Upgrade on the cards This comes after Ward councillor Penny East put forward a motion for a full and detailed report about the proposed upgrade to be presented to the subcouncil. According the motion “numerous requests to be informed and consulted in the formulation of these plans” had been ignored. The interchange is currently used by taxis, buses and trains, while it is also home to the Retreat Railway Police. It is believed the upgrade will form part of

traders. Burger and I feel very strongly that no decision will be made without full public participation.” She adds the intention is to improve the service extended to commuters who use the interchange and provide a top class travel experience with no expense spared. “At the moment the facilities are inadequate, there is no shelter from the sun, wind and rain for commuters. We want to make the interchange more user-friendly and provide a good quality service which will encourage people to use public transport,” East says. “We also want to provide safe lock-up facilities for bicycles. I am very excited about this upgrade which will also unite the east and west sides of the interchange.” Burger, Ward 72 councillor, says an Inter-

change Management Advisory Committee (IMAC) was formed in August. The committee comprises representatives from taxi associations, informal traders and the two Ward councillors. “I would welcome the proposed upgrade, as I often received complaints regarding the taxis in Chad Road,” he says. “There is no taxi rank, so the taxis stop in the middle of the road to drop off and pick up commuters. The fact that the IMAC has been formed is also something good, as we are now getting input from all the concerned parties.”

A GRASSY PARK resident has cried out for help after four months of living in cramped conditions with no running water. The woman, who does not want to be named for fear of reprisal, says she shares the Rooikrans Avenue house with 23 other people, including her husband and two children. She alleges the landlord and owner of the property, Bernard Blom, has been aggressive with her whenever she has asked about the water supply being reinstated and that he has also started harassing her family. “When I ask the landlord about the water being turned on he doesn’t come straight, he wants to fight,” she says. “Every night at 22:00 or 21:30 he comes here and kicks my door. (Recently) my husband was not here and he came with his brother and knocked (on the door). “I refused to open and then his brother hit the door. I opened the window and called (the neighbour) to help me.” All 24 residents have been without water since July, when the council cut off the property’s water supply due to non-payment. The woman says she has been getting water from a neighbour. Other tenants do the same or travel long distances to homes of friends for water, she says. She has stayed at the property for over a year and says she stopped paying her monthly rental of R1 200 when the water was shut off in July. During the People’s Post interview it was evident the property she rents was boarded

He tells People’s Post he needs to pay the City R4 000 to have the water reconnected. “Since May the people haven’t paid me and the council only cut off the water in early July. “I am struggling financially because (the tenants) aren’t paying,” says Blom. “I was in arrears, but every year you must

just make arrangements with the council to pay. I didn’t make arrangements when the council cut it because the people weren’t paying the rent or the water. To reinstate it I must pay R4 000.” Blom also says the woman’s claims of aggressive behaviour, harassment or unwillingness to speak to the tenants about the water are false. He says that most of the 24 people who currently live in the house were moved in a by a previous tenant who was renting the entire property and subsequently sub-let some of the rooms. Blom adds that the leases of the property

have run out and that all that has stopped him from evicting the tenants is his inability to pay for a lawyer. “I don’t have money to put down to pay a lawyer to help me. It will cost approximately R1 000 for a consultation and R7 000 per eviction,” he says. “You can imagine how much it’s going to cost, because it’s four evictions.”

Schools of hard knocks?

A TOTAL of 42 pupils have reportedly been stabbed at schools since the beginning of the year. These incidents, some of which are believed to be gang-related, raise the issue of how safe pupils are at schools. People’s Post interns Luzuko Zini and Tarren-Lee Habelgaarn posed this question to readers. They wanted to know if body searches should be conducted at schools or if it would be a violation of their rights. Zini and Habelgaarn also took the photos.

Putting the brakes on dirty little petrol engines IT MAY come as something of a surprise to learn even the worst Eskom power station is twice as efficient as your car. Even if you drive a Porche! It works like this. Both the power station and your car burns fuel and uses the resulting heat to create mechanical energy. The efficiency is measured by comparing the heat actually converted into mechanical energy with the waste heat which, in the case of Eskom, is returned to the atmosphere via its smoke stacks and giant cooling towers. When I briefly studied heat engines a long time ago, the thermal efficiency of a petrol engine was given as 14%, diesels were 18% and steam engines 25%. Petrol engines were preferred because they were easy to start and more versatile. There have been many improvements over the years. Metal alloys are lighter, lubrication is better, ignition systems, valve gear and engine management have been transformed and the result is engines that now run at a thermal efficiency of about 20%. That’s in cruise mode. In traffic, the overall efficiency drops to about 15%. This means 15% of the heat generated by burning the petrol becomes useful energy, while 85% becomes waste heat to be dumped into the atmosphere. The really dirty stuff goes out through the exhaust and is extremely poisonous. If the petrol engine was invented today its inefficiency and lethal emissions would ensure its immediate banning. The clean heat from the engine is discharged via the cooling system

with its water pumps, thermostats, radiators and fans to complete the engine’s contribution to global warming. The real miracle of the motor car is that their complicated motors with dozens of moving, wearing parts have become so reliable – more reliable than Eskom! One can understand why the oil companies were prepared to tolerate machines with a 15% efficiency rating, but what’s your excuse? How did we all get suckered into accepting what Churchill called the “infernal combustion engine” when better, cleaner motors have been around for a century? Yes, the future is electric for we now have the batteries to power cars that can outperform the old models with their “suck, squeeze, bang, blow” motors. Unfortunately, the petrol heads and the motor industry hate the clean, silent electric cars that never need oil changes, new spark plugs or tune-ups. In the US they have been coerced into making semi-electric vehicles, but their heart is not in it and the sales, with a few exceptions, are disappointing. On the other hand, Tesla Motors is building the first pure electric car and, despite the high price, they can’t make them fast enough for the thousands on the waiting list. Cafda rent battle heads to court

A GRASSY PARK business owner has gone through to the first round in a legal battle with the Cape Flats Development Association (Cafda) after she was illegally evicted last month. Karen Petersen was evicted without a court order for the second time this year from the premises she leases from Cafda on Wednesday 10 October due to unpaid rent. Although she has now been allowed back into her clothing factory after obtaining an interim court order, she says the evictions have cost her about R50 000 in lost revenue. “We have clothing (at the premises) and contracts which are semi-finished in the factory. The people have already paid us and we are losing out on the contract because we couldn’t deliver,” says Petersen. “The first time we lost R25 000 and this time we lost more than R25 000 because we would have had a big company coming to us with a contract.” The first eviction, in July, was also for non-payment of the rent. Petersen was forced to hire a lawyer before being allowed back onto the property. The small business owner says she intends to sue the organisation for the “loss of wages, loss of income, loss of contracts and emotional distress” which, she claims, were caused as a result of the illegal evictions. Her lawyer, David van Niekerk of Turner and Associates, says the claim will be made when he receives instructions from his client. “I will take instructions from Karen Petersen with that respect. She will have to quantify the damage,” says Van Niekerk.

He adds she plans to counter-claim, but that he has yet to receive instructions in that regard. “There might be a claim, but there is none in existence at moment.” Petersen moved into the premises at the Mary Attlee Centre in Retreat Road, Retreat in April after starting her own clothing company. Petersen admits she has “not paid the rent since May”. According to the agreement between her and Cafda, Petersen has to pay R5 000 rent each month and she would also become the organisation’s Sewing Skills Empowerment Officer. According to Petersen, she was supposed to run sewing classes on behalf of Cafda and would have pocketed 60% of the income received from the classes. However, the classes did not materialise and Petersen says this was one of the main reasons for her defaulting on the rent payments. The other being that her company’s investor pulled out. She has until mid-November to pay the rent or come to some agreement, failing which her business will be removed from the factory space. David Sauls, Cafda’s lawyer, says it is only a “question of time” before Petersen is permanently ejected from the premises. Sauls says Petersen is in arrears of R40 000. “We applied for summary judgement for the eviction order,” says Sauls. “It means we cancelled the lease agreement as a result of the rent arrears.” He adds the matter would go before court “some time in November. We are going to have a formal court order. It is a question of time”. Petersen’s interim court order expires on Wednesday 14 November. Cafda will have opportunity to end the lease and evict her permanently when the matter is heard in court.

Building brighter futures

MASIKHULE EDUCARE in Vrygrond is undergoing a facelift thanks to the assistance and involvement of NPO True North.

The refurbishment of the creche will also see it grow to a standard that will lead to its registration with the provincial government. The project, which was initially intended to be only a renovation initiative, has grown into a complete rebuild, says True North CEO, Vicky Kumm. The creche, established in 2009, was originally an informal home-based care centre with limited space. It now schools 53 children between the ages of 18 months and six years. “After considering many building options, it was decided to use a light steel frame system which has turned into a very cost effective method of building and – as a bonus – a very ‘green’ method of building,” says project manager, John van Niekerk. “The building will be fireproof, have a 30year guarantee and be impervious to mildew and insects. “The insulation is also two times better than a normal brick and mortar building, making

it more energy efficient and ideal to be used for a creche where children need a dry and warm environment. Numbers game THE results of Census 2011 are out. And it has confirmed there is a “unceasing march” from rural South Africa to the Western Cape and Gauteng. South Africa, says Statistician-General Pali Lehohla, has surpassed the 50 million mark. There are now 51,8 million people in the country – seven million up from the 2001 poll, representing a 15,5% population growth. The Western Cape is the fastest growing province in South Africa, at 29% followed by Gauteng, Mpumalanga and North West which grew collectively at 26% between the two censuses. The rest of the provinces grew at 6%, says Lehohla. The findings indicate that one million people have relocated to Gauteng in the past 10 years, with only 56% of people living in Gauteng today having been born there. About 2.2 million people were born outside South Africa, according to the 2011 Census, compared to 1.2 million in the previous Census. Other findings in this, the third national population and housing count in post-apartheid South Africa, could hardly come as a surprise. The survey found that the there are 27 million women in South Africa – there are two million more women in the country than men. There has been a nominal increase of 113% in average household income, with the highest average household income in Gauteng standing at R156 243, compared to the lowest in Limpopo at R56 844. The average household income for black Africans was R60 613, while whites was highest at R365 134. The Census statistics indicate education, employment, housing, refuse removal and toilet access, access to piped water, the type of energy households use, and access to internet. Stats SA employed 156 000 field workers to count more than 14,6 million households. Perhaps what Lehohla would have liked to know is how to halt the brain drain, how to improve the morale of South Africans and how to ensure a secure future for the matrics currently sitting for the exams. If only he could see into the future.

Kudos to a true friend Princess Vlei: where’s the mayor? THE Princess Vlei saga has dragged on for years now and all attempts to get the mayor to express herself on the matter have fallen on deaf ears. The mayor of Cape Town represents the people of Cape Town – irrespective of political, religious or ideological affiliation. We see the mayor as the custodian of the public assets belonging to the people. The mayor must reflect and articulate the will of the people. The mayor must lead the people of Cape Town and often must take that lead from the expressed desire of the people, as in this case to protect Princess Vlei from inappropriate commercial development. We look to the mayor to stand side by side with the people of the Cape Flats and southern suburbs against an attempt to deny the first nation descendants a space to honour memory and cultural heritage. The glib answer to our request for the mayor to state where she stands is to hide behind the fact that the MEC is attending to the matter. We are not asking the mayor to interfere with the MEC’s right to consider the application for extension to the zoning rights. What we wish to know is whether the mayor supports the rejection of the development proposal. Are there any secret discussions with the developer? Has the developer been given any hope that the mayor will reject the people’s plan? Given the fact the land belongs to the City and to the best of our knowledge has not been sold, can the mayor confirm the land will be kept in trust on behalf of the community and not be sold off to the developer? Is there a will on the part of the political lead-

ership in the City to collaborate with the community to enhance the space? The People’s Plan includes a proposal to have a pathway around the Vlei for jogging, cycling, walking and leisurely strolls to enjoy the beauty of nature and the priceless views of our mountain ranges. We want to work with the City leadership in developing this space for the benefit of the people. The Princess Vlei precinct – with all its natural beauty, albeit neglected by the City – belongs to all the people of Cape Town. We cannot sit by idly while unbridled greed creeps around Cape Town just gobbling up the heritage of our people. The mayor needs to speak. The people want to know that she is with them. Together we can make Cape Town, including Princess Vlei, one of the greatest (cities) in the country. It would be a sad betrayal of the trust of the people if we should discover later that discussions have been ongoing with this developer and that tacit approval has been given for a development which the people don’t want. Speak to us, mayor. Your people are listening. In this particular case, and as required by the legislative framework that guides the decisionmaking process on the planning decisions, the Princess Vlei matter has been referred to the Western Cape Minister of Local Government, Environmental Affairs and Development Planning for finalisation.

THIS letter is long overdue and deserving for a person with stature and a great heart towards his community and youth. In August I hosted my annual Women’s Day netball tournament, hoping to bring something positive to the divided community of Lavender Hill, where leaders talk the talk but seldom walk the walk. Sport has always been a positive factor, but evil forces and scourges have dampened this. We have always had talent, whether on the netball court or soccer pitch. The Lavender Youth Project, of which I am CEO, hosted the tournament in Hilary Way. What a success it was. So many teams turned up, in spite of me not being well prepared. The day before the event there was no positive support from anyone. But I could turn to my dear friend Mr Nazeem Sonday, who made my project a reality and brought the Cape Flats together. Thanks for your support and contribution to the fabulous day. Your caring and sharing has made the community believe in people like you. You have the ability and heart to make people smile and to bring joy to the unfortunate. That makes you a true businessman, with a sense and true attitude which we love. Aiming for bench press dominance LIAM MOSES

MEMBERS of a newly formed Mitchell’s Plain powerlifting club have set their sights on dominating the sport in the Peninsula. The Mitchell’s Pain Powerlifting Club was officially launched at the end of October, but members have been training since April. It already boasts with more than 50 members. Founder Faik Pregnolato discovered the sport this year after looking for a way to test the limits of his son’s sudden increase in strength. He says he decided to establish the club to help grow the sport in Mitchell’s Plain, while also giving the recreation-starved children of the area a productive hobby. “A lot of people in Mitchell’s Plain don’t know about powerlifting, but a lot of people bench and go to gym,” says Pregnolato. “I know of about 10 unofficial gyms in the area. (We want to incorporate everyone. It’s also about getting kids off the street. I know of two of them who used to do drugs and they came here and stopped. The interest is here now, but let’s see if it keeps up. If you give children something to work towards they will stay here. But if it’s just this, then it probably won’t work.” The club is housed in Pregnolato’s garage and, although they have only basic equipment and only formed recently, they have already produced three champions. Pregnolato’s oldest son, Umar (18), claimed gold in the sub-junior (under-18) category at

the Western Province Championships in April, gold and bronze in the sub-junior and junior (under-23) categories at the South African Powerlifting Championships in June and gold in the sub-junior category at the InterProvincial Championships in August. The youngster also set a new national record for the bench press discipline in June and placed 12th in the world at the International Powerlifting Federation (IPF) World Championships in Poland in September. Umar achieved this after only six months of training at home and his father believes the other youths have the potential to emulate him. “He won South African Championships and he only started in March. It took him six months to win the national competition,” says Pregnolato. “There is a lot of hidden talent in Mitchell’s Plain. There are children here who can already compete with Umar and they just started now. All we have to do is introduce them to the sport.” Pregnolato’s younger son Ebrahim (15) has also won medals in his weight division, and so has club member Tashriq Hendricks (16). The club founder has already approached several groups of informal body builders in Mitchell’s Plain and Philippi, in hopes of growing the sport. He plans to have an interclub competition in the next few months. Pregnolato says his goal is to have all 50 members compete at the next Western Province and South African Championships, and eventually have some of them win medals at the Commonwealth Games.

Mutual retain coveted youth title

OLD MUTUAL ACADEMY successfully defended their Mr Price Parkhurst Academy under-15 tournament title this weekend, after beating Montague Spurs in the final on Sunday. The Pinelands-based club have been in imperious form this season, winning the under11 and under-15 titles at the Kensington AFC Youth Cup and reaching the latter stages of almost every other competition in which they have participated. Montague Spurs, from Grassy Park, were completely outplayed on the day and lost 3-0 in the end. Team coach Faiek Stoffels says experience gave Mutual the edge over his team. “I think we should have practised more before the game, but otherwise we did quite well,” says Stoffels. “Mutual had the experience over us. They know exactly where to put the ball, whereas our boys are very inexperienced. That is the way they learn and its good experience for them.” Mutual signalled their intentions to keep the Parkhurst trophy in their possession at the start of the day’s play, when they thrashed Atlantic Nacional 5-0 in the quarter-finals. The defending champions could not replicate their dominance in the semi-finals

against Masithandane FC and won 5-4 on penalties, after regular time finished goalless. Spurs, meanwhile, thumped Masidlale Academy 3-0 in the quarters and beat Kuils River FC 2-1 in the semi-finals. In the final, Old Mutual dominated from the opening whistle and scored early through Gary Havenga. The defender hit a shot from just inside the opposition half and opposition goalkeeper Ra’oof Hendricks pushed the ball onto the cross bar before it rebounded off him and over the line. Mutual doubled the lead a few minutes later when a long ball fell to Juanito Manuel in the opposition box and he angled the ball just inside the far post. Roger Link’s charges completed the rout in the second half when an incisive through-ball found Jesse Langenhoven in space, and he calmly side-footed the ball past Hendricks. Stoffels says he was happy with his team’s performance despite the heavy defeat. “It’s the first time we are playing in this tournament and the level of football is high. I think it’s a good experience for us,” says Stoffels. “We are actually supposed to be the underdogs. I think we have done well to get in the final; we should give ourselves a round of applause for that.” In the mid-section, Two Oceans Academy and YMO St Luke’s met in the final after beating Bayhill United and Vasco da Gama re-

Milano’s patchy away form continues

THE disparity between Milano United’s home and away form was again evident when the Grassy Park team achieved two contrasting results in the National First Division last week.

United despatched Thanda Royal Zulu 3-1 at a windswept Rooikraans Sports Complex last Wednesday (31 October), but then stuttered to a 0-0 draw away to Sivutsa Stars at Kanyamazane Stadium in Mpumalanga. Milano were also held to draws against United FC in a home game played at the Wynberg Military base and in a clash against Dynamos in Limpopo, while they suffered their only defeat of the season against Jomo Cosmos in Johannesburg. Theo Henpe, Milano head coach, attributes the lukewarm away results to strong opposition and the toll of travelling. “I think the only game where we should have had a better result was against Jomo Cosmos, because we missed a lot of chances,” says Henpe. “The one draw was against Dynamo and that’s always a difficult place to play. The same goes for Sivutsa Stars, where we had to travel for four hours to get to the stadium. The weather there is also difficult to play in. “As a new team it’s always going to be a challenge to play there, but I think we kept our own in the away games.” Henpe adds playing in such unfamiliar sur-

roundings could also have upset some of his less experienced players, but is confident it will improve as the season continues. Milano return to Rooikraans this week, when they tackle Mpumalanga Black Aces on Saturday. The visiting side have already claimed the scalp of one Cape Town side this season. They beat Santos 1-0 at Athlone Stadium on Saturday 6 October in the opening game for both sides. Aces have also drawn with African Wanderers 0-0, defeated Blackburn Rovers 3-1, beaten Roses United 2-1, and won 1-0 against Polokwane City. Henpe believes his team have what takes to stage an upset at Rooikraans this weekend. “We respect them (as) they are team (of a) high pedigree and top of log, but just because we respect them doesn’t mean we are going to fear them,” says Henpe. “We feel we can get maximum points from anyone in the league. We (are) a very strong as a unit, especially at home.” Santos, meanwhile, drew 2-2 with Blackburn Rovers on at Athlone Stadium Sunday. The People’s Team have won only once in their six games this season, drawing three times and losing twice. The dropped points will hurt their chances of bouncing straight back to the top-flight this season. Mart Nooij’s charges will look to return to winning ways when they face Roses United in Free State on Saturday.
