OUR girls’ innocence was brutally taken from them after a spate of child rapes hit the Manenberg policing precinct. The minors – aged one, six, seven and 15 – were sexually assaulted in separate incidents in Manenberg, Vanguard Estate and Tambo Village – all by people known to them. The spike in crime against children has caused police to issue a warning to parents to keep a closer eye on their young ones. The first incident was reported on 28 January, when a seven-year-old girl told her mother that she had been forced by a 14-year-old boy to have sex with her. “I was at work when it happened,” the woman says. “When my daughter told me I was devastated. I questioned the boy, who lives in the community, and he denied it. I took her to the doctor and they confirmed that she had been raped. “It’s heartbreaking to think what she went through. I try my best to protect her.” The boy was arrested after the woman laid a charge, but the scars have already been imprinted on her child. He was later released into the custody of his parents. “My daughter is not the same anymore. We are both receiving counselling, and we are trying to get through this experience. I hope that justice is served and that the perpetrators of such crimes are punished” she said. Later that day, police were called out to Manenberg after neighbours found a naked

six-year-old girl in their yard. After investigation, it was discovered that she allegedly had been been raped by a 17-year-old neighbour. The child’s mother says a neighbour rushed her daughter to her shortly after the teenager tossed her over their wall. The teenager was arrested and charged with rape. He was later released into the custody of his parents. The child’s mother recalls: “She went to the shop and the perpetrator called her, offering her a bompie. She went with him because she knows him, and he raped her. It’s traumatic for the whole family that someone we know would do this to a child.” The mother says that while she and her daughter are receiving counselling, she hopes that the perpetrator will be severely punished. “I am not a violent person, but I could kill him for what he did to my child. It was the worst day of my life.” The next day at 17:00, an 18-year-old woman left her sleeping one-year-old daughter in their Manenberg wendy house. She went to the main house and left her baby in the care of a 24-year-old friend. “When she heard the baby scream, she went back to find that the child was bleeding from her private parts, and the man who was looking after her had left,” says Lieutenant Ian Bennett, the spokesperson for Manenberg police. The child was taken to hospital where the rape was confirmed. The 24-year-old man was later arrested and charged. That evening, a 15-year-old girl from Tambo Village was raped after a 26-year-old man lured her to his Wendy house. The suspect was arrested and police are still investigating the case. Bennett says locals need to make a bigger effort to stop crimes against children. “With every child that gets hurt or violated,

Proper documents, faster treatment IN a bid to avoid any delays in the treatment of patients, the Western Cape department of health urges patients to have the correct documents when going to a community health centre (CHC) or state health facility. Depending on the individuals economic status, a fee of R70 is requested. The price might increase, depending on the type of medical service the patient would require. All patients should have the following documents to avoid medical assistance being delayed . Health facility /hospital appointment card or referral letter. . Identity document . Salary wage slip or unemployment card. . Medical aid card . Pension fund (if applicable) . Proof of address (such as water, rates or other utility bills.) Not having these documents when visiting the CHC can lead to problems such as the wrong information being captured and incorrect accounts submitted to patients. If the patient has to be referred, it’s their responsibility to make sure the health professional who helped them, issues them with the referral letter needed to facilitate the next step in their treatment.

Halaal Trust under scrutiny REYANA STEYN


N independent review panel made up of respected business and community figures will critically analyse the structure and operations of the Muslim Judicial Council’s Halaal Trust. This was announced by the MJC yesterday (Monday) and follows the Orion meat scandal which has outraged Muslims across the country. People’s Post last week reported that Muslims have lost faith in the MJC and were calling for the organisation to be disbanded, blaming a lack of transparency. Nabeweya Malick, MJC spokesperson, says the analysis will be led by an influential Pretoria businessman and community activist, Haroon Kalla. “The panel will investigate the halaal certification operation of the MJCHT and will make recommendations to improve its overall performance to ensure that it functions as a trusted service provider to the Muslim communities throughout South Africa. “The independent panel is the result of a public commitment by the MJCHT to review its operations in light of the recent Orion halaal meat scandal which has received prominent media coverage,” says Malick. She says Kalla will lead a broad panel consisting of Shari’ah law (Islamic law) experts, business leaders and professionals who have the depth of experience to guide the MJCHT to attain operational excellence and good governance in its halaal certification operations. President of the MJC, Moulana Ihsaan Hendricks, has pledged the MJC’s full cooperation with the independent review panel. “We welcome the guidance of the independent review panel and look forward to working with them to strengthen the MJCHT,” says Hendricks. Two independent lawyers, Zahir Willliams and Noor Kapdi, offered their assistance to the MJC free of charge and undertook the responsibility of independently establishing the review panel. Williams is a legal executive employed by a global energy company and Kapdi is a partner at a specialist oil and gas law firm. The two consulted various community leaders in the process of independently selecting and appointing the members of the review panel. Abdul Mohamed, founder of the group Muslims Concerned, says the MJC should still not operate. “They have embarrassed all Muslims. How

can we trust them after this? We still don’t know whether we ate halaal products or not. No matter what the analysis finds, they are already guilty in the eyes of many Muslims and the MJC should be shut down.” Members of Muslims Concerned protested in front of the MJC office on Friday, but Athlone police asked them to leave as it was an illegal gathering. “We were 13 members who picketed, yet we were forced off the premises. We will be picketing everyday until the MJC is removed.” . A full list of the names of the review panel is available on the MJCHT website. The review panel will via the MJCHT website communicate its terms of reference and timelines for completion of its work. The findings and recommendations of the review panel will be made public after it has been presented to the MJC.

Toddler killed on Turfhall Road REYANA STEYN


NE moment he was clutching his mother’s hand as they walked along the side of the road. The next, he was dead. A case of culpable homicide and reckless and negligent driving is being investigated after a four-year-old boy was hit by an oncoming car in Manenberg on Thursday afternoon. According to eyewitnesses, the pair was walking from Sonderend to Turfhall Road at about 17:20 that day. As they approached the highway, the little boy broke loose and tried to cross the usually busy street. His mother watched helplessly as a white car, heading towards Duinefontein Road, collided with her tot. The impact flung the child back towards the pavement, and when the ambulance arrived shortly thereafter the child was declared dead at the scene. The investigation was launched to see if any negligence was involved. People’s Post tried to get

FTER finally hosting Occupy Rondebsoch Common on Saturday, the organisation Communities For Social Change has set its sights on the next “unnecessary” open space: golf courses. Mario Wanza, the coordinator for the movement, says it is a shame that while people are forced to wait for years for land to be earmarked for development, fortunate people “have the luxury of acres of land to hit a little golf ball around”. “A form of entertainment pales in comparison to the housing crisis the poor are facing. These lush, green lawns which serves a tiny percentage of the population is a slap in the face of those who live in shacks and backyards. “If this government is really interested in tackling the backlog, why aren’t they thinking outside the box?” He says members from the CSC – which includes organisations from Manenberg, Mitchell’s Plain, Hanover Park and even Stellenbosch – will now be looking towards “engaging” government and holding meetings to work towards making developments on golf courses a reality. “We have seen what we can do when we all work together. This movement isn’t something which will just lose steam and disappear. There needs to be positive change to benefit the poor and we won’t rest until it is achieved.” Wanza adds that he considers the Rondebosch Common project as a “success” despite only just over 100 people showing up for the event. On Saturday, representatives from the CSC’s various branches attended the legal gathering, where residents and the organisation held discussions around the possibility of developing

Sustainable development was meant for the poor (projects). Now Municipalities has to be self-sustainable. How many people know this? Before, your rates was enough for these services. Now you have to pay separately for cleaning, etcetera. Money is wasted on cars, travelling expenses, food, etcetera. So much money is wasted on unnecessary expenses and then we are levied with different charges and taxes. The rich can afford these prices while the poor are blissfully unaware of what is happening to them. The poor gets poorer and politicians earn too much. Outsourcing and privatization do not benefit the poor. Since Government has done away with different Service Departments, the poor worker no longer have a stable job. The poor only have jobs while the contractor is in the area. Once the contractor moves on, they have to struggle to put food on the table. Politicians who make these decisions enjoy themselves with their posh salaries. These services should be done by Government Departments. Only then will people have stable jobs. The common denominator . Rondebosch Common is a public space appreciated and used by many for its amenities, just as are the several sports fields and open areas in “poorer” areas. WE object to Tollroads as it is unnecessary and should be illegal. Government is collecting more than three times the amount needed to build and maintain our roads. It is collected through the 1989 Road Fund which is levied nationally on our petrol. ChandEcosense wrote a survey report for the proposed tollroads on the R300 dating 2003. We still have a copy of this report. They stated that government collected R26 billion through the 1989 Road Fund but only R8 billion was needed for roads. This is more than 3 times the money needed. Government decided to put this money into the Central Fund. National Government then allocated each province with less than the amount they needed. To make up for this shortfall they then levied our petrol provincially. Why are these funds put into the Central Fund and not allocated to the roads for which it was meant for? But this is not all! We also pay rates, PAYE, VAT as well as car and drivers licenses. How many times are we levied for roads? How many times do we pay for our roads? If Government gets contractors to build our roads and maintain our roads, they should pay these contractors with all the money collected from us. We should not be tolled as well. Our petrol is already too expensive. The producer/manufacturer has to recover his petrol expenses and put up his prices. The wholesaler and retailer has to recover

those that lost the municipal elections and now want to disrupt the democratic process. The protest action is anything but democratic or equitable and should be opposed by the public – by force if necessary – to protect what is theirs from thieves and criminals. . Martial arts champ heads for the US LIAM MOSES

AS SOON as Conrad Joseph started practising kick-boxing, he knew he had found his life’s passion. For as long as he can remember the 27-yearold has enjoyed anything to do with acrobatics and martial arts. He only realised how much he enjoyed it when he started training seriously with other enthusiasts.

“It’s exciting for me to compete with other martial arts people and to interact with them,” said Joseph. “To actually join the school and interact with people who enjoy the same sport was amazing. It was something I never had in the past. “I enjoy learning something new and improving myself. I’m also on an instructor’s course right now. Teaching others how to do something new is enjoyable as well.” Joseph started training in 2009 and now, less than three years later, his passion has taken him to the apex of his sport. The Wetton resident has been chosen to represent South Africa at the US Open ISKA World Martial Arts Championships in July this year. Joseph has already won several events at South African tournaments He has won medals, trophies and plaques in the extreme kicking, high kicking, points fighting and self-defence disciplines, and says he is training hard to place himself in contention for a medal in Florida. “I try to train at least four times a week. I go to my dojo on Tuesdays and Thursdays, to other dojos on Mondays and Wednesdays. I also go to gym and if I don’t have time, I go for a run,” he said. “I definitely do think that I can win a medal at the championships. I’m not going there to lose. That’s why I have been training so hard. I’m going there to take it. I feel this urge to win and not disappoint those who have sup-

All participants have to pay for the trip themselves, and so far Joseph has only been able to raise R11 000 of the R35 000 he needs. “I definitely haven’t been lying around. I’ve been saving money. I’ve been having ruffles. I’m currently planning a bus trip to raise funds and I’ve approached companies look-

ing for any sort of help,” said Joseph. “Some of the companies I approached said that they don’t support martial arts or any fighting sports. But I’ll keep trying to find sponsorship.” Joseph added that attending the trip will not only be of benefit to him, but to other local martial arts practitioners as well. “It’s not necessarily just about me. It’s about me gaining experience so that I can share what I’ve learned and motivate others to do the same.”
