Hunt for missing mother JUANITA WILLIAMS

A MISSING person alert has gone out from The Pink Ladies for Stella Caroline Cooper (63). She is believed to have left her house in Grassy Park on Saturday 13 October at 17:00 and has not been seen since. Cooper, who lives in Johnson Road, near Princess Vlei, didn’t take a handbag or her ID book with her. Cooper is a diabetic. Her insulin is still at home in the fridge, and she

hasn’t been in good health recently. She is described as short with brown eyes and was last seen wearing blue jeans, black boots and a red and white top. On the Friday before she went missing, Cooper went to visit the Old Mutual where she used to work. Juanita Kleinsmith, of Grassy Park Police, says they have checked all the hospitals, and spoken to family members and friends but no-one has heard from Cooper. They are anxious to hear from anyone who has seen her.

A visit to shopping malls will confirm that we’re a mere eight weeks away from Christmas. Visual evidence such as gift wrap, gift ideas and stores festooned with festive decorations entrench this. Some of our smart friends have already bought presents for their loved ones, months in advance, in some cases. They’re the people who work well with their cash – emphasis on cash. The alternative is credit which may not be the best route, but a necessary evil at times. Despite our upbringing and the multitude of lectures our parents gave us about the dangers of buying on credit, most of us have had to go this route at some point. We can of course justify our actions when

it comes to what is termed “good debt”, namely our homes and cars, which few can pay for in cash. In fact, raising the deposit on a house or car is a tall enough order for most. A house is an investment and we need a car for work – it’s as simple as that, we reason. But, as we contemplate our income and expenses between now and the festive season, it might be a good time to spare a thought for those less fortunate. Various initiatives are already underway to ensure that almost everyone has a joyous holiday, with the guarantee of a meal on Christmas Day and the joy for children, especially, of unwrapping a modest gift. Please support the efforts of the hundreds, if not thousands, of people and organisations working tirelessly throughout our beautiful,

world-class city to make this a truly joyous Christmas – a day from which nobody should be excluded. It doesn’t matter which faith we belong to and whether or not we celebrate Christmas. Each of us has the capacity to care. Link up with a good cause and give as you can; whether it’s volunteering your time at the SPCA, offering to help out at a children’s home, buying a toy for a needy child, handing out a few loaves of bread in an informal settlement or making a contribution towards a Christmas meal for those who cannot afford it. Helping to cook the meal also goes a long way and it is over the festive season that there is a dire need for volunteers. It’s sad to see the amount of waste from an average household – specifically food that is thrown away, and the mountain of cans stocked in people’s pantries. I’ve seen a huge box, installed at an office for a very good cause, remain empty for weeks. Not a single donation of canned food has found its way into this box, despite a public appeal for support of this worthy cause. Yes, we should enjoy our hard-earned money, and the pleasure of doing that may well be enhanced by a charitable deed. ’Til next time, go well! Fertile plan for Philippi PUNTED as “groundbreaking”, a plan – if approved – will offer a “win-win” outcome to the broader Philippi community. This is according to Nazeer Sonday, an emerging farmer in Philippi. The plan has been put forward by a group representing the Schaapkraal Civic and Environmental Association (SCEA), the Schaapkraal Developing Farmers’ Association (SDFA) and the Highlands Ratepayers’ Association (HRA) “This is a united vision. We worked together on this plan, which we believe is groundbreaking,” says Sonday, secretary of the SCEA and the SDFA. In a previous report (“Farmers fear the future”, People’s Post, 9 October), Sonday highlighted the need to the keep the Philippi Horticultural Area (PHA) agricultural. The main reason for this is that Philippi farmers contribute substantially to food security in the region. With about “50% of Cape Town’s fresh produce” coming from Philippi, Sonday said: “Much of the food – about 20% – is going into the spaza shops and small shops on the Cape Flats ... and, because it is very close to where people are living, the cost of transport is minimal.” Sonday argued that producing the food “on the periphery of Cape Town” would “quadruple the cost” as increased transport and production costs would have to be factored in. He, however, points out that the plan encapsulates a vision of what the PHA could look like – if they get the green light from the City of Cape Town. The farmers have walked the plans through the various levels of local government. The PHA plan offers a win-win outcome to a cross-section of parties – from the farmers to people living in informal settlements who could become potential home owners, as well

as industry and commerce, which include tourism options. Responding to an SMS sent to People’s Post in which a “Philippi farmer” complains of “farmers struggling to survive with theft taking place”, Sonday says: “Most farmers are in the same boat. Who is hit worst? Emerging farmers. But we are working proactively to find a solution – and that’s this plan.” Their plan will aim to address the issue of crime. “Crime is a symptom,” he says. “People resort to crime out of desperation. Depravity is causing crime. We needed to find innovative and creative ways to deal with it and cater for everyone’s needs.” The plan maps out potential opportunities for integration of “local ecology, housing, agriculture, smallholdings, industrial and commercial activities”. These include turning the major artery of Strandfontein Road into an economic corridor stretching from Baden Powell Drive to the N2; establishing the first Bus Rapid Transit (BRT) road on the Cape Flats; and creating a “main road” with a commercial corridor which is supported by a mix-use higher density housing zone. It is hoped Strandfontein Road will become a vibrant route which will integrate living, working and leisure opportunities. It is envisioned that this economic route will attract private and public investment through commercial and housing developments; improve socio-economic conditions

of locals; create sustainable jobs; reduce crime; improve policing; attract tourism; and improve access to and enhance recreational and conservation spaces such as Zeekoevlei, Rondevlei Princess Vlei and the Strandfontein coastline. The plan will offer “a unique tourist potential and asset” in which locals and foreigners can visit a working vegetable farm, visit the wetlands, and experience Cape Flats hospitality. Challenges to the wetlands, as outlined by the PHA, include lack of sewerage and storm water drainage in the housing estates; expansion of informal settlements; illegal dumping; and development pressure. The wetlands is habitat to 95 plant species, 80 birds species, seven reptilian species and four amphibian species. It also “recharges the Cape Flats Aquifer”, an important future source for drinking water for the people of Cape Town and for irrigation of food crops in the PHA. As the “last remaining naturally occurring wetlands on the Cape Flats”, the PHA wetlands is ideal for bird watching, the biggest sport in the world attracting world tourists.

Guy Fawkes day is celebrated annually on this day. Throngs of crowds head to areas designated for setting off fireworks, while others get in on the fun by pelting others with eggs and smearing fellow-revellers with toothpaste. The day is named for the Englishman who planned the failed Gunpowder Plot of 1605 in England. People’s Post interns Luzuko Zini and Tarren-Lee Habelgaarn asked readers if they felt celebrating the event was still relevant in Cape Town. They also took the photos. SPORTS: Nazeem Cupido says it is “too much fun” to not celebrate. He and his friends enjoy shooting fire­ works and throwing paint at people. “We have a lot of fun shooting fire­ works and going to the beach.”

UNNECESSARY: Kevin Ashton says Guy Fawkes is a waste of time and there is no relevance to celebrating it in South Africa. He adds that it is very harmful to animals. “People don’t realise the effect it has on ani­ mals. It is a hazard and has nothing to do with us.”

DANGEROUS: While it is very dan­ gerous Lorezene de Wee says Guy Fawkes is still a lot of fun. “My friends and I have gotten hurt many times playing around with fireworks, but we still look forward to Guy Fawkes every year.”

The SPCA advises residents living in areas where fireworks will be discharged to: . Ensure that all your animals have identification such as a micro-chip or a dog tag; . Stay at home with your pets; . Keep your pets inside and in a room that is safe and secure; . Try and mask any noise by drawing the curtains and playing calming music; . Put familiar and comforting things around the pet; . Give your pets a nutritious and balanced meal at night as it is likely to make them more sleepy; . Give them something to chew on – a chewy bone or catnip toys for cats; . If you suspect your pet will react badly to fireworks, then seek professional advice from your veterinarian who may prescribe a sedative to help them cope.

Vagrants read riot act at library TASMIN CUPIDO

THE enclosure and beefed-up security at the Grassy Park Transport Exchange in Victoria Road will address the “endless” vagrancy issues. This is according to Ward councillor Shanen Rossouw, who says she has been inundated with vagrancy complaints since taking up office in April last year. “Youths who clearly come from dysfunctional families and have inherent anger issues inhabited the Victoria Road Transport Interchange on the side of the Grassy Park Library,” Rossouw says. “Commuters, patrons and staff of the library were robbed and were in fear when the

youth threw bricks at each other. Fortunately, with the intervention of Grassy Park police, the Metro Police and Law Enforcement, no members of the public were hurt.” Rossouw approached the City of Cape Town’s Department of Transport, Roads and Stormwater for funding. “This was ongoing and became tedious, as I needed to call in enforcement personnel on a regular basis. It is in this regard that I called on the department for funding to fence-off the area, as well as the implementation of 24-hour security surveillance at this site.” Philip Bam, chairperson of the Lotus River, Ottery and Grassy Park Residents’ Association (Logra), says the organisation welcomes the fencing of the area.

“I left home because there were problems at home and I didn’t want to stay. My mommy comes around sometimes, but I don’t want to be with them,” he said. Mughammad Dollie, chairperson of the Friends of the Library, blamed the lack of shelters and rehabilitation centres in the area. Rossouw encourages the community to report vagrancy by calling her on 078 129 1270.

However, he says the fencing of the area should not restrict public access. “We have received complaints about unsocial behaviour and gambling,” Bam says. “This was due to the lack of law enforcement in this particular area. What concerns us is that the entire suburb cannot be fenced in like a prison. There needs to be set times that the facility will be open.” People’s Post previously reported on complaints of loitering, harassment and intimidation (“Vagrants scare away library patrons”, People’s Post, 12 April 2011). At the time one of the vagrants, Jade Sampson, told People’s Post that he keeps watch over the cars in the parking area and sleeps at the library.

Healing the hood through dance GRASSY PARK’S son of hip-hop Emile YX? will launch his fourth solo album and embark on a tour of 30 communities in the province during November. The tour will see the reality TV show judge performing and sharing his story, in celebration of 30 years of hip-hop in South Africa. The tour commences on Sunday 4 November. The album, Born and Bred on the Cape Flats, features collaborations with local and international artists from Sweden to Australia, as well as at duet with teenage girl from Mitchell’s Plain and boys from Lavender Hill, Lotus River and Khayelitsha.

‘No’ to liquor licence

THE Rondevlei Subcouncil has not supported the on-consumption liquor licence application for Fuzion Latino Cafe Lounge in Gorlay Road, Ottery. This comes after the matter was discussed at the monthly subcouncil meeting on Friday 19 October. According to the subcouncil chairperson and Ward councillor, Monty Oliver, the subcouncil opposed the application unanimously. “The application was opposed because Fuzion is situated near public amenities, such as a school and a church,” Oliver comments. “I have also heard complaints about high noise levels, but I cannot vouch for that as I do not live in the area.” These complaints, he says, were made by residents living near the facility, as well at the Ottery Civic Association.

People’s Post previously reported on the application, after the Association vowed to fight the approval of any further liquor licences for bars or clubs in the area (“Liquor licence: fight on”, People’s Post, 28 August). At the time Fuzion owner Nigel Heldsinger told People’s Post the previous occupants of the premises Fuzion now occupies had a liquor licence for 16 years, adding he moved to that location as it is in an industrial area. But the organisation remains adamant to oppose any liquor application, says deputy chairperson Yvonne Adams. “Fuzion has been around for a while, although they have moved premises once or twice,” she says. “We question how they could be operating without a licence all this time. There just seems too many irregularities in the process, as we have opposed several applications, but the licences are always granted.” Adams also says there are more than seven liquor outlets, including restaurants and pubs, in the area.

expiring and would not be renewed, as the landlord was selling the property,” Neilson says. The City’s lease expires tomorrow (Wednesday 31 October). Neilson adds, after consultation with the tenant, the City decided to search for “alternate, suitable, City-owned premises” to which the facility would relocate. “We were not successful in finding alternative premis-

es,” he says. “We will be looking at City-owned buildings which will be built in Retreat in the near future as well as shopping malls into which we could possibly relocate.” Meanwhile, the City encourages motorists to visit the Plumstead, Wynberg, Fish Hoek or Strandfontein facilities. Council housing hassles addressed IN A BID to streamline and modernise the payment and management process to council property tenants, the City of Cape Town will improve certain aspects at their housing offices across the metropole. This will see these offices and housing directorate depots revamped to change their presentation, as well as systems, policies and procedures improved. Backlogs in service delivery relating to transfer of tenancies, unlawful occupation, debt and indigent grant management, contravention of lease agreements, and anti-social behaviour will also be tackled. House visits will be conducted to establish any contraventions to the Agreement of Lease, update occupant circumstances and conditions of the dwelling, as well as determine any “rent racking” and the existence of informal structures. Confirmation that lease agreements exist for all legal tenants to ensure compliance with and accountability to the conditions will also be looked into. These interventions are necessary to im-

prove service delivery within the housing directorate, Mayoral Committee Member for Human Settlements, Ernest Sonnenberg explains. “The directorate manages approximately 43 300 rental units, 21 203 home ownership agreements, 11 000 hostel beds, 11 old age complexes, 2 983 site and service plots and 200 special leases from 38 decentralised housing estate offices, five sales offices and 16 maintenance depots across the city,” he says. “Modernisation of our existing service was deemed a top priority to improve the services we provide to our clients,” adds Sonnenberg. Other planned improvements include customer service at Housing Estate Offices and an effective maintenance programme to ensure the sustainability of the public housing stock. Sonnenberg adds: “Implementing these interventions will not only assist us in offering efficient service delivery, improving control measures, instilling good governance and building good relationships, but will also increase revenue collection to the City.”

THE Cape Town World Music Festival is an accessible inner-city music festival and will be held on Friday 9 and Saturday 10 November. Cheap justice? IN ONE case the wheels of justice have come to a halt. President Jacob Zuma has withdrawn his lawsuit against cartoonist Jonathan “Zapiro” Shapiro. The Zapiro cartoon, published by a Sunday newspaper in September 2008, depicts the president with a shower on his head and his pants undone. “Lady Justice” is pinned down by former ANC Youth League president Julius Malema, Cosatu general secretary Zwelinzima Vavi, SA Communist Party general secretary Blade Nzimande and ANC secretary general Gwede Mantashe, all saying: “Go for it, boss”. Zuma had, at the time, been acquitted of rape. He also had a long-running battle against corruption charges with Thint, a French arms company. The corruption charges have been dropped as the National Prosecuting Authority reportedly said there was recorded evidence of interference in the case. The R5m lawsuit – first reduced to R4m with the impairment of dignity aspect dropped, then reduced to R100 000 for defamation and an unconditional apology – has been going since December 2008. It was withdrawn yesterday. Presidential spokesperson Mac Maharaj said Zuma wanted to avoid setting a legal precedent which could limit “the public exercise of free speech”. Zapiro has called it a “great victory for freedom of expression, satire and for comment”. The political power play cannot be ignored. Political figureheads are fair game for the media. These may all be true. Putting aside the issues of freedom of expression, the imagery of the rape of Lady Justice leaves a bitter aftertaste. Perhaps without intending to, the cartoon may be seen as transcending good taste. What does the cartoon say to any woman who has ever been violated like this? This country has a very high incidence of rape – committed by men of all backgrounds. Making fun of politicians in this way may reverberate with the sound of a hollow victory after all.

Bring back the dog unit OUR men and women in blue need every available resource at the disposal of government. They also need police management to assist them in (fighting) this scourge of crime. Criminals need to be reminded that, when it comes to resources, the police will put all it has – to divide barbarism and civilisation – in the front line. Where are our dog units? The dog seems to have dwindled to almost extinct status. No wonder our (police officers) are struggling, because the canine unit is not being maximised. When I was a policeman the canine unit’s presence and sound (barking) had a preventive presence on the crowd or individual criminal element. It also had an en-

couraging affect on my colleagues and I. In our violent strikes, unruly crowd control or gangsterism recently, I did not see any dog unit presence or assistance. If there is some or other law or regulation that restricts the use of dogs, then the law must be changed and adapted to assist the hardpressed police. The law must be seen to be assisting our police to the detriment of criminals. Bring man’s best friend with his trained professional back on our streets and neighbourhoods, so that top management can announce they are applying every available source to keep the blue line strong and ever present. Every drop of water on the planet has been recycled millions of times and has been through the bodies of many people and animals on its way to our taps. how fortunate we are that we have safe water on tap and do not have to collect it from a stream and purify it ourselves. Walking the talk to raise funds LIAM MOSES

INSTEAD of throwing a party, a Mitchell’s Plain community worker will celebrate his 50th birthday by tackling a 50km walk to raise funds for charity.

Keith Meyer, from Strandfontein, is founder of Making an Impact Through Sport (MITS), an NGO which provides extra-mural sport and physical education coaching at several schools in Mitchell’s Plain. On Sunday 11 November, the day after he turns 50, Meyer will walk the Discovery Cape Times Big Walk in hopes of raising enough money to send at least one of the organisation’s 10 unpaid volunteers on a coaching course. “The funds are so that we can pay towards the training of coaches for either a qualification in sports management or coaching science,” says Meyer. “They help the community and now they can get something back from the community. Hopefully it will create job opportunities or open doors for them as coaches.” MITS runs the mandated curricular physical education programmes at 10 schools in Lentegeur, Portlands, Tafelsig and Rocklands and also provides coaching for soccer, volleyball, softball and other sports. The organisation works with up to 1 000 pupils at each school every week, and also runs the Mitchell’s Plain girls football league and other regular sports events for children from all the schools in Mitchell’s Plain. All the programmes are run by local volunteers, as well as volunteers from European countries such as the Netherlands and Germany. Meyer says he hopes the courses will help to make the local volunteers more employable. “Some of them are fortunate in that they receive stipends from the schools. The schools are able to generate the income and are able to assist some of the volunteers,” says Meyer. “They work for a full year, and not getting paid takes a lot of commitment from the vol-

Photo: Supplied unteers..” However, with just over a week to go until the walk, MITS has not yet raised enough money to send one of the volunteers on the course. Only R1 500 of the required R8 000 course costs for one person has been raised so far. Meyer hopes to raise the funds by having people donate towards each kilometre he walks. Children at the schools where his organisation works have started donating small change towards the cause. Meyer will be joined by a Dutch volunteer who previously assisted at MITS. She has organised a 10km walk in her home town to coincide with Meyer’s walk. The funds raised will go towards MITS. The organisation is also collecting secondhand takkies and soccer boots for pupils. Anyone interested in assisting MITS can contact Meyer on 079 597 0012.

Seacrest swing for promotion LIAM MOSES

SEACREST CRICKET CLUB have set their sights on a second consecutive promotion after winning the Western Province Cricket Association (WPCA) 2A league last season. Formed 11 years ago, the Rocklands club have already made a name for themselves with their impressive results in Cape Town amateur cricket competitions. Last season Seacrest beat Hottentots Holland at Sahara Park Newlands in the final of the WPCA AMA 20 as well as winning their league. Alan Thorne, the club chairman and first team captain, says his side will look to shock their more illustrious opposition and win promotion again this year. “It’s a new division (and) we need to adapt as quickly as possible. It’s not that we will not be able to get promotion again, but I will say that commitment is key. “That is what we have been striving for,” says Thorne. “We have played four games and the level is not much different to the 2A. We lost against Fish Hoek and Northerns Goodwood, but we won against Khayelitsha and Yorkshire. These are clubs who have been in the first division 1D league for three or more years. I am pleased with the way we went about those games because they were good wins for us. We just got promotion to the first division and now we are beating the top teams there. It is our intention to get promotion again.” The club was formed on 2001, after Thorne and a few other cricketers played a friendly

against another club and decided they wanted to play competitively. The club started off in the 2C league and gained promotion to the 2B league after just two seasons. In 2005 they won promotion to the 2A league and last season were promoted to 1A league. Thorne, 41, believes the team’s excellent form last season and the two trophies they claimed were purely the result of camaraderie. “We went on a tour to Port Elizabeth last year before the start of the season. Getting the guys away before the start of the season is always nice and that is where it started – with the bonding in Port Elizabeth,” says Thorne, adding the team “came back very positive and we set ourselves the goal (to) win the league”. Seacrest currently has three senior teams, and the club’s players come from Mitchell’s Plain, Strandfontein and surrounding areas like Grassy Park. Thorne says the team’s foremost motivation for wanting to move up the ranks of amateur cricket is to attract some of the many players who live in Mitchell’s Plain but play for clubs outside the area. “We want to gain more players. We have the guys here, but we feel that we can do with some more experienced players,” says Thorne. “There are a lot of players who leave Mitchell’s Plain on a Saturday to play for teams outside of Mitchell’s Plain. I feel if we keep our guys in tact here then we can win promotion again to a higher league.” He adds they want to build a clubhouse at the Rocklands Sports Complex in the near future.

World Softball Champs set to start NOORE NACERODIEN

The ISF Junior Men’s World Softball Championship gets underway in Parana, Argentina, tomorrow. This is the men’s equivalent of the women’s event held in Cape Town in December. While India, Singapore and Croatia will debut at the tournament, the green and gold of South Africa will not be among the 13 countries competing.

Australia, winners of the last four Championships, will find it tough this time around with Canada and hosts Argentina expected to give them some stiff competition. Top under-15s set for clash LIAM MOSES

EIGHT of the best under-15 football teams in Cape Town will clash this Saturday when the knockout section of the Mr Price Parkhurst Tournament kicks off. Now in its third year, the annual tournament brings together 32 under-15 teams from clubs around Cape Town. The 32 sides clashed in the opening rounds of the tournament at the weekend. The tournament will come to a climax on Saturday 3 November. In the winner’s section, Old Mutual Academy will face Atlantic Nacional, while Masithandane FC will play Juventus AFC, Masidlale Academy will tackle Montague Spurs and Blue Down Spurs is headed for a clash with Kuils River FC. Old Mutual qualified for the winner’s section quarter-finals after finishing on top of group A, thanks to victories against CPUT Selesians (1-0) and Devonshire Rovers (5-0), and beating Bayhill United 4-0 in the last 16. Their opponents on Saturday limped into the knockout round of the winner’s section after a 1-0 loss to Belhar Spurs and a 2-0 win against Morgenster United in group B, and qualified for the quarter-finals after beating Selesians 2-0. Masithandane sneaked into the quarter-finals after beating KTC Allstars 1-0 and draw-

ing 0-0 against Jean Mark Ithier Academy in group D, then beating Strandfontein AFC 1-0. Juventus AFC beat Jean Marc Ithier Academy 1-0, drew 0-0 with KTC Allstars and narrowly beat Two Ocean Academy 1-0 in the last 16. In group E, Masidlale Academy drew 0-0 against Fish Hoek FC and beat Montague Spurs 2-0, before triumphing over Liverpool Portlands in the last 16. Montague beat Fish Hoek 1-0 after losing to Masidlale and set-up their chance for revenge with a 5-1 thrashing of YMO St Luke’s FC. The last quarter-final between Blue Downs and Kuils River will also be a repeat of a group stage clash. Blue Downs lost 2-1 to hosts Mr Price Parkhurst, while Kuils River thrashed Wynberg St John’s AFC 4-1, after the team drew 1-1 in their first game. Mutual, who have already claimed the under-11 and under-15 tournaments at the Kensington AFC Youth Cup this year, look likely to add the title to their achievements. The mid-section of the competition has already reached the semi-final stage and will see clashes between Bayhill United and Two Oceans Academy, and YMO St Luke’s and Vasco da Gama FC. While in the plate section semis Morgenster United will face Jean Marc Ithier Academy and Fish Hoek FC will play Hanover Park United.
