ENVIRONMENT: CONCERNS OVER ILLEGAL DUMPING IN CANALS

Flowing with problems TAURIQ HASSEN @TauriqHassen

esidents’ concerns about the illegal dumping of rubbish in a Steenberg canal is mount-

ing. The canal runs through Retreat and Steenberg. It ends in Concert Boulevard. Over the summer period the canals in the area dry up and becomes a preferred dumping hotspot for certain members of the community. Items such as soiled nappies, empty bottles, garden waste and construction rubble will be found. Steenberg resident Irene Lewis fears that if the canals should be clogged with dirt, water might overflow into her property, which sits on the bank of the canal running perpendicular to Retreat Road. “Apart from the dumping posing major safety concerns, it’s just really disgusting and I can’t understand how people can live like this,” she says. Lewis is aware that the City of Cape Town makes every effort to clean the canals. “Their hard work just goes to waste and at the end of the day, you will still find people who say the City does not work them,” she adds. “People must be warned and be made aware about this problem.” Another resident Charlotte Johansen already witnessed from her home people dumping in the canal, which is also located metres away. She is adamant that most of the dumping in the canal can be blamed on people who are supposed to be carting off dirt to the nearby waste drop-off facility. “There are people (residents) who are paying these vagrants to take the dirt off their properties and dump it at the drop-off, but they do not do so,” Johansen says. The City has launched a major clean-up project, which also includes canals across the Greater

Ward councillor Shanen Russouw confirms that cleaning the canal leaves a gaping hole in the City’s coffers. “The canals are cleaned on a number of occasions, but the very next day, there will once again be

dirt in the canal, which proves that there are certain people who don’t actually care,” Russouw says. She urges the community to start reporting illegal dumping to the City and capture the culprits with a camera. “Some of the community

is not working with the City, but rather against the City. We are doing everything we can, but there are people who clearly want to break down the community,” Russouw angrily says. She also confirms that the canals

our favourite tipple spot or store may have longer trading hours come February next year. This as a new liquor bylaw will be promulgated in the Provincial Government Gazette next month. It will repeal all existing bylaws concerned with the sale of liquor in the City of Cape Town. Mayoral Committee member for Economic, Environmental and Spatial Planning Garreth Bloor says the new bylaw is expected to come into effect on Saturday 1 February. “The new bylaw is not an amendment of the previous bylaw – it is a complete revision,” Bloor says. The draft bylaw was developed to provide council with the ability to regulate and police the sale of alcohol in bars, clubs, hotels and shops while allowing responsible establishments to apply for extensions of their trading hours. Bloor says it is “more comprehensive” than the previous bylaw as it sets out all the competencies which the City has to regulate liquor undertakings. It also makes provision on safety and security, and noise nuisances. “Businesses may now apply for the extension of trading hours during the week and on Sundays for off-consumption trade. According to the existing bylaw, the application for the extension of trading hours can only be made for on-consumption undertakings,” Bloor says. Applications for the extension of on-consumption trading hours will continue as normal.

However, applications for extension of off-consumption trading hours can only be made when the new bylaw is gazetted. But the new bylaw has not been welcomed by all. City resident Linda Cornelius says she opposes the pending bylaw. “It’s not going to work. In my community we’ve had proposals for liquor stores and each time neighbours have opposed it,” she says. James Fernie, agrees and says he can’t support the new bylaw. “People have enough access to liquor on other days. So many significant social issues are related to alcohol,” Fernie says. or many motorists and pedestrians, using Retreat Road equals an unpleasant and deeply frustrating experience. Effective road signs, white markings and street names are a rare sight in Retreat. Resident Grant Cloete says many of his visitors have to be collected at a certain point in Retreat Road, as they struggle to find their way. “This has been a problem for years and it’s really hard for the City of Cape Town to monitor,” he says. Cloete explains that the City has previously replaced road signs and posts indicating the street names, but were later stolen. He suggested the City consider painting street names on the corners of every avenue and frequently maintain the road markings throughout the area. “This might seem as a really tiny problem to many out there, but when you frequently gets calls from people saying they are lost, you will understand the enormity of this issue,” Cloete says. Abdullah Francis from Steenberg says Retreat Road is probably “one of the most confusing places to drive”. He runs the deliveries section for a motor spares company and confirms that many of his drivers usu-

YOUTH: LOCAL TALENT SHOWCASED AT THE ARTSCAPE

Melodic moments TAURIQ HASSEN @TauriqHassen

A

Lavender Hill man is determined to make a difference this festive season by feeding the underprivileged through his music academy. Taswell Johnson is the founder and music producer of the High Praise Academy, which was established in 2012. The academy is based at the Lavender Hill High School, where Johnson also hosts afterschool programmes, and plays home to 20 youngsters from the surrounding community. “I started this initiative to give youngsters a positive platform to participate in the ministry of music, because there is so much negativity around this place (Lavender Hill),” he says. The academy’s biggest showpiece is set to take the stage this month. And fittingly, they have decided to use the funds raised from the ticket sales to put together 400 food parcels. They plan to handout the parcels to various communities in the greater Retreat area on Monday 23 December. High Praise Academy’s showcase will be

a mix of dance, vocal and brass performances, and will be held at Artscape tomorrow (Friday 13 December). “This is a huge opportunity for the youngsters in this community, because it allows them to see how far their talents can take them. That is exactly what our aim is,” Johnson says. Raising funds for a performance at Artscape was no joke for the academy, as they had to use the door-to-door approach, make requests at various church assemblies and host fundraising initiatives across Lavender Hill. They ended up raising R3 500, which was used to arrange transport for the performers, meals and costumes. “We are doing our utmost and all we want is for the people to see there is something positive for our youngsters, because so many of them come out of very bad backgrounds and eventually end up on the streets or six feet under,” Johnson says. “We are here to serve our community and we are determined to start making a difference.” Talent scouts from the academy regularly embark on trips around the community to recruit youths interested in further explor-

Once they have fitted into future plans, the academy will then prepare them to perform at bazaars, church functions and much more. Ricardo Domingo from Q Drive Productions incorporates youths with music in the Lavender Hill area. “This whole project is part of youth development in the community. We are trying to change the mindsets and behaviour of the youth,” he says. Domingo hopes the upcoming concert will empower the youth and impact their lives

in a positive way. “We can make a change and a difference in Lavender Hill by recruiting these talented youngsters and giving them a platform to display their talents,” he adds. The performance at the Artscape Theatre starts at 20:00. PHILIPPI: ARSONISTS GUT COMMUNITY FARMING PROJECT

Fire destroys greenhouse TAURIQ HASSEN @TauriqHassen

P

hilipoi farmers suffered a major setback when they recently watched a high tunnel used for farming go up in flames. It is believed a stack of pallets which were being collected and stored on the side of the tunnels were set alight by vandals. Damage is estimated to be R70 000. Jonathan Manuel from Global Green Agrizone, a company using the section of land for farming, explains the tunnels were mainly used to grow crops for communities in need. “This has really affected our cause, because there are many people reliant on the

crops we were growing,” he says. Manuel confirms the tunnels could cost around R4 000 each. “Whoever is responsible for this damage needs to understand they did not only cause us harm, but they potentially caused several families to be without a meal,” he fumes. “We really need help.” When People’s Post arrived at the farm earlier this week, farmers were hard at work trying to salvage the vegetables in the remaining tunnel which was partially damaged during the fire. Project leader and founder of the project, Shaun Cairns, says the project was officially launched in August this year. The aim of the project was to create a sense

of community development. “This initiative is donor driven. We want the community to see there are structures being put in place to help them, but there are elements breaking it down,” he says. “We need all the help we can get.” City of Cape Town Fire and Rescue Services spokesperson Theo Layne confirms an arson case is under investigation. “We have already handed the case over to the police,” he says. Fire and Rescue Services battled with the flames for about 35 minutes, but could not stop the tunnels from being destroyed. Layne says it’s difficult to handout advice around ways to prevent similar situations to farmers in the area. He acknowledges

many farms are not equipped with adequate fencing. Cairns confirms big plans lie ahead for Global Green Agrizone, which includes training for people wanting to grow their own crops, organic markets, developing the farming land and also opening up the property to the community for farming. “This is a minor set back for us, but we are driven by a bigger and much powerful source,” he says. “We are determined to make this work, although we have to start a few steps back from where we were,” he says. Celebrating a legacy C

ZUKO XUBA says Nelson Mandela deserves the global attention his passing has brought.“He brought about a new beginning. He brought peace to the nation. Viva Madiba.”

ROSH BATCHLOR says self-empowerment is one of the most important lessons Madiba taught the nation. “Tata Mandela encouraged us to have education. He always said that we must learn, work hard, sacrifice and we will succeed in life.”

ELIZABETH MPAMBANE believes Mandela brought change to the world by forgiving and embracing those who wronged him. “People should follow the steps of Madiba. Another person would have said ‘Kill the whites,’ but he forgave them.”

MARIAAN BESTER says people should try to emulate the sterling example the former president set. “Madiba taught us unity and forgiveness. We should all behave like the old man. If Nelson Mandela can forgive, so can we.”

SONICA ERASMUS believes Nelson Mandela’s legacy and all he stood for will live on. “He wanted a free South Africa and he died knowing that he had achieved it.”

ELENOR RICHARDS says the Father of the Nation will never be forgotten. “He was a forgiving man. He spent most of his time in prison but he never held a grudge. He was a man of God.”

LEILANI SAMUELS believes Mandela ultimately sacrificed his life for South Africans. “Spending all that time in prison never made him a bitter man. Instead it made him an honourable man.”

he South African Social Security Agency (Sassa) has suspended all grant reviews until 2014. Last week, crowds gathered at various centres to ensure their grants were reviewed in time. Recipients vented their frustration at the lack of service after queuing for several hours. Sassa regional executive manager Dr Waldie Terreblanche says confusion be-

tween two projects, namely the re-registration and reviews, caused confusion among recipients. While the re-registration was completed in October, recipients also received letters from Sassa informing them their grants were under review. “We needed to see whether recipients were still eligible for the grants,” Terreblanche says. He says officials became swamped with the amount of recipients who showed up and a decision was taken to cancel the reviews. “Recipients who received review letters are asked to ignore the letters and note their

‘Council’ conmen do the rounds B

e on high alert – there are criminals posing as council officials in order to gain easy access into unsuspecting household and rob families of their possessions. Ernest Sonnenberg, Mayoral Committee member for Utility Services, says it is understood that individuals are approaching homes claiming to be from the City of Cape Town’s Water and Sanitation Department. They then insist they need to install shower heads. “We are urging residents to demand that identity cards are presented before letting anyone into their homes. These cards should, as a matter of procedure, be clearly visible on the person at all times. This card will display a photo of the official,” he says. All council staff are issued with these identifiers.

“Residents have the right to insist on seeing the card before allowing someone to enter their home,” he says. Sonnenberg says on some occasions criminals claimed to be from Eskom, alleging they need to install new bulbs or put reflective lights on the gates. “The reports we have received indicate that these individuals are criminals who are robbing residents at gunpoint, and not City officials. The City is not running these programmes and the individuals are not working for the City. It is our practice to inform residents ahead of the time when we are going to be running programmes or projects in their areas,” he says. Homeowners are advised to report any suspicious activity in their community to the police. Alternatively, Call the City of Cape Town’s call centre on 0860 103 089.

EDITORIAL COMMENT

A new fate

Nelson Mandela’s struggle is over. But not his legacy. South Africa is in a prime position to forge a future resplendent with living examples of how we have truly honoured Madiba’s magic. And that magic is still present. One need only hop onto any of the social network sites. Profiles sharing Barack Obama’s deeply moving speech, liking selected Mandela quotes, writing achingly sincere and heartfelt tweets – all physical expressions of our grief and our elation. Yes, elation. Many have divested themselves of refined prejudice and polished racism. Many are free of the blinkers. And they feel fantastic. Many now understand the world in an altered and more informed context. Elation. Freedom. And the recognition that we share this country with so many others, so many people who are different than us, so many who don’t conform to the previous collective comfortable and bigoted notions of How Things Ought to Be. Nelson Mandela shifted a world’s thinking. And he was only human. Imagine what could be achieved if we all strived towards being less selfish? And let’s abandon the word tolerance. That denotes that some level – a smidgen – of disdain still lingers. Nelson Mandela accepted the fact he shares this country, this world, with people markedly different to him. People of different backgrounds as well as different political, cultural and religious beliefs. He made it work. That is why we mourn such a great man. He showed us that peace and understanding and harmony aren’t elusive abstract ideas. They are very real. It’s all part of the Madiba magic within. Rest well, Tata.

Aluta continua, South Africa This is not the South Africa many fought for. We are not just angry about the e-tolls because it means less money in an already thin wallet every month. We are angry because the people that fought for the freedom of this country did not surrender their lives so that rampant corruption can continue unchecked, while unscrupulous politicians make a mockery of the justice system. Evil thrives when good people do nothing. The forced e-tolling is a final straw that is enough to make South Africans actually want to fight back against an unjust system. When we decide to stand for something, it means we will inevitably stand against something. The issue is not about having a “white” government or a “black” government. We want to strive and contend for a just government. It breaks my heart when I think of the likes of Solomon Mahlangu – who died a year before I was born – who bravely surrendered their lives for the hope of a better future for the people of this country. His words haunt me: “…Tell my people that I love them and that they must continue the struggle. My blood will nourish the tree that will bear the fruits of freedom.” As an Indian woman, I enjoy some of the fruits of freedom that people like Solomon died for. Twenty years ago, I would not have been able to marry the wonderful white Afri-

kaans man that I now call my husband. Now, in the new South Africa, finding love across the colour line is not against the law. Despite the hardships that my family has endured, I have been able to work hard and live in an area of my choice, all the while striving for excellence in areas of work and finding ways to make a positive contribution to society. This is not someone else’s problem to fix. This is my country. These are my people. The fight must continue with me because if I do nothing, then I will fail the next generation who inherit a country robbed of its rich potential. I fail myself and the people who gave their lives for my hard-won freedom if I sit back and complain and don’t take positive action. These are the things I can do – and choose to do – to exercise my freedom and redeem the power that I have to bring about positive change: I can speak up in private and public platforms – even when it feels my voice is not being heard. I still have a right to speak. I can exercise my power with my vote. I can still stay dedicated to my country and to my people – and not allow the negativity of a few poison the power of possibility still alive in my hands. I can fight for the country I want to live in. It is my responsibility. CHERYL BENADIE, EMAIL

Thank you and season’s greetings I would like to express my sincere gratitude to the residents of the greater Lavender Hill and Retreat areas. I express my thanks to the wonderful communities who believed in me and my organisation during the 2013 working period. I am glad I could be there for you during the best and the worst of times. I was not always there with answers and solutions, but the mere fact that you came back to thank me, moved me. I am also glad that I could be there for most of you, to help you through the problems you faced during 2013 – and still do. I know I was put here through God’s will and I hope that the belief you have in me will grow stronger by the

day. I am glad that 2013 has brought us together as a community. We have to believe and trust in God’s faith that whatever problems we face, we will overcome. So, to people of Lavender Hill, Retreat, informal settlements, Steenberg and other areas, stay positive and let us celebrate love with respect. Respecting each other will be the greatest gift to me from you during this festive season. I believe you all are leaders and together we all will unite and make that important difference. I wish all and sundry a wonderful festive season. CLIVE JACOBS LAVENDER HILL

Your SMSes Sassa reviews . Use the Retreat Civic Centre for pensioners living in Retreat and Cafda for pensioners from Cafda Village. So there will be less stress for all. You cannot do all reviews at William Herbert. God bless you all. . What a disgrace that the elderly are treated with such disrespect after contributing to our country. We all deserve our pensions. . Why can’t Sassa come to old age homes like Mandoline Place? . I think more facilities should be opened or the (operating) hours and days should be extended to accommodate the elderly. One day in the week is not enough. I also feel Sassa staff, especially the young should learn to be more respectable towards their elders, because some of them really do not know how to talk to them. I also feel they can at least offer the elderly a cup of tea or coffee to shorten the wait. I am sure they do not eat before leaving their homes and some of them might not even have food to take with them. Please, they need to be treated with the respect they deserve. . (It is a) shocking situation – abuse of the aged. Many of us are on chronic medication and have no transport. . Sassa has no mercy for the elderly and neither does our government. Sies! . Sassa should extend the date for the pensioners. Felicia. . I went (to Sassa) six times – each time at 05:00. They should put up a letter stating they need copies of your ID, a three-month bank statement, divorce papers, death certificates and everything needs to be certified. The letter does not tell you to go to William Herbert and there was nothing on radio or in the newspapers. The elderly are treated like dogs. Johanna. . My husband and I were turned away from William Herbert twice. There is no such thing that you are sent to the local office on Thursdays. I suggest they open more venues for the aged. It’s disgraceful to expect old people to come out in the early hours to queue in the rain until the gates open 08:00. C. Jason. General . It’s people having their yards cleaned by trolley pushers – they pay only R20, sit back and the dirt is dumped where ever. We have a problem in Unity Road. Laurence.

CAPE BAND: LAUNCHES DEBUT ALBUM

Taking the highway to success A

fter almost three decades of performing, travelling and making music together, the band N2 will be launching their debut album at Westend on Thursday 21 December. The Journey will contain a mixed flavour of beats and rhythms to get you in the mood for the festive season. These songs have all been inspired by the styles and genres they’ve been exposed to through their years in the industry. The band was established by brothers Neugen and Noël Wentzel in 1986. The name of the band refers to the letter N shared by both brothers’ initials. The third brother, Adrian, later joined the band to complete the Wentzel trio. Through the years they have been accompanied by numerous musicians and have performed locally and abroad. The Wentzel brothers remain the

Milano still on top despite away defeat

SHIFAAN RYKLIEF

M

ilano United slumped to their second defeat of the season with a 2-1 loss away to Black Leopards on Sunday. Both sides looked energetic in the opening minutes of the National First Division clash, as they battled to settle to the fast pace. Milano struck first when Lesvin Stoffels headed home from a corner delivered by Farouk Paulse from the team’s first attack in the ninth minute. The home side started to gain momentum after the 20th minute and grew with confidence as they went in search of the equaliser. Ghanaian Mumuni Abubaker eventually levelled matters in the 35th minute, finishing neatly after a one-two just outside the 18-yard area. Leopards continued to apply the pressure in the attacking third and struck the woodwork twice before eventually taking the lead. The hosts were awarded a penalty on the stroke of half-time and striker David Zulu stepped up to slot home with no hesitation.

Things only got better for Leopards as the match progressed. First Milano’s on-form striker Lesvin Stoffels was forced off due to a thigh injury, then the men from Grassy Park were reduced to 10 men when captain Nazier Jacobs received a second yellow card. Leopards had seven shots on target in the second half, while ten-man Milano managed just three. The hosts failed to take advantage of the extra man, while the Black and Yellow could not pull one back without Jacobs pulling the strings in midfield and Stoffels up front. Despite the loss, Milano have held on to first place on the table, while fellow Cape sides hold the remaining top four spots. Chippa are second following a 1-1 draw against United FC in Philippi on Friday, Vasco da Gama are third after beating African Warriors 3-1 on Saturday and Santos are fourth following a 2-2 draw against Black Leopards. None of the sides will be in action this weekend as all fixtures have been postponed due to the passing and funeral of former president Nelson Mandela.
