Read all about it on Thursdays

People’s Post, your local newspaper of choice, will be distributed on Thursdays from next week. This will be effective from Thursday 3 October, making this the last Tuesday edition. WP Newspapers publisher Marita Meyer says: “The decision to move People’s Post’s distribution day to a Thursday was not taken lightly. After consulting with advertisers and readers, and also looking at recent market research, we realise most people prefer their local newspaper to reach them a bit later in the week when they start planning their weekends: where to shop and what to do.” The newspaper – with 10 different editions distributed across the southern suburbs – will continue “telling it as it is”. And People’s Post will build on the trend of offering the latest news, views, sport and entertainment as readers have come to expect and appreciate over the past seven years. Join in the excitement of these changes by following People’s Post on Twitter, Facebook and at www.peoplespost.co.za. In the course of next week, you may even be receiving a unique delivery when we bring you your People’s Post copy. This is service, with a smile.

UPGRADE IN THE PIPELINE: Strandfontein informal settlements are expected to be upgraded in coming months as part of the City of Cape Town’s aim to curb the area’s urban creep.PHOTO: LAILA MAJIET

Shack dwellers living in Strandfontein may have to dig deep to foot the bill for a proposed upgrade to their living conditions. The reblocking of shacklands is being done in a bid to curb squatter camps from mushrooming out of control. A recent influx of residents to the four Strandfontein informal settlements has City of Cape Town officials on high alert. But residents from Masincedane, 7de Laan, City Mission and Opperman’s Oord are gnashing their teeth in frustration as they feel they have been left in the dark about the upgrade. City Mission is a small informal settlement near Spine Road, and houses 15 families. Having lived at City Mission for seven years, Lindsay Jonkers says it is time the City integrated them into the community. “We are also a part of Strandfontein and deserve the same access to basic services as everyone else,” she says.

But residents living at Strandfontein informal settlements may be expected to pay to fund the reblocking. “City officials want us to move, but they expect us to pay. We were told we may have to pay anything between R800 and R2000,” Jonkers adds. However, ward councillor Irma Jackson refutes this. “Only those who are by the means will be expected to contribute to the reblocking. We do not want to just give handouts. A small fee of no more than R1000 will be asked for,” she explains. Ruwayda Curnow of Opperman’s Oord says the poor cannot be expected to pay for the upgrade. “That is absurd!” she fumes. “Many of these people do not even have money for food and now they may be expected to foot the bill for the upgrade?” Jonkers says she was informed City Mission would not be included in the upgrade, but officials were unable to confirm this. Maria Blaauw (22) has been living in 7de Laan for eight years.

She is one of the informal settlement committee members. Residents are being kept in the dark, she insists. “City officials just told the committee about the reblocking. They have never engaged with all residents,” she seethes. The reblocking is scheduled for mid-October or early November. But residents will not allow the authorities access to the site until they are satisfied with the proposal, Blaauw says. “The authorities cannot just come in and change things without having consulted us first. We all want our living conditions to improve, but it must not be at our inconvenience,” she argues. Jackson says plans for the reblocking are yet to be finalised. “The one proposal is that all residents living in informal settlements in Strandfontein be moved to Masincedane. This area would then be fenced off to curb further growth,” she says. See page 2

EDUCATION: INTERNET ACCESS ESSENTIAL

Matric pupils get connected

NADINE MOODIE

A website launched to aid matric pupils for their final examinations may fail to reach a large number of pupils who are not connected to the internet. Candidates can access the Matric Support site on the provincial education department website, which contains YouTube videos of the academic syllabus for Mathematics, Physical Science and Geography. Provincial education department spokesperson Bronagh Casey says the department posted more than 180 recordings and plans to load more videos on key subjects. “The videos include discussions on previous National Senior Certificate papers and

presentations on topics which candidates often struggle with,” she says. “The site lists 11 topics for Mathematics, which include equations, inequalities and trigonometry. The Physics videos covers five topics, while Chemistry covers four.” For Geography seven topics have been listed which include Climate, Map Work and Geographical Information Systems, she says. A matric pupil, who has logged on to view the material, commends the site. “This is a great service for matric pupils, because we’ll be able to watch the videos as many times as we wish,” she says. Michaela Smith, who is also in matric, says she’s not aware of the videos on the department’s website. “My school usually gets invited to the telematics services lectures which are screened on certain days. I’ve seen improvement in my Accounting marks and think these videos will help other pupils, too.” Michael Petersen, deputy principal at Alexander Sinton High School, says while this is a great attempt by the province’s education department, it is “not adequate”. “I’m concerned because those in poorer communities will have difficulty accessing the website from their homes because of slow internet connectivity. The site is also lacking in terms of other subjects, because it only covers Geography, Physical Science and Mathematics,” he says. Brad Brockman, the general secretary at Equal Education, says the organisation does not want to comment on the issue, because they’re not up to date with the facts on the matter. Equal Education works to promote, among others, establishing libraries in all schools. South African Democratic Teachers’ Union (Sadtu) spokesperson Jonovan Rustin says the organisation welcomes any attempt by the education department to prepare matrics for the examinations, but agrees that inadequate internet access would make it difficult for all pupils to access this service. “The Khanya Labs are no longer operating at schools because the department stopped support for the project,” he says. “The department will need to find more

CONNECTED: Matric pupils can now go online to prepare for exams. creative ways to reach pupils in disadvantaged areas. Alternatively they will need to provide technical support to schools so pupils can access the website. This is an innovative idea, but inaccessible to disadvantaged pupils.” Dr Jonathan Clark, director of the Schools Development Unit at UCT, agrees that any additional resources will help pupils. “It’s the State’s responsibility to make resources available and if I was still a teacher, I’d encourage my pupils to go have a look, but I’m concerned about internet access,” he says.

Clark speaks of the Khanya Project which gave schools computers and internet access, but learning centres struggled with maintaining the labs. “I believe we’re at a tipping point and are at least four years away from seeing wifi services in townships and durable tablets,” he says. “When we have a broader range of educational resources, internet access will no longer be a problem, but until that happens, using the videos is limited.” V Share your thoughts. Shackdwellers and City clash about reblocking From page 1 Gouwa Haidari (41) of Masincedane, Strandfontein’s biggest informal settlement, expressed her dissatisfaction with the proposed reblocking. Having lived at Masincedane for 10 years, she says the uncertainty of what awaits is causing her much grief.

“Yes, we will get access to basic services, but a house would be ideal,” she says. With four children, Haidari aspires to a better life for her children. “I do not want to move from one shack to another,” she says. Curnow demands City officials outline the proposal more clearly for residents so there is no misunderstanding.

“They have been engaging with us, but because nothing is finalised, City officials cannot give us definite answers about how the reblocking will work, who will be affected and how will it all come together,” she explains. A meeting between the authorities and residents is expected to be held in coming weeks.

Theft out of motor vehicles has taken a dive from 197 to 148. However, car and bike theft has increased from 42 to 67. Drug-related crimes in Strandfontein has also increased over the last year, rising from 296 to 424. Strandfontein acting station commander Warrant Officer de Villiers declined the opportunity to comment. Strandfontein CPF chairperson Sandy Schuter says while crime has taken a dive in Strandfontein, the crime rates are still too high. Drug-related crime is one of the CPF’s main concerns, as drugs is the cause of the increase in armed robberies at bus stops in the morning, she says. “The police along with the CPF and neighbourhood watch are doing more morning, afternoon and evening patrols to try and prevent these crimes. “Police can’t be in every street. It is up to the residents of that street to cultivate a relationship with their neighbours. Look out for each other, watch the other’s house when they are not home,” she insists. Meanwhile, Dan Plato, provincial minister for Community Safety, says crime statistics should be made available more regularly. Crime statistics provide a measure of the success of policing, but is also a valuable tool for responding to crime patterns and directing valuable resources to where they are most needed, Plato says. “The annual crime statistics will be an

ALCOHOL LIMIT: STRICTER ENFORCEMENT ESSENTIAL

Drunk driving: the road ahead

JAN GERBER

A lower alcohol limit will not reduce road fatalities. Stricter repercussions for offenders will. This is according to Robin Carlisle, the provincial transport and public works minister, who responded to a proposal by Minister of National Transport Dipuo Peters to decrease the alcohol limit for motorists from 0.05g/100ml to 0.02g/100ml. Carlisle said: “It does not help to reduce the level to 0.02g/100ml if you can’t catch and punish drunk drivers at the current 0.05g/100ml limit,” he said. “I maintain that the focus should be on quick and strict prosecution.” He said his department’s submission to the national transport department showed there is no scientific evidence that a reduced alcohol limit causes fewer accidents.

There is also no evidence that a driver with a blood alcohol level of 0.05g/100ml is more dangerous than one of 0.02g/100ml. He said the current limit is the same as in most countries with safe road usage. Some countries, such as America, Britain and Canada, have a limit of 0.08g/100ml. Most countries now use devices to test drivers’ breath for alcohol. The High Court, however, ruled in 2011 that the Dräger breathing device may not be used for now. Carlisle said it was precisely this device which caused a decrease in drunk driving in the province. He suggested that the breathalyser be introduced immediately as it “only needs the minister’s signature”; ensure the police are equipped with the testers; and introduce harsher punishment for drunk driving.

Duplicate ID numbers ‘invalid’ SEUGNET ESTERHUYSE

The Department of Home Affairs has decided to declare duplicated identity documents invalid by next month. This means the ID numbers will be cancelled and removed from the national population register. Home Affairs acting director-general Vusumuzi Mkhize said at a news conference that the department has since 2009 been trying to put an end to duplicated IDs. He said duplicated IDs indicate either a

person has multiple ID numbers or two people share the same ID number. The department has appealed to people to see if their numbers were duplicated by SMSing the letter “D” in front of your ID number to 32551 or to visit www.dha.gov.za and click on the “Duplicate ID” tab. Home Affairs can also be called on 0800 601 190 or you can visit the nearest office. At the start of this campaign there were more than 500 000 duplicate ID numbers. “We believe about 20 000 are still in circulation,” Mkhize said.

GUN VIOLENCE: COPS STEP UP PLAN TO SEIZE ILLEGAL FIREARMS

A shot at peace LAILA MAJIET

With an increase in the number of homemade guns confiscated in recent months, police are clamping down on people in possession of illegal firearms. GunPolicy.org estimates that there are six million guns in South Africa, roughly 13 for every 100 people. Less than a third of privately owned guns in South Africa are li-

censed. In one week, Mitchell’s Plain police confiscated eight homemade guns. Authorities say these guns are more dangerous than mass produced firearms. Police spokesperson Constable Jerome Voegt says because these guns have smooth barrels, the bullets ricochet in all directions. “A barrel with grooves helps with the projection of the bullet. Homemade guns are therefore

more dangerous,” he says. The authorities say firearms contribute to the majority of violent crimes. Police have a targeted approach to reduce the number of illegal firearms in circulation and over 80 guns have been confiscated since April. A total of 83 firearms have been confiscated in the last five months. Reducing the number of guns reduces the risk of these firearms being used in gang shootings and other violent crimes, police say. Gun Free South Africa spokesperson Adele Kirsten says the increase in the confiscation of firearms is good news. “An increase in the number of homemade guns seized does not necessarily mean an increase in the number of illegal firearms in circulation. It could mean getting hold of a real firearm is becoming more difficult,” she says. Police should be proud of their work, as “confiscating firearms is one way of reducing gun violence”, Kirsten says. Almost 90% of guns are manufactured legally, but are entering an illegal market. “The make and model of the gun should be noted by police officials so the source of illegal guns can be identified,” she says. Police regularly destroy firearms, knives and other weapons as part of their operations.

HUNT: Shaskia Michaels (4) from Tafelsig is still missing. PHOTO: SUPPLIED

Hoax message sparks community’s outrage With instant messaging services like WhatsApp, hoax messages are spreading like wild fire. But people have been warned to curb their urge to hit send. Abie Isaacs, chairperson of the Mitchell’s Plain Community Policing Forum, has been inundated with calls by the public and the media trying to verify a hoax message about the body of missing four-year-old girl being found. Police are however continuing their search for Shaskia Michaels (4) who went missing on Thursday 5 September. The little girl disappeared

from her home in Bayern Munich Street in Freedom Park, Tafelsig. Michaels is the next-door neighbour of Kauthar Bobbs (5) who disappeared nearly a year ago. “People are sick to spread such rumours. Whoever the person is that is, we will track him down,” Isaacs says. He encourages the public to verify crime-related news with the police first before broadcasting it. “Rumours go viral and we cannot have people spreading false information,” he says.

BEACON VALLEY: RESIDENTS, COPS AND CITY OFFICIALS HACK DOWN BUSH USED BY CRIMINALS AND ADDICTS

‘Crime hub’ uprooted LAILA MAJIET

Drug dealers, gangsters and other criminals using a bush as a hub for illegal activity have been ousted. Overgrown vegetation on Metropolitan Street in Beacon Valley has been cleared after residents raised the red flag. Aggravated locals, along with police and the City of Cape Town, cut down the dense vegetation after noticing the bush being frequented by “unsavoury-looking people”, referring to the location as a drive-through for addicts. Carol Mentor of the Beacon Valley Subforum applauded residents and the authorities for taking action. “We cannot have open spaces where criminals thrive. Gang shootings and drug abuse is rife in Beacon Valley. By cutting down the bush we help eliminate opportunistic crimes,” she says. Mentor believes police will have an easier time trying to catch criminals on the run. “With no place to hide, they will be easier to find,” she says. Ward councillor Solomon Philander says several complaints had been lodged at his office about the problematic open space. When People’s Post visited the field in Metropolitan Street, two men were seen digging up a packet of what appeared to be white tablets hidden at the substation.

Police spokesperson Constable Jerome Voegt confirms criminals and gangs have been using the open space as a hide out as well as to deal and store drugs. “The area in question is being used as a thoroughfare by pedestrians and is close to where children play. The open space also borders three schools – one high school and two primary schools,” he explains. Several drug-related arrests have been made in the vicinity in recent months. Drugs and a hand grenade have also been found at the open field. Parts of the area of contention belong to a private company, Philander says. “It belongs to Air Traffic and Navigation Services (ATNS). The foot end of the dune belongs to the City of Cape Town while the rest of the land surrounding the schools belongs to provincial government,” he says. City officials have met with ATNS to discuss the way forward. A request from residents to build houses on the land is being investigated. “The City’s housing department BUSH OF EVIL: Residents along with police and City of Cape Town officials cleared dense bush on an open field in Metropoliwill consider building houses on tan Street, Beacon Valley. Residents on the south side of the settlement are terrified of the snakes slithering through their homes. Burmese pythons are the one of the five largest snakes in the world, native to a large variation of tropic and subtropic areas in southern and southeast Asia. SPCA Wildlife Unit Manager Brett Glasby says there have been several recent cases where these snakes have been dumped by their owners. “People keep these snakes as pets and once it grows to its full length, they dump it. “It gets very big,” he explains. A Burmese python averages between 3,7m long, but may grow as big as 6m. Glasby encourages residents to keep their distance from the snake. “Do not attempt to catch it or decapitate it. A snake can bite and if venomous, can spit venom two hours after being decapitated,” he says. Mazola Mthimkhulu has been living at the informal settlement for over a year. He says the snakes are entering people’s homes. “People are fleeing because of the snake. Everyone is too afraid to do anything. People’s homes are flooded and they are left out in the cold,” he says. Glasby says this type of snake can get very ill in this weather. “The exotic snake thrives in tropical areas.” He encourages residents to keep an eye on the snake to ensure they know exactly where it is when the snake wrangle arrives. Another resident, who has been living at Siqalo for over a year, says: “We can’t sleep because we fear the snakes will come out at night.” A man who wished not to be named claims to have spotted the snake just over

Woman nabbed for false kidnapping case A woman arrested for falsely reporting a kidnapping and and armed robbery is due in court on Thursday. The 27-year-old woman opened a false case of armed robbery and kidnapping, claiming to have been abducted from the Town Centre last Tuesday. She claimed unknown armed men had kidnapped her and took her to Claremont where was forced to withdraw R50 000. Police spokesperson Constable Jerome Voegt says: “The woman claimed the suspects took the cash and fled, leaving the complainant un-

harmed.” A thorough investigation led to police to the truth, Voegt says. “It was discovered that the woman had given a false statement under oath. It is believed the accused received money from a relative for safe keeping. The cash was deposited into her bank account which the accused later withdrew.” A perjury case was opened and the suspect appeared in the Mitchell’s Plain Magistrate’s Court on Thursday. Police are again sending out a stern warning to residents to not open false cases. “Those who make themselves guilty of this offence will face the full might of the law. By making false statements this causes serious implications and places unnecessary burdens on the police and Department of Justice,” Voegt adds.

Attend and be informed Proportional Representative ANC councillor Jeremia Thuynsma will host his monthly report-back meeting at the Rocklands Civic Centre on Thursday 26 September. The meeting starts at 19:00.

On the agenda is the Mitchell’s Plain Housing Summit and the heritage of Mitchell’s Plain. All are welcome. V Call councillor Jerimia Thuynsma on (021) 360 1344 or 082 472 2365.

ACTION: NO PETROL SHORTAGE FOR HOLIDAY SEASON

Alternatives used as strike continues BLANCHÉ DE VRIES

As the strike in the automotive industry entered its third week, Western Cape filling stations are geared up to provide holidaymakers with fuel. Many motorists were expected to hit the road with the commencement of the September school holidays on Friday. Meanwhile attendants and workers in the auto industry, who are members of Numsa, continue to strike. The owner of a petrol station on a main road in the province said although the situation is different than other holiday periods, they are ready to serve holidaymakers. “At the beginning (of the strike) there was some difficulty and the temporary staff were hesitant, but now everything is running smoothly.”

The manager of another petrol station said he was forced to used restaurant staff and close earlier due to the strike, but they’re ready for the busy period. There does not seem to be a shortage of fuel at filling stations and owners say their staff and temporary workers are no longer being intimidated. All are still reluctant to identify themselves. The wage negotiations resumed last Monday and Tuesday. Numsa regional secretary Vuyo Lufele said each region will first meet with members and discuss the outcome of the negotiations before an announcement is made. “The members must either accept or reject it. The strike will continue until the members in all regions accept the agreement.” They met with members in Bellville South last Thursday.

They call themselves Snap, Crackle and Pop. But this Cape Town dance crew is more animated than the cartoon characters of the cereal brand. And they’ve danced themselves into the top three acts in the Step Up or Step Out 3 competition in Johannesburg. The crew consists of 21-year-old Yakin “Crackle” Pillay, 23-year-old Terry “Pop” Sauls – both from Mitchell’s Plain – and Ronald “Snap” Sasman, 22, from Ocean View. As a way of showing their gratitude, the crew will embark on a Fan Appreciation Tour on Friday 27 September, says manager Vrishni Pillay. “They will be doing various performances at clubs and bars around Cape Town to show their appreciation to the Capetonians who voted for them,” she says. Although they didn’t win, Pillay adds that the trio remains determined to pursue a career in dancing. While Pop and Crackle knew each other previously, the crew only started working together for the Step Up or Step Out 3 televised competition. They had only three days in which to prepare for auditions, Crackle says. “We used to compete against each other, but never worked as a group. I was surprised when we got a call back,” he recalls. “We worked very hard. We had sleepless nights and we would wake up at night and start dancing.” Their mentor, Pop, says it was through God’s grace they made it so far. “We were part of the finals,” he says, smiling. “It was not easy. We worked very hard,

with confidence. We were hungry to dance.” The crew specialises in krumping, breaking, popping, locking, hip-hop and new style. They changed the crew’s name after two members withdrew. Pop says: “We were going to call ourselves The Colour, but when the two guys didn’t come we had to change things a little. That’s when we came up with the name Snap, Crackle and Pop because these are the dance moves we specialise in. The competition has been an amazing experience for us; all three months were wonderful. We trained hard, we danced and we represented ourselves,” Pop says. Admitting disappointment at not having won, they are building their brand as a crew. Snap says the sleepless nights and hard training have finally paid off. “People are calling (and) we have bookings around Cape Town. When we came back, we had work already waiting for us,” says Snap, who started dancing as a sevenyear-old. “I entered many competitions (and) won some. Since seven, I’ve never stopped dancing. Meeting Pop and Crackle came at the right time,” he adds. “Nothing is stopping us now.” Pillay agrees. “Throughout the competition, there has been a huge following that has surfaced via social networks and personal interaction. Now Snap, Crackle and Pop want to show their appreciation to all their supporters.” She says the tour will run over three weekends. V Contact Vrishni Pillay on 083 874 1696 for more information.

JUSTICE SYSTEM: FORMER GANG LEADER ‘REHABILITATED’

No restrictions on Staggie day parole MAYGENE DE WEE The Department of Correctional Services and the parole board believe a former gang leader is rehabilitated and will not return to a life of crime. Former leader of the Hard Livings gang, Rashied Staggie, is to have been released on day parole from Monday 24 March 2014. But, reports Die Son, Staggie’s day parole release came into effect yesterday (Monday 23 September). During this period he must overnight in Pollsmoor Prison. The decision was made in May.

Die Burger reporter last week viewed the parole conditions and there are no restrictions to his movements. While on day parole he will be able to move around freely. This means he can even enter Manenberg, where his rape victim and her family lived and where he and his late twin brother, Rashaad, controlled the Hard Livings. The parole conditions stipulate he may have no contact with the victim. There is no indication if he may consume alcohol. Simphiwe Xako, the department’s provincial spokesperson, said an electronic device will “monitor his every move”. Should he be involved in a gang-related

offence during this period, his parole will be reconsidered. The parole conditions do not state if he may have dealings with gang members. There must be an annual report about his behaviour. Xako said when the decision was made to release Staggie on parole, consideration was given to the fact that he had a fixed address and a support network in his family. He also served two thirds of his sentence. There was no disciplinary action against him while he was in jail and he completed several rehabilitation programmes, including anger management and how to

850

work in groups. According to Xako, Staggie could have applied for parole in 2008 when a third of his sentence had been served. “He was not ready for parole and the department and the parole board felt he had not served enough time for the crime he committed.” Last week Staggie had been behind bars for 10 years and seven months. In 2003 he was sentenced to 15 years in prison on charges of rape and kidnapping. A year later he was sentenced to 13 years in prison for gun theft. The sentences are running concurrently.

Who do you you think you you are? South Africans today celebrate national Heritage Day (24 September). The public holiday seeks to encourage citizens to embrace their cultural heritage, including rituals and oral history. People’s Post polled readers to hear how they would be celebrating their heritage.

GREFA KAHN KAHN believes more should be done to inform people of our heritage. “They should advertise it like they do National Aids Day, or maybe even let people do something good for someone.”

KYLE MAY believes the day will be more of a national braai day than Heritage Day. “Many of us will be braaing. That's what most Capetonians will be doing and that is what I love about Heritage Day.”

NOMVULA MAG MAGUB UBANE ANE says the youth need to be educated about Heritage Day. “We need to know why we have a Heritage Day and what needs to be done on this day.” She says this public holiday is important, adding she will be job hunting.

SAMANTHA INNES says when someone speaks of Heritage Day, she thinks about braaiing and nothing else. “I do not even know the meaning of Heritage Day. I’m one of the people who still needs to be educated about our heritage.”

NATASHA PE NATASHA PETER TERSEN SEN says Heritage Day has become a national braai day. “Everyone will be braaiing on Heritage Day, but there should be more advertising about what heritage is.”

SIMPHIWE D DUMISO UMISO says he is happy to work on the public holiday as it means he will get double pay. “I do not see a need to celebrate Heritage Day in town.”

SANDY PE PETER TERSEN SEN says the importance of Heritage Day is the fact that it brings people together. “It is the day on which my family and I get together. We will have a braai as part of a celebration.”

Famed for being one of the few remaining whisky distilleries still run by the founding family and born from one man’s ambition – to create the “best dram in the valley” – the world’s most awarded single malt whisky celebrates their 125th anniversary. To mark this extraordinary achievement, Glenfiddich will host a Groove Lounge event on Friday 27 September at Pisto’s in Guguletu from 18:00 to 21:00. There will be a whisky tasting and canapés served. Music will be provided by DJ Dino Michaels. V Two People’s Post readers can each win two double tickets to the VIP event on Friday 27 September. Go to www.peoplespost.co.za to enter. Winners will be notified by phone.

Growing in popularity, farmer’s markets give city slickers an opportunity to meet the community and get a taste of the country with the array of produce on offer. It is no surprise that when the Swartland Wine and Olive Route bring their wares into Cape Town there is a rush to try and buy. This is exactly what you can do on Saturday 5 October when the Swartland region comes alive at the Kirstenbosch Stone Cottages on Rhodes Drive, Newlands. Now in its third year the market has proved to be a success. The deliciously tempting foods and excellent wines on offer are the ingredients for a perfect day out as visitors sit on the lawns enjoying chilled wine, crisp olives, home-

baked bread and spit braai lamb. Ten farms will present their wines and represent the three areas of the Swartland. TALKING POINT Ehrenreich is way off the mark Tony Ehrenreich often says sensible things. So, too, when he states that SANParks should create more opportunities for “working families” and “ordinary” South Africans to enjoy the national parks of South Africa (“Cost of SANParks’ offer”, People’s Post, 17 September). I wholeheartedly agree with this and support his sentiment. However, he fails to mention that South Africa has been governed by his own political party for almost 20 years and in that long period has failed to improve the social and economic condi-

tions of large parts of the population of “working families” and “ordinary” South Africans. Perhaps he should direct his message to the leaders of his party as well and not only to the SANParks board. Ehrenreich also mentions that now the national parks can mainly be enjoyed by “white upper-income families”. It is unfortunate that he had to add the word “white” as if there are no black upper-income families in South Africa. Ehrenreich sadly degrades his otherwise reasonable stand. Teun Baartman

Fight to assist needy pensioners I am so tired of Tony Ehrenreich speaking for “poor people” when he lives in luxury (“Cost of SANParks’ offer”, People’s Post, 17 September). Why does he not go after his (bosses) who definitely are not poor, live in houses worth millions, eat gourmet food, drink the finest wines and champagne and shop in Paris and Milan? If I want to go to a national park, I don’t

need your permission. I am a pensioner. When I or my family want to visit any national park, we save up for it. Do you want to do some good and earn respect? Fight for the pensioners to get more money instead of bothering yourself with things that do not concern you. Jennifer Gurling

Steep cost of enjoying the outdoors When it was first decided to upgrade the cableway we, as a ratepayers’ association, were invited up to see what they intended to do with our heritage. When they began their presentation the first thing I said (was): “You are pricing all Capetonians out of the market and we will never afford to enjoy our heritage.” The answer was we would benefit out of season. What a joke.

My words have come true. We cannot even go to Cape Point Nature Reserve because it is too expensive. Why has this been allowed to happen? Once a year you can go up for free on your birthday, (but) someone has to pay if you go up as a couple. Pensioners suffer the most. Who can survive on R1200 a month and enjoy the outdoors? L Gerrard

Time to see the bigger picture, Tony Oh, please, Tony (Ehrenreich). Get off your “white horse”. It seems you are not happy unless you are playing the race card. SANParks’ gesture in having special price days was not decided with a “whitesonly” thinking.

Prices slashed by

It seems you are so hellbent on racial issues that you fail to see the bigger picture. Join the present day people before you fall off your “white horse”. (The late) Eugene (Terre’Blanche) fell off a black one. Dave Kuiper

Just a thought . The youth in Eastridge are disrespectful, use abusive language, vandalise and smoke drugs on my stoep. I’ve tried everything including being physical. I’m going to end up in jail. What do I do? Pensioner . Dear Bradley Thompson: reading your story touched my heart as you are going through so much. You had a stroke, but you’re still here, by God’s love and grace. Bradley, be patient and believe God will bless you with a good job because he sees your heart. So don’t give up! My prayers are with you. Abigail, Strandfontein . A question to the police and others involved in Shaskia Michaels’ search: this girl lives near Kauthar Bobbs and also few streets away from where the other girl was lured away and found bound and gagged. Should it not trigger concerns of a serial kidnapper? This needs a door-to-door approach – nothing less. It is the quickest way to go about and it should become protocol! Hanifa, New Woodlands . Regarding drug addicts and gangsters: Why are we destroying each other? Life is so short – we should make the best of it! It’s time church and spiritual leaders join hands in fighting the evil of gangsterism and drugs, and we must never stop praying. Fed-up with crime . There’s a scam materialising where you get contacted and asked if you have opened a bank account. The public must be aware that your account can be cleared out. The banks must investigate this, as it is of great concern. . Vagrants don’t have work and maybe little schooling because guys from other countries get jobs. Please don’t say our people are dumb or lazy. Train them in work camps. Charity begins at home. Suburbs look like Lagos, Congo and Malawi. I don’t mind a few, but there are hundreds of thousands, while South Africans die of hunger! . Is the insistent wearing of short skirts in school uniform attributed to so much promiscuity and pregnancies among young girls? Just asking. Lewy Government performance . On 20 May I received a message from the City of Cape Town confirming that my call had been logged after phoning them. I have a problem with bees on the outside of my property, in the municipal water and mains. The meter reader will not open due to the drain cover, and my water bill now comes marked “estimated reading”. This City does not work for me. E Ford . I am happy to live in the Western Cape. Why do certain groups of people always want the majority to lead a life of destruction? We can all work hard and make our province work for us. . Well done, DA! I have been in

other provinces and the Western Cape services are much better than any other province. Health services, ambulance services and service delivery – I have no complaints. Most people who complain want everything done for nothing; their way of thinking is pathetic. They need to realise nothing in life is free. . It’s true – to get an explanation from the City is like fighting with Iron Man. I closed a meter in 2010 and they returned my deposit. In August their technicians or someone else switched the power to a disused building. To my surprise they came back and sent me the bill of R20 000 as a service line charge for those years, just because the meter was on. Only they have the key. . People must take the time to read local government articles in City News and community newspapers to know local government is not sitting on its backside! . We are a family of four, all of whom are not at home during the day. At 18:00 the geyser gets switched on for two hours and food is cooked on a gas stove. Water is boiled and poured in a flask. Yet we are not saving; we punch in over R1300 for the month. Talking tourism . The cableway will go bankrupt if Tony Ehrenreich was the boss. He should stick to bread and butter issues. Stephen . I am a 53-year-old white man and have never been able to afford to go up the cableway. The SANParks special price day is not labelled “whites only”; it is for everybody. . Since the tollgate was constructed on Chappies I have never been on, except as a passenger. . We welcome tourism to Cape Town. It brings good revenue. The rand exchange makes it affordable for them, but locals find it a bit too much. . Regarding the SANParks offer: Why include the word “white” in paragraph five, when upper-income families are mentioned? Poor whitey . I was born in Woodstock and only went up the mountain by cablecar once, when my husband took me aged 30. Now it’s too costly. I will be 71 next month and would like to go on the cablecar again. It’s just too expensive. . Ag, please, Tony. Grow up. I am white, receive a government pension and can’t afford to visit SANParks due to the high admission costs. Special prices will allow my wife and I to visit the parks. Not all whites are rich. Detlev Kunz . We are a family of five – the eldest child is 15 and the youngest is four. Both my husband and I work, but R410 for the two of us is a lot of money. Not to mention with the cost of petrol or travelling.

Options for a right to a house Residents have a right to housing? I am a 44-year-old divorced mother of two dependants, of whom both still attend school. My daughter is 18 and in matric (and) my son is 14 years old and in Grade 9. I have a monthly income of about R8000. I have approached a bank for a home loan and they subsequently informed me that I earn too little. I have approached the City for affordable housing and they have informed me that I earn to much. Where does that leave me and my family? I have been employed by the same company since 1991 to date. I am up to my eyeballs in debt trying to maintain my family. Rent, electricity and school fees are just a small portion of my monthly expenses. How do I go about getting affordable housing for myself and my family? Rental is so expensive. If I calculate what I have spent on rental for the past few years I could have paid a part of my bond already. Don’t I deserve a right to housing as a taxpayer for more than 27 years? Name withheld Councillor Tandeka Gqada, Mayoral Com-

mittee member for Human Settlements, responds: The following options are available to (the writer): . GAP housing is an alternative for those who are not able to obtain a bond from a bank to purchase a house. These purchases are not done through the City, but directly with the developer. The City enters into a land availability agreement with the developer through a procurement process to develop in this market. There are currently two GAP housing projects under construction. We suggest (the writer) contacts the developers of these projects. There is one in Scottsdene known as Calgrom3 and the developer can be contacted via email to corrie@calgrom3.com. The other development is taking place in Pelican Park (near Grassy Park), and the developer can be contacted via email to sales@powerdev.co.za. . There are also other housing institutions that develop and rent in this market, such as the Cape Town Community Housing Company (CTCHC). Contact (021) 552 1780 or Communicare on (021) 421 6008.

New Brio is booting the rest VANN VAN STADEN

I

always get excited when a gap gets filled. The only place a gap will ever be acceptable, is when it’s positioned in between Lewis Hamilton’s two front teeth. When Honda launched the Brio it lightened up the hatchback market. They listened to their audience. Instead of self-gratification and ego, they provided a car in a segment that has been dominated by its rivals for far too long. Not only did Honda fill that gap, they did so in style. With a tagline like “more reliable than” you know they mean business. However, after the Brio entered our markets with huge success I wondered what they would do next. I wonder no more. They took the Brio that we fell in love with and gave us (literally) more to love. I introduce to you the Brio Sedan. That sexy little hatchback for the firsttime car buyer just transformed into the perfect family car. Affordable, reliable and ecstatically appealing. That leap from driving a hatchback to buying your first sedan could be a very scary thought for some. The hatchback is perfect for the first-time car buyer, the family of three – maybe four – ideal as a second car. But let’s be honest, it can’t really cater to an entire family’s needs. That’s exactly why we jump from hatchback to sedan. It’s the cycle of life. Evolution, if you will. The scary part 90% of the time is the price tag attached to a sedan also “evolves”. No need to be scared any longer. The Brio Sedan is the sedan that’s going to eliminate all your fears. Here you are sitting with a car that is going to set you back R136 900. You read right, under R140 000! Not only did Honda keep everything that we loved about the Brio and added a boot to it, but they also kept the price bracket that we fell in love with! The Brio sedan sports a 1.2F, 4-cylinder, i-VTEC engine, same as the Brio hatch. So the sedan is not very powerful when taking into consideration that it has a power output of only 65kW at 6 000r/min and taking

you to the 100km/h mark in 12.95seconds. You are not going to buy the Brio sedan for that reason, though. You are going to buy it for 100 other reasons. One of them being the leg room in the back. Dad no longer has to shotgun to make sure he has a comfy ride to Bloemfontein. He can now do so by being a back seat driver. Really, the Brio sedan has the leg room that you would expect from your luxury executive vehicles. Inside the sedan, Honda kept everything

basically the same as the Brio hatch. The audio system has everything you need, other than a CD player. Then, again, who still uses CD’s? We are in the digital era, converting all our music onto USB’s, iPods and mp3 players. The Brio Sedan can play all those devices. It has a USB port as well as an auxiliary port. The seats are comfortable in cloth and the windows are electronically controlled. The Brio hatch didn’t have much boot

space, so you can only assume that the sedan version will compensate for that. Unfortunately there is not much compensation done here. The boot doesn’t have much space. So when travelling, pack light. But we can look past this. Here is a car in a segment that’s worth buying without hurting the bank too much. Overall it has all you want for a family car. What makes it even better is the trusted and reliable brand attached to it: Honda.

Take the lead . . . to the Maxx VANN VAN STADEN

cards? I say: “Yes, please!”

F

Safety first When I mentioned the bells and whistles, I meant it literally. The Vivo Maxx comes standard with an immobiliser and central locking alarm system. The catch is the Vivo Maxx makes a little “whistle” or “beep” sound when locking and unlocking the car. It is for safety reasons though, so we have to get over that part. Driver and front passenger airbags keep you safe at all times, along with ABS (anti-lock braking system) to top it off, making this a very safe and reliable ride.

irst I had a bit of a giggle. They made a mistake is what I thought when I laid eyes on the Vivo Maxx for the first time. Everyone knows you spell Max with one X. Whether it’s Max the name or max the volume, it’s one X… not anymore! Maxx will never be just one X when it comes to the all-new Polo Vivo Maxx. A single X just does not do it justice. Think Maximus, the Latin term for “greatest” or “largest”... Ok, so the Vivo range is not the greatest or the largest for that matter, but compare apples with apples and it does prove to be one of the “greatest” and “largest” out there within its class. It’s in actual fact the head boy of the class. The valedictorian of 2013. The Maxx has all the bells and whistles you will need to start your life as a young adult. Just because the Vivo range is the entry level VW range, it does not mean the Maxx has anything “entry level” about it. Bells and whistles The Vivo has everything you need to drive around, making all the sounds you are supposed to. The Polo Vivo Maxx is available as a fivedoor hatchback, it’s got an awesome raised suspension with real aluminium roof rails – perfect to attach your roof rack to sport your surf gear around – and special “Budapest” Alloys, and is covered by 215/40 R17 tyres. The side mirrors are colour coated with the body of the car to give that streamline

Zero to hero Hitting the 0–100kph mark in less than 12sec (give or take) the Vivo Maxx has what it takes to be a real contender on – and off – the road. Raised suspension, remember. And with a top speed of 187km/h no one will leave you behind.

look. The exhaust brings a smile to anyone’s face! Think double-barrel shotgun. With electric windows in the front only, your back seat drivers will have to use elbow grease to roll the windows down. With the raised suspension I mentioned,

The cost of keeping a car WHEELS24

S

outh African’s love of large, fuel-guzzling cars is taking a back seat in the face of record petrol prices, one of the more visible ways in which a sharp drop in the rand is changing the face of Africa’s largest economy. Car sales have been one of the few growth sectors during 2013 as South Africa struggles to shake off the after-effects of the 2009 recession but increasingly it is smaller, more efficient, models that are finding their way on to the roads. A 16% fall in the rand against the dollar in 2013, including a four-year low of 10.51 in August, drove local petrol prices to a lifetime high of R13.55 a litre in August – more than double the price in early 2009. As a result, South Africa’s total demand for petrol fell by a whopping 37% from April to July 2013, according to import data, as people stayed at home, shared rides or traded down to cheaper vehicles. The local unit of Japanese auto giant Toyota, the biggest car manufacturer in South Africa, says 98% of sales of its popular Fortuner SUV are diesel. Diesel cars are normally more efficient than their petrol-driven counterparts. Toyota spokesperson Leo Kok said: “Where people are more affluent, they are trading out of your luxury cars or big sedans into SUV’s such as the Fortuner, and again the trend is towards diesel.”

Industry data shows two-thirds of passenger sales are now small vehicles; that figure was 61% in 2009. Over that time, the smallest models have increased their market share to 25% from 16%.

As well as pushing buyers towards smaller, more-efficient cars, the weak currency should help domestic manufacturers as cheap Asian imports become more expensive and locally made products start to

look more reasonable. Coenraad Bezuidenhout of the Manufacturing Circle, a factory lobby group, said: “The weaker rand helps to make it more difficult for unfairly incentivised products coming in cheaply from the east to compete in our domestic market.” South Africa’s purchasing managers’ index, a forward-looking gauge of sentiment among manufacturers, hit a six-year high in August, and in July manufacturing output surged to 5.4% year-on-year from 0.5% the previous month. Although the deeply traded emergingmarket currency remains vulnerable to shifts in global portfolio flows as the US gets ready to begin reining in its economic stimulus, standard economics suggests the rand should bounce back. With consumers avoiding expensive imported goods and with South African exports becoming more competitive, the balance of trade should recover, plugging a deficit in the current account which grew to a hefty 6.5% of GDP in the second quarter of 2013. However, as with other emerging markets, the big question is when the current account will start to respond in earnest. Elna Moolman of Macquarie Securities said: “I firmly believe the current account will narrow meaningfully in response to the weaker rand, although this will probably occur with a reasonably long delay of at least a year.”

ondale High School have shifted their focus from local to national football honours as they prepare to challenge for the Sanlam Kay Motsepe Schools Cup title. The Mitchell’s Plain School qualified for the nationals after beating Cloetesville High School 2-0 in the Western Cape final on Saturday 15 September. Now both teams will face the winners and runners-up from the eight other provinces, in hopes of bagging the R1m winner’s prize. Mondale manager Nigel Crowie has his sights set high and says his side will be looking to bag the top prize. “All I can ask is that the boys go out there and give their best,” he says. “I don’t know the other schools. There is only one other school that I know, besides Cloeteseville. We are going there with an open mind and we will give it our best shot.” Mondale and their counterparts have already claimed R100 000 each for winning their respective provincial finals. RUNNING HARD: Western Province fullback Ziyaad Adams is tackled by Border centre Gwarube Luyolo during a match in the first round of the Vuka Iqhawe Week in Athlone on Monday. Province won 40-0. PHOTO: RASHIED ISAACS

Western Province batter Border LIAM MOSES Western Province have grabbed the title favourites tag at the inaugural Iqhawe Week. Province racked up the biggest victory in the first round of matches at the under-15 inter-provincial rugby tournament yesterday (Monday 23 September), thrashing Border 40-0 at City Park in Athlone. Province quickly settled into their structures and imposed themselves on the match almost immediately. The first try came after just five minutes of play. Tighthead prop Bradley Visser and eighth-man Taufeeq Hendricks made valuable ground and momentum with two massive carries in the opposition half, and left wing Deflandre de Lange bounced an opposition defender to cross. Sohail Williams was next to cross for Province, charging over from inside the 22 in the 15th minute after Province tapped and went at a penalty. Five minutes later and Province crossed the whitewash again: Hendricks drove his side into the opposition 22 with another aggressive crash ball and one phase later he barged over. Province lead 19-0 when play resumed in the second half, but continued their

assault on the opposition try-line despite the commanding lead. Flyhalf Bradwin Johnson was first to score in the second half, taking responsibility in the opposition 22 and ghosting through a gap to dive over. Fullback Ziyaad Adams scored the games fifth try in the 24th minute, when he collected a kick in his half scythed through the Border defence to score beneath the sticks, untouched. Province proved they were the complete package in the 27th minute when flank Diego Storm flopped down at the back of a unstoppable maul. In the day’s earlier matches Griquas edged Boland 12-5, South Western Districts beat KwaZulu-Natal 19-10 and the Golden Lions won 17-7 against a spirited Eastern Province side. The tournament continues today (Tuesday 23 September) between 09:00 and 13:30. The final matches will be played on Thursday 26 September. All games will be played at the City Park Stadium. The tournament is an initiative of the SA Rugby Legends Association, which also founded the Vuka League, a school rugby tournament. Most players selected for Iqhawe Week teams play in the Vuka League and all come from developing rugby schools.
