Parkwood man has taken on the Grassy Park police after he claims he was wrongfully arrested and beaten in police cells. Shadley Crowley (24) says after a long week at work he looked forward to spending the Easter weekend relaxing with his family, but instead was sent to jail. He explains on Thursday 17 April he returned from work and went to greet a friend and convey his birthday wishes before going home. “I passed a Somali-owned shop and saw a guy I knew from school and spoke to him. The next thing I know the shop owner says I stole from his bakkie and (the school friend) ran away,” he says. Crowley disputed stealing and told the shopkeeper he would wait for police to arrive. He says two Grassy Park police vans pulled up in less than three minutes and didn’t give him a chance to talk. “I didn’t even know if (the school friend) had stolen something and I tried to tell them, but they started beating me. They kept hitting me and I saw the shop owner give one of the officers something,” he says. Crowley claims the officers continued to beat him while neighbours and his family started arguing with them. He says they handcuffed and threw him face first into the police

Crowley was taken to the station where, he says, he was arrested for theft and taken to a room where the four officers continued to beat him. “They took off their belts and hit me with the buckles. They also stood on my chest and kicked me with their boots,” he says. He was put in the cells where he stayed until the next morning when his girlfriend arrived. She took pictures as proof and

Crowley’s mother informed him she had contacted a lawyer. He says later that day a police officer arrived and offered him pain tablets which he refused to take. “I didn’t know what those tablets were and I told them I don’t want it and that I want to go to the hospital,” he says. Crowley says another officer arrived and took him to Retreat Day Hospital where he was treated for his injuries. He was later released on bail.

During a visit Crowley showed People’s Post several bruises on his neck, back, chest and face which he says are a result of the beating. After several weeks of waiting for the J88 form from the hospital, Crowley has now laid a charge of assault against the four officers only known as Constable Jodumus, Constable Rhode, Constable Andrews and Sergeant Brits. She says the shop owner has submitted a sworn statement and a case of theft and assault was opened against Crowley. Kleinsmith could not comment on whether or not police had proof of the alleged stolen items but said the matter was before the court. In addition a case of intimidation and assault has also been laid against Crowley by police, she says. However, Crowley disputes this and says officers are “covering themselves”. “I did not hit the shop owner and could not have hit the police officers as I was in handcuffs,” he says. Parkwood resident Elgan Fortune says he is disgusted by the behaviour of police. He assisted Crowley in making the case and says they were informed that it will now be investigated by the Independent Police Investigative Directorate (Ipid). “Police think they can treat Parkwood residents as they like and there will not be consequences. We know our rights and police can’t behave like this,” he says. uying or selling property through an estate agent? Here’s how to protect your interests when doing so, and what you can do if things go wrong. Investing your life savings to buy a property is not an easy decision to make. But knowing you’re in the capable hands of an upright estate agent may make the experience a lot less daunting. While all estate agents are required to register with the Estate Agency Affairs Board (EAAB), many have been found to be operating without the required certification. The board is a body established by government to protect your interests when you buy and sell property through an estate agent. The board’s marketing and publications manager, Margie Campbell, says verifying the status of the estate agent is as easy as picking up the phone. “They (potential buyers and sellers) can phone our call centre on 087 285 3222 and provide the estate agent’s name and ask them to verify or they can view our website and under the agent search key type in the estate agents name,” she says. R

esidents of Grassy Park have complained that nothing is being done about a group of vagrants living on a vacant plot. The plot, at 27 Jacaranda Street, has been partially vacant since the house on the property burned down in 2011. Residents say the vagrants living on it now make loud noises late at night, dump refuse in the surrounding area and pollute the air with smoke from their fires. The plot itself is also an eyesore, they say. Shanaaz Williams, one of the residents, says the vagrants have been on the plot for over two years. “We’ve had meetings with the ward councillor and with the police. The councillor has actually come around a few times. She has got out of her car to warn them to go, but they just don’t listen,” she says. “I wish they could just keep it clean. I don’t have a problem with people living in a shack, but keep it clean and be decent. Don’t have people there at 01:00 and make all sorts of noise.” Kevin Dingwall, another resident, echoed Williams’ sentiments. “Nothing is actually happening in terms of removing them,” he says. “They make noise all night long and dump things nearby. The people in the area are partly to blame because they give them work by asking them to clear rubble from

their properties and it gets dumped nearby.” Ward councillor Shannen Rossouw says she has asked the property owner to act on the problem for several months. “The case has gone to court because of the owner’s non-response,” she says. “The officials were busy with the case and I hope there will be some relief soon. It has been difficult because this is a private property. The owner just doesn’t want to adhere to rules and regulations. I’ve been to his work so many times to speak to him.” But the property owner, John Manuel, says it has been difficult for him as well since his house burned down. “I’m renting somewhere else now and I can’t be at both places at the same time,” he says. “The vagrants just made themselves comfortable there. I have put them off several times and the police have as well, but they just come back. I can’t stay there to watch it because I have to work.” Manuel says he would like to build another house on the property, but can’t afford to because he is not permanently employed. “I’m just working and saving money, but it is not going so well because I need to pay rent where I stay now.” Rossouw says owners of vacant plots need to take responsibility for their property. “It is a big problem in Grassy Park because the vacant plots become dumping spots and hiding places for drugs.”

t was a day of reconnecting, story telling and the revealing of big plans as the Hadji Ismail Solomon Family Trust gathered at the Retreat Civic Centre to celebrate getting their Constantia farm back. The trust is one of two that were recently awarded a land restitution claim for the Old Sillery Farm along Ladies Mile Road. Trustee Sharief Solomon said due to the state of the land the family has ruled out the possibility of using it as a farm. They have now approached developers and are looking at the possibility of building a mixed-use development consisting of a shopping centre and upmarket apartments. “We are in talks but have not made any decisions or applications yet,” he says. Solomon says the family will first have to consider the current zoning of the land. The family – who is spread across Athlone, Retreat, Grassy Park, Wynberg and Manenberg – have also not yet decided if they will live in the planned residential complex. “We are still in discussion and will see whether it will be beneficial to let the apartments. We also need to look at how Constantia has changed since we left and what will be best for its current residents,” he says. In 1902, the land located next to the Ladies Mile Drop-off was bought by brothers Hadji Abdullah and Hadji Ismail Solomon who

used the land for farming purposes. In 1969 under the Group Areas Act, the family was forced to sell the land and move after Constantia was named a “white area”. In 1999, the Hadji Abdullah Solomon Trust and Hadji Ismail Solomon Trust made application to the Land Claims Court for the restoration of their land. Galema Solomon (72) the oldest daughter of Hadji Ismail reminisced about her mother’s flower garden and the days they spent working on the farm. She explained the Solomon brothers worked hard and were awarded a contract with a shipping company to provide fresh vegetables to the ships. She says becoming despondent was a struggle, fearing the family would never get what was rightfully theirs. “But we fought until the end and today we celebrate and reconnect with our family,” she said. Grandchildren and great-grandchildren who didn’t know the Solomon brothers were treated to a video documentary outlining the farm’s history. Several elders spoke of their experiences and how they longed to return. Galema sheds tears when asked to reflect on the day they were removed. “The only thing I can say is that people should fight for what is theirs and never give up.” The family celebrated with prayer, a lunch and reconnected with those they haven’t seen.

The City of Cape Town’s Water and Sanitation Department will be carrying out work on the 915mm diameter bulk water pipeline in Strandfontein Road from 11:00 to 14:00 on Wednesday 28 May 2014. This work will be done to assess the operational integrity of the control valves on this section of the pipeline in preparation for the replacement of a 600mm diameter butterfly valve in July 2014. Although alternate water supply will be introduced to this area during this period, there will be the possibility of low water pressure from 8th Avenue, Lotus River to Spine Road, Strandfontein and includes the areas of Eagle Park, Pelican Park, Pelican Park Extension, Strandfontein and Schaap Kraal (Olieboom Road). Residents are advised to store water in clean sealed containers upfront for domestic consumption. Careful consideration has been given to the planning of this work to ensure minimal disruption to the water supply in the affected areas. Residents in the affected areas are requested to reduce their water consumption during this period. The water will be slightly discoloured for a brief period once the water supply is restored. Melanie Arendse, ward councillor for the area, says she has tried to stop the problem. “The City of Cape Town will come out and clean up, but the next day people have dumped again on the same site,” she says. “We have a lot of backyard dwellers in Parkwood so we had a roll-out of wheelie bins for them about four months ago, but it didn’t work. I’ve asked about a skip or container for people to use, but the City does not condone that because you don’t know what people will throw in there and people come from outside the area to use it.” Arendse also made sure residents of Cityowned flats in Ottery have their wheelie bins replaced when they are stolen. “The nearest legal drop-off facilities are in Schaapkraal and Retreat, but the people either just don’t want to go there or they don’t have transport,” she says. “I have requested big recycling domes be put in the area and I’m sure I will get a positive reply.” The worst sites in Parkwood are on Blackbird Avenue, Walmer Road, Hoosain Parker Street, Parkwood Avenue and Egret Lane. In Ottery the most-affected areas are on Anderson and De Wet roads; Daniel, Bruce and Edward avenues, Eric Way, George Road and Old Strandfontein Road. The site on Walmer Way had household waste and building rubble dumped directly beneath an anti-dumping sign.

he Cape of Good Hope SPCA has dispelled rumours that its Horse Care Unit has closed its doors. Rumours of the “closure” had the Cape horsing fraternity abuzz on social media on

But the matter has been dismissed by SPCA CEO Allan Perrins, who says the unit is “as busy as ever”. “I have heard that [the rumour] may have been due to the unit’s website adoption page being dormant for a while. This is being attended to as a matter of urgency,” he says. “I have asked those who made me aware

of the rumour to help us dispel it.” The unit has been operational for 19 years. “There are currently 10 horses, three donkeys and four ponies in the unit’s care. The unit’s primary function is the prevention of cruelty to all equines. It offers a range of services and has a non-selective admissions policy, so we will never refuse admission to any equine in need – be it a thoroughbred

race horse or humble donkey,” Perrins says. The Thoroughbred Breeders’ Association recently joined the unit’s list of funding partners and it received a donation of R100 000 from a private donor on Thursday. “We are, in fact, expanding our facilities – doubling our Animal Care Centre – and anyone wanting to acquire a pet should make us their first stop.”

eat belts and air bags are not only good at protecting a person’s head and chest during a car crash. They also help protect the kidneys, according to a news report in Wheels24. Researchers found that survivors of car crashes who wore a seat belt and had a vehicle with air bags were less likely to have a serious kidney injury or to need one of their kidneys removed than people who didn’t take those precautions. Dr Marc Bjurlin, a urologist at NYU Langone Medical Centre in New York, says: “This provides additional evidence to support the role of these protective devices in motor vehicles.”

Soften the impact The research was presented on Friday 16 May at the 109th Annual Scientific Meeting of the American Urological Association in Orlando, Florida. Seat belts are designed to spread the force of a vehicle crash across the pelvis and chest while an air bag is meant to soften the impact between the body and car. For the new study, the researchers analysed information on motor vehicle crash injuries in 2010 and 2011 from the National Trauma Data Bank. Of the 287 174 accidents, there were 2 580 kidney injuries. The researchers found that when air bags and seat belts were used together, the risk of serious kidney injuries fell by about 23%. The risk of surgery to remove a kidney fell by more than half. Bjurlin says there are likely multiple reasons why using seat belts and air bags protects the kidneys. For example, seat belts keep people from moving around the vehicle while also spreading out the impact of the crash. Ironically, in some studies the seat belt has been found to be a cause of kidney injuries. While that may be true in some cases, he says, overall wearing seat belts and using air bags is beneficial. “It protects your kidneys and reduced the risk of them being taken out.”

British fraud intelligence company provides eight useful tips for buying cars online. According to figures released by the British National Fraud Intelligence Bureau, online vehicle fraud costs the UK the equivalent of R296m each year, according to a report in Wheels24. Violets wilt against Manenberg Rangers LIAM MOSES @LiamCPT Violets RFC will look to return to winning ways on Saturday after suffering their second loss of the season last weekend. The Chucker Road club are second on the Super League C table and already look like contenders for the title. However, if Violets are to take the league and earn promotion to Super League B, they will need to be more consistent. Violets kicked off the season with a 14-20 loss away to Observatory’s Silvertree, beat Strand 21-15 at home, thrashed Van der Stel 52-21 away, beat Northerns 19-3 at home, thumped Eerste River 51-15 at home and slumped to a 6-8 loss away to Manenberg Rangers last Saturday. Victory against Rangers would have seen Violets on top of the standings, but Langa currently lead the standings, one point ahead on 21. They will travel to face fifth-placed Strand United in Strand this weekend and, with Langa on a bye, a victory will see Violets top the table temporarily. Meanwhile, Manenberg Rangers will travel to Somerset West to face Raithby Universals buoyed by their victory against one of the front runners. The narrow win against Violets was Rangers’ first in five attempts this season, having suffered defeats to Franschoek United, Silvertree, Langa and Strand in

previous games. In Raithby, the Manenberg side face one of just two sides in the tournament with a perfect record. Universals racked up large scores in victories against Van der Stel, Strand United, Elsies River and Stellenbosch Coronations, and currently hold third place on the table with 19 points in the bag. Rangers will have put in another massive performance to turn over this Super League C heavyweight. Seventh-placed Silvertree have a much easier fixture in store and should be expected to win. After the win against Violets, Silvertree went on to beat Manenberg Rangers, lose to Stellenbosch Coronations, lose to Strand United, beat Bonteheuwel’s Silverleaf and lose to Elsies River United last Saturday. This weekend they host Eerste River RFC, who are 13th on the table after a solitary win in five matches. Silvertree should heap more misery on the visitors and win the game comfortably. The match will take place at Malta Park in Observatory at 15:30. In other club rugby fixtures on Saturday, UCT will host Durbanville-Belville at the Green Mile in Super League A, while in Super League B Collegians will host Hands and Heart in Lentegeur and Villager welcome Surrey Estate Rangers to Brookside in Claremont.

Log leaders slip up, but remain top

The Mr Price High Schools’ League top three are rueing their missed opportunities after dropping points in last weekend’s fixtures. Beacon Hill High School went into Saturday’s matches leading the log on nine points, ahead of second-placed Portland High on goal difference and with defending champions Mondale in third on six points. All three sides played to draws on Saturday, with the top two missing the chance to open a gap at the top of the standings and Mondale butchering an opportunity to close the gap on the leaders. Beacon Hill drew 1-1 with Oval North High, while Portland’s match against Belgravia was deadlocked at 2-2 and Mondale drew 1-1 against Aloe High. The results mean all three sides maintain their log positions, with Beacon Hill and Portland on 10 points and Mondale on seven. Saturday’s results had a larger impact on the middle of the table, with several sides shifting upwards and Cloetesville, Tafelsig and Cedar now level on points with Mondale.

Cloetesville beat Strandfontein 4-1 to climb from fifth to fourth and Tafelsig leapt from 10th to fifth with a 3-1 win over Glendale, who dropped to seventh. Cedar now occupy sixth place thanks to a 1-0 win over Spine Road. The other results had little effect on the table, with Lentegeur dropping from sixth to ninth and Rocklands maintaining 13th place after a the sides drew 1-all. Westridge and Princeton stayed in 14th and 15th places respectively after drawing 2-2. The league will continue on Saturday, but the status quo at the top of the table will likely be unchanged with the top teams all expected to pick up wins against lesser opposition. However, the scrap for third place will heat up as Mondale plays fifth-placed Tafelsig and fourth-placed Cloetesville play sixth-placed Cedar.
