wners of home-run businesses around the city are up in arms at a company going door-to-door to co-opt them to retain the firm’s financial services. They claim “inspectors” from DTB Trading are approaching them to register their businesses with the company, saying if they do not comply, their businesses would be shutdown. A home industry owner also alleges she was left with the impression DTB operates under the auspices of the City of Cape Town as well as the police as the business owner has a ranking commonly used by police. A tuckshop owner for 19 years, Sheila Holland alleges a DTB inspector told her Law Enforcement would close her business if she

did not sign up with the company. “I became worried as I have a license to run my shop. It was the first time I heard of DTB and having to register with them,” Holland says. “The inspector said the total cost of registration is R3200 – R500 deposit to receive a temporary permit and the R2700 balance over four months, before you receive a permit.” She further adds DTB inspectors have visited other home businesses in Retreat. “I’ve heard they’ve also been in Grassy Park, Mitchell’s Plain and Bonteheuwel,” Holland says. “I’m really afraid I will be forced to close my shop. I know a tuckshop owner in Parkwood Estate who closed her shop because she couldn’t afford DTB’s fees.” Holland questions whether the registra-

tion of home industries is being enforced by the City. “We don’t know if it’s legal. They’ve been targeting foreign tuckshop owners, too. If we don’t register with them, they’ve told us they’ll blacklist our businesses and close it.” Tuckshop owner Susan Fick is also concerned as she won’t be able to afford the DTB fees. Similarly hair salon owner Feroza Daniels says she nearly closed her business as she could not afford the registration fee. Local ward councillor Melanie Arendse says her constituents alerted her to DTB Trading’s presence in the community. “I went to one of DTB’s sessions at the Grassy Park Library and told people they did not have to register with the company,” she says. “They only need a City license – at R273

– to run their businesses. I also told them DTB’s Gregg Fick is exploiting them by creating a false impression of his role in the community. “Some people demanded their money back. Gregg refers to himself as senior superintendent, which gives people a false impression of what he does – and that he works for a governmental structure.” She says people who operate home businesses and live in City-owned homes should register their businesses with the Department of Housing. New home business owners also need to apply to the City. “Business owners who sell food need a health license, too,” she says. But Gregg Fick counters all claims saying DTB is a private company which assists people to register their businesses. V To page 2

ROAD SAFETY: HARSHER PENALTIES FOR DRUNK DRIVERS

T

he next time you take that first drink at a party, think again – that drink may just land you in hot water. And with the festive season, often referred to as the “silly season”, fast approaching, law enforcement authorities are out in full force in an attempt to keep Cape Town and our province’s roads safe and free of drunk drivers. The legal limit in South Africa for breath alcohol content is 0.24mg per 1 000ml or a blood alcohol limit of 0.05g per 100ml. In literal terms this equals two thirds of a beer or spirit cooler with 5% alcohol content; 75ml of red or white wine with an alcohol content of 12% to 14% per hour; and up to one 25ml tot of alcohol per hour for whiskey or brandy drinkers. Two drinks in one hour will more than likely put you over the legal limit. And the Automobile Association of South Africa (AA) continues to lobby for the blood alcohol concentration limit to be brought in line with world standards. “The crisis on South Africa’s roads demands a tougher approach. The AA has for some time proposed that the 0.05% limit be reduced to 0.02%,” says AA spokesperson Graeme Scala. “This allows some leeway for medications that contain alcohol, but still emphasises that one alcoholic drink puts you over the limit” Should you be caught driving under the influence of alcohol you could face up to six years in prison and/or be slapped a fine of up to R120 000. der the influence three years ago and asked to remain unnamed, tells People’s Post of his experience. “My wife and I were on our way home from a party, when we drove into a roadblock,” he says. “After speaking to me, the officer asked me to step out of the car. After some questioning, he instructed me to phone someone

to collect my car as I would need to accompany them to a testing centre for blood tests. I spent that night in the holding cells at a local police station.” The following day he made his first of many court appearances. “Over the course of the next two years I had a court appearance each month; with

each appearance the lawyer I appointed charged up to R1 500,” he recalls. “The case was postponed for several reasons, including a delay in the results of the blood tests, as well as a change in the state prosecutor.” After nearly 24 months, the case was finally closed and he was sentenced to 250 hours of community service within two years. “I am still doing the time for my unnecessary actions; it is something I will never subject myself or my family to again,” he says. “This was not only an expensive eye-opener for me, but my friends and family too.” And, Scala says, evidentiary breathalyser printouts are admissible as evidence in court. “If jail terms were handed down for drinking and driving, the public would become more sensitised to the issue,” he says. “The AA has also called for the fight against drinking and driving to be stepped up on a national level, with greater enforcement and wider use of evidentiary breathtesting machines. “Drivers who ensure they are sober will have nothing to fear, but those who drink will be removed from the roads before they can cause harm.” Richard Coleman, spokesperson for the City of Cape Town Traffic Services, says every driver has a responsibility when they drink alcohol and plan to drive thereafter. “If you have used any substance (which) could affect your driving ability, let someone who has not (had a drink), drive your vehicle. We charge them between R500 and R800. I’ve even accused the City of misusing fines towards foreign national business owners,” says Fick, who is named as DTB Trading’s provincial head on a social media website for professionals. Fick says business owners come to DTB to register their businesses. The company’s documents state exactly what their mission is. “If people don’t want our services, they don’t have to register with us. We want to be transparent. People pay a R500 deposit, after which they can decide if they want more of our services. Our fees are R3200, which include association fees, bookkeeping, mediation and accountant fees for three years.” Fick claims officials from the Department of Trade and Industry and the South African Revenue Services have attended their sessions. A freelance “inspector” for DTB says she believes in the company’s work, as it has

helped many foreign business owners register their businesses with the City. She met Fick four months ago when he came on to her property to register Bangladeshis living with her. “I collect the R500 deposits which I give to Gregg and business owners pay the balance into the account,” she says. “There have been so many disputes about DTB and their registration process.” Mayoral Committee member for Economic, Environmental and Spatial Planning Garreth Bloor confirms DTB is not contracted by the City, but says he cannot confirm whether other spheres of government may have contracted DTB. “Business owners and residents are advised to check for City identification when people come to their homes. Any City official who performs this kind of function carries their (City) ID card,” Bloor says. “It is not necessary for residents to employ Mr Fick to regularise their business in terms of the Zoning Scheme. They should visit their local planning office to apply for the land use application.” He says the City won’t just close down businesses but will “first assist” applicants.

COMMUNITY HEALTH: PARKS GET GYM EQUIPMENT

T

o encourage residents to practise healthy lifestyles an outdoor gym was installed at two local parks in Ottery. The equipment can be used by anyone at no cost. It was installed on the Greenfields Circle Park and Karg Road Park earlier last month. The parks now boast two blue and yellow equipment pieces, which was purchased through ward allocations. Shirley Hendricks lives near the park in Karg Road and says this was an unexpected and gracious gift to uplift the community and upgrade the neighbourhood. “It is almost like Christmas has come early this year. Our ‘new’ park is quite colourful and neat. With summer days approaching so quickly, I can see a hive of activity as children do what they do naturally, laughing, and having fun as they play in a safe environment,” she says. As a means to improve her constituency’s health, ward councillor Melanie Arendse says: “The one apparatus which can be used by six people cost R18 000 and the other R16 000 which can be used by two people. “This is something new for many residents, as people can not afford to join the gym. So why not bring the gym to them? “The equipment is easy to use and there are illustrations to show how to use each

machine. I urge everyone to try it.” Resident Memorial Fourie says the equipment rejuvenated community activity, 10 years ago there was not much for residents to do in Greenfield Circle. “I will definitely make use of it. It is right on my doorstep. I can also bring my grandchildren to the park to play while I exercise,” she says. Fourie says the residents who live in the crescent will ensure the equipment is well kept. “We will all take responsibility for what has been given to us. It is something positive that has been brought into our community and we should really be grateful.” Arendse says because the residents have taken it upon themselves to look after the park by regularly cutting the grass and even hiring their own private security to monitor the area, she thought the crescent would be ideal to set up the equipment. “I thought this is an ideal place to have the equipment installed because I know they will look after it, in the same way that they take care of their properties,” she says. Arendse says she is looking at other parks in the community where the equipment can be installed so that more people will have the opportunity to forge healthier lifestyles. Karg Road resident Alvin Oliver is thrilled at the new addition to the park. “It is inexpensive and instead of paying for a gym contract we can use the equip-

ment for free,” he says. “I have noticed more and more people coming to the park which means they are becoming more active, which is good to see.” Oliver says normally children from the area play at the park without any supervision. But this has changed because of the fitness equipment. “Now there is always an adult or two monitoring the kids in the park. This will ensure that children do not damage the equipment or hurt themselves while using it.” He says the local neighbourhood watch has also taken it upon themselves to monitor the park daily, to ensure no one damages the property. “We are very proud of our community, especially our park. It is really important for us to make sure we take care of our surroundings.”

‘Whites only’ advert irks

T

he South African Human Rights Commission (SAHRC) is investigating a Cape Town job advertisement only seeking whites as applicants. This after recruitment agency Quest posted a job advert stating only white men need apply. The advert sparked a flurry of outrage on social media sites, with Quest being accused of racism. Quest denied accusations of racism saying its clients decide the job requirements. The SAHRC said it was also investigating another advert, “Algemene Werker slegs blankes” (“General worker whites only”). The SAHRC says they condemn such advertising. MONIQUE SWART says she deals with similar ad­ vertisements almost every day. “For me the ad­ vert was racist. I work in BEE and these are the kinds of things I deal with daily. Even if the advert was about blacks, people were going to raise questions.”

VELISWA QALO says it would not have been the same reaction if the advertisement was for a black man. “I am over apartheid, but many will find it offensive when they see an advertisement like that. They are still living in the past, not knowing that they are doing the same thing.”

NICKY DAMON says he was offended by the ad­ vert and wants equality to reign triumph. “We all deserve a fair chance. They should focus on quali­ fication, not race. We are over apartheid. To me the advert was racist. I’m happy they removed it.”

BRIAN KOCK says the advert is taking us back to the old South Africa. “I do not understand why they should say ‘only white’ or even black for that matter. I can’t think of anything a white man can do that I cannot do.”

RADE MAKHUVHA says people are still stuck in apartheid and does not think the advert was rac­ ist. “I have seen lots of job advertisements saying they are only looking for a black man. I ignore them and look for something I’m qualified for.”

ZAIN GALLIE believes racism hasn’t stopped. “We don't have equal rights. What counts for one per­ son should count for another. When I see an ad­ vertisement like that I feel criticised and ashamed – as if I have no place in this world.

FABIAN HENDRICKS says he is offended by the advertisement. He believes jobs should be allo­ cated on education. “It should depend on what qualifications one has and not your skin colour. It’s racist and I don't like it.”

Mass protest against drug merchants ASTRID FEBRUARIE @FebAstrid

P

arkwood residents took to the streets in a peaceful march against drug dealing and gangsterism. More than 200 people united in the protest on Saturday 2 November and marched on the homes of alleged drug merchants, chanting: “stop selling drugs”; “no more shootings” and “stop the gang war”. Ward councillor Melanie Arendse says although only a few felt comfortable with walking up to a suspected drug dealers’ homes and confronting them, residents acknowledged the importance of confrontation. “We stood together to ensure the drug merchants knew residents are no longer going

to sit back and watch them destroy their community,” Arendse says. “Although there was not a huge police presence, residents who were not afraid to be seen and heard joined us in our efforts to warn these alleged drug dealers.” Arendse says drug merchants need to know that if drugs are found on their premises they will be evicted from their homes. “We cannot allow these individual to operate in our communities. Residents are adamant that they need to get out or stop their criminal activities before more people get hurt or killed,” she explains. The sentiment from the community is one of determination, Arendse says. “They want to continue to stand up against the drugs and the gangsters. Mothers, fathers and youths came out to show

their support and won’t stop until they see a difference,” she says. She further hopes this march has made an impact on the community. “We will have to wait and see in the next couple of weeks if speaking up is going to change the mentality of these gangsters and drug dealers.” Arendse urges residents to contact the police if they have any concerns and if they see any suspicious behaviour. “I want to encourage people to take action. We cannot be passive and wait for something to happen if we do not stand up and speak up.” Youth leader Cantona Matthews said he was happy to see many of the area’s youth joined the march. “This showed me that they, too, are tired of living in fear and want things to change. We can only overcome the challenges we face if we all work together,

which we did at the march,” he says, urging them to not indulge in the gangsterism and drugs. “If we are able to change the mentality of just one person. it is possible to change many more. We will continue to raise our voices until we see a difference,” Matthews says. Philip Bam, chairperson of Logra Civic was impressed with the community for standing their ground and for directing their messages to the drug dealers and gangsters. “The message to the criminals was clear: ‘cease or leave’,” he says. Bam said the march was for the social well-being of the residents. “It was not a political event, but an event were people of all ages and religion could join hands and speak out. I will keep on appealing to the public to continue standing up for their rights.”

FITNESS WITH A CAUSE: Zumbathon with a Cause was held at Rhodes High School in Mowbray on Saturday 2 November. The event, hosted by Mr Fitness Universe Llewellyn Cordier, doubled as a Guinness World Record attempt to have the most number of people practising Zumba for 90 minutes. While the current world record, set in India with 6671 participants, was not broken, the event also served as an awareness campaign for abuse, rape and domestic vio­ lence. Land for housing ‘scarce’ in the Cape

t’s not about whether there is adequate land, but whether there is enough money. This was the reaction of the Western Cape Department of Human Settlements to allegations that the department does not use the land available for housing. These allegations were made during a chaotic protest led by Andile Lili in the city centre last Wednesday. Bruce Oom, spokesperson for provincial housing minister Bonginkosi Madikizela, explained that the department receives a “limited budget” from national government, which is then channelled to municipalities. He said land cannot summarily be developed without enough money. Lili has alleged there is land in the vicinity of Canal Walk which Transnet had made available for development, but that the department did not want to use it. Oom said the department does not know of such an offer, and the department and the minister could not respond to vague state-

ments. “Should we get a specific address or erf number, we would have a clear answer,” Oom said. Lili and the parade’s other leader Loyiso Nkohla was part of a group who met with Madikizela on Thursday 10 October when it was agreed a revised memorandum would be provided. “But nothing was supplied,” Oom said. He also said land around Cape Town is scarce, and much of it cannot be developed as it is prone to flooding or there are already many people occupying it, making it difficult to relocate them. Last week Madikizela said he understood some protesters have legitimate grievances. “My department is committed to solve it, but we cannot have political agendas detracting from the real issues,” he said. “The fact that the leaders of the previous march failed to supply my office with a memorandum with more information, in spite of an undertaking to do so, and instead threatened to ‘bring the city centre to a halt’, indicates the march is nothing more than political posturing.”

The aim of this initiative is to create awareness about tobacco addiction and the detrimental effect it has on the body. The numbers say it all – tobacco kills at least 44 000 South Africans every year and 5.4 million people worldwide – 10% of whom die from complications arising from second-hand smoke. New venue for Summer Festival T

he Voice of the Cape’s annual Summer Festival has found a new home at Vygieskraal Stadium in Athlone. This year’s festival – from Thursday 5 to Sunday 8 December – is themed Celebrating 91.3fm to mark the radio station’s longawaited move to a new daily, independent frequency. People’s Post is the print media partner of this event. The festival attracts between 30 000 to 50 000 visitors every year and is the biggest community festival on the social calendar. After six years at the Cape Market in Epping, the move to Vygieskraal has been welcomed. The new venue is not only central in location, but is situated in the heart of where VOC’s listenership resides. Vygieskraal Stadium is on the public transport route, making it accessible to a large group of festivalgoers who use public transport. Achmat Jacobs, chairperson of the Board of Management of the Muslim Broadcasting Corporation (MBC), says this year’s festival is one VOC is bringing to its listeners. “We’ve made sure that stallholders, service providers and festivalgoers will enjoy all that the festival has to offer,” Jacobs says. Festivalgoers can expect a weekend of fun-filled activities such as musical performances, sports tournaments, fun rides and a tea garden. VOC listeners will be able to meet their favourite presenters, as the station will broadcast from the event the entire week-

end. A variety of delectable food will be on offer and flea market lovers can find everything they need at the souk stalls – from clothing to jewellery, perfume, music, books and toys. There is also a corporate exhibition, where shoppers can find innovative new products. The set-up of the festival will be completely different this year, allowing stallholders to receive equal exposure. This year’s festival will have a huge focus on sports and enthusiasts can look forward to cricket, rugby and soccer tournaments, which highlights up-and-coming sporting talent. Parking arrangements, traffic flow and other logistics will be made easier by the City of Cape Town. The festival organisers have aimed to keep the event as affordable as possible, so entry fees will remain unchanged. Tickets cost R20 for adults. Pensioners and children under the age of 12 pay R10. All-day parking costs R10. The festival was initiated 17 years ago and remains one of the most important fundraising projects for the community radio station. This year, VOC celebrates 18 years of broadcasting. VOC is situated in Salt River and broadcasts to the Cape Town Metro area on 91.3fm. The station’s two other frequencies are 95.8fm in the Boland and 90.9fm in the Two Oceans area. VOC also broadcasts internationally via audio-streaming on www.vocfm.co.za.

aseball is booming in Grassy Park thanks to the hard work of a local club. The Devonshire Baseball Club, based at Fairmount High School, runs a development programme that has seen children from several schools in the area take up the sport. Ivan Gabriel, public relations officer for Devonshire, says the club has already “seen significant results”. “We have seen kids nobody even considered would be selected for Western Province baseball teams, flourish,” he says. “Earlier this year one boy came to baseball practise on a Friday for the very first time, not knowing a thing (about the sport).

He was such a natural that we sent him for trials the very next day and he (was selected for) the Western Province under-10 team.” The development programme sees Devonshire coach baseball at Fairmount High School and Montague’s Gift Primary. A league has also been started with Montague’s Gift playing matches against De Duine, Grassy Park EC and Sid G Rule primary schools every Wednesday. A structured league has not yet been formed for the high schools, but Fairmount and Grassdale High play matches every Tuesday and Thursday. The programme is run in partnership with the City of Cape Town and the provincial Department of Cultural Affairs and Sport, with the City maintaining the field and province paying stipends to some of

Every game we play, each team needs new ball and it costs R90. So we spend over R500 on balls every Saturday. Without that equipment we would have had to turn kids away.” The club will also host a golf day at Kuils River Golf Club on Tuesday 15 December.
