HOMELESS: VAGRANTS URINATE IN PUBLIC

ighting, swearing, strewn broken bottles and a host of antisocial behaviour is what Reddy Avenue residents have to contend with. Frothing at the mouth, the Grassy Park residents and business owners are at their wits’ end as they worry over the results of unruliness among vagrants. They have listed numerous complaints with ward councillor Leslie Isaacs about the problem. Their list of grievances include the constant drunken state of homeless people and urinating in public. Lorraine Stewart has been living in Reddy Avenue for 15 years and has reached boiling point. “The small field opposite my road is always filthy after the vagrants leave,” she fumes. “It’s extremely disgusting walking out of the house and catching a bergie urinating in plain sight.” Stewart despairs about the area’s steady decline and that Reddy Avenue has become the preferred loitering spot after Standard Bank in Victoria Road had been fenced off. Stewart says that when she tries to chase them away, homeless people get aggressive and begin swearing. She is particularly perturbed about a stranger selling cheap alcohol to the vagrants. Transactions are done in public and in broad daylight, she says. “It’s the worst on weekends, because that guy sells more wine to them on a Friday so they get rowdy. It affects my sleeping schedule and people don’t visit me any more because of the bergies that hang around,” says Stewart. She says she has complained to a police officer while he was on patrol but received no joy. Grassy Park police is aware of the vagrancy problem in Reddy Avenue.

LOITERING: Residents accuse homeless people who gather at the corner of Reddy Avenue and East Road of anti­social behaviour. “We have sent out the sector manager to chase them away, but they come back after a few days,” says Grassy Park police spokesperson Warrant Officer Wynita Kleinsmith. “We are liaising with Metro Police, other Law Enforcement agencies, as well as the local councillor of the area to work on an operation

against the bergies.” When this journalist approached the vagrants for comment, a group of them started swearing at her. Isaacs said he receives up to 10 complaints a day about Reddy Avenue. “I have planned a meeting early next week with police, Law Enforcement and Metro Police to have a combined operation to ad-

dress the situation because it is getting out of hand,” he says. “We need to make an effort to work out of the box. Perhaps (we should use) a ghost car because the road is so long and the vagrants can spot a police car from far away.” Isaacs plans to get the City of Cape Town’s Department of Social

Stewart says she is praying for a more lasting solution to the problem plaguing Reddy Avenue. “I can’t live this way any more. They need to start respecting themselves and they need to have respect for our roads,” says Stewart.

ased on the findings of the municipal courts, the City of Cape Town is making progress with convictions related to illegal building work and land use transgressions. A total of 471 court cases were concluded in the past year, which resulted in fines worth R722 650 being issued to individuals who contravened the National Building Regulations (NBR) and the Land Use Planning Ordinance (LUPO). Fines issued ranged from R500 to R20 000, the cost of which is at the court’s discretion. Of the 471 cases concluded, about 71.3% of them were for contravening Section 4(1) of the NBR related to “wrongfully and unlawfully performed building works without approved plans”. Garreth Bloor, the City’s Mayco member for Economic, Environmental and Spatial Planning, says: “The number of concluded cases is proof the municipal courts are recognising the importance of ensuring that transgressors face penalties for building and land use contraventions. “The City is making progress with convictions, which sends a stern warning to transgressors. Over the years, municipal courts have started to take the City’s plight more seriously, which has led to more convictions. If property owners do not comply with notices issued when they contravene the NBR and the LUPO, their cases will be heard in the municipal court and they will be convicted.” The City encourages building work and land use applications, but this must be done within the confines of the law, which not only protects property owners but also respects the rights of neighbours and the broader community.

LAW: The City of Cape Town is imposing fines on people building illegally. “The City is making headway with clamping down on building and land use infringements and we are exploring the possibility of criminalising certain offences for criminal record purposes. “While we are looking at ways to reduce red tape in order to fast-track development, it is important that when construction does

take place, it adheres to the NBR,” Bloor says. He adds that the City needs property owners, neighbours and developers to work with them and share the responsibility of creating environments that are compliant, safe and conducive for all. TRANSPORT: CONCRETE ROUTES TO GET ASPHALT

T

he City of Cape Town has announced plans to upgrade roads in Parkwood as part of a multi-million rand, citywide project. Parkwood currently has several concrete roads, which will be widened, resurfaced with asphalt (similar to tar), have the pavements widened and resurfaced and have the stormwater drainage systems upgraded. Councillor Brett Herron, Mayoral Committee member for Transport, says the upgrades “form part of the City’s commitment to redress by addressing apartheid era infrastructure”. “The main purpose of the upgrades is to provide quality infrastructure through resurfacing the concrete roads,” he says. “Concrete roads are not necessarily inferior to asphalt roads. The new asphalt road will have a much better riding service, and with the improved drainage, standing water will no longer be a problem. The road will also be far easier to keep clean.” Herron adds the wider, better road surfaces will result in less wear and tear on cars and reduce the risk of accidents, while the widened pavements will improve the safety of pedestrians. Construction is set to start in the 2015/2016 financial year. Herron could not

say exactly when it would start. He did not say which roads would be upgraded, but that this would be “determined by the City’s professional teams in consultation with ward councillors and community representatives”. Phillip Bam, chairperson of the Lotus River, Ottery and Grassy Park Ratepayers’ and Residents’ Association (Logra), says he supports the move as long as the construction is done properly. “The last time the City of Cape Town did this in the area many years ago they actually just put tar over the concrete and they still left a gap in the middle which the water could seep through and cause pot holes,” he says. “The construction must be of good quality and not make the roads full of potholes.” Bam adds that he is pleased by the announcement as the concrete roads are too narrow and uneven. “Poor people can’t keep spending money fixing their cars’ suspension because the road isn’t good quality,” he says. The City has already spent over R8m upgrading roads in Bontehuewel since May 2013, and will start upgrading 13.6km of roads in Gugulethu in the coming weeks. According to Herron, the programme started in Bonteheuwel and Gugulethu because these areas had the most kilometres of concrete roads in the city.

PARKWOOD: BOOK CLUB TO UPLIFT YOUTH AT RISK

retired teacher and member of the Parkwood community took it upon herself to start a book club in memory of Jennifer Williams, a 12-year-old pupil who was kidnapped and brutally killed in December 2013. The Jennifer Williams Book Club for Children in Parkwood was founded by Esme Padayachee. The reading club was established to add value to the lives of children and youth in the community of Parkwood. In support of this initiative Damelin College in Mowbray has contributed and handed education gift packs and donated funds towards providing light meals for the children, to encourage them to come along and read. The reading club meets every Saturday between 11:00 and 12:30 at the Parkwood Methodist Church. Lynn Naidoo, general manager of Damelin, believes that Padayachee’s initiative can make a difference to provide a place of solace for innocent children. “Our communities are suffering tremendous setbacks with a lack of education among our youth and parents who have not had formal education. The number of many unemployed youth whose lives lead to destruction and the subsequent need for them to find a place in society gives them little hope for the future,” she says. With the aim and focus of rolling out fur-

ther clubs in surrounding communities, Padayachee offers her personal time, limited funds and resources to help bring aid to destitute children in struggling communities. She believes that as an individual she can make a difference by reaching out to children by getting them interested in reading from a young age. Naidoo says as an institute Damelin is also actively involved in helping alleviate the pressure placed on society by helping to establish initiatives such as the Jennifer Williams Book Club for Children. “Damelin will also use this platform to identify out-of-school youth to give them an opportunity to study towards better job prospects,” she says. Padayachee appeals to parents, high school pupils and members of the community to volunteer and assist with this initiative. She specifically needs people to assist with supervising groups of children of five or more. Damelin is also making an appeal to community leaders, government officials and business owners to help in any way possible with sponsorship and/or contributions. new web page allowing citizens to tipoff the Metro Police will hopefully help to get more criminals arrested. According to City Mayco member for Safety and Security JP Smith over 600 drug-related arrests have already been made this year thanks to tip-offs from the public to the Metro Police call centre. Smith says the City of Cape Town is eager to build on this momentum by providing people with another way to tell them what is happening. “The web-based tip-off service is the latest addition in the department’s efforts to interact with the public,” he says. “Our communities have a good sense of what’s going on in their own backyards and we value those who have taken it upon themselves to be part of the solution by feeding through solid information that has had very positive results.” In the first quarter of this year (January to March), tip-offs from the public resulted in: V 612 drug-related arrests; V Confiscation of 22 060 units of drugs; V 24 arrests for the possession of unlicensed firearms;

ave your say on the City of Cape Town’s new draft Municipal Planning Bylaw. The proposed draft suggests changes to the property, planning and development environment in Cape Town. It also proposes a tougher approach to enforcement of land use, building and development regulations and will have an impact on the City’s own human settlements programmes. The proposed draft makes provision for emergency housing needs resulting from disasters such as fires and floods. Belinda Walker, the City’s acting Mayco member for Economic, Environmental and Spatial Planning, says: “The planning environment has been known to be legislatively fragmented. This has led to the duplication of procedures not conducive to the enabling environment for opportunity and growth that we want to create in partnership with the private sector and the broader members of the public,” says Walker. Now that the Spatial Planning and Land Use Management Act (Spluma) and the Land Use Planning Act have been adopted, she says, the City is leading the way in “ensuring that our municipal planning aligns with the new national and provisional planning legislation”. Walker says there have been a number of judgments which have been helpful in clarifying the roles of provincial and municipal authorities in planning decisions. “We want to streamline procedures and mini-

mise red tape and we are looking at ways to speed up applications while at the same time ensuring that everyone has a reasonable opportunity to influence the process.” The City considers this project to be a critical legislative intervention as it will determine the decision-making framework for future municipal planning, as well as set the required procedures to apply for planning approvals. The public is therefore encouraged to participate at this early stage. This draft bylaw will give effect to the municipal planning function allocated to municipalities in terms of Part B of Schedule 4 of the Constitution. The draft bylaw is required to comply with certain requirements set in the Spatial Planning and Land Use Management Act no. 16 of 2013 which was assented to on 5 August 2013, and the Land Use Planning Act which was assented to on 31 March 2014 – both of which are expected to come into effect during the year at the national and provincial spheres respectively. Slave Route run a success again T

he fourth annual Jive Slave Route Challenge set off with a bang on Sunday, as a miniature cannon blast sent over 5000 participants on their way in four different events. The challenge, of which People’s Post is the print media sponsor, saw walkers and runners of all ages and ability levels participate in a half marathon, 10km run, 5km fun run or 10km walk in the CBD. But unlike most road races, the Slave Route Challenge was about the Cape’s culture, history and community and not just personal achievement and exercise. The event took participants past some of the city’s most important historic landmarks and showed off it’s natural beauty from some of the best vantage points. The route passed through District Six, BoKaap and other parts of the CBD, winding past the Iziko Slave Lodge, the Slave Tree Plaque and the Whipping Post. Several historic churches and mosques are also dotted along the route, while participants also ran through the Castle of Good Hope. All finishers received medals and all entrants received a coupon to visit the castle. The race was hosted by Itheko Sport Athletic Club. The club saw a number of its runners finish on the podium. In the men’s open division of the half marathon Sibusiso Madikizela (Manoni Running Club) claimed gold in a time of 1:07:18, Nedbank Running Club’s Mthandazo Qhina finished second in 1:07:31 and Itheko’s JP Abrahams was third in 1:07:38. In the women’s open category Nedbank’s Bulelwa Simae was first in 1:24:07, Kate Mapham from Whalers Athletic Club was

second in 1:24:35 and Itheko’s Nomvuyisi Seti was third in 1:24:41. In the 10km race, Pamela Moyikwa from K-way VOB finished first in 38:13, Itheko’s Khanya Mateyisi was second in 38:44 and Maties Athletic Club’s Ebeth Marais took third in 39:20. Peter Tsawayo of RCS Gugulethu won the men’s open division in 31:42, while CPUT Athletics Club’s Sibusiso Soldaka finished in 31:49 to claim second and Itheko’s Duane Fortuin was third in 31:52.
