Toronto Public Health has been blitzing neighbourhoods in central Etobicoke with information packages on just how seriously to treat the possibility of mould forming in flood-damaged basements. The blitz came at the request of Ward 4 Councillor Gloria Lindsay Luby, who had been fielding enough questions from constituents about how to properly clean their properties that she felt it was time to call in the experts. “I made the call after hearing some concerns from residents – and how many of them don’t understand about E. coli and mould. I thought there’s a lack of information out there,” she said. “So I called and said this is a job for the health department. Shouldn’t you be working with our works department, transportation and water? You should be all together on this. Ladies on the Rise brush up on their safety skills Mentorship program helps young girls develop confidence CYNTHIA REASON creason@insidetoronto.com Etobicoke’s Ladies on the Rise showed off their newly minted “shero” status this week by successfully taking on – and in many cases tackling – selfdefence instructors more than twice their size. The 35 girls aged 12 to 17 participating in this year’s Ladies on the Rise summer mentorship program have spent three hours each week learning a few self-defence moves from Toronto police instructors. At Wednesday’s program wrapup event at North Albion Collegiate Institute (NACI), each of the girls got to demonstrate for their families and friends what they’ve learned by going one-on-one with their well-padded instructors, who posed as menacing attackers. “The self-defence classes were really good for me, because now I feel more confident in going out there, because I feel I can now protect myself and I know how to defend myself,” said 16-year-old Davette Francis, who moved to Toronto from Jamaica nearly two years ago and joined Ladies on the Rise soon thereafter. “Because I’m new to the country, joining a program like this was really good for me, because I get to interact with different people of different cultures and religions and I get to also meet different people of really high status.” A few of those high-status figures on hand Wednesday afternoon to watch the girls go toe-to-toe with Toronto police officers, were Juno Award-winning R&B singer-songwriter Jully Black – who called the girls her “sheroes” after watching them in action – Etobicoke North MP

Those VIP guests, as well as the Ladies on the Rise’s family members, watched on in awe as the girls took on their mock attackers – shouting them down, then taking them down to the mats as they wrestled free of an attack. “Basically what we taught them was self-defence for the street; techniques to use if someone tries to take you or grab you – wrist locks, head

lock, choke hold, self-defence backup drills, and just instilling confidence in the way they walk,” said 23 Division police Const. Arman Bains, an instructor from Brampton-based martial arts studio Beyond Kung Fu. “It’s important for these young ladies to learn these skills because someone might try to take advantage or do something to them and they need to know how to protect themselves.” Instilling such knowledge in her girls was precisely what caused Ladies on the Rise founder and leader

Marcia Brown – a Toronto District School Board educational assistant and recent recipient of a Premier’s Award for Teaching Excellence – to seek out Supt. Taverner for his help in securing some self-defence lessons for her girls. While the Ladies on the Rise program traditionally features mentorship, singing, dancing, arts and cooking sessions, Brown felt it pertinent to add a self-defence aspect to the program after hearing the girls’ stories of being intimidated

and harassed in their neighbourhoods. “This year, quite a few of my girls were telling me, ‘Miss, sometimes we walk down the street and these guys will brush by us and we don’t feel safe,’” Brown explained to The Guardian earlier this summer. “I also heard from some of them that they know girls who have been attacked, so it hit me that maybe we need to do self-defence classes.” In addition to this summer’s weekly self-defence session, the Ladies on the Rise have also kept busy learning pottery, dancing, taking singing lessons, going on field trips – from outings to Canada’s Wonderland and the theatres of Stratford, to bowling and roller-blading excursions – as well as visiting with local mentors. One of Ladies On the Rise’s most ardent supporters – and frequent mentor – MP Kirsty Duncan, offered the girls a few words of advice and encouragement at Wednesday’s event. “You’re smart and you’re beautiful and you’re talented,” she said. “You have to know that we’re all here to be your cheering section and to support your dreams...don’t ever let anyone stand in your way and you can overcome any challenge.” A similarly supportive Jully Black, who made a surprise visit to Wednesday’s Ladies on the Rise event, said she’s such a strong supporter of the program because she sees herself in a lot of its young participants. “We have the same journey, the same story...I was raised at Jane and Finch and thank God for programs such as this. Mine was called Fresh Arts and I even had my own Marcia,” she said, in between sharing hugs and taking pictures with admiring Ladies on the Rise. “Speaking with the girls, I’ve been very transparent and let them know about not only my musical journey, but also about being raised by a single parent household, about being molested as a child, and about getting over those hardships and encouraging them to overcome their own hardships. I’m very proud of these girls. They’re sheroes.”

Efficient management demands assessment

I

t would appear two of the city’s unions are ready to fight it out over who gets dispatched to emergency 911 calls. The battle between unions representing Toronto’s firefighters and paramedics stems from a decision, more than a year ago, to change 911 protocol and take firefighters off more than 50 types of medical calls. A decision made after recommendations from a panel of medical experts were adopted by a tiered response committee, which included members from fire, police and emergency medical services (EMS). Both sides argue residents will be impacted because their services are essential to the medical needs of Torontonians. The president of Toronto’s paramedics union believes firefighters are not trained to handle certain medical calls; on the other side of the coin, firefighters, who are usually the first to arrive on scene, believe they provide essential services. In the end, the medical needs of Torontonians is the most important thing – something our view both sides understand. However, that doesn’t change the Service analysis necessity to open a discussion on how all parties involved in a 911 should be call – police, fire, and EMS – can work together. ongoing The amount of fire calls has dropped drastically, which led the city to debate its funding to Toronto Fire Services during its recent budget debates. Fire services warned any drop in funding would lead to the closing of some fire stations, and the laying off of firefighters. The panic passed, but not before many Torontonians voiced their opinions. Fear that not having a neighbourhood fire station could have adverse effects when a fire call does come in was honest. However, where was the discussion as to how best to save money when it comes to 911 calls? An entire crew of firefighters does not need to attend a simple medical issue. Does EMS have to attend every 911 call? There are times police need not attend a 911 call. In the end, no department should be exempt from analysis just because the way things used to be is the way things should be. The year-long changes led to 50 types of medical calls being removed from firefighters, and 22 added. In the end, a half-dozen of the 50 removed calls were reinstated. All departments need to be assessed and reassessed as often as possible – not to protect jobs, but to ensure that those services are being managed efficiently. In the case of emergency services, analysis and reassessment should be ongoing as it’s the safety of Torontonians at stake.

Ford’s influence on provincial byelections debatable

M

uch has been made of Mayor Rob Ford’s deliberate and enthusiastic involvement in the two provincial byelections that recently took place in the city. Over the course of the campaign, Ford stumped and shouted, alleged corruption, berated, paraded and, of course, endorsed two candidates from the party of his late father. He put as much energy into the enterprise as one might expect a mayor to put into mayoral duties: so much so that he caught the disapproving eye of the Minister of Municipal Affairs, Glen Murray and raised the ire of Ford’s executive-committee ally Peter Milczyn – both of whom were trying, without success, to plant a Liberal flag in the riding of Etobicoke-Lakeshore. Mayor Ford might take some of the credit for preventing that, and decisively helping his Deputy Mayor, Doug Holyday, deliver the first Toronto

david nickle the city Progressive Conservative seat in a decade. The claim would be more credible, of course, if he’d been able to do the same for the PCs in Scarborough-Guildwood. It might be more reasonable to say that Holyday was in an excellent position to do so, all on his own. The long-serving municipal politician has had good years and bad over the course of his career — sometimes better known for utterly losing his temper on the floor of council, and sometimes, as these past few years, for bringing genial calm to a tumultuous field. While Holyday has never been anything but partisan, he’s proved essential to the Ford administration, delivering in negotiations with unionized workers what could be some of the most lasting changes to the way the city does business.

When Ford was dealing with what seems will be only the first part of his alleged crack video scandal, Holyday was a supportive second-incommand. He was also an appropriate scold, joining much of the public in urging the mayor to address the allegations against him head on. That Holyday would win in a riding that had been confidently Liberal for a decade isn’t surprising. That Ford’s candidate should lose in a riding to the east of there, in spite of everything... well, if a mayor’s word means anything in influencing a vote, that is a bit of a surprise. Ford and his family have been a-courting in Scarborough since the 2010 municipal election. Ford promised and could well be on the cusp of delivering a subway there. Scarborough folk were lined up through the trees at his first-ever Scarborough FordFest party. Personally, he polls

well there too. Yet he could not transfer that combination of elbow grease and pixie dust to influence a provincial vote. It might be that the office itself doesn’t hold much influence. When Ford’s predecessor David Miller waded into federal elections in a less partisan way, he tended to pick candidates in individual races that had a decent chance of winning. Mel Lastman, a savvy political operative from way back, knew enough to stay out completely. It might well serve as a sobering lesson to the Fords, who obviously enjoy campaigning and do seem to have a knack for it: regardless of how much fun it is out on the hustings for some other level of government, their energies might best be applied to dancing with the ones that brought them, and doing the job they were elected to do.

Councillor says residents should choose who fills Holyday’s seat Lindsay Luby would vote for a byelection in Ward 4 DAVID NICKLE dnickle@insidetoronto.com Former deputy mayor Doug Holyday’s empty seat on Toronto council should be filled through a byelection, not an appointment, says Gloria Lindsay Luby, whose ward shares the riding boundaries with Holyday’s Ward 4. “I’ve been giving it a lot of thought and I think it should be an election,” said Lindsay Luby in an interview with The Etobicoke Guardian. “I think the people in that ward

deserve to elect somebody of their choice rather than us imposing somebody on them.” L i n d s a y L u by m a d e t h e c o m m e n t s f o l l ow ing Holyday’s victory in the provincial byelection in Etobicoke-Lakeshore. Holyday won the seat for the Progressive Conservatives, and so must vacate his seat representing Ward 3 (Etobicoke-Lakeshore). Once that ward is declared vacant, Toronto council has a decision to make: will it simply appoint a caretaker councillor to represent residents in Ward 3, or will it call a byelection. If they appoint, several prominent figures have indicated that they might be interested in doing the job, including Women’s Post publisher and former mayoral

candidate Sarah Thompson. A byelection, on the other hand, will cost taxpayers between $175,000 and $225,000. Holyday was clear during the election that he would prefer an appointment, to save taxpayers’ money – so long as council appointed an individual who shared Holyday’s fiscally conservative views. Mayor Rob Ford on the other hand said during the campaign that he’d support holding a byelection. Denzil Minnan-Wong, who chairs the city’s Public Works Committee and sits on Mayor Ford’s Executive Committee, wouldn’t commit. election – something that he told council he would likely do, when they made the decision to appoint. “I think there’s a strong argument to be made on both sides,” Minnan-Wong said. “There’s not a lot of time left in the term, but the residents of Etobicoke deserve to have a representative that represents their views. In some ways it depends on who the candidates are. I think the residents of that ward were very ably served by Councillor Holyday and if there was going to be a caretaker appointed it would need to be someone who represented Councillor Holyday’s fiscally conservative positions.” Council will make the call in early October.

He said the new job will mean he’ll likely resign as chair of the city’s Government Management Committee. He wouldn’t speculate on how his new role would evolve. Holyday has been a key

member of Ford’s administration, carrying out difficult negotiations with the city’s unionized employees, and stepping up on behalf of the mayor as legal challenges and scandal overwhelmed the administration. He said he supported the expansion of the Billy Bishop airport, “as well as doing things economically and socially to improve the quantity and quality of life in Toronto.” When asked why the mayor had picked him for the job,

he responded, “I think working together over the last two and a half years, we’ve gotten to know each other and he’s gotten to rely on advice I’ve given him publicly and privately. Either that, or he owed me old football debts and didn’t want to pay up.”

According to police, the man was driving a 2004 Nissan eastbound on Steeles near Islington Avenue at around 3 a.m. Saturday when he reportedly lost control of his vehicle. The car then crossed into the westbound lanes, left the roadway and struck a tree on the north side of Steeles. The man, the lone occupant of the car, was taken to hospital. A 23-year-old man escaped injury from an armed swarming incident near Martin Grove Road and Eglinton Avenue West on Wednesday, July 31. According to police, the man was in a vehicle in the area at around 7:50 p.m. when two male suspects approached and engaged him in conversation. A third male suspect, wearing a disguise, then approached and pulled a handgun on the victim. The suspects then demanded the victim’s iPhone and cash. The victim complied and the suspects fled the scene in a vehicle in an unknown direction. All three suspects are described as black, aged 19 to 21 years, 5’5” to 5’7”, 120 to 140 pounds, with thin builds and

wed in july carjacking Police are seeking four suspects – three male and one female – who forced their way into the car of a 48-year-old man Tuesday, July 23 night and drove around demanding money of him. According to police, the victim was in the area of Rexdale Boulevard and Kipling Avenue at around 9:30 p.m. when one of the male suspects struck up a conversation with him. As the victim turned to leave, the suspect grabbed his car keys and demanded to drive his vehicle. Two male suspects and a female suspect then joined the first suspect in the vehicle. All four suspects then drove around with the victim, demanding cash. When the victim refused, he was driven to an unknown location, where one of the suspects dragged him out of the vehicle and began punching and kicking him. The suspects then drove to the Rexdale Boulevard and Queen’s Plate Drive area, exited the vehicle and fled the scene. The victim sustained only minor injuries. The male suspects are described as follows: the first is white, aged 24 to 25, 5’8”, 170 pounds, with a medium build and brown braided hair; the second is white, aged 18 to 19, 5’7”, 165 pounds, with a thin build and short black curly hair; the third is black, aged 25 to 26, 5’9”, 170 pounds, with a thin build. An 18-year-old man escaped injury after being threatened during a mugging near Humber College Boulevard and Humberline Drive on Tuesday, July 23. Police are now seeking a white male suspect, who is about 6’1” to 6’3” tall, in connection with the investigation. He was last seen wearing black pants, a black hat and a black shirt. It is believed that the suspect gained entry to the house

through a rear door. Kwong said when police were canvassing the area Monday morning, several of the victim’s neighbours reported that the gates to their backyards had also been opened, but that no other houses appeared to be broken into. Police are still investigating whether there is any connection between this latest

break-and-enter and a series of break-ins last month in south Etobicoke. Back on Sunday, July 7, police believe a single male suspect broke into four homes in the Berry and Park Lawn roads areas between 12:55 and 3:30 a.m. The suspect allegedly gained entry to the homes through doors and windows – rummaging through residents’ property while they

slept. One woman was sexually assaulted. Then on July 24 another spate of back-to-back breakins, this time in the Bloor Street West and Mill Road area. Police in that case allege that between midnight and 5 a.m., a suspect broke into three homes again while the residents slept.

Track champ sets sights on Pan Am Juniors McLeod also competing in Canada Summer Games next week TAMARA SHEPHARD tshephard@insidetoronto.com Vanessa McLeod is the new Canadian junior national champion in 800 metres. The Purdue University sophomore set a Canadian championship meet record of 2:04.89 in mid-July in Sainte-Therese, Que. The win secured her a second career berth on Team Canada to compete in the upcoming Pan American Junior Athletics Championships Aug. 23-26 in Medellin, Colombia. McLeod, 19, went into the 800m finals that Sunday after running three earlier races, including competing in the 1500m finals, determined to win and to make the Canadian team.

“I was a little tired after the other 1500m races so I just sat back a little bit then kicked it at the end. When I saw my time, I was really shocked,” said the Father John Redmond Catholic Secondary School grad. She was seeded fairly evenly with the runner who came in second, who also competed in the 1500m finals. The St. Clair Avenue WestKeele Street area resident is currently ranked the No. 1 junior female 800m runner in Canada. With the Canadian championship win, McLeod smashed her own Canadian junior record of 2:05:21 set in February when she took the 800m crown in the NCAA Division 1 Indoor Track

If I ran another personal best and hit 2:04, I’d be very satisfied. Athlete prepares for Ironman

LISA RAINFORD lrainford@insidetoronto.com Sixty-year-old Paul Madonia is headed to Hawaii this fall with his wife, however, only part of their trip will be a vacation. The retired teacher-turned contractor will be competing in the Ironman World Championship in Kailua-Kona, Hawaii on Oct. 12. A qualification-only event, Madonia, who trains with Norseman Masters Aquatic Club in Etobicoke, earned a spot by finishing first place in his age category at the Ironman Lake Placid, New York, on Sunday, July 27 in 11 hours and 15 minutes – the fastest time ever in the 60 to 65 age category in Lake Placid. An avid athlete in high school, Madonia was on the football, rugby, soccer and wrestling teams and in university continued with rugby. Upon graduation, he didn’t want to lose his fitness level so he took up running. He’s been running ever since, competing in as many as 30 marathons over the years. Yet, it wasn’t until he turned 46 that he felt he wanted to take on a bigger challenge: the Ironman, a series of long-distance triathlon races consisting of a 3.86 km swim, a 180.2 km bike ride and a marathon 42.2 km run, raced in that order and without a break. “At 46, I thought I’d try an Ironman and took from when I was 46 ‘til I turned 50 to train,” said Madonia during a conversation last week. Madonia, who has lived in Baby Point with his wife since 1980, was a weak swimmer before becoming an Ironman and training at Norseman Masters Aquatic Club under the tutelage of esteemed long-distance swimmer Kim Lumsdon. At age 50, Madonia placed third at the Ironman Lake Placid, qualifying him for Kona, Hawaii. That year, he was 14th in his age category. Madonia takes on an Ironman every five years so he is the youngest in his age category each time. He’ll complete a few marathons over the fives years in between, he said. At 55, he competed in the Ironman Canada in Whistler, B.C., qualifying again for Hawaii,

but couldn’t go that year. “It’s so hot in Hawaii, you just want to survive,” he said. “This time, I feel much more relaxed. You don’t want to go out there and kill yourself.” Running, he says, is his strength because he’s been at it so long. Over the past five years, Madonia has really stepped it up on the bike. He likes to train in the Holland Marsh, an agricultural area about 50 kilometres north of Toronto. “A long weekend ride would be five or six hours,” he said. “I enjoy training. I spend approximately 20 hours a week training – 10 on the bike, six running and four swimming.”

The Cadillac Twin-Turbo V6’s patented airflow design, which eliminates circuitous heat-exchanger tubing, makes the most of engine packaging efficiency to improve torque response time over other airflow designs. Rated at 420 hp and 430 lb/ft of torque, the Twin Turbo is one of the most power-dense engines in the midsize luxury sedan segment. The water-to-air cooler system achieves more than 80 percent

cooling efficiency with only about 1 psi (7 kPa) flow restriction at peak power for fast torque production. Using two smaller turbochargers helps ensure immediate performance because smaller turbochargers spool up quicker to generate horsepower-building air pressure fed into the engine. An integrated charge air-cooling system also contributes because the compressors blow through very short pipes up to the intercooler.

Ford C-Max Energi offers greener energy on demand My wife accuses me of having two conflicting personalities. I prefer the term e-complex. On one hand, I lack the patience for eco-friendly motoring, and am less than euphoric when slowly acceleratiing and gently braking. On the other hand, my love for over-powered rides with turbo fours, sixes and gas-guzzling V8s is challenged by my thrift. Frequent trips to the gas pump hike my blood pressure. So while a hybrid like the BMW ActiveHybrid3 may relieve my inner turmoil, I lack that kind of budget, and could buy two Ford C-Max Energi plug-in hybrids for about the same price. Admittedly, this five-door tall wagon is far more practical, and will carry five passengers —and all their stuff —comfortably, and with loads of tech goodies to keep them informed and entertained. C-Max wears a similar shape to its counterparts, but is one of the most fetching with its bold Fusion-style grille, wraparound projector headlamps, 17-inch alloys, roof spoiler, and sharp character line. The Energi model — starting at $36,999 — is top dog in the three-car lineup that also includes two standard hybrids: the SE at $27,199 and SEL at $30,199. The Energi has a long list of standard equipment, and plenty of options. One of the first features I tested was the famed hands-free liftgate. With smart key in pocket, I briefly waved my foot under the rear bumper to release the latch and raise the power liftgate. So simple, yet so practical ­— especially when it’s raining and you’re loaded down with groceries. The four doors open to a surprisingly roomy interior. Passengers are treated to loads of head and legroom in both rows of seating, which in the C-Max Energi is heated up front and trimmed in leather. One nifty feature is the second row in-floor storage. These footwell compartments are small, but ideal for hiding iPods, smartphones and other valuables. It’s in the instrument panel and centre

console, however, where Ford has really invested its energy. You’d expect a hybrid to provide loads of driver info, and the CMax takes this to the max. Let’s start with the dual-LCD SmartGauge that provides real-time information to help get the most from this vehicle. If you’re unfamiliar with the benefits of a ‘plug-in,’ C-MaxĂ­s larger battery gives this model substantially more EV capability. The ‘efficiency leaves,’ one of several optional screens, is a graphic representation that grows leaves and vines when

you drive efficiently, and sheds its foliage when you don’t. Other readouts offer instant and historical fuel economy, trip data, time-elapsed fuel consumption and kilometres to empty, not to mention battery status and energy usage. One helpful feature is the charging port’s illuminated ring. This works best at night, but each quadrant lights as the battery charges, allowing you to monitor its progress from a nearby window. Next morning, and after starting the CMax, I simply pushed the ‘EV Now’ button,

and was operating as silently as a golf cart. Acceleration sans gas, is really no gamble, because when you run out, the petrol engine seamlessly takes over. The C-Max Energi then returns to full hybrid operation. Plug-in hybrids and range-extended vehicles bridge the gap, allowing early adopters the fun and frugality of tapping a much cheaper energy source (especially if you plug in at work!), and without having to put the CAA on speed dial.

Chevrolet Malibu goes global The Malibu name has been around for more than 35 years with sales of 8.5 million. But the redesigned 2013 version has the honour of being the first global midsize car for Chevrolet. This new Malibu is now sold in more than 100 markets on six continents worldwide and represents an important vehicle for the Chevrolet brand. This is certainly true in Canada where the mid-size segment makes up 20 per cent of the overall market and features some of the best-selling cars of all. As of the end of June, Malibu sales are up a whopping 63.2 per cent year-to-date to 4,313 units, so things are looking up, although more changes are planned for the 2014 model. Starting at $24,995 for the LS model, our tester was a Malibu LTZ with the 259 hp 2.0-litre Ecotec turbocharged four that was a late addition to the model lineup last fall. With a 0-100 km/h time of just over six seconds, this is the performance model of the bunch, although still a family car rather than a sports sedan. Starting price for the LTZ is $32,540, but our vehicle had options totaling $4,270 to bring the as-tested price to $38,410 when you add in the taxes and destination charge of $1,500.

For 2013, the Malibu is only available with four-cylinder engines, with the base being an all-new 2.5-litre Ecotec, making 197 hp. Also offered is the Malibu ECO that has a 2.4-litre four-cylinder engine linked to an e-Assist system, also used on the Buick LaCrosse and Buick Regal. This light electrification system includes a 120-volt lithium ion battery pack. The combined gas-electric system produces 182 hp. As with the outgoing model, the new Malibu is based on the same Epsilon II platform as the LaCrosse. Chassis tuning is derived from the European Car of the Year, the Opel Insignia so the new Malibu has great DNA from the get-go. Styling isn’t a great departure from the outgoing model, yet this is the most aerodynamic Chevy mid-size ever with a coefficient of drag of 0.29. The new look gives the car a more planted, sporty stance with 16, 17, 18 or 19-inch wheels available, depending upon the trim level. There’s no doubt it’s a Chevrolet with the signature dual port grille with Chevy bow-tie insignia, while the rear fascia and taillamps are Camaro-inspired, according to General Motors. Trim levels include LS, 1LT, 1LT ECO, 2LT, 2LT ECO and LTZ. Even at the base LS level, standard

equipment is plentiful including sixspeed automatic transmission, 16-inch alloy wheels, 60/40 split folding rear seat, keyless remote, air conditioning, cruise control, air conditioning Bluetooth handsfree phone connectivity, OnStar and a sixspeaker sound system with AM/FM stereo and CD player. On the safety front, 10 airbags are standard along with four-wheel disc brakes with ABS, traction control and electronic stability control. Other optional safety features include lane departure/forward collision warning and rear camera systems. The car has more cargo volume than before with 463 litres of trunk space, up 34 litres from 2012. There is also improved front and rear shoulder room and front and rear hip room with 110 litres of increased interior space. The cabin of the Malibu features the Chevrolet signature wrap-around dual cockpit design, again with a Camaroinspired gauge cluster. Over all, the cabin is much improved with a decidedly more upscale look including the use of much more soft touch materials. Being top-of-the-line, the LTZ has lots of luxury touches like leather seating, dual zone climate control, eight-way power driver and passenger seat, remote start, upgraded nine-speaker Pioneer audio

system with XM satellite radio and much more. Among the neat touches inside is a six-inch deep hidden storage compartment behind the radio display. This is the quietest Malibu ever, thanks in part to an enhanced body structure with a 20 per cent improvement in rear torsional stiffness over the

current Malibu. This is a much-improved car over the previous generation that had been around since 2008. With the turbo fourcylinder engine, the Malibu should be a real contender in the mid-size segment.

Toronto reports first human case of West Nile Virus LISA QUEEN lqueen@insidetoronto.com A 68-year-old man is the first person in Toronto infected this year with the West Nile virus, the city’s public health department said. The unidentified man was infected in mid-July and is recovering at home. He was never admitted to hospital for treatment, public health

said in a statement Friday Aug. 2. Dr. Barbara Yaffe, Toronto’s associate medical officer of health, is urging residents to protect themselves against infection as the seasonal risk of the virus is increasing. “Now that we have seen our first confirmed case of West Nile virus, we are entering into the period of greatest risk for contracting West Nile

virus,” she said. “I encourage everyone to minimize their risk of contracting West Nile virus by taking precautions.” Toronto’s first human case of the virus comes more than a week after public health announced on July 24 that the first sample of mosquitoes in the city had tested positive for the virus. Last year, Toronto had 94

human cases of West Nile virus. That was the second highest total after 2002 when there were 163 cases. There were 28 cases in 2011. The public’s risk of infection is low, with less than one per cent of people infected becoming sick enough to need hospitalization, according to public health’s

Renovations of Union Station will be done by 2016

All three levels of government to fund renovation RAHUL GUPTA rgupta@insidetoronto.com The TTC opened up its Union Station construction site to members of the media where work is proceeding on an additional subway platform. The $161.5 million project, which began in May 2011, is part of an extensive renovation of Union Station and is expected to open in the summer of 2014 in a partially finished state. Intended to double the station’s existing passenger capacity, the project is one of the most challenging the TTC has ever undertaken due to the pressures of keeping subway service going, said TTC Project Manager Malcolm MacKay. “It’s a technically challenging job in that we’re excavating beside an existing facility and logistically difficult because we’re trying to operate our business of moving people. Our business is not construction and we have to keep our eye on that,” said MacKay recently. The new south platform will serve the Yonge line and will be partitioned from the existing platform via a deco-

rative 12-by-eight foot multi-paned glass wall spanning the length of the new subway platform to serve as both a public art showcase and barrier, MacKay said. He said going with the barrier design between subway platforms rather than widening the existing structure would mean less disruption for existing train service at Union and smaller project costs. “If we were to widen and put

platforms on each side we would be giving up the existing infrastructure we have in place and doubling the excavation required for the project,” MacKay said. He said the opening of the new platform in 2014, even in an unfinished state, will pave the way for a much-needed renovation of the existing central platform, which has not seen extensive work since Union Station opened as part of the Yonge line back in 1954. The work is part of an extensive revitalization of Union Station, which has double the daily passenger traffic of Pearson International Airport and is used by major transportation providers such as the TTC, GO Transit and VIA Rail. Other projects under way as part of the $700 million-plus revitalization, which is funded by all three levels of government, include a new glass roof and atrium over the GO Train shed and passenger platforms, a northwest extension of the PATH passenger walkway and a new retail concourse. Delays have forced the scheduled

date for all planned station renovations to 2016. Metrolinx is also moving its offices to the station’s newly renovated east wing by September. Councillor Karen Stintz, chair of the TTC said the work taking place at Union for the platform construction was a long time coming. “It’s definitely something we needed to do as Canada’s busiest transit hub,” Stintz said. TTC Spokesperson Brad Ross said station closures may be required, but they would be co-ordinated with the ongoing work to replace the existing Yonge-University-Spadina subway

signal network. He said there were no plans to expedite work on the project by closing the station for an extended length of time, similar to the 12-day shutdown of Pape station scheduled for the middle of August. About 20 million subway riders use he station every year. The TTC recently opened for use a wider passenger concourse and is in the process of demolishing the old subway station entrance.

Art Responsibly puts youth art in subway stations Posters tackle issues such as inclusivity, embracing diversity, and the LGBTQ community JUSTIN SKINNER jskinner@insidetoronto.com At-risk youth from across Toronto have been given a unique opportunity to beautify the city’s subway stops thanks to a partnership between Arts for Children and Youth (AFCY) and Pattison Onestop. The pilot project, called Art Responsibly, will see the youths’ art replacing traditional advertising posters in a number of TTC subway stops. The initiative came when young AFCY participant Fitzroy Facey raised issues about being responsible when it comes to painting graffiti and other forms of art in the city. “The subway posters were given to us and the young artists erased them and painted over them to express their thoughts on what it means to be responsible by being artful,” said AFCY executive director Julie Frost. The posters tackle issues such as inclusivity, embracing diversity and shining a positive light on the LGBTQ community.

Professional muralists and youth leaders led painters from six different program locations across the city, including the Art Gallery of Ontario’s Free After Three program, Covenant House Toronto, Our Lady of Victory Catholic School, St. Barnabas Catholic School, St. Dorothy Catholic School and Rockcliffe Middle School. “One really important feature

of this program is the posters (the artists) created were placed in the closest stations to where they were made,” Frost said. “These are the stations these youths use, so they can see their work in public. It fits with the whole notion of empowering youth to be active and constructive social engagers.” The posters each come with hashtags to encourage the public

to offer their opinions, with the responses catalogued to help inform future incarnations of Art Responsibly should it move beyond the pilot phase. “Creativity’s essential for the well-being of the city as well as for the self, so this is a great way for us to archive what people think,” Frost said. The project even offered employment opportunities for some young artists, who took on support and mentorship roles. Youth artist Andrenne Finnikin was one beneficiary of the employment programming, helping to create multimedia posters using painting and photography at St. Barnabas. She said the posters are a good way to empower youth while beautifying the subway system. “It’s a nice platform for young people to express themselves and it’s nice to have art in the subways instead of looking at just another ad,” she said. “It’s definitely something we’re proud of and it was a new experience for many of the youth.
