COUNCIL COMMITTEE SEEKS BETTER WEST BERKSHIRE COUNCIL LIAISON

H

ungerford Town Council’s highways and transport committee will ask the town council to write to West Berks Council seeking a clear schedule of road and gasworks in central Hungerford and when they will take place. The committee will also seek a weekly update on the works which have been blamed for traffic congestion and loss of trade. Monday’s committee meeting heard that little or no communication had been received from West Berks Council on the works and their likely impact on Hungerford. A report will also be sought on the likely impact of delayed canal footbridge work on the annual Hungerford Extravaganza in December. Cr Angus Campbell asked the meeting why the council had not received visible information and he warned that the situation should not be allowed to recurr. The works were at one early stage said to be running until July 4 but Monday’s meeting was told they could continue for another eight to 10 weeks. (cont on page 11)

HUNGERFORD SET TO BLOOM

ungerford is really set to bloom for HADCAF in July. There will be many new floral troughs and baskets in the streets. Judges have been appointed for the various categories in the Bloom competition and judging of the allotments will be on July 15.

SAD SELF-DESTRUCTOR

he other day I picked up a novel, called Ralph, which has lain for more than 20 years in one of our loos. It is inscribed ‘To my dear friend and master Harry Chapman Pincher with warmest regards, John Stonehouse. 16 April 1982’. The cover carries a photograph of the handsome and charismatic author and states that he was an MP for 19 years, joined the Labour Government in 1964 and served as Minister of Aviation, Minister of Technology and Minister of Posts and Telecommunications. It does not state that he had served a prison sentence for fraud. Nor does it state that he had been a Soviet Bloc spy as ‘his dear friend and master’ was, eventually, able to establish. There are various reasons why talented men are prepared to betray their country. With Stonehouse it was purely for money. I first met him at a rather grand country house where his behaviour made it obvious that he greatly envied the life-style of the owner. We then met regularly and he became a useful source of political ‘leaks’ to me, especially when he was Aviation Minister In July 1969, Josef Frolik, a Czech intelligence officer, defected to the CIA and claimed that Stonehouse had been recruited by sexual entrapment, followed by blackmail threats, while visiting Prague in 1957 and had been on the pay-roll ever since. The CIA informed MI5 which warned the Prime Minister, Harold Wilson, who was horrified by the political impact of such an exposure. In 1964 Wilson had forbidden any surveillance of MPs by MI5. He declined to let MI5 investigate Stonehouse and assured Parliament that Frolik’s allegations, which had leaked to the media, were unfounded. Stonehouse remained in office for another year. After founding a bank and other businesses which all collapsed, Stonehouse faked his suicide by drowning in 1974 by leaving his clothes on a Miami beach and fled to Australia. There, he called himself Muldoon, setting up a bank

account in that name, but was soon identified following an unforeseeable twist of fate. The world was looking for a missing murder suspect – Lord Lucan, whose disappearance from London had caused a sensation which has never been resolved. The Australian police thought that Muldoon was Lucan, questioned him and discovered the truth. Stonehouse was eventually extradited and convicted. As I had written to him in prison, he asked me to lunch at a London restaurant on his release when I tried to question him about the Czech intelligence claims. ‘Why don’t we both go the States and interview Joe Frolik?’ he asked, with a smile, clearly indicating that he had known him as ‘Joe’. He wrote three books then died from heart problems in 1988, aged 62. In Jan 2006, having secured new information. I published evidence that Stonehouse had been a spy and, while Aviation Minister, had provided the KGB with details of the Concorde supersonic airliner which enabled the Russians to build a replica, inevitably known in the West as the Concordski. I was then invited by the Mail on Sunday to visit Prague to try to induce Czech Intelligence to release Stonehouse’s file. I declined, knowing that they would refuse to do so, but the enterprising paper made inquiries and found someone who had a microfiche copy of the file – all 1000 pages of it. They showed that he had been code-named Kola, then Twister, and would meet a Czech contact in a London street and hand over information, receiving money in exchange. He was the first proven traitor inside any British Government. A sad story of a talented man driven to self-destruction by greed.

FREEMAN’S MARSH – RARE BIRDS AND GROUND BIRD NESTING SEASON 2011

t is three years now since the Town and Manor of Hungerford started implementing the Conservation Plan drawn up with Natural England to save and protect Freemans Marsh. Over the last few years the marsh has changed. A lot of work has been carried out such as fencing, scrub bashing and changes in management such reducing the number of cattle grazing the marsh. The big question is have the biodiversity losses been reversed? The signs are certainly encouraging. Fencing the river has kept the cattle out which has allowed the water cress to flourish. This has provided habitat for a myriad of insects in the River Dun, such as shrimp and caddis which kept a rare bird visiting the marsh well fed in the winter. A Glossy Ibis caused great excitement, as the last recorded Ibis in Berkshire was logged 217 years ago in 1793. Arguably the fencing created a safe haven for the bird away from dogs, and it became relatively tame before it moved away. Water voles – Britain’s most endangered mammal, are far more frequent to the marsh now and this is due to the increase in habitat needed for burrows and feeding. The fencing is protecting the river banks and vegetation from the cattle and erosion. The Town & Manor of Hungerford are reminding visitors to the marsh to continue to help protect birds by keeping their dogs on a lead during the bird ground nesting season 1 March – 31 July. The area for this is restricted to the land between the A4 Bath Road and the canal. On the other side between the canal and the railway, dog owners are welcome to exercise their dogs off lead all year round. Sally Wallington, Access and Education Officer said “This is still a crucial time of year for wildlife and the marsh is a great place to take your dog. However Freeman’s Marsh is home to vulnerable ground nesting birds such as snipe, skylark, and moorhens. They try to lay their eggs and raise their chicks in the grass. Birds are instinctively scared of all dogs and see them as predators – even friendly ones that wouldn’t attack or chase anything. A mother bird will leave its nest just because a dog is nearby, even if it’s just sniffing, looking for a ball or playing. When the mother bird flies away, even for a short time, the eggs and chicks can die because they get cold. Please continue to help us for the rest of the season. We have the habitat for these birds to breed which they could if we can keep the disturbance down.’

oves were under way to place flashing warning lights outside Hungerford’s John O’Gaunt Community Technology College and Hungerford Primary School, the last Hungerford Town Council highways and transport committee meeting was told. The 20mph warning lights would improve road safety and would operate during opening and closing school hours.

ungerford RFC are looking to launch a colts section this season. To get things underway two ‘taster’ sessions have been arranged. The Inaugural session was held in May and a second session will be held on 25th June, starting at 10am and running until 12:15 at the Rugby club on Priory road. Training will be followed by a barbeque for players and supporters. The first session was run by Hungerford’s senior coaches and was of a very high quality, and was very well received by the new Colts. There was a real range of skills from accomplished regular players to less experienced players. The turnout was good however HRFC are still looking for more 16 – 19 year old players with any level of experience, so if this is of interest to you use the contacts below or just turn up on the day. For boys of this age, Colts is a great introduction to rugby, and prepares players for senior rugby. The Hungerford Colts will also have their own social events at the Hungerford RFC Clubhouse. MEMORIES OF HUNGERFORD & THE KENNET VALLEY BRITISH LEGION ARMED FORCES DAY

V

eterans’ Day or Armed Forces’ Day now appears to be established in the national calendar as a day for ex-servicemen’s recognition. In no way is this recognition meant to diminish the nation’s reverence for November 11 and Remembrance Sunday, but those of us associated with Hungerford Royal British Legion were concerned that so few veterans attended the small ceremonies laid on at legion HQ. To this end due to the diligent work of Betty Grant and George Halliday we have prepared a list of veterans throughout the town and it will be the intention that invitations will be sent for 2011. The whole question of veterans is so interesting and thanks to the initiative of one of my cousins who lives near Bournemouth we have traced one of my mother’s brothers who was killed on the Somme in 1916. This story is fascinating and I give you an outline herewith. The national archives have been tremendously helpful and briefly the history is: John Harold Liddiard was born March 1891 in Aldbourne Wilts. He was the fourth of 11 children born to Charles Liddiard and Jane Deacon (my mother was the eleventh and final child to be born in 1905 in Chilton Foliat). In 1913 at the age of 21 Harold set sail as an emigrant for Australia. He sailed on the ship Irishman on March 15 and reached Melbourne in Australia on May 14, 1913. He worked as a farmer in Victoria until he enlisted for the Australian Imperial Forces (AIF) on April 4, 1916 and was assigned to the 38th Battalion and left Melbourne for France on August 10, 1916. My mother always related that he visited Kennet Place, Chilton Foliat shortly after his arrival before moving on to France in September 1916. His battalion went firstly to Etapus in northern France where he was transferred to 7th Battalion then stationed between Fless and Gueudecourt in Picardy in the Somme Valley. He was killed in action on the evening of November 6, 1916 by a German shell and was taken from the trench and buried nearby. There is no grave but his name is recorded at the Australian memorial at Villers Bretoneaux. *Editor’s note: This Sunday, June 26 (Armed Forces Day) will see the annual Heytesbury/Sutton Veny cricket match against The Australian High Commission team. The nearby church of St John The Evangelist at Sutton Veny contains an Australian war memorial chapel. In the well-tended churchyard lie the bodies of 168 Australian servicemen and nurses who died of war wounds or Spanish Influenza. As always, they will be remembered.

COMMITTEE ACTS ON HUNGERFORD PARKING CHAOS

H

ungerford Town Council’s highways and transport committee is acting to prevent further Hungerford parking chaos. The committee will ask the council to seek an exploratory meeting through District Councillor David Holtby with West Berkshire Council. The object will be to form a working party to solve parking problems. The last committee meeting was told there were now fewer parking spaces at Hungerford Railway Station and parking on the common was being charged for. There was growing parking congestion in Hungerford streets.

he Thames Valley was leading Britain out of the recession, Member for Newbury, Mr Richard Benyon said when he opened St Gabriel’s new ICT and MFL building on Friday. The impressive St Gabriel’s project was part of this forward thrust and it blended well with the historic school building, he said. Principal Alun Jones said the £1.25 million project was finished ahead of schedule and within budget and housed two ICT suites, two state-of the art modern foreign languages classrooms, four additional clasrooms and an on-site cafe accessible to senior and junior students. “I am delighted with this most recent development at St Gabriel’s. The school continues to flourish and the North Block is the first phase of a new existing strategic development plan for St Gabriel’s. “The modern foreign languages classrooms will provide students and teachers with cutting-edge technology, including multi-purpose, high quality software, enabling teachers to work simultaneously with learners of different abilities on different tasks. “At St Gabriel’s we believe that it is key for our students to hold a qualification in at least one modern foreign langauge if they are going to be successful future business leaders in any field. “We aim to foster a genuine love for learning foreign languages from a very early age and through our enrichment programme of foreign visits and other language-related activities, we are confident that our girls also gain a good understanding of our cultures. “We are very proud of our successful Mandarin Chinese provision which is taught in years 3,4, and 5 respectively. In years 6 and 7 girls study all three languages for about one term each and then opt for to continue until the end of year 9. At least one language is compulsory at GCSE level. Our Sixth-form enrichment programme also offers Italian and German for beginners.” The new building has been designed with the environment in mind.

Claire Perry, MP for the Devizes Constituency met, Richard Benyon, Minister for the Natural Environment and Fisheries and pressed him to provide more protection for vulnerable chalk streams such as the River Kennet as he prepares the Water White Paper, due for publication later this year. Speaking after the meeting Claire said: “Today I met Richard Benyon to discuss the content of the Water White Paper due out later this year. I am very keen that any new policies address problems like over-abstraction that are really harming the Kennet – a valuable but vulnerable chalk stream. The current drought is only one of the problems this special habitat is facing and it is imperative that we sort out our long term usage of these wonderful assets. I am pleased that Richard, who also has part of the River Kennet in his Constituency of Newbury, promised to look at all options to help protect our chalk streams and rivers”. NATIONAL RECOGNITION FOR JOG

Hungerford’s John O’Gaunt Community Technology College has received national recognition, headtechaer, Neil Spurdell reports in the school’s magazine. Mr Spurdell said: “It is extremely important that the school is recognised within the community and has the support from Hungerford locals in particular, but recently, we received national recognition for the improvements that we have made at John O’Gaunt. On the strength of last year’s GCSE results, we can now proudly boast to be the most improved secondary school in the South East from 2009 - 2010 and, perhaps even more impressively, the most improved school covering an even greater region over the period 2007-2010. This is testament to the hard work of the students and staff we have within the school and having made such enormous strides, we are determined to maintain and build upon the levels we have reached”.

ANZAC MEMORIAL SERVICE AT SUTTON VENY

More than 100 people attended the annual ANZAC remembrance service and wreath laying at St John The Evangelist, Sutton Veny on Sunday. Buried in the churchyard are 142 Australian and New Zealand servicemen and two nurses who died of wounds or influenza in the First World War. The Australian High Commision was represented by Col. John Hutcheson AM and the War Graves Commission by West country representative Mr Richard Brown. London Legacy was represented by its honorary secretary Simon Gleinig. At a special luncheon before the service, Mr Gleinig was presented with a cheque for £150 by the chairman of the West country Branch of the BritainAustralia Society Richard Pavitt who had just been re-elected at the branch’s annual meeting.

World Web News STUDENTS REACH ENGLAND FINAL OF DEBATE COMPETITION After a successful day in Taunton at the West of England Finals of the Schools Mace competition, the oldest national debating competition in the UK, two St John’s students are now looking forward to competing in the England Finals on Friday evening. The two St John’s Sixth Formers, James Pitts, 16, and Emmie Price-Goodfellow, 17, reached the final having beaten 17 other schools in the West of England competition on 19th March. The pair will now compete in debates against five other English schools at the National Finals this Friday 1st April in London. The competition is run by the ESU, the English Speaking Union, and is open to students from secondary schools across the country. The debating competition enables participants to gain valuable skills and knowledge, and former winners have gone on to become MPs, senior lawyers, prominent scientists and captains of industry. Debating and Court Competition clubs at St John’s are run by Law & English teacher Dr Leslie Spencer and offer a chance for students to develop their confidence and public speaking skills. At the regional final the judges said that it was the team’s clear structure, strong definition, superb oratory skills and good knowledge that enabled them to triumph over the other schools. The winning debate which the St John’s team argued in favour of was “This house would abandon Britain’s nuclear weapons programme”. As Emmie explained “This is a subject on which James knows rather a lot, and one of the judges later referred to him as a ‘nuclear geek’, so we were confident that we knew what we talking about. The opposition, unfortunately for them but fortunately for us, didn’t seem to have such deep subject knowledge, and so our arguments about nuclear war being unethical and unnecessary in a modern age stood up well, whilst their arguments about the nuclear programme being a deterrent and aiding the economy did not”. The winner of the National Final will go on to compete in the ESU’s International Final, this year to be held in Dublin. PROGRESSIVE TOWN HALL PLANS FOR PUBLIC CONSULTATION Marlborough Town Council’s progressive plans to refurbish the Town Hall will go to public consultation in May. About 50 people at the annual parish meeting on Monday heard heated debate on the plans which are expected to cost about £1m. The meeting earlier heard an outline of the plans from Property committee chairman Cr Guy Loosmore. He outlined the plan to make the town hall a proper community centre with conference facilities and the ability to attract substantial income. He stressed that the work would be a long-term investment. Work is already well under way on various aspects, the main being the disabled persons’ access and facilities. A large theatre screen has been established in the hall and the first public showing will be the royal wedding on April 29. CANAL PROJECT COMPLETED ON TIME AND ON BUDGET

The Borough of Hungerford and British Waterways held a reception on April 7 to celebrate completion of environmental restoration work to Kennet and Avon Canal banks from Wire Lock to Highclose. The reception was given by Constable Mr Greg Furr and trustees of the Town and Manor and Mr Mark Stephens, manager of British waterways. Guests heard that the project was conducted on time and on budget and that all concened had performed their tasks admirably including work in icy winter conditions. 24.3.11 CLAIRE PERRY WELCOMES A BUDGET FOR GROWTH, JOBS AND FAMILIES Today Claire Perry, MP for the Devizes Constituency, welcomed the Government’s Budget which will reform the economy to support jobs and growth and help families with the cost of living – including an immediate cut in fuel duty. Key measures in the Budget to boost growth include: Tax cuts for businesses and entrepreneurs Scrapping burdensome regulations and red tape Radical reform of the planning system New investment in science and innovation Lots more real support for young people with additional apprenticeships and work experience To help families facing the rising cost of living, the Budget also will: Immediately cut fuel duty by 1 pence per litre and delay April’s inflation rise in duty to next January. This means fuel duty will be 6 pence less by the end of next week than it would have been under Labour. Introduce a Fair Fuel Stabiliser that taxes oil companies more to stop rises in fuel duty Increase the Personal Allowance from by a further £630 from April 2012. That’s another real increase of £48 extra per year, or £126 in cash terms. Together with this year’s rise, that means a total of £326 extra each year for those working hard to support their families. And it means, just ten months into office, this Coalition Government has taken 1.1 million low paid people out of tax altogether. Welcoming the Budget, Claire Perry MP said: “Last year’s Emergency Budget brought Britain back from the brink of bankruptcy. The Government is right to stick to the plan to get Britain living within her means and this year’s Budget sets out plans to back enterprise and get Britain making things again. By cutting fuel duty immediately and cutting income tax for millions, the Chancellor has done what he can to help families now. This Budget has put fuel into the tank of our economy.”

The walk will be starting at The Red Lion Public House, Avebury (SN8 1RF) taking in Hackpen Hill, Barbury Castle, Ogbourne Downs, Liddington Castle and finishing at the Bishopstone Village Hall (SN6 8PH). The Rotary Club of Swindon Thamesdown organise the event completely free of charge to the participants. The walkers can raise money for the charity of their choice. Those taking part are asked to gather at the, Bishopstone Village Hall, from 8.00 p.m. onwards, where parking has been arranged. At 9.30pm transport will be provided to the Red Lion at Avebury from which the walk will commence at 11.00pm. The club provides marshals points, refreshment stops, First Aiders and support vehicles for those who are unable to complete the event. At the finishing point at the Bishopstone Village Hall will be open to welcome the walkers with a hearty breakfast and hot drinks at a reasonable cost. A presentation night will take place at 7.30pm on Tuesday 19th July 2011 at the Holiday Inn, Swindon (SN3 6AQ) where all cheque’s will be presented to the various charities.
