Tokens4Change Battle for the ball sees students helping youth CYNTHIA REASON Young student performers from more than 20 high schools, colleges and universities across Toronto went underground today to busk for a brighter future for their homeless peers in Etobicoke – one TTC token at a time. Now in its third year, the To k e n s 4 C h a n g e e v e n t s a w Martingrove Collegiate Institute, Etobicoke School of the Arts and Humber College students join in with more than 400 students from across the city to sing, dance, paint, and improv at 13 of the TTC’s busiest subway stations and three PATH locations from 7 a.m. to 7 p.m. All tokens and donations collected will

benefit the homeless youth living at Etobicoke’s Youth Without Shelter (YWS). Last year, the Tokens4Change event raised nearly $65,000 – the equivalent of more than 21,500 tokens. Those tokens, in turn, helped homeless youth living at YWS travel back and forth to job interviews, to school, to medical appointments and to counselling sessions – opening doors to the community services homeless youth need most. This year, that goal has grown to $100,000 to fund both the transportation and essential support programs utilized by the 1,000 homeless youth served by YWS each year, said Judy Leroux, YWS’s development manager. >>>MONEY, page 2

Women unite to mentor single mothers in Rexdale CYNTHIA REASON Every Wednesday morning, Mae Anthony and Ashley Leitch meet up to connect, grow and thrive together. As one of about 20 mentor-single mom matches brought together through the innovative new Moms Arise! program at Rexdale Alliance Church, Anthony and Leitch have spent the last five months bonding over their shared experience of the struggles and triumphs of motherhood. “We love each other,” said a beaming Anthony, a Rexdale Alliance congregant who volunteered to mentor single mom Leitch through the Moms Arise! program. “She’s a really special girl, and we’re learning a lot from each other. We’re at very different places in our lives, so we help each other that way.” Funded by World Vision and officially launched last September, the Moms Arise! program reaches out to single moms in Rexdale who feel alone and overwhelmed by life, with the threefold aim to see them connect, grow and thrive together. “We’re a faith-based organization, so we felt really strongly that God had called Rexdale (Alliance) to pursue this as another ministry...What we’re doing with Moms Arise! is we’re providing these single moms with the hope that there is an alternative and that there are other ways to live, to parent, to manage money – because they will admit themselves that they are in crisis all the time,” said Candice Pascal van Alphen, who runs the Moms Arise! program alongside Deirdre >>>PROGRAM, page 12

Money raised helps support key programs at the shelter >>>from page 1 “Not only does that money support tokens and transit, but it also goes towards developing and supporting the key essential programs here at the shelter,” Leroux said. “What that allows our residents is not only the access to transit, but it also allows us to continue developing new programs, like last year’s introduction of a new employment program.” Since opening more than 25 years ago, YWS has grown and evolved to not only offer a safe, warm bed for youth, but now offers a full circle of care, including counselling, an effective life skills program, employment guidance, placement in affordable housing, and a Stay in School Program, among many others. In addition to raising funds and token for YWS youth, the Tokens4Change campaign has also begun creating widespread awareness of youth homelessness through a series of educational workshops in participating schools, said Leroux. “That’s the newest com-

ponent – in addition to performances on the day of the event, which we have always embraced, we’ve also tried to create more social awareness and change through the arts by bringing the arts into the schools to the kids beforehand,” she said. Student work can now be spotted on TTC posters, TV and radio public service announcement ads, public art installations and in live busking across Toronto – including TV PSAs by Greenwood College students and PACT, “inspiration canvasses” by La Citadelle students and Cre8Cure on display at the Sheraton Centre Toronto Hotel, and an art installation representing what shelter means on display in the Sheraton PATH system by Upper Canada College students. “When commuters walk by, they are going to be blown away with what has been created,” Tokens4Change co-founder Salar Javid said in a statement. “We have hundreds of student canvassers, actors, DJs, dancers and poets

in the subway. dedication to helping youth at risk reach their full potential is the common denominator tying together this year’s six diverse recipients of Rotary Club of Toronto West’s Youth Impact Awards. Janice O’Born, Julie Polsinelli, Amber Morley, and John Tyers were celebrated as this year’s individual award recipients, while LAMP Community Health Centre and The Royal LePage Shelter Foundation were named as organizational honorees at the 14th Annual Awards Gala, held last Friday with more than 300 guests in attendance at the Old Mill Inn. This year’s Rotary Lifetime Achievement Youth Impact Award went to O’Born, chairman of The Printing House Charitable Office. Since founding the Charitable Office in 1985, O’Born has raised millions of dollars on behalf of charities as varied as The Hospital for Sick Children and SickKids Foundation, Sunnybrook Trauma Unit, CANFAR, The Canadian Centre for Diversity, and VOICE, through the various fundraising projects she’s directed. “A believer in the importance of supporting family and community, Janice influences every person that she meets with the spirit of voluntarism and philanthropy,” reads her Rotary profile, which also notes that O’Born has received many recognition awards for her contributions and humanitarian endeavours in helping children and youth. Other Youth Impact Awards handed out in recognition of exemplary contributions and dedication to assisting youth include: Individual under 18: Julie Polsinelli, 17 Now a Grade 12 student at Humberside Collegiate Institute, Julie first became involved with fundraising for the Heart and Stroke Foundation when she was in Grade 5 at Fern Public School – an experience she said showed her the true extent to which an

individual can positively affect change. A leader in her community ever since, Julie has been involved with Harbourfront Camps, the Scotiabank Marathon, Inside Ride, and Ontario Track 3 Ski Association over the years. Individual under 25: Amber Morley, 23 A youth activist described by many as a “trailblazer,” Morley has championed south Etobicoke youth’s desperate need for recreational gym space and positive, youth-led programming through deputations at city hall, and at rallies and meetings with community leaders. A recent Queen Elizabeth II Diamond Jubilee medal recipient, Morley is exceedingly active in her community, serving on the Board of Directors for the Remix Project and on the Grants Committee for the Laidlaw Foundation, plus delivering youth workshops at LAMP Community Health Centre. Individual Award: John Tyers A native Etobian and longtime local coach, Tyers now spends much of his spare time volunteering with a program he co-founded in 2009 – the Islington Community Golf Association. Based out of the Islington Golf Club, where Tyers is a longstanding member, this free program “uses the game of golf to teach disadvantaged youth aged eight to 18 various life skills, with an emphasis on social skills and respect for others,” while also encouraging higher education and offering youth opportunities for summer employment. Business Award: The Royal LePage Shelter Foundation Recognized as the largest public foundation in the country dedicated exclusively to supporting women’s shelters and violence prevention programs, the Royal LePage Shelter Foundation has raised more then $15 million for women’s shelters since

Political office needs to be shared: reader To the editor: Re: ‘Time to cap politicians’ terms in office,’ Letters, Jan. 31. I agree with W.D. Adamson’s call for a time cap on a politician’s terms of office, but for a different reason. Basic to a healthy democracy is an informed and experienced citizenry. Since holding political office is an integral part of educating members of a democracy, political office should be shared as much as is reasonably possible. Given that politicians are prone to develop a sense of entitlement to their public office, they clearly need legislative help to make them see when it is time to give someone else a chance to serve and learn. Can Di Giorgio deliver balance on future budgets?


he city’s new budget chief, Frank Di Giorgio, has quite the job ahead of him as Toronto’s new budget chief. The fact Mayor Rob Ford sees Di Giorgio as “very very loyal to the administration”, those not so loyal to Ford will, if tradition continues, find ways to counter his suggestions as to how the city’s books should be balanced. Unlike his predecessor, Mike Del Grande, who quit after councillors tweaked his 2013 operating budget and called for more transparency in the process, let’s hope Di Giorgio is not as quick to protest and remains open minded. On his first day as budget our view chief, Di Giorgio has already delivered. Despite Mayor Ford Partisan wanting to trim the land transfer tax by 10 per cent, Di Giorgio politics must openly stated revenue would have to come from somewhere be put aside else – and that trimming departmental budgets seems unlikely as there is little “gravy” left. As we have said before, city council has to go beyond partisan politics and work together – especially on the budget. Toronto needs a mix of budget solutions. We need to analyze the needs of all Torontonians, all programs, and all spending. And sometimes that spending goes against the budgetary grain, but must still be done in order to build a well-balanced city. On raising taxes, Di Giorgio must be open to the notion. On spending in areas Torontonians expect – libraries, firefighters, EMS, and social programs – he must also be open. That is not to say he shouldn’t stick to his convictions if he believes his budget is on track but he should not remain tied to dogma. Di Giorgio has served on Toronto’s budget committee since 2010; he has seen his fair share of debates on the floor of council, his fair share of deputants voicing their opinions on the budget direction. This is an advantage, and something that should not be ignored moving forward. “At the end of the day, if someone has a contrary opinion to me, council adjudicates things,” he said. “I would hope that they would keep the mandate. If in their wisdom they don’t, I may be disappointed – but I won’t be overly disappointed.” A good attitude moving forward. Let’s hope it continues. newsroom

A closer look at campaign financing in city


s it really that hard to obey Toronto’s election campaign rules? Of 318 candidates on ballots in the last municipal election, two have been singled out for front page attention: Councillor Giorgio Mammoliti and Mayor Rob Ford. Independent audits have found the campaign expenses of both of these veterans to be non-compliant with the Municipal Elections Act. Those following the story are being treated to extreme perspectives. At one end are those who say that the complaints were politically motivated and that current campaign expenditure rules are a minefield, which can explode under any candidate. Observers who differ see the charges as simply enforcement of neutral rules that must apply to all candidates. There is merit in both views, but a fairer assessment can be found between the two. At their most basic, Toronto’s campaign rules limit campaign expenditures to a fixed sum, plus a small amount per voter. Campaign expenses are

forbidden before registration. Some spending is exempt from the limits, such as that after election day, or for fundraising or accounting. All transactions must be at fair market value, and posted through Canadian financial institutions. To remove any doubt concerning specific spending limits, the city clerk advises each candidate in a letter. Sounds simple, doesn’t it? Not for Councillor Mammoliti. According to the forensic accountants, his bookkeeping system was akin to a shoebox of receipts, assembled at the last minute in a mad rush to fill out the forms. The audit reported undocumented access to credit cards, unexplained cash differences, “questionable in-house accounting decisions,” and the list goes on. Whether through design or inadvertence, the

auditors could only conclude that there was a “lack of a meaningful audit trail.” Although the mayor’s enemies wish to see similarities between his case and Councillor Mammoliti’s, they are very different. As the auditor stated, “There were a large number of records for this (Rob Ford’s) campaign ... these records were well maintained, organized and generally consistent with the Act.” In addition, there are examples of following the rules, such as forfeiting about $13,000 to the City for non-compliant cash contributions, and paying market rates for goods and services supplied from his family company. Yet the auditors also found contraventions, and posted adjustments that put Mayor Ford’s campaign about $40,000 or three per cent over the limit. Three larger issues stand out. First, the campaign accepted seed money from a family company, instead of a personal account, and did not pay interest. Second, a number of declared values were either insufficient, such as the rental cost of the campaign truck, or not declared at

all, for instance by hosts of some fundraising parties. Finally, there was a dispute with a vendor for fundraising services. The vendor invoiced about $71,000, which the campaign believed was “excessive and unreasonable,” and paid $35,000. As a result the vendor wrote off about $36,000. The auditor reasoned that this discount was involuntary and so included the full amount. This last item accounts for the vast majority of Ford’s expenditures over the limit. In any case lessons will be learned. Winning candidates must expect to attract the interest of enemies, who will see a low cost, low risk opportunity to embarrass. Council is unlikely to reimburse costs, so defence expenses and damaged credibility will far outweigh any penalties that courts might levy. New budget chief’s first day marked by confusion Di Giorgio doesn’t think 2014 property tax freeze is ‘doable’ DAVID NICKLE Toronto’s new budget chief Frank Di Giorgio’s first day on the job was marked by confusion, as he first told reporters he would attempt to freeze property taxes in 2014, then said that homeowners would likely have to pay an inflation-

ary increase. “I think anything is doable,” said Di Giorgio in front of reporters Tuesday morning, shortly after Mayor Rob Ford’s executive committee appointed him budget chief, replacing former budget chief Mike Del Grande, who resigned last month. “I think that we certainly can try and if

But in an interview with Toronto Community News just two hours later, Di Giorgio revised his statement. “I don’t think that’s doable,”

he said. “But hey – I basically will try and deliver whatever the mandate is, but I also think that you have to be reasonable and residents out there will be reasonable – they will understand if all you’re asking for is an inflationary thing.” Di Giorgio also appeared to be at odds with the mayor when it came to the question

of the land transfer tax. Ford told reporters that he would like to try to cut Toronto’s land transfer tax by 10 per cent in 2014. Di Giorgio said that if the city were to do so, it would have to make up the revenue elsewhere. “I wouldn’t mind dedicating a portion of the land transfer tax to something specific,” said Di Giorgio, adding that he believed the city would need to deal with the province in

order to make changes to the land transfer tax. Di Giorgio also made it clear that he intended to take a higher-level approach to the job of wrestling the city’s nearly $10-billion budget, relying on senior staff to craft the more detailed budgets – an approach that markedly contrasts with former chair Del Grande’s approach to dealing with the city’s capital and operating budgets himself.

City crews ready for major snowfall DAVID NICKLE When the snow starts falling Thursday night, it might look like ‘snowmageddon.’ But don’t fear: before it gets really bad out there, Toronto’s snow-day plan will kick into gear. Once the snow starts, the city will send out a fleet of salt trucks to the expressways and main roads. Once that’s done, they’ll move to local roads. And once the accumulation hits two centimetres,

snow plows will hit the expressways. Five centimetres fall, and plows will get to work on main roads. After eight centimetres, they’ll start clearing local roads — but it may take awhile. The city’s plan will be to finish local road ploughing between 14 and 16 hours after the storm’s ended. Sidewalks will be cleared where it’s mechanically possible after five centimetres has fallen. But in the downtown

core, where roads are narrower and cars park along the street, homeowners are required to clear their own sidewalks within 12 hours after the storm. Environment Canada issued a snowfall warning for much of Southern Ontario, including Toronto, in advance of the storm which was set to begin yesterday evening and continue through to today. Toronto is expected to get as much as 25 centimetres of snow between Thursday night and Friday , Environment Canada said.
