BOUT half a dozen vagrants have made the corner of Albert and Lansdowne roads their home, much to the dismay of locals who believe they plan to make this quiet corner of Lansdowne “a second Flamingo Crescent”. Mattresses, blankets, trolleys and boxes of belongings are littered on the side barrier of the substation and residents say the area is “like a campsite” as the fairly young occupants sleep under the stars. Various complaints, including around-theclock noise, faeces on the pavement and public drunkenness since they settled in early in January, have been logged with the City of Cape Town but to date, the new locals are yet to be relocated. Jaynunisa Fredericks says she is deeply embarrassed by her new neighbours. “They have just settled down and decided that this will be their new spot. When I take my kids to school in the morning, they are up and about, drinking and airing their blan-

kets in the street. I even saw one defecating on the corner about a week ago. Isn’t that public indecency?” she asks. After she nearly knocked down a drunkard who had fallen from the pavement into the street, she decided that enough is enough. “I gave him a real telling-off, and asked him what he was doing on my corner. He said the road doesn’t belong to me, and that this was going to be his new house. Is this some kind of land grab? No man, I won’t allow this in my backyard. We have to take Lansdowne back.” Derrick Solomon, who walks down Albert Road daily en route to the station, says he is “lekker gatvol” of being harassed for money by the vagrants. “I first noticed them in Albert Road one morning in January, but I thought that perhaps they were trying to stop passers-by in search of a job. But when I started seeing mattresses appearing from nowhere, I phoned the council,” he explains. “I was told that my complaint would be passed on to the relevant officials but nothing has happened yet. Where’s the service delivery I voted for? The municipality is allowing

the bergies to take over Lansdowne!” But neither are as angry as Edwin Davies, who informed the council about his new neighbours in January. “I noticed them on 6 January and after watching them for a while, I phoned the City’s hotline to report it on 12 January. Two days later, law enforcement came to assess the situation, and promised to be back the following Monday to remove their belongings. I am still waiting for that truck to arrive,” he says. Davies continues that he is more upset by council’s “disinterest” in resolving the vagrancy issue in the area. “We have to walk past this disgusting health hazard when we go to the shops or to the public transport routes. My granddaughter has to endure this mess and stench early in the morning on her way to school. It is totally unacceptable.” Richard Bosman, the City’s executive director for Safety and Security, says law enforcement officers regularly remove, relocate or arrest vagrants in Lansdowne. “Unfortunately, most of them return to the area, or are replaced by other vagrants,” he explains.

Ward councillor Anthea Green says a clean-up of vagrant hotspots, including Albert Road, was planned for Friday, but owing to an altercation with a homeless person near Lansdowne station, the operation didn’t go according to plan. “However, law enforcement did report to Albert Road on Sunday, where they completed the clean-up.” When People’s Post pointed out that the journalist visited the site on Sunday evening and found everything as it was before, Green claimed it was “a perfect example of how the City cleans up and 15 minutes later the vagrants are back”. Bosman adds that the Displaced People’s Unit and the Department of Social Development are in the process of developing an integrated approach to “address the social issues on the streets”, across the city. tammy.petersen@peoplespost.co.za

eight months and rekindle the relationship. While their love was growing, Carla’s parents, Andre and Ronelle, decided to visit their daughter on the cruise ship for a vacation. This was the perfect opportunity for Lawrence to ask the Meyer’s for their daughter’s hand in marriage, even though it was the first time he had met them. Andre and Ronelle gave their permission and the lovebirds came back to South Africa to go on a vacation at the Kruger National Park. “We had a lovely outdoor dinner and everything was just perfect. Eventually, dessert was served but I grew suspicious after Lawrence kept telling me to not eat the dessert just yet.” Then Lawrence popped the question. “It was so romantic”, says Carla. The two are not sure whether they will live here in South Africa or in New Zealand. “At the moment, we are trying to get on another cruise together but if not, I will be moving to New Zealand,” the bride-to-be says.

The Athlone Subcouncil recently held a session where ward councillors shared details on how they are spending ward allocations for the current financial year. A wheely fine plan A skateboard park worth R300 000 is on the cards for Hanover Park. The recreational area will form part of a greater plan for a public open space which will encompass the field between Surran and Ryston Road, complete with trees and benches for those wanting to experience nature. The first phase of this project – the development of a skater-friendly area – is currently out to tender. Ward councillor Antonio van der Rheede says he intentionally chose to provide facilities for a “less popular” entertainment type so that youngsters can expand their idea of sport. “Soccer and netball always gets the lion’s share of development funds. It is important to broaden people’s perception of the different types of activities that they can get involved in. “I regularly see people skating in the street and walking around with their boards. With this, they will have a specific space in which they can be active, instead of doing it in an unconfined space.” He says that the park is part of a “massive project” to transform the current unconditioned piece of land and he hopes it will take less than three years to complete. “This is heavily dependent on funding, but I do hope the process won’t be long and dragged out,” Van der Rheede adds. A further R180 000 has been earmarked for various projects within the ward. From this, three organisations have

R20 000 will be used for job creation by improving the Hanover Park informal market at the terminus. Three locals will be employed to act as park attendants. As a treat for senior citizens, an event will be held before the end of the financial year. R50 000 will be spent on providing them with a top-class experience. A R70 000 grant-in-aid was given to the Owl Haven Shelter and R30 000 will go towards general road maintenance in Ward 60. R60 000 has also been earmarked for park maintenance. ANOTHER two children have been sexually assaulted, following a recent spate of child rapes in the Manenberg police precinct. Police are on the hunt for a man wanted in connection with the molestation of a three-year-old girl, who told her mother that the predator – who is known to the family – touched her inappropriately. “On Wednesday the toddler became ill and then revealed to her mother what had happened,” says Lieutenant Ian Bennett, Manenberg police spokesperson. “She was taken to the doctor and a case of rape is being investigated.” In a separate incident reported on Thursday, a man is wanted in connection with the sexual assault of two boys, aged five and six, who told their parents that their assailant had forced them to perform sexual acts while they played on a field at a Manenberg school. These cases came to light shortly after People’s Post reported on a spate of child rapes where four minors – aged one, six, seven and 15

– were raped in Manenberg, Tambo Village and Vanguard Estate (“Young lives shattered,” 7 February). In response, child protection organisation Safeline sprang into action to warn locals how to protect their children from sexual predators. The child protection body, which was established in 1988 to help young victims of abuse in disadvantaged communities, recently partnered with Manenberg police to find ways to combat the scourge. Rochelle Philander, Safeline’s director, says the programme will focus on giving children tips on abuse and what youngsters and their parents can do to protect themselves. Veronica Fourie, a community worker at Safeline, says parenting workshops will take place in the community and will focus on educating parents on what sexual abuse is. “They will learn what symptoms they should look out for and ways to better their relationship with their children to ensure they are the first to be told if any harm has been done to the child.

“The workshops will be open to all parents who want to attend.” For the children, Safeline workers have a “holiday programme” which is held at libraries every school holiday. “We teach them that they shouldn’t allow anyone to touch them inappropriately and that if this is done they should immediately tell an adult,” says Fourie. There is also the foundation phase programme, which is specifically aimed at Grade R to Grade 3 scholars. Social workers are present at all these programmes in case the children or parents want to report an incident. The pilot project of these programmes was done in Mitchell’s Plain last year after it was established that many children had been sexually abused. “It was successful and therefore we felt the need to roll it out in other areas which need assistance too,” Fourie adds. Cat poisoning investigated SHERISE DREYER

FOUR kittens were left orphaned after seven cats were poisoned, leaving the community of Hanover Park filled with shock and disgust. On Monday 6 February, Shafiek Gamiet was informed by neighbours that the stray cats had been poisoned. This happened after he fed them. According to Gamiet, the poison was thrown onto the roof of a nearby building. A community member suspects that the cats had been tricked into eating poisonous food as they would respond to anyone calling “kitty”. He called Gamiet when he found the cats in his backyard. “The cats were foaming at the mouth” says Gamiet.

Two cats survived the horrible ordeal – one male and a pregnant female. Cape of Good Hope SPCA Inspector Fagan Vollenhoven, who conducted an onsite investigation on Tuesday, says one of the seven cats was found dead and the remaining six were collected by another animal welfare organisation. A concerned resident said that she is sickened by people not looking after their pets. Anyone with relevant information can contact the SPCA on (021) 700 4158/59 or on 083 326 1604 after hours. Owners who suspect that their pets may have been poisoned must seek veterinary attention at their local vet, the SPCA or at the nearest animal welfare organisation and report the incident to the police station or the SPCA. Vouchers for those who pay bills on time THE City of Cape Town’s Mayoral Committee Member for Human Settlements, Councillor Ernest Sonnenberg, handed over vouchers worth R1 000 to six Housing Incentive Scheme winners on 9 February. The Housing Incentive Scheme is aimed at further encouraging all housing debtors in both the City’s housing rental and selling schemes to pay their accounts. It rewards those who pay their accounts regularly by giving them a chance to win prizes.

“The Housing Incentive Scheme is a great opportunity for us to be able to directly meet and liaise with our rental unit clients who pay their accounts regularly. Thanks to our efforts, there has been a definite increase in our cash collection for rentals. Many of the winners are indigent debtors and pensioners and we are pleased with the results of this campaign,” said Councillor Sonnenberg. To date, 90 debtors from across the city have each won R1 000 in Shoprite vouchers. Winners hail from:

Your SMSes Take a stand WHY is it that Lansdowne, once a middleclass area and now slowly becoming a slump, is being infested by prostitution, from early in the morning till late at night. And nothing is being done about it. Not long ago some community newspapers said that the area was being cleaned up, drivers who picked up these girls would be named and shamed (what a laugh). I would have thought that the moslem community would be the first to vent their anger at these transgressions. Now it has been alleged in a community newspaper that prominent moslem busi-

nessmen and leaders are picking up these women. Surely something can and must be done. I would have assumed that the women of Lansdowne (all areas for that matter) would have protected their men, but no, they walk around with their heads in the sand and the authorities are just as guilty. Living on Lansdowne Road, I have yet to see these girls being picked up by the police. I still feel that it’s the women of Lansdowne who should stand up and fight these intruders, because that’s what they are. They come from other areas to infest ours. Show them some compassion I WAS totally appalled when I read the article on Tuesday 17 January in the Peoples Post on “Homeless behind the reeds”. How can people be so heartless. As a Muslim, are you not taught to have compassion for your fellow man? That is what the Qur'an and Bible preaches. Instead of finding ways to help these people, you choose to badmouth them. How do you know that the person defecating in public never had any feelings of shame and humiliation? Just look at the circumstances these vagrants have to live under. I seriously doubt the claims that these vagrants are the ones breaking into houses. These people might be vagrants, but they are human as well. Writing such articles is humiliating and hurtful. We do not know why or how these people live on that open field. Who gives us the right to be judge and jury and imply that these people should be moved from there? How can you sleep at night knowing your fel-

ThirTEEN hours can make a change LILLIAN AMOS

THE City of Cape Town’s Council Chambers was brought alive on Saturday 28 January when 350 grade 11 learners from all over the Cape Flats met there for ThirTEEN hours. It is a lifeskills program that equips youngsters with the power of knowledge. The ThirTEEN hours programme takes place one Saturday a month, for an hour, over 13 sessions. This year there will only be six monthly seminars from

January to June. The program’s passionate cofounder, Baydu Adams, who used to be a programming assistant at Kfm and Heart fm, explains what the program is about. “It’s basically an interactive setup where we ask celebrities, sport stars, business people and many more to come and speak to the youngsters about issues not usually discussed with them. “We have sessions on career guidance, having a positive outlook on life, drugs, teenage pregnancy, how to conduct yourself in an interview, how to open a

bank account and various other issues that could help them somewhere along the line.” Baydu, who grew up in Mithchell’s Plain, knows exactly what it feels like to be a teenager on the Cape Flats. “What we want to do with ThirTEEN hours is show these talented youngsters that there is hope for them. You don't need to be a victim of circumstance, don’t be a statistic.” Asking adams how he and his partner, Babongile Dlamini came up with the idea, he says “We saw the struggles and wanted to make a difference by giving

back to the community. One day Babongile and I came together and penned our ideas. “We eventually came up with this concept and from there reeled in whoever we could, to try and help us in our quest.” Currently, the initiative is supported by the City of Cape Town and the Junior City Council. These two organisations transport the students from their schools to the life-skills programme, and provide snacks for them. Last year, Western Cape Premier Hellen Zille, radio personal-

Softball top man suspended MARK WARD

HE suspension of Noore Nacerodien by Softball South Africa has sent shockwaves through the sport. Nacerodien’s suspension comes just weeks after he was lauded for the successful staging of the Junior Women’s World Championship in December. Nacerodien headed the Local Organising Committee for the prestige event, which took place in Cape Town from the Tuesday 6 to Friday 17 December at the Turfhall Park Stadium in Crawford. Nacerodien said the action from the sports controlling body is a mystery to him and that he was notified via a text message. According to the message his suspension is due his failure to present a comprehensive report relating to the World Championship. He is also banned from all forms of the sport and was not allowed to complete his umpiring duties at the weekend. “The suspension comes as a shock to me. I did submit a report,” said Nacerodien. “Unfortunately I could not attend the 4 February meeting, but three delegates from the Western Province, who served with me on the LOC were given the report for

Is it not the responsibility of the organisation to first summons a member? Normal procedures then dictate that if the person in question fails to attend that meeting then should drastic action like this follow? I was not afforded that opportunity. “The banning has cast a shadow over me and has created suspi-

cion. I need to clear my name, and the national body has some explaining to do.” The sports controlling body SSA confirmed Nacerodien’s suspension in statement this week. “This serves to confirm that the general council meeting of the SSA, held on the 04 February in Kempton Park, has decided to suspend Mr Noore Nacerodien, the 1st Vice President of SSA and also the chairman of the LOC that organised the 2011 ISF Junior Women World Championship that took place in Cape Town during the 06 to 17 December 2011, from all softball activities until he has presented before the Council, the comprehensive report of the event. “The Council went further to reject his resignation as the 1st vice President of SSA until the above matter has been resolved,” the statement concluded. Denise Paulsen, president of Western Province Softball Federation and secretary general of the national body, refused to comment on Nacerodien’s banning order and referred correspondence to Guillo Marapjane, president of the national body. Nacerodien recently said he would be availing himself for the presidential race in August later this year, a position he held until 2008 when the incumbent, Paulsen, took over.
