Mini­city plans take shape

he wheels for the development of a mini-city in Schaapkraal are in motion. Public participation on the draft scoping report of the proposed Oakland City Development will close on Tuesday 1 April. This round will allow the public to register as affected parties. Planned to be constructed on more than 472ha of land owned by Rapicorp 122 and Rapicorp 123, the application for environmental authorisation for the proposed development was lodged with the provincial Department of Environmental Affairs and Development Planning in November 2012. The mini-city will be constructed on 22 neighbouring erven, currently zoned for agriculture, which borders Vanguard Drive, the Philippi Horticultural Area and a section of Strandfontein. It is expected to be a mixed-use development, which will comprise business, retail, offices, industrial, residential, educational and institutional, civic and community, residential, public open spaces, conservation, utility services, roads and services facilities. People’s Post previously reported that a total of 20 000 homes, varying in size, are planned, as well as 41 factories, 26 hectares for “mixed use”, 31 hectares for business use, and 157 hectares for open space to protect sensitive vegetation and wetland areas (“Mini-city vs farm”, 3 February 2009). The draft scoping report is compiled by Louis de Villiers of deVilliers Brownlie Associates, the environment assessment practitioner. The report states the earmarked land is predominantly

When De Villiers was contacted for comment, he directed People’s Post to the scoping report on the company’s website. According to the report, the de-

velopment may have “potential impacts” on heritage and the cultural landscape, especially with horticultural area in close proximity, biodiversity and the current freshwater systems. The development may also see the construction of primary and secondary schools, tertiary institutions, social housing, apartments, group housing and single residen-

tial dwellings. It will also “fall into a proposed Integrated Rapid Transit public transport route”. But the development, which doesn’t have a price tag as yet, will face opposition from affected parties. The Strandfontein Ratepayers’ Association has already approached a UWC professor to provide them with a “comprehensive

report” on how development will affect the area. “We realise that the urban edge has been moved and we can no longer object to that, but we will be objecting to the development,” says association secretary Ephraim Stanfield. “This development will destroy vital farming land and permanently affect underground water.” V To page 2

andles will be lit tonight (Thursday) in memory of the innocent people killed in gang violence over the weekend. A bloody war has residents appealing to a higher power for peace. Religious leaders, representatives of community safety structures and residents continue to take to the streets to pray for the safety of the Mitchell’s Plain community. Two children and two women were killed in gang crossfire on Saturday night. Rival gangs – the 28s and the Mongrels – are believed to be behind the recent shootings. Three children and an adult were shot in Korfbal Street in Beacon Valley just after 19:30 on Saturday. Jucinta Matroos (12), a 15-year-old boy who has yet to be identified and single mother Farida April (40) died in the shooting. Kaylin Marcus (15), a friend of Matroos’, was wounded. Several minutes later, three people were shot in Clairwood Crescent, Beacon Valley. One woman died.

Following the bloodshed, a prayer march was held on Sunday. Mitchell’s Plain Community Policing Forum chairperson Abie Isaacs says the group prayed at the crime scenes as well as at the victims’ homes. Volunteer crime fighters are now calling on the community to unite against criminals. “What was concerning was the poor turnout. We need residents to unite against criminals who hold them hostage in their own homes,” Isaacs encourages. “Divided, this community will not overcome the challenges it faces.” To the criminal mind, he believes, the lives of innocent people are cheap. “People do not care where they shoot and who is caught in the crossfire. We extend our condolences to the bereaved families and condemn the violence.” A man was also shot dead at the Mitchell’s Plain Town Centre on Friday night. The shooting happened in the parking area near the bus terminus, just metres from a security camera, Isaacs confirms. “I believe an arrest is imminent,” he adds. Mitchell’s Plain Station Commander Brigadier Johan Brand encourages the

community to come forward with information. “Community policing is an essential part of our crime fighting strategy. We rely heavily on information from the public to apprehend suspects and secure arrests.” Police spokesperson Constable Jerome Voegt says a group of unknown suspects driving in a Toyota Quantum is responsible for the Korfbal Street shooting. “We can confirm that on Saturday evening five people were shot in Korfbal Street in Beacon Valley by unknown suspects driving in a mini bus,” he says. Cases were opened for murder and attempted murder. “All possibilities surrounding the incident will be investigated. No one has been arrested as yet.” A memorial service will be held at the park next to the Emmanuel Faith Apostolic Church on the corners of Hengelaar and Swemmer streets, Beacon Valley tonight. The service starts at 19:00. Those who attend are asked to bring along a candle that will be lit in memory of those who have lost their lives over the past few weeks. Associations plan to fight development After a victory against urbanisation of the horticultural area in January, the Schaapkraal Civic and Environmental Association will again oppose the Oakland City Development, secretary Nazeer Sonday says. “At the time of the announcement against the MSP development, we said it was a small victory while the war rages on,” he says. “Our land is under development pressure; when we stop one development, another is proposed. We want the authorities to come to the party and commit to a long-term management plan. We want them to sit

down with local organisations and decide which land is available for development, and which must remain for agriculture.” Sonday says the association has been opposed to the development since it was first proposed in 2008. “We will announce our opposition plans during the course of the week,” he adds. Following the public participation process on the draft scoping report, the environment assessment practitioner will consider comments and prepare the final scoping report, which will be made available to regis-

tered interested and affected parties, says Department of Environmental Affairs and Development Planning spokesperson Mushfeeqah Croeser. “The practitioner will then submit a final scoping report and plan of study for the environmental impact report to the department.” The department then has 14 days to acknowledge receipt of the report and 30 days after acknowledgement to accept, reject or request additional information, she adds. The City of Cape Town’s director of Planning and Building Development Management Cheryl Walters says the department has received no formal application for land use change. “Only the draft Basic Assessment Report was (submitted to) the City for comment on (Tuesday) 18 February,” she says. “Once the environmental authorisation has been obtained, the applicant will need to submit the necessary applications for township establishment, rezoning and subdivision, together with precinct plans and phasing of development proposals.” Walters adds an application to amend the applicable structure plan to allow urban development instead of horticulture was submitted to council and approved by the Department of Environmental Affairs and Development Planning in May 2011. “This approval does not give or take away any rights of the owners. STRANDFONTEIN: COUNCIL'S PLAN TO MOVE FAMILIES TO SETTLEMENT IS CONTESTED

n influx of squatters from outside Strandfontein to the area’s four informal settlements has residents on high

alert. A proposal to move an additional six families to the 7de Laan informal settlement, just off Spine Road, is being rejected by residents who say the shacklands have already been allowed to mushroom out of control. The City of Cape Town is planning on relocating six families to 7de Laan, much to the dismay of residents. City officials recently called a meeting with ward councillor Elton Jansen and the Informal Settlement Committee to discuss the application. It was said in the meeting that the application was made by squatters living opposite the Kapteinsklip train station in Tafelsig. However, Isgak “Gakie” Abrahams who lives at the station, denies this. “I have not made any application, neither have any of the other people living at Kapteinsklip. The first time I heard of this was when a Strandfontein resident called me enquiring about the supposed application,” he insists. Mayoral Committee member for Human Settlements Tandeka Gqada says a verbal request was made by the Tafelsig People’s Association. However, she was unable to provide People’s Post with the name of the person who made the request on behalf of the organisation. “A verbal request was made to see whether it would be possible to relocate the families from Kapteinsklip to 7de Laan. The request from came from the Tafelsig People’s Association,” she says. Association chairperson Najwa Galant says the organisation felt the need to make the request due to the “dire conditions under which these families live”. “We walk past there and see how the squatters are being evicted every day. We felt we had to do something,” she explains. Chairperson of the Informal Settlement Committee Ruwaydah Curnow was at the meeting and was asked to approve the application, but did not do so.

“It is not the committee’s decision to make. It is a big decision which cannot be rested on our shoulders. I suggested a public meeting be held with Strandfontein residents as I believe they need to be consulted,” she says. “Our ward councillor and I agreed on this. He was adamant that he would not be approving the relocation.” Jansen confirmed this at a recent public meeting. “I will have no hand in approving any application to move people to the informal settlements in Strandfontein,” he said. Crime at 7de Laan has spiked since several families were relocated to this shackland from Uitkykbos informal settlement in Philippi, Curnow says. “There were never drug dens, shebeens or gang-related crime at this settlement. This has changed since families were moved here,” she insists. “We are already battling with crime and overcrowding and worry that these problems will be exercebated should more families be moved to the informal settlement.” Strandfontein resident and ANC branch member Mandy van Willingh says the City should not be allowed to move squatters from one informal settlement to another. “There is no control over the informal settlements in our community. People are allowed to move in as they wish and the City helps by providing building materials to these families. Strandfontein residents are most affected by this,” she says. When asked why the City is moving people from one informal settlement to another, Gqada responded: “ So that the City can be in a position to provide improved services to the people,as the provision of services in some areas, especially those on private property, is a challenge.” More than five families had moved from the Uitkykbos informal settlement to the 7de Laan squatter camp in Strandfontein on condition electricity would be provided for them. However, the settlement is still in darkness. The electrification of the settlement will be done as part of the Electricity Services Department’s infill project, Gqada confirms. “The implementation is imminent and should commence in the next couple of weeks,” she says.

The Beacon Valley man, who lived on the same street as the minors, appeared in court on Friday when one of the victims testified. Parents of the children say the perpetrator must face the full wrath of justice. A mother, who cannot be named to protect her children’s identity, says her daughters often played at the suspect’s house. “He is known as a respectable man in our community. He is kind-hearted and neighbours, including myself, could often seek financial help from him. We would never have expected this from him,” she says. “We were shocked when the story came out on Christmas in 2012. We had just enjoyed our Christmas feast and opened presents when my niece told me what had happened.” The children had been sworn to secrecy by the alleged rapist, the mother says. “They, however, felt comfortable enough to tell my niece. The next day she told us what she had been told. We understand the sexual molestation happened over several years. The youngest child to have been molested

was two at the time.” A grandmother of one of the alleged victims was also at court. With a placard in her hand, she shouted: “Sex with a child is a crime. No bail for criminals.” The man has been charged with four counts of rape, three of sexual assault and one of crimen injuria. He is accused of raping and inappropriately touching girls from two to 14 years old between 2010 and 2012. One of the girls was allegedly raped twice. Molo Songololo director Patric Solomon says it is easy for loved ones to abuse the trust of children. “Relatives and family friends are people children trust. Children are always taught about stranger danger and are not equipped or empowered to report sexual abuse by someone they know. Children also do not always understand what has happened to them,” he explains. Parents are encouraged to look for possible signs of sexual abuse. Bed wetting, a change in attitude and behaviour towards relatives and friends, as well as a change in non-verbal communication are just some of the signs parents can look out for. Safeline director Rochelle Philander says the signs are not always easy to recognise, making communication “between a parent and child critical”. “You need to take time to listen to your children and engage with them. This helps build trust and children may feel more comfortable disclosing to you.” The suspect is remanded in custody and is expected to appear in court on Wednesday 16 April. .

LENTEGEUR: HOMELESS ‘NUISANCE’ OUTSIDE FACILITY

Library now a vagrancy spot

agrants living outside the Lentegeur Library are a nightmare for staff. A group of homeless people have set up shack near the library’s doors. The library sees about 8500 monthly visitors. When People’s Post visited the area, a group of vagrants huddled under their blanket near the entrance of the clinic, library and new subcouncil offices in Merrydale Avenue. The homeless have built makeshift homes out of cardboard to protect themselves from the elements. Library management say people visiting the facility feel uncomfortable with the vagrants living outside its doors. Lentegeur resident Chantelle McCarthy says the vagrants often deter her from visiting the library. “They loiter and sometimes are a nuisance when they ask for money or food,” she says. Wayne le Roux, council’s acting director for Safety and Security, says the vagrants have been reported as causing a nuisance at the library. Law Enforcement and the City of Cape Town’s Displaced People’s Unit often conduct operations in this area, but find that vagrants return once they leave. “We have received numerous complaints regarding vagrants at the Lentegeur Civic Centre. When complaints are received these units conduct operations and the street people, along with their structures, are removed,” he says. “However, addressing this issue in the long-term remains a

challenge as law enforcement agencies have found that when they leave, the vagrants sometimes return to the area.” But the vagrants are adamant they do not bother anyone visiting the library, subcouncil offices or clinic. Moershid Harmen (55) has been living outside the public facilities for several years. He insists he is not a nuisance. “We just sleep here because we do not have a place of our own. We take down our cardboard structures every morning as instructed by Law Enforcement.” Some of the vagrants living in this vicinity confirm refusing help from the City. Jezlyn Williams, who spends most of her day with the vagrants living in the civic precinct, says many of the homeless people do not want to be helped. “We like the freedom of living on the streets. It is not easy for us to just pack up and go as we worry about where we will get our drugs from,” she says. “The City has offered to put me through a 10-day programme to help me kick my drug habits, but quitting is not easy.” Informal trader Sumira January has a stall at the civic precinct. The vagrants are not a nuisance, she insists. “They go about their business and are not a nuisance to me. Sometimes they get a bit loud and I can understand that their presence may be intimidating to some,” she says. “The vagrants living here are harmless people, they just need help to clean up their act.” V Residents can call the City’s call centre on 0800 872 201. eing confined to the four walls of her bedroom is a thing of the past. Wheelchair-bound Natalie Snyders (37) is one of the first people whose lives have been changed thanks to an organisation aimed at improving the living conditions of the disabled. And they say their list of applicants is growing. Tafelsig resident Snyders was left paralysed from the waist down after surviving a car accident almost 18 years ago. Reabled Disablity Group installed a ramp at her home last week, and Snyders is overjoyed. “I was always forced to wait on someone to wheel me in and out of the house. Now I am able to do this on my own. To move freely makes me feel like an equal to ablebodied person,” she says. “I would often just stay in my room. It is not nice having to depend on others to get around.” The community-based group is made up of disabled men tired of waiting for government to intervene on the disparities haunting disabled people. Chairperson of the organisation Taswell Williams says homes were previously not built to serve the disabled community. They have already planned to build a ramp at another home. The quadriplegic from Beacon Valley says restoring the dignity of the disabled is one of the organisation’s main objectives. “Government is responsible for making the necessary alterations at homes which are not universally accessible. But we know we cannot wait on politicians to improve our living conditions, so have decid-

Build-It Mitchell’s Plain sponsored the materials and helped make the project possible. “This is a project for the disabled by the disabled,” he insists. Allen Gordon (44) from Eastridge is wheelchair-bound. Despite his physical disability, he was responsible for building the ramp. Khayelitsha resident Thulani Simani (32) is a member of the Reabled Disablity Group and dug the trenches while on his stumps. Clive Morkel, a neighbour and retired builder, also rolled up his sleeves to assist in building the wheelchair ramp.

Snyders says she is most grateful for the help. “All homes should be built with a ramp and needs to be accessible for all. In the past homes were built without wheelchair ramps. Thankfully, new legislation makes provision for wheelchair access,” she adds. The simple act of hanging clothes on the washing line is now possible for Snyders. “I had to wait for my landlord to come home to wheel me out of the house so that I could do this simple task. STRANDFONTEIN: PLAN TO PROMOTE FAIRNESS

A

proposal for a new residents’ and ratepayers’ association has been met with mixed reviews. With a new ward councillor being elected for Ward 43 which includes Strandfontein and Rocklands West, it was proposed that an umbrella body be established. The Strandfontein Ratepayers’ Association (SRA) as well as the Strandfontein East Ratepayers’ Association (SERA) are currently operating in this ward. Mario Oostendurp, chairperson of the Strandfontein East Ratepayers’ Association, says residents feel there is a big divide in the ward. “I have proposed an umbrella body be established to include all the smaller associations. This body would ensure service delivery is maintained as well as ensure capital investments are distributed equally and fairly in Strandfontein and Rocklands,” he explains. It has been proposed that a task team be elected to draw up a constitution that includes every resident and ratepayer. The proposal was made by Oostendurp. “A ratepayers and residents’ association is the primary conduit for residents to address their municipal service delivery concerns to the City of Cape Town. In order for this to be done effectively, it needs to be supported by the community,” he says. The proposal follows a heated public

meeting where only ratepayers were allowed to register as a member of SRA. Residents feel the association excludes everyone living outside Old Strandfontein Village. Mildred Smit reiterates this. “The association claims to represent everyone living in Ward 43, but this is not the case. We need an inclusive executive that can fight for the needs of all residents living in our community,” she insists. Strandfontein resident Baronise Henry says the SRA has shown their disdain towards those living in the informal settlements when a man living on Camp Road near the squatter camps was not allowed to be an executive member of the organisation. “The organisation excludes many of the people living in our neighbourhood. We are working towards building an inclusive community and by excluding those living in informal settlements, we go against this objective,” she says. Tempers flared at a public meeting hosted by the SRA last month when residents were requested to submit a copy of their rates to register as a member of the association. Karl Mocke says this is unconstitutional. “It excludes many people living in Strandfontein who have an interest in the development and growth of the area,” he says. Strandfontein Ratepayers’ Association secretary Ephraim Stanfield however says provisions can be made for those who are unable to provide a municipal bill.

RAPE: NOT A ‘WOMEN ONLY’ SCOURGE

Campaign to break the silence

E

very 26 seconds someone is raped in this country. But this statistic is inaccurate as many cases go unreported. In South Africa, as few as one in 13 people report rape – mostly due to the harmful myths and stigmas which cling to this crime. Rape Crisis has launched a new campaign, called Don’t Hide, Speak Out to help survivors. This month a series of portraits are to be launched showing the faces of rape survivors and a motivational message alongside their pictures to encourage others to speak out against this evil. Making their voices heard are Busiswa Ntsadu (38), Monique van Vuuren (27) and Dave Luis (39); survivors who, through the campaign, are speaking out against rape and the persistent myths. Ntsadu, a mother of four, was raped three times. “The first incident happened when I was six years old. I was raped by my stepbrother. I did not want to tell my mother what happened because I wanted to keep the peace at home; I was also threatened by my stepbrother,” Ntsadu says. She moved to Cape Town some years later. Shortly after, she was raped again by strangers. After living with her secret for years, Ntsadu started speaking about her experiences last year. “I spoke to my mother about it because I decided enough is enough. My brother raped my stepsister a few years ago and he is up for parole in a couple of months. My mother did not believe my brother was guilty or ca-

pable of what he had done to my stepsister. I had to sit her down and tell her what happened to me,” she says. “That was the start of my healing process. Since the moment I decided to tell my mother I knew I had dealt with my pain and I am able to tell others.” Her mother showed scant emotion. “My mother is not an emotional person and will not easily talk about anything. After I told her she didn’t say anything and also did not want the ‘secret’ to come out. I decided to move from her house before my brother is released from prison,” she says. Ntsadu sees the move as a coping mechanism for herself and stepsister, with whom she shares a house. “I do not want her to be around her perpetrator again. That can be quite daunting. It will also do me good because I do not want to be reminded of my trauma and I’m afraid all those memories will have a negative effect on me. My healing process has come too far for me to go back.” She signed up to speak out and let other survivors know the rape is not their fault. “I wanted to be a part of this campaign to tell other men and women they aren’t alone. They need to speak out so they can deal with their pain and to bring those perpetrators to justice,” she says. Van Vuuren wrote a book to help facilitate her healing. “It was a therapeutic process. I wrote about my rape, but it was all just the hard facts about how it happened. I didn’t really write about how it made me feel. In this sense then I don’t think I completely dealt with my hurt and pain in the book,” she says. The self-published book, titled Secrets: The

dark suffocating shadows – A memoir for liberation, was Van Vuuren’s way of telling her story and for others to share and foster a nature of speaking out. “Too many people, after they have been raped or through any personal trauma, feel they should keep the hurt to themselves. This bodes a huge injustice for the individual,” she says. “People need to realise silence is a huge problem in society. My silence did not protect me, it protected my perpetrator. Once you remain silent, you give the power to the perpetrator,” she says. The campaign has now become a vehicle for Van Vuuren to transcend victimhood and help others realise they aren’t alone. Luis stepped up to the campaign to help eradicate the stigma of rape being a ‘womenonly’ crime. His is the only male portrait in the series. Raped at 21 by a partner and a friend, Luis is only now coming to terms with his experience. “Being a part of this campaign is part of my healing journey. I have been writing a very public blog about my recovery from addiction that was in a very big way fuelled by my rape,” he says. Luis says, in sharing his recovery from drug addiction, it became very necessary for him to also unpack the issue of his rape in a blog. “My blog has a small reach compared to the Rape Crisis campaign; they have a far larger audience. There is a powerful story of healing, recovery and forgiveness to be told to inspire more men to come forward so they may start their own process of recovery. I want to disarm the anger I fight internally and am also proud to say ‘yes, I was raped, but I am not a victim’.”

Luis also for a very long time believed the myth that men do not get raped. “For a long time I believed what happened to me was an adult situation that went wrong. Beyond the stigma of ‘rape only happens to women’ there is also a secondary stigma which says rape is part of the gay lifestyle. Both of these are wildly inaccurate,” he contends. As part of his healing process, Luis wrote to his ex-partner to confront him about the rape. “I unpacked the events of that evening to him and told him ‘what you did to me that night was rape’. After the confrontation I gave myself the most important gift of my life: forgiveness. It was the only way to leave my anger and sense of revenge behind.” Luis encourages all rape victims to, firstly, support themselves. “Find a mirror, look yourself in the eye and say ‘I am a rape survivor’. There is no shame in being strong enough to say you were hurt and that you are healing. Stand up each day and work at forgiving yourself and slowly you will find your way back to life.” Sarah McLaughlin, communications coordinator at the Rape Crisis Cape Town Trust, says the campaign aims to showcase the amazing strength of the survivors who took part and to encourage others to speak out in whichever way they choose. “Speaking out is incredibly difficult. Some survivors never tell anyone what happened and others only do so after many years. estern Province are feeling no extra pressure ahead of the Cricket South Africa’s women’s 50-over provincial final on Saturday. Province will claim their second consecutive title if they defeat KwaZulu-Natal in Durban, but coach Cobus Roodt says this doesn’t have an impact on how they will approach the match. “We will just take it as another game. There is tremendous mental strength in the team, in each player,” Roodt says. “Cricket is 80% mental – that’s what I have

been drilling into the team over the last two seasons. We are normally good in knockout situations.” Last season Roodt’s side beat Gauteng at the Wanderers to secure the title, after knocking out Northerns at Newlands the previous week. They tread a similar path this season, again knocking out Northerns in a home semi-final on Saturday 8 March. ape Town’s top under-13 footballers will show off their skills at the Strandfontein AFC under-13 tournament next week. The annual tournament attracts some of the peninsula’s best sides and this year is no different. Teams from as far as Stellenbosch are set to mix it up with the best local amateur sides and well-drilled juniors from the Cape’s professional outfits. The tournament format will see the top two teams from each of the eight groups advance to the winners section to contest the title, while the thirdplaced teams fight it out in the plate section and the fourth-placed sides battle for the shield section trophy. Group A will see Sunningdale FC, Golden United and Leeds Lentegeur take on the might of Ajax Cape Town. With their famed development structures and abundant resources, Ajax will be favourites to win the group and the entire tournament. Group B features Rockafellas, Beacon Spurs, Ashley Rovers and Chippa United. Chippa should be favourites to win the group, but the other sides will view the National First Division (NFD) log leaders as a major scalp. Metropolitan Premier Cup hosts Bayhill United are the biggest names in Group C, with Bayview, Liverpool and Westridge also challenging for the top

two spots. Pinelands based Old Mutual Academy are perennial contenders for any junior title and look likely to top Group D. Beacon Pirates, Clarewood and Standards will likely fight it out for second place in the group. Tournament hosts Strandfontein AFC have been pooled with Rondebosch’s Rygersdal, Colville and Stephanians Ottery in Group E. Home field advantage should see the hosts through to the winners’ section, with Rygersdal providing a stiff challenge for the top spot. Milano United will be keen to emulate the success of their senior team in Group F, but Safa Second Division side Salt River Blackpool could stand in their way. Masakhane and Green Point Salesians will look to cause upsets against their more well known opponents in the group. Group G looks the most open, with Morgenster United, Woodlands United, Ida’s Valley and Young Wizards grouped together. Woodlands and Morgenster are the best bets for the top two spots, based on previous performances. Fish Hoek AFC are firm favourites to take the top spot in Group H. The Far South side’s organised youth structures should see them qualify ahead of Fulham, Southhampton and Holy Cross. The tournament will take place at the Strandfontein Sports Complex from Friday 21 to Sunday 23 March. The first match will kick off at 09:30 on Friday, while the final will be played at 15:30 on Sunday.
