After years of relieving themselves in buckets or even out in the open, the indignity of a lack of ablution facilities in two Athlone informal settlements is being addressed. Pooke se Bos and Vygieskraal have been earmarked for the rollout of portable toilets, which will see 106 families finally being afforded a level of privacy. Gone will be the days of stumbling around in the dark in search of a secluded spot, residents say. By the end of the month each dwelling will receive a toilet. Sandra Josephs says she has been praying for the day that she will be able to go to the loo without having to look over her shoulder. The indoor ablution facility will be especially appreciated during the cold winter season, she enthuses. “It’s not nice having to go outside in the middle of the night to use the toilet,” Josephs says. Pooke se Bos shackdweller Johan Meyer is ecstatic that he will no longer have to use the bucket system. “People who don’t live in our circumstances would never know what a blessing this is. To us, it means safety, dignity and comfort,” he enthuses. Lidia Swarts says the roll-out of this service shows shackdwellers are not being overlooked. “For years it has felt as though the government had just thrown us away and forgot about us. But when they told us about this project, we were overjoyed,” she says. Many residents are also relieved that they will no longer have to breathe in the nauseating stench that accompany their unhygienic living conditions. Swarts says before residents were given communal toilets, which are locked at 21:00, they were forced to squat in the bush,

MANENBERG: PLANS IN MOTION TO RESOLVE PROBLEM PROPERTY

A vacant piece of land in Manenberg is stoking the ire of residents fed-up with it being used as a getaway route, dumping site and the burning of copper. The plot is nestled between homes in Towerkop and Kareedou streets, and has for years been an eyesore and fire hazard, locals say. Margaret Janse, a backyard dweller, says her property is the only one without a fence, making her more vulnerable to fires and criminals. “If a fire starts my house will be the first one to go up in flames. Who is going to repay me then?” she asks. Of major concern to Janse are the elements lurking around the overgrown land. “For five weeks in a row, we have been catching people cutting wires or running through here with stolen goods,” she says. “When will it end?” Jeffrey Lewis, who lives opposite the site, says he is tired of his complaints falling on deaf ears. “I have complained so many times to council and police about the dumping and the crime, yet nothing is being done. On Wednesdays they come and collect our dirt, but by the evening someone would have dumped on that land already,” he says. Nina Heuvel echoed her neighbours’ concerns, saying that just two weeks ago she

‘Whites only’ advert irks

T

he South African Human Rights Commission is investigating a Cape Town job advertisement only seeking whites as applicants. The Commission says this comes after recruitment agency Quest posted a job advert stating only white males need apply. The advert sparked a flurry of outrage on social media sites, with Quest being accused of racism. Quest denied these accusations, saying clients decide the job requirements. The Commission said it was also investigating another advert, “Algemene Werker; slegs blankes”, adding it condemns such advertising. Here is what readers had to say.

BRIAN KOCK says the advert is reminiscent of the old South Africa. “I don’t understand why they should say ‘only white’ or even ‘black’. I can’t think of anything a white male can do that I can’t.”

ZAIN GALLIE believes racism is still a problem in our modern society. “We don't have equal rights. What counts for one person should count for an­ other. When I see an advertisement like that I feel criticised, ashamed and like I have no place in this world.”

VELISWA QALO says it would not have elicited the same reaction if the vacancy was for a black male. “I am over apartheid, but many will find it offen­ sive when they see such an advertisement. They are still living in the past, not knowing that they are doing the same thing.”

MONIQUE SWART says she deals with these kind of adverts almost every day. “For me the advert was racist. I work with BEE and these are the kinds of things I deal with daily. Even if the advert was about blacks, people were going to raise ques­ tions.”

RADE MAKHUVHA doesn’t think the advert is rac­ ist. “I’ve seen lots of job advertisements saying they are only looking for a black male. I ignore them and look for something I’m qualified for.”

NICKY DAMON says he is offended by the advert. “We all deserve a fair chance. Focus on qualifica­ tion, not race. We are over apartheid. To me the advert was racist. I’m happy they removed it.”

FABIAN HENDRICKS says he feels offended when he sees such an advert. “It should depend on what qualifications one has and not on one’s skin col­ our. It’s racist and I don't like it.”

Summer festival on the move The Voice of the Cape’s annual Summer Festival has found a new home at Vygieskraal Stadium in Athlone. This year’s festival, which takes place from Thursday 5 to Sunday 8 December, is themed Celebrating 91.3fm to mark the radio station’s long-awaited move to a new daily, independent frequency. COMMUNITY SAFETY: WATCH NUMBERS GROW BY THE DAY

Almost 100 new neighbourhood watch patrollers have taken to the streets of Athlone to combat petty crime ahead of the festive season. And eight volunteer crime-fighting organisations have joined forces to make a greater impact. Athlone Community Policing Forum chairperson Aziza Kannemeyer says the Bridgetown, Kewtown, Belgravia, Park Town, Statice Heights, Bokmakierie, Garlandale and Olivedale watches have decided to collaborate to show criminals they mean business. A collective effort increases the number of eyes and feet on the streets, she explains. This, Kannemeyer says, is an advantage especially to smaller neighbourhood watches. “Our main aim is for people to realise the area belongs to them and not the criminals. When neighbourhood watches are active in an area it acts as an effective crime deterrent. Therefore we are calling on more people to join the groups in their area,” she says. After being dormant for some time, Kannemeyer says the neighbourhood watches have been reenergised and are growing by the day. “In the last two months, we have trained between 70 and 90 new members,” she says, adding that the watches are being encouraged to increase their ranks even more. Kannemeyer says the volunteers will be conducting group patrols every weekend

and will focus on the areas with the highest crime rate. “Each neighbourhood watch first patrols their own area, then we meet up and drive in convoy through other areas. If need be, we go on foot patrols,” she says. Athlone police station commander Colonel Krisjan Verwant says with the festive season approaching, the additional presence of neighbourhood watches are a great help. “In Athlone our officers, Law Enforcement, Metro Police, traffic services and neighbourhood watches have a very good working relationship. We rely on each other to improve our communities,” he says. Mayoral Committee member for Safety and Security JP Smith joined the group on their walkabout last weekend. He says neighbourhood watches act as a major crime deterrent. “In incidents of house robbery and breakins, the largest contributor to community safety is neighbourhood watches. However, it is still important for people to report all incidents of crime,” Smith says. He further comments that areas with the highest crime rates have the lowest number of complaints logged and areas with a low crime rate log complaints regularly. “We often only hear of crime in an area once someone has died but we don’t hear of the incidents leading up to it. There is a 100% mismatch between the crime rate of some areas and the number of complaints logged in that area. We need the public to help us to help them,” Smith says. Reconstructed Living Lab (RLabs) is a registered social media enterprise aiming to provide a platform for community driven innovation. This creative hub is situated in Tarentaal Road, Bridgetown, and endeavours to educate people with technology skills training

RLabs has an innovation incubation programme for social entrepreneurs and provides seed funding for cellphone and assorted technology entrepreneurs. Craig Dumont, one RLabs director, says the nine-month programme is designed to provide people with a shared space to develop their ideas and ventures with support from experienced developers and entrepreneurs. “We select ordinary members from communities who have an idea that could bring

Commuters are questioning the implementation of Metrorail’s new timetable, which comes into effect later this month. The State’s rail agency plans to amend the weekday roster of its current Southern and Central lines to a frequency-based service. This will result in changes to the timetable affecting the Cape Flats to Cape Town, Simon’s Town to Fish Hoek, Fish Hoek to Cape Town, Chris Hani to Cape Town, Kapteinsklip to Cape Town and Bellville via Bishop Lavis to Cape Town lines. Breaks of between 10 and 30 minutes during peak hours will be applied to these stations. Metrorail spokesperson Riana Scott says commuters have been advised since September to familiarise themselves with the

new roster through various communication channels. “The implementation date is expected later this month,” she says. Further details of the scheduled changes will be announced at a later stage, Scott confirms. According to Metrorail’s website, the timetable is being redesigned by international rail experts and is an integral part of the transport service’s national efficiency plan. The information on the website states: “The international team has helped to revise the current stop-patterns and improve the connections. The frequency-based schedule is user-friendly with regular intervals during and outside peak periods. It offers up to 28% more capacity.” The timetable will come into action once all accelerated infrastructure improvements have been completed.

It’s not about whether there is adequate land, but whether there is enough money. This was the reaction of the Western Cape Department of Human Settlements to allegations that the department does not use the land available for housing. These allegations were made last Wednesday during a chaotic protest led by Andile Lili in the city centre.

Bruce Oom, spokesperson for provincial housing minister Bonginkosi Madikizela, explained that the department receives a “limited budget” from national government, which is then channelled to municipalities. He said land cannot summarily be developed without enough money. Lili has alleged there is land in the vicinity of Canal Walk which Transnet had made available for development, but that the department did not want to use it.

Oom said the department does not know of such an offer, and neither the department nor the minister can respond to such vague statements. “Should we get a specific address or erf number, we would have a clear answer,” Oom said. Lili and the parade’s other leader Loyiso Nkohla was part of a group who met with Madikizela on 10 October when it was agreed a revised memorandum would be provided. “But nothing was supplied,” Oom said. He continued that land around Cape Town is scarce, and much of it cannot be

developed as it is prone to flooding or there are already many people occupying it, making it difficult to relocate them. Madikizela last week said he understood some protesters have legitimate grievances. “My department is committed to solve it, but we cannot have political agendas detracting from the issues,” he said. “The fact that the leaders of the previous march failed to supply my office with a memorandum with more information in spite of an undertaking to do so and instead threatened to ‘bring the city centre to a halt’, indicates this is nothing more than political posturing.”

The waiting game A total of 3 313 disabled people from across the city are currently on the housing waiting list, confirms Mayoral Committee member for Human Settlements Tandeka Gqada. These applicants need to be registered as wheelchair-bound to be prioritised. “Through registration they will be considered part of the special needs category and may qualify on a priority basis for housing projects as per the City’s allocations policy,” she says. “We are committed to being a caring city and therefore do all we can to build a metro where those who need help receive it to improve their living environments.” Candidates have to be classified as disabled on the housing needs database. A doctor’s certificate or other official documentation is needed for registration. Gqada says council makes provision for the disabled during the construction of council accommodation through a special needs category, which includes the building of disabled-friendly units. Carrying on But while council claims to be mindful of

He waited 20 years to move into his council home – a maisonette which requires him to find his way up a steep staircase to get from the downstairs bathroom to his bedroom. “I either have to get up very early so that my sons can carry me before they leave for work or slither like a snake down the stairs,” he explains. He waited two decades for the call from council that a home has been allocated to him. “When I discovered it was a two-storey house, I still took it. I had waited so many years and I didn’t want this opportunity to pass me by. My family had been living in dire conditions for too long; I put my needs aside so that they could have four walls to call home.” He has since applied for a wheelchairfriendly house but knows there may still be a long wait ahead. “I should never have been in this situation in the first place. It’s hard enough being in a wheelchair, but its even more difficult when you are further disempowered by depending on others for mobility.”

Mum’s the word Tessa Willemse has made it her lifelong goal to teach her son independence. But her efforts are somewhat in vain as the teenager relies on family members to carry him through the sandy stretch that leads from their tiny wendy house to their front gate before he can use his wheelchair.

She has to pick up her almost adult son to allow him to relieve himself in a bucket, as they do not have access to a proper toilet and cannot afford to spend hundreds of rands on adult diapers. In the decade she has been on the waiting list, she has made every effort to make her small home as wheelchair-friendly as possible. But she still prays and dreams of moving her son into a house where he can learn to be self-sufficient. “I don’t know what more I can do,” she says, close to tears. “I have been to housing offices, the civic centre in Cape Town and countless meetings. But no matter what I do, all the doors are slammed in my face.” Until her dream of a wheelchair-friendly house is realised, she will continue to make every effort to make life as easy as possible for the 17-year-old. “Some might think it would be easier to put him in a special care home, but I could never do that. He is my son.”

Short end of the stick Despite government’s claims of building an inclusive society, wheelchair-bound people continue to be overlooked, argues Disabled People of South Africa provincial secretary Anthony George. “Handing over the keys to a mainstream council home doesn’t cut it,” he insists. “I have seen people battling in the space they are supposed to feel most comfortable, depending on their families or neighbours to help them get in and out of their homes.

They are forced to forfeit their independence for a house that doesn’t even allow them to move around freely.” A more intimate understanding of the challenges facing wheelchair-bound citizens is needed to ensure the disabled are not given the short end of the stick, George says. “No one stands up for us. Handing over a monthly grant isn’t seeing to the needs of our people – there needs to be input and consultation. How can a perfectly able-bodied official make the call on what would be accessible and comfortable for someone who cannot move their legs?”

Housing for all Cape Town Association for the Physically Disabled director Bridget van der Merwe says while universal accessibility in the construction of all housing would be ideal, there is still a long way to go before this is realised. “But change is creeping in,” she says. “General building standards are transforming towards allowing the disabled more ease in doing things like going to the toilet or switching on the lights. While not perfect, these measures are seeing us move in the right direction.” But housing activist Sulyman Stellenboom says the process should be “drastically speeded up” and government should be the catalyst for change. “We all have equal rights so we should all have equal opportunities, especially to basic needs such as housing. All avenues towards empowering and giving independence to the disabled must be prioritised.”

Brandon Roland forges on, bravely veering through obstacles to make it home. He is one of thousands of disabled people living in dire and unsuitable conditions, patiently waiting to reach the top of the housing waiting list. And despite wheelchair-bound applicants being given priority status, activists say too little is being done to grant the disabled their right to suitable housing. Roland has been on the list for 11 years and although he refuses to “sit back and wait for a handout”, the meagre wage he makes as an assistant in a fish tackle shop will never be enough to secure him a bond. “As a father, I want to provide for my family,” he says, tickling his eight-month-old daughter. “But being in a wheelchair is a serious disadvantage. Council claims to prioritise the needs of the disabled, but those are just empty words. I would like nothing more than to be self-sufficient, but this wheelchair is standing in my way of earning a fixed salary and buying my own house.” His tiny, neat home has been burgled countless times by opportunistic thieves who know he would be unable to put up a fight. “I have nowhere else to go. I have come a long way from living in a squatter camp to where I am today. But I want more for myself and my family. I don’t want to die here, still waiting for my reference number to be called.”

SOCIAL DEVELOPMENT: R4.5M IN GRANTS RECOVERED

The South African Social Security Agency (Sassa) has since the beginning of this year concluded about 840 investigations into corruption in social grants. Hundreds of thousands of rands worth of stolen money has also been recovered. More than 240 Sassa staff have also been prosecuted for corruption and fraud. These successes were announced earlier this week during Sassa’s first anti-corruption conference. Sassa CEO Virginia Peterson says since the introduction of the biometric system in March, they received 1 800 cases of corruption and fraud. The cases already settled had a combined monetary value of R4.5m. “The biometric grant payment system uses the beneficiary’s fingerprints. Voice recordings are entered into a computer system to prevent allowances being paid to the wrong person,” Peterson explained. More than nine million people have been

registered in this way. Social development minister Bathabile Dlamini said corruption and fraud are rife both in the department and at Sassa. “We are very concerned that most of the corruption and fraud which has come to light was committed by people appointed to serve the community. Sassa and department officials will, therefore, also be registered on the biometric system in the next two months,” Dlamini said. This will allow employees’ activities to be tracked. She also said most fraudsters arrested so far are women. The department is investigating a range of possibilities to make monthly grant payouts easier and thus wipe out the chance of fraud. “One of these is the possibility of personally handing over pensioners’ allowances,” she said. However, Dlamini says unscrupulous money lenders and irregular burial schemes are currently the major obstacles for the department in their fight against poverty.

Mitchell’s Plain is widely considered to by a hotbed of football talent, but the lack of a professional club in the area could be to the detriment of football development. Hanover Park football club has finished the season with a glut of trophies, but its administrators believe an even more important victory has been won. Hanover Park Rangers chairperson Sedick Abrahams says the club has successfully kept 180 boys and young men away from the drugs and gangsterism which plague the area. He says Rangers have “beaten the bullet with the ball”. “We are battling with drugs and gansterism; there are killings in Hanover Park everyday,” Abrahams says. “Sometimes we can’t even practice, (but) we are not even bothered with those gangsters. The players are very dedicated. I started the team to keep kids away from gangsterism.” “They love the game – even though the season has finished the kids still want to play.” The club was founded in 1976, but ran dormant 15 years later due to the difficulties of operating during apartheid. Abrahams reopened the club in 2008 to offer the area’s children a healthy pastime and an outlet for their talent. Rangers now have teams in every age group, ranging from under-7 to seniors. Those teams claimed six different trophies playing in the Rygate Local Football Association (LFA) this season. Rangers beat 21 other teams from the Rygate, Metropolitan and Turfhall LFA’s to claim the combined under-19 league trophy.

The senior third team won the Rygate third division first-round league, secondround league and grand challenge trophies, while the first team won the first division first-round and second-round league to gain promotion to the Premier League, the top league at Rygate. Abrahams says the team achieved this in spite of the adversity and the stigma attached to living in Hanover Park. “We achieved this with dedication and discipline,” he says. “Everybody looks down on us, but we earned their respect. Last year they thought we were a fly-by-night team; this year we were the team to beat. “Although our players come from this background, we instil discipline into to them, because we know people are looking at us with hawk’s eyes.” The Hanover Park area previously had its own LFA and Abrahams says the next step is to reform the organisation once another team is established in the area. Rangers do not charge their players any membership fees and have to supply most with boots and shin guards. Abrahams says the under-11 and under-13 teams shared the same pairs of boots this season. Although sponsorship has been provided by New Era Recruitment, Freedom Riders Motorcycle Club and Strings Motorcycle Club, the club is still in dire need of equipment.
