CYNTHIA REASON creason@insidetoronto.com Etobicoke-Lakeshore residents will be getting their long-awaited community recreation centre, thanks to the YMCA of Greater Toronto’s plans for a major expansion – including a new site on the vacant Westwood Theatre lands. Last week, the YMCA announced plans for the multi-year Strong Start, Great Future fundraising campaign, with the goal of raising $250 million towards the construction of 10 new centres across the Greater Toronto Area (GTA) by 2020. David Layton, vice-president of asset development and real estate at the YMCA of Greater Toronto, said Etobicoke was an “obvious, obvious” choice for one of those 10 locations. “Looking at Etobicoke, it’s a diverse community whether you’re talking about income or ethnicity or activity, and we want to have impact on the whole range of community we’re serving, so it’s just an ideal place for the Y to be,” he said in an interview with The Guardian this week. Located at the corner of Dundas Street West and Kipling Avenue, the proposed 60,000 square-foot facility would provide recreational programming and services to more than 8,100 people, helping a community in which nearly 52 per cent of the population report being physically inactive – and nearly 20 >>>COMMUNITY, page 5

Cops for Cancer launched Register for April 13 fundraising head-shaving event FANNIE SUNSHINE fsunshine@insidetoronto.com Tricia Johnston knows all to well how devastating cancer can be. A detective with 22 Division, she was diagnosed in 2003 with Hodgkin’s lymphoma, the same form of cancer that invaded her sister. After six months of chemotherapy and three months of radiation, Johnston has been cancer free since 2004. She was just one of many officers on hand Wednesday at Yorkdale Shopping Centre for the 17th annual Cops for Cancer kick-off, which hopes to raise $45,000. “I think it’s important to donate,” Johnston said, adding her mother battled breast cancer. “You are fundraising for research. Without funding for research we wouldn’t have proper treatment.” Since 1999, Cops for Cancer has raised more than $750,000 in Toronto to support cancer research. New this year, there will be an added fundraising effort called Jail and Bait. Participants can decide to be placed in “jail” rather than clip their hair, and audience members will raise funds to bail them out.

Alexandra Connor, past participant and ambassador of Kids of Cops for Cancer, chopped off 10 inches of her hair and raised $3,500 last year in support of the cause. The 11-year-old Bradford resident decided to get involved after her father, an OPP officer, told her of

the initiative. “It’s a really great cause because a lot of people are affected by cancer,” she said, adding the plan is to grow her hair this year and cut it next year. The head-shaving event will take place at Yorkdale on April 13. Visit www.cancer.ca for details.

Aspiring musicians, singers set to compete for annual music award TAMARA SHEPHARD tshephard@insidetoronto.com Retired Etobicoke educators Don Banks and his wife Barbara Hruska continue to nurture children’s dreams. The central Etobicoke couple continue to financially contribute significantly to the Don Banks Music Award for Young Musicians run by Islington United Church, where the couple is members of the congregation. This year’s third annual awards competition is open to instrumentalists and singers who are 10 years old as of Jan. 1, 2013 through to age 18 and still attending high school and are active in a school music program or who study privately. Youth must live in Etobicoke or in Mississauga east of Hwy. 10 or have an Islington United Church affiliation, and not have won the competition previously. Young musicians and singers compete in the categories of: vocal, piano, strings and winds/percussion. “A lot of people made donations to the church in mine and my wife’s

ARTS names,” Banks explained. “We recommended the money be set into a fund to allow children to compete in a music competition. My wife and I substantially added to it to sustain it for a bit. We’re both retired school teachers with the (former) Etobicoke Board of Education. We still care about kids.” The fund finances as many as eight $200 awards for winning finalists each year, and pays for the services of competition adjudicators. Live auditions take place the night of Friday, Feb. 8 and Saturday, Feb. 9 during the day at the church at 25 Burnhamthorpe Rd. just north of Dundas Street West. Banks recalled the audition of Malindi Ayienga, an Etobicoke School of the Arts’ musical theatre student who went on last year to become a top 20 finalist following a Canada-wide audition tour for the role of Dorothy in Andrew Lloyd Webber’s Canadian production of The Wizard of Oz. “That young lady was very hesitant about participating (in the

competition),” Banks recalled. “Her grandparents sit in front of us in church. She was one of one the top 20 Wizard of Oz finalists. It was so gratifying to see that happen. Even though she didn’t become Dorothy, her response was very upbeat, very positive.” A short list of successful candidates will be posted on the church website on March 6. Short-listed candidates will be invited to perform in a competition at Islington United Church on April 6. On Sunday, April 7, selected winners will be invited to perform one of their two audition pieces for the Islington United Church congregation at either its 9:30 or 11:15 a.m. service. “ We’ve gotten some good responses to the program,” said John Wevers, who sits on the awards’ committee. “There are really talented kids coming out to compete. We can give the kids a chance to perform in public before an audience, which normally they wouldn’t have the opportunity to do. It’s good training if they go on to become musicians.”

Police release photos of suspects wanted in alleged abduction Police have released the names and photos of two of four men wanted in connection with an alleged abduction in north Etobicoke on Tuesday. Colin Joseph Slievert, 26, and Jayson Roy Slievert, 25, both of Toronto, are considered armed and dangerous. Police urge anyone who may come in contact with the two men not to approach them, but to call 911 immediately. The two suspects are wanted in connection with the alleged abduction of a north Etobicoke businessman on Tuesday night at around 9:50 p.m. According to police, four male suspects entered a business on Westmore Drive (near Hwy. 27 and Finch Avenue West) and allegedly forced its owner into a white, four-door, 2008 Mercedes C250 at gunpoint. They drove around with the victim for several hours, before dropping him off at a nearby location where police found him. The vehicle has since been recovered by police. Anyone with information about the case, or the whereabouts of Colin Joseph Slievert or Jayson Roy Slievert is asked to call police at 416-808-2300 or Crime Stoppers anonymously at 416-222-TIPS (8477). Police are also still trying to identify the two other suspects involved, both of whom are described as black, and both of whom were wearing dark clothing at the time of the alleged abduction.

IN BRIEF men armed with a shotgun on Tuesday. According to police, the disguised suspects entered the store at around 2:30 p.m. and approached the 48-year-old male employee behind the counter. One of the suspects produced the shotgun and then both suspects walked behind the counter and stole the victim’s cellphone, as well as a quantity of cash, cigarettes, and lottery tickets. The suspects then fled the scene in an unknown direction. The victim was not hurt. The suspects are described as follows: the first is black, aged 25 to 27, 6’0”, 160 pounds, with a thin build; the second is black, aged 24 to 26, 5’10”, 150 pounds, with a thin build.

Police are looking a lone male suspect after Gold Buyers at 250 The East Mall was robbed on Tuesday. According to police, the suspect entered the shop and approached a 22-year-old male employee at the kiosk at around 7:15 p.m. The suspect then handed the victim a note demanding cash and cellphones. The victim complied and the suspect then fled the scene in a silver hatchback. The victim was not hurt. Humberwood homeowners cited by the city for illegally widening their driveways will learn at an upcoming meeting whether their properties will be exempted from the city’s bylaw. E t o b i c o k e Yo r k Community Council voted Tuesday to approve its’ and city municipal licensing and standards’ staff recommendations to prepare a zoning bylaw amendment to deal with the issue so existing conditions can be made lawful. Councillors also affirmed staff’s recommendation to give notice for a public meeting to discuss the option of “grandfathering” or exempting the non-compliant properties from the city bylaw governing driveway widths. City licensing staff responded in fall 2011 to complaints of suspected violations of dr iveway widths against homeowners on Topbank Drive, as well as on neighbouring streets, in the Humberwood neighbourhood bounded by Hwy. 427, Humberline Park, Humberwood Boulevard and Morningstar Drive. City municipal licensing and standards staff investigated and issued notices of infractions for driveway widths, soft and hard landscaping, as well as lack of delineation between driveways and walkways. In all, city staff investigations cited and issued 58 notices of violations. Mayor Rob Ford and his brother, area Councillor Doug Ford, held meetings with residents in September and in November 2011 to clarify options available to residents to become bylaw

compliant. City staff agreed to a one-year extension period from the date of the notices of violations for affected homeowners to bring their properties into compliance with city bylaws. During that period, some homeowners voluntarily complied, but 32 property owners took no action to resolve their noncompliance, a city staff report indicates. Last October, Ford held another meeting with residents to discuss the option of “grandfathering” affected properties with a further extension of the grace period to become compliant before this week’s community council meeting.

■ Traffic speeds drop

Councillors voted to reduce posted traffic speed limits on three north and central Etobicoke streets this week. E t o b i c o k e Yo r k Community Council voted Tuesday to accept city transportation staff recommendations to drop the speed limits through sections of Albion Road, Stoneham Road and Waterbury Drive Road. The speed limit will be reduced from 60 kilometres per hour to 50 km/h on Albion Road between Bankfield Rive and Todd Brook Drive after city transportation staff received a request from Etobicoke North Councillor Vince Crisanti on behalf of the local Business Improvement Area to reduce the speed. A city staff conducted 24-hour vehicle speed and volume study of that section of Albion Road indicated average vehicle speeds between 55 km/h and 60

km/h. Staff reported the study data indicated a 50 km/h speed limit is warranted. “What differentiates these sections of road from some other portions of Albion Road and Islington Avenue is the concentration of driveways to both the commercial and residential areas,” a December city staff report indicates. “The speed limit reduction is intended to reflect this difference in the adjacent land use which is more typical of locations with 50 km/h speed limits.” The speed limit will be dropped from 50 km/h to 40 km/h on local two-lane Stoneham Road in the residential area between Mill Road and Old Burnhamthorpe Road after Councillor Doug Holyday’s office received a request from an area resident to investigate vehicle speeds on the street. A speed and volume study conducted by city staff indicated 85 per cent of vehicles studied in the period travelled at a speed of 35 km/h, meeting the city’s 40 km/h speed limit warrant. Similarly, a 40 km/h speed limit will be enacted on Waterbury Drive between Martin Grove Road and Redgrave Drive. City staff ’s study of the street triggered by a request from an area resident indicated 85 per cent of vehicles travelled 52 km/h during the study period. Study data applied to the city’s 40 km/h speed limit warrant indicated a “40 km/h speed limit is warranted on Waterbury Drive based on the two existing curves where the safe speed is less than 50 km/h,” a December city staff report indicates. The posted speed limit on Waterbury Drive had been 50 km/h.

While Layton said likely features in the Etobicoke centre will include a pool, gym, youth and children’s activity ‘zones’, multi-purpose meeting rooms, childminding facilities, and fitness studios, he also noted that the YMCA actively engages the communities in which it builds to get a sense of the facilities residents want and need. “All of our major facilities all have a list of common features, but for the sizes and the mixes and then the programs that operate within those...we really look to connect and engage with the community to make sure that we get the mix right for the demands, needs and interests of the community,” he said. “We want this to be the community’s YMCA.” While there is no concrete construction timeline in place, the Etobicoke YMCA is anticipated to be open in 2017/2018 – a goal that has been greatly aided by the help of the local city councillor, Layton said. “(Etobicoke-Lakeshore) Councillor Peter Milczyn has continued to support the project – the Y specifically, and the Westwood redevelopment generally – moving it through whatever approvals

the city needs to contribute to help things move along,” he said, pointing to Milczyn’s motion in council last week to secure $1 million towards the new Etobicoke facility as a recent example. In an interview this week, Milczyn called that milliondollar contribution the city’s “down payment” towards a much-needed resource. “That money has always been on the books, but now that we have significant movement forward I thought it was time to make that really clear. It’s a good faith step that we’re serious

about this,” he said, indicating that the city will likely be making additional Section 37 contributions towards the project in the near future. “I imagine there could be another $1 million or maybe a little bit more.” Ward 5, Milczyn noted, has long been under-served in regards to community and recreational facilities, and with the influx of new condo residents who have already come in, and with more on the way, a community rec centre is “absolutely crucial.” And what the YMCA’s

involvement means is that his residents won’t have to wait quite so long to see those facilities finally come to fruition. “One of the reasons why a Y is really an attractive part of the puzzle is otherwise the city would have to build a

recreation facility, and there are other communities in the city that are way ahead of Etobicoke (on the recreation centre waitlist)...it’s a win-win,” he said of the $20 million project. “We get the facilities we need at little or no cost to taxpayers, and at

the end of the day, all the residents that would want to go there have that ability.” In addition to providing much-needed facilities and services for his constituents, Milczyn said he’s also hopeful that the new Westwood YMCA will act as a impetus for other types of mixed development – such as office buildings and retail – in the area to balance out the influx of condo developments and create a true city centre in Etobicoke. “Because (the YMCA) generates a lot of people coming to the area, it’s a great draw for other forms of retail to come in, because it really then starts to form that sense of a city centre,” he said, lamenting the current lack of no central focus or location in the area. “The redevelopment of the Westwood lands with public spaces, parks and also a Y, would lead towards creating that community focal point and gathering place that the area really needs to really take on the form of a vibrant urban centre.”

Council must shed its partisan ways

T

wo big days ahead for the City of Toronto: One, the fate of Mayor Rob Ford’s appeal in his Conflict of Interest case is decided today; and two, a new Premier for the Province of Ontario will be selected on Saturday when the our view Ontario Liberal Party chooses a new leader. What will these two events Govern by mean for the city? That all what’s best depends on council, and their ability to put aside partisan politics and actually get down to for Toronto running this city. Regardless of the Ford decision, council and the mayor (whoever that might be) will have to create a relationship with the new premier. If it’s any of the three remaining Toronto contenders – Eric Hoskins, Gerard Kennedy, or Kathleen Wynne – that road might be easier to follow. They already know the ills of the city, and can quickly wrap their heads around them. Even if it’s Sandra Pupatello, the Liberal red shawl Toronto wears makes it easier. Once the Legislature is back in business, though, the opposition parties may quickly opt to defeat the Liberal minority and send us into a provincial election, the result of which is anyone’s guess. This is precisely why council must govern based on what is best for Toronto. Party politics will only work against the city. Leave the colourful bickering to Queen’s Park and Parliament Hill. At the city level, it’s about neighbourhoods, and the day-to-day decisions that impact citizens. Toronto City Hall is where councillors should debate what is best for the city and not what is best for their political affiliations. Unfortunately, the latter seems the case most days. The brothers Ford, and their allies, are blatantly conservative. Gord Perks, Adam Vaughan and others on the left happily wave their flags. This does nothing but inflame rhetoric, and alienate Torontonians, along with potential political allies in the provincial and federal governments. Council is in the second half of its term. Whether Mayor Ford is at the helm is irrelevant. What is pressing is that all 44 councillors work together because our relationship with the province is key to the city’s future. On transit alone, having a clear vision, one that is not constantly changing, is key because whether its a Progressive Conservative, Liberal or NDP government at Queen’s Park, councillors will have to work with them. newsroom

Taxpayers shouldn’t be on the hook for byelection To the editor: Re: ‘Torontonians willing to pay for mayoral byelection: Doug Ford,’ News, Dec. 13 Now I am a Torontonian and as such one of the people. When I was a Community Care Physiotherapist, I was required to sign a Conflict of Interest document annually, as a condition of the renewal of my contract. If I was in doubt about what that meant, it was clearly recorded in the document. If I was still not clear, then I was given the opportunity to ask my manager any questions. There were no exceptions. It did not matter if I thought the activity was a worthwhile cause or if the amount of money involved, in my

opinion, was small. While in my opinion, all politicians should be required to sign such a document, it seems there is no such document. However, Mayor Rob Ford was given many warnings and advisements regarding his conduct around his football charity and he chose to ignore or dismiss these notices. He was convinced that because his charity was a worthwhile cause and the amount of money relatively small, he did not need to adhere to any due process about his activity. And it seems that many residents are of a similar mind and I can only guess that these people are uneducated about this process and are willing to turn a blind eye towards

the mayor’s behaviour. Doug Ford seems to think that the people of this city should decide who is going to run this city: not politicians, not judges, not generals. But if a mayor is seen to be taking liberties with the due process of the law, then I am glad that there are citizens who will challenge improper activity and judges who uphold those challenges. Four years is too long for the residents of this city to endure improper conduct. There is no left wing plot. Mayor Rob Ford brought this all onto himself. And as such, the Mayor should definitely be paying for his own byelection and not the taxpayers. Myrna Markovich

To the editor: I was surprised to hear the TTC is considering limiting the number of baby strollers on the buses. Don’t they know that families use the buses to get to work and the daycare centres? Many people cannot afford a car and many want to avoid the hassles associated with driving in the city and have decided to spend their money on transit by taking the ‘Better Way’. Are TTC drivers going to let a mother with one or more children stand and wait for the next two or three buses until she can get on? Maybe if the TTC purchased a good bus in the first place, we, the riders, would not have to fight for space on them. Years ago when these things came on service, my first impression was the lack of available seating even when the bus was empty. It is a ridiculous compromise design that does not really suit the needs of the people that use it. The design is all about the wheels and once you step inside, you are compressed between them. How is a handicapped person in a wheelchair supposed to get on or off when it is rush hour? While it might have been determined to be a good thing to mix the needs of the transit riders, I think these buses were not the solution and it is obvious they are not. Any practical trials would have proven that. It is the responsibility of those who ordered these buses to fix the problem they created by finally purchasing the right buses needed for the job. That job is to accommodate and move as many people as possible. It is not to irritate and alienate the very people who have decided to invest their time and dollars by using public transit. Who is responsible for repairs during sale? There is no perfect home, and things that are acceptable to the current owner may not be acceptable to the buyer who is looking to become the next owner. Most real estate agents will suggest this be done as a first priority -- even before a contract is entered on the home. An inspection will unveil any potential problems in a home and indicate things that the buyer may not be aware of, including items that do not meet with code or could be unsafe. An inspector also may point out problems that could cause a mortgage lender to give pause. This may mean the lender will deem problems unsafe and refuse to fund the mortgage until repairs are made. A copy of this inspection report should be sent to the home seller to review with his or her attorney and real estate agent. Issue of strollers on buses generates flood of comments on Twitter Twitter users had plenty to tweet about regarding the use of baby strollers on TTC vehicles after the issue surfaced at a meeting earlier this week. On Monday, the TTC board voted to look into whether strollers caused an unacceptable inconvenience for other commuters. That decision touched off a firestorm of online outrage which continues to flicker. “How on Earth do you refuse to let a parent board a streetcar in the rain/snow/ heat/cold/ever?” tweeted @ FutureMatt to TCN reporter Rahul Gupta who tweets under the handle @TOinTransit. Darryl Jonckheere wondered why the TTC was considering charging parents more for using strollers which caused TTC communications director Brad Ross to reply emphatically the TTC had no such plans. “No one is charging anyone anything,” tweeted Ross. “TTC has been quite clear on this: no extra charge for strollers.” While many people supported no limit to the use of strollers on all TTC vehicles,

some users complained about their size which they felt blocked seats and doors at times. “Biggest problem is that strollers are ‘Cadillacs’ and can’t be folded up for customer convenience,” tweeted @swm3047. One tweeter even tweeted a picture of a TTC Wheel-Trans transport and demanded strollers be allowed only on such vehicles during peak times. “#ProblemSolved,” wrote the user. Joe Parisi favoured a study on stroller usage, which he suggested would reveal the design flaws of current vehicles responsible for not properly accommodating all TTC riders. Queen West filmmaker launches 40-episode series on TTC screens ERIN HATFIELD ehatfield@insidetoronto.com In the late 1970s, Queen Street West was alive with energy and activism, said filmmaker John Greyson. The gay rights liberation movement was strong and the arts community was open and inclusive. At that time a young Greyson moved to Queen West from London, Ont., because he wanted to make art and come out as queer and this was the place to do it. “I always talk about Queen West as being my university for better or for worse,” Greyson said. “Making work and being part of the gay activist community right from the start shaped me and the work I was doing.” Greyson didn’t study film, in fact he didn’t even graduate from high school. But upon arriving in Toronto he joined west-end film cooperatives Trinity Square Video and Charles Street Video and later the Liaison of Independent Filmmakers of Toronto (LIFT), which Greyson said, to him, stands out as a model of what a cooperative should be, not just

cheap equipment but also community. “There was so much permission and generosity back in the 1970s and the stuff I wanted to learn wasn’t being taught at universities,” Greyson said. “I was really excited by queer art and the new generation of gay artists making work about sexuality and that just wasn’t in the curriculum at OCAD or UofT or York, it was on the street.” It was through these co-ops, being on set, helping other people create their films and through his own mistakes that Greyson said he received his education in filmmaking. In 1991 he went to the Canadian Film Centre, which he said was important for him to make the jump into features and into a higher level of funding. He is now a professor at York University and has obtained a master’s degree and is working on his Ph.D. in the Drama Centre at the University of Toronto. “Once I finish the Ph.D. I’m thinking of going back and getting my Grade 12,” he said with a chuckle. His latest project, Murder

in Passing, which he wrote and directed, is the first-ever transmedia ‘who-dun-it’ series for commuters with silent 30-second episodes appearing daily on Toronto’s subway platform screens and online. Murder in Passing launched Jan. 7 and airs daily until March 1. The film-noir murder mystery continues his exploration of larger social issues and social critique. “That combination has stayed true, right up to this project where you have this collision of video art on the subway and issues around transit, bikes and SUVS, but

equally important, debates around gender,” Greyson said. “The point of this project isn’t to provoke, it is to engage, so we are trying to reach viewers, not by shocking or alienating them, but engaging them and bring them into this conversation around these issues of transit and gender.” Murder in Passing explores the murder of bike courier Mars Brito in Passing, B.C. and everyone in the town is a suspect. There are visual clues embedded within every episode as well as American Sign Language signs across the 40 episodes that together spell out another clue. There are opera fugues, with clues embedded, paired with each episode, which Greyson said are hugely important for citizen sleuths to pay mind to.
