RENEWED TRAGEDY MEMORIAL GARDEN OPENED BY LORD LIEUTENANT

H

ungerford’s refurbished Tragedy Memorial Garden was opened by The Lord Lieutenant of Berkshire Mary Bayliss on Wednesday. The garden commemorates the massacre of 14 people by maniac gunman Michael Ryan on August 19, 1987, Hungerford’s darkest day. The refurbished garden represents the design of Mrs Bettina Kirkham. Mrs Bayliss was welcomed by the president of Berkshire Gardens Trust Lady Wroughton who also greeted the High Sheriff Mr C.D. Brims. Hungerford’s mayor, Cr Martin Crane was represented by Deputy Mayor, Cr Martyn Hopkins. Also attending were The Constable of The Town and Manor Greg. Furr, chairman of West Berkshire Council Cr. Adrian Edwards, Trevor Wainwright representing families of the victims, Andrew Mondaye of Berkshire Probation Service, MP for Newbury Mr Richard Benyon, Mrs Elizabeth Cardwell, Mrs Gilly Drummond, Mr Adrian Scrope and Mr Ron Tarry who was mayor at the time of the massacre and relatives of the victims. RECOLLECTIONS OF AN

EXCITING LIFE

O

n 5 September 1945, a young Russian soldier called Igor Gouzenko, who was working as a cipher clerk in the Soviet Embassy in Ottawa, changed the world by defecting to the Canadian authorities with 109 secret telegrams hidden in his clothing and a mass of information in his head. His revelations shocked the Prime Ministers of Canada and Britain and the President of the US by proving that their wartime ally, the Soviet Union, was deploying a network of spies and subversive agents to undermine the democracies and supplant them with communist dictatorships subservient to Moscow. Their realisation of the Soviet perfidy was the beginning of the Cold War and the East-West arms race, which were to last until the collapse of Soviet communism 45 years later. Britain’s Security Service (MI5) quickly sent out an officer, called Roger Hollis, to interrogate Gouzenko and, though his report of that event is now 67years old, Intelligence historians in Britain and Canada who want to read it have all failed to get any response about it from MI5 until this year, when I succeeded in a most extraordinary way. In August 2011, I wrote to Parliament’s Intelligence and Security Committee asking for assistance in requiring MI5 to answer the question of whether Hollis’s report on Gouzenko still existed in its archives or had been destroyed. An official of the Committee spoke to MI5 on my behalf without positive response. The official, therefore, suggested that I should complain about MI5’s lack of action to the Investigatory Powers Tribunal, of which I had never heard. It transpired that this Tribunal, headed by a judge, had been quietly set up in 2000 under the Human Rights Act to consider complaints against a number of public authorities, which include MI5. For example, members of the public who suspect that they are under surveillance by MI5, such as having their phones tapped, can complain to the Tribunal which may then approach MI5 to establish the facts. At my request, the Tribunal required MI5 to answer my query about Hollis’s report on Gouzenko and – wonder of wonders – in May 2012, I received a letter on behalf of the Director General of MI5 stating ‘ We note your enquiry

as to the existence of a record of an interview of Igor Gouzenko conducted by former MI5 officer Roger Hollis in 1945. I am able to tell you that, despite an extensive search of the Service’s records, we have been unable to locate such a document or any reference to one. We have concluded that it is likely that no record of the interview was ever made’. The suggestion that Hollis had been sent to Canada to question such a significant defector who, among many other shock disclosures, revealed that Russia had penetrated the secrets of the atomic bomb, and, then, had not been required to submit a written report about it beggars belief. I am in no doubt that the report has been deliberately destroyed because it contains strong evidence that Hollis, who eventually became MI5’s Director General for nine years was a Soviet spy. In the 1980’s I was in contact with Gouzenko, who was then living in Toronto, by telephone and by letter. He assured me that in 1972, when the possibility that Hollis had been a spy was being officially investigated, an MI5 officer was sent to Toronto to show him a copy of the report of Hollis’s 1945 interview. Gouzenko declared it to be a pack of lies concocted to make him look stupid and unreliable, especially concerning a statement, which he had made, both to Hollis and to the Canadian authorities, that the Russians had a spy inside MI5 code-named Elli. Immediately after the 1972 meeting, Gouzenko called in a leading Toronto newspaper Editor, called Peter Worthington, to tell him what had happened. I consulted Worthington this month and he confirmed that Gouzenko had seen the report and had been so furious about its faked contents that he suspected that Hollis was Elli. In 2011, in a published statement entitled Retention and Destruction of Files, MI5 admitted the destruction of 200,000 files since the collapse of the Soviet Union, many of them concerned with the recruitment of spies! Why these had not simply been passed to the National Archives was not explained. So, I rest my case – with gratitude to the Investigtory Powers Tribunal.

TRIBUTES TO BRAVE SOLDIER AND MAN OF HUNGERFORD

T

ributes were paid to a brave soldier and community supporter the late Major John Cedric Hathway at his funeral service in St Lawrence’s Church, Hungerford on Thursday, September 27. Major Hathway was a distinguished former Mayor of Hungerford, Constable of the Town and Manor and member of the Royal British Legion. His war service was with the 52nd (Lowland) Reconnaissance Regiment known as The Fighting Fifty-Second Recce spearheading advancing formations and flushing out the enemy. He was twice wounded, the first time on the road to Arnhem. It was during his recovery that he met and later married the pretty young Royal Norwegian Air Force officer and resistance worker Eva Ursula Sandberg. The service was preceded by The Last Post, ably played by James Healey.Impressive addresses were given by David Holtby who said John Hathway was a “truly good man who I am proud to have known” and Jack Williams who paid tribute to “a man of Hungerford”. Major Hathway leaves his daughter Nina.

he death has occurred of former mayor of Hungerford and District Councillor Gwynneth Bullock whose service to politics and local government was an outstanding feature of her life. Hungerford Deputy Mayor Martyn Hopkins said: Hungerford Town Council was saddened to hear of the passing away of Gwynneth Bullock on Tuesday this week. Gwynneth had served as Councillor, Mayor and Deputy Mayor over a number of years, and was an inspiration for many of the past and current councillors. Anthony Buckwell, former Mayor of Hungerford said: “My family and I knew Gwynneth Bullock for about 30 years. During these last six years I was privileged to get to know her even better here in Hungerford and, as I had no hesitation in asking her, was delighted when she agreed, as a previous Mayor of Hungerford, to be my Deputy. Her wise counsel, energetic and forthright views were never to be ignored. Gywnneth was an example to us; she will be much missed by all who knew her.” “Our thoughts and prayers are with Gwynneth’s family and loved ones during this sad time”. Funeral arrangements will be announced.

ir John Madejski will be invited by Hungerford Town Council to switch on Hungerford’s Christmas lights on Sunday, December 2. “Mr Christmas Lights” Rod. Desmeules told the last Hungerford Town Council highways and transport committee meeting he was ready to press ahead with the lights programme and would need volunteers to help. The meeting was told it was planned to offset costs with sales of Christmas cards, calendars and a prize draw. Hungerford’s Christmas lights have been the envy of many centres in recent years, largely due to Mr Desmeules’ efforts.

FRIENDS OF RAILWAY LINE WORKDAY

T

he next Friends of the Railway Path workday is on Sunday, 14th October. Workdays are an important way of helping to keep this muchloved local greenway looking good. This one will concentrate on the section south from Ogbourne St George, around and immediately south

of the car park off Bytham Road (grid ref SU 1990 7407). The work is a mixture of ecological improvements, renovation and tidying. There is a patch of grassland which, with a little encouragement, we think can become more flower rich. We will clear this and remove the cuttings (so that they don’t release their nutrients back into the grassland). There is a hedge with gaps: we will remove scrub from the gaps and start planting up the gaps. We plan later to start laying sections of the hedge where the shrubs are large enough: a bright future ahead this improves habitat for a variety of small animals. We will also clear round the car park and the woodland area to the east of the Path, and remove litter. Notes from the Planning Committee PLANS APPROVED FOR WALL The Committee approved plans for a sheet pile wall, to form part of the flood defence for Kennet Place. The wall will have facing and capping stones to blend in with its surroundings. Cllr Dobson observed that, historically, flooding had sometimes been caused by surface water from the High Street rushing down by way of the Parade. Cllr Pitts gave assurance that non-return valves would enable such run-off to drain into the river, without allowing river water back into the road. Shirley Pryor FLOOODING FOR 60 YEARS Priory Avenue, Hungerford’s flooding had been going on for about 60 years, District Councillor Paul Hewer told Hungerford Town Councillors before their last meeting. He said a housing group had been approached to help. Answering Cr Roger Thompson about the adverse state of the road, Cr Hewer said he and District Councillor David Holtby would lobby for repairs within the time frame of three years set for the next repairs.

ROADWORKS ON SCHEDULE Despite the weather the project is currently on schedule and for the most part we have been happy with the performance of the contractor. We are aware of a couple of areas where remedial work will be required, but this is inevitable for such a large project. We have had very few complaints regarding disruption or noise and the majority of road users appear to have been patient with us and complied with the various closures and restrictions. I hope this information is useful, please feel free to circulate as appropriate. I will let you know if there are any changes. World Web News Hedgehog Hazards Some of the worst cases Wiltshire Wildlife Hospital have been treating are those involving slug pellet poisoning. They explained to the Adviser “The hedgehogs suffer terrible pain. People need to be aware that if they have hedgehogs in the garden there is no need to use slug pellets, even the animal friendly ones, supposedly harmless, can effect hedgehogs in this way”. The Hospital tell us that this is a dangerous time for the offspring, as they may not gain enough weight to survive the winter months. Members of the public should be aware of the plight of the autumn juvenile. Hedgehogs already being cared for that are not up to weight, are the ones needing overwintering and by the end of October the hedgehogs should weigh 650g to survive the winter. Advice can be misleading about weight, with 1lb (454g) sometimes being stated as sufficient, but Wiltshire Wildlife Hospital believe this is nowhere near enough for any hedgehog to survive. Last year they over-wintered 130 hedgehogs and annually they deal with between 600 and 700 hedgehogs. Hedgehogs are now being seen regularly in Coopers Meadow in Marlborough. The meadow is a mixture of mown, managed and wild habitat and it is thought that leaving some of the wild patches has encouraged them to breed there. Wiltshire Wildlife Hospital are a registered charity and be contacted on 07850 778752 “MORE POSITIVE HOUSING APPROACH” Hungerford Town Council was looking to a more positive approach to housing development within the town, the mayor Cr Martin Crane told the last council highways and transport committee meeting. He said there were areas within the town that could contain housing and moves were under way to appoint a professional consultant. He said overall involvement in a local development plan would be too costly for the council.

HUNGERFORD COACH PARK DISCUSSION Hungerford Town Council’s highways and transport committee’s last meeting discussed a coach park in Charnham Street. The park would be at the current bus stop opposite The Sun Inn and would involve several extra parking spaces, the mayor, Cr Martin Crane said. The meeting also heard of a proposal for a coach park at Cobbs Farm and feeling was that if Cobbs wished to develop a coach park, they could consider it. SIR JOHN MADEJSKI TO SWITCH ON LIGHTS? Sir John Madejski will be invited by Hungerford Town Council to switch on Hungerford’s Christmas lights on Sunday, December 2. “Mr Christmas Lights” Rod. Desmeules told the last Hungerford Town Council highways and transport committee meeting he was ready to press ahead with the lights programme and would need volunteers to help. The meeting was told it was planned to offset costs with sales of Christmas cards, calendars and a prize draw. Hungerford’s Christmas lughts have been the envy of many centres in recent years, largely due to Mr Desmeules’ efforts. STATION PRECINCTS PROGRESS DELAYED Two over-riding factors appear to be delaying progress of Hungerford’s railway station precincts development. These factors were again aired at the last meeting of Hungerford Town Council’s highways and transport committee. Firstly, the council needs a decision from Network Rail on the station boundaries and “ransom strip” alleged to be hindering progress. Secondly the council needs assurance that the rail service will be maintained when tenders for the service are sought next March. The meeting was told there was no guarantee that rail traffic would continue to expand if the service was reduced to a “shuttle service” from Newbury when electrification of the line between Paddington and Newbury was implemented. A special council committee was to meet on Wednesday to discuss the rail service. Delegates from Hungerford, Kintbury and Bedwyn were mentioned but there was no mention of Marlborough from where there is understood to be concern from people who use Bedwyn and Hungerford railway stations in preference to Swindon.

Other suggestions: Building with cafe, toilet etc, keep Hungerford at present size, no sprawl, overflow car park needed, reservations about parking reduction, full support to enhance station, concern about nose, want more parking, reduce gap on train platform, use Oakes site for parking, building best on up platform, HGV access concerns, add secure cycle parking, re-position ticket machine, building as Thatcham, CCTV on platforms, improve Park St. junction, more parking spaces, more trains, longer platform.

POLICE HELP WITH DOG FOULING Police have agreed to accompany the dog warden on patrol in Hungerford where instances of dog fouling are rife. District Councillor David Holtby told councllors before their last meeting that fouling was particularly bad in the canal area and Croft .

MARLBOROUGH FUNDRAISING EVENING TO SUPPORT LOCAL LIFE SAVERS A charity dance at Marlborough Town Hall next month will raise funds for the local life saving work of St John Ambulance. The dance on 20 October, featuring the band Celebration, is being organised by volunteers from the charity’s Pewsey Division and Marlborough Community First Responders - volunteers who provide emergency medical aid in the Marlborough area ahead of the arrival of an ambulance. Organiser Kev Dickens says: ‘At last year’s dance everyone had a fantastic time while knowing they were helping us to provide a service which is so often the difference between life and death.’ The money raised from this year’s event will go towards equipping the local community with basic first aid skills as well as supporting the Community First Responders and local St John Ambulance volunteers. The event will also provide an opportunity for people to find out more about learning first aid and volunteering. Kev says: ‘Our research shows up to 140,000* people a year die needlessly in situations where first aid could have saved them. We’re determined to change that appalling statistic by getting as many people as possible to learn first aid.’ The evening starts at 8.30pm.
