CONFUSION OVER KENNET WATER EXTRACTION AT RAMSBURY

Q

uestions are being asked as to why Thames Water did not notify all affected Kennet River users about a proposed major extraction at Ramsbury. Mr Tony Linton, Customer Services Manager for Optimise, the company reportedly handling notices for the extraction told The Adviser 1100 letters were sent to Ramsbury residents with advice of a meeting in Ramsbury Church Hall last Friday at which engineers would be available to explain

the scheme. About a dozen people attended the meeting to hear plans for Thames Water to step up extraction in the village for the area as far as Oxford. The news came amid concern by river users at the low level of the Kennet River from which large volumes of water are already being extracted.

RECOLLECTIONS OF AN

EXCITING LIFE

MY SADDEST DISCLOSURE

W

hile lunching in Rules Restaurant in London, in 1973, my table was approached by a short, plump, bespectacled figure who announced ‘It is exactly 2.30 and I am now returning to my office. I thought you would like to know that’. He bowed and then departed. ‘Who was that?’ asked my guest – a shooting friend. ‘That was Sir Maurice Oldfield, Chief of the British Secret Intelligence Service, MI6’, I replied. ‘He has a rum sense of humour’. I doubt that my friend believed me but it was true. Maurice and I had become friends and he leaked information to me when it suited. Occasionally, we lunched or dined together and sometimes met socially so my wife also knew him. As he was a confirmed bachelor, she and other women who knew him wondered about his private life and had decided that he was just a neuter. In October 1975, the IRA hung a bomb in a hold-all on the railings below Oldfield’s London flat. It was spotted by an astute policeman and defused. Scotland Yard then provided protection officers. In 1978 he retired from MI6 but, a year later, gallantly obliged the Prime Minister, Margaret Thatcher, (to whom I had introduced him) by moving to Northern Ireland as Co-ordinator between the Royal Ulster Constabulary and the Army. Soon, there were rumours there that he was an active homosexual and two authors mentioned it is a book they had submitted to the publishing company Sidgwick and Jackson. If true, the news was alarming because homosexuality was then banned for all intelligence and security staff as it made them blackmailable by the KGB. When MI6 officers were vetted and, routinely, re-vetted, they were specifically asked if they were homosexual. As Sidgwick and Jackson was also my publisher I was asked to read the book and check on its accuracy. So I consulted Oldfield’s successor at MI6, Sir Arthur (Dickie) Franks, who told me that he had investigated the ‘rumours’ but had failed to prove them . I advised Sidgwick and Jackson to reject the book and it was never published.

Meanwhile, in Scotland Yard, there had been mounting concern for many months about the type of people who had been seen by the protection officers visiting Oldfield’s flat while he had still been head of MI6, The caretaker and porters there were interviewed and confirmed that the visitors included waiters and other who were traced and proved to be male prostitutes. Eventually the Metropolitan Commissioner, Sir David McNee, felt it his duty to report the findings to the Home Secretary, William Whitelaw, who informed the Attorney General, Sir Michael Havers, and Mrs Thatcher, who was deeply shocked. When interrogated by Havers, Oldfield confessed, admitting that he had lied at his vettings. In return for a promise to curb his behaviour, he was allowed to complete his Northern Ireland job and all was hushed up. He then became seriously ill and died in 1981. A few years later, when I had retired from Fleet Street, McNee told me the whole story which was confirmed by Havers. When I told them that I was writing a book about the causes of treachery, which included the threat of blackmail, they urged me to include the Oldfield story. The book had a chapter on The Homo-sex Factor and I agreed that it would be professionally dishonest to exclude the Oldfield case just because he had been a friend. So, there was a brief mention which was taken up by the media when the book, called Traitors, appeared in 1987. Friends of Oldfield rallied to deny the story and berate me but Mrs Thatcher confirmed it in Parliament. The newspapers then featured it on their front pages with lurid headlines which gave me cause for deep regret.

he Royal British Legion Club in Hungerford has a spacious function room which is available to hire for company meetings and seminars, lunches, parties and other social events. There is a small stage with lighting and the room has its own private bar where prices are very competitive. JOHN O’GAUNT RESULTS 2011

GCSE

For the second year in a row, students at John O’Gaunt have been celebrating following their GCSE results. 74% of the students achieved 5A*-C, with 47% including English and maths. Headteacher, Neil Spurdell, commented that he was very pleased to have passed 70% 5A*-C for the second successive year and also highlighted that it was the first time ever that 100% of the students achieved 5A*-G. “This shows that the school is sustaining its levels of achievement, but I am particularly pleased that the bar has been raised in terms of the proportion of students achieving the very highest grades.” Star performers were Becky Horne with 12 A*/A grades and Beth Burkitt with 11A*/A grades, closely followed by Hazel Smith and Melissa Tredinnick on 10 and Holly McMordie on 8. “Following good success in our A levels last week and the strong GCSE performance from 2010, the school is demonstrating a consistent level of performance with the last two years’ results being the best two on record for the school. ungerford citizens were adversely affected along with businesses in the recent Hungerford gas work Cr Roger Thompson emphasised at the last Hungerford Town Council meeting. The mayor Cr Martin Crane said he had written to the contractors seeking town compensation. He said the contrators had won a service award last year. It is believed a number of business owners are privately seeking compensation for alleged loss of business.

Students at John O’Gaunt Community Technology College were celebrating after the school recorded its best ever A’ level results. For the first time ever, 100% of the students passed at A2 with 24% achieving grades A and A*. Amongst them was student Connie Tuttle who gained 2 A* and 2 A grades plus a distinction in Btec forensic science, a two-year course which she completed in just one year. Connie is now off to Cambridge University to study Philosophy, Politics and Economics. Headteacher, Neil Spurdell commented, “I am delighted that all of the students passed for the first time this year, which is no mean feat, and particularly pleased that many of them met or surpassed their target grades and are now off to their chosen university. The proportion of grades at the top end is also something we can be very proud of.” There were also some special performances at AS, with Michael Smart’s 4 A grades and Brandon Soutter’s 3 As and a B standing out.

SPRING AND SUMMER IN FREEMAN’S MARSH

J

ust a few days ago the birds nesting season has once again come to an end. That is for most species of our wild birds but I see that the Wood Pigeons are still at it hoping for just one more fertile clutch of two white eggs. The unusually dry spring and summer months have been good for the birds’ fertility, the hatchability of the eggs and rearing of the fledglings. Freeman’s Marsh will have succeeded with new generations of wild birds this year.

NEW BANK SIDE VEGETATION

Since the work of re-instatement of the banks and dredging of the canal we are beginning to see the establishment of the new bank side vegetation. Reed and rush are now very obvious and Meadow Sweet and Rosebay Willow Herb will soon be in bloom for the first time and other plants will follow. This new shelter will benefit the water living species by giving shelter and a haven for insect life which will end up in the water to feed the fish and the non invertebrates from now on. The fishermen will also share in the benefits as there will be more and bigger fish in the canal and a screen between them on the Towpath and the water while fishing.

WATER VOLE POPULATION INCREASING

A recent survey was carried out on the Water Vole population to check what the effects of the canal engineering work. There was good news that the numbers were increasing despite the winter work on the banks and their homes. This was most satisfactory as the Water Vole is an endangered species. Since the fencing of the rivers and canal which now allows the natural waterside vegetation to grow unhindered by grazing cattle the water voles are less easy to spot as there is so much more cover for them. For the future they have a much superior and larger habitat and it follows a better chance to thrive.

To date there have been 14 guided walks and talks around Freeman’s Marsh with 344 people joining the groups and it is good to report of so many interested folk have attended from here and outlying towns and villages. There is an autumn programme so watch out for the programme on the website www.townandmanor.co.uk We are grateful to all those dog owners who have supported the initiative to only walk dogs on the SSSI on the lead during the Ground Birds Nesting Season.

POOR BEHAVIOUR AND VANDALISM

Also, thanks to the 30 or so volunteers who have recorded and reported inappropriate behaviour and vandalism in the Marsh this year. We have now built a good communication link with both the Overseers, West Berks Council Countryside and Environment Dept, Environment Agency and our local police. This gives us support for any occurrence. That said I am reminded that there were 3 new gates stolen last year and the new pedestrian gate at the Marsh Lane entrance had its springs and hinges removed one night but the gate was not stolen. Early next morning Jim Scarlett had it repaired and back in working order now with lockable bolts.

RIVERS SHORT OF WATER

The rivers are now so short of water and summer rain will not replenish the aquifers. But due to extraordinary the low rainfall, I am told we are 15 inches short, this half our annual average, I guess that we should be grateful that the rivers still actually flow. The Water Keeper Rob Starr manages the hatches and he knows what to do for the best. It was a good job the hatches were rebuilt last spring and also the canal was narrowed and now uses much less water.

MAKE GOOD USE OF THE MARSH

There are good autumn months to look forward to and hope for more rain to bring back more normal river levels and plant life so do make good use of the marsh and enjoy not only the walk but also the rare and special habitat for plants, animals birds and river life.
