he once almost 40-strong Belgravia Neighbourhood Watch has dwindled to only nine. And the community organisation says a lack of respect for their volunteer work by homeowners is to blame. Last year, the group was lauded as one of the biggest crime-fighting groups in the Athlone policing precinct. Chairperson Riyaad Petersen says residents from the Vygieskraal informal settlement show them more respect than their own neighbours do. Patrollers are often sworn at and dismissed by homeowners, he insists. “They don’t see us as part of the law. They think only the police can take action. But most of the time, we are first at the scene – that is, if the police even show up.” Members started throwing in the towel at the beginning of the year, citing that they had had enough of the ill-treatment they were receiving from the very people they were trying to protect, Petersen says. Recruitment drives have yielded no new members, and those who have shown interest back off in fear of being targeted by criminals. Athlone Community Police Forum chairperson Azizah Kannemeyer insists residents need to work with their safety structures and not against them. “Neighbourhood watches provide a valuable service to the community, especially when police don’t respond quickly enough,” she says. “Athlone police only has two vans. This means if one van is responding to an incident in another part of the precinct, and the
other van is at a different crime scene, there will be no one to attend to your call out. But the neighbourhood watch will be there.” Recently, Petersen recalls, a watch member was chased off a resident’s property in the early hours of the morning. “The patroller had called the homeowners from their patio door, which was wide open at 04:00. When he didn’t get a response, he went inside to investigate. He woke up the parents, who responded by chasing the watch member away. They said their child left it open and they would close it themselves,” he says. “This is how we are treated. We don’t want a pat on the back. We just want respect for the work that we do. Be courteous.” Athlone police station commander Colonel Krisjan Verwant says the Belgravia watch has made a significant impact in combating opportunistic crimes. “They have helped us tackle robberies, drug dealing and cellphone theft in the area. The neighbourhood watch is the eyes and the ears of the authorities, and the police are in charge of implementing law and order.” At a recent community meeting, a watch member called on locals to stop complaining and do something constructive to take back the streets. “We also leave our families alone at home to patrol while you sleep. KEWTOWN: INITIATIVE TO IMPROVE SERVICE

atients using the Dr Abdurahman Community Day Centre and Clinic in Kewtown are hopeful that a multi-million rand initiative will see better service provided at the government facility. Aimed at improving patient satisfaction, the provincial health department recently launched a plan which will see day hospitals with the best customer survey results rewarded. Prize money of R60 000 has been set aside a month. This money can be used for improvements not budgeted in the facility’s annual plan. Provincial health minister Theuns Botha says the cost of the project for two years is R7.62m. The purpose of the programme is to change the organisational culture of staff at these facilities and directly improve facility employees’ people skills, he says. The initiative has Dr Abdurahman patients breathing sighs of relief, as they say they’ve “had it” with staff who have “no manners and don’t know how to treat people”. Manenberg resident Alfreda Abrahams says although there are other healthcare facilities closer to her home, she chooses to travel to Dr Abdurahman because she considers the area safer. However, she says the attitudes and service she received from health centres in neighbouring areas are far better than at the Kewtown day hospital. Abrahams says after a recent visit to the facility, she is doubtful whether she will be returning. “From the minute I entered the door I was

When I asked when I would be helped, a nurse said that everyone was waiting and if I’m impatient, there’s the door. I was so shocked I didn’t say anything,” she recalls. Patient Edwin Louw says he, too, was subjected to a dismissive attitude and unprofessional behaviour. “While on my way home after my last visit, I noticed that my medication package did not contain all my tablets. I went back and wanted to make sure there wasn’t a mistake. I was told I had to wait my turn and needed to go to the back of the queue,” he says. “I refused. I was then ignored until a nurse came and said she’d help me.” Many elderly people are “treated like dirt” at the facility, Louw insists. “People generally don’t visit a day hospital for a happy reason. This isn’t a job people
should do if they don’t have compassion. I understand they work under a lot of pressure, but there needs to be a certain level of respect.” Botha says the recently launched plan strives to support staff and offer them skills in their daily dealings with patients. “We realise we have to equip them with the right tools, skills and techniques for personal development. The programme recognises and rewards committed employees for going the extra mile,” he says. The aim is to help staff to relieve stress, have fun and improve morale. Surveys are distributed every month measuring the previous month’s progress to see trends, improvements and weaknesses that require further intervention. “Future interventions include workshops for champions, group coaching for management development, and a competition to award the facility where staff is
bringing tangible results to the patient experience,” Botha says. Among the expected outcomes are a decrease in staff burn-out and absenteeism which in turn will lead to improved staff morale, improved communication between staff and patients and more satisfied visitors, he explains. For the first phase, the department has decided to focus on the District Health Service as more than 90% of government patients are attended to at these facilities. Klipfontein Sub District Health Forum chairperson Isgaak Kamaar says while it is good to see the health department making an effort to improve patient experience, it is not a long-term solution. “How long will it be before someone starts manipulating the system and causes it to lose effectiveness? There is too little staff and these facilities cannot accommodate the number of patients,” he says. “That is the main problem and unless the department builds more facilities or expands existing ones, we will be repeating the same problems over and over.” V Share your views. HANOVER PARK: MOM’S RELENTLESS SEARCH TO FIND HER MISSING SON

our months after a body was found buried in a shallow grave along Vanguard Drive, a mother has finally found closure. Almost two years ago, Helen Kwatiyo saw her son Roland Hendricks for the last time. Her drug-addicted first born, who lived in Hanover Park, was last seen in Athlone before he disappeared on 22 July 2012. After exhausting all possible avenues, including distributing pamphlets and sending out emails, Kwatiyo knew he would not be found alive. Word spread in Hanover Park, and residents informed her of gangsters who may have been involved in his disappearance. Intent on finding out what happened to
him, she began her own investigation last year as, without possible leads, police had registered the incident as a cold case. “I had to find my own means of getting information because I knew it would be a long process had it gone through the proper channels,” she says. Her family joined in her quest for justice, following up on all leads received. There were numerous tip-offs, none of which proved successful. Their breakthrough came in January. Kwatiyo’s brother was informed through a friend that Roland was killed and buried on Vanguard Drive. “The friend had been in conversation with the two suspects, who were unaware that he knew us. They told him everything – how he was killed and where he was buried. With this information, I went to Manenberg Police Station because
I couldn’t take the matter further on my own.” In the early hours of Wednesday 22 January, shortly after reporting the lead, she pointed out her son’s possible location to the authorities. Sniffer dogs found the remains, confirms Manenberg police spokesperson Lieutenant Ian Bennett. “The remains of a 23-year-old man was exhumed from a shallow grave,” he says. The four-month wait to confirm a DNA match was unbearable, she recalls. “It was torture waiting all the time while I knew it was my son that was found. The bones were covered in the clothes he was reported missing in. I gave the police a tough time, but all investigations had to be done by the book,” she says. Last month, it was confirmed the remains were indeed those of her child.
A funeral service was held on Friday at Mountview High, Roland’s alma mater. Kwatiyo is still struggling to come to terms with losing her eldest son. “We are still very sad about how Roland had to leave this earth. Even though we have buried him, it still opens up a lot of wounds. But I just have to be strong for my family and will ask the Lord no questions,” she says. Even though her son was caught in the grip of drugs, Kwatiyo says Roland wasn’t a gangster and didn’t deserve to die in such a cruel manner. “It is tragic. But I hope that with his death, other children and adults who use drugs will learn a lesson from it and consider it an eye opener.” Three suspects are in custody in connection with Roland’s murder. here’s a dirty crime trend in Manenberg. More than 80 wheelie bins were reported stolen in the area last month. The bins are used to cart rubble, stolen items and even groceries, says Manenberg police spokesperson Lieutenant Ian Bennett. In addition, he continues, the bins are also being melted to make weapons such as whips and batons. “We have been experiencing a concerning increase in the number of wheelie bins being stolen and have no idea where they are being taken. Residents are urged to be alert and to report anyone they see walking around with a bin they suspect was stolen. Mark all bins clearly with your house number and street name so that we can identify the property,” Bennett encourages. Even gangsters are using wheelie bins to transport their contraband, Manenberg Community Policing Forum spokesperson Randall April says. “We have received complaints from peo-
ple claiming that the stolen bins are being used by gangsters to transport guns and drugs. It is sad that criminals can think so little of other’s possessions.” April advises residents to only place their bins on the street just before dirt collection, whereafter it should be brought back onto the property. “We need to become alert and responsible. Bins are expensive to replace so making sure it is placed outside and brought in on time will benefit you in the long run and save you money,” he says. Mayoral Committee member for Utility Services Ernest Sonnenberg says bins
should be kept on the resident’s property until the scheduled collection day. “There is a tariff which can be charged to recover the cost of replacement for damaged or stolen bins. Currently, this tariff is only applied where the customer has been found to be negligent,” Sonnenberg says. An example of such negligence is if the bin was stolen from the pavement on a day other than the scheduled collection day. The current replacement cost is R406,83. To apply for a replacement bin, residents would need to report the theft of the bin to the police. They will receive a police case

to save power by their subsidising of energyaware consumers who install power-saving water heaters and geysers,” Munton said. “The question remains that with an electricity grid under severe strain, how is it possible that a programme such as the Load Reduction Rebate Programme can be discontinued?” The City of Cape Town, a major Eskom customer, said the rebate cuts only applied to high-pressure solar geysers, and then only if the components used in the making of these geysers have been mostly locally manufactured. “There are new requirements around rebates and high-pressue systems, being that rebates will only apply where production includes 70% locally produced components,” said Sarah Ward, head of the City’s energy department. Ward said there had been little movement regarding the low-pressure systems mostly used in low-cost housing schemes. “The national low-pressure solar water heating programme is on hold. It has been for the past two-and-a-half years,” she said. This is in line with Eskom’s response. The energy giant said the rebates were not cut completely, but are taking a different tack. “The programme is under review to enhance certain aspects such as creating more opportunities to stimulate local manufacture, and the level of rebate,” said Latetia Venter, Eskom’s marketing and communications manager. “The programme will continue, but with changes which are currently under consideration,” she said. “There will be no negative implication to the grid as the subsidy will continue. “Selected areas with low-cost housing consumers will continue to receive low-pres-

A typical 200F solar tube system for a family of four costs R29 697. The Eskom rebate on this system is R5 865. Thus, in total, it comes down to R23 832. Munton said with financing this amount was repayable over up to five years with a monthly instalment of R998. “One very important point to note – the tubes are only manufactured overseas. South Africa does not have a manufacture facility to make this product,” Munton said. “With Eskom wanting to do away with the rebate on imported products this is going to limit the homeowner to flat-plate technology only. “This becomes problematic when the home owner has a roof orientation which is more than 45° off north. Flat-plates do not perform well when placed on such a roof,” he said. Another problem was the threat posed to local businesses which have bought into the manufacturing of alternative energy. One such business is that owned by David Lipschitz. His company advocates net-metering – an alternative energy solution whereby households generate their own electricity and sell any excess back into the grid. Lipschitz said the rebates were just one way in which Eskom and the government’s approach to alternative energy is putting small manufacturers out of business. He said if government would spend money on alternative energy sources to create their own electricity, it would free up enough energy for industry. Munton’s petition against the rebate cut remains. Tigers tears up Super League A

CT installed themselves as early season Super League A title favourites with a fourth comprehensive victory last weekend. The Ikey Tigers are the only side to have played more than one game and taken maximum points from all, and currently top the league standings. They launched straight into their Super League A campaign after winning the Varsity Cup, with the momentum serving them well. The Tigers kicked off the campaign with a 49-22 demolition of Tygerberg at Florida Park, before thrashing NNK 64-28 at the Jan Burger Stadium, cruising past Kuils River 38-12 at the Green Mile and pummelling Primrose 49-11 at Rosmead on Saturday. The bonus point victories means UCT have a points total of 20 and lead secondplaced Victorians by five points. However, their toughest test so far comes on Saturday in the form of rivals Stellenbosch University – also unbeaten after three
matches. They are currently in third place on the log with 14 points. UCT beat Maties both home and a away in the Varsity Cup this year, and the Maroon Machine will be itching for revenge. Maties will have to improve on their last showing, a narrow 19-18 win against top tier newcomers False Bay at home on Saturday. Both UCT and Stellenbosch will also be in action on Wednesday 14 May, facing SK Walmers and Helderberg respectively. Hamiltons are also expected to put in a strong challenge for the Super League A title this season after a promising showing at the Community Cup. The Sea Point side finished third, losing just once during the tournament. South Africa’s oldest club edged Victorians 31-28 in their opening game last Saturday and can be expected to pull off another win away against Kuils River this weekend. SK Walmers will travel to face Helderberg in their fifth game of the season, looking to pick up their third victory. Meanwhile, False Bay will host Belhar in their fourth game and be looking to secure their third win of the season.

Mondale High School took first place on the Mr Price High Schools’ League table on Saturday after securing one of the tournament’s biggest ever victories. The defending champions, perennial title contenders and powerhouse of Western Cape schools’ football, sent out a warning to any and all challengers with a 10-1 win over Oval North High. Mondale beat Spine Road High 2-1 in their opening fixture at the end of April and now top the league thanks to their vastly superior goal difference. Only two other sides can boast a perfect record after the second round of fixtures in the tournament. Beacon Hill High hold second on the standings with the second best goal difference in the competition, thanks to a stingy defence. The Beacon Valley side beat Aloe High 2-0 on Saturday, after edging Belgravia High 1-0 in the opening round. Portland High are third on the table after picking up three points in a high-scoring encounter with Lentegeur High. Portland won 3-2, conceding for the first time this season after beating Strandfontein High 1-0 in the first round. Cedar High stayed within touching distance of the leading pack after picking up three points against Glendale. Saturday’s 1-0 win over Glendale High, combined with the solitary point gleaned in the first round, sees the Rocklands school in fourth on the table with four points.
The middle of the table has remained congested with only goal difference separating the teams placed fifth to eighth. Spine Road High are fifth on the table after picking up their first points of the season in a 1-0 win over Tafelsig. Glendale, Tafelsig and Aloe are in sixth, seventh and eighth places respectively. All three sides lost this weekend after claiming wins in the opening round a week earlier. Westridge and Princeton are ninth and 10th on the table respectively, level on points and goal difference, with the former leading on goals scored. Westridge drew 2-2 with Lentegeur in the first game of the season and again played to a 1-1 stalemate with Strandfontein on Saturday, while Princeton drew 0-0 in games against Cedar and Cloetesville. The sides placed 11th to 15th on the table are level on points and goal difference, with only goals scored and conceded separating them. Lentegeur are 11th and Cloetesville are 12th, while Rocklands, Belgravia and Strandfontein are tied for 13th, 14th and 15th with the exact same figures. Oval North are dead last on the table, having conceded 12 goals in their losses to Tafelsig and Mondale. The tournament continues on Saturday at Westridge High School. ilano United will need to win big to have any hope of qualifying for the Absa Premiership promotion/relegation play-offs. The Grassy Park side are currently fourth on the National First Division (NFD) table, level on points and goal difference with third-placed Black Leopards but trailing due to an inferior number of goals scored. Milano can still finish the season placed second or third and qualify for the play-offs, but will need to pull off a high-scoring victory in their final game or pick up what points they can and hope for favourable results in other fixtures. Any of the sides from second to fifth place can still finish in the second and third spots. Second-placed Baroka FC will host 10thplaced Thanda Royal Zulu, and will be expect to pull of a win to increase their points tally to 52 to seal second place. Third-placed Black Leopards will travel to fifth-placed Jomo Cosmos, who could increase their points total to 49 and climb to third on the table if they win and Milano do not. The Black and Yellow will host Chippa United, who were crowned league champions on Sunday, and will finish with 50 points should they win.
Should Baroka win – as expected – and Milano and Black Leopards win by the same number of goals, Leopards will remain third thanks to a higher amount of goals scored. Should Baroka draw or lose, victories for Leopards and Milano will see both sides go through – with goal difference or goals scored again the deciding factor for which team finishes higher. Milano United lost 1-0 to Chippa in the reverse fixture in December and have scored the least goals in the top four this season. All signs seem to indicate that the Black and Yellow could struggle to pull off any victory, never mind one which improves their goal difference significantly. V Milano United vs Chippa United will take place at Rooikrans Sports Complex in Ninth Avenue, Grassy Park at 15:00 on Sunday 11 May.
