City launches air quality study in south Etobicoke Study results expected in the fall TAMARA SHEPHARD tshephard@insidetoronto.com The city is undertaking a months-long study in south Etobicoke to identify the sources and cumulative concentrations of 30 air quality contaminants that impact local air quality. The Toronto Environment and Energy Office and Toronto Public Health will partner on the study to identify and evaluate the potential cumulative health impacts of three types of contaminants: carcinogens, non-carcinogenic toxics and criteria air contaminants.

Study results is expected to go to Toronto City Council late this fall. Strong and historic interest and concern in south Etobicoke’s air quality by both residents and the city acted as catalyst for the study, Lawson Oates, director of the Toronto Environment Office said in an interview Tuesday. The Mimico 20/20 study area in Mimico-By-The-Lake is popu-

Oldest Long Branch building McLeod breaks receives heritage designation Purdue’s 800m track record

West-end councillors supported the heritage designation of what is being touted as the oldest building in Long Branch at Etobicoke York Community Council this week. In a unanimous vote, councillors threw their support behind the designation of 28 Daisy Ave. – the circa-1851 farmhouse known as Richard Newborn House – under the Ontario Heritage Act at Tuesday morning’s meeting. mid-19th century Located on the northeast corner of Daisy Avenue and 26th Street in Long Branch, the city’s Heritage Preservation Services called the building “a rare surviving example of a mid-19th century Ontario house with stone construction” that is “part of the evolution of southwest Etobicoke from a farming community and seasonal resort to the independent municipality of Long Branch, where it stands as a local landmark.” Denise Harris of the Etobicoke Historical Society (EHS), which submitted the original application for the property to be designated, said Richard Newborn House is the last surviving farmhouse anywhere in southern Etobicoke. “This house at 28 Daisy Ave. is the oldest building of any type in the former area of Long Branch and it’s also the fifth of sixth oldest in all of Etobicoke,” she said, noting its prominence on an EHS brochure of local historical sites and stressing the importance of its heritage designation. “In the whole city, there are

13,365 buildings on the inventory of heritage property – only 240 of them (or 1.8 per cent) are in Etobicoke, and of those 240 only 25 are designated,” she added. “So from a heritage preservation point of view, every one of them counts.” Twenty-eight Daisy Ave. is currently listed on the City of Toronto’s Inventory of Heritage Properties, which means Heritage Preservation Services would be informed and involved when the homeowner applies for municipal permits or approvals, but a heritage designation would lend the property even more protection. In order to be designated under the Ontario Heritage Act, heritage buildings must meet one or more of the following criteria: be a rare, unique, representative or early example of a style, type, material or construction method; have historical or associative value with a theme, person, event or activity or organi-

zation significant to a community; or have contextual value because it is important in defining, maintaining or supporting the character in the area. criteria met York West Councillor Giorgio Mammoliti said he would support the designation of the site – but only if the homeowner of the site fully understood what that designation would entail, including the ofttimes costly nature of any required work or renovations undertaken at such properties. Kathryn Anderson, a preservation officer with the City of Toronto, assured Mammoliti that the homeowners have not only expressed their support of the designation in her communications with them, but have also indicated they owned a heritage property in the past and are well aware of the costs involved with the

That came as welcome news to Deputy Mayor Doug Holyday, just a block and a half north of 28 Daisy Ave. The Etobicoke Centre councillor said he still remembers listening to stories from his grandfather about how the cows from the farm at Richard Newborn House would walk right up to the windows of his nearby home. “I’ve known this house all my life...” he said. “That house has always been a standout in the area. It’s always been noticed for its age and its architectural refinements, and I’m quite pleased to see that the current owners are still wanting to keep it and look after it.” The matter will now go before city council. ~ With files from Tamara Shephard

Vanessa McLeod made history twice when she captured 800m gold at the Big Ten Championships in Ohio. The freshman broke Purdue University’s 800m record — for the second time in two weeks — when she took the 800m crown in 2:05.21 in the Feb. 23 NCAA Division 1 Indoor Track Championships. Two weeks earlier, McLeod, 18, broke the 143-year-old Indiana university’s 800m record with a time of 2:07.6. McLeod’s winning time also set a Canadian junior record. “I was really in shock,” the Father John Redmond Catholic Secondary School graduate said from Purdue said recently. “Going into it, I was ranked eighth. Just making it to the final was really exciting to me. To beat the two girls expected to win was incredible.” At the Big Ten, McLeod qualified for the finals after finishing second in her heat with a time of 2:08.23. Her time was the slowest to qualify. McLeod took the 800m gold — and broke her new 800m Purdue record — as a freshman. “It’s pretty significant. She’s the fastest runner in that race in the history of Purdue and she’s a freshman. That’s quite an accomplishment,” said Stephen Strong, her Canadian running club coach and former high school track coach, who heads Father John Redmond’s track program. Before the Big Ten, McLeod was ranked 32nd in the U.S. in the 800m. Now she is ranked

ninth. “I’m really excited for it,” said McLeod of the Sweet 16 competition. “There’s only me and one other freshman in the top 16. It’s a privilege to me to even be there competing with junior and senior girls. It’s a great opportunity to learn.” McLeod is on a four-year full scholarship at Purdue where she is studying movement and sports sciences. She wants to become a physical therapist. “It comes from a belief in yourself, an innate drive to do well,” Strong said of McLeod’s track success. “It’s really pure guts to work and make others push hard toward the end (of a race). She’s very good at pushing herself to her limits.” McLeod has set her sights next on competing in the 2013 Pan Am Junior Athletics Championships Aug. 2-4 in Lima, Peru. First, she must place in the top 2 in the Junior Canadian National Championships in July.

or high school and elementary students and their families, the March Break is next week. It’s a welcome opportunity to spend quality time with friends and family. It’s also an opportunity to get to know your community a little better through volunteering. We know multiple opportunities exist for citizens of all ages to get involved with a local organization, regardless of time of year. But a number of those organizations do have March Break-specific initiatives to consider. And spaces are still available. For example, the Daily Bread Food Bank is once again running a program in which high school students are invited to volunteer during regular business hours from March 11 to 15. Telefilm on Layton packs emotional punch Lottery can fund transit

In a few days, those of us so inclined will have an opportunity to relive the summer of 2011 – when Jack Layton, the first New Democrat federal Opposition leader and almost prototypical progressive Toronto politician, succumbed to cancer. It was emotionally wrenching then; and watching the new telefilm Jack, it is nearly as wrenching now. The film, which was screened for the family, supporters and some media earlier this week, airs Sunday night, March 10, on CBC. Jack is far from perfect — it paints an at-points absurdly sunny picture of the very political life that Jack Layton and Olivia Chow led together, and for a biopic offers frustratingly few clues about the things that contributed to Layton’s politics and political drive. As my companion at the screening pointed out, there’s no “rosebud” moment in Jack. With that said: The telefilm packs an emotional punch. Much of that can be credited

to the eerily-accurate impersonations by Rick Roberts as Layton, and Sook-Yin Lee as Olivia Chow. For those of us who’ve spent time with Layton and Chow, watching the couple’s last months and earlier days re-enacted so uncannily is extraordinarily and unexpectedly moving. It will be curious to see how the film is received by viewers outside the bubble of Toronto, and national politics. Because like it or not — Jack is more than a film about a politician. Coming less than two years after Layton’s death, when Layton’s successor Thomas Mulcair is aiming to be prime minister in 2015, and Olivia Chow is likely considering a run for mayor in Toronto a year earlier, Jack is something of a rallying call for progressively-inclined voters. This, of course, is an extension of what Layton clearly

intended when he handed off his death-bed letter to Chow, and the rest of the country, with that stirring call toward optimism and love and kindness. It is also an extension of his detailed instructions, delivered earlier in that same letter, telling his party how best to mobilize in the months following his death. Layton was a politician to the core – even in his final moments. It’s tempting to be cynical on that basis and dismiss Jack as nothing more than an exercise in publicly-funded NDP propaganda. It would be easier to do that if the sometimes hokey idealism depicted in the film weren’t so accurate a reflection of how it manifested in the real lives of Layton and Chow; if the story of a generally decent, earnest and publicly-motivated political couple who finally won and then lost again, weren’t the story we’d all lived through just two years past.

Re: ‘Smarter commuting could save TTC money,’ Special Report, Feb. 28. I have enjoyed all the articles on transit. I have one suggestion for funding that I haven’t heard anyone talk about before. In order to help fund the development of the initial infrastructure and construction, why not develop a special lottery. If there is money to win, then people will buy tickets. It might be a good way to raise some funds instead of always relying on raising taxes, fees and road tolls. I also support the Toronto casino bid as another way to fund transit, but I do not have faith that our council will vote for it. They are too worried amount a slight increase in gambling addiction that will be so insignificant in the scheme of things. Rick Jackson

DAVID NICKLE dnickle@insidetoronto.com Toronto parks could be seeing a $5 million boost from the Garfield Weston Foundation in a three-year program to offer up grants for “transformational” projects intended to build on what the city’s already doing with its parkland. The plan – put together by a group of parks-loving citizens calling themselves Toronto Park People, and the Weston Foundation – came before the city’s Parks and Environment Committee Monday. The $5 million pot of cash is available to the city and residents to apply for. Councillors at the committee welcomed the prospect of private sector funding — but cautiously so.

Pa r k d a l e - H i g h Pa r k Councillor Gord Perks was among those who worried the foundation would play favourites when it came to dolling out cash to communities looking to build up their public spaces. “I certainly hope that access to funds for public spaces doesn’t ever rely on whether or not you happen to know some individuals working in a not-for-profit, or happen to know someone who’s connected to a sizeable family fortune,” said Perks. Dave Harvey, the Director of Park People, assured the committee the foundation would be paying heed to the needs of communities across the city. “There’s a lot of work we as

an organization are going to do to reach out to less-affluent neighbourhoods so at the end of the day this isn’t just going to more downtown affluent neighbourhoods,” he said. Applications for the grants will be going forward in two stages. Letters of interest for the first round should be received by April 5, with a full application deadline of May 24 and a final decision June 19. The second round starts with a Sept. 9 letter of interest deadline, an Oct. 29 deadline for submitting a full application and a final decision by Nov. 13.

Votto goes to bat for Canada Richview CI grad voted ‘Face of Major League Baseball’ Etobicoke’s Joey Votto will go to bat for Canada in the World Baseball Classic now underway. Votto, a star first-baseman for the Cincinnati Reds, is expected to join the national team in Phoenix today and suit up for their first game Friday against Italy. “I look forward to playing for the team,” Votto, 29, told a gathering of Canadian and Reds’ sports media on Monday. “I look forward to being a part of the tournament. I had a great time the last time. I’m very grateful I’m on the team. “It’s not very often you get to represent your country in a big tournament like this. I never got to play in the Olympics, this is the next best thing.” Canada had reser ved a spot for the Etobicoke native, who graduated from Richview Collegiate and played summer ball

for Etobicoke Rangers as a youth. But Votto wanted to test his surgically repaired left knee in spring training before committing. Votto will not play for either team when the Reds and Team Canada hook up Wednesday in an exhibition tune-up. This spring, Votto, with plenty of support from both Reds and Canadian fans, was bestowed, in a fan vote, as ‘the Face of Major League Baseball’. The five-passenger midsize Murano made its debut in 2002 as a 2003 model and at that time it was rather unique in the marketplace. The design hasn’t changed much since then, yet I think it’s still one of the more stylish crossovers on the block even late into its second generation after a redesign in 2009. Little has changed for 2013 except for a few tweaks here and there and the addition of technological goodies like moving object detection, lane departure warning and blind spot warning as part of the $3,000 Platinum Package that was included on our test vehicle. The Murano has a distinctive styling with its bulging front fascia and a wide grille with integrated headlights. There are strong character lines along with side and a distinctive rear featuring an expansive glass area and LED taillights. A 3.5-litre DOHC V6 engine with 260 hp and 240 lb/ft of torque powers the Murano. Offered only with an all-wheel drive system that adjusts to road conditions in just a tenth of a second, the Murano, like most Nissan models, features a continuously variable transmission (CVT) that has been refined over the years into one of the better units on the market. Noise, vibration and harshness have been reduced on the ‘D’ platform used for the Murano, as the torsional rigidity is one-and-a-half times better than one the original model. Four-wheel independent suspension helps produce a smooth ride, even on rough road surfaces. Because all-wheel drive is standard, fuel economy in the Murano is compromised somewhat. The Natural Resources Canada fuel guide rates the Murano at 11.5L/100 km city and 8.5L/100 km highway. The interior is richer and more luxurious than one would expect for the price point with lots of soft touch materials and contrasting accent pieces.

New this year is an innovative cargo organizer. When you need it, simply push a button and it pops up from below the rear cargo floor revealing a flat, recessed space that is great for groceries and sports equipment so it isn’t rolling around in the cargo area. Feasibility report for ‘Concrete Campus West’ due May 14 Grimes’ motion to explore ‘relocation and consolidation’ of concrete production facilities supported by colleagues CYNTHIA REASON creason@insidetoronto.com Etobicoke-Lakeshore Councillor Mark Grimes gained the support of his west-end colleagues to explore the feasibility of the creation of a “Concrete Campus West” in Ward 6. Grimes’ motion, passed unanimously at last week’s meeting of the Etobicoke York Community Council (EYCC), requests that the Economic Development and Culture Division come back to council at its May 14 meeting with a feasibility report into the “relocation and consolidation” of westend concrete production facilities within “a state-of-the-art campus, with up-to-date environmental controls and appropriate buffering as necessary.” Grimes’ motion indicates that while the councillor recognizes that concrete batching facilities are an “integral” part of the construction industry – and as such require central locations to support development – he also recognizes

the challenges existing facilities have posed in south Etobicoke. “When located close to residential/sensitive uses, there may be inherent land use conflicts and, as such, their location requirements need to be addressed,” the motion reads. Two examples of such south Etobicoke concrete batching facilities are those located on Judson Street and New Toronto Street – both of which are grandfathered as permitted uses in an area that was rezoned to prohibit this industrial use because of proximity to sensitive residential land uses. better environmental controls “With these existing conflicts in mind...action should be taken to review mechanisms to encourage both better environmental controls on these sites, and most importantly, opportunities to promote relocation of these industries to more appropriate lands,” Grimes said in his motion.
