This year’s report is a retrospective of The Arc Baltimore and the disabilities “movement” milestones that removed barriers for people with developmental disabilities and their families. Prior to 1949, many families had bleak prospects for the life of their child with disabilities. Doctors often recommended that families place their child in an institution, and there were zero resources in public education and employment. Parents stepped up to demand change and the rest is history, much of which runs parallel to the 45 year career of our Executive Director Steve Morgan. His steady hand and focus on mission hugely influenced the growth of the organization to bring us to where we are today. Neil A. MacDonald President

1949-1969

1949-1969 | Parents came together in 1949 to provide education, recreation, and

work opportunities for their children with mental retardation. They developed Searchlight Training Centers to school children when public education was not open to them, offered dances and socials for adults to form friendships, and launched the first sheltered workshop for employment skills training. A first “activity center” later opened as another alternative to State run facilities like Rosewood. In 1969, Steve Morgan first volunteered at our summer camp program for adults – guitar in hand.

A group of eight parents met to improve the lives of children with mental retardation and physical handicaps eventually incorporating under the name Maryland Society for Mentally Retarded Children.

started as a camp counselor where he developed and implemented summer camp activities for people with mental retardation.

The Searchlight Training Center, a developmental program for children, opened in the basement of St. Michael & All Angels Church on St. Paul Street.

In 1966, the agency became known as the Baltimore Association of Retarded Children (BARC), and several years later changed “Children” to "Citizens" as they added more services for adults.

1970-1975

1970-1975 | In the early 70s, “BARC” focused on children’s education and care, but continued to grow adult programs under Executive Director Herb Fedder, a staunch advocate for the “rights of the retarded.” Parents led the Board, were active advocates in Annapolis and even traveled to Washington for a bill-signing with President Kennedy. BARC opened the first group home in the state for 15 adults, and new employment options started with landscaping and greenhouse operations. Psychology services and staff training also began to further professionalize services.

The Arc secured a contract to maintain the grounds of Loyola College and launched its Landscape Employment Service, and later opened its Greenhouse program in Reisterstown and Essex.

ST E VE MO R G A N was promoted The Arc opened a group home for 15 people in Roland Park, the first such community living opportunity in the state.

ST E VE MOR GA N was hired as an instructor at the Model Cities Developmental Center, teaching young children and shortly thereafter became the assistant director of developmental centers.

1972

to direct the Program Department that oversaw individual program plan development and staff training which became a model for many other disability service providers in the area.

1975


1976-1980

1976-1980 | In 1976, when public education opened to youth with disabilities

due to the Individuals with Disabilities Education Act (IDEA), efforts shifted to help the children and the schools with the transition, and to grow adult programs. By 1978, 15 adult activity centers operated across Baltimore City and County. Ride-A-Bike for the Retarded was a featured fundraiser and family services were growing. The SubContract sheltered workshop employed 180 clients making BARC a leader in vocational rehabilitation. As deinstitutionalization gained more momentum, BARC opened homes for children as young as two, and a new model of community living expanded adults’ ability to live as independently as possible.

1978

17 new ALU's opened their doors to 51 Rosewood residents as The Arc played a vital role in Maryland's deinstitutionalization process. Family Resources established a respite care program, homemaker services, transportation support, and a family training curriculum.

Residents experienced integrated community living in The Arc's first alternative living units (ALU).

1977

After nearly 20 years, our Baltimore Sub-Contract Company grew to employ 180 “clients” in packaging, assembly, and mailings with machinery including conveyors, sealers, shrink packers, and box stitchers. Dozens of companies signed on as customers.

1981-1988

1981-1988 | By 1982, we supported 129 people in homes large and small. We encouraged personal advocacy and positive public policies to advance rights. Job opportunities grew in landscaping and janitorial services, our adult summer camp, Camp Adventure, hosted 150 people, and Foster Care Services were offered to 200 children. By 1984, Steve Morgan became Executive Director with an annual budget just over $8 million, working with his first of 17 board presidents. Supported employment at companies in the community was a priority for Morgan, as well as bringing together all employment programs under a single division.

Over 150 people traveled to Cascade, MD in the Catoctin Mountains for ten fun-filled August days for Camp Adventure, an adult vacation experience that featured activities like aerobic dancing, tennis, sports, drama, music and crafts.

In ST E VE 's first year as executive director, a grant from the state of Maryland provided the startup funding for our Supported Employment program where 28 supported workers began independent employment in the community. A contract with the Ellicott City Courthouse paved the way for The Arc's Janitorial Employment Service.

1989-1995

1989-1995 | Organizational growth had led to scattered staff and administration, yet new programs emerged like our Medical Day program for people with more significant

physical needs. The Helping Hands self-advocates were registering their peers to vote, and years of advocacy resulted in the Americans with Disabilities Act which further expanded accessibility and civil rights for people with disabilities. All this brought Morgan and Board President Jim Rosner to embark on a capital campaign for the building that became our current administrative headquarters and program staff base.

1990

The American with Disabilities Act was signed into law and prohibited unjustified discrimination based on disability. It required employers to provide reasonable accommodations to employees with disabilities and imposed accessibility requirements on public accommodations.

"Consumers" began living in homes of their own through our Community Supported Living Arrangement (CSLA) program.

1992

The Arc launched its first capital campaign in 45 years for The Arc of Baltimore Community Resource Center. It opened at 7215 York Road a year later and included the Towson Child Care Center and Adult Medical Day Care Center.

1993

Volunteers held our first of many golf tournaments in support of The Arc and have raised over $1.5M to date. Sports legends Brooks Robinson and Lenny Moore golfed with us for many of the earlier tournaments.

1996-2005

1996-2005 | The Olmstead Decision of 1999 contributed to our growth in residential services. Then, the agency’s 50th anniversary kicked off with a groundbreaking for an employment center at Seton Business Park that would accommodate the expanded landscaping and janitorial departments. Centers continued to close or consolidate as jobs in the community increased. Growth and change culminated in 2005 when the organization won CARF accreditation and the Standards for Excellence Certification – both significant demonstrations of the organization’s excellence under Morgan.

1999

The Olmstead Act resulted from a Supreme Court decision that said people with developmental disabilities should live in the community instead of institutions. This brought more people out of Rosewood and into homes and other community based services.

1996

A record breaking 422 persons were in community based employment. "Consumers" earned in excess of $2 million this year. Contract employment in landscaping and janitorial continued to grow with an estimated 14,000 MARC trains cleaned and 77,000 tulip bulbs planted in Sherwood Gardens (that continues today).

The Arc broke ground for the new Employment Center at the Seton Business Park in Baltimore City. The building would be home to Janitorial and Landscape Services and later serve as a launch point for dozens of crews contracted for off-site work.

1999

Self-advocates prevailed and the organization’s name was changed from BARC– officially losing the reference to “retarded” citizens – to The Arc of Baltimore.

2006-PRESENT DAY

2006-PRESENT DAY | The Arc launched the first of four Project SEARCH internship sites that offered more skill building and better jobs. People supported at remaining centers increased their community time – delivering meals to home-bound, visiting art galleries, attending book clubs, or temporary employment at contract sites. Assistive Technology became a new tool, with iPads for basic communication and remote “job coaching” with smart phones. And as families’ needs drove the start of The Arc, that continues today: parent and sibling support groups; more respite opportunities; navigating special education; and crisis response – all strengthening and encouraging families through all stages of life.

2009

After years of lobbying, selfadvocates and The Arc family celebrated the closure of the State’s Rosewood institution and welcomed 10 former Rosewood residents into services.

The Arc launched the Project SEARCH employment initiative in partnership with the University of Maryland Baltimore, Baltimore City Public Schools, and the Maryland Department of Rehabilitation Services (DORS).

2008

The organization adopted a new logo and name, The Arc Baltimore, as part of a national branding initiative.

2011

Services to help families deal with their unique challenges continued to grow – beyond respite, information and referrals, and foster care – and emerged as a stronger united Outreach and Family Services Division to support families throughout the lifespan.

BY-THE-NUMBERS The Arc Baltimore provides employment training and onsite job coaching, day and residential services, family support, treatment foster care, respite care, public policy advocacy, and information and referrals to our network of adults and children with intellectual and developmental disabilities and their families. Each day we support approximately 1500 people, and the statistics on these pages are examples of how we do that.
