Restaurant-reality TV show lands resort deal in HB

At a time when restaurants and bars are shuttering — some of them permanently — a New York state restaurant family with island connections is opening a new location at the Waterline Marina and Resort in Holmes Beach.

Edward “Buddy” Foy Jr. and his wife, Jennifer, owners of The Château on the Lake in Bolton Landing, New York, plan to open the doors Dec. 19 to The Château Anna Maria.

Fans of the Food Network may recognize the Foy name from their restaurant reality show, “Summer Rush,” chronicling the family, which owns three restaurants in the

dining room at Waterline.

The restaurant, a hotel amenity in the resort at the city center where Marina and Gulf drives intersect, will replace Eliza Ann’s Coastal Kitchen, which was permanently closed in March.

Foy Jr.’s parents, Cate and Edward “Buddy Senior,” have owned a home in Holmes Beach for more than 20 years, and Foy Jr. and his family have loved visiting the island, he said in a Nov. 23 phone interview with The Islander.

Anna Maria commissioner details battle with COVID COVID-19 reached the Anna Maria City Commission.

Commissioner Joe Muscatello said at a Nov. 24 meeting that he was one of at least 26 people in Anna Maria who had tested positive for the virus.

“You don’t want it,” Muscatello said.

“It was horrible. I’ve been through stage-4 cancer and this was worse. I couldn’t move for three weeks.”

He said he suffered a 102-degree fever and was bedridden, but did not require hos-

pitalization.

“This is personal for me, now,” Muscatello said. “I was worried about it before….

Now that I’ve had it, I’m even more worried.”

“This is serious,” he continued. “I let my guard down one day and I got it. That’s all it takes.”

Muscatello thanked Mayor Dan Murphy and city staff for checking on him throughout his illness.

open a new restaurant together.

Five years later, Crain is on Anna Maria Island creating a menu for the Holmes Beach restaurant that will rely on local purveyors of fish, meat and produce, while staying true to the French cuisine-style served at the New York eatery.

In addition to seasonal updates to menus, there will “definitely be a Caribbean flair” to the new location’s menu, Crain said Nov. 25.

The director of operations Mark Trapasso is creating a decor with a French market feel.

Meanwhile, Foy Jr. plans to host the s’mores experience seen on “Summer Rush.” He said several fire pits on the outdoor patio adjoining the restaurant will allow a campfire experience.

Foy Jr. said the French fare at the island restaurant will not be as expensive as some other white-tablecloth restaurants, but the cost will be more than some of the more casual-upscale dining options.

In ambiance, he said the restaurant will celebrate the island’s beauty.

And, Foy Jr. said, he plans to give customers his VIP treatment.

The Château at Bolton Landing served more than 100,000 diners during the summer months despite New York state’s restaurant restrictions due to the coronavirus pandemic.

“Diversifying during COVID wouldn’t normally make sense, but building on the summer success, we decided to continue to lean into COVID,” Foy Jr. told The Islander.

He said his staff has become part of the family and family loyalty is rewarded with promotions from within the company.

For example, Tyren Crain, executive chef and Orlando native, has worked for the Foys for five years.

From the beginning The Waterline resort, which opened in November 2018, was built where a yacht club, restaurant and marina were developed by Jack Holmes in 1953 — which soon after and for many years was Pete Reynard’s Yacht Club Restaurant.

The original building was demolished in 2002 to make way for the new hotel.

In March, among other pandemic closures, Waterline closed its restaurant, Eliza Ann’s Coastal Kitchen.

The closure occurred as Waterline changed its business model from hotel rentals to condo sales, managing partner for Mainsail Lodging Andrew Houghton said Nov. 25.

Houghton said Mainsail sought an independent operator for the restaurant.

“You have to stimulate interest in a destination, but not change the magic of the destination,” Houghton said.

Mainsail had three criteria for an operator: • A local connection and respect for the community; • Not part of a national chain; • Commit to using locally sourced ingredients.

Ten restaurant operators applied and three were

short-listed before the Foys were chosen in September.

“Their brand is in line” with Mainsail’s goal and their appreciation for the community is “very, very important to us,” Houghton said.

Island legend, Eleanor M. Reynard Tatakis dies at 94

Eleanor M. Reynard Tatakis

Eleanor M. Reynard Tatakis, 94, of Holmes Beach died Nov. 28 of lingering complications from a 2010 surgery.

Mrs. Tatakis was born in August 1906 in Massachusetts.

She and Antonios “Tony,” who also owned a restaurant, married in 1975 in Sarasota.

She was previously married to Pete Reynard, who died in 1975, and for many years, beginning in 1954, they owned and operated Pete Reynard’s Yacht Club Restaurant at the site of the current Waterline Marina Resort and Beach Club in Holmes Beach.

The restaurant, with its revolving dining room, was a fixture at the city center and its owners-operators became island legends.

Anyone who Googles “Holmes Beach” and “founder” will find links to histories related to the restaurant and the yacht club — its original owner was John Holmes Sr. — including numerous references to the city’s namesake.

The restaurant and marina at the city center

predated the Anna Maria Island Bridge that links Perico Island to Holmes Beach by a couple of years and followed the city’s incorporation by four years.

An Oct. 28, 1954, issue of The Islander contained this headline, “New Manager for Yacht Club” and a report: “Pete Reynard has bought the concession for the Yacht Club. Mr. Reynard has been managing a popular restaurant in Clearwater for about four years. Before that he had considerable experience in the restaurant business in New York. Islanders welcome Mr. Reynard and his wife, Eleanor.”

But she was never a sidelined player at the restaurant that served up to 300 guests fine steaks and seafood or in the island community.

After Mr. Reynard died, Mrs. Tatakis operated the restaurant on her own and also with Mr. Tatakis.

When the restaurant property was demolished Aug. 1, 2002, to make way for a hotel development, Mrs. Tatakis was there at the controls of a backhoe.

An audience of more than 500 people attended the event and many talked with Islander editor Paul Roat about the restaurant and the people it supported in the community at the site.

“The food was delicious,” said Jackie Webb at the time. “Saturday night was always Pete’s Restaurant night for us.”

Ellen Trudelle, who worked at the restaurant, told Roat, “I met a lot of good people and had a lot of good times there. Everyone was like family.”

And Carol Whitmore, then the Holmes Beach mayor and now a Manatee County commissioner, remembered, “I went to Pete’s on

my first real date. …For anything special, you always came here.”

Back in its heyday, Pete Reynard’s was recognized along side the legendary Kapok Tree in the restaurant industry as a leader, with customers coming from Tampa and St. Petersburg after the Skyway Bridge opened.

Skyway Memorial Gardens is in charge of arrangements. Mr. Tatakis said a service was being planned for Friday, Dec. 4.

Mrs. Tatakis is survived by her husband, Tony.

The Islander was informed Nov. 29 of her death and, at press time, Skyway Memorial Gardens had not provided a time for the service or an obituary for Mrs. Tatakis.

County backtracks, grants $450,000 to anti-hunger program

Manatee County pivoted on its plan to write checks to the Mayors’ Feed the Hungry Program from pandemic relief money.

County information outreach manager Nicholas Azzara told The Islander Nov. 24 that the county granted $450,000 directly to the food bank program instead of sending $150,000 through its municipalities to support the program.

County commissioners voted Nov. 10 to designate $150,000 in Coronavirus Aid, Relief and Economic Security Act funds — with $25,000 heading to each of the county’s cities — to support the program.

Bradenton Beach and Holmes Beach then approved $25,000 checks for the program, but choose to withhold the funds until the cities received clarification regarding how the money would reach its citizens.

Anna Maria commissioners had yet to discuss the issue before the county rescinded its decision, but Mayor Dan Murphy was pushing for the program to add local nonprofits Roser Church Food Pantry and All Island Denominations to its partner list for identifying the needy.

Azzara said the county’s reversal was due to “restrictions with the CARES Act funds” that prohibited the county from fulfilling its initial action, but he

did not detail the restrictions.

He also did not explain why funding for the program increased from $150,000 to $450,000.

“The grant will go directly to Mayors’ Feed the Hungry and they’ll work with the cities to determine how to spend the money,” Azzara said.

The volunteer-based program has given away more than 600 tons of food and $3.5 million in food gift cards since it began in 1987.

A representative of the food bank program had previously stated the funding would provide $10 gift cards from Publix to the needy to buy groceries.

Azzara said he was unsure if the program would be able to use gift cards due to CARES Act funding restrictions.

Anna Maria Mayor Dan Murphy announced the county’s decision to city commissioners at a Nov. 24 meeting.

“I had several concerns…. Making the needy roll

into town for a Publix gift card doesn’t make much sense,” Murphy said. “But, evidently, it’s a dead issue.”

Azzara said the $450,000 granted to the food program must be spent by the end of the year.

After the ceremony, the commission met via Zoom for an annual organizational meeting. The commission voted to keep Jim Kihm and Carol Soustek in their roles as chair and vice chair, respectively.

As commission chair, Kihm also serves as vice mayor.

HB applies pressure for mask compliance

While a Holmes Beach mask mandate cannot be enforced punitively, code enforcement officials are utilizing other tactics to push compliance.

Newly elected Commissioner Jayne Christenson raised the issue at a Nov. 23 city meeting conducted via Zoom. She said compliance issues were reported to her by constituents regarding Publix Super Market, 3900 E. Bay Drive, Holmes Beach.

Titsworth “A mandate’s only as good as what we can do,” Holmes Beach Mayor Judy Titsworth said.

Here is what the mayor said is being done in terms of masks at the grocery store: City code compliance officers make frequent visits to Publix DeSantis to remind the staff and shoppers about the mandate to wear face masks inside public places or when social distancing is not possible.

The virus that causes COVID-19 is transmitted mainly from person-to-person in close contact through respiratory droplets and also can be airborne.

“It sounds like repeated visits are going to be necessary,” Commissioner Terry Schaefer said. “We can rely on JT (Thomas) and his staff.”

Code enforcement officer JT Thomas and compliance officer Kim Charron go to Publix at least twice daily, Thomas said during a Nov. 23 phone interview with The Islander.

On those visits, the officers encountered one person who declined to don a mask when informed of the mandate, Thomas said. The person claimed to have a medical waiver.

Thomas said he and Charron prefer to “be friendly, not combative” when talking with people not wearing face masks, so he gave his card to the woman who claimed the medical excuse and asked her to send a copy of the waiver to him for his records.

He did not receive it, but by giving her his card and asking for the waiver, Thomas said he was making sure she understood the city takes the mandate seriously.

“Sometimes they don’t realize we’re serious,” Thomas said.

As for Publix, Thomas said, a recorded reminder to socially distance and wear face masks plays on the public address system every 15 minutes.

Additionally, a store employee at the entrance wipes carts with sanitizer and gives masks to shoppers who don’t have one.

“I think Publix is doing everything humanly possible,” Commissioner Kim Rash said at the commission meeting.

Businesses can refuse service to anyone not complying with its rules and owners have that power and need to be proactive in utilizing it, Thomas said.

department to request intervention.

Once police are involved, and the business declines to allow the person access to the store, the officer can cite the person for trespassing, Holmes Beach Police Chief William Tokajer said in a Nov. 23 phone interview with The Islander.

For example, there were two calls by employees at Jessie’s Island Store, 5424 Marina Drive, where would-be customers became unruly when informed about the mask mandate, the chief said.

But when officers arrived and spoke with the people, they left without the need for a trespassing citation.

“We try to educate first,” Tokajer said.

He said in most cases, the people violating the mask mandate do so unknowingly, possibly because they are visiting the island from an area that lacks a requirement.

Currently 38 states have mask mandates, but Florida is not one of them.

Forty-two of 67 counties in the state have mask mandates, but not Manatee County.

Still, Holmes Beach and Anna Maria enforce mandates.

However, Gov. Ron DeSantis disallowed punitive measures for mask mandates Sept. 25 and extended the ban on penalties for the duration of the state public health emergency.

“The governor looks at the big picture, but I look at the small picture of Holmes Beach,” said the mayor said.

For her, keeping people in the community healthy is a primary objective.

Titsworth said in light of the rising number of positive coronavirus cases, the decision to continue the mask mandate “becomes even more and more important.”

The U.S. Centers for Disease Control and Prevention says multilayer cloth masks can both block up to 80% of fine droplets and particles and limit the forward spread.

“Everyone that we ever dealt with has been understanding and nice,” Charron said Nov. 23.

“We carry masks in our car” and hand them out to people who don’t have one, Thomas added.

Coalition is encouraging people to continue to take COVID-19 prevention measures throughout the holiday season.

The coalition delivered the message the day before Thanksgiving, noting the Florida Department of Health in Manatee County, one of the coalition’s leading members, had reported a steady rise in the number of COVID-positive cases.

The coalition encouraged people to follow U.S. Centers for Disease Control and Prevention precautions to reduce the spread of the novel coronavirus, which is transmitted from person to person in close contact and also via air droplets.

The safest way to celebrate is to limit gatherings to those in a single household.

For gatherings beyond a household, CDC tips include: • Wear a face mask with two or more layers.

Wear the mask over the nose and secure it under the chin. Make sure the mask fits against the sides of the face.

• Practice social distancing, staying at least 6 feet — about two arm lengths — away from those not in your household.

Remember, some people without symptoms can spread COVID-19.

• Wash hands often with soap and water for at least 20 seconds. Keep hand sanitizer ready to use when handwashing is not an option.

• If attending a gathering, bring your own food, drinks, plates, cups and utensils.

Wear a mask and safely store your mask while eating and drinking.

Avoid going in and out of the areas where food is being prepared or handled, such as the kitchen.

Use single-use options, such as salad dressing and condiment packets, and disposable items, such as food containers, plates and utensils.

Coronavirus climbs in Manatee County The number of coronavirus cases in Manatee County is on the rise.

Out of 953,000 confirmed cases in Florida since the onset of the pandemic, 16,065 occurred in the county as of Nov. 24, including 15,860 residents testing positive.

The county reported 367 deaths as of Nov. 24 due to the novel coronavirus, which is spread person to person by close contact and also by air droplets.

County data showed 957 residents hospitalized since the first report of infections in March.

Statewide, as of Nov. 24, there were 53,827 hos-

pitalizations and 18,157 resident deaths since March.

During the week Nov. 17-24, the number of new cases was 997 and over a two-week period ending Nov. 24, the number of new cases in the county was 1,733.

Cases per 100,000 was 4,242, The number of infected Anna Maria Island residents also has increased.

In the past nine months, there were 72 confirmed cases in Holmes Beach, 39 in Bradenton Beach and 26 in Anna Maria.

Striving for a safe holiday

It’s beginning to look a lot like Christmas, everywhere I turn.

There are holiday lights and decorations brightening our nights and there are plenty of reminders as you drive through the island cities.

In fact, I started tuning into holiday music on my car stereo before Thanksgiving.

But this year there are few holiday celebrations and I, for one, am pleased to avoid the temptation of open houses, parties, parades, holiday walks.

It’s hard to say “no” to even the smallest toasts among friends, but I’m working hard to see another year without an infection of COVID-19.

Masks, social distancing and plenty of walks with my canine friend, Mister Sharp, are my priorities.

I’m sad to see the Privateers have canceled the annual Christmas parade and kids’ visits with Santa.

And since last year’s open house at our office was canceled by bad weather, I’m disappointed we won’t be seeing friends at the shopping center festivities, blowing up a snow storm or rocking to the Manatee High School drum line. And no visits with Santa at our shop. No Privateers and no sleigh.

How about next year? Instead of canceled, we must look forward to the magic of another year.

In the meantime, a few brave (or brazen) organizers are planning events, including the Anna Maria Island Chamber of Commerce tree lighting. If only they were planning for viewers to remain in their cars.

And the Privateers are hosting a few events — a pub crawl that I avoided for the possible alcoholic affects and exposure to the coronavirus and a private party for needy kids and their families with guidelines for masks and safe distancing.

So, as the Facebook posts go, “This is not the year you get everything you want. This is the year you appreciate everything you have.”

And now, in closing this week, I say goodbye to a dear friend. A great acquaintance. Someone I never would have come to know and admire if not for The Islander connection.

I met Eleanor Reynard Tatakis long after her years as the gracious hostess to the many thousands of guests at Pete Reynard’s Yacht Club Restaurant had ended.

Eleanor died Nov. 28 at age 94, leaving her loving husband, Antonios “Tony” Tatakis — and admirers like me — to mourn.

She lived a great life, always impeccable in her nautical style and engaging manner. And her kind words always made me feel like “somebody.”

I don’t understand why it is such a problem for everyone to wear a mask when shopping or entering a building during this coronavirus pandemic.

The workers inside are wearing them — or should be wearing them.

Hospital staff around patients wear them and even more protective gear.

More and more stores are requiring masks.

Until we get a vaccine, wearing a mask is the right thing to do.

We all honor and respect the sacrifice our soldiers have given in all the years of war.

For the good of our country, be a soldier, wear a mask.

• Holmes Beach resident Nick Easterling announced plans to build a 40-unit resort on the site of the former Pete Reynard’s Restaurant in Holmes Beach. Easterling said the project would cost $14 million and include 60 boat slips, a 120seat restaurant and banquet facilities.

• Bradenton Beach Mayor Gail Cole and Holmes Beach Mayor Carol Whitmore expressed concern at a formal charge by Anna Maria Commissioner Jay Hill that Anna Maria Mayor Gary Deffenbaugh and Commissioner Bob Barlow violated the Florida Sunshine Law. Cole said Hill was “splitting hairs,” while Whitmore said Hill was out to “discredit” Deffenbaugh.

Anna Maria cements parking reductions on north end

There was no public comment.

Commissioners also held a first reading for an ordinance that would require all vehicles parked in the rights of way to have their wheels off the pavement.

City attorney Becky Vose said another chapter of city code already addressed the issue, but the rule should be added to the parking code.

Anna Maria’s proposed parking reduction is now a part of city code.

City commissioners voted 4-0 Nov. 24 to approve the final reading of an ordinance codifying the reduction of 88 spaces by creating prohibited parking areas along the rights of way of several roads at the city’s northern end.

Former Commissioner Amy Tripp’s vacant seat had yet to be filled before the vote was taken.

Earlier this year, Holmes Beach closed much of its beach parking in an attempt to discourage people from visiting its beaches under a state safer-at-home order to prevent the spread of the virus.

The changes resulted in a wave of beachgoers heading to Anna Maria for beach parking. So the city responded with temporary changes, such as prohibiting parking along sections of many roads.

Anna Maria implemented new prohibited parking areas, including along: • Pine Avenue; • North Bay Boulevard; • Poinsettia Road; • Alamanda Road; • Gulf Drive; • North Shore Drive; • South Bay Boulevard; • Spring Avenue; • Palm Avenue; • Willow Avenue; • Mangrove Avenue; • Oak Avenue; • Park Avenue; • Seagrape Lane.

He said eliminating the spaces benefitted public safety, protected drainage swales and helped counter the effect of Holmes Beach’s changes.

He added that the city wasn’t eliminating enough parking in certain areas to impact state or federal funding for beach renourishment.

Renourishment funding was part of a discussion among Manatee County commissioners when they debated Holmes Beach’s parking changes during a work meeting in mid-November.

Murphy said he hadn’t received any negative feedback from residents regarding the changes.

Instead, the mayor said, several residents asked for additional reductions that he couldn’t justify.

Commissioner Mark Short moved to approve the ordinance, with the stipulation the commission review the changes after the spring 2021 tourist season.

Commissioner Jonathan Crane seconded the motion.

• Murphy proclaimed December to be a month of holiday lighting and cheer; • Commissioners authorized Murphy to move forward with purchasing a used vehicle for code enforcement and administrative uses for around $30,000; • Commissioners approved a consent agenda including event applications to hold the Vintage Flea Market 8 a.m.-4 p.m. at City Pier Park Dec. 13 and Jan. 1, 2021; • Commissioners held a first reading for a nuisance ordinance against renting micromobility vehicles.

The next meeting will be at 2 p.m. Thursday, Dec. 3, at city hall, 10005 Gulf Drive N.

The Florida Department of Transportation and Manatee County posted the following: • Gulf Drive in Bradenton Beach: A county pipeline replacement project continues, involving resurfacing the roadway, reinstallation of paver driveways, removal of construction materials Monday-Saturday.

Expected completion is this fall.

• Cortez Road and 119th Street West in Cortez: Work to realign the intersection of 119th Street West at Cortez Road/State Road 684 continues. Phase 2 involves a new traffic pattern and shifting construction to the north side of Cortez Road. Thru traffic will use the south side of Cortez Road.

The Island Players are preparing to update for pandemic times a holiday classic: Charles Dickens’ “A Christmas Carol.”

The theater group plans two live-streamed, virtual performances.

Here’s the summary from the Island Players: It’s Christmas and COVID has sequestered everyone at home aside from Scrooge’s nephew and his hapless workers at the bank. As the rest of the world adjusts to the new normal, Scrooge says ‘bah humbug and churns out high interest loans to the unemployed and beaten down.

One night, three ghosts crash his FaceTime and force him to take a hard look at a forgotten past, a difficult present and a possible future.

Performances will be at 7:30 p.m. Friday, Dec. 18, and Sunday, Dec. 20.

Jeffrey Allen Steiger will direct the production.

Steiger has acted on the Island Players’ stage in Anna Maria and is now directing. His credits include creative director at AWED Theater at Florida International University, founding artistic director of CRLT Players in Michigan, recipient of the Hesburgh Certification of Excellence and the James T. Neubacher Award.

HB approves holiday event, largest since start of COVID-19

The party and the lights will go on.

In a year turned upside down by a pandemic limiting gatherings and celebrations, the Anna Maria Island Chamber of Commerce is seeking to spread cheer by carrying on with its annual Holiday Open House and Christmas Tree Lighting.

The event will be 5-8 p.m., Friday, Dec. 4, at the chamber office, 5313 Gulf Drive, Holmes Beach.

The celebration will be the first large special event in Holmes Beach since the start of the coronavirus pandemic in March, city administrative accounting specialist Ami Cox said Nov. 23 in a phone call with The Islander. Cox coordinates the city permitting process with Holmes Beach City Mayor Judy Titsworth.

With individually wrapped treats, live music by a CrossPointe Fellowship band and a visit from Santa Claus on his sleigh — courtesy of the Anna Maria Island Privateers — the chamber will maintain a healthy respect for the pandemic and related precautions while bringing cheer, chamber vice president Cathy Pizzo said in a Nov. 24 phone call with The Islander.

Unlike in past years, the business-to-business stroll and business open houses that traditionally followed the tree lighting throughout the downtown area are not happening this year in light of the pandemic.

Approving the chamber’s permit request was a difficult decision, Titsworth told The Islander Nov. 24.

“I wanted to say ‘no’ because they said it was going to be 100 people, but we’re trying to loosen up a bit to support our businesses,” she said. “It’s hard for me to say ‘no’ when our businesses are struggling.”

Titsworth said she turned down all requests for parades in 2020 because they are difficult to control for pandemic precautions.

The virus that causes COVID-19 is mainly airborne with transmission from person-to-person. Public health experts recommend social distancing of at least 6 feet and the wearing of face masks to limit the spread.

The mayor said one reason she approved the chamber permit is the event will be outdoors but with stipulations.

A city mandate requires the wearing of face masks indoors, but Titsworth said she insisted the chamber require everyone to wear a face mask — whether indoors or outdoors — at the event.

In addition to requiring attendees to wear a mask, there will be hand sanitizer available and people will be asked to maintain social distancing.

Also, masks will be available for those who forget their own, Pizzo said.

Chamber staff will be circulating to remind people to wear masks and practice social distancing, Pizzo added.

Another stipulation of the permit is no one may sit on Santa’s lap, Cox said.

The permit was approved for up to 100 people and though Pizzo doesn’t know how many will attend, she said, “We’re just going to do our best to spread cheer.”

The Anna Maria Island Chamber of Commerce is trying to drum up local business.

And Anna Maria’s city commissioners are supporting a campaign to bring travelers to the door.

Commissioners voted 4-0 Nov. 24 to grant the chamber $10,000 for a “passport” program that it hopes will boost business on the island and in the village of Cortez.

Former Commissioner Amy Tripp’s vacant seat had yet to be filled before the vote.

The program involves creating “passports” that list deals at local businesses and nonprofit organizations.

The passports will be given out to people to encourage visits to participating locations to get stamps.

Once a person collects enough stamps, they can collect a T-shirt at the chamber office and enter a raffle for larger prizes.

Chamber members will pay $125 to advertise in the passport, while nonmembers will pay $175.

Dan Alderson, a chamber board member, said they plan to print and distribute 15,000 passports.

Bob Slicker, general manager of the Swordfish Grill in Cortez, spoke as a representative of the chamber at the meeting and told commissioners 23 businesses in Anna Maria had expressed interest in participating.

Chamber president Terri Kinder said the cost of the program among the four communities would include $10,000 from Holmes Beach, as well as $5,000-$7,000 from Bradenton Beach.

James Thompson’s Class X anti-crime bills providing for mandatory sentences for crimes of violence, as well as sponsored the Horse Racing Act of 1976, which revised the administration of horse racing in Illinois, and the No Fault Divorce Act. He also was credited with obtaining the money to construct the Rochelle, Illinois, overpass.

He was appointed chief justice of the Illinois Court of Claims by Thompson in 1979.

He was a member of the Rochelle Grade School Board Dist. 230 1982-84 and practiced law in Rochelle 1973-95.

He was appointed circuit judge in 1995 by the Illinois Supreme Court and was elected circuit judge in 1996.

After retiring as a judge in 2000, he was a member of the Governor’s Commission to Revise and Rewrite The Illinois Criminal Code, the board of the Abraham Lincoln Presidential Library and Museum in Springfield, Illinois, and the faculty at Stetson University College of Law in St. Petersburg.

He also was a certified mediator, arbiter and hearing officer.

Dalton said the remodel will take 10-12 weeks instead of eight. So he is looking forward to planning events in early 2021.

As the kitchen is being rebuilt, in addition to replacing 60% of the appliances, Dalton said a new ventilation system is being installed. In light of the COVID-19 pandemic, that new ventilation system will be upgraded to incorporate air sanitizing.

Person dies in preserve after fall from tower

Anna Maria Nov. 11, Gulf of Mexico, found watercraft. The Manatee County Sheriff’s Office responded to a report of a disabled personal watercraft in the water off Anna Maria. No people were on the craft or in the water. The MCSO reported the lost/abandoned vessel to the U.S. Coast Guard.

Nov. 23, 700 block of Holly Road, noise. The MCSO responded to a complaint about noise. The deputy who answered the call issued a citation.

Nov. 23, 100 block of Park Avenue, noise. The MCSO responded to a complaint about a party with loud music. A citation was issued.

The Manatee County Sheriff’s Office polices Anna Maria.

Bradenton Beach Nov. 23, Coquina Beach, 2650 Gulf Drive, found person. A person called the Manatee County Sheriff’s Office to report they found an unattended 4-year-old boy walking on the beach. The caller said she stopped the boy and waited for law enforcement to arrive, but the child’s mother returned before officers arrived.

Holmes Beach Nov. 18, 4000 block of Sixth Avenue, violation of probation, failure to wear seat belt. A Holmes Beach police officer observed a vehicle with the driver and front-seat passenger not wearing seat belts. Upon contact, the officer determined the driver was not carrying a driver’s license and, therefore, in violation of a probation order. The driver was arrested and transported to the Manatee County jail.

Nov. 21, 3900 block of East Bay Drive, marijuana, motor vehicle violations. An officer observed a motorist driving erratically. Upon contact with the driver,

A person died Nov. 25 after falling from a lookout tower in Robinson Preserve in northwest Bradenton.

The Manatee County Sheriff’s Office was investigating, but the death was being ruled a suicide, according to the MCSO. First responders — the MCSO and Manatee County Emergency Medical Services — were dispatched to the preserve at about 3 p.m. Nov. 25, the day before Thanksgiving.

The individual who fell had died before EMS arrived to the preserve, 1704 99th St. NW, Bradenton, which is operated by the Manatee County Parks and Natural Resources Department.

The MCSO interviewed witnesses and closed the area around the 40-foot tower until sometime later Nov. 26.

Authorities reminded people that the National Suicide Prevention Lifeline at 800-273-8255 is open 24 hours a day.

Also, people with access to a computer can Google “help” and connect to the hotline via chat. the officer smelled marijuana. The driver handed the officer a marijuana cigarette wrapped in what was described as a hemp cone. The driver was issued a notice to appear for possession of less than 20 grams of marijuana and the illegal drug was seized. The driver was cited for three motor vehicle infractions and released.

Nov. 22, 3100 block of Gulf Drive, marijuana, motor vehicle violations. An officer observed a motorist fail to stop at a flashing red signal. Upon making contact with the driver, the officer observed an odor of marijuana. In addition to admitting to having about a gram of marijuana, the driver acknowledged having neither a driver’s license nor registration in the vehicle. The driver was issued an ordinance violation for possession of less than 20 grams of cannabis and a citation for failing to stop at a flashing red signal.

Investigation continues after child struck by vehicle

The Florida Highway Patrol continued to investigate more than a week after a 9-year-old boy was struck by a vehicle Nov. 22 at the intersection of Gulf Drive and Palm Avenue in Anna Maria.

The child was flown by BayFlight to Johns Hopkins All Children’s Hospital in St. Petersburg.

“The child darted in front of the path of the vehicle,” FHP Troop-F public affairs officer Lt. Greg S. Bueno wrote in a Nov. 28 email to The Islander.

Bueno said the investigation report had not been completed as of Islander press time Nov. 30.

The 911 call reporting the incident was received at 8:44 p.m. Nov. 22, West Manatee Fire Rescue Battalion Chief Jay Johnson said in a phone interview.

Though the child was conscious at the scene, “he had significant abrasions all over his body and a large bruise on his forehead,” triggering state trauma protocol that he be airlifted to the hospital, Johnson said.

Hospital public information officer Ray Adams said Nov. 29 there was no information available regarding the child.

Manatee County Sheriff’s Office public affairs officer Randy Warren said Nov. 23 deputies in Anna Maria had no information to add, he said.

Trespassing results in Bradenton Beach arrests

Bradenton Beach police arrested Bradenton residents Brandon Scott, 20, and a 15-year-old male, Nov. 20 at the Tortuga Inn, 1325 Gulf Drive N., for trespassing while possessing a firearm.

Two officers from the BBPD responded to a report that two people broke into a locked area outdoors and were sleeping on lounge chairs.

The officers woke the suspects and asked to pat down the 15-year-old, and found a firearm in his fanny pack. They also searched Brandon Scott and found property from the inn reported missing or stolen Nov. 20.

The 15-year-old, who also was listed as a missing person, was transported to the Manatee Regional Detention Center.

Brandon Scott was charged with two felonies for trespassing while armed and carrying an unlicensed concealed weapon.

He was transported to the Manatee County jail, where he remained in custody Nov. 24.

Chamber accepting apps for Trolley-Giving Back grants The Anna Maria Island Chamber of Commerce is accepting grant applications for Save the Trolley money.

The application process will close Friday, Dec. 11.

Each year, the chamber awards grants of differing amounts to nonprofits with Anna Maria Island connections.

The money comes from revenues generated by advertising on the island trolleys operated by Manatee County Area Transit.

The chamber and island businesses had rallied years ago to raise money with advertising on the trolleys to keep them operating and fare-free.

Over the years, the chamber reported an excess of revenue from the campaign, which the organization began dispensing through the Save the Trolley-Giving Back campaign benefiting nonprofits.

The next round of grants will be awarded in January 2021.

By Dec. 11, nonprofits can request money by completing applications at annamariaislandchamber.org.

Chamber plans member lunch The Anna Maria Island Chamber of Commerce will hold a member lunch at 11:30 a.m. Thursday, Dec. 11, at IMG Academy Golf Club, 4350 El Conquistador Parkway, Bradenton.

2020 Atlantic hurricane season winds into the record books

The 2020 Atlantic hurricane season ended Nov. 30, with a record-breaking 30 named storms and 12 landfalling storms in the continental United States.

While season concluded Nov. 30, tropical storms may continue to develop past that day and emergency management officials at the county, state and federal levels encouraged preparedness.

The seasonal hurricane outlook from the National Oceanic and Atmospheric Administration accurately predicted a high likelihood of an above-normal season with a strong possibility of it being extremely active.

In total, the 2020 season produced 30 named storms â&#x20AC;&#x201D; with top winds of 39 mph or greater.

Thirteen of those storms became hurricanes, with top winds of 74 mph or greater, including six major hurricanes with top winds of 111 mph or greater.

The 2020 season, with the most storms on record, surpassed the 28 storms in 2005.

U.S. Secretary of Commerce Wilbur Ross, in a news release, called the season relentless, and thatâ&#x20AC;&#x2122;s likely how residents of the northern Gulf states, the Caribbean and Central America experienced the season.

On Anna Maria Island, multiple storms passing in the Gulf of Mexico roughed up waters, disrupting and delaying beach renourishment work and one storm, Tropical Storm Eta Nov. 11-12, was a factor in a death, caused by electrocution, as well as flooding, beach erosion and minor wind damage.

The season got off to an early and rapid pace with a record nine named storms May through July, and then exhausted the 21-name Atlantic list when Tropical Storm Wilfred formed Sept. 18.

For only the second time in history, the Greek alphabet was used for the remainder of the season, extending through the ninth name on the list, Iota. â&#x20AC;&#x153;The 2020 Atlantic hurricane season ramped up quickly and broke records across the board,â&#x20AC;? Neil Jacobs, acting NOAA administrator, said in a statement.

The season was the fifth consecutive one with an above-normal activity and there have been 18 abovenormal seasons out of the past 26.

This increased hurricane activity was attributed to the warm phase of the Atlantic Multi-Decadal Oscillation â&#x20AC;&#x201D; which began in 1995 â&#x20AC;&#x201D; and has favored more, stronger and longer-lasting storms since that time.

Such active eras for Atlantic hurricanes have historically lasted 25-40 years.

NOAAâ&#x20AC;&#x2122;s GOES-16 satellite took an image Sept. 14 showing five tropical systems spinning at one time in the Atlantic basin: Hurricane Sally in the Gulf of Mexico, Hurricane Paulette east of the Carolinas, the remnants of Tropical Storm Rene in the central Atlantic and Tropical Storms Teddy and Vicky in the eastern Atlantic. An average season has 12 named storms, six hurricanes and three major hurricanes. â&#x20AC;&#x153;As we correctly predicted, an interrelated set of atmospheric and oceanic conditions linked to the warm AMO were again present this year,â&#x20AC;? said Gerry Bell, lead seasonal hurricane forecaster at NOAAâ&#x20AC;&#x2122;s Climate Prediction Center. â&#x20AC;&#x153;These included warmer-than-average Atlantic sea surface temperatures and a stronger west African monsoon, along with much weaker vertical wind shear and wind patterns coming off of Africa that were more favorable for storm development.â&#x20AC;?

Belle continued, â&#x20AC;&#x153;These conditions, combined with La Nina, helped make this record-breaking, extremely active hurricane season possible.â&#x20AC;?

This historic hurricane season also saw record water levels in several locations, including the Gulf Coast, where Hurricane Sally brought the highest observed water levels since Hurricane Katrina in

Additionally, three hurricanes â&#x20AC;&#x201D; Isaias, Laura and Sally â&#x20AC;&#x201D; passed within range of NOAAâ&#x20AC;&#x2122;s hurricane ocean gliders, capturing data below the storms, while hurricane hunter planes captured atmospheric data above.

The 2021 hurricane season will officially begin June 1.

The first seasonal outlooks will be released in April and May.

The initial orbit of Sentinel-6 Michael Freilich is about 12.5 miles lower than its ultimate operational orbit of 830 miles.

In less than a month, the satellite will receive commands to raise its orbit and then scientists and engineers will spend about a year cross-calibrating data before Sentinel-6 Michael Freilich takes over as the primary sea level satellite. â&#x20AC;&#x153;The data from this satellite, which is so critical for climate monitoring and weather forecasting, will be of unprecedented accuracy,â&#x20AC;? signal and initial reports showed the spacecraft in good health, according to NASA. The satellite was to undergo a series of checks and calibrations before collecting science data in a few months.

The spacecraft is named for Michael Freilich, who died in August. He was a former director at NASA who was a leading figure in advancing ocean observations from space. â&#x20AC;&#x153;Climate change and sea level rise know no national borders and he championed international collaboration to confront the challenge,â&#x20AC;? said Josef Aschbacher of the European Space Agency. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s fitting that a satellite in his name will continue the gold standard of sea level measurements for the next half-decade.â&#x20AC;?

A Longboat Key Landmark

A SpaceX Falcon 9 rocket went soaring Nov. 21.

The rocket launched not from Floridaâ&#x20AC;&#x2122;s Space Coast but from the Space Launch Complex at Vandenberg Air Force Base in California.

Still, the launch caught attention in Florida, as the rocket carried a satellite built to monitor changes in sea levels, which impact the environment and economy and ways of life.

Anna Maria Island and the greater Tampa Bay region likely will experiNeff ence a sea level rise of 1.9 feet to 8.5 feet by the year 2100, according to the Tampa Bay Climate Science Advisory Panel.

The wide variation depends on acceleration of climate change and greenhouse gas emissions, thermal ocean expansion and melting ice sheets.

The new satellite will help measure change, so we know better the rate of rising seas and either can correct our ways or prepare for the impact.

About the size of a small pickup truck, the Sentinel-6 Michael Freilich will extend a nearly 30-year continuous dataset on sea level collected by existing satellites, as well as enhance weather forecasts and provide information on large-scale ocean currents. â&#x20AC;&#x153;The Earth is changing,â&#x20AC;? observed Karen St. Germain, director of the Earth Science Division of NASA. â&#x20AC;&#x153;And this satellite will help deepen our understanding of how.â&#x20AC;? â&#x20AC;&#x153;The changing Earth processes are affecting sea level globally, but the impact on local communities varies widely. International collaboration is critical to both understanding these changes and informing coastal communities around the world,â&#x20AC;? Germain said in a statement that coincided with the launch.

After arriving in orbit, the spacecraft separated from the rocketâ&#x20AC;&#x2122;s second stage and unfolded a twin set of solar arrays.

Key Royale golf, horseshoes lead the week of sports

The Key Royale Club hosted a “Welcome Back Scramble” Nov. 21 for returning winter friends, with 59 members teed up for the match.

First place went to the team of Nelson Eagle, Larry Pippel and Steve Vasbinder who combined for a 2-underpar 30.

The team of Brian Comer, Andi Sala, Bill Shuman and Kurt Snouffer cassidy matched the even-par 32 carded by Sharon and Terry Tarras, Lori Waggoner and Debi Wohlers to tie for second place.

Other notables in the challenge were Debi Wohlers, who nearly sank her tee shot on the eighth hole to win the women’s closest-to-the-pin honors at 14 inches, and Tom Solosky, who won for the men with a shot that landed within 16 feet of the pin.

Anne Hitchen won the women’s straightest drive contest while Nelson Eagle captured the men’s division.

Following the match, members enjoyed refreshments and snacks under the club’s new awnings.

Regular golf action resumed Nov. 23 with the men’s nine-hole modified-Stableford system match that saw Ron Hulbers and John Kolojeski both card plus-5s in a tie for first place.

Hulbers also was part of the winning team of Jon Holcomb, Terry Schaefer and Steve Vasbinder.

The women were out Nov. 24 for a nine-hole individual-low-net match in four flights.

Jenny Hulbers fired a 4-under-par 28 to run away with first place in Flight A by four shots over secondplace finisher Roxanne Koche.

Pam Alvord’s 1-over-par 33 gave her first place in Flight B by a stroke over Barb Harrold.

Peggy Clauhs took first place in Flight C with a 5-over-par 38, earning a two-stroke victory over Janet Razze, Ann Hitchen and Marilyn Manzur.

The men closed out the club action for the week Nov. 25 with a nine-hole scramble. The team of Ken Butler, Tim Donner, Tom Solosky and Joe Tynan combined on an 8-under-par 24 to grab clubhouse bragging rights for the day.

The team of Gerry Dahl, Jon Holcomb, Betsy Meyer and Ken Nagengast matched the 3-under-par 29 carded by Gary Alvord, Mike Clements, Art McMillan and Ron Vandeman to finish in a tie for second.

The Nov. 28 games saw another three-team playoff, with Neil Hennessey getting the bye. Lee was back in the playoff, this time teaming up with Jerry Disbrow to defeat Sofran and Rod Bussey 23-20 for the advance to the finals. Lee and Disbrow then easily dispatched Hennessey 23-5 to win the day’s proceedings.

Play gets underway at 9 a.m. Wednesdays and Saturdays at the Anna Maria pits. Warmups begin at 8:45 a.m. followed by random team selection.

There is no charge to play and everyone is welcome.

Horseshoe news Three teams emerged from pool play during Nov. 25 horseshoe action at the Anna Maria City Hall horseshoe pits and settled things in a playoff.

The team of Tim Sofran and Gary Howcroft drew the lucky bye into the finals and watched as Bob Lee and Bob Hawks sprinted past the walker, Bob Mason, by a 21-5 score to advance to the championship game.

Lee and Hawks stayed hot in the final, cruising to a 22-13 victory and earning the day’s bragging rights.

Youth football league set to compete The Center of Anna Maria Island is planning the season of flag football league for players ages 4-17.

Games will be played Tuesday nights, with an occasional Wednesday night matchup.

Players will compete by ages in three divisions, including 6-9, 10-13 and 14-17.

The season will kick off with Spirit Day Dec. 15, while the regular season will get going Jan. 5, after the winter holidays.

Anna Maria Island mourns loss of local fisherman, surfer By capt. Danny Stasny Islander Reporter

The fishing community of Anna Maria Island was rocked by the death Nov. 19 of our dear friend, Michael “Sol Man” Steach.

Mike was a true “islander.”

He was an excellent fisherman and mostly plied his living from the water, and was an avid surfer as well.

He was an entertaining character Stasny to be acquainted with and to have as a friend. There was never a dull moment with Sol. He had an animated aura.

Being energetic and overly passionate about whatever he was talking about, conversations with him often could take you on a roller coaster ride.

And when he was talking, he spoke with his own lingo to the point where, if you didn’t know him, you might have struggled to understand the language and what he was talking about.

His special references to fishing surely made his conversations intriguing, although you had to have a trained ear to reap the benefits. He knew where the fish were most of the time and was willing to give up a little information as long as you were willing to listen to him rant.

And, boy, could he rant.

I remember the colorful references he used when talking fishing. He referred to sheepshead as “skull,” mullet were “mule,” flounder were “flatties” and mangrove snapper were “mangs.”

When targeting kingfish, he would say “the king and I.” When the fishing was excellent it was the “mecca.”

And, if the fish were schooled up tight, it was “the meat.”

He freely used the F-word, liberally adding it numerous times in a sentence to emphasize the importance of what he was saying and, all the while, dramatically waving his arms.

I became acquainted with Sol Man when I worked at Island Discount Tackle. Sol would come by the store to talk fishing. I loved when he came into the shop and tried to explain to the tourists how to fish the island.

He’d walk in wearing only a pair of boardshorts, a hat and Costa Del Mar shades and carrying his fishing

rod. Usually his bare feet were covered in beach sand, which he tracked all over the shop, but he also clumped about in white “captain boots.” A fishing tradition. He looked a true local and lived the part.

And the tourists noticed. They’d ask him questions about how to fish and he entertained.

You see, if you knew Sol Man, you knew he had quite a disdain for adults who didn’t know how to fish.

He took offense to fishing ignorance.

Fishing was common sense to him. So tourists would ask him questions and he would help them. But, he wasn’t afraid to let his disdain show.

I don’t know how many times I thought to myself, “I would have punched him had he said that to me.”

But, oh no, the tourists loved the abuse. It was like they saw him as an attraction. They’d get roasted and they’d love it. Plus, he’d give them ample good bits of information, which seemed to take away the sting of the insults.

He followed the same MO throughout his daily travels. I can’t tell you how many times I would have clients on my charter boat who would start talking about having an encounter with a local guy while they

were fishing on the beach.

“Boy, he talked our ears off,” they would say.

“He’s quite an interesting fellow. And a good fisherman.”

Yeah, Sol loved fishing off the beach. Pompano and flounder were his specialties and he’d hit the summer snook hard on the beach. He would ride his beach cruiser down the shore and jig for pompano all morning. And if he wasn’t jigging for pompano, he was jigging for flounder — or hooking big snook.

And it you didn’t encounter him on the beach or at the tackle shop, you might have bought bait from him at the M&M Bait Co. bait barge over by Kingfish Boat Ramp. He was there selling shiners many mornings.

And many times I would motor over to the bait barge before my charters just to sit around and BS with Sol. We had a lot of introspective conversations about fishing and whatever else was happening on the island.

Most of all I miss the days when Sol would ride his bike by the Waterline Marina and stop to hang out while I was cleaning the boat after one of my charters.

Sometimes we’d sit there for an hour talking about the local fishing gossip of who’s catching what and where to find fish.

I’d tell him about my own fishing experiences that day and he would have some suggestion or technique I should have used. He was a plethora of information when it came to fishing. And sometimes I think he was the same about life, too.

Living on the island was the only way for Sol. Whether he was out stone crabbing or commercial fishing or selling bait for the M&M Bait Co., his life was on the water.

And when he wasn’t on the water earning a living, he was out there anyway — fishing and surfing were his favorite pastimes.

And now that I’m crying, I’m going to sum this up.

Mike, we’ll always love you and you’ll never be forgotten. You were a staple on the island and we are at a loss in your absence. You were well liked in the fishing community and by many others. The island will never be the same without you.

Thank you for being my friend, I’ll miss you.

Rest easy, cap’n.
