HE Ottery Concerned Peoples Forum (OCPF) handed a memorandum over to the City of Cape Town’s office in Ottery which highlighted grievances around the upgrade of council-owned flats. Residents were supposed to embark on a protest march to the offices, but this did not unfold, as fears of ‘police brutality’ scared off residents. People’s Post reported on the upgrade, “Marble flats (24 August 2010)”, which highlighted Mayor Dan Plato launching the City’s refurbishment programme for its rental stock, known as the Community Residential Unit (CRU) upgrade project. All 43 of the four-storey blocks between Daniel Avenue and Ivan Road are in line for an upgrade, with repairs to blocked sewers, plumbing installations, deteriorating staircases, leaking roofs, fascias, gutters, down pipes, doors and windows, costing the city around R100 million. However, residents now feel that contractors have been showing “poor workmanship” and using inferior materials

and causing disruptions for residents of the flats. George Martin, secretary for the Ottery Concerned Peoples Forum (OCPF), highlighted that many of the residents were required to move out of their flats after making improvements over the years. “Some people have made improvements to their flats, but when they were required to move out, all these improvements were damaged and replaced with these inferior materials, something we were not promised initially,” says Martin. The group of residents handed the memorandum over to a representative of the Mayor, listing grievances. “We must be getting something fantastic for the amount of money being spent on the project, but this is not happening and these contractors are just doing what they want,” Martin said. In an unusual turn of events, none of the “infuriated” residents turned up for the march on Saturday morning. Councillor Ernest Sonneberg accepted the memorandum, on the day. When People’s Post arrived on the scene where the march was to take place, it had been pouring with rain. Once the rain cleared, none of the residents came forward to take part in the march. Martin told People’s Post that when he went around to the residents telling them about the march, they had expressed concerns about police brutality. “People are afraid because of what the police might do, even though the march is legal. We went through all the right channels to set this march up. The residents read about how police react to marches and see it on TV, and what happened at the Rondebosch Common is still fresh in people’s minds. “People don’t want to get hurt but they want to be heard,” he says. . City comment on the matter will be obtained for a follow-up article.

Handbag thieves nabbed suspect, aged 20 and 23, were arrested by Grassy Park SAPS soon after robbery. The suspects are due to appear in court today. . On Sunday, a 26-year-old suspect was arrested for possession of tik and was linked to a robbery on Sunday 5 February, when a 14-yearold boy was robbed of his cellphone in Plantation Road, Oterry. The suspect is due to appear in court today. . Three suspects were arrested in connection with an armed robbery case reported in January last year. According to Kleinsmith, on 11

TWO men were arrested after stealing a woman’s handbag in Ottery at the weekend. On Sunday at approxiamately 13:45, the woman was walking in Edward Road, Ottery, when she was approached by two men and a woman. According to Warrant Officer Wynite Kleinsmith, spokesperson for the Grassy Park Police Station, the suspects stole the bag, which contained money, a cellphone, cards and ID book. Kleinsmith confirmed that two

Competition addict finally succeeds TAURIQ HASSEN

“I am blessed”, says a local Steenberg woman after chomping her way to R100 000 by winning the Cadbury Lunch Bar competition. The prize money could not come at a better time, since Judy O’Malley has been unemployed since November last year. “I regularly enter competitions, you can basically say that I’m addicted to competitions like this,” O’Malley laughed. Her lucky streak started in October last year, when she purchased a lunch bar and texted the barcode on the chocolate wrapper to the national competition hotline. “I always buy a Lunch Bar, because it’s my son’s favourite. I decided to enter but only sent one text message, so I’m feeling really lucky,” says O’Malley. She now plans to invest a large portion of the money into her children’s futures. They

are aged 14 and six. “I want my children to study further,” she says. Western Cape’s regional account manager for Kraft Foods South Africa, Mike Fouche, personally delivered the cheque and a Cadbury Lunch Bar hamper on Thursday 26 January and said: “I wanted to give the consumer something back – to give much, much more to such a deserving winner.” Delivering the prize, Fouche told O’Malley: “It’s awesome to be able to come into your home and hand the cheque to you. Being in your home and meeting you gives meaning to the competition”. Lunch Bar is regularly featured when it comes to competitions, most notably sponsoring the national SA’s Got Talent competition, which provided a platform for the nation to showcase hidden talents. “My husband is a self-employed contractor, so this money came at a good time and I feel rather blessed,” O’Malley concluded.

A STEEL rod, part of the foundations of the controversial Chapman’s Peak toll plaza, was damaged when someone cut most of the way through it. Somebody also allegedly took an angle grinder to the scaffolding being erected at the site of the new toll plaza and offices on Chapman’s Peak last weekend. The Civil Rights Action Group’s Bronwen Lankers-Byrne, who is on hunger strike at the site, says she was told that a container at the site was broken into and police were on the scene last Monday, 6 February. The foreman, however, refused to

speak to the media. Marcus Minutelli of Haw & Inglis, contractors at the site, referred questions to the Provincial Government. Provincial Transport Ministry Head Hector Elliot confirmed the incident, adding it was “incredibly dangerous”, although he says that because only one rod was cut, it was unlikely the structure would have subsequently collapsed. He adds that it was a “very stupid” thing to do and put builders at the site at risk. “I don’t think the vandal intended to kill someone,” he says. “We understand people have strong emotions about this, but there are other channels,” says Elliot. their frustration at the site – last weekend – and on Sunday. Road signs were changed, in ways which had passers-by giggling, says Lankers-Byrne. One such comment was “Murray and Robbers”, referring to construction company Murray and Roberts, major shareholders of Entilini, the company that operates the toll road. Lankers-Byrne saw the graffiti on Monday morning but says within 30 minutes it had been removed. A security company was employed to guard the site after the first incident. Len Swimmer, chairperson of the Hout Bay Residents’ Association, confirms lawyer’s letters have been

sent to Province, Murray and Roberts and SanParks, to halt building. The land on which the office building will be located was transferred from the Labia family to SanParks in October 2006. Swimmer says part of the title deed conditions are that the land was sold on condition that it is utilised solely for the purposes of nature conservation. Swimmer says legal fees are expected to cost a minimum of R500 000. A fund has been set up to cover these costs. It will be administered by Environmental specialist attorneys Cullinan and Associates. “Publicity must be turned into donations,” says Swimmer, who can be contacted on swimmer@telkomsa.net

WESTERN Cape Education Department will hold School Governing Bodies (SGB) elections next month Many people are still unaware of the importance of these bodies. According to Western Cape Minister of Education Donald Grant, strong governing bodies are one of the essential partners in their planned improvement of educational outcomes in the province. “A school’s governing body represents all non-teaching staff as well as parents and learners.” Before 1994, educators, learners, parents and communities were excluded from school governance but with the establishment of the South African Schools Act of 1996, all public schools now have to have an SGB elected by members of the school community. The South African Schools Act gave parents, teachers and high school students the right to form SGBs and to influence policies around issues like language, religious instruction, school fees, and a code of conduct for learners. They decide what the language of instruction will be, whether it’s a Christian or Muslim or sectarian school, what kind of uniform is allowed, school fees and plenty more. Most people think the school principal and staff decide these things, but it’s actually the SGB. When People’s Post asked people on the street what they thought GBs were for, most didn’t even know that every public school had to have one.

Another important role of the SGB is to interview and nominate educators and principals for appointment to the school. Kaashif Effendi, who serves on the Lavender Hill High SGB and is also the bursar, says they occasionally deal with disciplinary action. “If there are any disputes between learners, or any other disciplinary problems, we set up meetings and try and get to the bottom of the problem to find a fair solution.” At Lavender Hill High the SGB consists of the principal, deputy principals, chief financial officer, an administrative person, non-educator (cleaner) and at least seven parents. “Given these responsibilities, it is important that school communities take the upcoming elections seriously,” says Grant. The election is the biggest in the country, after local and national government elections. The process is due to start from Thursday 1 March and should be completed by the end of the first term on Friday 23 March. Schools all over the Western Cape have nominated people, therefore the elections can go ahead. Training for the newly elected members will take place between April and June. SGB members serve a three-year term and learners a year. “I urge all members of the school community to get involved in the SGB elections by either making themselves available to serve on the SGB or by nominating and voting for the most suitable candidates. “If we are to improve our education, we need to ensure that school communities select the best possible candidates,” Grant concluded.

Vouchers for those who pay bills on time THE City of Cape Town’s Mayoral Committee Member for Human Settlements, Councillor Ernest Sonnenberg, handed over vouchers worth R1 000 to six Housing Incentive Scheme winners on 9 February. The Housing Incentive Scheme is aimed at further encouraging all housing debtors in both the City’s housing rental and selling schemes to pay their accounts. It rewards those who pay their accounts regularly by giving them a chance to win prizes.

“The Housing Incentive Scheme is a great opportunity for us to be able to directly meet and liaise with our rental unit clients who pay their accounts regularly. Thanks to our efforts, there has been a definite increase in our cash collection for rentals. Many of the winners are indigent debtors and pensioners and we are pleased with the results of this campaign,” said Councillor Sonnenberg. To date, 90 debtors from across the city have each won R1 000 in Shoprite vouchers. Winners hail from:

Mardi Gras 2012 enjoys a huge success SHERISE DREYER

MARDI GRAS made a big splash the with attendance of 25000 people at the Wynberg’s William Herbert sportsground which ran from Thursday 26 January to Saturday 28 January and Friday 3 February. Peoples Post Editor Feroza MillerIsaacs has praised the collaborative efforts of BGS Consultants and all those who sponsored prizes for the Miss Mardi Gras pageant. The sponsors were, Velocity Cars, Soundtech, Kenilworth, Long Beach Mall and the Baxter Theatre. The Chairperson of BGS Consultants Rashied Cloete expressed that the Mardi Gras was “definitely” a huge success. “We had children under the age of 12 years come in for free and that aspect was a huge success, we do not have exact figures because no tickets were colleccted, but the kiddies rides run by the City of Cape Town was a huge success. The Mardi Gras also treated orphans from Habibiya Childrens’

Home and Heavens Nest which enter for free on Friday 3 February and was given access to free rides and free meals. The Boy Band Competition was won by Vibe and they received R10 000. Marche Martin was crowned Miss Mardi Gras and received tickets from the Baxter Theater, a voucher for two at De Noordhoek Hotel which includes dinner, bed and breakfast and R1000 vouchers from Long Beach Mall. Carnival Kings yet again TAURIQ HASSEN

THIS year’s annual minstrel carnival has come to a close, with Santam District Six Entertainers being crowned as champions for the second year running. The concluding phase of the competition unfolded at the Athlone Stadium on Saturday, with top teams eyeing the title of “Carnival Kings”. Malick Laattoe, owner of Santam D6, was over the moon saying: “This is what we worked for and it’s an unbelievable feeling, winning the carnival for two years in a row.” Santam District Six Entertainers walked away with 13 trophies comprising of first prizes for Adult Drum Major, Junior Combined Chorus, Group Song, English Combined Chorus, Afrikaans Moppie and English Moppie, second prizes for Junior Drum Major, Junior Sentimental and Minstrel Song, fourth prizes for Grand March Pass, Exhibition, Best Board and a fifth prize for Best Band. “We beat the second placed competitor by 27 points; what an achievement,” says the excited owner. Laattoe believes that “hard work, strategic planning and setting achievable goals” was the secret behind the team’s success and most importantly, racking up back-to-back titles. “This year it was a collective commitment from all role-players that made our goals attaina-

Ayesha Galant has four children, three grandchildren and five son-in-laws all walking in the troupe and says winning the competition brought “excitement to the house”. “They all rushed in here jumping up and down in the early hours of the morning, and then they rushed out to link up with the team again to go and celebrate. This troupe really knows how to entertain the masses and winning the competition proved they are true entertainers,” says Galant. Ebrahim Jacobs, another fan of

the team, said: “Congratulations to the Santam District Six Entertainers, because throughout the year, everybody involved with the team works around the clock to improve their performance and they deserve to be crowned champions.” The top five teams in the Super League of the competition were: Santam District Six Entertainers, Shoprite Pennsylvannians, Ashwin Willemse Orient Community Entertainers, Happy Boys Entertainers and Salt River Crooning Minstrels. Laattoe concluded by saying: “The year ahead has much more hard work and we are revising our strategy, as the competition level has been raised. To all teams that made this carnival a success, we are all winners. We as Santam D6 salute you and our mother body, Cape Town Minstrel Carnival Association.”

Ikeys believe in themselves LIAM MOSES

It is a well-known saying in sport that getting to the top is a lot easier than staying there, and it seems that the University of Cape Town’s Varsity Cup team will learn just how true that is this season. The Ikey Tigers became only the second team to win the competition last year, when they defeated the University of Pretoria 26-16 and wrestled the title away from local rivals, University of Stellenbosch, who had dominated the competition since its inception in 2008. Since the team’s excellent per-

formance last year, several of their star players graduated into the senior team at the Stormers, leaving them short on experience and quality. But head coach Kevin Foote believes that the loss of these players cannot be blamed for his team’s poor showing in their opening game against the University of Free State. “Obviously those players were fantastic and that’s why they have gone up the ranks. But the majority of players we now have, had played in the Western Cape league, and we won the Western Cape league, so there is no real excuse,” said Foote.

“We planned for this, but just didn’t execute well on Monday. I still believe this team is good enough to win. If I don’t back the players, who will?” Nick Fenton-Wells, Donovan Armand, Eben Etsebeth, Nizaam Carr, Demetri Catrakilis, Nic Groom and Marcel Brache are some of the players who were not available for selection when UCT lost 38-10 to Shimlas. Foote has put the defeat down to poor execution from his side as well as the excellent defence of UFS, forcing errors from UCT. “Shimlas played well and put a lot of pressure on us. I think it

showed in our ball handling. I think it was two-fold. They put us under pressure and we didn’t cope well.” The defeat came as a surprise to many UCT fans, and the early season enthusiasm of many supporters seems to have faded away. Foote said that although he understands the disappointment, his team should not be written off just yet. “I think I understand why people are having a negative response to some aspects of the defeat,” said Foote. “At the same time, it was one game and we created a lot of oppor-

tunities for ourselves but didn’t convert them into points. It’s not all doom and gloom. “We know we disappointed some of our fans, but it’s one game. We will move on and we will come back.” Foote added that his players were confident in their ability to retain the title this season. “For some of the guys it’s the first time they lost in the first team jersey. Maybe not in the Varsity Cup because it was their debut, but they played 9 or 10 games in the first team jersey and they won. They definitely believe they can win it.”

HE suspension of Noore Nacerodien by Softball South Africa has sent shockwaves through the sport. Nacerodien’s suspension comes just weeks after he was lauded for the successful staging of the Junior Women’s World Championship in December. Nacerodien headed the Local Organising Committee for the prestige event, which took place in Cape Town from the Tuesday 6 to Friday 17 December at the Turfhall Park Stadium in Crawford. Nacerodien said the action from the sports controlling body is a mystery to him and that he was notified via a text message. According to the message his suspension is due his failure to present a comprehensive report relating to the World Championship. He is also banned from all forms of the sport and was not allowed to complete his umpiring duties at the weekend. “The suspension comes as a shock to me. I did submit a report,” said Nacerodien. “Unfortunately I could not attend the 4 February meeting, but three delegates from the Western Province, who served with me on the LOC were given the report for discussion at the meeting. “I am seeking legal advice and cannot speak too much. The only thing I wish to add is, why the banning order? Is it not the responsibility of the organisation to first summons a member? Normal procedures then dictate that if the person in question fails to attend that meeting then should drastic action like this follow? I was not afforded that opportunity. “The banning has cast a shadow over me and has created suspicion. I need to clear my name, and the national body has some explaining to do.” The sports controlling body SSA confirmed Nacerodien’s suspension in statement this week. “This serves to confirm that the general council meeting of the SSA, held on the 04 February in Kempton Park, has decided to suspend Mr Noore Nacerodien, the 1st Vice President of SSA and also the chairman of the LOC that organised the 2011 ISF Junior Wom-

Denise Paulsen, president of Western Province Softball Federation and secretary general of the national body, refused to comment on Nacerodien’s banning order and referred correspondence to Guillo Marapjane, president of the national body. Nacerodien recently said he would be availing himself for the presidential race in August later this year, a position he held until 2008 when the incumbent, Paulsen, took over.
