Residents wary of upgrades SUMMER JACOBS

AFTER years of waiting for their flats to be revamped, some residents are now wary of participating in the upgrading process. The multimillion rand upgrade aimed at improving 18 council units in Heideveld has not been embraced by all residents. The Community Residential Units Project, which started two years ago, has seen five courts rejuvenated. Each of the flats has been fitted with, among others, upgraded plumbing, new doors, new vinyl flooring, rewiring, new baths and basins, as well as new kitchen sinks and cupboards. But several residents are unhappy with the work which has been completed so far. Randall April, a resident of Noreen Court which is soon to be upgraded, deems some of the work as

“unnecessary” and questions the quality of the improvements. After participating in a walkabout with the project’s steering committee, he says he spotted inferior work in some of the flats. “Some of the units are done very well and others not so well. Some units have thin layers of paint and in some areas the paint is already peeling. There are also snags which have been fixed and cemented but not repainted so the cement is still sticking out,” he says. April clarifies that he does not disapprove of the upgrades but questions whether the project will make residents “richer or poorer”. Describing residents as “the poorest of the poor”, April believes the installation of geysers is a burden. “The cost of electricity is already high,” he points out. “For example, the money would go to better use if it went towards new window frames. The cast iron

renovations out of my own pocket.” Ward councillor Anthony Moses says the City is aware of the challenges but stresses that the work has not yet been completed. “About 90% of snags have been addressed, which residents have signed off and given the okay. However, other issues come about after signing off, but those will be addressed as well,” he says. Ernest Sonnenberg, the Mayoral Committee member for Human Settlements, says the City decides on a flat’s upgrading needs by doing two surveys. “An initial survey was done where all maintenance needs were recorded for every unit to be upgraded,” he says. “This was followed up with a second inspection where these needs were evaluated against the specification in the Community Residential Units Policy as well as their cost against the funding approved.”

Happy with the upgrades in her flat, she says she “couldn’t have asked for more”. “I have a geyser, new flooring, double-point plug sockets in each room and even a sink cupboard in my kitchen. And I didn’t have to pay a penny,” the chuffed tenant says. “I’m a pensioner so it would’ve been impossible for me to do these

Regarding concerns about peeling paint, Sonnenberg assures “only top-quality paints are used” and applications are monitored for quality control purposes. “If there are incidents of peeling paint it might be as a result of a damp patch, but these will be dealt with through the existing building contract if reported in the usual manner through the Community Liaison Officer (CLO),” he says. He adds that when tenants return to their upgraded units, they are requested to report any problems to the CLO. “These will then be dealt with contractually before the contractor will be issued with a final completion certificate. Although certain items will thereafter still be covered contractually by a latent defects clause, the tenant is required to report any maintenance issues to the local housing office from where it will be attended to,” he says.

What women really want

Dear reader,

National Women’s Day, Thursday 9 August, is approached by most with mixed feelings. On the one hand, we have cause for celebration when we remember the triumphs of women over the past decades, most notably 9 August 1956 when more than 20 000 women of diverse cultures fearlessly protested proposed pass laws by marching on the Union Buildings in Pretoria. Women have deservedly assumed their place in the business, political and sporting arenas. We’re the quintessential multi-taskers, adeptly juggling our various roles – careers, motherhood, marriage, community work... According to the Inter-Parliamentary Union and UN Women, there are “currently 17 countries with women as head of government, head of state or both”. Globally, Thursday will mark the 101st International Women’s Day and abroad and locally, thousands of events are being planned. With all the awareness and altruistic efforts by government and organisations committed to women empowerment, as well as the power wielded by women today, it is the greatest irony that as many women are victims of abuse and violence. However, statistics on violence against women in South Africa is not reliable, because many cases go unreported. This is due to a number of factors, such as stigma, financial instability, fear of repercussions from abusive partners, a lack of information and education around women’s rights when it comes to reporting abuse, and limited to no resources for escaping abusive relationships. There is also the “system”, such as the processes and red tape involved in filing for divorce, and the complexities of the Domestic Violence Act. Many women can testify how they’ve been sent back home to further abuse, in the name of “getting both sides of the story” before divorce becomes an option. During my stint as a court reporter, I would force myself to listen dispas-

sionately to the trials about women who had been assaulted, and nearly killed, by their partners. The women had been kidnapped, locked up, beaten with concrete objects, stabbed... My intended disconnection was twofold, I reasoned; firstly, professional and secondly, to distance myself from my life experiences and that of others I care about. As a reporter, I had been trained to be objective and report the facts; but my training did not extend to my humanity and it became impossible for me to detach as I looked at the women painfully testifying against the men they had once loved and trusted. The tragedy was that most of the men charged with assaulting “their women”, appeared unaffected, emotionally void. Our most profound memories take root during childhood and it is critical that education begins primarily in the home and includes conversations around respecting and valuing all people, including women. The onus is on both parents to show respect towards one another. I don’t profess to being an authority on relationship matters but have minimum requirements. A man who actively listens to his partner, apologises when he’s at fault – or even when he’s not – and knows when to walk away from an argument is worthy of respect. It’s as simple as that. Few men realise how little it takes to make a woman happy... but I’m not saying that the gifts and pampering don’t count, so pull out all the stops this Women’s Day, and every other day! Walk-through for riff-raff SUMMER JACOBS

THE absence of a school gate has turned an open piece of land into a hotspot for illegal activities. Crouching in dirt and unkempt grass, drug addicts puff at their drug of choice, while children play only metres away behind Kewtown Primary School’s fence. Principal Cecil Balie says this problem has been an issue on for years. He explains that the original school gate was vandalised by pedestrians who wanted a short-cut from one street to another. Balie continues that the school’s property and pupils were vulnerable because people used this thoroughfare around the clock. “As a security precaution we decided to

create an inner perimeter fence. We then moved the gate to the new fence,” he says. The school was later provided with a motorised gate. Balie says the school does not have enough money to pay for a gate for the outer perimeter, adding that there is a high chance of a new gate being vandalised again. Residents of Klapperbos Street say they feel unsafe with “all these funny characters” walking through their street. One of the residents, Abdul Cassiem, says he hardly gets a proper night’s sleep because the spot gets noisy after dark. “When the police patrol they never go and inspect what’s happening in that area. The officers either drive past or turn around when they reach the end of the street,” he says. One resident whose backyard is separated

from the open land by a fence says she always fears that “something bad” will happen to her. The woman says high addicts sometimes forget to “put out their pype and slow boats”. “One evening the area caught alight,” she says. “We had to run to the back and extinguish the fire before it spread.” She says most of the properties have wendy houses in the backyard, which are closely situated to the fence. “Last time we could stop something terrible from happening. We may not be so lucky next time.” Perpetrators, however, describe the spot as the perfect place to “smoke in peace”. “Nobody bothers us here,” one of the boys says. Another echoes his sentiment. “When we smoke at home we get scolded so we prefer coming here because it’s the perfect place to smoke in peace.” Constable Zeta Norman, the spokesperson for Athlone Police, stresses that officers do patrol the area. However, she says, resident have to play a part in identifying problem areas so that the authorities can give it proper attention. She encourages locals to phone the station on (021) 697 9238/39 as soon as they witness untoward behaviour in the vicinity. Students dig tree planting SUMMER JACOBS

STUDENTS exchanged pen and paper for shovels and watering pots as they did their part to save the environment – tree by tree. Thirty trees, indigenous to the country, were planted at Rylands High School on Wednesday. Students got down and dirty as they dug, watered and pruned away. Called “Tree Planting Day”, the project was done by learners who belong to the Green Revolution Club. Life Science teacher, Charles Ngwenya, says the Green Revolution Club is an eco-friendly club that focuses on environmental issues such as recycling, tree planting and gardening. Conscious about the “need for greenery”, Ngwenya stresses the importance of youth learning about conservation. “The rising pollution levels are creating an urgent need for greenery,” explains Ngwenya. “It is therefore crucial for children to see the importance of planting trees. They must have the culture of tree planting embedded in their minds.

“They should also take the knowledge home and sell the idea to neighbours, family and friends. If all of us can plant a tree, it can go a long way to saving the world.” Demonstrating the proper way to plant was Sean Spender from the conservation group, Greenpop. “We’re combating climate change and using trees as a tool to do so,” says Spender. After a step-by-step demonstration on the best and most efficient way to plant a tree, it was time for the students to dig in. Grade 11 student, Laeeqa Mosavul, described the planting session as both fun and informative. “I didn’t know how to plant a tree before this. As I watched the demonstration I saw it wasn’t that difficult and I was eager to try it,” she says. Greenpop volunteer, Leoni Hertig, had as much fun getting her hands dirty as the students. “I am volunteering for eight weeks and so far it has been amazing,” she says. “If I can make even a small difference by being part of the drive towards a greener Earth, I’m happy.”

Pagad ‘ready to break the law’ LAILA MAJIET

PEOPLE Against Gangsterism and Drugs (Pagad) say they are ready to break the law to protect the people of Manenberg from drugs and gangsterism. The movement is planning a march in the gang-infested area by the end of the month – whether they are given permission or not. Pagad officials say while they wish to eradicate the Cape Flats from social ills, police are standing in their way of doing so. However, police say it is their responsibility to ensure law and order in the area. Pagad met at Downeville Primary School on Sunday 29 July for a door-to-door campaign to raise awareness about the organisation and its role. Those present at the walk-about say there was a heavy police presence even before the campaign got underway. About 20 minutes into the walk-about, public order policing members approached Pagad and other people who had come out in support of the door-to-door campaign, demanding they retreat as they had no permission for a march. However, Pagad spokesperson Osman Saheb says they had no intention of marching as they were there to inform the community about becoming actively involved in fighting gangsterism and substance abuse. “The police were out in full force, harassing us even though we were busy with a peaceful awareness campaign. We are planning a legal march for shortly after Ramadan. We will try our best to obtain permission from the relevant authorities, but if permission is not obtained, we will march anyway,” he says. Lieutenant Ian Bennett, the spokesperson for Manenberg police, says there had been another police unit doing patrols in the area which accounted for the heavy police pres-

ence. He says the crowd was dispersed because “if there are more than 15 people, it is considered as a protest. If you do not have a permit, it is then considered an illegal gathering”. Bennett says they have no qualms with Pagad as long as they operate within the confines of the law. “Pagad needs to apply for the necessary permits so that the police are informed and can put the necessary structures in place for a march. It is our responsibility to safeguard the community,” he adds. Saheb claims that many Manenberg residents came out in support of the organisation two Sundays ago, however, two people who spoke to People’s Post on condition of anonymity question Pagad’s motives. Staying in Manenberg for almost 30 years, this resident says Pagad has no place in their community. “I do not know what their precise agenda is and I question why, at this stage, they chose to make themselves known in Manenberg. “People should not align themselves to Pagad as they put their lives in danger by doing so. We have enough confrontation in this place, we don’t need Pagad here to add to that. “Gang violence is my biggest concern as innocent bystanders are getting killed in this war. Talking to gangsters is not the answer as they have a lack of respect for human life,” she says. A pensioner living in Manenberg for the past 33 years says it all ended very ugly the last time Pagad was active in the community. “Visibly, policing has been stepped up in recent months. This should continue in the hopes that it can end the gang violence,”she says. “Children are most affected. I took my grandchildren shopping and they asked me to buy them guns because they are exposed to a culture of violence.”

Zakat, often translated as “the poorrate”, is obligatory as one of the pillars of Islam; a fixed percentage is required to be given by those with savings. Sadaqa is voluntary charity in giving above and beyond what is required from the obligation of zakat. Muslims believe that all good deeds are more handsomely rewarded in Ramadan than in any other month of the year. Consequently, many will choose this time to give a larger portion, if not all, of the zakat for which they are obligated to give. In addition, many will also use this time to give a larger portion of sadaqa in order to maximise the reward they believe will await them on the Day of Judgment. In many Muslim countries, it is not uncommon to see people giving more food to the poor and the homeless, and even to see large public areas for the poor to come and break their fast. One for the road

A PROPOSED amendment to the national road traffic amendment bill could see the legal alcohol limit reduced from 0.05 to 0.02 grams. The Road Traffic Management Corporation’s Ashref Ismail says alcohol is a major factor in road deaths. More than 65% of all major fatal crashes are attributed to alcohol consumption. The bill is open for public comment until Saturday 18 August. People’s Post readers shared their views with Luzuko Zini and Tarren-Lee Habelgaarn.

COMMUTERS have welcomed Metrorail’s plan to have rail security guards trained by the South African National Defence Force. Hundreds of Metrorail guards will be trained by the army to better deal with crime on trains and at stations. Commuters say a beefed up security system is in order, but they question how this will improve general services which should be Metrorail’s main concern. Commuter Ezelle Solomons (22) says while it is a good idea to have the army train security guards, the army is needed elsewhere. “There was so much hesitancy to bring in the army in gang-infested areas like Lavender Hill, yet the army can be brought in to train security guards,” she says. “I travel on the northern line. There is a police station just metres away from the Bellville train station, but not even that is a de-

There is a need for more security guards in carriages and on the train stations.” Mthuthuzeli Swartz, the regional manager of Metrorail Western Cape says the defence force will bring superior skills to the training of additional resources. Responding to questions of clarification on the new recruits, he indicates that the new trainees will be shared across the region and their deployment based on needs analyses. “The guards will be deployed at all stations for the duration of our operational hours,” he says. “Proactive deployment is based on security intelligence and reactive measures in response to reported crime incidents. Most

criminals are opportunists, as result incidents are mostly random and often a spillover from the surrounds. We continue to collaborate with the appropriate provincial/local law enforcement agencies to collectively address our joint priority of crime prevention.” He explains the Western Cape region comprises of 481km of railway tracks, 122 stations, 1 095 train carriages and 732 000 passenger journeys each weekday. Another commuter – Donna Lukas (29) – who travels to work by train every day says Metrorail needs to get its priorities in order. “Protecting us from crime should not be their first priority. We rely on trains to get us to our destinations on time. Trains are of-

ten delayed. Sometimes commuters are not even given any reason why trains are running late. “Trains are then overloaded and there are no guards around at this time when people are hanging out of the doors,” she says. But Swartz confirms crime has dropped by 40 % over the last year. “On average we record between 15 and 23 incidents of crime against commuters per month,” he says. Although crime is down, the rate of vandalism remains a concern in the central service area. “We anticipate that the additional resources will also assist in restoring order to the rail system through enforcement of bylaws as well as operational safety.” Swartz says Metrorail appeals to customers to be proactive against opportunistic crime by being vigilant and keeping the necessary safety tips in mind.

More time to register woofie ANIMAL lovers now have until the end of this month to register their pets. The City of Cape Town has extended the original deadline of 31 July for automatic permission for extra animals to Friday 31 August. There is no cost. Interaction with pet owners and animal welfare organisations have identified some confusion and concern on the registration. This, in turn, has resulted in a slowing of the registration process and thus the granting of automatic permission for animals in excess of the limits stipulated in the Animal Bylaw of 2010. This is despite the City having increased the permissible numbers previously legislated. The final deadline for the entire process is Sunday 30 September

She offers cohesion, a nurturing touch, a shoulder to cry on, soothing advice, a comforting embrace. ‘She’ is a car, a boat, an aeroplane, but more than an inanimate object, ‘she’ is Mother Earth. She breathes life and lets it grow – her sure hand ever present to guide, admonish and protect. Womanhood is more than the spikes of her stiletto, the colour of her hair, the cup size of her bra, her cooking skills. Womanhood is defined beyond her physical and professional abilities. A woman who dwells in safety represents one who is the object of respect. A woman who is free to study and work is manifestation of a free society. A woman who chooses to raise her children and make a home earns her living. What does gender equality mean? Do women really want to be equal to men? And who decides this? How is this equality determined? Gender equality transcends the borders of income. Earning power does not change how men view women. Are they the weaker sex? Is there such a thing? Is this determined by whether a woman can change the tyre of a car? No. Is she any less of a woman if she can change a tyre? And if she does it faster and with more skill than a man, does she lose any of her femininity? Women’s Day on Thursday is a chance for all to examine their personal views of women. Five busted for child shooting SUMMER JACOBS

FIVE men have been arrested for the attempted murder after a nineyear-old injured in a crossfire in Manenberg. On Saturday at 15:45, a nine-year-old girl from Lilian Road was walking in the street with five of her friends. Witnesses say they were walking in the direction of Rhone Court. Police say that without any warning gangsters started shooting at each other and the children were caught in the crossfire. The nine-year-old girl was hit in the leg by a stray bullet. Her parents rushed her to GF Jooste Hospital where she received treatment. Manenberg police managed to arrest five men between the ages of 26 and 38. A 22-year-old was arrested for the possession of a 9mm pistol with ammunition. The serial numbers were filed off. No witnesses after child shooting A six-year-old girl was shot after a gunman opened fire on children in Manenberg on Thursday. The suspect stood in Scheldt Road and fired several shots in the direction of the children playing in Scheldt Lane.

Mom dodges several bullets .A Manenberg woman narrowly escaped death after several shots were fired at her. A woman living in Storms River Road heard shots in Storms River Walk and went to investigate last Tuesday. She was then informed that a group of men were shooting at her son. After trying to walk further to look for her son, she saw a man approaching her. He pointed a gun and shot several times. The complainant hid behind a block of flats.

Help the poor beat the chill

THE community’s help is needed to assist those left destitute from the harsh winter conditions. The Mustadafin Foundation, a social welfare organisation, is currently cooking for 4 600 people in Kosovo squatter camp affected by the rain. Warm meals are being prepared and vehicles are transporting 4 600 blankets to the disaster area. The foundation has also been asked to be on standby this weekend as more areas could be affected. Places most vulnerable to disaster are the rural communities.

The Mustadafin Foundation urges those well-equipped for the winter chill to spare a thought for those that face the onset of winter with only the clothes on their back. The foundation appeals for donations to assist their Operation Warmth and Disaster. Donations needed include dry ingredients, meat, vegetables, legumes, rice, warm clothing, blankets and cash. AN URGENT appeal is being made to breast-feeding women to donate their breastmilk to help nourish hungry infants. This request comes in the wake of increased demand for breastmilk by Milk Matters, the breastmilk bank in the Western Cape. “We are always in need of donor milk, but the demand is particularly high at present and we are unable to supply all the babies in need,” says Louise Goosen, the Milk Matters chairperson and a lactation consultant. Their quest is to feed the many tiny pre-

mature babies in need of donor breastmilk. Goosen says babies who benefit from the breastmilk include those who weigh less than 1 500 grams, or in cases when the mother is seriously ill and cannot give her own milk for medical reasons, such as mothers with hypertension. According to Goosen, donors “make a difference in the lives of the many vulnerable babies we provide with donor milk every day”. Primary school children are supposed to play five-a-side,” says Cabral. “It’s like the primary school of soccer, but in South Africa children go to 11-a side soccer at the age of seven or nine. They don’t go to five-a-side to learn the basics, like how to control, pass or score a goal.”

According to Cabral, Brazil have been playing futsal for about 80 years, while Spain have been playing for over 30. Andres Iniesta, Cristiano Ronaldo and Ronaldinho are some of the names to have honed their skills on a futsal court, and Cabral believes, should the game take off, Mitchell’s Plain could produce footballers of the same quality. “I’ve been in South Africa for five years and I have never understood how we can be number 65 in the world rankings with the talent here,” says Cabral. “If they understand that futsal is supposed to be for young and grassroots players, then I think in 10 years there will be players like Messi and Cristiano Ronaldo here.”

MONDALE HIGH SCHOOL has clung to the top spot in the Mr Price High Schools league after securing their eighth victory in nine games. The Portlands school retained their two-point lead over secondplaced Oval North High School by earning three points in a 2-1 victory over stragglers Beacon Hill in Rocklands on Saturday. Mondale and Oval North have been neck and neck since the early stages of the season, with Oval keeping the pressure on their rivals with a 1-0 victory over Spine Road this weekend. Mondale are on 25 points while Oval have 23, and it seems evident that one of the two sides will claim the title. In third is Cloetesville High School (22) who stayed in touch with the top two thanks to a 1-0 win over Westridge High School. The defeat saw Westridge, who won the competition in 2004 and 2010, drop down from fourth to sixth, denting their chances of winning a third league title. Lentegeur High School (16) now occupies the fourth spot after they thumped Heideveld High School 6-0 on Saturday. Lentegeur went into this week-

end’s round of matches in seventh place, after losing 3-1 to Mondale in the previous round. In fifth place, on 14 points, is Tafelsig High School who secured a 1-0 win over Cedar High School to move up from ninth. Below Westridge, in seventh, is Portlands High School who dropped down from fifth after they lost 1-0 Rocklands High School. Aloe High School also dropped down the table, from sixth to eighth, after Saturday’s matches. They lost 1-0 to Belgravia High School. The victory saw Belgravia climb from 11th to 10th, just below Glendale High School. Glendale dropped down one place after suffering a 3-0 loss at the hands of Princeton High School, while Rocklands’ victory saw them climb one spot from 12th to 11th. Princeton also moved up the table, from 14th to 12th, following their victory, and Beacon Hill High School fell from 10th to 13th. Spine Road High School and Heideveld also dropped down the standings after their losses, and now sit at 14th and 15th respectively. Cedar High School are last on the table, in 16th place and on just two points, after they suffered their seventh loss of the campaign. Cedar’s best results this year have been two draws.

Still on par at eighty years old LIAM MOSES

DESPITE being almost twice the age of most of his competitors, an 80-year-old Athlone golfer can still claim to be one of the best in Cape Town. Greenhaven resident Ishmail Adams first started playing organised golf in 1972 and has since grown into a legend of the game. Hadgie, as he is known on Cape Town’s golf courses, is still a level par golfer, with a handicap of just eight – less than eight years ago his handicap was only two. Adams says apart from his natural talent for the game, it’s his principles which make him such a good golfer. “I think golf is an art. It’s an individual sport. It could be natural talent, but I always say there are four Ds in golf – devotion, desire, determination and discipline. You have to have that. If you don’t have that in golf, forget about it,” says Adams. “Even the youngsters, they can outdrive me by 50m but I still beat them because my chipping and my putting is fantastic.” Adams got his first taste of the sport as a child at the Rondebosch Golf Course, near to his childhood home and his father’s business. Golf was part of his everyday life. “We lived in Black River, so we walked from

our father’s tailor shop onto the golf course,” says Adams. “And that’s how I started as a caddy. We didn’t have golfing equipment, so when we played on a nearby field in the afternoon we started with a bluegum seed and stick wrapped in wire.” After dropping the game as a teenager and finding it again as an adult, Adams quickly improved. During his golfing career he has won the Caledon, Worcester and Outeniqua opens, amongst many other trophies and medals. A regular player at the King David Country Club in Montana since 1980, he has hit three hole-in-one’s since then. The only tournament that has eluded him is the club championships. According to Donny Jurgens, secretary of the Cape Peninsula Golf Club of which Adams has been a member since it was founded in 1985, says Adams is special both on and off of the golf course. “He offers lessons to the members and juniors and often picks up juniors at their homes, without expecting anything in return,” says Jurgens. “He is always prepared to help. He sponsors prizes for the club. The club is part of him – that really makes him special. He is a life president of our club, which is a particular honour. Jurgens jokingly adds: “The only thing that we don’t like about him is the fact that he keeps on beating us.”
