Residents will have a chance at two upcoming public events to learn more about urban planning in Etobicoke. Planners in Public Spaces (PiPS) is the latest marketing brainchild from the city’s planning department and Chief City Planner Jennifer Keesmaat. Etobicoke teacher Beena Tanga was recently honoured by the Elementary Teachers’ Federation of Ontario (ETFO) with its 2013 Science and Technology Award for Women for a project she undertook with her class at Highfield Junior School. The three-week project this past school year examined the role of light in community safety. Tanga presented a scenario to her Grade 4 students in which Mayor Horst of fictional Tangaland (aka Highfield librarian Erich Horst) decided to remove all streetlights from their community in order to let local stargazers get a better view of the night sky. From there, Tanga said, students researched the importance of streetlights to pedestrian and driver safety, participated in mock community meetings, collected 200 signatures on a petition to keep the streetlights (over the course of just a 15-minute recess, no less) and created public service announcements, posters and banners to raise awareness about the impact of insufficient lighting on safety in their community. “The kids had already learned

the basics of light and how light travels, but I wanted them to understand why light is important. I didn’t want them to just have a superficial understanding of how we use light in everyday practices,” said Tanga, who will be teaching at James S. Bell next month, after leaving Highfield in June after 12 years. “We discussed how we use light, and what the negative and positive effects would be if we removed the lights. They did a lot of research, they

used their own knowledge and notes we came up with in class and they talked about other concerns.” In the end, the students convinced the mayor to keep the streetlights. As this year’s recipient of ETFO’s Science and Technology Award for Women – which is presented annually as an incentive for active ETFO female members to produce innovative educational materials related to science and technology – Tanga was recognized for her efforts in not only engaging the students in a fun an innovative project examining science and technology topics, but also for bringing in elements of drama, literacy and the arts. “Beena found a way to really engage students by weaving science, literacy, and arts requirements of the curriculum into an all-encompassing activity,” ETFO President Sam Hammond said in a statement. “It is this kind of creative teaching that fuels the passion of students to learn.” While Tanga said she was “humbled and honoured” by the award, she gave most of the credit to her students for shaping the project.

Time running out in battle of beetle

T

ime is running out for Toronto property owners looking to save ash trees from the emerald ash borer beetle. We urge property owners to educate themselves about the beetle, the tree it feeds on, and the best course of action to take depending on the tree’s condition. The beetle, first discovered in Toronto near Hwy. 404 in North York in 2007, is an invasive species that is highly destructive to ash trees. According to the City of Toronto, there are an estimated 860,000 ash trees on private and public lands in the city. Earlier this month, Josef Ric, the acting supervisor of forest health care for Toronto Urban Forestry, confirmed to Metroland Media Toronto that ‘time is running out.’ The only proven defence, a pesticide called TreeAzin, must be injected the tree between June 1 and our view into Aug. 31, when the tree is able to use it to kill beetle larvae under Infestation the bark. Given how aggressively the invasive species has spread, hidden in there is a concern that waiting ‘healthy’ trees until next year will be too late; the infestation may be too advanced for the pesticide to work. Adding to the challenge is much of the infestation is still hidden in seemingly healthy trees. So what to do? Review what’s on your property and gather the facts before taking action. This avoids needless costs. Michelle Bourdeau, program manager for LEAF (Local Enhancement and Appreciation of Forests), said provided a tree’s infestation is not visible already, TreeAzin is a viable solution, “likely cheaper” than getting a large tree removed from your property. If this route is viable, Bourdeau advises the use of licensed professionals and obtaining more than one quote. Consider joining your neighbours for a group discount if there are a number of trees in your neighbourhood. It’s important that property owners educate themselves about what’s on their land how to care for it. Use this an opportunity to avoid potentially costly tasks in the future. If it’s too late to save your ash trees, plant suitable replacements. Council must play fair in Ward 3 decision

O

n Monday, Aug. 26, hopefully slightly more than a bare quorum of council will sit down to debate the question of what to do about Ward 3 Etobicoke Centre. Although really, debate is the wrong word to describe what will be going on. Whenever a council seat comes vacant midterm, what the remaining council members are faced with is a game board. If council is relatively stable in its support of its mayor, it’s a friendly game of canasta. When things aren’t so stable, it’s more high-stakes poker. Maybe Survivor. Occasionally, Russian roulette. Ward 3 is a high-stakes game for everyone involved. When Mayor Rob Ford lost Ward 3 Councillor Doug Holyday to the Progressive Conservatives at Queen’s Park, he lost more than a deputy mayor:

david nickle the city he lost a reliable vote. Ford is ostensibly pushing for a byelection because he believes democracy is the best way to run a city. But the fact that he can barely garner 23 votes on most issues he cares about must surely have banished any thoughts of saving up to $225,000 and just appointing a caretaker councillor. Ford is really far more likely to find himself another friendly face by asking the residents of Ward 3 to elect one than he is convincing council to appoint one. The small majority of council who routinely opposes Ford might prefer to appoint a councillor who’d be less hewn to the mayor’s hard right-wing agenda, and indeed, that could be the game they

play. But just as Ford will have to deal with criticism that in supporting a byelection he’s squandering taxpayers’ money on a councillor who will maybe attend eight or nine council meetings before the general election, so will they have to contend with the accusation that by appointing they’re stealing a mandate from 52,000 electors who deserve a say in how their city’s governed. Applying that yardstick to the question, the mayor is in the right on this one. An appointment is essentially undemocratic. It delivers a cut-rate councillor for eight or nine meetings who arrives already beholden to the councillors who supported him or her in the appointment process. And that debt is considerable. The caretaker steps into a six-figure job that will either be abandoned after eight months of

lacklustre performance, or parlayed into a potentially long political career by supplying the advantage of incumbency in the next general municipal election. Granted, one expects Mayor Ford will bring to bear his considerable knack for campaigning to help his favoured candidate win the byelection. But that is fair play in any election. And if a moderate or left-leaning candidate wants to take a stab at the ward Holyday has represented for decades – well, the considerable knack for campaigning that forces on the left and centre can muster can enter the game too. That’s fine. Because if we’re going to be playing this high-stakes game, we owe it to everyone – particularly the residents of Ward 3 – to play it fair.

Historic sites campaign asks WTF? WTF? (What the Fact) is part social media engagement and part traditional advertising promotion aimed at growing a younger audience for the city’s museums. “It’s a way to revitalize our whole brand and the museums, and make people know we may be about history, but we’re certainly not historic,” said Karen Black, manager of museum services for the city. Until the middle of September, 100 TTC bus shelters across the city are displaying ads showing a single zoomed-in shot of an unknown artifact found in one of the 10 city museums, with the tagline, “WTF?” and the invitation to post guesses

It’s different and it’s a new way to get audiences because they are the future of our city,” she said. About 1,200 people have already shared the WTF? campaign or commented on it through Toronto’s Historic Sites facebook page and Twitter. Correct guesses will win a pass for two to any city museum and the objects’ identities are scheduled for reveal on Tuesday, Sept. 10. “We hope the campaign sparks discussion, because in our opinion any discussion is good when it gets people talking about history,” AldiniMessina said.

Etobicoke teams celebrate baseball championships The Toronto Baseball Association held its rep championships over the last two weekends and Etobicoke teams brought back their share of medals. Of the 26 different divisions – which were split up according to age (minor mosquito through to junior) and skill levels (A, AA and AAA) – Etobicoke teams won a dozen championships and were runners up in another nine divisions. Toronto Jr. A hockey teams skate into pre-season play The pre-season is now underway for the 22-team provincial junior A hockey league which sports four Toronto teams (listed here with their usual home arena in brackets): • North York Rangers (Herbert Carnegie Centennial Centre, 580 Finch Ave. West, in North York); • Toronto Jr. Canadiens (who will play in the new four-pad ice complex scheduled for a fall opening in Downsview Park, 55 Carl Hall Rd. in North York); • Toronto Lakeshore Patriots (who have moved this year from the MasterCard Centre to Westwood Arenas, 90 Woodbine Dwns Blvd., in Etobicoke); • and St. Michael’s Buzzers (St. Michael’s College School Arena, 1515 Bathurst St. from midtown). Last season, St. Mike’s won the league playoff championship and then fell heartbreakingly short of a trip to the Canadian national championships when they lost the championship game of the Central Canadian championship tournament in North Bay in overtime 4-3.

Blues and Lions kick off football season with home games on Sunday One sure sign the kids will soon be back to school is that university football teams are already back to the gridiron. In fact, both Toronto universities that sport football teams – the University of Toronto and York University – open their respective seasons at home this Sunday, Aug. 25, both games kicking off at 1 p.m. The York Lions will be offering a twist with their home opener, against Queen’s University, moved from their regular stadium on their North York campus to Etobicoke’s Centennial Park Stadium. It’s being presented by the Etobicoke Guardian. Remaining home games will return to York Stadium. The University of Toronto Varsity Blues, by contrast, will stick to their home Varsity Centre for their home opener against London’s Western University. Both gridiron teams have struggled on the field for the past several years – both were 6-2 last season – and

both teams are always ever hopeful the season ahead could be the one that yields the Holy Grail of a playoff spot. This year’s annual tilt between the two teams – the Red & Blue Bowl – is being hosted by the Lions this year, Thursday, Oct. 10 at 7 p.m. at York Stadium. While Ryerson University does not have a football team, it will also have something for its fans with its highly touted Ryerson Rams men’s basketball team (15-5 last season) hosting an exhibition game Sunday at 8 p.m. against a top Division 1 U.S. college – the Wisconsin Badgers. The preseason tilt will take place in the arena of Ryerson’s Mattamy Athletic Centre, marking Ryerson’s second appearance on the hardwood under the iconic roof of old Maple Leaf Gardens. Catch 22 media reports lead to three more arrests In recent weeks, police arrested three more Catch 22 suspects – bringing to 20 the number of arrests made since the program launched in February. Catch 22 suspects Johnny Danicki, 21, Mark Anthony Griffiths, 37, and Wenxuan Ji, 25, have all been arrested within the last month. Danicki, who was profiled in The Guardian back in early July, was wanted by police in south Etobicoke’s 22 Division on four counts of failure to comply with probation and one count of prowl by night. He was arrested by officers from 22 Division on Tuesday, July 30. Griffiths, who was also profiled in early July, was wanted for being unlawfully at large. He surrendered himself at 22 Division on May 4 and was granted bail that same day. After failing to appear for a subsequent court date, however, Griffiths was rearrested

again on July 28. Ji, who was wanted by police for failure to comply with undertaking given to officer in charge, surrendered himself at 22 Division on Sunday, Aug. 18 after being profiled as a Catch 22 suspect back in May. In statements this week announcing all three arrests, 22 Division officers thanked “all those who have seen our Catch 22 media releases in the Etobicoke Guardian and on social media” for their assistance. Launched back in February, Catch 22 is a successful police program at 22 Division that publishes the name, picture, and alleged crime of one of south Etobicoke’s most wanted each week. That information is then broadcast over

Jovan Lazic wanted by 22 Division This week’s Catch-22 most wanted is 50-year-old Jovan Lazic. Lazic, who is known to frequent Etobicoke, is wanted by police in south Etobicoke’s 22 Division on three counts of assault, plus one count each of threatening death, mischief under $5,000 and failure to comply with recognizance. Officers are now asking the community for its assistance in finding the accused. The program also helped Watson and his fellow officers build relationships with the staff from RAY. “I don’t know what the kids would do without the staff there,” he said, commending RAY leader Wayne Sewell especially for his leadership. “I really respect Wayne and the other staff at RAY so much for what they’ve done and all they continue to do for their community. You can see the respect that these kids have for him. It’s unbelievable.” ‘amazing partnership’ Charis Romilly-Turner, who supervises RAY as the youth programs co-ordinator at LAMP Community Health Centre, called the summer program between her youth and local police an “amazing partnership.” “I think it’s really important (for youth and police to establish trusting relation-

ships) because, unfortunately, usually when the youth get to interact with the police it’s after there’s been community violence or some other incident, so it’s a very different kind of relationship,” she said. “I’m a huge advocate of community-based relationship building, and I think it makes a huge difference. By building these positive relationships now, it also means that when there are threats in the community in the future, the youth might feel more comfortable talking to police. This is a community that has quite a few challenges and the kids are marginalized.” The ProAction funds covered the cost of travel, entrance to eZone and footed the bill for the weekly barbecues. Man, 23, charged in fatal crash on The Westway A 23-year-old man is facing 13 charges in connection with a fatal collision in Etobicoke Monday morning that claimed the life of a 60-year-old man. Police responded to the personal injury collision at The Westway and Royal York Road Aug. 19 shortly before 8 a.m. It is alleged that the 23-year-old accused was driving a 2011 Toyota Camry southbound on Royal York

Toronto’s 2013 count of street homeless shows numbers that have increased by 24 per cent from 2009 — and the number of seniors in the homeless population has doubled in that time. As well, more than 15 per cent of the 447 individuals surveyed on the night of April 17 said they were veterans of military service. That question — are you a military veteran — was asked for the first time in the 2013 survey, so it’s impossible to compare it to the snapshot studies completed in 2006 and 2009.

We have stopped building housing and as a result there is no capacity to solve the problem.” Vaughan said Torontonians need to apply pressure to the federal and provincial governments to invest in new affordable housing. “We have land and ways of building housing but we need money,” said Vaughan. “We have to start building housing — not just repairing it. Otherwise we are going to end up with tragedies on city streets this winter.”

Now or never in fight against ash borer beetle TreeAzin must be injected in trees prior to Aug. 31 MIKE ADLER madler@insidetoronto.com Property owners in Toronto have about two weeks left to protect whichever ash trees can still be saved, say people involved in fighting the emerald ash borer beetle. A tiny invasive pest, the beetle was found near Hwy. 404 in North York in 2007. It has exploded across Toronto, slowly killing every ash tree it finds – around 860,000 in the city’s yards, parks, streets and ravines. The only proven defence is a pesticide called TreeAzin, but it must be injected between June 1 and Aug. 31, when the tree’s vascular tissues can use it to kill beetle larvae under their bark. Toronto’s infestation, much of it still hidden in seemingly healthy trees, is so advanced next summer may be too late for most ash tree owners to try the pesticide. “The time is running out,” Josef Ric, Toronto Urban Forestry’s acting supervisor of forest health care, confirmed in an interview Aug. 14.

“It’s very aggressive. It has surprised everybody.” City contractors injected 4,000 trees with TreeAzin last summer and are treating 9,000 more this year – ash along streets or in parks selected, ward by ward, for being in good condition and not showing a lot of the leaf dieback that first marks the infestation’s effects. At eye level, contractors staple small green aluminum plates on the injected trees, a sign of the city’s commitment to keep injecting them every two years until the pest is gone. The city has removed and destroyed 4,000 dead ash trees this year on municipal land, and marked 4,700 more with dots of bright orange paint, to show trees that are dying and doomed. It has also planted 15,000 replacement trees in a variety of species, said Ric, adding next summer good candidates for TreeAzin may still be found, but predicted there will be far fewer. “What we’ve done so far (in selecting for injections) is almost final.” Businesses or homeowners with

ash trees on their land are on their own as they weigh the considerable cost of injections with the cost of removing their trees. The Canadian Forest Service and other agencies are testing natural predators for the beetle, parasitic wasps, but it’s thought it will take 10 years for the ash borer population to crash along with its food supply. Michelle Bourdeau, program manager for LEAF – Local Enhancement and Appreciation of Forests – said TreeAzin, provided a tree’s infestation is not visible already, is worth a shot. “It’s likely cheaper to treat if you’ve got a large tree,” than pay to remove it, she said this week. “It’s an irreplaceable thing.” TreeAzin applicators must be licensed, and property owners should get more than one quote, said Bourdeau, adding a few interested people on a street should ask for a group discount.
