Letter To The Editor: - HUNGERFORD BY-PASS: “FAILING TO PLAN MEANS PLANNING TO FAIL”

S

ir – Recent correspondence over a Hungerford by-pass suggests a possible improvement to how the Town Plan itself is developed. Perhaps local pressure groups could be encouraged to formulate their specific concerns during final drafting so they can be recorded within an appendix? This register of concerns could then inform HTC’s implementation of the Plan, respecting the wishes of the majority whilst recognising any minority views. In the specific case of a bypass the commissioning of a transport study would allow a better understanding of the impact of any proposed changes to routes or parking arrangements. Pedestrian surveys would identify the preferences of shoppers, residents and tourists, permitting an integrated approach to the development of a traffic management improvement plan. If all interested parties were involved in the studies the outcome is likely to be more positively received by all. Whilst the fees of a

transport consultancy may be beyond HTC’s budget, a University might seize the opportunity as part of its undergraduate and post graduate training programme – at considerably less cost. The Town Plan is a worthy document and deserves the active and united support of all Hungerfordians and their representatives. BURMA AT HUNGERFORD

W

ith a family connection, daughter in law – Win Min King, it followed that Annabel King, President of Hungerford Rotary Club, supported by her Rotarians, should host a Burmese evening. Seventy guests gathered at Hungerford’s Croft Hall, which was transformed into a Burmese temple to enjoy some spectacular Burmese dance routines including the celebration of the water festival and a live! puppet dance. Doctor Hla Thin , a retired doctor from Enfield, gave an account of his medical, charitable work in a remote village in Burma and the proceeds of the evening, expected to be in the region of £1930 will be donated by Rotary to support his work improving living conditions for the villagers who are mainly farm workers and brick makers. An authentic Burmese meal prepared by Win Min King and Tin Tin Aye added to the theme of the evening and ensured a delightful event. -Ron Rowland

ver 70 members of the Hungerford Historical Association heard an excellent talk from the Technical Historian of the AWE, Kate Pyne, on the history of the AWE over the years. In a very well-illustrated talk she traced the history of Britain’s atomic and nuclear weapons and their very close links with Aldermaston. A very positive case was made for the retention, by the UK, of these weapons. The next meeting of the Association will be on Wednesday, 28th May at 7.30pm in the Hungerford Corn Exchange, when volunteers from the Museum of English Rural Life at the University of Reading will give a presentation on the Swing Riots of 1830 when the agricultural workers from Hungerford rioted in an attempt to improve their living conditions. -Shelagh Perry.

n Monday, 28 April 2014, Ian Morgan of the Co-operative wrote to the mayor of Hungerford Cr Martin Crane “to confirm that the repairs programme planned for Queen Anne House will commence on 19th May, for a duration of 10 weeks. The programmed completion date will be the 25th July. The appointed contractor is Property Facilities Group, based in Covenant Garden, London. Watts Group Plc will be acting on the Co-operative Group’s behalf as consultant building surveyors, contract administrators and CDMC (Health and Safety advisors). Watts have delegated authority to manage the project to ensure it is delivered to programme, within budget, in line with current building standards and legislation whilst ensuring health and safety is high on the agenda. ANNUAL PARISH MEETING An opportunity to have a say about parking was not enough to entice Marlborough residents to the Annual Parish Meeting on a wet April Monday night. A small audience listened to Mayor Guy Loosmore as he gave a comprehensive review of the Town Council’s year and highlighted plans for 2014-15 (all reported throughout the year in The Adviser). Chairs of the various committees gave short presentations and all praised the work of the town clerk, office staff, grounds staff and caretakers. In response to questions from the audience, the mayor and councillors gave assurance that there would be a proper study of the need for a railway line to the town; that there would be a public, open forum on plans for Stonebridge Meadow (scheduled for 21 June in town hall); that the Common was for everyone and permanent football pitches were not going to be a feature and that they were doing all possible to engage the town’s young people, including the recently formed Youth Council. Some concerns, such as pavements and lighting, are not within the town council’s remit, but would be forwarded to Wilts Council. Councillors agreed that they need to work harder to find ways to involve and interest residents in town matters and the mayor asked that people come forward to discuss issues, face to face. BUS FIRE DRAMA IN HIGH STREET

T

he dramatic bus fire on Marlborough High Street on Monday morning caused problems not only on the High Street, but also in the River Kennet. All the drains from the High Street run directly to the River Kennet with no cleaning process in between. The diesel from the damaged bus flowed straight to the river, causing a rainbow film across the water all the way downstream to beyond Pelham Court. Riverside resident Val Compton said ‘The fumes from the diesel were overwhelming, and the whole river was covered with a film of oil - even four hours later fuel was still coming out from the drains and into the river’. Action for the River Kennet is discussing with the Environment Agency whether there is a role for local volunteers to deploy oil-absorbent booms around drain outfalls to contain spills from the High Street in future.
