With nine illegal liquor outlets in one street, Hyde Park residents are in a panic about talk of a legal liquor outlet opening just doors away. Residents say alcohol abuse is rampant and leads to parental neglect and domestic violence. An application has been submitted for a legal liquor store in Guava Street. The street is known for being a hub for gang and criminal activities. Children roam the streets in search of food. Their parents have spent the little money that is due to them on booze. This is the shocking reality of many who live in this neighbourhood. With absent parents, innocent children are being trapped in the cycle of crime and grime, says a 47-year-old grandmother who spoke to People’s Post on condition of anonymity. Having lived in the area for six years, she says the problem has spiralled out of control. “It is sad to see such young children knock on your door looking for bread. Sometimes I don’t even have food to give them. They are not at school, but it is not out of choice as their parents take to the bottle,” she says. “We currently have nine liquor outlets and six drug dens in our street. Each week you hear that a new dealer has moved into the area. This is no environment for a child to grow up in.”

Guava Street residents are praying that the pending application for a legal liquor outlet is not approved. A woman living in Hyde Park for six years says those living in this pocket of Mitchell’s Plain are struggling to survive. Asking not to be named in fear for her safety, she says a legal liquor store is the very last thing the community needs. “With no money for food, the poorest of the poor still manage to find money for alcohol. We should not condone this kind of behaviour by having another liquor store in this area. This only adds to the problem,” she believes. With no legal liquor outlet in Hyde Park, an elderly man says a licensed liquor store might help in controlling the sale of alcohol in the area. “We have many drinkers in this neighbourhood. On some days things get violent as people down cheap wine and beer. With a legal liquor store I could only hope that the owner would adhere to the stipulated trading hours and not sell alcohol to minors,” he says. There are 29 illegal shebeens and 68 licensed liquor outlets in the Mitchell’s Plain policing precinct, police officials confirm. There are no licensed establishments in Hyde Park. Police spokesperson Constable Jerome Voegt says they are aware of only five unlicensed liquor stores in Hyde Park. “Our designated liquor officers execute regular weekly focused operations within the Tafelsig sector and across the Mitchell’s Plain policing precinct where search warrants are conducted to permanently close down these illegal outlets,” he says. TAFELSIG: ORGANISATION ACCUSED OF MISAPPROPRIATING FUNDS

Tafelsig squatters are accusing a charity of using their hardship for its own again. These destitute people are illegally occupying a sandy stretch of land opposite the Kapteinsklip train station and say the Cape Care Charity is using their struggle to con foreigners into parting with their riches. But the charity organisation is adamant they are doing all they can to help and denies the claims. The charity assisted the squatters during their court battle and managed to secure R20 000 for lawyers’ fees, says Cape Care Charity founder Marina Laurova. The Kapteinsklip residents took the City of Cape Town to court demanding houses. But they were defeated in 2012. “Every single penny received went to paying for a lawyer. The little that was left was used for food, shelter and toilets,” she says. But the donations were not appreciated, Laurova asserts. “The squatters want to protest. They do not want to go the legal route any longer. Wendy houses and toilets were donated to them. The wendy houses were sold and the toilets burned during a protest,” Laurova says.

Having worked extensively at Kapteinsklip for nearly three years, Laurova says she has in recent months steered clear from the area, saying she is no longer welcomed there. “I want to help people who want to be helped. These squatters want to suck me dry and I will not allow that. Eventually I was no longer welcomed at Kapteinsklip,” she insists. But Gadieja Skippers (38) says money due to the squatters was misappropriated by Laurova. “She did not buy us wendy houses or give us toilets. She is using our cause for her own agenda,” Skippers says. The squatters are now demanding Laurova help them buy a piece of land. “She owes us that much. We cannot continue to live in these dire conditions. The toddler is a social butterfly, but while those who know her consider her a chatterbox, the words she utters are barely distinguishable. Azraa Jacobs (3) is deaf. Only about R40 000 stands between her and the ability to hear. Her single-mother Mareldia Adonis (27) has to dock up the money to have her toddler fitted with a cochlear implant. It is hoped the operation will be done later this year. The procedure will cost R218 000 for one ear, and Mareldia is forced to host fundraisers for the deficit as the medical aid will only cover R170 000 for the operation. The cochlear implant will have to be done on both ears of the little whirlwind, who was declared deaf at the age of two. However, only one will be done this year. Mareldia initially noticed her daughter

After having tests done and being referred to Red Cross Children’s Hospital, it was confirmed that she was deaf, more so in the left than in the right ear. Hearing aids were then fitted to Azraa in April last year when she was two years old. The tot has since been enrolled at the Carel du Toit Centre in Parow where she receives speech therapy and help is given to help her improve her oral communication. Mareldia says since her daughter started at the centre her speech has definitely improved. “She uses small words and will communicate in one or two words. It’s much easier to understand her now,” she says. Since Azraa has been at the special needs

school, her mother feels more equipped and confident in helping her daughter develop. The Carel du Toit Centre hosts parent classes and all caregivers are given support on how to help the child develop away from the facility. Although she knows there is a long road ahead before Azraa is able to communicate and listen with ease, Mareldia is optimistic. “The sooner she is able to hear, the sooner she will then also be able to speak, read and write. This, in turn, means she will be able to attend a mainstream school,” she says. Mareldia will be hosting fundraisers in the buildup to Azraa’s operation and urges all to attend to help raise the required funds. So far she has only been able to raise R10 000 through various events. Carel du Toit Centre principal Ruth Bourne explains that a cochlear implant is very different from a hearing aid. “Hearing aids amplify sound whereas a cochlear implant changes the sound signal into an electrical signal which is sent to the brain so the person can ‘hear’,” she says. Children who have a cochlear implant done, Bourne explains, are those children who are so deaf that they cannot benefit from the most powerful hearing aids. The implant, however, is not a “magic formula”. “It provides the basic sound information and a lot of work is needed to help the child to use that information. Left without any intervention, the implant will make no difference,” she explains. Conditions for eligibility is that an implant must be done before the age of three years if a child has been born deaf. Parent

A paramedic was caught in the crossfire at the weekend as the drug turf war between the Yakkies and the Nice Time Kidz continues to rage in Mitchell’s Plain. Mitchell’s Plain Community Policing Forum chairperson Abie Isaacs confirms the paramedic was injured on Sunday night. He cautions residents against protecting criminals and robbing themselves of access to essential services. “We do not want to have a situation where

paramedics do not come into Mitchell’s Plain because of the volatile situation at play in the area. Tempers flare over fireworks ban

Explosive displays which light up the skies with a kaleidoscope of colours on Guy Fawkes and other festive days could soon be banned in Mitchell’s Plain if councillors have their way. The City of Cape Town has demarcated public spaces where people can discharge fireworks. It is illegal to discharge devices in residential areas. However, many people continue to do so illegally. A Motion of Exigency requesting residents no longer be permitted to buy and discharge fireworks in the area has been submitted to the Department of Safety and Security. The motion was tabled at a subcouncil meeting last week. Ward councillor Danny Christians submitted the proposal which he says is in the best interest of the public. “We want to ban the discharge of fireworks on Guy Fawkes and other festive days

given that such occasions always results in the criminal element taking advantage of the situation,” he insists. A total of 56 notices were issued on Guy Fawkes last year, 350 firecrackers confiscated and at least 100 youths, armed with paint and dangerous instruments, prevented from gaining access to the Town Centre. Fines to the value of R9600 were issued in Mitchell’s Plain and Athlone on Guy Fawkes last year. “Residents have a right to feel safe. Chaos erupts in this community every Guy Fawkes. Allowing this kind of behaviour prevents freedom of movement, pets are gravely traumatised and innocent people hurt,” Christian says. Additional Law Enforcement officers are deployed to Mitchell’s Plain on Guy Fawkes to address the “barbaric behaviour” of some residents, says proportional councillor Yagyah Adams. “The deployment of additional officers is a waste of ratepayers’ money. It is ironic that in one of the poorest communities, where so many people rely on social grants, people

have lots of money to buy fireworks,” he says. Proportional councillor Achmat Williams says while he supports the motion, it should be amended. “We can’t just ban fireworks. Maybe we should have a demarcated spot in Mitchell’s Plain where residents can go to safely set off their fireworks,” he suggests. Ward councillor Solomon Philander says this should not even be considered. “People are injured and wendy houses burned down, all because people discharge fireworks in a residential area,” he says. Abie Isaacs, chairperson of the Mitchell’s Plain Community Policing Forum, says the ban should be implemented as a matter of urgency. “Our police and Law Enforcement officers have enough to deal with without having to babysit irresponsible youth and adults who are negligent and reckless when discharging fireworks,” he says. The City of Cape Town has demarcated public spaces just a few kilometres outside of Mitchell’s Plain where people can discharge fireworks. These include the Swartklip Sports Complex and Strandfontein Pavilion. Subcouncil 12 further proposes that the Safety and Security Portfolio Committee consider a blanket view to ban the discharge of fireworks across Cape Town.

STRANDFONTEIN: RESIDENTS REJECT CITY’S UPGRADE

An upgrade planned by the City of Cape Town at Strandfontein’s biggest shackland has been scrapped. The reblocking of informal settlements along Camp Road was scheduled for late last year, but was met with much scepticism by residents. Mayoral Committee member for Human Settlements Tandeka Gqada says an attempt was made to consolidate Masincedane, 7de Laan, City Mission and Plot 9 informal settlements in one reblocking project. City of Cape Town officials confirm they had held meetings with the community, but residents failed to cooperate and the project has since been abandoned. “Residents failed to attend meetings and were found to be under the influence of alcohol when the organisers tried to fetch them”, says subcouncil chairperson Felicity Purchase. However, Masincedane residents rubbish these claims. Ruwaydah Curnow, chairperson of the Strandfontein Informal Settlement Committee, says representatives met with officials. But residents raised their dissatisfaction when officials failed to give definite answers about how the reblocking will work, who will be affected and how it would all come together, she explains. “Officials were never able to address our concerns. They had no definite answers and residents were not prepared to give the reblocking the go-ahead when they were not properly informed of what the reblocking entails. This was the only setback during this process,” she insists. Placing all informal settlement residents in one camp was a recipe for disaster, Curnow believes. “The two main informal settlements are occupied by rival gangs. If we moved them to one informal settlement, innocent lives may have been lost should these gangs have decided to draw battle lines,” she says. Rolene April (34), a resident of Masincedane for 15 years, says she wants her dignity restored. “We do not want to move from one hokkie to another as proposed in the reblocking. We need houses, flush toilets and warm water.” Gouwa Haidari says politicians must not come to informal settlements bearing soup, blankets and plastic sheets every winter. “We do not want that. Give us a house. Provide us with the tools so that this relief aid is no longer necessary,” she says. Eva Adams (43) has for 17 years been living at the Masincedane informal settlement. “For years I have been looked down upon because people see I live in the bush. But they don’t realise that for many of us, it is not by choice.”

All we want is for government to help us reach our full potential. I want to feel like an equal to those who live in the leafy suburbs,” Adams says. The City’s reblocking policy is a community-based process whereby housing structures are reorganised or clustered in such a manner as to improve the access to basic and emergency services in informal settlements. Gqada says: “This is vital for improving access by emergency and other vehicles, creating safe spaces between structures and increasing service delivery.” The budget for the reblocking would have been determined during the design and layout phase of the project, which the residents would have also participated in. The project’s budget would have come from the urbanisation department, within

STRANDFONTEIN: PLAN TO REHABILITATE DIRTY SCHOOL FIELD

Plot to heal land

Plans to halt illegal dumping at Strandfontein High is gaining traction. A sports field and school hall envisaged for the vacant land is closer to being realised years after initial concerns were raised about illegal dumping on the school premises. The grounds consist of a large undeveloped area of sand dunes covered in dense bush. It is also smothered in heaps of rubble and dirt. Principal Peter Brockman says he has met the relevant role players to start rehabilitating the plot. An application to the Department of Correctional Services has been made to request those sentenced to community service for petty crimes as workers to cut down the dense bush and clean the litter. If the application is approved and supported by the school’s governing body, warders would supervise the clean-up. It is understood a sponsor has been brought on board to help build the school hall. However, Strandfontein High is expected to raise funds towards the building costs. A series of events, starting in 1995, resulted in the unlawful disposal of waste at the school. A contractor was hired to remove a sand dune as it was consid-

ered a safety hazard for pupils. The contractor did not follow the agreed upon scope of works and a large pit was the result. In 2010, the school was approached by another local contractor who offered to level and vegetate the area in return for permission to dispose builder’s rubble on the eastern side of the school building. The school’s principal agreed to this offer, but the contractor did not adhere to the agreement as the site was not levelled or replanted. Global engineering firm Aurecon was contracted to compile an assessment report on the environmental impact of the illegal activities on the school grounds in 2012. The report confirmed that despite the extensive dumping and sand mining on the school grounds, “no hazardous waste was detected in any of the trial pits. This finding corroborates with the groundwater investigation which found that there was no groundwater contamination.� In order to confidently determine the type and quantities of waste disposed, sixteen test pits were excavated on 31 July 2012. Strandfontein resident Mandy van Willingh lives a short distance from the school. She says the undeveloped land is an eyesore. “I have in vain tried to get quotes from various companies to excavate the land and remove the dense bush. All of them upon inspection advised me that be-

cause the site was used as a land fill, they are reluctant to use their machinery on the land,� she says. “I’ve been shown huge boulders and rocks – which was never there before – under the sand on the property. I have been advised that the school was used as a land fill site.� The field could also be a crime haven, Van Willingh says. “That field is not only a potential health hazard to children, but a potential crime hazard as many people, especially school children, use it to get to Welgelegen Road.� Strandfontein resident Amanda Brink is glad plans are being put in place to address the problem. “It is not ideal to have dumping on the school grounds or on our doorsteps. It is a complete eyesore,� she says. Mario Oostendurp, chairperson of the Strandfontein East Ratepayers’ Association, says the clean-up process is a step in the right direction. “It has taken an extremely long time for the school’s management to get the ball rolling in developing the vacant land. The undeveloped property was for years used as a dumping ground by Strandfontein residents and people living outside the area,� he says. Despite numerous attempts, the principal failed to supply People’s Post with further details of the proposed plans for the undeveloped field.

formal settlement. Stumbling around in the dark in search of the nearest bucket toilet is a thing of the past after 34 portable toilets were delivered to the informal settlement. But while most 7de Laan residents are overjoyed with their new flush portable toilets, some are demanding freestanding flush lavatories. Maria Marthinus (31) is happy with her new toilet as it provides her with the same privacy and dignity as a normal flush toilet. “We have two bucket toilets in the entire informal settlement which hundreds of people used. It was always dirty and unhygienic. Now every house has a portable flush toilet to use in the privacy of their home. We no longer have to be ashamed to relieve ourselves,” she beams. The bucket toilets which were being used up until late last year were not cleaned regularly. Angelina Basson (26) says residents were forced to clean these toilets themselves. “We did not have the resources to clean them so most of the time the bags which lined the bucket toilets were dumped in the bush,” she says. This caused quite an “unhygienic mess” at 7de Laan, Marthinus says. “The smell was terrible and the amount of flies hovering around was unbearable. I am sure the new toilets will help in preventing our children from getting sick.” The new portable toilets are cleaned every Monday, Wednes-

It would be better if an additional toilet is issued to bigger families, Anthony suggests. Shamiela Adams (49) says the new portable toilets brings her much relief. “It is not nice having to venture out in the dark to get to a toilet in the middle of the night. I am glad I now have a toilet in my home,” she says. But while most residents are happy with their new toilets, some are not. “We want normal flush toilets. I don’t see politicians being expected to use these portable toilets and I doubt they would even consider it, yet they think we should just be satisfied with what we are given,” says a woman who spoke to People’s Post on condition of anonymity. However, Mayoral Committee member for Utility Services Ernest Sonnenberg says this is not possible. “It is not possible to install full flush toilets in 7de Laan as the area is prone to flooding. Installation of flush toilets in a flood-prone area is prohibited by the Municipal Finance Management Act,” he says. It costs council R4689 a month to

ADDICTION: DON’T LET YOUR HEALTH GO UP IN SMOKE

Kicking a bad habit in the butt

It’s the most common new year’s resolution after joining the gym. But as the first month of 2014 draws to a close, most smokers have forgotten their pledge to throw away their cigarettes. Taking a couple of drags while on a tea break may seem harmless, but even a few puffs on a “light” cigarette could prove detrimental to your health. The hardest part is deciding when to become a quitter. But sticking to a plan of action is not easy. Much like other resolutions, deciding to quit requires willpower and realising you are doing more serious harm to your body than good, says family doctor Ellapen Rapiti. “Smoking is an unnecessary and expensive habit. People smoke because they don’t know how to relax. Quitting is difficult because the products are freely available, not frowned upon by society and the cigarette companies market it as something ‘cool’ to the younger generation,” he says. Smokers also aren’t always ready to admit they are struggling with an addiction because it is “just” cigarettes. “Most people do not understand the concept of addiction. They need to know that the moment you can’t do without a cigarette, it is an addiction,” Rapiti insists. Law-abiding smokers step out of a building to puff on their smokes, but even this act of consideration affects non-smokers. “The effects of smoking does not stop with you. You are not only doing bad things to your own body, you are doing bad things to a community with the negative effects of smoking,” he says. Many smokers justify not quitting by comparing their lifespan to that of a family member who may have smoked for years and is still alive. Rapiti says that although some people live longer than others, considering that both parties may have been smokers for years, they still suffer negative effects in the long run. Aside from the health implications, smokers create a financial burden due to their addiction. “Over the next 30 years, tax and VAT included, cigarettes could easily cost a consumer R700 a

packet,” he predicts. To smoke 20 cigarettes a day, a smoker could spend R1000 a month. “This is a scary sum considering on what most people could be spending that R1000. They could have contributed the money to school fees, life policies and other necessities in the household.” Smoking cigarettes could open a doorway to experimenting with other addictive substances and, he says, if cigarettes and alcohol are consumed together, they increase the risk of mouth cancer. At last year’s Lung Cessation Symposium held at the University of Cape Town, Dr Ian Lewis pointed out that smoking goes through three stages. Lewis, a psychiatrist at Groote Schuur Hospital, says the first stage is experimental. The second stage escalates to it being recreational. The final stage is problematic substance use which is categorised as problematic substance abuse or substance dependence. Dr Richard van Zyl-Smit, a pulmonologist at the UCT Lung Institute, says half of the people who are smokers die prematurely. “Smoking also increases your risk of lung, bowel, breast and bladder cancer,” Van ZylSmit says. Sylvia Daniels quit smoking more than 16 years ago. “I was in hospital (at the time) and because I was in a cast and ordered not to leave the hospital, I decided to stop at once,” she says. Although she has to cope with a lot of stress, Daniels says she has never felt the need to start smoking again. In an attempt to kick the habit, Candice Taylor has recently started smoking e-cigarettes. “It has helped me stop smoking for the three months that I’ve been on it,” she says. Quitting has not been easy for Brandon Tala, a smoker for more than 20 years who says he has tried many methods to stop. “It just doesn’t work. Years ago, while I was sick, I stopped smoking. It just lasted for a week,” he laments. While most people grasp the concept that smoking is an addiction, Rapiti says quitting is very hard as the habit has ingrained itself in consumers for many years. He says smokers fail to address the core issue: the need to learn to relax properly.

Club rugby tourney launched LIAM MOSES @LiamCPT

T

he Western Province Rugby Football Union (WPRFU) has announced a new club rugby tournament aimed at developing the region’s raw talent. Dubbed the Community Challenge, the tournament is a partnership between the WPRFU and the Boland Rugby Union. It will feature four clubs from each union. The WP clubs participating are Schotchekloof Walmers, Durbanville-Bellville, Tygerberg and Belhar, while Boland will be represented by Hawston, Ceres, Worcester Villagers and Saldanha. The WPRFU says it hopes the tournament will one day produce players for the Stormers. “The Community Challenge will ultimately contribute to the development of promising club players for possible inclusion in the respective Regent Boland Cavaliers and DHL Western Province Rugby Vodacom Cup and Absa Currie Cup squads,” a WPRFU statement says. “In the future these players could then also come into contention for the DHL Stormers squad.” The union also states the purpose of the competition is also “to strengthen the relationship between WP and Boland, since both unions form part of the DHL Stormers franchise”. The eight teams have been drawn into two groups, and the top two teams from each

Worcester Villagers, SK Walmers, Saldanha and Belhar. Walmers vice-president Moneeb Levy says he expects the competition to be tight.

“We play to win in any competition, but it’s also about preparing for the start of Super League A,” he says. “If you look at where the Western Province clubs finished in Super League A last year, then Durb-Bell have to be considered favourites. It’s going to be quite tough, but you never know – a knockout competition is a knockout competition.” WPRFU says the purpose of the Community Challenge is also to prepare the clubs for their league commitments and give them a better chance to qualify for the Cell C Community Cup next year. Levy agrees, saying the tourney players with another platform to develop, prove themselves and work towards joining the professional ranks. “This will be the platform where we will be able to identify weaknesses and work on it to improve the player,” he says. “It’s not in the hustle and bustle of the Super League A, where promotion and relegation (is a reality) and where a player may be dropped if he doesn’t perform.” The tournament will kick off on Saturday 1 March and the final will be played Saturday 29 March, with all four games played within Boland’s boundaries. SKW will open the tournament against Saldanha RFC in Saldanha Bay. The first games in Cape Town will take place on Saturday 8 March, with all four matches taking place at City Park in Athlone. Two games will kick off at 13:35, while the others will kick off at 14:45.

Top times expected at annual challenge LIAM MOSES @LiamCPT Cash, glory and a shot at the national title will be up for grabs at the Top Form Athletic Club 10km Challenge on Saturday 8 February. The 21st instalment of the annual race will double as the Western Province Athletics (WPA) 10km Championships this year and the fastest finishers will earn places at the national championships. Race director Alistair Kannemeyer says the course should allow racers to run personal bests with the WPA selectors in attendance. “It’s a flat, fast and safe route, with runners racing through a residential area,” he says. “Most people will probably be doing personal bests and the winner should finish around the 30-minute mark or possibly quicker.” The WPA Championships takes part at a different road race each year. This will be the first time it takes place at the Top Form 10km Challenge. The race will start at Turfhall Sports Complex and progress through different parts of Athlone, Lansdowne, Belthorn and Crawford before returning to Turfhall. To qualify for the national champion-

He expects around 1 800 participants this year. “It’s definitely a draw card that the race is run in the area and we get a lot of participants coming from the greater Athlone area,” he says. “We would like the whole community to support this event.” He says plans are in place to make the race even bigger next year. “Our future endeavour is to make the race disabled-friendly, so that people with disabilities can participate,” Kannemeyer says. “We are excluding a large portion of our residents at the moment.” Entry costs between R20 and R55, and can be completed at Turfhall every day from 15:00 to 19:00 until Friday 7 February, and at 05:00 on race day. glut of Glenthorne A’s players were named in the Western Province Softball (WPS) senior team for the annual National Provincial Championship (NPC). The squad was named last week, with 10 of the 17 spots filled by Glenthorn players. Nicole Fortune, club secretary and one of the WP representatives, says all her teammates earned their colours. “If you look at the past, when Glenthorne had just one or two players in the squad, we had teams like Westridge Yankees who dominated the WP team,” she says. “Glenthorne are the defending Super League and Knockout champions, so it can’t be said that we don’t have outstanding players. We earned our spots.” Five Westridge Yankees and two Falcons Normies players filled the remaining spots in the team. The tournament will be hosted at Turfhall Sports Complex, Glenthorne’s home turf, from Wednesday 19 to Sunday 23 March. Club chairperson Catherine Erasmus says all the players will bring quality and experience to the Province side. “They are all experienced provincial players, as they have all repre-

sented WP at some level,” she says. “They all came through the ranks – from under-12 in the provincial sides. That will bring a lot of experience to the WP side. They will contribute quite a bit.” Fortune says Glenthorne achieved the success over the last two years through hard work and a close bond. “Besides the fact that we train really hard and are dedicated, the group has also been playing together for seven years,” she says. “We are all friends, hang out all the time and enjoy one another’s company. “We even spend a lot of time together in the off-season. We are more like a family than a team. And having great coaching staff also helps, because they are just as dedicated as we are.” Both Erasmus and Fortune believe the WP team have what it takes to keep the NPC trophy in Cape Town this year.
