SUBJECT: State of Ohio Law Enforcement Support Office (LESO) Program, also known as the 1033 Program, Compliance Review Report/Checklist This Correspondence is in reference to the LESO Program Compliance Review (PCR), conducted from 4/9/18 to 4/13/18. The results are as follows: I. LESO will Verify: 1. The effective date of the Governor appointed LESO Program State Coordinator (SC) letter. 2. The effective date the SC signed the Defense Logistics Agency (DLA) Memorandum of Agreement (MOA). 3. The effective date of the approved State Plan of Operation (SPO). 4. If applicable, State Points of Contact (SPOCs) appointed by the SC and on-file with the LESO. 5. If applicable, SPOCs authorized signature authority by the SC. Comments: Mr. Jeffrey S. Shadburn has been appointed the Ohio SC by the State Governor. Mr. Shadburn has appointed Mr. Brian Pfeffer, Ms. Karen Martin and Ms. Carol Gartman as the Ohio SPOCs. Mr. Brian Pfeffer and Ms. Karen Martin have signature authority to sign documents regarding the LESO Program; they can sign everything except for the MOA and SPOs. Ms. Carol Gartman does not have signature authority; however, she will have inventory system access only.

II. State Level Compliance: A. General Terms and Conditions 1. What steps does the SC’s Office take to ensure transfers of controlled property in assigned status are approved by the DLA LESO prior to physical movement to the receiving Law Enforcement Agency (LEA)? The SC’s Office ensures that the LESO has forwarded the approved signed DDForm 1348-1a (1348) before the property moves. The LEAs have been trained by the SC’s Office that no property moves until their office sends them a 1348. The SC’s Office keeps a tracker for gaining agency to send back the signed 1348 receipting for the transferred property. 2. What steps does the SC’s Office take to ensure LESO Program Controlled property is not sold? The SC’s Office completes State level PCRs. The SC’s Office trains the LEAs on DEMIL codes and they cannot sell any property not DEMIL ‘A’ under 1 year from the ship date. 3. Has there been an incident, since the last conducted PCR, where an LEA has sold controlled or DEMIL property received under the LESO Program or received LESO Program property for the sole purpose of selling it? 3a.
