Gang violence erupt in Rocklands MELISSA PAPIER

ITHCELL’S Plain detectives have questioned a 26year-old man on Thursday (27 October) in connection with a murder in Rocklands. This followed a tip-off from the community. However, no suspect has been arrested for the shootings. The man was suspected of being involved in the shooting on Wednesday at the corner of Makou and Cormorant Streets. Residents of Rocklands are living in fear after the spate of shootings in the area. One man is dead and two others wounded in what seems be gang-related shootings. Its understood that the shootings are between the Nice Time Kids and School Boys gangs. Last week alone there were three shootings. Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police station, confirmed the shooting incidents and said the “motives and all leads are still being investigated.” The first shooting took place on Monday evening after 21:00, when a 29-year-old man was shot in the street. It’s understood the man was affiliated to the Nice Time Kids. Voegt says: “The police received a report of a shooting incident in Albatross Street, Rocklands. At the scene officers discovered the man in the street with a bullet wound to his upper body. The victim was admitted to hospital. “It is alleged the man was standing in the street when an unknown man fired several shots at him. The motive is unknown and no one has as been arrested.” The police are investigating a case of attempted murder. The next morning at 08:30, another man was shot in Cuckoo Street. Upon arrival at the scene, officers discovered a 20-year-old man in the

street with a bullet wound to his upper body. “It is alleged the victim was standing in the street when an unknown man fired several shots at him. He was admitted to hospital,” he says. Later the same morning a 24year-old man was arrested in connection with the shooting. Officers found a CZ 9mm pistol and ammunition in his possession. “The alleged motive for the shooting is revenge,” says Voegt. It’s understood that the man belonged to the School Boys gang. Swift action by City of Cape Town Traffic and Metro Police officers led to the arrest of a suspect. Two Traffic officers were attending to a complaint of over-loading at the Hillside Primary School. They spotted one of the suspects, who still had a firearm in his hand, running across the street and through an

The City of Cape Town’s Executive Director for Safety and Security, Richard Bosman, says one of the officers gave chase on foot, while the other pursued the suspect in his patrol vehicle. “They apprehended the suspect and ordered him to stop and drop his weapon. The suspect threw the pistol to the ground, dislodging the magazine in the process and dropping a round of ammunition. The suspect then surrendered himself to the officers,” Bosman says. Bosman commended the Traffic and Metro Police officers for their swift reactions. “Their quick thinking, brave and decisive action resulted in the arrest of the suspect and confiscation of the illegal firearm and ammunition. As a result, there is one less illegal firearm in the community for

committing acts of violence,” he adds. The suspect will appear soon in the Mitchell’s Plain Magistrate Court on charges relating to attempted murder and possession of a firearm without a licence. In a separate incident on Wednesday another man was killed at the corner of Makou and Commorant streets. The victim was a member of the Nice Time Kids. Voegt says that at the scene officers discovered the body of a 37-yearold man with two bullet wounds to his upper body lying in the street. The man was declared dead at the scene by paramedics. “It is alleged that unknown suspects fired several shots at the deceased and he collapsed in the street,” says Voegt. Voegt confirmed that the shooting incident did not occur on Hillside Primary School, “but in the street next to the school.” “We have increased visible patrols, through sector policing and crime prevention patrols, to ensure the safety of learners at Hillside Primary and neighbouring schools, and to bring the perpetrators of this murder to book,” he says. A resident who spoke to People’s Post on condition of anonymity, for fear of reprisal, says things in the area was fairly quiet until Monday. However now it has become dangerous. “As residents we are living in fear, because we don’t know where the next shooting will take place. The shooting on Wednesday was adjacent to Hillside Primary School, and we had to rush to school to get our children and grandchildren who are now traumatised by the shootings,” he says. What is debt counselling? DEBT counselling is a process to assist people who are overwhelmed by debt and can no longer meet all their commitments. Debt counsellors negotiate and restructure credit agreements to allow the consumer to make regular contributing instalments. This is a voluntary process, but can also be ordered by a magistrate. When meeting with a debt counsellor it is important to be totally honest about your situation. This makes it easier for the debt counsellor to make an accurate assessment of your needs and abilities and to assist you. Consumers tend to shy away from administrators and debt collectors, but the debt counsellor is there not only to serve the credit providers but consumers as well. Debt counsellors will make contact with your credit providers as soon as you have volunteered yourself for debt counseling. The submission process lasts 60 working days, during which: 1. the debt counsellor makes contact with all your creditors to request the balance certificates; 2. an attorney is appointed to represent you in court when needed;

3. the new instalments are negotiated. This 60-day period is by no means a payment holiday. The credit agreements you have must still be serviced. However, the debt counsellor will arrange with you to pay the money into a distribution account. Once all creditors have agreed to the terms, and your 60 days are over, you are considered to be under debt review until all your credit agreements have been settled. Your debt counsellor must be issued with clearance certificates for each of your credit agreements. While you are under debt review you will be unable to enter into any new credit agreements. Once your debt counsellor issues you with a clearance certificate, it takes about 5 to 10 working days for your status to be changed with the credit bureaus. Who should apply for debt review? If you can not meet your monthly instalments, or if you are receiving default notices from your creditors, then this process could assist you.

WESTRIDGE man escaped with his life after he was robbed at gunpoint of R10 000 in his driveway. The suspects took the keys to his yellow Opel Ascona and fled the scene. The 74-year-old man was too traumatised to speak to People’s Post. However, his daughter, who asked not to be named for fear of her family’s safety – tells People’s Post that her father was followed home on Thursday after withdrawing money from Absa bank at Westgate Mall. “My dad got home and was just writing something in the car when he heard a knock on the car’s window; as he looked up he saw two african men, who demanded the money he withdrew. They knew exactly which pockets contained the money.” She says her father didn’t see a car following him home and the street was “empty and quiet.” “After taking the car, the money and other personal belongings, the men left and my son tried to follow them on foot. He came home after my dad warned him that they had a gun. However, minutes after he returned the robbers came around again, pointing the gun at us. All

we could do was go into the house and close the door.” She says that the whole incident seemed well planned as the robbers knew that her father had withdrawn a large amount of cash. “We went to the bank to inform them of the incident and they were very nonchalant about it. We don’t want the money back as it can’t replace a life. Instead, stricter measures should be in place at the banks.” Spokesperson for Mitchell’s Plain Police station, Constable Jerome Voegt, confirmed the incident, saying the police are investigating a case of car-jacking and armed robbery. “Residents should avoid making large cash withdrawals from the bank or ATMs. It would be wiser to withdraw smaller amounts, spread over a period of time. People should be more vigilant about their surroundings when using the bank and ATMs,” says Voegt. He urged residents to rather make electronic transfers when needing to pay large amounts of money to beneficiaries. “Residents need to be extra alert and vigilant now as the festive season approaches and criminals know that people are receiving bonuses and spending large amounts of money.”

WELL DONE: Kevin Pretorius (right) of Rocklands Primary School received the Excellence in Primary School Leadership award at this year’s Western Cape Teaching Awards on Friday. Pretorius has been teaching for nearly 29 years. Stamp out crime in M’Plain MELISSA PAPIER

HE Mitchell’s Plain Police station is leading the pack now that another female officer has qualified as a member of the Tactical Response Team (TRT). She is the second woman to make the Western Cape team.

THE Strandfontein Community Association will hold a Fun Walk on Saturday (10 December). Registration starts at 06:30am and the walk starts at 07:00. There will be various registration points and entrance is R10 for adults and R5 for children under 12 years. The aim of the walk is to promote awareness of the association’ Christmas Festival, on 16 to 18 December. It will be a weekend of festivities, live music, stalls, great DJs, dance groups, carols by candle-light, as well as Strandfontein’s Got Talent show. Constable Audess Links of Mitchell’s Plain recently completed the gruelling six-week course in tactical manoeuvres and survival techniques. She had joined the South African Police Services in July 2004. She worked in the Rapid Response Unit during 2006 and then in the Crime Prevention Unit in 2007. Links was the first female officer to work on the Rapid Response Unit (RRU) in Mitchell’s Plain. At the time she was the youngest, and smallest, female to work on the RRU. (“Adrenaline junkie cop stands tall,” People’s Post 24 October 2006). The RRU is a specialised unit that deals with high-profile cases. Links was one of the first officers to join the unit shortly after it was established. RRU training includes advanced driving, tracker, street survival, human rights and domestic violence. She stands at the forefront of stamping out crime out in Mitchell’s Plain. Constable Links is not an av-

erage person. It would be foolhardy to judge her by her petite appearance, there is definitely more to her than meets the eye. Chatting to People’s Post, Links says she enrolled for the TRT course because she thrives on adrenaline. “I saw the TRT as a new challenge. It was a newly established unit and there were no females, and I decided to give it a try.” She says that the most difficult part of the course was the Rural Phase, which entailed learning to survive in the bush for two weeks with minimal food. “This was the hardest part of the course. It was draining. There were six people in a group and the resources had to be shared among them.” Mitchell’s Plain Cluster office started last year with an initiative to mentor female members. The programme continues with the aim of increasing the number of female members in the TRT in the Mitchell’s Plain Cluster. . Meanwhile, another TRT member from Mitchell’s Plain has qualified for the National Intervention Unit (NIU). Constable Zuko Mabheka underwent a mentorship programme during 2009 and 2011, progressing to Crime Prevention and the TRT. Training continued under the authority of Major-General Jeremy Veary and the guidance of Colonel Cass Goolam, resulting in Ma-

Drug trade disrupted in M’Plain WEEKEND crime prevention operations by the Mitchell’s Plain Police has resulted in 135 suspects being arrested for various crimes and a number of successful drug confiscations. Operations started on Friday morning and ended yesterday (Monday) morning. Spokesperson for Mitchell’s Plain Police station, Constable Jerome Voegt, says that on Friday afternoon (28 October) officers were doing vehicle patrols in Twickenham Street, Beacon Valley, when they spotted a suspicious looking man crossing the

street. “The suspect was stopped and in his possession members found 20 packets of tik and 15 mandrax tablets. A 25-year-old man was arrested,” says Voegt. Later the same day at 20:30, officers were doing another vehicle patrol in Viscount Street, Rocklands, when they noticed two suspicious=looking men near an alleged drug outlet. “Both men were stopped and in their possession members found 101 dagga stoppe. Both men, aged 19 and 22 years old, were arrested,” he says. On Saturday morning members were conducting patrols in Pypie Street, Lentegeur, when

they noticed a suspicious-looking man walking in the street. “The man was searched and in his possession they found 140 units of heroin with an estimated street value of R7 000. A 38-yearold man was arrested.” All suspects appeared in the Mitchell’s Plain Magistrate’s Court yesterday (Monday) on charges relating to the possession of drugs. Voegt thanked the community for their continuous support during the crime prevention operations and urged the public to contact their local sector commanders with accurate information on illegal activities.

THE Mitchell’s Plain Work Group, which is affliated to the Cape Town Association for the Physically Disabled, has set its sights on starting its own business: selling their hand-made arts and crafts. The organisation started in October 2005 and makes crafts with sucker sticks and washing packs. Their output includes jewelery boxes, tissue boxes, fruit bowls, toys and vegetable stands. The purpose of group was to encourage disabled people to get involved in their community and become active members of society. Coordinator Ashleen Hunter tells People’s Post that she started the group because she was tired of sitting at home. “I wanted to do something with my life and not just sit around waiting for opportunities.” Funds from the department of social development is used to buy equipment. However, they still need the support of the community, local businesses and religious institutions to help the group become self-sufficient. Hunter urged disabled people to get involved with the Cape Town Association for the Physically Disabled, which offers its members many opportunities. Zainonesha Jacobs, a member of the organisation, says she has learnt a lot. “I have worked at various places, but this is where I feel most comfortable and at

HE Dennegeur Avenue Primary School Marching squad excelled at this year’s marching competition, but will not be resting on their laurels. The plan is now to teach the the squad the art of music. Squad manager Teano Patience tells People’s Post that the group would like to get more children involved in the squad. “We would like to start a school band to accompany the squad. We also want our own drummers to accompany us. We would like to acquire brass instruments, so that children from grade one to three can start learning how to play musical instruments and to read music,” says Patience. He said the squad started training in January this year and training sessions intensified in the last few weeks before the drilling competition. This is the second time that the school participated in the Mitchell’s Plain Police Marching and Drilling Competition. Last year the squad competed in the primary

school category and they won the Best Newcomer award. However, this year the school decided to participate in the big league and entered the high school category. “The squad changed their routine a week before the competition and learnt a new routine in four days. The response has been overwhelming. The squad has proven that with dedication and long hours anything is possible,” he says. The squad has 46 members, starting from Grade 3. The group practised for the competition from 17:30 until 20:00, three times per week and on weekends and during the school holidays . “We would like to continue participating in our school uniform. However, this is difficult because not everyone has a school uniform.” The squad needs at least 100 pairs of shoes, shirts, socks, pullovers, and grey pants in various sizes. “This way they don’t have to run around, borrowing clothes from fellow pupils.” Anyone who can assist the squad can contact Nazir Esack, the assistant coach on 083 685 5161 or email daps.marchingsquad@gmail.com.

Greening the environment

N Thursday the South African National Biodiversity Institute (SANBI) handed over its garden project to Imperial Primary School. During the life of the three-year project, the school’s Eco Club attended many workshops. The pupils were involved in the design and layout of the garden and were taught how to maintain the garden. They learned about the different types of plants and their uses. They learned how to make their

own compost and how to be waterwise. The schools Eco Club consists of ten learners, assisted by educators at the school. Colin Barron, principal, thanked SANBI and the other stakeholders for their support during this project. “We, as a school, are very proud of our garden. We are pleased to do our bit for the environment and the community. “We will continue to take care of it so that it can be enjoyed by the whole community,” he says.

THE City of Cape Town appeals to Capetonians to be cautious and sensible when participating in fireworks displays or discharging shop-bought fireworks when celebrating Guy Fawkes. The City has designated eight areas where members of the public may discharge shop-bought fireworks. These sites will be closely monitored by public safety authorities. It is illegal to discharge fireworks anywhere other than at designated sites and law enforcement authorities will have a zero-tolerance approach to anyone who discharges fireworks illegally. Informal traders may try to sell fireworks without a permit, but this is not allowed in terms of the Informal Trading By-law. Fireworks are only permitted to be sold in sealed packages, as received from the suppliers. Children under the age of 16 are not allowed by law to purchase or discharge fireworks without adult supervision. Residents are encouraged to keep their pets indoors where possible. Before you leave your home on Guy Fawkes, ensure that your pets are safely secured on your property, in familiar surroundings, and out of harm’s way. Members of the public with information relating to the illegal sale or use of fireworks can report the information to the Metro Police Call Centre on 0860-POLICE (765-423) or to the SAPS on 10111. Health boost for M’Plain A

DERMATOLOGY clinic was opened at the Mitchell’s Plain Community Health Centre (CHC) last Tuesday by the provincial Minister of Health, Theuns Botha. In his address Minister Botha said that the Western Cape has 40 of the 153 trained dermatology nurses on the African continent. The dermatology clinic is one of its kind because the majority of dermatology nurses offer their services as part of the primary health care package, not as a specialization. Minister Botha added that the Western Cape Government’s Health Vision 2020 will provide health care technology and infrastructure, and ensure a sustainable income to provide health services in accordance with the needs of communities. “The need for a dermatology clinic in Mitchell’s Plain was identified based on the number of patients presenting with skin problems. The project was initiated in November 2010 when patients discharged from Groote Schuur Hospital and Red Cross Children’s Hospital re-

quired follow-up services. The aim was to bring the service closer to the community that needed it most. Patients have been attending the clinic since June this year.” Two of the centre’s consulting rooms were renovated and converted into a dermatology clinic with an area of 20 square metres. The clinic can attend to about 30 patients per day. The services are supported by specialists once a week, providing research opportunities to establish reasons for skin problems in this area. Examples of skin conditions to be treated are eczema, acne, fungal infections, nail problems, ulcers and scabies. The clinic will be open for children and babies every morning from 07:00 and 11:00, but on Thursday the clinic is for adults only – with the same operational hours. Primary school pupils have an opportunity on Monday to Wednesday at 13:00, and high school pupils at 14:00. “The clinic is nurse-driven. The facility was fortunate to have a clinical nurse practitioner already trained in Dermatology Services.”

Applications for financial support for the removal of animal carcasses The City of Cape Town invites all non-profit/non-governmental organisations to apply for a Grant-In-Aid to provide financial support for the removal of animal carcasses giving preference to organisations from disadvantaged areas or catering for disadvantaged people. The Grant-In-Aid may NOT be utilised for the following: • • •

A display of hand­made gifts THE El-Shadai Gospel Tabernacle in Baviaans Street, Tafelsig, held a craft day exibition on Saturday. The wares sold at the event were hand made by unemployed women from the community. At the event guests were also given information on where to seek help with issues such as drug and substance abuse and domestic violence. The arts and crafts group meets every Thursday at the church, from 12:00 to 14:00. Eveyone is welcome to attend.

Design destiny THE MOTHER CITY has been awarded the title of the world’s Design Capital for 2014. Perhaps fittingly so, as this will be the year we celebrate two decades of democracy. The win confirms that our beloved “Slaapstad” is boldly taking the global stage, to become a major world player and drawcard in the potentially lucrative tourism industry. In 1994 tourism’s contribution to SA’s economy was reported as no more than 2% of Gross Domestic Product. However, with awards such as this and others filling up our trophy cabinet, tourism is fast becoming one of the top earners of foreign currency. In the midst of a global recession, we have something to brighten our spirits: the promise of greater investment and, we hope, a better life for all. These awards translate into tangible benefits for everyone. Every small business that stays open for a little while longer, means that the cashier, the cleaner, the janitor have jobs for a little longer, and able to support their families: a little foreign spend goes a long way. Cape Town Mayor Patricia de Lille has committed herself to work harder to use design as a tool to clean the remnants of apartheid and bring communities together across the “geographical divide” through improved, innovative design. The award means that future generations of Capetonians will grow up in a city very different to what most of us have known. They will benefit from maximum exposure to other cultures as more flock to our shores. As the winds of change continue to sweep through, Cape Town is fast becoming a city of the world. Hold on to your hats! Today it is good to be Capetonian.

WHILE demographers are unsure exactly when the world’s population will reach the seven billion mark – or whether this

might even have already happened - the United Nations Population Fund officially chose Monday this week to symboli-

cally mark the day. As a result, many parents have claimed that their newborn baby is, indeed, the 7-bil-

lionth human on planet Earth. However, sadly no-one will ever know who finally tipped the scale.

Your SMSes What is this census all about? WITH reference to my first letter to People’s Post on 11 October, comments by the Chief Enumerator of the 2011 Census this morning on SABC TV news cannot go unchallenged. Not only did this census official repeat the threat of imprisonment and fines, he also played, what could be considered, the race card. He said words to the effect that questions about the content of the census were mostly asked by rich people, implying white people were rich versus the black people who are not rich. That was bad enough. But it got worse when he answered questions by the SABC TV presenters about questions like “Do you have a washing machine, a fridge, a TV...” People wondered what this had to do with establishing how many people lived in our

country. The gentleman’s answer was astonishing. He suggested that those questions should be asked of the marketing companies, who needed that kind of information for their brands and promotional strategies. What? Is the census a means of market research? And if so, what has the government got to do with this? Worse, how can we be threatened with imprisonment if we do not disclose the contents and amenities in our homes? We would not present this information on a platter to home-invaders, gangs, theft and break-in syndicates and con-artists. Has Census 2011 gone totally of its rocker? Cases of impostors have already been reported, as well as census takers without identification. The whole thing seems to be bungling to the tenth degree. JUSTICE OF THE PEACE

What about our time spent during the test, standing and waiting where we could have had two to three lessons in that time? A car needs maintenance and petrol. What

about our time and effort going into teaching? Just like you earn a wage, so do we and it’s very stressful. We don’t work every day so we don’t always have money. When a student fails, whose fault is that? Anon . What is this about 50 free units? I have never received any free units of electricity. . Lady, you have a problem. Dogs are dogs. That’s why they are not allowed in shops. Adopt a child and see the difference. Dogs are animals and you cannot change that. Shampoo them all you like, they are still animals and don’t belong in a shop. . To all those moaning about barking dogs: The average dog is a better person than the average person. There can be only one Winner ANDRE BAKKES

ANA Winner is no stranger to being adored. The gorgeous and talented Belgian singer has been a popular performer in South Africa for many years. She has also done thousands of interviews, so she takes gawking journalists in her stride. People’s Post spoke to her a few days before her recent show with Patrizio Buanne at GrandWest Casino. Sadly, it was a telephonic interview. But, yes, it is possible to gawk over the phone. “I’ve been to South Africa about 10 or 15 times. It’s always very exciting to come here,” says Winner. “I always tell people wherever I go that South Africa has become my second home and it’s because of the many things you have in one country. This country has very warm and welcoming people and once you are in their hearts then you can never leave.” This last part is certainly true for the stuttering, starstruck person asking the questions. Winner bubbles on: “Cape Town has changed through the years. It’s now a very colourful place, and

whenever we work there it’s like being on holiday.” Winner performed at GrandWest Casino before, but she has never shared a stage with Patrizio. When asked if it’s true that he is a flirter of note, she exclaimed “I can honestly say that I don’t know him that well, but he’s an Italian; what do you expect? No, really, I only met him an hour ago and he’s a very nice person. I recorded my vocals in Belgium and him in South Africa. Technical equipment nowadays makes it easy to combine those things. I can honestly say that it has become a very beautiful jewel.” She emphasises the importance of voices going together, which “creates a bit of magic” but this journalist is wrestling with an acute bout of Patrizio-jealousy. A change of subject was in order. Does someone who has performed on stage thousands of times still get nervous? “Always! But I need it. When I used to play volleyball, I played much better with nerves. It’s the same with performing,” she says, probably with an adorable glint in her eyes. Sometimes the stage lights blind her from the au-

dience, which she admits is “difficult”. “It’s very nice when you see the people and their reactions. Otherwise it’s like singing in a studio. But you feel the audience. That’s also very exciting.” Her favourite song is “Let the children have a world” which she apparently always delivers from the bottom of her heart. “I’d like to sing it all over the world. It’s a beautiful message and I think we have to stay a little bit like a child. If we think like a child and feel like a child then we know what the song is all about. Children will always be our future.” Her daughter is now 12 years old, and motherhood and stardom is a delicate juggling act. “She has her own thing. Mom’s music is like... you know. She loves dancing!” Much like her daughter, Winner also likes to practise in private and, yes, even in the shower. As for words of wisdom, Winner has plenty. “I always say that one should always dream. Sometimes they do come true. If you work hard enough, then you can achieve anything, but try to do it in a fair way.” Thank you Dana! I will keep on dreaming.

INCE drilling was introduced to Beacon Hill by the Mitchell’s Plain SAPS in 2009, the squad has continued to grow. Out of a squad of 20, eight members are part of the WP Drilling and Marching Association. They compete against army bands, police, and pipe bands, primary and high school drill squads in Mitchell’s Plain. WELVE years ago goalkeeping legend Farouk Abrahams had a burning passion to start a goalkeeper’s academy. His aim was to produce only great goalkeepers. He feels the position is neglected and, speaking as a former goalkeeper himself, he thinks specialised training is needed. However, there is a lack of sponsorship. “All we want to do is provide hope for the future,” he said. In 2002 Abrahams was appointed goalkeeper coach for Bafana Bafana at the Soccer World Cup in Korea and Japan, and worked with the likes of Andre Arendse, Hans Vonk, and Calvin Marlin. “It was my greatest honour to represent my country, it didn’t matter that I didn’t play on those levels, but the fact that I was part of coaching World Cup goalkeepers, was a huge achievement and money can certainly not buy such glory,” he said.

Photo: Rashied Isaacs When asked who he regards as highly rated, he said: “Itumeleng Khune is a highly rated player. It’s just a pity that he had faked an injury against Sierra Leone. It just showed bad character. Nonetheless, he is good.” He believes Moeneeb Josephs is also a highly rated player.

with Momentum, Abrahams is unsure whether the sponsorship will continue. The academy coaches about 80-100 children, without any disappointments, from 7 to 25 years old. The academy also teachess life skills. “On many fronts, and it became clear to us that the needs of the young people in the Academy extend beyond merely that of acquiring goalkeeping skills. Those living in disadvantaged communities are particularly vulnerable, as they live in poverty and must often survive harsh and difficult experiences in their young lives,” he said. “Many of the boys and girls attend the training sessions hungry, and lack simple life skills.” FAGA is free and is based at the corner of Wynberg Sports Club, Rosmead Avenue. Abrahams feels that the 2010 World Cup legacy is not benefitting academies such as his. They still struggle with funding and he appeals to corporates for help with sponsorship for sustainability. “Danny Jordaan and I spoke over the weekend, and I was told that in the new year relevant World Cup funds will be made available, but criteria will apply and it will probably be regionbound.
