n light of Monday’s severe thunderstorm that walloped the Greater Toronto Area and caused significant service disruptions and flooding, there’s much for all of us to learn from the experience. There always is. When it comes to the record rainfall and the subsequent flooding, power outages and transportation paralysis endured by Torontonians, we expect that service providers will undertake a thorough review of the steps they followed in the wake of Monday’s event. Such introspection is important no matter how well or poorly things went; it’s essential because it can help lead to improved service delivery during future emergency occurrences. Indeed, the consequences of our view Monday’s storm form a powerful of the importance of Emergency kit reminder proper emergency planning, but helps weather not just for the providers of municipal services, but for residents and the storm businesses as well. Knowing what steps to take and what services to rely on during a trying time can make an unpredictable and uncomfortable situation just that much more bearable if there’s a plan in place. It helps to have that kind of stability. In some cases, it can be simple steps. Making sure communication devices are charged frequently, for example, is one. Having an emergency kit at home is another. In your own neighbourhood, checking in on those who may have mobility issues or other illnesses is yet another. But it’s also important to differentiate between preparation and reaction. The theory goes if we do a better job preparing, we’re better enabled to react properly. And while it’s important that all of us strive to improve our own planning for the unpredictable, it is also important to celebrate heroic deeds and acts of kindness we witnessed Monday evening. Some moving video and images have emerged. You can see some of them on our website at www.etobicokeguardian.com There’s the picture of a man helping another move his car through a flooded intersection. There’s the video of the GO train rescue of 1,400 passengers on the Don Valley. So for emergencies, there’s the preparation part, which we must always strive to improve. And then there’s also the reaction part, which benefits from proper preparation.

Time to cut Doug Holyday some slack

L

et’s not be too hard on Doug Holyday this summer. Toronto’s deputy mayor seems to have found himself in a bit of a tangle, since he elected to accept the nomination to seek a provincial byelection victory for the Progressive Conservatives in EtobicokeLakeshore. The byelection is Aug. 1, and he’ll be stumping against fellow councillor and now Liberal nominee Peter Milczyn. Here’s the trouble: some nine years ago, Holyday made a fuss when thencity-councillor Olivia Chow did something very similar, seeking the nomination for the federal New Democratic Party in the same riding where she’d just won her seat on council. Councillor Holyday was outraged, and put forward a motion asking that council require a councillor seeking higher office to immediately resign their

david nickle the city post. It was a colourfullyworded motion. Holyday likened Chow’s behaviour to that of a gambler “at a Las Vegas poker table, where you can ‘fold a hand’ and play another later without risk.” Holyday maintains that the circumstances are different this time — he hadn’t expected this opportunity... which is to say, byelection... to come along, unlike Chow, who knew an election was in the offing when she ran for municipal office. Critics have pointed out that in 2004, Holyday hadn’t made that distinction, and he shouldn’t now. He ought then to quit — not simply forgo his salary for the better part of a month. Holyday ought to be consistent.

To that, I say: Oh, tosh. Toronto’s deputy mayor has been startlingly consistent through his long career as a municipal politician. That is to say, consistently Conservative. When he was mayor of Etobicoke, he took one look at that city’s unionized garbage collectors and replaced them with contractors. When Holyday came to Toronto Council post-amalgamation, he listened as Mel Lastman called Ontario Premier Mike Harris a liar and gave away influence to New Democrats. Holyday spent the rest of the term calling Lastman out, as the appeaser that Holyday understood him to be. When former New Democrat David Miller took over as mayor in 2003, Holyday went to war. When New Democrats on council tried to look after one another, using tax dollars to cover legal bills related to their candidacy, Holyday

was all over that — spending his own money to see that council followed the rules. And yes — when Olivia Chow made a play for a federal seat in Ottawa while she sat on Toronto Council, Holyday stood up to shout, ‘No.’ But we should understand: Holyday was shouting ‘No’ to a New Democrat, attempting to use taxpayers’ money to bring a socialist agenda to the nation’s capital. Councillor Holyday is hoping to cut gravy at Queen’s Park in the same way that he understands Mayor Ford to have done at city hall, and to bolster a Progressive Conservative caucus that has to his mind been too long out of power, and far too long without a seat in Toronto. The Conservative agenda is at stake.

Earlier this year, Big Brothers Big Sisters of Toronto awarded the pair the Elaine Giffen and Little Sister Award in recognition of a Big Sister, who, “through her efforts, has helped her Little Sister show significant growth and positive change over their time together.” Rodrigues has been “just an amazing influence on me. “We’re both really girly. We go shopping. We go to the gym. We

make food together. She helps me study to keep my grades up before my exams,” she said. “She told me, ‘You better thank everybody at CIBC. Send them thank you cards and flowers.’ She was really proud of me, and happy that all her work helping me paid off.” Medicine is not in her future, despite coming from a family of doctors: “I cannot stand science,” said the Russian Ballet Academy student, who is also a Grade 4 piano student. Instead, Girdharie plans to earn either a Bachelor of Business Administration or a Bachelor of Commerce, work for a few years, then undertake a MBA. But first, a paid internship this summer at YMCA’s downtown location to leverage her interest in business awaits. “I’m looking forward to my internship opportunity. Investigators believe the suspect is the same man thought to be responsible for a series of sexual assaults and break-ins that occurred last Sept. 18 in an area bounded by Bloor Street West, Islington Avenue, The Queensway and the Humber River. Thomas Ueberholz of Toronto police’s sex crimes unit released surveillance photos and a video to the media on Wednesday of a suspect wanted in a series of four break-ins in the early morning hours of Sunday. The suspect broke into four homes through either a door or window on July 7 between 12:55 and 3:30 a.m. On e w o m a n w a s s e x u a l l y assaulted as she slept. Ueberholz described the man as “brazen”.

“It’s very unsettling. When a person goes home and they go to bed at night and they go to sleep, it’s a basic human right that you should feel safe in your bed,” Ueberholz told reporters. Around 2:30 a.m., a man fled a home when the homeowners discovered him.

The suspect is described as male with a dark complexion, not excluding olive skinned, 5’8” to 6’ tall with a thin build. He is believed to be in his teens to 30 years of age.

Ueberholz also released a video of a “person-of-interest” taped Sunday who may, or may not, be the same man. That man is wearing similar clthing, and has a similar gait, but did not obscure his face. “We’re encouraging people to report any suspicious activity to police,” Ueberholz said. man wanted in Catch-22 Police arrested Catch-22 suspect Vidar Pooran last week – bringing to 16 the number of arrests made since the program launched in February. Pooran, who was profiled late last month, was wanted by police in south Etobicoke’s 22 Division on three counts of assault and three counts of failure to comply with recognizance. He was arrested by Toronto police officers from 51 Division returned to 22 Division where he was investigated and charged accordingly. Pooran recently attended a bail hearing at 2201 Finch Ave. W. and was held in custody. In a statement announcing Pooran’s arrest, 22 Division officers thanked “all those who saw our Catch-22 release on social media and via The Etobicoke Guardian and other media sources” for their assistance in locating Pooran. Terry Chemij, owner of the Mimico’s Blue Goose Tavern, remembers how that party spilled into his establishment – and how a certain young hockey player who would go on to score this year’s Stanley Cup-winning goal for the Chicago Blackhawks was on hand to lay his hands on the esteemed Cup for the first time. “When Shanahan first won the Cup in 1997, I got a phone call from one of his brothers (about bringing the Cup to the Blue Goose), but he wanted it kept top secret – he didn’t want any newspapers or media down here. He just wanted to have a party for the local people,” he said. “I remember Dave Bolland was here – he was just a 10- or 11-year-old kid at the time – and he got his picture taken

What Risks Do You Face? According to the Better Business Bureau, which tracks the ‘reputable’ roofing companies, roofing is at or near the top of the list for customer enquiries and complaints for the last five years in a row. This process becomes confusing because there is no regulation in the industry, and each contractor recommends a different job.

What you should know about roof surface or roof deck preparation: The roof deck is the structural surface over which your roofing materials are applied. Your attic should be inspected before the work starts to uncover potential problems. A bad roof surface allows the nails to push up through the shingles, causing leaks. What you should know about underlayment: A complete underlay system should be applied before your shingles are installed. There are two types of roofing underlay, waterproof and water resistant. Waterproof underlay is needed in areas most vulnerable to leaks: the eaves edge of the roof; in valleys, at dormer sides, around chimneys and around skylights. Water resistant underlay, often called “tar paper”, is needed on the remaining roof area. Water resistant underlay protects the roof surface in a storm situation where a few shingles blow off, but cannot be replaced immediately. What you should know about ventilation: Improper attic venting is a common cause of early shingle failure, and your product warranty requires that your attic have proper ventilation. Venting consists of intake and exhaust. To facilitate proper air flow, your attic needs intake vents located in the overhang and exhaust vents at the roof peak. A balanced venting system is required; otherwise air will be pulled from your house. An inspection of your attic is essential to present appropriate and complete venting solutions. What you should know about shingle quality: All shingles are not the same. Estimators should include at least three grades of shingles and inform you of the real expected shingle life. In addition to their aesthetic appeal, better quality shingles often provide you with the best value when measured on a cost per year basis.

At Guardian deadline Wednesday, 600 Toronto Hydro customers in Etobicoke remained without power after Monday night’s flash flood dumped 126 mm of rain on the city in two hours, the equivalent of a month’s worth of rainfall. Toronto Hydro reported tree damage affecting a distribution feeder had caused the remaining outages yesterday. Power was expected to be restored to all customers Wednesday night. Meanwhile, Toronto Hydro was also monitoring a severe weather storm warning issued for last night. Emergency crews will respond to any outages, the company said. A l s o y e s t e r d a y, t h e T T C announced it had restored power to Kipling Station on the BloorDanforth line, which was the last station closed due to the major flooding following Monday’s storm. City response to storms needs to improve: mayor Ford proud of staff and city, though response only ‘satisfactory’ DAVID NICKLE dnickle@insidetoronto.com Toronto’s response to Monday night’s torrential, Hurricane-Hazeltopping downpour was only “satisfactory,” said Mayor Rob Ford — and on Tuesday morning, he announced that City Manager Joe Pennachetti will be reporting on how to better respond to heavy rains he said will likely become more frequent. “I think we did a satisfactory job but I’m still not happy,” said Ford at a city hall news conference flanked by senior city, TTC and Toronto Hydro staff. Ford kicked off the news conference with a more salutary message to city staff, many of whom spent the night before mopping up after a storm that delivered more than 126 millimetres of rain to parts of Toronto. “What occurred over a few short hours (Monday night) was unprec-

edented,” said Ford. “I am proud of our hard-working staff who worked tirelessly through the night. I’m also proud of the people of this great city for coming together. Once again Toronto has persevered — we have weathered the storm. There were a number of things that worked well last night, unfortunately there are areas that need improvement.” The storm caused commuter chaos in the downtown core and the west end of the city. It knocked out subway service in North York, parts of downtown and the west end, flooded the Don Valley Parkway and Bayview Extension as well as numerous underpasses, and caused basement flooding across the city. It left 1,400 GO Train commuters on the Richmond Hill line stranded as water levels rose into the first level of a double-decker train in the Don Valley. It also knocked out power to hun-

He acknowledged the city has issues in terms of infrastructure. “Water, sewers are key areas where we have to do our best to ensure that the backups don’t happen, but we’ve made strides even in the last five years since the last storm,” he said. Public Works and Infrastructure Chair Denzil Minnan-Wong agreed the city needs to move faster. “We had two storms in the last eight weeks that flooded the Don Valley Parkway,” he said. “In my memory I have never seen that happen ever, and that happens twice in the span of eight weeks. That really creates a challenge for us. We are taking some action through the wet weather master plan – we’re spending north of $2.5 billion over 10 years. But this is a difficult problem to address.”

City’s emergency services kick off blood donation campaign Sirens For Life campaign aims to collect 1,200 blood donations ERIN HATFIELD ehatfield@insidetoronto.com Deborah Hunte said she is alive because of the people who give blood. “I’m here today, I’m breathing today, I’m working today because people donate blood,” said Hunte at the kick-off to the annual Sirens For Life

campaign to raise blood donations. Hunte, a downtown resident, has a genetic blood disorder called sickle-cell anemia and has received blood more than 20 times in her life. Her twin sister died 13 years ago because of complications from sickle-cell anemia, but Hunte said she enjoyed 36 years of

life with her twin sister – also thanks to Canadian Blood Services and the people who donate blood. The Sirens For Life campaign, which kicked off July 10 at Toronto Police Service 14 Division on Dovercourt Road, is an annual competition between the Toronto Police Service, Toronto Emergency

Medical Services, Toronto Fire Services, and other emergency services to donate the most units of blood over the course of the summer. The organization with the largest percentage of blood donations wins bragging rights. “I won’t spend a lot of time talking about who the potential winner of this competition will be, given the obvious answer is that the police will certainly do the best,” joked Acting Toronto Police Service Deputy Chief Frank Bergen. The police know well the need for people to give blood, Bergen said, because they witness it first hand when attending car crashes and the likes.

“A person who is injured in an auto collision may require as much as 50 units of blood,” Bergen said. “This year to date the Toronto Police Service has investigated 25 collisions with life threatening injuries. That would translate to requiring 1,250 units of blood.” The 2013 Sirens of Life goal is to collect 1,200 blood donations before Sept. 2. Canadian Blood Services Director of Donor & Clinic Services Charmaine Lodge said summer is typically a challenging time of year for collecting blood. Donations take a dip because people are out of town or don’t book appointments to donate because they are out enjoying the weather, Lodge said. “The challenge is that summer is also when people

are out and about – they are on the roads, they are on the water, they are doing all sorts of activities so the chances of accidents and need for blood and blood products is greater,” Lodge said. “That is why the Sirens for Life campaign is so important, it is an opportunity for our heroes to save even more lives.” The Sirens for Life campaign is also a call out to the community to also give blood. “We need more Toronto residents to give blood,” Lodge said. Tune up tips for new drivers Between summer jobs, spending time with friends and weekend road trips, this is a busy time of year for young drivers. For example, neglecting to do an inexpensive oil change can result in a blown engine – which costs much more. Regularly checking levels of windshield washer fluid, engine oil, radiator coolant and brake fluid can save time, money and keep a car from going to the junk yard. • Check the Pressure: Knowing how

to change a tire is one thing, but learning how to check the pressure of a tire can avoid the need to change it. Tire pressure gauges are inexpensive and available at most gas stations. Remove the cap on the tire, press the pressure gauge against the valve and read the pressure and adjust as needed. Most manufacturers print the recommended pressure on the side of the tires to make it easier for the driver. • Check for Signs of Rust: Looks matter. As the temperatures rise,

so does the rate of corrosion and after a full season of battling snow and slush, the chemicals used to clear roads can eat away at a car’s body and turn it to rust. Professional rust protection once a year can do wonders for the way a car looks and runs. Learning to drive is a rite of passage but one that comes with a lot of responsibility. As a result of all that testing, Chevrolet is not rushing the Silverado to market. It is leading off with the first of its three all-aluminum EcoTech3 engines, starting with the 5.3-litre V8. It, and a 4.3-litre V6 and a 6.2-litre V8, are fitted with variable valve timing, direct fuel injection and cylinder deactivation which is the reason for the “3� in the engine family name. All engines use a six-speed automatic and are offered in rear- and fourwheel-drive. The 5.3-litre produces 335 hp and 383 lb/ft of torque. When the 4.3-litre becomes available later this summer it will have 285 hp and 305 lb/ft of torque to be followed in the fall by the 6.2-litre V8 with 420 hp and 450 lb/ft. Fuel numbers for the 4.3-litre are: 2WD, 11.9/8.4/10.4L/100km, 4WD, 12.6/9.0/11.0L/100 km city/highway/combined. 5.3-litre 2WD, 13.0/8.7/11L/100 km; 4WD, 13.3/9.0/11.4 L/100km. At this writing, fuel numbers for the 6.2-litre engine were still being calculated. Silverados equipped with the 4.3-litre will have towing ratings up to 7,200 pounds, the claimed highest for any base V6 in the segment. Silverados equipped with the 5.3-litre and the maximum towing package, available later this year,

will have towing ratings of up to 11,500 pounds, which Chev says is more than any light-duty pickup currently on the market. Chevrolet will sell the 2014 Silverado with three cabs – Regular, Double Cab and Crew Cab starting at $25,540, $29,435 and $30,995 respectively, not counting the $1,600 shipping fee. It will be offered in seven basic trim levels including two work versions, a 1WT and 2WT, with the 2WT adding features such as chrome bumpers, high-wear cloth seats and Chevrolet MyLink with a 4.2inch color touch screen. The other trim levels are the mid-range LT and topline LTZ with a new luxury version called the High Country arriving later in the year. Take the three basic models (WT, LT, LTZ) the three engines, three box lengths and two/four-wheel drive versions and you have thousands of assembly permutations before you even start adding the hundreds of options. The Crew Cab will for the first time be available with a 6’6� box as well as the previous 5’8� box so the Silverado can still be parked in an ordinary garage but carry a bigger load. And payload is really what any pickup is about. Depending on two or four driven wheels, the 4.3-litre can handle 877 kg in the short box and 850 kg in the long box in 2WD. With the 5.3-litre, payloads range from 848 kg in 2WD/long box to 846 kg in the 4WD/long box. Chevrolet refers to the cargo area as its “smarter box� because of features such as the CornerStep at the outside corners of bumpers plus handholds built into the

new box rail protectors. The bed is also available with new upper tie-down hooks, under-rail light-emitting diode lighting, and an EZ Lift and Lower tailgate. Safety features are many including Forward Collision Alert, Lane Departure Warning with an Active Safety Seat, Front and Rear Park Assist. StabiliTrak with Trailer Sway Control and Hill Start Assist are standard on all Silverados. What stood out most of all is the sophistication of the Silverado from the simple rotary knob to select drive mode to the easy to use MyLink connectivity. Being a hard worker used the only reason for buying a pickup - but that’s all changed.
