New River’s Angels: Bike shop bump-starts a life BY TOM SCANLON STAFF

NEW RIVER – It was Friday, July 5. A skinny, rough-looking man is trying to get back to Lake Pleasant, where he has been staying in a cave. “I call it camping,” he later says. “It sounds better than ‘homeless.’” It’s late in the day, he’s over by the Wild Horse West Saloon off Lake Pleasant Parkway, and his old motorcycle stalls. He pulls over, tries to start it up. No go. Out of gas. So, he’s homeless, out of work, having medical problems and now he’s on the side of the road, in the blazing sun. As they say, after losing jobs and finding his health fading, he thought he’d hit rock bottom -
until he found out rock bottom had a basement. Who would blame this prison alumni for thinking that trying to be on the straight and narrow just wasn’t working out? Watching uncaring drivers zoom by to their nice cozy homes, why wouldn’t he ponder about returning to his “bad ways,” boozing, doing drugs, maybe even funding a run by robbing another bank ... Then one little thing starts a chain of events that told Dan Walker that he might be down, but he wasn’t out. Jon Ritzheimer happens to be driving by on his way home from the Gremlin Garage, the motorcycle shop he owns and operates in New River.
The code of bikers is you always stop to help, so Ritzheimer pulls over and asks Walker, dejected next to his old bike, what was up. Out of gas? No problem. Ritzheimer heads off to a gas station and comes back with a gallon container. That doesn’t solve the problem, as the old bike wouldn’t start, due to battery issues. But the two were able to “bump start” the motorcycle (pushing the bike, then one jumping on popping the clutch out to get ignition). During the process, Ritzheimer – who also served

NEW RIVER – This June incorporation efforts by residents in the New River and Desert Hills area were stopped in its tracks after the City of Phoenix declined to give its permission, which is required by state law because the communities share a common border. Phoenix’s denial came as a blow to the residents that had worked diligently for almost two years on getting an incorporation measure to the local ballot, especially because petition signatures had already been filed with Maricopa County.
And just when locals in the rural community thought incorporation efforts had evaporated like a puddle in the sizzling summer heat, the Let New River Desert Hills Decide Political Action Committee (PAC) came whirling on to the scene like a dust storm. The new PAC is already making waves and has filed annexation requests with the cities of Scottsdale, Peoria and Phoenix, which is the next legal step for the territory in Arizona’s

Phoenix now has less than 120 days to annex, and if it doesn’t the PAC will be able to move forward again with its incorporation efforts, regardless of Phoenix’s decision, according to state law. This may be the first time in Arizona’s history that a community has pushed back, taking the next legal steps required after another municipality has declined a territory permission to incorporate. “In recent memory in the last 15 years or so, no I don’t think it’s been done before,” said Ken Strobeck, the executive director of the League of Arizona Cities and Towns. “It’s our belief that local determination is the best for these types of situations.” He says in recent years San Tan Valley, Vail and Apache Junction have tried to incorporate into their own municipality but were denied after not receiving permission from required parties; being either neighboring municipalities, the county board of supervisors or other declarant involved parties. “I would say this is a unique development…and very uncommon,” Strobeck said, while hesitant to say for sure that this was the first time ever

The new Let New River Desert Hills Decide PAC was formed by David Thompson, who was active in the New River Desert Hills Incorporation Committee (NRDHIC). He and other residents, some who were also members of NRDHIC, got feelings when the City of Phoenix denied their request to incorporate. “This community regards the denial of self-determination as a direct blow to the resident’s democratic right to influence their destiny through the right to vote. The community also regards the denial as clear intent by Phoenix and the Arizona State Land Department (ASLD) to continue developing the area with high density development while ignoring the wishes and lifestyle choices of the residents of our rural community for the past many decades,” the LNRDHD PAC stated in a press release last week. According to Thompson, the PAC used the same maps and borders used by the incorporation committee earlier this year to determine the territory’s border, which includes approximately 9,300 parcels. If Phoenix does decide it wants to annex New River and Desert Hills, the city must wait 30 days from the filing to begin the annexation process.

Please notice the city has to do all of this.” Phoenix confirmed that it had received the annexation application and “is currently evaluating the annexation request.” Additionally, Peoria and Scottsdale cannot annex this area since they share no common border. But according to the state law the PAC is required to request annexation from any city larger than the territory’s population within six miles, according to the lawyer.

Why do you live in Arizona? This was the questioned I was asked with great frequency while in San Diego last week. Usually I just smile and shrug it off, knowing that most folks who ask really don’t expect an answer. But this last visit was different. From the waiter to the grocery clerk, everyone seemed truly interested in why a person of supposed sound mind would want to live in our fair state. Hey, I was a little bit insulted! A customer chimed in that he drove through Phoenix one July day, parked his car and burned the skin off his hands when he got back in it and touched the steering wheel. Another person laughed that he once was in Phoenix when it was 115 degrees and never had the nerve to go back. I pointed out that Prescott is pretty cool, but no one cared. Actually, I try to avoid all manner of “why” questions. They are a bit intrusive and any answer is taken as a weak defense. Instead, I like to smile and say I love the heat, hate ocean breezes and leave it at that. However, after about the tenth question and “heat story,” I decided to take the offensive. “Why live in paradise when the desert is right next door?” was my response to their question. Ha! Suddenly people stopped talking and scratched their heads. The man I rent the beach house from said that he can’t understand how people survive the heat in an Arizona summer. He elaborated, saying why “exist in misery.” I told him (with a straight face) that some folks like misery, seek out punishment and
love dust, drought, monsoons, haboobs and prickly cactus. I went on to add that some people like frying eggs on the sidewalk. The poor man didn’t talk to me much after that conversation. Where else can you sit and watch the monsoons roll in and relish a thunderstorm? Sunsets are the best in the world, right here in our backyards. Our wildlife is abundant and fun to watch, the mountains are beautiful and if Phoenix is hot, we have the high country. A surfer told me that without a beach and a wave, life wouldn’t be worth living. I said that I’m happy for him and left it at that. It’s good to feel passionate about where you live! It’s a great thrill to ride wild on a longboard, skimming the tops of shimmering waves. Living in Arizona is a different type of ride. Oh, I love Arizona. Board of Supervisors looks to appoint new Justice of the Peace PHOENIX – The Maricopa County Board of Supervisors is seeking applicants for Justice of the Peace in the McDowell Mountain Precinct. Judge Michael Reagan, who has served in that position for more than 15 years, is retiring effective July 26, 2019. The district encompasses a large area, stretching as far as Tatum Boulevard to the west, McDowell Mountain Road to the east, Thomas Road to the south, and Stagecoach Pass to the north. You can see the full precinct boundaries on Maricopa County's website. Applications
will be accepted through Friday, August 2 at 5pm. Per state law, the appointee, like Judge Reagan, must be a Republican who lives in the McDowell Mountain Precinct. This person must be a registered Arizona voter. The Board of Supervisors will fill the vacancy in the coming weeks. The person selected will run for the office in the 2020 primary and general elections to complete the term, which lasts through 2022. All documents filed with the Clerk’s Office will become public records. Applicants are subject to a background check.

Insurance If you did not have life insurance before, you may want to consider it now. Ask yourself: If something happened to me, would my child be able to stay in the same house? PHOENIX – North Valley Symphony Orchestra (NVSO) is proud to announce and welcome Robert Reyes as the new director for North Valley Symphonettes (NVS). He will begin on August 19, with the first rehearsal for all NVSO youth ensembles. Reyes will be responsible for conducting weekly rehearsals, as well as several concerts this season for NVSO’s youngest musicians. He joins NVSO’s youth staff with 14 years of experience in teaching every level of orchestra, from elementary to high school.
He currently serves as Orchestra Director at Mohave Middle School in Scottsdale Unified School District. Originally from Tucson, Arizona, he received his bachelor’s degree in music education from the University of Arizona (UofA) in 2005 and is currently pursuing a master’s degree in educational leadership from Northern Arizona University (NAU). In 2015 and 2017, Reyes served as a guest clinician for Southern Arizona Honors Orchestra (SAHO), and
conducted student orchestras in numerous competitions such as the Arizona Band and Orchestra Directors Association (ABODA) and Disneyland’s Music in the Parks; earning scores of superior, superior with distinction, and best in show. As an active advocate for music education and fine arts in the community he has been a member of several professional organizations including Arizona Music Education Association (AMEA), National Association for Music Education (NAfME) and American String Teachers Association (ASTA). NVSO offers three youth orchestras (beginning, intermediate and advanced). Young musicians interested in playing in one of NVSO’s youth ensembles should act soon! Movie Review

“When people ask me if I went to film school I tell them, ‘no, I went to films.’” This sentiment from filmmaker Quentin Tarantino is a poignant statement not only for his entire career, but specifically for the ninth feature film from the writer/director “Once Upon a Time…in Hollywood.” Often labeled as a film nerd of the highest degree or a cinephile with encyclopedic knowledge, which are both completely true. Tarantino is also a dedicated film historian, who is working with all his movies to keep the essence of the long-ago filmmaking genre, structure and style alive. In “Once Upon a Time…in Hollywood” the nostalgia for the films and the history that defined the film industry in the end of the 1960s and early 1970s is present from the first frame, and saturated until the final frame. Movie posters loom like skyscrapers over Los Angeles in 1969, Hollywood glows with rich detail and stunning beauty through the lights and architecture of famous landmarks. Real-life movie stars like Sharon Tate (Margot Robbie), Bruce Lee (Mike Moh) and Steve McQueen (Damian Lewis) weave into Tarantino’s fictional yarn. It’s a combination of everything that the director has honed and crafted in his style and structure over the course of his career. There are even winks to his past found in both subtle and direct sources on the screen.
ONCE UPON A TIME… IN HOLLYWOOD Director: Quentin Tarantino Starring: Leonardo DiCaprio, Brad Pitt, Margot Robbie, Kurt Russell, Al Pacino, Dakota Fanning, Emile Hirsch, and Timothy Olyphant Monte’s Rating 5.00 out of 5.00 While it’s undoubtedly a Quentin Tarantino film, “Once Upon a Time…in Hollywood” is also different from others in his catalog. This film, in terms of story structure, is akin to “Pulp Fiction,” while the tone and pace feels most like “Jackie Brown.” The story here centers on two friends working in the film industry in Los Angeles in the late 1960s. Rick Dalton (Leonardo DiCaprio) is the movie star whose leading man status is fading; with the changing industry beginning to embrace the counterculture movement. Cliff Booth (Brad Pitt) is the stunt man looking for work, while helping his buddy Rick as both a personal motivator and occasional handyman. After a meeting with a producer (Al Pacino), an offer to work in Italian Spaghetti Westerns is offered to Rick, who immediately realizes that his status in Hollywood is changing. The traditional hero with the chiseled jawline and neat appearance is being replaced with contemporary tough
guys with shaggy hair who dress like hippies. Rick is beside himself while Cliff seems okay with change as long as there is work. It doesn’t help Rick’s ego that he lives on Cielo Drive in Beverly Hills, right next door to new rising starlet Sharon Tate and her husband Roman Polanski (Rafal Zawierucha). Tarantino does a fantastic job of contrasting the two lives of Rick and Cliff against the life of Sharon Tate. Rick is grasping for the past throughout the film, struggling to understand the changing times and how he fits into a new era of movie making. He has a nasty cough that never seems to go away and a stutter that gets worse when he is forced to embrace the inevitable change that is coming. On the opposite side is Sharon Tate, a rising star full of enthusiasm who is just breaking into the Hollywood system. Seeing her bubbly charm as she dances at a big party with some of Hollywood’s biggest stars of the era watching her own the dance floor, is as much lovely as it is somber.
While Tarantino may weave fiction and fact into his own kind of revisionist history, we as the audience know the fate of Sharon Tate and her close friends at the hands of the Manson family. The cast in Tarantino’s films are always abundant with familiar faces, the same is true here for the cameos which are incredibly fun. However, the film belongs to DiCaprio and Pitt, both fantastic in their roles. DiCaprio plays Rick Dalton like an entitled Hollywood actor most concerned about his relevance and the process behind his acting. In one moment, Rick destroys his trailer after messing up his speaking lines on set, and the next he’s crying huge tears after a young actor offers words of admiration. He is fantastic throughout. Pitt, in one of the best roles of his career, plays Cliff with colossal amounts of coolness, but also a hint of danger from a past that may or may not have involved murder. He is phenomenal. Also impressive is Robbie playing Tate. Her performance is charming, especially when she sneaks into a cinema to watch “The Wrecking Crew,” in her breakout role. This is perhaps Tarantino’s most directly reflective film; the auteur is clearly looking back on his place in cinema history amidst the rapid and
immense changes that have come along over the course of the director’s career. He has always been cutting edge in technique and storytelling. The progression of his films has gone from liberal examinations of the present, through foul-mouthed gangsters and sword-wielding assassins. Then turned towards conservative genre structures from the past like war films with vengeance-seeking soldiers, and Westerns featuring six-gun shooting double-crossers. “Once Upon a Time…in Hollywood” has everything that Tarantino loves about films jam-packed into one movie. Yet still, this film feels farthest from the style he is known for. There are still flares of vocabulary, amazing musical cues, and the occasional scene of violence. But the underlying tone in his ninth film is sweeter than anything he has done before. The introspection shown regarding the aspects of film that Tarantino loves so deeply and that he fights to keep alive is what gives “Once Upon a Time…in Hollywood” its beating heart. And through the journey of an aging movie star that believes he is becoming a has-been; Tarantino deliberates on his own relevance as a filmmaker. It’s a beautiful, somber and touching film. A fitting finale for one of cinema’s greatest filmmakers.

Volunteers needed to support students in literacy and math YEC's training dates set for 2019-2020 PHOENIX – To better support schools and help students reach critical benchmarks in learning and development, Your Experience Counts (YEC) is recruiting and training classroom volunteers to focus on student academic growth in literacy and math skills. A program of HandsOn Greater Phoenix, YEC provides volunteers to 26 schools in five school districts. Last year, nearly 4,000 students received instruction and classroom support from a YEC volunteer. “We value life and work experiences, a passion for helping children learn and an interest in specific subject areas,” YEC’s Educational Programs Manager Mike Beardslee said. Teaching experience is not a requirement to be an effective volunteer. “We provide the training to boost volunteers’ confidence and capabilities to support the classroom learning
environment; and techniques and strategies for reading, math and other interventions,” he said. Dave Moline and Virginia Kaslo were two of the 86 YEC volunteers last year. Both supported literacy in the Washington Elementary School District. Moline discovered YEC and his interest in teaching and working with children after retiring from his construction business three years ago. Kaslo joined YEC 11 years ago after a career in the health field as a nurse and a medical management administrator. Both provide literacy support, working with small groups or tutoring individual students in reading, writing and special projects. Moline supports third grade teacher Bridgett Potthoff three days a week at Moon Mountain Elementary. According to Potthoff, Moline

and doing something that gives me more than I give them.” YEC volunteers serve highneeds schools in the Mesa, Balsz, Osborn, Washington and Dysart Districts. Many volunteers are retired from business, military or education; and some are stayat-home moms, college students or work part-time. Volunteers typically spend one or two days, 2 – 10 hours a week in classrooms. More volunteers are needed for the 2019-2020 school year. CAVE CREEK – Cave Creek Unified School District (CCUSD) is proud to announce their new administrators for the 2019-2020 school year. The new administrators include new principals at Lone Mountain Elementary School
and Desert Willow Elementary School and a new director of transportation. “We welcome these wellqualified leaders as they join our CCUSD team,” Dr. Debbi Burdick, CCUSD Superintendent said. Here is some more information about the new administrators: Doctor Patty Jensen is the new principal at Lone Mountain Elementary School and served as an elementary school principal for the past seven years. She earned a Ph.D. in Educational Administration and Foundations in 2011 from Illinois State University. Her research focuses on how to implement successful two-way dual language programs at the elementary school level. She has received a number of awards throughout her career, including a six-star distinction
for her school by the State of Texas in 2017-2018. As flattering as these honors have been, she believes that the purpose of elementary education is to ensure all students have access to an exceptional learning environment that recognizes their strengths, builds on them, and, thus, prepares them for the future. Staci Wiese is the new principal at Desert Willow Elementary School and is joining the team from Kent School District in Kent, Wash. Staci is a graduate of Saint Martin’s College and the American College of Education, receiving the highest honors. Wiese has been in education for 16 years, including an elementary principal, assistant principal and instructional facilitator/coach. She is very comfortable leading

Essential act of recognition

American photographer, Duane Michals wrote, “Photography is essentially an act of recognition, not of invention.” No one knows this better than local image-maker, Michael Moretti, who has called Arizona his home since his beginnings. Growing up in a time when space between valley communities was green with orchards, vast fields of cotton and irrigating channels available for wading on a scorching summer day. Michael’s objective

in his art is, “Not merely to record a landscape but share the temperament of a scene for others to enjoy.” Although Phoenix is literally his home base, Michael has travelled far and wide over the years, always relieved to return to Arizona. He remembers as a young child his siblings having the most influence on him “artistically” with their music that was a backdrop to everyday activities. Michael does not make the distinction between the arts; music is just another expression of creativity.

This attitude is still with him today. Michael recalls that he’s always “seen” things a little differently than others, many times by choice. For example, when Michael’s parents determined he needed glasses to sharpen up his focus on the world. The journey with glasses perched on his nose lasted only a few weeks before Michael decided to return to his “soft focus” interpretation, ditching his specs. Approaching his late teens, Michael developed an interest in photography spurred on by his family’s subscription to the Arizona Highways magazine.
“I spent hours admiring the amazing photographs and found a new appreciation for the importance of crisp details in the images sharp focus,” he said. Michael’s interest in capturing the awe-inspiring landscapes and wildlife of Arizona’s native lands continued into college. He enrolled in photography classes, built his own dark room and went to work creating his own masterpieces. Eventually making a living would get the way, time in the darkroom became less as Michael moved into his profession as a craftsman, remodeling and maintaining homes in the Phoenix area. Six years ago, Michael enrolled in a class taught by local photographer and Arizona Highways contributor, Jerry Sieve at Paradise Valley Community College (PVCC). The mentor had arrived and this time it was not back to the darkroom for Michael, but to digital photography and Photoshop. New interest was born! Now when Michael breaks away from his “day job” he enjoys traveling to the Verde River where he can capture an abundance of wildlife in his frames. For longer trips he favors the ever-changing colors of the state’s vast wind swept landscapes.
He readily admits that not every trip yields what he considers that one magnificently awe-inspiring image, but he has long since ceased stressing over what appears in his frames at the end of the day. He’s learned, “With patience and a little faith noteworthy images just begin to show up.” Apparently, the “let go and let it be” approach has proven the most successful in Michael Moretti’s images. Since 2013 his photographs have been exhibited, each semester, at PVCC, as an emerging artist. Music still plays a part in Michael’s creative expression. He has developed a multimedia presentation with images placed to music, “bringing the glory of place into full view for all the senses.” Recently, Michael Moretti’s photography was on display at the Desert Foothills Library for their annual photography exhibit, where he was awarded first place for his amazingly detailed works. prison time for his role in the infamous Malheur National Wildlife Refuge standoff in Oregon – got to know Walker, a gregarious 54-year-old. “He was not shy about his past addictions and I genuinely believed he has been on a long road to recovery,” Ritzheimer recalls. “I could tell from that first interaction he had a good heart and I wished him well.” Two weeks later, Ritzheimer is heading home again, and sees Walker’s recognizable old bike off the side of the road in nearly the same spot, this time with a flat tire. He is nowhere to be found. So Ritzheimer leaves a note with his cell phone number, telling him to call and he will help him out with a battery and a tire. “I also put a little side note at the bottom,” Ritzheimer added, “telling him that God works in mysterious ways. I said this because if he had broken down anywhere else that was not on my normal route home, then I would have never seen his bike and been able to help him.” The next day, Ritzheimer gets a call from an emotional Walker, saying how much this help would be appreciated and giving permission to have Ritzheimer tow his bike. Ritzheimer picked up the bike and looked it over with his technician, Ricky Brough. They grimaced. No way to fix the old thing and make it anywhere near safe. “So right then is when I made the decision to start looking for a replacement motorcycle for Dan so that we could surprise him with it,” Ritzheimer says. He found a 1995 Harley Davidson Sportster that was reasonably priced, then started a fundraiser on the Gremlin Garage Facebook page. “Lots of people stepped up to help including one very close friend of mine named Michael Albert in Massachusetts who has personally donated over $550,” he said. Same guy put up the money to get Walker a phone. The Gremlins raised a little more than $2,000, enough money to buy Walker that used
Harley, which the Garage took to town: New brakes, new tires, spark plugs, handlebars, foot pegs, tune up. Good as new. When it was all set, the bike shop owner called Walker to tell him to come by on Saturday, July 27. A family that recently took him in would bring Dan over to New River. He figured he was picking up his old bike that the Gremlins were patching together. With a small crowd gathered trying to act nonchalant, Walker was looking around the shop for his old bike, when Ritzheimer walked him over to the shiny Harley. This is yours, he told Walker. For a while, all the normally loquacious Walker can say is “Are you kidding me?” He bends over in emotion as the shop owner hands him the title, plus an envelope with some cash and gift certificates. Shaking his head in disbelief, Walker addressed the dozen shop employees, friends and family members gathered around him. “It doesn't get any better,” he says. “The bike is great. The money is great. “But knowing people care, that’s the best. People who don't even know me.” An onlooker’s question takes Walker back to July 5, when he broke down off of Carefree

Maricopa County named among nation's top digital counties Maricopa County is being recognized as one of the best in the country at leveraging technology and data to serve residents. The Center for Digital Government (CDG) and the National Association of Counties (NACo) named Maricopa County among the winners of the 17th annual Digital Counties Survey. The survey looks at best technology practices for county governments nationwide. “I'm excited to see Maricopa County among the top digital counties in the country,” said Maricopa County Board of Supervisors Chairman Bill Gates, District 3. “It means our mission to become an all-digital county by 2022 isn't just lip service. The Digital Counties
survey focuses on initiatives that streamline delivery of government services, encourage open data, collaboration and shared services, enhance cybersecurity, and contribute to disaster response and recovery efforts. “Our departments are working with the business mindset of using technology to efficiently serve the county taxpayer and it is paying off,” Chairman Gates said. In recent years, Maricopa County has rolled out technology solutions with realworld benefits for residents. Those include increased options for conducting county business online; mobile applications such as the Maricopa Healthy and Maricopa Community Preparedness apps that
provide quick, easy access to services and vital public information; and live streaming of county Board meetings that allows greater public participation and input. Behind the scenes, Maricopa County has invested in new data management systems that reduce redundancy and promote collaboration; implemented workflow improvements including e-Signature, single sign-on, and workflow automation; and incorporated open data tools that make information more easily accessible. “This award makes it clear the investments we’ve made in critical technology innovation initiatives are paying off, but there is always more work to be done, “ said Ed Winfield, Maricopa County’s Chief

Smart phones, smart cars and now smarter work zones
MCDOT's goal is to use Smarter Work Zone technology on its arterial roadways that are heavily traveled in an effort to reduce fatalities in construction zones.
PHOENIX – Maricopa County Department of Transportation (MCDOT) is using smart technology to shorten commute times through construction zones. The technology is known as Smarter Work Zone (SWZ) and MCDOT is one of the first in the nation to utilize SWZ on heavily traveled city/urban roadways known as “arterial” roadways. MCDOT goal is to use smart technology to protect those working on roadways. Last year there were 799 fatalities in work zones. 132 of those were roadside workers.
Wireless sensors gather information about work zone conditions. This information is then processed by a computer system which calculates travel times and is even able to warn drivers about potential delays through digital signs. Drivers can then avoid the delay by choosing another route. This reduces the number of vehicles actually going through the work zone making it quicker and safer. Using this technology also has the added benefit of helping out on high pollution days as reduced traffic and quicker
travel times mean less idling and thus fewer emissions. MCDOT is piloting the Smarter Work Zone on MC 85, from 95th Avenue to 75th Avenue. The average daily traffic on this road is 20,000 cars per day. Work zones are a necessary part of improvement yet also an inconvenience; with Smarter Work Zone technology MCDOT is finding innovative ways to reduce their impact and keep connections moving even during construction. (ADOT) by the Federal Highway Administration, will be used as part of an estimated $320 million project to add lanes along 23 miles of I-17 between Anthem Way and Sunset Point. Construction is scheduled to begin by 2021 and be completed in 2023. “This is exciting news for Arizona and our growing economy,� said Governor Ducey. “Arizona’s fiscally conservative, balanced budget made significant investments in our state’s infrastructure. This additional funding will expand Interstate 17 in a critical commerce corridor, helping reduce congestion, improve traffic flow and increase public safety. My thanks to the Arizona Department of Transportation and all of our regional and federal partners for their hard work and advocacy on behalf of Arizona.� “This is great news for the entire state and in particular for those living in and traveling to northern Arizona,� ADOT Director John Halikowski said. “I thank all of ADOT’s partners at the local, regional and federal level, including members of our congressional delegation and the Maricopa Association of Governments, for helping us move this much-needed project forward.� The improvements to I-17 north of Phoenix are one of the state’s transportation priorities because that area regularly experiences heavy congestion due to crashes, disabled vehicles and increased weekend traffic. The state budget recently passed by the Legislature and signed by Governor Doug Ducey included an investment of $130 million in state funds to allow full construction of third lanes along the highway between Anthem Way and Black Canyon City as part of the larger I-17 improvement project. Meanwhile, flex lanes along 8 miles of I-17 north of Black Canyon City will operate as a separate twolane facility to carry one direction of traffic at any one time depending on need, with movable gates at end to control access. For example, the flex lanes will carry heavier northbound I-17 traffic on a Friday and southbound traffic on a Sunday. They also could provide extra lanes in one direction if an incident closes the regular I-17 lanes in the area between Black Canyon City and Sunset Point. Environmental studies for the I-17 corridor north of Phoenix are scheduled for completion later this year. According to the U.S. Department of Transportation, this round of the Infrastructure Rebuilding America discretionary grant program is making available between $855 million and $902.5 million for projects that help rebuild America’s infrastructure.
