Fury at Peak View ‘closure’ LAILA MAJIET

TEACHERS and parents of pupils at Peak View Secondary in Bridgetown are outraged that the school may close down. The school, in Cypress Avenue, received a notice from the provincial education department of the possible imminent closure. Education minister Donald Grant announced in the notice his ‘intention’ to close Peak View Secondary School. The letter was dated Friday 25 May. The school received the letter the next Monday. The decision of the possible closure comes on the heels of the school’s poor matric results over a number of years. Last year, seven pupils passed matric at Peak View Secondary. The school’s matric pass rate has dropped from 66.7% in 2008 to 18.9% in 2011. Oswald de Villiers, principal at Peak View Secondary, says they are deeply concerned by the department’s intention to shut down the school. “Last year we had very poor results because 24 of 39 matric pupils failed English Home Language because their mother tongue is Xhosa.” De Villiers says the school applied to the education department to teach isiXhosa Home Language. This was approved and the school saw a 100% pass rate in this subject at the end of the first term this year. “The school phased in isiXhosa Home Language across Grades 10, 11 and 12 and already we are seeing a turn around in our poor academic results. After introducing the change to the offered subjects, I received a call from the department saying it was illegal to have

phased in Xhosa Home Language.” He says the department had made a blunder and had in fact approved the changes to the curriculum. Marawaan Jumah, guardian of a Grade 8 pupil, says he will not stand for the closure. “It won’t necessarily be easy for me to get him into another school if the school closes down. It is unfair of the department to justify the closure of the school by looking at previous years’ (matric) results.” Jumah says he is not sure if he will be able to afford the fees at other schools if the education department decides to shut the doors at Peak View Secondary. The education department says a final decision has yet to be made. Spokesperson Bronagh Casey says: “There has been no decision to close the school as of yet. “The (education) minister will only make his final decision once all prescribed processes and requirements have been met.” The school governing body will now be given the opportunity to make representations in relation to this proposed action. Casey says Grant “will then consider all the representations made by the school governing body and after a lengthy deliberation, he will then make a decision on whether or not to proceed with his intention to close the school”. The department explains a final decision on the school’s future will be guided by what is in the best interests of the learners. “If there is a decision to close the school, the learners can be accommodated at other schools in the area, namely Bridgetown High, Athlone High and Spes Bona High.” De Villiers counters that they will not accept the closure of the school lying down. “We are going to mobilise teachers, learners and parents to protest the possible closure of the school.” The provincial education department is expected to make a decision by 22 June.

Way back, you had first, second and third class. I’ll leave it at that but recall a day then when a high school friend and I risked missing our train had we stopped to buy tickets, so ended up smacking the ticket inspector when he demanded closer inspection of our old tickets. His pursuit of us down the stairs towards our carriage was unsuccessful as we jumped on board, waving his angry face goodbye. My friend was a champion track athlete. I was skinny. What then are the joys of rail travel? Affordable and fast spring to mind and if you can find a good window seat, peaceful enough for reading. Compared to a R1 000 a month petrol bill from Wynberg to Tokai, R200 for a monthly train ticket is worth some minor inconveniences such as delays due to cable theft and having water and wind hit you through broken carriage windows. Right? The sheer long hours most people work today make it necessary to use own transport, but perhaps public transport can be considered during summer months. Not everyone has choices as the underprivileged workforce rely solely on public transport to get to work and back home, and are at the mercy of the cowboy antics of most taxi drivers. Many of us, if not all, have used public transport, or at least given it a try. We’ve test driven and experienced the gap-toothed “charms” of the driver and “guardjie” minibus taxi team, hopped onto buses jostling with taxis for their own place in the sun and resigned ourselves to a half hour rail journey on “permanently air-conditioned” trains. Many a commuter can testify to taxi journeys from hell that include being sworn at, being accused of being “sturvy and stuck up”, being forced to sit on a fellow passenger’s lap; or worse, having a heavyweight perched halfway on your immaculate clothing. Your most polite and most vocal protests invariably fall on deaf ears as vibrations from nightclub-appropriate speakers under your seat threaten to blast your eardrums to smithereens. Note to half-deaf self: Give up taxi travel and buy a bus clipcard and great book to read during long journeys in peak hour traffic. This sounds heavenly in theory, except for one or two obstacles; long queues at bus terminus and standing room only in the bus. So much for unwinding with a good book. In fact, each time the bus driver slams on the brakes as yet another errant taxi driver cuts in front of him, eve-

In a splash over water reconnection LAILA MAJIET

THE over-valuation of Vygieskraal houses caused havoc with municipal bills. About 104 Reconstruction and Development Project (RDP) homes had been over-valuated almost 22 years ago, resulting in escalating rates charges. The one-bedroom houses – none of which have been fitted with geysers – had been valuated at between R350 000 and R450 000. Ward councillor Magedien Davids says 90% of these homes are in arrears, with some owing the City up to R104 000. Davids had studied residents’ water bills after the matter was brought to his attention. He says: “It was worrying to see these kinds of houses had been evaluated for this amount. I called up officials at the City and had the houses re-valuated and the arrears scrapped after following the correct processes.” The 104 houses were re-valuated at R65 000. According to the City of Cape Town’s rates rebate scheme these residents had all qualified to have their arrears scrapped as they had been identified as indigent. Davids says: “Residents had their water arrears scrapped after agreeing to have a water management device installed.” The water management devices (WMDs) installed in the homes allow residents to receive 350 litres of water free every month. Leatitia Smith (29) says she and her family have been without water for almost five years until Davids stepped in. This unemployed mother of four was R60 000 in arrears. She explains she was unable to come up with the money as both she and her husband, Kiewiet Karoulse (35), are contract workers and currently unemployed. “I feel very happy now that our water has been put back on,” says Smith. “I can now make food for my family, bath the children and wash our clothes. It is a big relief for us. We are extremely thankful to Mr Davids. He is the only one who has ever helped us.” Sophia Barends (49) was in arrears for over R100 000 before Davids came to her assistance. She shares her Pearl Crescent RDP home with her husband, five children, four grandchildren and two children whom she raised from birth. Barends says: “I could not understand why the bill was so high as we don’t even have a geyser. I used to have to fetch water from my sister who stays opposite me as they would put my water off for about a month. “It was very frustrating to have to fetch water in the middle of the night.” Ian Neilson, of the City’s finance department, says: “The arrears have not yet been written off.” In terms of the City’s policy, owners of properties with a municipal valuation of R200 000 and less are automatically indigent. All properties with a municipal valuation of R300 000 or less are subject to the City’s Water Leaks Project. The City will repair all water leaks on such properties and also install WMDs, both for free. Only then will all the arrears on these properties be written off as a once-off measure.

ON TAP: After being without water for five years, Leatitia Smith says she no longer has to worry about where she’ll get water from. Neilson says: “The City’s Water and Sanitation Department will visit each of the properties over the next couple of weeks to repair the water leaks and install the WMDs. Only once this is finalised, will all the debts and/or arrears on each property be officially written off.” He says the City’s approach is to “write off the arrears of indigent people as a once-off benefit, provided they agree to the management of their future consumption levels through electricity pre-payment meters and water flow control devices”.

Pennies for homeless: hand up or hand­out?

THINK TWICE: Shaheema Ra­ ban says she is wary of giv­ ing to just any beggar. “It de­ pends on if they look like they are going to make good use of the money. If someone looks shady, no amount of begging is go­ ing to work.”

BEGGARS stand at every traffic intersection, hoisting cardboard signs, appealing to the goodwill of drivers and passers-by. Others camp outside restaurants and shopping centres with extended arms and hands cupped together, pleading for money to buy basic food supplies. Many are very young, and are often accompanied by a parent or older sibling. Readers told People’s Post they are two-minded about giving cash to beggars. Salma Ibrahim says she used to give money to beggars, but now she simply refuses. She says giving cash “encourages them not to find work”. Others, like Neil Jarred, feel differently. They reach deep into their pockets for spare change as the sight of the beggars pulls at their heart strings. Jarred believes having wealth means you must learn to share it. “Give, give and give some more,” says Jarred. “It makes you feel better.”

Elderly woman murdered in Garlandale The man (62) from Manenberg is believed to have killed his employer over a dispute about money. According to the suspect, the woman (71) owed him an undisclosed sum. She lived with her daughter, who was at work at the time.

Norman said neighbours heard a woman screaming, but were unsure which direction it came from. “When the screaming stopped, a neigh-

bour saw the man hiding and then running and thought he looked suspicious,” says Norman. “They tried to catch up to him but were unable to.” A passer-by saw the commotion and caught the suspect and handed him over to police. At the time of going to print, police could not confirm how the woman had been killed.

MANENBERG police are focusing on the problem of illegal guns. On Saturday, while officers were conducting sector patrols, they received a tip-off about a 24-year-old man with an unlicensed gun. They immediately responded and went to a house in Gouritz Road, Manenberg. They approached a suspect – who fitted the description – lying in bed. When they saw the gun, they immediately arrested him. The gun was reported stolen in Grassy Park in 2010. The man appeared in the Athlone Magistrate’s court. KENILWORTH CENTRE is helping to clothe needy children by joining the MySchool, MyVillage, MyPlanet team. The initiative sees the centre, managed by Broll Property Management and part of the Fountainhead Property Trust Portfolio, encourage companies and customers to assist in clothing 1 000 children with good quality second-hand or new school uniforms. The drive runs from Sunday 10 to Friday 15 June. A designated box for all drop-offs has been placed at the centre’s information kiosk on the ground floor. It will remain open until 15:00 on Friday. Donations of grey pants, white shirts,

socks, jerseys, blazers and skirts will be accepted. The initiative is said to be the largest in the country, with more than R2,5 million raised for over 9 000 schools, charities, animal welfare and environmental organisations every month. “We are proud to be part of this cause and hope our assistance helps MySchool, MyVillage, MyPlanet bring relief to underprivileged children,” says Terry Pollock, senior property manager of the centre. “We wish to encourage Kenilworth Centre shoppers to donate new or secondhand school clothing to this very worthy cause.” For more information 0 (021) 671 5054.

Youth celebrated through theatre AN EVENT to commemorate National Youth Day will be held on Friday 15 June at the Bridgetown Community Centre. The Bridgetown Theatre Company (BTC), collaborating with the community-based Youth Volunteer Centre, will host the event from 14:00.

In the interest of community development, the Volunteer Centre and BTC aims to provide the youth with a special day to express themselves through dance, music, drama, poetry and public speaking. This platform aims to encourage them to play an active role in their communities by giving back in terms of volunteering.

Young hands FINGERS trained on cellphone keypads gave rise to the Arab Spring. Years of oppression came to a halt in a domino-effect with protests in the Middle East. Stones lobbed at apartheid police were flung from teenage hands. In both cases, history was reshaped. It gave rise to the then-unknown groundswell of nations standing up to oppression. Long-held dictatorships and protected regimes came face-to-face with the might of the youth. Their actions sent a clear signal to the leadership. They willed a change – in their lifetimes. Theirs is a voice that would not be silenced. Throughout Africa, young people are driving peace and rebuilding initiatives in war-ravaged regions. Their aim is to grow profitable, thriving nations. In this country, young people are grieving violent crime in rural areas. There are two sides to a coin. Mourn the labourer killed by the farmer; mourn the farmer killed by the labourer. The challenges for South Africa’s “bornfrees” – those born into democracy – are stacked. Minus the baggage of an apartheid system, they will still require quality education, gainful employment, innovative minds to birth entrepreneurial spirit, and a progressive nation yet to rise out of this emerging market. Only then will this continent erase the impression in the minds of Europe of it as a begging bowl. Saturday is Youth Day. The youth’s work is cut out for them. On their shoulders fall the responsibility of maturing this country. Now is the time to step out of the shroud of complacency and political rhetoric. Shrug off the grandstanding of talking heads who try to muscle in on events meant to celebrate the youth. They cannot be hamstrung by opportunistic violence, teenage pregnancies and school drop-outs. With the guidance and mentoring of like-minded elders, may the youth of South Africa be unified in their zeal for a stronger nation. And may each generation be judged fairly on merit. To work, young people, to work.

I was in awe of the enormous and amazing talents of these musical icons. Too often we spend hundreds of rands to see international artists, when on our doorstep we have local talented stars of the highest calibre. A big thank you to Alistair for showcasing these musicians. Incidentally, Alistair was in my Grade 1 class at Parkhurst Primary School in Mitchell’s Plain. The first big production I did was James and the Giant Peach and he was one

of the main characters. I knew then that he was meant to be on stage. I’ve followed his career and am enormously proud of him. Thank you Alistair, your musicality is great. God bless you and may you go from strength to strength. Zayne has always been a heartbreaker who wooed all the ladies with his beautiful love songs and is still able to do so. Admirable Zayne! Taken for a ride SUMMER JACOBS

AN AGREEMENT in which pensioners would ride the train for free every Tuesday – to any destination – is not being honoured. They have been turned away from train stations on more than one occasion. Metrorail and trade union federation COSATU reached this agreement. Under the new ‘free Tuesday’ concession, which came into effect on Tuesday 1 May, pensioners must obtain their tickets in person at the ticket office and present their identity documents. They are then allowed to travel to any Metrorail station on its railway network. However, pensioners who have tried to take advantage of the travel concession feel that they have been “messed around” by COSATU and Metrorail. Recently, Edwin Davies (65) organised an outing for six of his pensioner friends. They were to travel from Lansdowne to town. Under the impression that Tuesday’s were free riding days for pensioners, they chose the train as their form of transport. Davies and the rest of the group were however disappointed at the ticket office – the staff knew nothing about the travel concession. Davies says: “I phoned Metrorail’s information service, but they too heard nothing about it.” Very disappointed, Davies and the rest of the group had to call off their trip and went their separate ways. An hour later, Davies returned to the train station, prepared to pay the pensioners’ price for a ticket to town. When he got there he was informed that free tickets were now on the system and he received one. A perplexed Davies thought this was the end of his ordeal but a week later he

faced the same situation. “The next week I planned another trip thinking everything would be sorted out with Metrorail, but alas, no free pensioner’s rides were on the system. I phoned Metrorail information once again and they insisted that they only have every second Tuesday as free trips for pensioners.” Davies then phoned Metrorail operations but they too insisted on the same story. “Somewhere there is a complete lack of communication between COSATU and Metrorail and their information section,” says Davies. Metrorail was asked to comment about the inconvenience faced by pensioners due to the miscommunication about ‘free Tuesday’ trains. Metrorail spokesperson Riana Scott says: “We regret that our staff and the City’s Transport Information Centre were uninformed and will ensure that they are fully briefed to prevent a recurrence.” Regional Manager of Metrorail Western Cape, Mthuthuzeli Swartz, confirmed concessions were agreed to between Metrorail and COSATU which came into effect last month. Swartz states the existing pensioner’s concession of 40% during weekdays remain unaffected by the new arrangement. Swartz says: “Our pensioners have been loyal and long standing commuters, and they’ve earned the right to get around to see family, get to their weekly clinic or perhaps even relax and sight-see on all other days.” COSATU organiser Mike Louw says: “pensioners who encounter any difficulties must feel free to contact the COSATU office on (021) 448 0045/6 or Herschelle Smith of Metrorail at (021) 449 2028. Since first speaking to him, Davies has been able to travel for free on Tuesdays with “no problems whatsoever”.

Enrolment deadline looms have enough time to do so. Last-minute enrolment puts a strain on the education department to accommodate the sudden influx of pupil applications. The education department says parents should first deal directly with the schools at which they want to enrol their children. Schools are required to inform parents by 30 June if the child has been accepted. This allows parents sufficient time to look for alternative schools at which to enrol their children in the second phase, which will begin on Monday 16 July. If there is still a problem enrolling the child, parents can approach the education district office for assistance. The contact details of the relevant education district office will be available at the school. The documents required for applications are the child’s birth certificate; immunisation card (clinic card); and the transfer card or the last report card for pupils who have already been to school. Schools may enrol pupils provisionally if these documents are not available.

THERE are nine days left for parents to enrol their children for the 2013 school year. The closing date for the first phase of enrolment is next Friday 22 June. The education department started the first phase of the early enrolment in March to give parents ample chance to enrol their children in good time. The early enrolment is necessary for a number of reasons, says the education department. It allows the education department to plan for the year ahead. This depends on knowing well in advance how many learners will be in every school in the new year. Provision can then be made for textbooks, educators, furniture and other learning materials needed to start the school year prepared and on time. Early enrolment is also important because parents do not always get their children into their first school of choice. Parents needing to find another school will

Saving Saartjie SUMMER JACOBS

WOMEN at the Saartjie Baartman Centre, in Manenberg, have been given some relief. Close to R300 000 was raised to keep open the doors of the centre, which aids women and children wanting to escape abusive backgrounds. This comes after People’s Post reported on fears that a lack of funds might shut the centre down (“Hearts, wallets open to save Saartjie, Tuesday 29 May”). Now, various organisations, church groups and individuals have stepped up to alleviate the financial plight of the centre. Bishop Alvin Witten, of the New Apostolic Church’s Silvertown area, handed a R20 000 cheque to Kryska Marquard, the deputy director of the centre, and Shumeeze Johaardien, the financial administrator on Wednesday. “When we heard the Saartjie Baartman Centre was experiencing funding problems, our members felt the need to respond and decided to hold a walkathon in aid of the centre,” says Witten. And their relationship may not end here. “We look forward to working more closely with this institution – which is on our doorstep – in the future.” Marquard expressed gratitude for the donation, saying every cent will “help the cen-

tre by serving the community”. Last month the centre received a total of R205 146 in donations. This month they have received R74 000. The Saartjie Baartman Centre’s Empowerment Manager, Ilse Ahrends, says the public response has been “amazing”. Ahrends says: “We are very grateful to everyone who supported in whichever way they could.” Shumeeze Johaardien commends pensioners and children for playing a “large role” in helping the centre to survive. “If it was not for our community and especially pensioners and children who came forward we would’ve closed down,” says Johaardien. The staff members says they have some way to go for the centre to be financially secure, but they remain hopeful. They explain once they sign their annual contract with the Department of Social Development they will have “a clearer picture of where they stand financially”. “We have received the same amount from the department for the services we render,” says Johaardien. “Meanwhile our services increase all the time and this is where we experience financial strain.” The Centre has battled through the first half of the year with no finance from the Department of Social Development and they say they are eager to sign the contract, known as the Transfer Payment Agreement (TPA). Council for Social Development in the Western Cape, says it is important to remember the Saartjie Baartman Centre is not the only place waiting for their TPA. Fritz says: “We have more than 1 900 NGOs which have not yet signed their TPA’s with us. So the paper trail is a bit slow.” Fritz also says the Centre now has an amended contract which will provide them with more money. He says this may be a reason for the process taking longer than usual. Fritz says: “I will however personally investigate why the TPA has not been signed yet.”

SAFA CT postpones Coke Cup SAFA Cape Town, says that the backlog of registration cards has been worse this year due to the recent hosting of the 8-Nations U20 Championship. “What was happening, virtually for three weeks, is that the people in the office were engaged in organising the 8-Nations tournament,” said Arendse. “So a lot of people in the office were working on the tournament. People know that, they were told that there is a backlog.” The Cape Town Tygerberg, Cape District and Mitchell’s Plain LFA’s – three of the largest associations affiliated to SAFA Cape Town – are some of the hardest hit by the delays. All still have several clubs who have not received their registration cards, but the problem has not prevented any clubs from fielding players or playing games. However, players without regis-

THE Cape Town office of the South African Football Association (SAFA) has been forced to delay the start of the Coca Cola Cup due to a backlog of player registration cards. Several clubs, across all the local football associations (LFA) affiliated to SAFA Cape Town, are yet to receive registration cards for some or all of their players, despite submitting the forms they are required to and paying the fees before the start of the season in April. The tournament was set to start on Sunday but SAFA Cape Town were forced to postpone it until Sunday 24 June. This was to allow for player registration to be completed as any players without cards would not have been allowed to compete. Norman Arendse, president of

It has caused a lot of chaos when clubs are not understanding why they have to wait for registration that long,” said Carstens. “It’s been a bit of a damper on the start of the season. Obviously as an LFA we are looking at an alternative for the registration issue.” According to Carstens, the MPLFA spends R80 000 a year on player

registration and they have now been forced into spending more money on printing their own temporary registration cards. Carstens added that outsourcing the printing of cards or making registration cards valid for two years were two ways in which the annual delays could be fixed. The registration delay has not had the same impact on the Cape Town Tygerberg LFA because the organisation always prints its own cards. President Andrew Bothman says the problem has still caused unhappiness amongst the organisation’s affiliates. “We are almost midway into our football season and still waiting on cards. Now the clubs are giving us a hard time because they say they pay for cards but get it midway into the season. The clubs are not happy.” “If we don’t print our own cards

we won’t be able to play football because at the moment SAFA don’t have the capacity to print our cards.” The Cape District LFA has solved the problem so far by using the registration documents for verification. Winston Engledoe, president of Cape District, says the LFA’s and clubs have to accept some responsibility for the problem. “There is a bit of a problem. It’s coming through slowly. But we’ve got to take some responsibility ourselves. “The normal season starts in April. Clubs come through in April and they want to get their registration immediately, and it’s not just Cape District.” The dates of the Coca Cola Cup and other inter-LFA competitions will be confirmed in SAFA’s executive council meeting today.
