C
rime in and around Wetton station is driving commuters and pedestrians off the rails. Opportunistic crooks are using the station to ambush locals, leading to the authorities branding it a problem. The station has become a hotspot for crime, Lansdowne police station commander Colonel Lavona Januari confirmed at a recent community police forum meeting. Forum deputy chairperson Keith Blake was tasked with going to inspect Wetton station and the surrounding area. “The station definitely favours the criminal element preying on passengers,” he says. “At the entrance to the station there’s a bridge where homeless citizens have taken up residence on two sites. Trees and shrubs around the station can act as camouflage for criminals.” Sebastian Lowry (29) says he was almost robbed recently while walking home from the station. “Two guys with knives wanted to steal my bag and my cellphone – they threatened to kill me,” he says. “I was so scared, I just froze and stood there saying nothing. Luckily some other passengers walking past deterred them and they ran away.” Suleiman Ameerodien (44) says his vehicle was also broken into while parked at the station. “They stole everything they could lay their hands on,” he says. “My radio, all the speakers, my seat-covers and head rests – even my air-freshener was taken.” Lansdowne police spokesperson Constable Nkululeko Mnyaka say thieves are using knives and toy guns to rob their victims. “There have been lots of robberies during rush hours in the morning and evening,” he says. “From this week, we will be sending a patrol vehicle there on a daily basis.” Mnyaka says commuters should not walk alone to and from the station. Metrorail regional manager Mthuthuzeli Swartz has also expressed concerns about Wetton Station. “Both the commander of the railway police and the regional head of protection serv-

seem. “Commuter activism is alive and well in Cape Town and this assists both the police and Metrorail to put a stop to criminal activity within railway precincts.” He adds that unless communities work with the police on sustainable solutions,

crime will simply shift from trains and stations to surrounding neighbourhoods. “It is vital that neighbourhood watches, CPFs, ratepayers associations and private security companies work together to ensure that criminal activity is curtailed,” Swartz says.

t can take up to a decade to have a council house transferred to the name of a new tenant. This means the trauma of losing a loved one to death is amplified for the rest of a legal tenant’s family, who fear eviction from their homes. And while the transfer is tied up in red tape, relatives may be threatened with eviction. Avril Adams has been waiting six years for the transfer of her home. “My mother died years ago and we’re still waiting for the council house to be transferred to my stepfather’s name. She lived there for over 30 years. I’ve lived in this house all my life,” she says. The holdup has created several inconveniences for Adams. She is unable to open a bank account, as she does not have a valid proof of residence. When the tenant of a council flat dies, their spouse or children are eligible to take over the lease, says Mayoral Committee member for Human Settlements Tandeka Gqada. “If more than one child is eligible to be considered for the tenancy, then the final decision will rest with the relevant committee of the City of Cape Town,” she says. Tenants must be South African citizens, must be a registered applicant for accommodation, must not own property and must have a joint income of less than R10 000. If the tenant of the house does not fall into this category, the unlawful occupation policy will apply. “The policy on unlawful occupation is clear in that occupants in occupation prior to 1 March 2006 can be considered for regularisation if they comply in terms of set criteria,” she says. Nowhazana Tokota fought for three years to have a council house transferred into her name, and was often threatened with eviction. “I lived with an elderly woman who I cared for. She informed the rent office that I live with her and should get the house when she dies,” Tokota explains. “I was told: ‘If it’s not in your name, we have to kick you out’.” Housing activist Jimmy Xalipi says a number of families find themselves struggling to change the name on their lease.

Gqada could not give a time-frame for transfers of the contract. “The transfer of tenancy and not ownership varies depending on the family situation and the procedure that has to be followed in terms of the policy. There have been some unavoidable delays; in some cases this was because nominees failed to produce the required documents,” she says.

is victory celebrations after saving Princess Vlei from development are just about dying down. Now Kelvin Cochrane is looking toward the future of the vlei – the development of a “world-class eco park for the people of the Cape Flats. Eighteen years after the initial proposal to develop a shopping mall, taxi rank and parking area at Princess Vlei, the sale of the land has been cancelled by the City of Cape Town. Nearly five years after Cochrane got the call from residents to assist in the fight against development, he is “elated” at the final outcome. “I’m looking forward now; the dream of creating an eco park is no longer a dream,” he says. “At long last the voices of the people have been heard. This is a victory for every person of the Cape Flats.” On Saturday 22 March, Cochrane and the rest of the Princess Vlei Forum (PVF) welcomed the news of the cancelled sale from

deputy mayor, Ian Nielson. PVF had organised an event to showcase its vision for the vlei. It intended to hand over a petition and a document with the vision to Nielson. But mere hours before the event, the City issued a press statement to announce it was cancelling the sale of the land. “The City has listened to the community and decided that the proposal for a shopping centre on the Princess Vlei land is inappropriate and will cancel the project,” it stated. It also stated it has been in discussions with the developer, Insight Property Developers, the last year to discuss “alternatives to the proposed development” and it would compensate the developer for costs incurred on the project. Insight first proposed the development to the then-South Peninsula Municipality in 1996. Since then it has seen several applications, processes, objections and claims of corruption. In July 2009, Cochrane and residents opposing the development held a petition signing which saw 1800 people from across the Cape Peninsula make the mark (“Battle to save vlei heats up,” People’s Post, 21 July 2009).

Questions about the R3m the City has invested in the rehabilitation project Dressing the Princess, headed by Cochrane, in August 2008 arouse. Several petitions, awareness campaigns and meetings with mayors and premier Helen Zille followed, and the application for the extension of the Record of Decision for the rezoning period was opposed. While the City turned down the application for extension in November 2011, the provincial minister for Environmental Affairs and Development Planning Anton Bredell, approved the application for the land to be rezoned from public open space to business in early 2012. Then Cochrane cried foul has he alleged there were irregularities in the application process (“Mall development: corruption claims”, People’s Post, 25 September 2012). This prompted the country’s Priority Crime Investigation unit, the Hawks, and the National Prosecuting Authority (NPA) to investigate the allegations. The case is still under investigation, Cochrane says. The City also decided to pull the brakes on the application, as it awaited the outcome of
the Hawks and NPA (“Probe puts outcome in balance”, People’s Post, 30 April 2013). Then came the announcement of the cancellation. The only wetlands on the Cape Flats has also been proposed as a project for World Design Capital 2014. The project “Imagine Princess Vlei” aims to redesign and create a Kirstenbosch Botanical Gardens in the heart of Retreat. It, in part, could entail the construction of an amphitheatre, an information centre for fynbos restoration, a plant nursery, a jetty, bird hides and much more. “The City has already appointed a task team to pave the way forward for Princess Vlei,” Cochrane says. “The task team will,in conjunction with community and the PVF work on ways to bring the ideas for Princess Vlei to life. While the soft work can be done now, the hard work requires planning.” PVF spokesperson Philip Bam believes common sense has prevailed. “We can now focus on the future of Princess Vlei,” he says. New rules for school taxis

roviders of transportation for school children will soon be strongly regulated as council’s transport authority, Transport for Cape Town (TCT), will soon implement new regulations. It is imperative that school transport is regulated as part of the City of Cape Town’s comprehensive integrated transport system, said TCT transportation regulation manager Lee van den Berg. “Thousands of children are transported daily between their homes and schools. It is important that the quality of their transportation is monitored. Under the new rules, contractors will have to have an agreement with the school and must also be registered with TCT. “A copy of the agreement between the school and the contractor will have to be in the vehicle at all times. School transport vehicles will also be clearly marked with a sticker,” he says. Each driver will also be allocated a nontransferable identification card to make
sure the person behind the wheel is authorised to drive the vehicle. “During a recent operation, we arrested a driver who was drunk at 07:00. Can we entrust our children into such a person’s hands?” Van den Berg asks. “It is important that the designated person is behind the vehicle’s PHOTO: FILE steering wheel so that this individual can be held responsible if anything happens. Drivers will also have to undergo eye and special driving tests.” One of the most important aspects of the new rules will be that particularly primary school children must be accompanied by ei-

There are also many cases where children are dropped on the other side of a busy highway. We want to eliminate all these problems.” The new rules will also include that school buses have soft seats and first aid kits. Contractors must also provide TCT with detailed routes. “We do not want a situation where school transport infringes on existing routes covered by other modes of transport.”

portion of Buck Road Primary School pupils will start the second academic term in new classrooms. This as the first phase of the upgrade of the school nears completion. The Lotus River school is one of 20 schools selected by the provincial education department for replacement in the last and this financial year. “Replacing a school essentially means replacing old school buildings originally built with inappropriate materials with new brick and mortar structures,” says departmental spokesperson Bronagh Casey. “Expanding facilities, in some cases, also allows us to expand access to the school, reduce classroom ratios and improve the teaching and learning environment.” Construction of the new school commenced in September last year; the first phase is expected to be complete on Friday. The entire upgrade is expected to be complete in September.

Euphoria at upgrade Principal Gerardine Herbert describes the feeling of seeing the school being constructed as “surreal” as it took years for teachers’, pupils’ and the community’s dream to be realised. “This is a culmination of efforts of many people, including previous principals, over the years,” she says. “We cannot believe that our children are finally getting what they deserve – to receive an education in a brick classroom. field will be completed in the next phase. “The new school hall can also be used by the community for functions and could generate income for the school,” Casey says. “Additional facilities like the computer room, library and sports fields, could also be accessible to the community pending a decision by the school governing body.” Three classrooms, with the partitioning removed, were previously leased out to the community for various events such as birthday parties, confirmations and meetings, Herbert says. “We will continue doing so in the future as it is not only a source of income for the school, but form part of our believe that Buck Road Primary be a community school,” she says. The school is one of three greater Grassy Park schools to benefit from an upgrade in the last two years – Plantation Road Primary in Montague’s Gift and Fairview Primary in
Grassy Park opened the doors of a new school in January. The project is also an opportunity for job creation in the community. A total of 29 residents are temporarily employed through the City’s Expanded Public Works Programme (EPWP) programme, says ward councillor Leslie Isaacs. “The workers were employed on Monday 27 January and were selected via the Rondevlei Subcouncil’s jobseeker database through a random selection process,” he says. “The workers were appointed to do general maintenance work, such as assisting builders as well as cleaning duties. They will be paid by the contractor, Good Hope Construction.” The workers are contracted for three months, while 10 workers were selected to undergo further training. They will be employed by the contractor on full-time thereafter, Isaacs adds. fter more that eight years some of the residents of Zilleraine Heights informal settlement finally received their keys to their homes in Pelican Park. However, the move has not been smooth as residents were instructed to break down their structures before they can receive their keys. Eleanor Hoedemaker, a resident, says she is unhappy about the way they are being treated. “Those on the waiting list for a home was told to break down their structures or they would not receive their keys. Ward councillor Shanen Rossouw could not confirm how many residents on the waiting list have moved into their new homes in Pelican Park. “There are some discrepancies within the number of families who have moved or who are on the waiting list. I will only be able to confirm once an investigation has been carried out,” she says. However, people who will not benefit are those who have owned homes before, according to the national housing policy. “Residents who earn less than R3500 or are unemployed will benefit from the project, but they also need to be registered on a housing waiting list,” Rossouw adds. Hoedemaker says of the 63 families on the waiting list more than 43 have moved to their new homes. “I am very happy for those people who received their homes and wish them all the best. However, what will happen to the rest of us? Will we also be asked to break down our structures and where will we sleep?” Hoedemaker asks. She further says she will remain on the piece of land until everyone has been assisted. “We came here together and we want to remain together. I will not leave until we are all treated equally. The only way they will get me out of here is if I am dead,” she says. Rossouw says the City asked residents to dismantle their shacks to prevent other people from moving into them. “We thought it is best to ask residents to do this as it would not be fair for them to have a formal house and another structure in the informal settlement,” she adds. Rossouw confirms beneficiaries who have moved into their new homes are expected to renovate, which includes flooring and painting their two bedroom homes.

have loved Ford since the very first time that my old man said his dream car would be a 1965 Ford Falcon. Well, over 20 years later and I still love Ford. The only problem was that I discovered SUVs. With that said, Ford took a place on the back seat as none of their SUVs really caught my eye. That has changed though, in a big way. Ford surprised us with two new releases last year in the SUV rage, or shall I say “baby” SUV range. The Ford Kuga and the Ford EcoSport. Great, Ford came to the SUV party. It was totally worth the wait! I recently drove the EcoSport EcoBoost 1.0l GTDi Titanium. The review on this baby went onto paper very easily. The hard part was giving this beauty up a week later. It formed part of the family. Don’t get me wrong with the “baby” talk; there is nothing “baby” about the EcoSport. It delivers. Or like Ford’s slogan says: “Ford goes further”. It went further. Much further. Reaching the 100km mark with 5.7F of fuel and only emitting only 131g/km of CO² emissions makes this SUV not just a worthy
contender in the SUV market, but also an economical and ecological contender of note. That is rarely said about SUVs. They’re known to be very thirsty (not ecofriendly) on the roads. Laying eyes on the Ford EcoSport for the first time was like watching a rugby lock getting ready for a scrum. The EcoSport is short and high, with a buff front end and rugged backside. With a bulky, covered spare wheel attached to the outside of the large and convenient side-opening rear door, it implies pure ruggedness and we love it for that! Stepping into the EcoSport you immediately see that it is definitely part of the Ford family. With the dash reminding me of the ever popular Fiesta model. The dash is hard plastic which I wasn’t originally a fan of, but it works. Everything comes together. The boot is slightly less spacious as you would like, but fold the rear seats and the load space more than doubles up. Bottom line? Ford took its time in entering the SUV segment, and they made it worth it. The EcoSport is practical, with very good on-road dynamics. Maybe there will be a Ford EcoSport 4x4 on the cards someday

hree Mitchell’s Plain residents won several medals, shattered records and earned national colours at the South Africa Powerlifting Federation Raw Championships. Brothers Umar and Ebrahim Pregnolato and Ebrahim Mobara impressed at the tournament earlier this month and are now set to represent SA at the International Powerlifting Federation Raw Championships in June. Raw powerlifting sees athletes compete in the sport’s three disciplines – bench press, squat and deadlifts – without equipment such as squat suits or bench vests for assistance. This will be Umar’s second international event after competing at the world equipped championships, where equipment is allowed. He believes he may have an advan-

Two years ago I competed in the SA equipped championships without equipment – just knee wraps, no squat suit and no bench vest – and I got the overall trophy. I did the same at (the) world champs. I think I stand a chance of winning a medal this year. The other countries aren’t as strong at raw.” The 19-year-old placed second in both the junior and senior 74kg categories at the SA Championships, while younger brother Ebrahim took first in the sub-junior and third in the junior 66kg categories. The 16-year-old also broke five records at the champs, rewriting the sub-junior squat, bench press, deadlift and overall total

records and the junior deadlift record in his weight category. Ebrahim aims to break another record at the World Championships. “I’m proud of my achievements as I failed all my dead-lifts and squats at last year’s SA Equipped Championships,” he says. “I believe I will do well at the World Championships, because the deadlift record for my division is 213kg and I was just 8kgs short of that at the SA Championships.” Umar has been participating in the sport for two years, while Ebrahim has been training for around a year. Mobara (50) has been training for just six months. He won the 93kg Masters Two – for 45 to 50-year-olds – category, broke the deadlift record and claimed third in the Master One (40-45) 93kg category.
He says he took up the sport as his asthma prevents him from doing other exercises. “Instead of sitting in front of the TV, I trained for six months and the results speak for themselves,” he says. “I enjoy it because it makes me strong and allows me to do something that (most people) my age can’t do. I love going home at night, in pain; I love getting fit; I love the challenge to improve.” The three athletes are all members of the Mitchell’s Plain Powerlifting Club, which was started just 18 months ago. They will each need around R7 000 to compete at the World Championships in Gauteng. ish Hoek AFC’s junior sides are brimming with confidence ahead of the start of the amateur football season. The club’s under-16 and under-13 sides both claimed titles over the weekend, cruising to victory in the Rygersdal AFC and Strandfontein AFC tournaments respectively. Junior club chairperson Michael Jenkins says concentrating on development structures made the victories possible. “Over the last few years we have been working very hard to offer the community
really good football development,” he says. “All the junior teams play in the Cape Town Tygerberg Local Football Association (CTTLFA) Super League and they all want to be competitive. The league starts midApril and we are looking forward to that.” The under-16 side were unbeaten throughout the Rygersdal Tournament, winning six games to claim the title. The under-13 side were even more impressive, staying unbeaten and notching up victories against some of Cape Town’s best junior teams. Fish Hoek won three from three in the group stages, scoring 10 goals and conceding just two in wins over Southampton, Fulham

and Holy Cross. They went on to thrash Standards FC 6-2 in the round of 16 and beat Morgenster United 2-0 in the quarter-final. In the semi-final they beat Milano United 1-0 after the game was stopped early when a fan invaded the pitch, and then edged Maties 2-1 in the final. “The Strandfontein tournament is an excellent draw of 32 clubs from around the Cape; all the perennial powerhouses are there,” Jenkins says. “To win is a great achievement. Milano knocked out Ajax in the quarter-final and Maties knocked-out Old Mutual – to play and win against those teams was great.”
Southampton won the Plate Division of the tournament with a 3-2 victory over RockA-Fellas, while Fulham won the Shield Division by beating Beacon Spurs 2-1. Bayhill United’s Jody Arends claimed the top goal-scorer award for netting nine goals in the tournament. Several of the teams which participated at the Strandfontein tournament, including the victors and hosts, will again be in action at the Kensington AFC Youth Cup for under11s and under-15s this weekend. It will take place at the Royal Road Sports Complex in Kensington this weekend – from tomorrow (Friday 28 March) to Sunday 30 March.

“It was nice to bring the title back to Cape Town considering WP didn’t participate at last year’s NPC. We hadn’t won for two years before that, after having held it for so long before then,” she says. “It was awesome to win and even better to win at home. We had so much support with all the spectators coming throughout the tournament.” Fortune says the games were still tough despite the massive scores posted by her team mates. The WP men’s team narrowly missed out on a place in the tournament final after a loss in the play-offs. They suffered just two defeats heading into the knockout stages – against Tshwane and Limpopo. However, the men’s side came undone against Erkuruleni in the knockout rounds,

he Western Province Softball women’s team coach has heaped praise on her players after the team’s National Provincial Championship (NPC) win over the weekend. Province suffered just one loss in the tournament and beat Tshwane in the final at Turfhall on Sunday to claim the title. Coach Margi Hill credits every player for the victory. “I’m overwhelmed and extremely proud of the players’ performances,” says Hill. “You can have a game plan but if the players don’t execute it, you won’t win. I can’t describe how proud I am of the girls. They were determined to win this.”
Hill says she never doubted her team’s ability to win the tournament. WP went into the NPC as favourites and didn’t disappoint, drubbing KwaZulu-Natal 11-1 in their opening game. They pulled off several other heavy victories during the tournament – Limpopo were brushed aside 18-0, Central Gauteng were dispatched 14-2, Eastern Cape were thrashed 15-0 and North West Province were pummelled 29-1. Tshwane were the only side to beat WP, edging the hosts 7-5 on Saturday morning. However, Province made up for the loss with a comfortable 9-2 win in the play-offs on Saturday evening and a 8-5 win in the final on Sunday. Province’s Nicole Fortune describes the victory as “meaningful” for all of her teammates.
