Doors close on elderly?

A COMMUNITY institute which provides essential care for frail seniors may have to close its doors. Funds of the Douglas Murray Home for the Aged, in Retreat, have all but dried up, as the Home struggles to stay afloat. Established 43 years ago, it is home to 90 residents and is getting by on a shoestring budget. But the board and staff of the statefunded facility are fighting the imminent closure by launching the Save the Douglas Murray Home Campaign. CEO Fred Daniels tells People’s Post the Home, which has over the years changed from an old-age home to a frailcare centre, has been battling to make ends meet for some years. “We currently

only receive a frailcare subsidy from provincial government,” he says. “Residents also have to pay a monthly lodging fee – of the 90 residents, about 10 pay their fees. We cannot kick those who do not pay out to the streets. What will happen to them?” Most of the residents need 24-hour, specialised nursing and medical care. They mostly receive State pensions and many have been abused by family members, and referred to the Home by social workers. The current economy has also led to donors withdrawing sponsorships. Daniels describes the facility as a “dumping ground” for families of residents over the years, but adds they have changed the admission policy. “We only accept residents if the family guarantees their support and involvement.”

With 99% of residents being incontinent, monthly bills have skyrocketed. The Home’s water account is R7 000 and month, while a total of R19 000 is spent on electricity – this figure escalates to R23 000 during winter. And, Daniels says, he has been informed that government will not be increasing the subsidy as “it has many other facilities to fund. We have also approached the City of Cape Town, but they say they cannot help us in possibly reducing the accounts,” he claims. However, local ward councillor Shanen Rossouw says she has been in contact with the relevant departments. “The application for indigent grants are underway, while I have been assured the facility’s water will not be cut,” she says. But their biggest challenge is cover-

ing staff salaries. The facility employs 63 staff members, who work 12-hour shifts a day. “We need professional caregivers and nurses to attend to our residents. In an ideal world we would need one professional nurse for every two residents,” Daniels says. “But the nurses need to be paid up to R12 500 a month. We do not have this kind of money.” The Board was faced with the challenging decision of downscaling or closing the doors to the facility. “The campaign is aimed at galvanising the support of the community and creating awareness around the Home.” People can donate goods, volunteer their services or donate a total of R120 or R10 for 12 months. “The money will feed a resident for a month.” Contact the Home on (021) 712 2146 or email ceo@douglasmurray.co.za.

Burial services not six feet under THERE will be limited burial hours this festive season. This is according to the City of Cape Town, which advises in a press statement that the limited burial hours will affect all its cemeteries. Cemeteries will be closed on Sunday 16 December (Day of Reconciliation), Monday 17 December (a public holiday), Tuesday 25 December (Christmas Day), Wednesday 26 December (Boxing Day), and Tuesday 1 January 2013 (New Year’s Day). Cemeteries will be open until 13:00 on

Monday 24 December (Christmas Eve) and Monday 31 December (New Year’s Eve). All cemeteries will, however, be open every day during the festive season for visitation purposes, including the public holidays previously mentioned. The City says these are days when many families wish to pay their respects. City staff will be on standby to assist Jewish and Muslim burial societies who bury their loved ones on the same day as death.

Choose a beach that has lifesavers on duty and swim between their flags. Watch out for rip currents – the greatest cause of drownings on our coast. A rip current looks like rivers of water flowing fast out to sea against the incoming waves. If you are caught in a rip current you’ll be swept out to sea faster than you’re able to swim towards the shore. Don’t try to swim against the current. Farmers lay out their plans LIAM MOSES

THE Schaapkraal Developing Farmers’ Association (SDFA) has ironed out its plans to ensure the Philippi Horticultural Area (PHA) remains mostly rural for the foreseeable future. The SDFA has already approached the City of Cape Town and the Western Cape Provincial Government to communicate their concern that important farming land could be bought up by developers. They created a “Vision Plan” to outline their hopes for the area. Last night they met with other NGOs and civic organisations to plan their strategy for saving the best farming land in Schaapkraal for agriculture. Nazeer Sonday, secretary of the SDFA, says the group’s strategy is simply to promote their vision for the area. “The strategy is very simple. We want to promote the PHA Vision Plan. In the plan we are protecting core areas for agriculture. We want to protect it from wholesale development,” says Sonday. “Then we want to acquire land for small-scale emerging farmers. We want to build alliances with more organisations. Then we want to develop our media advocacy so that we can use the media effectively in this campaign.” The PHA, Schaapkraal Civic and Environmental Association (SCEA) and SDFA have been in the spotlight recently, since a study was conducted on the area and given to Anton Bredell, MEC for Environmental Affairs and Development Planning, in September.

The study was funded by an organisation called Rooftops Canada and carried out by researchers from the UCT office of the African Centre for Cities. Rooftops Canada works to improve housing conditions. They found that farmers in the PHA have increased production and grow around 100 000 tons of fresh produce each year. It also found that the area plays a major role in food security in areas adjacent to it through supplying small retailers and the estimated 2 000 tons of produce given away to farm workers each year. In a previous report (“Farmers fear the future”, 9 October) Sonday told People’s Post about 600ha of the area’s 3 000ha have already been taken out of the hands of farmers. Sonday says implementing the “Vision Plan” will ensure that the parts of the PHA most suitable for other industries or residential development would be used as such. “The plan talks about allocating specific areas for specific activities. We identified an area where we can build housing, because that area is not good for farming as the water content is bad,” he says. “We want to ensure that the area we have earmarked for farming remains a rural area. We identified areas for housing, for industry and for smallholdings.” The meeting yesterday also featured several other speakers who touched on other problems currently plaguing the area, including substance addiction, crime and domestic abuse. Sonday told People’s Post farmers in the area have to try and understand these issues before they can solve them.

Headstart to boost literacy rate IMPROVING literacy pass rates at Kannemeyer Primary School in Grassy Park has been given a boost, following the opening of the school’s new library. The dream of having a state-of-the-art library was realised following the joint efforts of NPO Symphonia SA, Sabinet and MySchool/MyVillage/MyPlanet cards. The library, which was officially opened recently, now boasts literature for all age groups, six reading tables, new shelving, a large projector screen and colourful, hand-painted murals. “It is a momentous day in the history of Kannemeyer (Primary). Reading is food to the brain and the key to learning,” principal Ridwan Samodien said the launch. “At Kannemeyer, reading is at the top of our priority list. We are grateful that our pupils will now have access to a space where they are able to enjoy the delight of reading and learning.” The idea of having the once “drab-looking” library revamped was the brainchild of Symphonia’s Kerrie-Lee Brand and Jackie Burman. The two initiated the proposal and approach The Sabinet Chairperson’s Fund and MySchool/MyVillage/MyPlanet and Symphonia for donations. The school’s Governing Body chairperson, Anthony Wade, echoed Samodien’s sentiments, commending everyone involved. “This is an auspicious occasion for our school,” said Wade. “We are proud of what we have achieved together. Thank you to everyone who was involved. Those who donated money and time – we appreciate it!”

Retreat pub ‘operating illegally’

THE Western Cape Liquor Authority says a Retreat pub is selling alcohol illegally. But the landlord of the building which houses the pub contends he is operating within the letter of the law. The Liquor Board on the other hand, says Stormers Pub in Retreat Road has been selling alcohol illegally and should be closed down. The pub was in People’s Post after a patron was stabbed to death in the early hours of Sunday 18 November (“‘Buddy’ dies in stabbing”, 27 November). People’s Post can confirm the club does not have a liquor licence and has instead been operating under the licence held by Negresco Pty Ltd, the company which owns the building and also runs an off-sales from the premises. Calling himself “a representative of Negresco”, Isaac Nelson insists he has the documents to prove he is operating legally. Nelson says he has been managing the occupation of Stormers Pub since owner Walter Turner first opened the pub. He claims the liquor authority has never informed him the company’s arrangement with Turner and Stormers Pub is illegal. “We approached the Liquor Board. The Liquor Board’s vice-chairperson and the advocate came here,” says Nelson. “They had a look at what we were going to do and they approved it. They told us they would send us correspondence confirming the fact they are approving it. “They said they had no objections and that I would get Conditions of Trade in the post. They approved it as it now stands.”

But Philip Prinsloo, spokesperson for the Liquor Authority, says the licence holder could be prosecuted for letting Stormers Pub use the licence. “One cannot use somebody else’s licence. The Liquor Authority holds the licence holder responsible for

whatever happens on the licensed premises,” says Prinsloo. “He/she therefore exposes him-/herself to the risk of prosecution or the suspension or withdrawal of the licence for offences or breaches of the licence conditions committed by the person he/she allowed to trade on the licence. Renting out of a licence is specifically prohibited.”

When People’s Post went to the premises on Friday 23 November alcohol was sold and consumed at the bar. Turner was at the bar. When questioned, Turner denied any wrongdoing, adding that the attention he has been getting from the police is unfair. “He (the landlord) can rent his place out and place me under management and that is legal. The premises has a licence,” he says. “My landlord says it is legal. The landlord has a liquor licence on this property, upstairs and next door. He has it on everything in this erf.” Turner says he has all other licences required to run his business and says the police attention has scared away patrons. “I have my municipal licence for five gaming machines. I have my licence to operate a kitchen, a take-aways and a restaurant.” He pointed to the licences on a wall at the premises. Later that same day (Friday 23 November) Turner was arrested by the Steenberg police for illegal alcohol sales. Warrant Officer Hermanus van Dyk, spokesperson for the Steenberg Police, says Turner started selling alcohol shortly after his release. “He was released by the court and apparently he is selling again. I don’t know what the outcome of the court case was,” says Van Dyk. Steenberg Community Policing Forum (CPF) chairperson Kevin Southgate says the police attempted to close the pub down in the past. “They were warned and shut down. The owner of the property, who had a licence, was also fined because he allowed the pub to operate on his licence.”

Taking the limited resources available and creating a platform for local artists to make music. That’s how Retreat’s newlylaunched Soul Unit Records aim to “make waves” in the local music industry. The label, which also has a clothing line, was officially launched with a gospel concert on Friday evening. Founder RandiG (26) says his dream of helping struggling artists has finally been realised. The idea of a recording label all started with a “sad story. Three months ago I fell ill – my central nervous system was under attack by an unknown element”. “A piano stood in the Groote Schuur Hospital ward I was in and I played music there. One day, as I sat at the piano, I asked myself whether this would be the end.” It was then that the upbeat Steenberg resident decided to make it his mission to help other musicians. “I knew I would not be able to play my own music, but I decided to help others. And, after signing four artists and a five-piece band, we have been making crazy waves.” And despite his illness, which causes his body to move involuntarily, he is focused to make a success of his dream with the help of friends in the industry, including founder of MD Records Morgan Dennison and TV presenter Soli Philander. He has also been “hustling” to have the label known in the industry, on his own, but is appreciative of the assistance of another local, Curshwon Linnet. The partnership between Soul Unit Records and MD Records sees the latter opening its studios for recording time, while they have also embarked on a venture with entertainment website PKZ Productions. “We know artists do not always have the

money to record their first single,” says Dennison. “So we are willing to help them record it for free after which it will be uploaded to the website. For each download of the single they will be paid R7. This opportunity creates the ultimate vehicle to promote unknown artists.” The website operates in 136 countries. Dennison adds he decided to support RandiG in his venture, because he was inspired by his tenacity and passion for music. “I don’t want people to feel sorry for him. I want them to look at him and see how successful he is despite his illness,” he says. “He does not give up; he is determined. They must look at him and think: ‘There is a guy who wants to make a difference and really is doing that’.” The partnership has also seen the two labels collaborating to create the soundtrack for the local movie Father, starring Zane Meas (Neville Meintjies of 7de Laan fame). The movie was released in July. RandiG latches on to Dennison’s sentiment, saying: “We live in a society filled with gangsterism and drugs – it’s just crazy. I want to inspire people to think about their lives, their dreams. Even though I have this difficulty, I am living for a purpose – creating sensible, soulful music. Music that makes people feel good.” And he promises it is only the beginning for the record label, but states they will only assist artists who are serious about their music. “Although we want to help everyone, we will only be able to assist those who are serious about wanting to be in the music industry,” RandiG says. “Artists must be original to themselves and their music. Urban sprawl threat to fauna JUANITA WILLIAMS

THIS province is one of six unique plant kingdoms. This, says CapeNature’s Dalton Gibbs, makes the Western Cape “one of the most biologically rich areas in the world”. But, says Gibbs, “currently 21 species are critically endangered”. Speaking at the subcouncil 20 meeting at Alphen Council Chambers he delivered the bad news that urban sprawl is destroying precious species. “Unfortunately many species are already extinct and we need a definite plan to conserve what remains. Plenty of areas have already been written off. Much of this valuable biodiversity is found on road verges and open spaces.” He says it is vital that environmental management plans are developed for public open spaces. Funds have been provided by the City’s capital budget for development of an environmental management plan, and this should kick in by June. The City is also in the process of entering into an agreement with CapeNature to provide formal conservation status for Princess Vlei and 15 other public open spaces. These include Rondebosch Common, De Hel (Constantia), Die Oog (Bergvliet), Glencairn Wetland, Meadowridge Common and Lower Silvermine Wetlands. Two endangered vegetation types – Cape Flats Fynbos and Cape Flats Dune

Strandveld – are found at Princess Vlei. This vegetation is not in good shape and is in need of conservation and restoration. Ward 72 councillor Jan Burger says anti-social activities are a huge problem at Princess Vlei. “The police and Law Enforcement do their best, but the area needs constant supervision. The destruction of flora and fauna goes on unabated, with cars and 4x4s driving around the area. The sand dunes need protection as they are being taken and used for building sand. The area is plagued by social problems – people are sleeping in the bushes and there are lots of children who are playing truant from school hanging around the vlei.” Burger has put two motions forward to the Council requesting protection for the sand dunes and for the bird sanctuary to be proclaimed. He was horrified by the recent death of a pelican that was killed by vandals who cut off the bird’s head. The land costs the City R1.5m a year to maintain, clean and mow and for aquatic vegetation control. A further R500 000 is necessary to develop and upgrade the infrastructure. Meanwhile, the community has helped fund a conservation manager to look after the area. “But the job is too big for one officer,” says Burger. Gavin Greeve, of Law Enforcement, has agreed to step up patrols in the areas and make sure offenders are prosecuted.

Two nabbed for court shooting TWO Lotus River men appeared in the Wynberg Magistrate’s Court on Wednesday on charges of discharging a firearm in a municipal area. According to provincial police spokesperson Warrant Officer November Filander the incident occurred in front of the court on Monday 26 November. “It is alleged one of the suspects came from court and jumped into a white Bantam bakkie

and fired shots in the direction of the court at 12:00,” Filander says. “No-one was injured. Following a manhunt, two occupants in the getaway bakkie were arrested near the court.” The suspects, aged 21 and 34, were not in possession of a firearm. Flushing money away? USING public toilets comes at a price. People across Cape Town are being forced to fork out a small sums of cash to use some public rest rooms. People’s Post interns Luzuko Zini and Tarren-Lee Habelgaarn took to the streets to poll readers on what they thought about paying to use public toilets.

INCONVENIENT: Yvonne Kleintjes thinks it is an inconvenience to have to carry money on you to pay at a public toilet, especially if you are out for a jog and don’t have a wallet on you. “It is so nice to get to a clean public toilet to use where you don’t have to pay.”

PROVISION: Lionel Petersen says although people shouldn’t be deprived from using the toilet, you need to pay for a service being providing. “You must think of the poorest of the poor and not everyone can afford to pay to use the toilet. And that can lead to people doing their business in the street or behind a bush.”

NO PROBLEM: Enoch Mukendi says he doesn’t have issues with paying because he doesn’t use public toilets. “I always make sure I use the bathroom before I leave home, so I never have to worry about having money to use the toilet.”

Helping to curb addiction TASMIN CUPIDO

THEY have a decade of ridding drug addicts of cravings, habits and stigmas. The Lighthouse Rehabilitation Centre in Retreat Road has grown from strength to strength since its establishment in 2002. And, with its holistic therapeutic community programme, the Centre aims to reach more addicts over the next 10 years. It not only targets drug addicts, but also those addicted to alcohol and gambling. The Centre celebrated its 10th anniversary with an event on Saturday. While artifacts created by patients were exhibited and on sale, they also performed a play. The keynote speaker was provincial minister for social development, Albert Fritz. It was also attended by former addicts, who once called the Centre home and have been successfully rehabilitated. The Centre is a breakaway product of another facility, which was based on a farm in Schaapkraal and catered for 40 addicts. The decision to break away came after Lighthouse director Abdulgaseeb Jacobs visited Singapore, where he studied the Therapeutic Community module, in 1998. “The module focuses on counselling on a smaller scale, with the aim of individual attention,” says social worker Mogamat Sedick. And so the Centre opened its doors to 10 clients in Zeekoevlei in 2002. “This meant we could operate more freely, but within the governing rules of the neighbourhood and government,” Sedick states. After moving to a farm in Schaapkraal, the Centre established roots in Retreat Road in 2009 and received a licence to operate

from the provincial Department of Social Development that same year. Although the department has accredited the Centre, it does not provide financial support. The Centre is a private organisation,

with clients paying a fee for its programmes. These programmes comprise a four-week inpatient course, a two-week outpatient course and a six-month aftercare pro-

gramme. It focuses on four components – behavioural, psychological, emotional and improving vocational skills. “It is a progressive continuum of care. The six-month programme is very important as it is a very sensitive part of rehabilitation,” Sedick comments. “It is a stage when addicts are closer to relapse than they are to recovery. They need that support; someone to look after them.” For this reason the Centre hosts Narcotics Anonymous meetings, as well as family support group meetings, every week. “Part of the programme is also dealing with confrontation by family members.” At present the Centre is run by five staffers, which includes Sedick, the house father, a psychiatric nurse and two administrative staff. It can house eight in-patient clients, while the out-patient programme is unlimited. The Centre is predominantly open to men over the age of 18, but women are accepted in the out-patient programme. While it is not faith-based, the Centre recognises the importance of religion and encourages addicts to attend religious services. “We also focus on one-on-one counselling, while we have good relationships with schools in the greater Retreat and Grassy Park areas,” Sedick says. “They often send pupils to us for drug tests and we often visit the schools to speak on addiction. Sometimes the clients will accompany us and speak on their experiences. This forms part of the vocational training component of the programme.” In the vocational training the addicts are taught how to set up their CVs and interviewing skills. On a mission to help hospitals HOSPITALS can be dangerous places.

The World Health Organisation (WHO) estimates one in 10 patients are harmed while they are in hospital. One look at the WHO safety website confirms the need for improved standards in hospitals and clinics. So how can the man in the street protect himself? Professor Stuart Whittaker, who heads the NPO Cohsasa (Council for Health Services Accreditation of Southern Africa), has been dedicated to improving conditions in hospitals and clinics throughout Africa for 17 years. Whittaker says: “One of the biggest killers is poor infection control. Often the doctor gets blamed when poor performance is a combination of many factors in hospitals. There’s no magic solution for dangerous procedures. Cohsasa offers a set of standards to reduce the hazards.” Whittaker’s organisation aims to improve the quality of care, by retraining the staff and helping healthcare facilities to achieve higher standards. He advises people to look for the Cohsasa accreditation certificate at hospitals, clinics, hospices and other medical facilities. The NPO has achieved worldwide recognition and is one of 19 internationally-accredited organisations recognised by ISQua (International Society for Quality in Health Care). There are 99 medical facilities with this accreditation including primary health care clinics, hospices, hospitals and academic hospitals. “The Seawinds Primary Health Care Clinic in Steenberg is in the fourth year of accreditation with Cohsasa and the Council has achieved 88 accreditation awards for its clinics and environmental offices. Wanted: local voice to open LOCAL musicians and artists could have a chance to be a supporting act on the Chris Brown Carpe Diem SA Tour. Brown will perform at the Grand Arena on Wednesday 19 and Thursday 20 December, with shows at 20:00. This was announced by Canoc Productions founder and managing director Phala Letsoalo. “We encourage musicians to enter this unique competition which is also the perfect platform to showcase their talents,” says Letsoalo. To stand a chance at being selected to perform at one of these concerts, artists need to create a profile via a Facebook-based application then upload their content – video, songs and pictures – and share it with their fans using social networks. Artists can only enter to perform at one venue.

Road safety MOTORISTS be warned. The expected death toll on South African roads have left a mark. Now the province’s authorities have taken note and are doing something towards keeping down the statistics of road deaths. It could not have come at a better time. The examinations are over and schools close this week. Many will be on holiday. The roads will be clogged with domestic tourists flocking to the coastal cities, while foreigners will add to the maelstrom of congestion. At Christmas all roads, it seems, lead to Cape Town. And we have the road death toll statistics to prove it. A new bylaw will strengthen the arm of traffic authorities in the fight on corruption. The bylaw gives traffic police officers the right to stop and search vehicles without prior permission from the national transport department. The bylaw was passed on Thursday and affects the Western Cape. It also permits the transport ministry to investigate any drivers’ licence testing stations. This, the ministry says, will strengthen its arm against corruption and will help put behind bars any offenders. In addition the provincial transport department will, under emergency conditions, use blue lights. And provincial transport minister Robert Carlisle has said he plans to issue a regulation which will require all vehicles over taking cyclists to ensure there’s a safe distance of “at least 1.5m” between them before passing. It is hoped the roads will be safe for all road users – pedestrians, motorists, truckers, the busloads of passengers headed for other provinces, as well as motorbike and bicycle users. One death on our roads is one too many. Let us hope the implementation of this new bylaw will add muster to curbing these road deaths. And let us also hope every person arrives safely at their destination of choice.

Hats off to Sid G Rule Revealing the truth about Parkwood PEOPLE’S POST must be complemented for its thought- provoking article “Forgotten-wood” (13 November). The beauty of our democracy is that we can hold our politicians accountable, irrespective of their political affiliation. Over the last few years, premier Helen Zille and the DA have hogged the headlines to the point it has become boring. However, they are the official opposition in parliament and it is their democratic right, like mine, to expose the political frailties of their opponents at local level. Your article on the demise of Parkwood sums up the challenges facing those living on the Cape Flats and also raises a few interesting issues.Ward councillor Melanie Arendse (no relation) appears to contradict herself with her statements to your paper. She first alleges the public meeting was “politically ambushed” by me, but in the next sentence claims I did not voice my opinion in the meeting. The salient facts of the matter are that my political affiliation is irrelevant as I am not the ward councillor for Parkwood. Councillor Arendse must accept the fact serious concerns have been raised about her lack of presence in the area and that she appears not to be delivering to the people on the ground. I am not responsible for service delivery in the area. She is. The DA needs to realise they cannot dish out criticism in parliament and the rest of the country – like Nkandla – and then not take it on the chin in their own backyard where they are in political office. Not one resident at the meeting complained about any of the speakers there and

Arendse’s allegation that it was “ambushed” is mendacious and a distortion of the truth. If anything, it was the DA who ambushed Parkwood by flooding the meeting with councillors and a Member of Parliament. It is indicative of her performance that other councillors had to speak on her behalf at the meeting which led to the residents raising their displeasure at her ineptitude. Councillor Arendse appears to be completely out of her depth and it is unsatisfactory that her husband shields her by answering her cellphone when ratepayers call her. In the same edition of your paper, you reported that MEC Dan Plato would be accompanying Arendse to the gang-infested area of Ottery. This is yet another example of how Arendse has to rely on her DA colleagues to shore up her public image. I applaud People’s Post for telling the true story of Parkwood because if the truth is suppressed the readers will be brainwashed into believing all is well when clearly it is not. By not uttering one word in the meeting, Arendse has failed the litmus test and should resign forthwith as she has nothing to offer the indigent residents, the poorest of the poor who have been forgotten in their hour of need. She is a public servant who earns R30 000 a month. The least she can do is return the trust 87% of Parkwood’s voters (source: Independent Electoral Commission) placed in her when they elected her to office. MY son Zubair graduated a week ago. He attends Sid G Rule Primary School. To see my son grow into this confident young boy, is all thanks to his Grade R teacher Mrs Williams. My son is now ready for big school. Sid G Rule is a great school. They strive for the best. My son is so advanced for his age and it’s all thanks to the principal, Mrs Stadler, who puts education first. She believes in our young children and their future. It is amazing how these teachers handle our children. Our children are a handful, but somehow these teachers take charge and attend to all their needs. Giving them special attention, wiping their noses when they have a cold – the list is endless. We as parents do not see what these teachers have to put up with. I take my hat off to them. Thanks to Mrs Stadler, who boosts confidence and has a constant positive energy about her. You are a great leader. The school and staff really live up to their motto: “Love, Service, Duty”. I think what is going to be key is the players we are going to sign in the transfer window,” he says. “Our squad has good quality and the new signings will fit in immediately and do the job when we need them.
