A decade after promises were made of a housing development for a vacant property on the border of Lansdowne and Hanover Park, a meeting will finally take place to discuss the way forward. This comes after a threat to “take over the land” was made by community leaders and frustrated backyarders after a clean-up of the erf over the festive season. Situated adjacent to the Lansdowne Corner Shopping Centre, the plot was earmarked for the construction of 195 houses in 2003. Government, business owners and the surrounding community apparently signed an agreement that the houses would be built along with the construction of the mall. In addition, the business owners would of-
fer financial assistance toward the community development and also grant each new homeowner R3000. The mall has been operating for the past two years, but plans for the housing development never got off the ground. Community worker Mario Wanza says business owners and government are “reaping the rewards of the shopping mall, but the community has been done a disservice because they were promised homes and have got absolutely nothing out of the deal”. “They have let the people down, so our plan is to get the land in the hands of the people so that they can decide what needs to be done there,” he says. Ward councillor Antonio van der Rheede and the Hanover Park Housing Scheme have since set up a meeting with the Provincial Department of Transport and Public Works to make it legal for the land to be used for

Department spokesperson Al-Ameen Kafaar says once ownership has been ascertained, the parties concerned can decide the best way forward. Fed-up Lansdowne locals are threatening to take the law into their own hands. This comes after the amount of prostitutes operating on Wetton and Lansdowne roads rapidly escalated over the festive season. Police attribute this to the intervention of a sex workers organisation which informed them that they cannot be harassed or arrested unless they are caught in the act. The young women seen standing on corners in skimpy outfits in an attempt to entice drivers are increasingly irking residents, who are now prepared to act if the problem persists. The prostitution issue in the area has resurfaced after a noticeable decline was reported late last year thanks to combined efforts from police, law enforcement and the Wetlands Neighbourhood Watch. But residents say they have seen “more young girls than ever before” on the roads in recent weeks. Albert Road resident Kent Witten (38) says the team did a remarkable job in addressing the scourge last year. “But I have definitely noticed an increase in the number of these girls coming into the area in recent weeks,” Witten says. Aggravated residents have echoed Witten’s sentiments, adding that something needs to be done or the community will start chasing the girls away themselves.

I feel sorry for the girls, but it just cannot go on like this,” she insists. “It has clearly become a problem that is not just going to disappear, so police need to get to the root it or we will have to take matters into our own hands.” De Vries says residents are prepared to confront the women suspected of prostitution and chase them away – a tactic which is currently proving futile for police. Lansdowne police spokesperson Constable Nkululeko Mnyaka says the girls have been informed of their rights by the Sex Workers’ Education and Advocacy Taskforce (SWEAT), who instructed them to take out interdicts against officers who try to arrest them. “All we can do is monitor the situation and try to chase them away,” says Constable Mnyaka. “We have visible policing and regular stop and searches throughout the day and night, but we can only arrest them if they are caught in the act.” Wetlands Neighbourhood Watch spokesperson Saawmiet Moos says while they have had success in curbing the problem in the past, it is proving more difficult to do so at present. “While we are trying very hard to curb it, the girls have been getting advice regarding their rights,” he says. “A few months ago we had many successes, but as you can imagine regular pa-

Shot in arm to fight cancer
One prick may save your daughter’s life. Statistics show that one in every eight women that die in South Africa are killed from complications as a result of cervical cancer. To help prevent this, provincial health minister Theuns Botha says the department’s health teams will be visiting all public and special education schools in the province during February and September to administer free Human Papilloma Virus (HPV) vaccinations. Almost 80% of cervical cancers are caused by this virus. If you are vaccinated, the vaccination helps prevent the infection of the virus from developing on the cervix. These vaccinations will be given to girls aged nine and older. Vaccinations will be done in two rounds. The first round will take place from Monday 17 February until Friday 14 March and the second round between Monday 29 September and Friday 24 October. During the next three years, the department will annually vaccinate all Grade 4 girls. Parents are being urged to ensure that they have signed and returned the consent forms which they will receive from the school that their child attends. No girl will be vaccinated without parental consent. The consent form will be sent to parents during the next few weeks and will only be given to those parents whose girls are eligible for the vaccine. To qualify for the vaccination, girls must attend a public or specialised education school, be in Grade 4, be nine and older by the time the campaign starts on Monday 17 February as well as have a signed consent form. Parents who would like to get their daughters vaccinated but do not meet the criteria can seek assistance from their pharmacist. The vaccination is available at pharmacies but a fee will be charged. According to the department, vaccination remains one of the most effective manners in which to prevent illnesses in children.

LANSDOWNE: SUSPECT ARRESTED NEAR SCRAPYARD
Mobile ‘copper thief’ nabbed

A man caught in possession of cut copper pipes worth over R2000 in Lansdowne has been arrested. The 22-year-old suspect was nabbed on his way to a local scrapyard last Thursday morning. Constables Glen Jasson and Patrick Cupido were on patrol when they spotted the suspect riding a bicycle in Wetton Road, where he was racing off with a big bag on his back. “They stopped the young man and asked permission to search him. The officers found 109 pieces of cut copper pipes,” says Lansdowne police spokesperson Constable Nkululeko Mnyaka. “When the officers questioned him, he gave three different explanations which then led to his arrest.” The copper pipes were confiscated and the suspect was arrested and charged with possession of presumed stolen property. He appeared in the Wynberg Magistrates’ Court on Friday. Meanwhile, two Malawian nationals were also arrested in the Lansdowne area in separate armed robbery cases on Thursday. In the first incident, a 25-year-old male is in custody after being involved in a business robbery at Silvertree Superette in Lansdowne Road. According to a police report, a shop assistant saw two males enter the store wearing hooded tops covering their heads. “They waited until the last customer left
before they closed the door and threatened the shop assistant with a firearm, demanding the cash in the till,” the report reads. “The suspects made off with R2500, cigarettes and airtime valued at R4500 and fled the scene in a maroon Nissan Sentra.” After reporting the incident, police tracked the car and it was spotted in Manenberg, where one suspect was arrested. Another suspect has been linked to the crime. Constable Mnyaka says the other two suspects are still at large and the firearm has not been recovered. “A case of business robbery was opened at Lansdowne police for investigation. The suspect appeared in court last week Thursday.” Another Malawian national was arrested after a robbery at Cake and Candy in Crawford. The 27-year-old man tried to escape along with three other suspects, but failed to do so after the shopkeeper tackled him. The other suspects fled on foot and the shopkeeper managed to retrieve R1000 stolen from the till. “A case of business robbery was opened for investigation. No shots were fired and no injuries were reported,” Mnyaka confirms. “The suspect appeared in court on Monday for a bail hearing. The firearm was not recovered and the three suspects are still at large.” Anyone with information that could lead to the apprehension of any of these suspects can contact the Lansdowne detective branch on 021 700 9000.

A new cellphone vendor has been appointed by council, which will allow consumers to now make mobile purchases via SMS after registering on www.itronenergy.co.za. Consumers will still be able to make mobile electricity purchases via EFT from www.prepaid24.co.za. In addition, consumers can register on www.mobilepower.co.za, where all credit cards and Standard Bank, Nedbank and Absa debit cards are accepted. Capetonians can also log onto www.ibuy.co.za to order electricity via the internet with their Mastercard or Visa Credit card. Those who prefer not to use technology can use a new service provider which will see scratch cards being made available at all petrol station forecourts. Point of service outlets will remain as is, with the existing service
providers re-appointed. The new contracts were awarded after the previous ones expired, explains Mayoral Committee member for Utility Services Ernest Sonnenberg, and the extra service provider was appointed to increase efficiency. “Should one provider experience technical issues, the consumer will have another option. Consumers will continue to be able to instantly purchase electricity from the comfort of their own home,” he says. There is no cost to the customer in the form of credit fees, Sonnenberg continues. “The only cost the customer carries when purchasing via their cellphone is the SMS fee that their cellphone service provider charges,” he says. User Lesley Marshal has been using cellphone banking to buy her prepaid electricity and is pleased
that more options have been made available. “It’s convenient and fast and I don’t have to go to the shop. My family has started taking advantage of it and now always ask me to buy electricity for them,” she says. Charmaine Jacobs says she will gladly switch to buying her electricity via her cellphone. “It would definitely help us because it is much quicker. Sometimes the shops are offline and then you have to pay the cost to travel to another shop,” she explains. “It’s also safer because if you run out of units in the evening or at night, you don’t have to walk in the streets, which can be dangerous. Prank calls cause frustration
The 107 emergency hotline received 27 536 calls in the first two weeks of December and over 30% of them were prank calls, authorities confirm. Pranksters are holding up emergency calls and could potentially rob someone with a real emergency from receiving assistance timeously. So says Mayoral Committee member for Safety and Security JP Smith. The 107 line is a single emergency
number for use by all people living in and visiting Cape Town. Call centre agents are trained to connect callers to the nearest relevant emergency service provider, such as the ambulance, fire, police or traffic service. Statistics show an increase of nearly 8000 calls in December 2012, compared to the month before and after. Medical emergencies accounted for 23% of the 57 406 calls fielded in December 2012 while prank calls
accounted for 36%. The number of prank calls increases during the school holidays, as children call from telephones at home and even public telephones knowing that it is a free call, Smith says. “Prank calls are nothing new. We also know that prank calls are not the work of children only, so I’d like to appeal to families and communities to help us by discouraging this kind of behaviour. Ultimately, it could save a life or lives.”

PHILIPPI: ‘NO’ TO DEVELOPMENT
Arable farming land saved
Growing concerns regarding the development of a portion of the Philippi Horticultural Area have been laid to rest. The provincial Department of Environmental Affairs and Development Planning decided not to approve an application by a development company, which hoped to build a housing development on the land. Philippi Horticultural Area committee chairperson Nazeer Ahmed Sonday was delighted to hear the final outcome and confirms “the matter is now put to bed”. “This is a victory for the people of Cape Town by the people of Cape Town, because that land can benefit so many,” he says. Sonday explains that the water and soil quality of the land proposed for development was preferred among the farming community. “It would have been very bad if we lost that piece of land because it is of real quality to farmers,” he says. The outcry started when the City of Cape Town decided to amend the urban edge of the land to allow for possible development. The erven in question is owned by private developers who were in the process of apply-
ing to build a mixed-use housing development in the area in excess of 5000 units (“‘Bread basket’ under threat”, People’s Post, 30 July 2013). Anton Bredell, provincial minister of the Department of Environmental Affairs and Development Planning, explains that the northern sector of the area should be the focus of an updated viability study. This may lead to the “agricultural viability line” being redefined in collaboration with council. “Such a review process may open the possibility of releasing some well-located agricultural reservation land for urban development, the scale of which remains to be determined,” Bredell says. He adds that one of the main reasons for turning down the application was that the land in the south-western sector of the area was observed to be productive and a provider of many job opportunities. “To release any more of the actively farmed land for development purposes would not be responsible governance by either the City or the Province,” Bredel says. Academy to polish rough diamonds LIAM MOSES @LiamCPT
ape Town’s rugby talent pool is expected to deepen following the establishment of new academy in Tokai. The Western Province Rugby Academy opened it’s doors last Sunday with the aim of developing rough talents into polished professionals. A group of 48 promising players will spend the next year engaged in the academy’s rigorous and thorough high-performance programme. While they will represent the academy in matches against junior provincial teams and other similar high-performance centres, managing director Keith Milner says the players will also represent local clubs. “We are filtering players back into the system, so when they are not playing for the academy team they will play for clubs,” he says. “We have already been in touch with the clubs; we told them it is down to them to pitch to the squad and the academy. We are not going to force players to play for any particular club, but we have stipulated that we are only considering Super League A clubs.” Milner says he expects the inclusion of the players in local clubs to increase the standard of club rugby. The academy forms part of the Western Province Rugby Union structures and will work closely with the Western Province Rugby Institute in Stellenbosch. The Institute was founded in 2007 and has produced several excellent players. Springboks Eben Etzebeth, Siya Kolisi and Juan de Jongh are all former graduates, as are Stormers Scarra Ntubeni, Frans Malherbe, Nizaam Carr, Louis Schreuder and Cheslin Kolbe. The academy was founded with hopes of replicating this success. But while the institute caters for only un-
der-19 players who spend just one year in the programme before either being professionally contracted or released, the academy accepts players between the ages of 18 and 21. “You may get a player who gets injured while at the institute, sometimes early on his stint there, and that ruins his under-19 year,” Milner says. “That player may have had the potential to step up to the professional ranks. We need to make sure he can stay in the system and in a high performance programme.” Milner adds the academy will also provide opportunities to “hidden gems” playing outside the top levels of school rugby. While the Institute’s 2014 intake included players almost exclusively from rugby strongholds like Paarl Gymnasium, Paarl Boys’ High and Boland Agricultural School or southern suburbs powerhouses such as Wynberg Boys’ High and Rondebosch Boys’ High, the Academy has also seen players from Steenberg, Fish Hoek, Camps Bay and Simon’s Town high schools selected. “We want to ensure that we (involve) players who ordinarily would not be on the stage where they would get recognised,” he says. “We know there is a hidden gem sitting in most schools. We have gone out and found players who have the talent, but need to be given the opportunity. The institute doesn’t have the time to put the feelers out into the schools.” Both the academy and institute players will follow the same programme and will train together at least once a week. Academy members will also receive life skills training from psychologists and business experts. Players who are not studying will also be enrolled in sports related tertiary programmes. Milano aim to recapture winning form
ilano United will hope to return to the summit of the National First Division this weekend but a win may not be enough. The Grassy Park side dropped points in a 2-2 draw against local rivals FC Cape Town over the weekend and were overtaken by Chippa United as a result. Now Milano will be rooting for FC Cape Town to pull off another upset in their fixture against Chippa on Saturday. Milano were expected to brush past FC Cape Town, who were languishing near the bottom of the table at the time. Things seemed to be going to plan for the Black and Yellow, who opened the scoring in the third minute. Brandon “Junior” Theron headed home from a well worked attack down the left by Ganief Stellenboom. The visitors soon replied through Siphiwe Gwala, with the striker giving Milano goalkeeper Tashrique Goldman no chance and

calmly tucking the ball into the right corner. Things got worse for Milano in the 25th minute when top scorer Lesvin Stoffels received a straight red card for a challenge on Jarrod Moroole. Despite being down to 10 men, Milano took the lead for a second time when Chad Robertson forced the ball over the line. The home side’s hopes of a memorable win were undone when super-sub Mpho Erasmus headed home late in the game. Milano United managed to maintain their unbeaten home record for the season, but dropped down to second place on the table. FC Cape Town’s Zaphaniah “Zeff” Mbokoma and Gwala both came close to stealing all three points in the dying minutes of the encounter, but Goldman kept his team alive to ensure a share of the spoils. Milano will hope to return to winning ways when they face Jomo Cosmos in Johannesburg on Saturday.
