AN application for a liquor licence to allow the legal sale of alcohol at a facility in Wetton has been met with ire by locals. The Cape Town Minstrel Carnival Association has advertised its plan for a on-site consumption licence at the extension of the organisation’s offices in Crete Road. The site was previously used by minstrel troupes to host fundraisers to keep their groups afloat. One of the directors of the application, Richard Stemmet, says the association has been hosting events from the premises for eight years but patrons were asked to bring their own drinks. However, should the application be approved, more money can be made by the minstrel troupes from liquor sales. But residents say the vagrancy problem plaguing the area will multiply if a “drinking hole” is given the go-ahead. Martha de Wee says Wetton is already “crawling with bergies” who mull in local streets “either already drunk or well on their way”. “Anybody who lives here can tell you that we already have an issue with drunks staggering through our streets. How long before all the vagrants around here know of the new bar in Wetton? We can’t allow this to happen,” she says. Werner Davids, who has been living in Wetton for 20 years, says social ills “will be dragged into our streets” should the application be given the green light. “We are already drowning with headaches like homelessness and prostitution in our area,” he says angrily. “Problems like this thrive when alcohol is involved. This place – and our surrounds, for that matter – isn’t appropriate for a bar. Why don’t they rather apply in a busy business district?” But Stemmet claims there are already other pubs in the area and fails to understand “why people have a problem with ours”. “This isn’t going to be a bar,” he emphasises. “It will be more of a social club; the only
difference is that we will sell alcohol instead of charging a corkage fee like we did in the past.” Resident Maria Hamilston hits back that whether there is one or 10 pubs in the area “doesn’t change the fact that we don’t need another legal shebeen in Wetton”. “The fact that it’s on the industrial side of Crete Road doesn’t make a difference. I don’t want to see intoxicated people stumbling past my house at who knows what hour. The residential section is mere metres down the road. We are raising families here – we don’t need free-flowing alcohol in Wetton.” Ismail Jefferies of the Ottery Civic Association says the body has already formally lodged its objection to the application. “We are trying to keep Ottery dry. Most of our association's members are part of the neighbourhood watch and we see the problems liquor causes at the other licensed facilities in the vicinity of Crete Road. Alcohol adds to social ills,” he says. Drunk driving and prostitution are but some of the issues locals are already dealing with, Jefferies says. “Adding another one to the bunch we already have is not going to benefit anyone,” he adds. Hanif Loonat, the chairperson for the Provincial Community Police Board, says the fact that the association's premises isn’t situated in the residential area should be be taken into consideration when locals object. “If the applicants follow the process, I don’t see why they should not be successful. There are two other legal and licensed outlets – this one shouldn’t hamper the residents,” he says. Loonat adds that while residents have every right to object, they also have the responsibility of ensuring that the complaints have substance. “However, the applicants also have every right to apply and people should take their respect of the law into consideration. We have never had any problems with this facility before.” Anyone wanting to lodge their objections may submit it in writing and deliver it to the Designated Police Officer at Lansdowne Police Station by 21 August.

National Women’s Day, Thursday 9 August, is approached by most with mixed feelings. On the one hand, we have cause for celebration when we remember the triumphs of women over the past decades, most notably 9 August 1956 when more than 20 000 women of diverse cultures fearlessly protested proposed pass laws by marching on the Union Buildings in Pretoria. Women have deservedly assumed their place in the business, political and sporting arenas. We’re the quintessential multi-taskers, adeptly juggling our various roles – careers, motherhood, marriage, community work... According to the InterParliamentary Union and UN Women, there are “currently 17 countries with women as head of government, head of state or both”. Globally, Thursday will mark the 101st International Women’s Day and abroad and locally, thousands of events are being planned. With all the awareness and altruistic efforts by government and organisations committed to women empowerment, as well as the power wielded by women today, it is the greatest irony that as many women are victims of abuse and violence. However, statistics on violence against women in South Africa is not reliable, because many cases go unreported. This is due to a number of factors, such as stigma, financial instability, fear of repercussions from abusive partners, a lack of information and education around women’s rights when it comes to reporting abuse, and limited to no resources for escaping abusive relationships. There is also the “system”, such as the processes and red tape involved in filing for divorce, and the complexities of the Domestic Violence Act. Many women can testify how they’ve been sent back home to further abuse, in the name of “getting both sides of the story” before divorce becomes an option. During my stint as a court reporter, I would force myself to listen dispassionately to the trials about women who had been assaulted, and nearly killed, by their
partners. The women had been kidnapped, locked up, beaten with concrete objects, stabbed... My intended disconnection was twofold, I reasoned; firstly, professional and secondly, to distance myself from my life experiences and that of others I care about. As a reporter, I had been trained to be objective and report the facts; but my training did not extend to my humanity and it became impossible for me to detach as I looked at the women painfully testifying against the men they had once loved and trusted. The tragedy was that most of the men charged with assaulting “their women”, appeared unaffected, emotionally void. Our most profound memories take root during childhood and it is critical that education begins primarily in the home and includes conversations around respecting and valuing all people, including women. The onus is on both parents to show respect towards one another. I don’t profess to being an authority on relationship matters but have minimum requirements. A man who actively listens to his partner, apologises when he’s at fault – or even when he’s not – and knows when to walk away from an argument is worthy of respect. It’s as simple as that. Few men realise how little it takes to make a woman happy... but I’m not saying that the gifts and pampering don’t count, so pull out all the stops this Women’s Day, and every other day! The movement is planning a march in the gang-infested area by the end of the month – whether they are given permission or not. Pagad officials say while they wish to eradicate the Cape Flats from social ills, police are standing in their way of doing so. However, police say it is their responsibility to ensure law and order in the area. Pagad met at Downeville Primary School on Sunday 29 July for a door-to-door campaign to raise awareness about the organisation and its role. Those present at the walk-about say there was a heavy police presence even before the campaign got underway. About 20 minutes into the walk-about, public order policing members approached Pagad and other people who had come out in support of the door-to-door campaign, demanding they retreat as they had no permission for a march. However, Pagad spokesperson Osman Saheb says they had no intention of marching as they were there to inform the community about becoming actively involved in fighting gangsterism and substance abuse. “The police were out in full force, harassing us even though we were busy with a peaceful awareness campaign. We are planning a legal march for shortly after Ramadan. We will try our best to obtain permission from the relevant authorities, but if permission is not obtained, we will march anyway,” he says. Lieutenant Ian Bennett, the spokesperson for Manenberg police, says there had been another police unit doing patrols in the area which accounted for the heavy police pres-
ence. He says the crowd was dispersed because “if there are more than 15 people, it is considered as a protest. If you do not have a permit, it is then considered an illegal gathering”. Bennett says they have no qualms with Pagad as long as they operate within the confines of the law. “Pagad needs to apply for the necessary permits so that the police are informed and can put the necessary structures in place for a march. It is our responsibility to safeguard the community,” he adds. Saheb claims that many Manenberg residents came out in support of the organisation two Sundays ago, however, two people who spoke to People’s Post on condition of anonymity question Pagad’s motives. Staying in Manenberg for almost 30 years, this resident says Pagad has no place in their community. “I do not know what their precise agenda is and I question why, at this stage, they chose to make themselves known in Manenberg. People should not align themselves to Pagad as they put their lives in danger by doing so. We have enough confrontation in this place, we don’t need Pagad here to add to that. “Gang violence is my biggest concern as innocent bystanders are getting killed in this war. Talking to gangsters is not the answer as they have a lack of respect for human life,” she says. A pensioner living in Manenberg for the past 33 years says it all ended very ugly the last time Pagad was active in the community. “Visibly, policing has been stepped up in recent months. This should continue in the hopes that it can end the gang violence,”she says. “Children are most affected. I took my grandchildren shopping and they asked me to buy them guns because they are exposed to a culture of violence.”

Celebrating a special kind of lady
ITH her meticulously styled hair and perfectly manicured nails, Chedino Rodriguez turns heads as she saunters down the street. People stop to admire the leggy beauty who basks in their attention, greeting politely as she gives a shy smile. She dreams of a house with a picket fence; a flowing white gown on her wedding day. She’s already found her Prince Charming. But the fresh-faced hairdresser still faces adversity and taunts from others who don’t understand her story. Chedino is one of more than 70 men who have started their transition into becoming the women they believe they were born to be. While transgender women may not be fighting apartheid like the 20 000 women who took to the Union Buildings in 1956 in silent protest of demeaning pass laws, their battle is to find acceptance in the rainbow nation. The eldest of three children, Chedino’s mother realised her son was very different when he was about four. “I was the one who was always giggling

with the little girls while other boys kicked soccer balls and played with toy cars,” she laughs. “While I was forced to wear blue clothes suitable for someone of my gender, I found a way to make them more feminine – most of the time my shirts were oversized so that they resembled a summer dress.” Primary school was a breeze for the sociable child who had friends by the dozen. “But high school was a different story,” Chedino recalls. “I realised I was born to be a woman. There was no confusion for me – I was trapped in the wrong body. I started making subtle changes to my appearance, like wearing eyeliner and acting in a more gracious manner. “That’s when the teasing started. Teenagers can be cruel; I was called names and mocked. It hurt, but I knew I was comfortable in my own skin and those who were causing me so much pain just didn’t understand who I was.” While Chedino dreamt of wearing a dazzling gown to her matric ball, she sweated it out in a tuxedo, but decided to never again conform to “what society finds acceptable”. “After I completed high school, I started my transformation to becoming a woman. I started wearing more feminine clothes and styling my hair. I even started investing in pretty frilly panties!” she laughs. But her polished exterior hid a deeper desire to be more than just a man dressed in women’s clothes. “On the inside I wasn’t who I wanted to be. I was confused; I questioned who I was and where I fit in in the world. Was I just weird? Or was there some kind of bigger plan for me?” She read up on people who had had similar experiences and discovered she wasn’t alone on this journey. “I also discovered there was help for me to fulfil my dream of being a woman. I was referred to Groote Schuur Hospital where I was sent to therapists for an assessment. They found I was sound of mind and I made the cut,” Chedino says, her eyes glit-
tering. Proudly, she shows off her new curves, thanks to hormone therapy started in September. “Although there are a few side effects, like tenderness and mood swings, I have no regrets. This is who I was meant to be and I am finally making it happen.”

GENDER reassignment is a free service offered by Groote Schuur Hospital, but various processes are instituted before a candidate is selected. A social worker, psychologist, psychiatrist and an endocrinologist would determine the suitability of an individual requesting to undergo the process, hospital spokesperson Alaric Jacobs explains. “As soon as a patient or client is considered suitable, a referral will be sent to the specialist endocrine clinic, which deals with hormonal therapy,” he says. “The waiting list is relatively short and candidates wait about three to four months, but we strive to accommodate individuals where we can.” Hormonal treatment causes a number of subtle changes to transform a person with “primary male characteristics”. Sometimes skin becomes somewhat softer and facial hair growth slows down. Fat tissue deposits may develop in the buttocks and there may be the beginning of breast development. As men and women think differently in many respects, oestrogen may have an impact on the psyche and behaviour. Jacobs says trans women may demonstrate a slightly more nurturing quality. However, the deep voice of a male cannot be changed by additional oestrogen.
“Very often the cosmetic result is reasonable, but individuals may still be identified as having undergone gender reassignment. In the individual who is very tall and muscular, oestrogen therapy will not change this to any degree,” he clarifies. “The other aspect is that it becomes impossible to bear children following hormonal replacement therapy or surgery. When trans women desire children, we recommend freezing sperm prior to initiating hormonal therapy.” Candidates on the waiting list for gender reassignment surgery, where a penis is reconstructed into a vagina, may wait for several years to go under the knife. Also the genitals following actual surgery may not be suitable for “normal” intercourse. The procedure is difficult and has multiple potential complications. Jacobs says several operations may be needed to deal with these problems. The State hospital is the only public facility in the country which offers this service. “For several decades, the occasional patients have been offered this treatment on an isolated basis,” he says. “It is only in the last few years that several patients are being treated in the combined transgender clinic. The purpose is to ensure patients receive comprehensive care by psychiatrists, psychologists, endocrinologists and plastic surgeons.”

RAMADAN is the ninth and holiest month of the Muslim lunar calendar. For Muslims, those 29 or 30 days are a spiritual exercise designed to bring them closer to God through contemplation and humility, but not without joy and festivities. They are required to abstain from food, drink and sex of any sort during daylight hours. However, they may indulge in all three at night. Ramadan is, in Islam, what Thanksgiving is in the United States – an extended occasion for socialising, celebrating and loving. Ramadan is one of the five pillars, or essential practices, of Islam. The fasting rule is not inflexible. Children, the infirm, the sick, pregnant women and sometimes even travellers are not required to fast. There’s also the matter of logic: what would a scientist working in the Arctic or
the Antarctic, for example, where the sun may neither set nor rise at all, depending on the season, be required to do? What would a traveller jetting from one end of the globe to the other, hurdling time zones while outlasting the sun’s normal rhythm for 24 hours, be required to do? In either case, Islam is not obtuse. The practising Muslim would fast in accordance with a clock he or she sets realistically, perhaps in line with the rising and setting sun on Mecca time. Ramadan does not fall on a specific date on the Gregorian, or Western, calendar. Nor is it determined scientifically, but by clerics’ observation, through the naked eye, of the first sliver of the new moon on the ninth month of the Islamic calendar. 100g flaked almonds Sugar and cinnamon to taste Method: Melt the butter in a pot. Add the vermicelli, cardamom pods and cinnamon sticks and stir over a low heat until the vermicelli is golden brown. Add milk and bring to the boil. Cook over a low heat until the lokshen is soft. Add sago and stir continuously until the sago is transparent. Stir in rosewater, sugar and almonds. Sprinkle with ground cinnamon and serve.

Zakat, often translated as “the poorrate”, is obligatory as one of the pillars of Islam; a fixed percentage is required to be given by those with savings. Sadaqa is voluntary charity in giving above and beyond what is required from the obligation of zakat. Muslims believe that all good deeds are more handsomely rewarded in Ramadan than in any other month of the year. Consequently, many will choose this time to give a larger portion, if not all, of the zakat for which they are obligated to give. In addition, many will also use this time to give a larger portion of sadaqa in order to maximise the reward they believe will await them on the Day of Judgment. In many Muslim countries, it is not uncommon to see people giving more food to the poor and the homeless, and even to see large public areas for the poor to come and break their fast. It is said that if a person helps a fasting person to break their fast, then they receive a reward for that fast, without diminishing the reward that the fasting person got for their fast. More time time to register register ANIMAL lovers now have until the end of this month to register their pets. The City of Cape Town has extended the original deadline of 31 July for automatic permission for extra animals to Friday 31 August. And there is no cost. Interaction with pet owners and animal welfare organisations have identified some confusion and concern on the registration. This, in turn, has resulted in a slowing of the registration process and thus the granting of automatic permission for animals in excess of the limits stipulated in the Animal Bylaw of 2010. This is despite the City having increased the permissible numbers previously legislated. The final deadline for the entire process is Sunday 30 September before law enforcement officers impose any penalties for non-compliance. Instead of buying an annual dog licence, pet owners are simply required to register all cats and dogs kept on their property.
Pet owners applying before 31 August for more animals than they are permitted for their properties will qualify for automatic sanction or permission. After this they may be fined for their excess animals and for pets without a chip, name tag or tattoo to identify them. Pet owners applying after this deadline can be assured their applications for more animals than permitted per property will never be unreasonably denied, but may involve inspections. The application process commenced on Tuesday 1 March. This process will help the City develop accurate information on the domestic animal population in Cape Town. Knowing the type, breed and other information will aid in animal welfare planning and budgeting. Owners of unregistered pets may be issued a compliance notice, which may be followed by a fine of R300. Failure to adhere could also lead to any unregistered animals being impounded under the Animal Bylaw.

A PROPOSED amendment to the national road traffic amendment bill could see the legal alcohol limit reduced from 0.05 to 0.02 grams.
The Road Traffic Management Corporation’s Ashref Ismail says alcohol is a major factor in road deaths. More than 65% of all major fatal crashes are attributed to alcohol consumption. DROP IT: Zandile Qumza agrees the percentage should be decreased. “It is good that the percentage will be lowered, but it should be 0.0 because drunk driving kills a lot of innocent people on the roads.”
DON’T DO IT: Ryan Africa believes drunk people should use alternative transport. “It is clear that, with the current percentage, they are still drinking and that won’t stop, even if the percentage is lowered.”

Cabral, a former professional futsal player and Brazil international, says the game is the secret behind the seemingly endless supply of world-class footballers in Brazil and the recent dominance of international football by Spain. “In South America and Europe futsal is the school of soccer. Primary school children are supposed to play five-a-side,” says Cabral. “It’s like the primary school of soccer, but in South Africa children go to 11-a side soccer at the age of seven or nine. They don’t go to five-a-side to learn the basics, like how to control, pass or score a goal.”
According to Cabral, Brazil have been playing futsal for about 80 years, while Spain have been playing for over 30. Andres Iniesta, Cristiano Ronaldo and Ronaldinho are some of the names to have honed their skills on a futsal court, and Cabral believes, should the game take off, Mitchell’s Plain could produce footballers of the same quality. “I’ve been in South Africa for five years and I have never understood how we can be number 65 in the world rankings with the talent here,” says Cabral. “If they understand that futsal is supposed to be for young and grassroots players, then I think in 10 years there will be players like Messi and Cristiano Ronaldo here.”

DESPITE being almost twice the age of most of his competitors, an 80year-old Athlone golfer can still claim to be one of the best in Cape Town.

Greenhaven resident Ishmail Adams first started playing organised golf in 1972 and has since grown into a legend of the game. Hadgie, as he is known on Cape Town’s golf courses, is still a level par golfer, with a handicap of just eight – less than eight years ago his handicap was only two. Adams says apart from his natural talent for the game, it’s his principles which make him such a good golfer. “I think golf is an art. It’s an individual sport. It could be natural talent, but I always say there are four Ds in golf – devotion, desire, determination and discipline. You have to have that. If you don’t have that in golf, forget about it,” says Adams. “Even the youngsters, they can outdrive me by 50m but I still beat them because my chipping and my putting is fantastic.” Adams got his first taste of the sport as a child at the Rondebosch Golf Course, near to his childhood home and his father’s business. Golf was part of his everyday life. “We
lived in Black River, so we walked from our father’s tailor shop onto the golf course,” says Adams. “And that’s how I started as a caddy. We didn’t have golfing equipment, so when we played on a nearby field in the afternoon we started with a bluegum seed and stick wrapped in wire.” After dropping the game as a teenager and finding it again as an adult, Adams quickly improved. During his golfing career he has won the Caledon, Worcester and Outeniqua opens, amongst many other trophies and medals. A regular player at the King David Country Club in Montana since 1980, he has hit three hole-in-one’s since then. The only tournament that has eluded him is the club championships. According to Donny Jurgens, secretary of the Cape Peninsula Golf Club of which Adams has been a member since it was founded in 1985, says Adams is special both on and off of the golf course. “He offers lessons to the members and juniors and often picks up juniors at their homes, without expecting anything in return,” says Jurgens. “He is always prepared to help. He sponsors prizes for the club. The club is part of him – that really makes him special. He is a life president of our club, which is a particular honour. Jurgens jokingly adds: “The only thing that we don’t like about him is the fact that he keeps on beating us.”

Family affair at annual challenge LIAM MOSES
IN CELEBRATION of Women’s Day around 2 000 people will take to the streets of Bellville for the annual Women’s Day Challenge on Thursday. The race will see women, men and children of all ages walking or running in either a 10km run or 5km fun run. It will start outside the Bellville Athletics Stadium and venture out onto the streets before finishing inside the stadium. Steve McCarthy, the race director, says the route has been designed to be fun for walkers
and fast for the more serious competitors. “For the front runners it will be quick and for people who want to go out there and walk, it is also an enjoyable route,” says McCarthy. “Coming back into the stadium it’s going to be festive. The top runners will do the 10km in about 33 minutes.” Although entries to the race are now closed people are welcome to attend to support friends and family, or just soak up the festive Women’s Day atmosphere. Since its inception more than a decade ago, the race has grown into a family event and often sees entire families entering year after year.

Marlene Munnik (60) is one of the less competitive entrants in the race and will be participating along with two generations of her family. “I take part just for the fun. My sister and I always walk with the children. It’s nice walking with my grandchildren – it’s like an outing,” says Munnik. “You meet lots of people. It’s my oldest daughter who gets us together to enter the race.” Munnik’s daughters and granddaughters will also participate.
