WHAT DO YOU THINK? Dear Bay Area Employers, The Bay Area Air Quality Management District (Air District) is writing to request your participation in the Employer Plug-In Electric Vehicle Readiness Survey that is being administered to employers to assess plug-in electric vehicle (PEV) readiness in Bay Area workplaces. Please forward this survey to the appropriate person to complete (i.e. operations, facilities, or fleet manager). This survey represents the first step in a multistage planning process that is being conducted between March and November 2012, to develop plans that will enable the region to 1) identify the future sites and locations for PEV charging infrastructure, 2) update building codes, zoning and parking rules, and ordinances in local jurisdictions to make them PEV ready, 3) accelerate the adoption of PEV in both public and private fleets, and 4) increase the PEV infrastructure and vehicle manufacturing. The survey itself takes approximately 5 - 15 min. to complete. We greatly appreciate your attention and request your response to this survey by Friday, July 20, 2012. To begin taking this survey, click here: http://www.zoomerang.com/Survey/WEB22G3UY3DWA7

As you may be aware, the Bay Area has the highest rate of PEV adoption in the state of California. Responses to this survey will help us to gauge local Bay Area employers’ current levels of PEV readiness and interest in becoming PEV ready. Through this we hope to learn what types of tools and resources would help employers who were interested in PEV deployment to successfully provide PEV infrastructure for their employees and fleets. Thank you. Damian Breen Director, Strategic Incentives Division Bay Area Air Quality Management District 939 Ellis St., San Francisco, CA 94109 Tel: (415) 749-5041 E-mail: dbreen@baaqmd.gov

State will have a new California Transportation Agency next week BY Phil Vermeulen, Governmental Relations

Also In This Update: •

DIR’s Electrician Certification Unit and the Public Works Unit

Governor’s Reorganization Plan will separate transportation from Business, Transportation and Housing Agency While the focus recently has been on the state budget, the governor’s proposed reorganization of state government agencies has been progressing somewhat under the radar screen. The Little Hoover Commission completed its mandated review of the reorganization plan following three hearings in April on the specifics of the plan plus meetings in April and May to discuss their findings for inclusion in a report to the legislature. The Little Hoover Commission found that “the reorganization of departments in the three new agencies is potentially valuable and should encourage more collaboration and innovation by improving communication and cooperation among departments. Importantly, it should set the stage for agency secretaries and department directors to better manage their operations.” Strengthens Transportation’s Voice As my colleague Bert Sandman, executive director of Transportation California said “This is the most sensible reorganization the state could take with transportation,

it groups transportation departments and commissions, and it gives transportation a focused voice in the governor’s cabinet.” The plan establishes the California Transportation Agency (CTA) as a single-focus cabinet office emphasizing Transportation Policy and moves other BTH offices and departments to reorganized state cabinet agencies. BTH will be renamed Business, Consumer Services and Housing Agency. The new California Transportation Agency will include the following departments and offices: - Department of Transportation - Department of Motor Vehicles - California Highway Patrol - Board of Pilot Commissioners - Office of Traffic Safety - High Speed Rail Authority - California Transportation Commission (CTC) The 60-day mandatory review period ends Monday, July 2. Unless the legislature acts to reject the plan, it will go into effect. DIR’s Electrician Certification Unit and the Public Works Unit The Department of Industrial Relations announces the Electrician Certification Unit and the Public Works Unit responsible for enforcing apprenticeship standards will become part of the Division of Labor Standards Enforcement effective July 1,

2012. This change in responsibility from the Division of Apprenticeship Standards to the Division of Labor Standards Enforcement does not affect contact information. Safety Matters California Builders Insurance Program: Your construction workplace safety partner

Flagging Safety 101 As a very important part of the construction crew, flaggers ensure that other workers can get the job done by diverting traffic away from the job site. They are required on construction sites where barricades and signs cannot successfully divert traffic. This position can be extremely dangerous in high speed areas or in the presence of aggressive drivers. There are several safety tips that will ensure a safe working environment on the roadside. Flagger Dos: 1. Attend safety training on directing traffic, understanding work zone layouts and responding to emergency vehicles. 2. Ask your supervisor how to handle situations with particularly aggressive drivers. 3. Wear a vest, shirt or jacket with highly visible colors: fluorescent orange, yellow or green. a. In the evening, wear reflective clothing so drivers can see you from 1,000 feet away. b. Wear a hard hat, longsleeved shirt and long pants to protect against flying debris.

6. Establish a communication system with other flaggers and the rest of the crew to use in an emergency. 7. Be courteous to motorists as you encounter them. Do not respond to angry drivers; instead call law enforcement if necessary. Flagger Don’ts: 1. Avoid standing in areas where you may be crushed. 2. Avoid standing in the shade, around a curve or over the crest of a hill, as drivers may not see you. 3. Wait for a co-worker to relieve you before leaving your post.

Flaggers are the barrier between a construction site and traffic. Stay alert and keep your guard up!

4. Avoid distracting activities such as reading, day dreaming or talking with co-workers. 5. Do not listen to music. 6. Never turn your back to oncoming traffic. 7. Stay a safe distance away from construction equipment.

4. Stay alert to your surroundings at all times. 5. Stand on the shoulder visible to oncoming traffic – do not stand in the traffic lane.

5. No escuche música. 6.
