a service; it needs a makeover.”

Last year, a proposal was put in motion by Burger at the Rondevlei Subcouncil to have a bridge constructed – as a long-term solution – from the extension of Ladies Mile into First Avenue, Retreat. “This will help ease traffic on Consort Road, making it less prone to damages. It will also make a lot more sense than building the bridge along another road in the area, as there are fewer houses on this route,” says Burger. The proposed bridge will have two lanes, taking motorists across the railway line into Retreat and back. Consort Road will then be used as a service road for residents coming out of the area. “If you make a two-way bridge, the road calming measures on Consort Road will also be improved – making for a safer road,” says Burger. He adds he has not received a response from the City of Cape Town on the request for a proposed bridge. The City is determining whether a bridge will be suitable for the road. The consultation report is still being prepared, and depending on the results of the report, will result in many public participation processes, in order to find out how the public feels about the proposed bridge, says Burger.

“The bridge is long overdue. Anybody who lives in the avenues finds it daunting and difficult to make their way onto Retreat Road; something must definitely be done,” says Botha. The Retreat Ratepayers’ and Residents’ Association chairperson, Edward Eybers, says local residents fully support the idea of a bridge. “It would make a big difference on the road. The bridge would need to have a footbridge, eliminating the need for pedestrians to use the level crossing at the railway station. “People tend to use Consort Road a lot more due to congestion in the morning; if there was a bridge, it will eliminate a lot of problems,” he says. Burger says that something needs to be done to the road until the City comes to a decision about the proposed bridge. “We cannot leave this road like this. Only parts of it have indentations; however, it is just a very bad road. “In the long run, the bridge will save money and cost a lot less than continuous repairing,” he says. The City of Cape Town was unable to respond to People’s Post by the time of going to print. Comment from the City will be published by People’s Post as soon as it is forthcoming.

Cape Town Castle holds the title of the oldest building

ANY people think the Castle is the oldest building in Cape Town, and after much research, phone calls and site visits, it turns out they are absolutely correct. People’s Post recently published a notice which claimed that the Jan van Riebeeckcommissioned fort was the oldest building in the Cape, but a week later a reader indicated that this title and distinction, in fact, belongs to the Posthuys in Muizenberg. The plot thickened when a reader, Gary Goldman, insisted that it wasn’t the Castle or the Posthuys, but Coornhoop, a doublestorey building in Observatory, that was the oldest. This led People’s Post on a long but fascinating journey of discovery, only to end up where it all began – or, as turns out, where it all began – the Castle. Goldman put the cat among the pigeons when he said: “It is Observatory’s Coornhoop, without a doubt. The original pigeon holes are still there. These were homing pigeons that would carry messages to and from places like Wellington. It was built in 1657 and the Castle only came much later.” This part of the Cape Peninsula was once marsh-land, with buffalo, elephant, hippo, lion and leopard roaming freely in the area. Observatory traces its origins to the Coornhoop Colony land grant, which was commissioned to the first Free Burghers in 1657 by Van Riebeeck. These officials from the Dutch East India Company were to occupy land in the Liesbeek River valley. The large number of mills surrounding the valley at the time bore testament to the success of the farms. A few mills still remain, such as the famous Mostert’s Mill. An even older mill still exists at the Alexandra Institute, not far from the site of the present Observatory. The later sub-division of farms such as Bellevliet, Westoe, Valkenburg, Coornhoop and Welgelegen contributed to the present-day grid pattern layout.

drug depends on its interaction with the person using it. You generally see adolescents using tik, and adolescence is a time of great change, insecurity and lack of confidence. That’s exactly what this drug compensates for – it gives users a sense of confidence and euphoria. The greatest tragedy of all drugs, but particularly tik, is not the physical effect, because normally the body recovers readily and easily as people are resilient at that age. For me, the greatest tragedy is the effect on psychological and emotional development. Drug use sets people back for the rest of their lives, takes away potential they can never get back. It’s a most insidious thing, a most subtle thing, because it’s not obvious. You can’t take a photograph of it or put it on the front page of a newspaper. This affects far more tik (and drug) users than the physical effects.”

Officers were responding to information from members of the public, who suggested that the suspect was dealing drugs from his home in Sullivan Road. This arrest followedseveral successes earlier in the day, when law-enforcement agencies confiscated ten “Boss” Mandrax tablets and 12 packets of tik. Most of the arrests were made after the Metro Police’s canine-unit and the South African Police Services’ Crime Intelligence Gatherers received tip-offs from the public. GUN RUNNERS: Gun Push, a street race through the city centre, involved 13 teams of soldiers pushing 23mm anti­aircraft cannons, each weighing about a ton, over 7,2km on Saturday 28 May. This is the City of Cape Town’s second artillery gun race, which was hosted by last year’s winner, Cape Garrison Artillery. The race started at the sound of the noonday gun, from the City Hall, along Darling Street, past the Good Hope Centre, down Russell and onto Newmarket, all the way along the front of the Castle to Adderley Street, where the contestants turned back up to Darling Street. KEITH PARSONS from Retreat has had enough. He believes that one of the most beautiful water features in Retreat, the Langevlei, is slowly being destroyed by pollution. Parsons, a local resident and nature-lover, often visits this pleasant green space off Retreat Main Road to find peace. But instead, he has lately only found pieces of garbage floating on the picturesque lake. And while the City of Cape Town promises to do its bit in months to come, Parsons has called on residents and business owners to also step in before it is too late. “As I was sitting admiring the different kinds of birds trying to survive in and around the lake, I wondered how long it will be until they all die out because of man’s inconsideration,” says Parsons. “While admiring the fauna and flora, I realised that I’ve been missing potential beauty. I would love to go sit around the lake for an hour now and then to read a book, or even enjoy some company, but only if it’s clean and well looked after. “I’m sure if it’s clean, more people would want to enjoy the beauty. I’ve been coming here for many years and it hasn’t ever been this bad,” he says. Parsons has a plan, which is carefully laid out in a document he carries around. He will approach local businesses and residents to help with items such as refuse bags, cooldrinks and manpower in his quest to clean up one of his

Parsons is blaming locals who throw refuse into the lake. Local ward councillor, Jan Burger, says the floating junk flows down the canal and into the lake – a burning issue local authorities have known about for years, but refuse to address, says Burger. Burger says 99% of the rubbish comes from the catchment area upstream, and most of this would be trapped by a few debris-catchers. “Unfortunately it seems as if this isn’t a priority, because we have been waiting for debris-catchers for seven years.” Burger says these debris-catchers are pricey, but he sees them as an investment in the future. These devices have been installed at Zandvlei with great success, but Burger believes that it is probably too much red tape to im-

plement at Langevlei. “Marina Da Gama must be more important than us,” he says. A contractor has, nonetheless, been approached to clean Langevlei on a weekly basis. When Burger was told that Parsons needs resources such as refuse bags, he promised to “cover him in bags”. Parsons made a heartfelt plea to the community to come and help him and about 15 other people every Saturday to clean the lake. “The aim is to have this as an ongoing thing, or for as long as we need to rehabilitate the people who frequent the lake to the extent that nobody will litter, or everybody will pick up any litter they see. And if we can get people to clean the lake, maybe that will filter down to the streets and the rest of the neighbourhoods.” Edward Copperfield, from the

Lakeview Residents’ Association, also reckons something must be done about the condition of the lake. He likes to take long walks with his grandchildren there, but instead of the beauty leaving an impression on him, it is instead the pollution. “I want to invite Burger to our monthly meeting on 23 June at 19:30, so that Mr Promise can tell us what’s happening to the lake,” he says. The Lakeview Ratepayers’ Association will be having a general meeting at the Thomas Wildschutt Primary School in Fifth Avenue. Residents are welcome to attend and express their concerns and solutions to various issues affecting the community. The City of Cape Town could not respond to questions regarding the debris-catchers before going to print.

Sporting coaches are needed GRASSROOTS Sporting Academy, the non-profit organisation in Retreat, is looking for soccer coaches to fulfil its mission to provide sporting opportunities for the children in the community. The position would be on a voluntary basis; coaches need to be 18 years or older and SAFA accredited. The organisation is also requesting the services of anybody willing to coach badminton, tennis, cricket, volleyball and table tennis. Vlei may yet be developed LIAM MOSES

A LEGAL loophole created by a change in legislation could allow the City of Cape Town to proceed with plans to sell land at Princess Vlei so a shopping mall can be developed on the water’s edge. The Western Cape Department of Local Government, Environmental Affairs and Development Planning (DEADP) has, upon legal consultation, discovered that an Environmental Impact Assessment (EIA) would not be necessary to gain an extension of a Record of Decision (ROD), provided that the mall is constructed more than 32 metres away from the vlei. This announcement comes after the DEADP consulted with legal advisors after the City, as owners of the land, approached it for an extension of the ROD, which had expired in November 2009. In December 2009, the City was ordered to inform all Interested and Affected Parties about the potential extension of the ROD, and in September 2010 Chand Environmental Consultants were hired to conduct a public participation process. Earlier this year, the DEADP revealed that it did not have the power to extend an ROD which had lapsed, regardless of when the application for the extension of the validity period was made. DEADP also informed the City that if it wished to continue with the development, it would have to initiate the EIA process from scratch, in terms of the National Environmental Management Act. But in terms of new amendments to that Act in 2010, Anton Bredell, the Environmental Affairs and Development Planning MEC, also informed the City that “it would appear that the proposed development would not require environmental authorisation” (ROD) in terms of the new regulations. Former pupil at Steenberg High School highlights the importance of education

HUNDREDS of people gathered at Steenberg High School last week to hear Professor Jonathan Jansen, rector and vicechancellor of the University of the Free State, speak in the school’s hall on Thursday 26 May.

Jansen attended Steenberg High and also lived in Retreat as a youth. His audience included alumni, current and former teachers, students and parents. Jansen joked and spoke fondly of his time at the school. He started his speech by thanking some of his teachers individually. “I want to start by thanking my teachers,” said Jansen. “Now, at the age of 58 I obviously don’t remember all of my teachers, and there are a few I would like to forget. “But I just want to say thank you to those teachers, not only for teaching me, but also for what you did for thousands of other children. “I enjoyed it here and I had a great time.” Jansen is currently the administrator of the Durban University of Technology, a non-executive director at private education company Advtech Ltd, the chairperson of the School Evaluation and Teacher Appraisal and Ministerial committees on Fur-

ther Education and Training, and the vicepresident of the Academy of Science for South Africa. He is also the former dean of education at both the University of Pretoria and the University of Amsterdam. Jansen also tackled serious issues relating to education and politics in a light-hearted manner. He encouraged South Africans to remember the importance of education, and urged teachers to be good role models to students. He also maintained that high standards need to be set so that education in South Africa can improve. “There is a huge fight in this country, and I fight with my minister about this every day because he wants to bring down the standard of education in this country,” said Jansen. “People in this country fought so that we wouldn’t have to learn different things from schools in places like Bergvliet.” Jansen also joked about a recent controversial comment by Jimmy Manyi, head of the Government Communication and Information System – drawing raucous laughter from the crowd. Manyi said that there were too many coloured people in the Western Cape, and not enough in other parts of South Africa. “I’ve been back to Cape Town for holidays

but never to stay and work,” said Jansen. “And the reason I left and never came back was because there was an oversupply. So you see there was a problem long before Jimmy Manyi spoke about it. Bloody racist!” During his speech, Jansen also touched

on the recent race scandal at the University of the Free State Reitz student residence, saying that the university had solved most of the racial issues which had come to light. Jansen also spoke to the students at Steenberg High School the following day, Friday 27 May.

Inconvenient truth THE Protection of Information Bill, also known as the “Secrecy Bill”, is nothing but bad news for transparency in government. The Bill seems to challenge the very foundation on which South African legislation is developed – the Constitution – which ensures freedom of expression and that of the press. In a shocking act last week, ANC MPs on a parliamentary committee tasked with debating and finalising the Bill made headlines when they insisted that matters in this regard be fasttracked to meet a deadline of 24 June. This despite other parties’ representatives on the committee calling for continued brainstorming, discussion and consideration of objections to the controversial legislation. Once a world bastion for press freedom, SA has now been demoted to the status of only “partially free” by the international freedom monitoring group, Freedom House. The regression is a sad state of affairs when considering the vast promise of a free and democratic country made at the very dawn of democracy. Seventeen years later, the same political party that served as the catalyst for the fall of oppression and unjust governance is now, in some ways, increasingly at loggerheads with the media, and respect for transparency of the state is under serious threat. The Secrecy Bill will serve as more than a simple annoyance and inconvenience for journalists, and has a far-reaching impact on the future of the electorate. If left unchallenged it will not only muzzle the media, but will also rob every ordinary citizen of their right to hold accountable the very leaders they elect to power. Government officials at any level will be able to classify information as secret, a privilege which, in itself, could easily be abused. The Bill also ushers in minimal protection of informants, which means that the distribution and publication of information regarded as classified could provoke imprisonment. Various organisations and individuals have publicly reiterated the effects this legislation will have on us all, and they have called for a re-draft of the proposed legislation. The truth is always worth fighting for.

We are only thrilled by the glory of victory, but derive no meaningful benefit from the final result. Our democracy is still young, and we need to learn a lot about the power of our democratic vote. Because of this lack, many political parties exploit us with promises to deliver better services just to get our vote, knowing that they will not be able to deliver on their promises. The mark that we make on that ballot paper should not leave our hand once we voted, but we should ensure that those voted in deliver on their promises. The public representatives are mandated by us to serve us to the benefit of all in our wards, and not to the political parties they represent. I interact with the community on a regular basis and the need is great in our area. I can assure if we do not have ward councillors who carry the interest of all in the ward, and have the skills to deal with challenges, we will see further moral decline in our community. Many community organisations work hard to bring change in our communities,

but we need a champion to drive this, and this should be the ward councillor, a public representative, voted in by a democratic process paid by our rates and taxes. So are we going to be like spectators, watching and cheering with no input into the final results? Or are we going to be partakers and hold those appointed accountable? A less-informed voter makes a poor-quality choice when it comes to casting their votes, and this political parties have exploited to the utmost for their own selfish desire to be in control. Life’s principles are simple: “Whatever you sow, you shall reap.” So let us assess our return on investment for the next term of office of our ward councillor, and if they don’t deliver, let us hold them accountable and as been pledged in their election hearing pamphlets, that they shall be removed by their voters if they do not keep to their promise. So are we going to be like spectators, watching and cheering with no input into the final results? Or are we going to be partakers and hold those appointed accountable for the benefit of all? The upside­down world of dirty old Eskom TONY ROBINSON

IN a recent column we looked at solar water heaters and how they could save R300 a month on your electricity bill. Now let’s turn all that upside down and look at it from the point of view of the municipality and Eskom. Every solar geyser installed means a saving for you and a loss of roughly R3 500 a year in income for the City of Cape Town. A thousand installations will take the annual loss in revenue to R3,5 million. Cape Town, however, has a population in excess of three million, so the idea of solar panels on 250 000 roofs is not unreasonable, but it would cost the City R875 million a year in lost revenue at today’s prices. Next year the figure will top the billion rand mark. And that will make a huge hole in the municipal budget! Less than 10% of the country’s population lives in Cape Town, so we can multiply the local figure by 10 and that means a potential loss of R10 billion a year for municipalities across the country. The Eskom share of the loss would probably be R5 billion or R6 billion. Solar water heaters are something of a nightmare for the municipalities and Eskom. Of course they have to make the right noises, so Eskom tells us to tweak the geyser temperature, use fluorescent lights and not to put too much water in the kettle to save electricity. ing tricks. A big distracting fuss over little things like keeping the fridge door closed while great and highly profitable amounts of electricity continue to be consumed by electric geysers. The national energy plan says demand side management has barely scratched the surface of the potential saving. And then it ignores the obvious benefits and predicts a huge increase in demand and the desperate need for half a dozen nuclear power stations. If the government was serious about the energy crisis there would be a plan to phase out the pure electric geyser over, say, five years. Perhaps even a tax on electric geysers to subsidise solar water heaters. The other evil in Eskom’s nightmare is gas. A combined cycle gas power station would be cheaper, cleaner and more efficient than anything Eskom is building now. Even worse is that it would open the way for a reticulated supply of natural gas to industrial areas, and make it possible for many factories to use gas for their process heat. And Eskom would lose major customers. In fact, three plans for gas power stations in the Western Cape have already been shot down. They were probably seen as the thin end of a dangerous wedge. So the upside-down picture is that solar water heaters, gas and serious energy saving are bad for dirty old Eskom, even though they would be good for the country, the climate and for us. The great truth, folks, is that the electricity you don’t use is the cheapest electricity of all.

Pacesetting Stormers face a flyhalf crisis TASMIN CUPIDO

WHEN the DHL Stormers take on the new kids in the Super Rugby competition, the Melbourne Rebels, on Friday, they will be looking to make it three wins out of four matches on tour. But with injuries in vital positions plaguing the Cape side, the decision of who to field against the side that has impressed critics throughout the season, will determine just how the Stormers end their four-week Australasian tour. After losing the services of their point-scoring machine and flyhalf, Peter Grant, just last week, the Stormers have been dealt another blow with the loss of scrumhalf Dewaldt Duvenhage, who sustained an injury to his ankle during the side’s 16-3 victory over the Brumbies in the Australian capital of Canberra the past weekend. Duvenhage, who flew back home on Sunday, will be replaced by seasoned scrumhalf Ricky Januarie, while head coach Allister Coetzee will have a tough time selecting a suitable replacement for Grant. He opted for 20-year-old Kurt Coleman for the Brumbies clash,

and says he was satisfied with his performance. “I am very pleased with Kurt’s performance – he’s still very young, and this is still very much part of his apprenticeship,” Coetzee said after the match. “He needs to gain a lot more experience, but it really is great that he is doing so in a winning side.” Despite being impressed with Coleman, Coetzee has also asked former Lions utility back and now Griquas flyhalf, Earl Rose, to join the squad in Melbourne. He has also called on the services of Vodacom Cup flyhalf and scrumhalf, Louis Schreuder. During the match against the Brumbies it was evident that the men from the Cape tried their best to keep Coleman protected, keeping the ball away from him whenever they could. Rose, despite having more experience than Coleman, has been inconsistent over the past couple of seasons – with his career being marred by off-the-field incidents. But his natural talent and ability to read the match may be the trigger needed in the Stormers backline. However, the question of whether Rose is really the only option available to the men in navy-blue-

and-white needs to be asked. The injury list sees Grant, Gray van Aswegen, Lionel Cronjé and Sam Lane benched at the moment. But in the beginning stages of the season, who would be wearing the coveted number-10 jersey was a toss up between Van Aswegen, Cronjé and Elgar Watts – a Boland player who impressed all during the warm-up matches. Watts, who was part of the training squad since December last year, is fit and has been playing impressive rugby in a struggling Boland outfit. He has proven that he has the ability to dictate the backline while playing for the Pumas in last year’s Currie Cup, and has also notably worked on his placement and from-hand kicking. Then there’s the impressive flyhalf, Dimitri Catrakilis, from current Varsity Cup champions FNB UCT, who has also been overlooked. Talks that Catrakilis may be leaving the Cape to ply his trade with the EP Kings has surfaced. In the end, Coetzee will probably be using the match against the Rebels to test combinations and cement the strongest players to possibly take over from his firstchoice players.

JAX CAPE TOWN FC ace, Thulani Serero, made sure his name will be embossed in gold in the annals of South African soccer history when he won four major awards at the 2010/11 Premiership Awards ceremony held in Johannesburg on Sunday evening. Serero (21) was awarded the Premier Soccer League (PSL) Footballer of the Year, as well as the Absa Premiership Player of the Season, Players’ Player of the Season and Absa RedHot Young Player of the Season awards. FC (which has signed him up) on 27 June for pre-season training – received a record total of R600 000 in prize money at the glittering awards ceremony. Serero’s achievement of winning the PSL Player of the Year earned him R250 000 in the face of challenges from two other nominees – Ajax defender Clayton Daniels and Orlando Pirates midfielder Andile Jali. Serero – a nominee for five Premiership awards – was denied a clean sweep when he lost out to Tlou Segolela of triple champions Pirates, who won the Absa-lutely Awesome Goal Award. Serero hit the target 11 times this past season. He joined Ajax in 2008 and won the PSL Young Footballer award for the 2009/2010 season. Jali (21), received the Nedbank Cup Young Player of the Tournament award (R100 000) on Sunday evening. Kaizer Chiefs’ Knowledge Musono won the Telkom Knockout Player of the Tournament (R250 000) and Bloemfontein Celtic’s Patrick Tignyemb walked off with the Premiership Goalkeeper award (R50 000). Dutch coach, Ruud Krol, who guided Pirates to the Premiership, Nedbank Cup and Top Eight championship titles, received the Coach of the Year award (R75 000). Serero’s domination of the Premiership awards crowned a golden season in his professional career. Serero also won the Player of the Year award at Ajax’s presentation dinner at Cape Town Stadium on Wednesday evening. Another popular Ajax award winner was Kensington-born Granwald Scott. The 23year-old Scott started out with Kensington AFC juniors and debuted for Ajax at age 17 in the PSL in 2004. Scott was preferred as a wide midfielder until Dutch coach, Foppe de Haan – during his two-year spell – switched him to a defensive central midfield position. Scott flourished in his new role until he sustained a knee injury that sidelined him for Ajax’s final two crucial league clashes. His absence hit Ajax hard, as they succumbed 4-0 to Chiefs and drew 2-2 with Maritzburg United – with the results affording Pirates the chance to snatch the title from Ajax with a better goal difference record. The other Ajax individual award winners for 2010/11 were Thembinkozi “Terror” Fanteni (Golden Boot Award) and Khama Billiat (Rookie of the Year).

SOS for ball volunteers THE Western Province Softball Federation needs to double its confirmed list of volunteers to 200 to ensure the smooth running of the International Softball Federation (ISF) Junior Women World Championship for under-19s in Cape Town. Province will host the 16-nation ISF championship – in partnership with Softball South Africa (SSA) – at the Turfhall Stadium in Crawford from 7 to 17 December. The participants are the defending champions USA, Argentina, Australia, Brazil, Canada, China, Chinese Taipei, Germany, Botswana, Zimbabwe, Italy, Japan, New Zealand, Puerto Rico, Russia and hosts South Africa. Noore Nacerodien, the head of the Local Organising Committee, says there is an urgent need for Spanish, Portugese, Mandarin, German, Italian, Russian and Japanese-speaking persons to serve as liaison
