We trigger this work when a school is at 85 percent capacity and in an area of population growth.” Ms Casey said a school was not considered overcrowded at 85 percent or at any point between that and over 100 percent utilisation. “Some schools with over 100 percent may also not be overcrowded because the school has accepted students from out of their zone – such students are not factored into the school property calculations.” Onslow-Western Ward Councillor Andy Foster said, the numbers only indicated the classroom capacity; outdoor spaces in Wellington schools were also limited. “There is a lot of pressure on

schools in the region” Mr Foster said. Mr Robertson said the level of overcrowding was a direct result of the failure of the government to invest sufficiently in education over a number of years. “We need to fund education properly to keep up with population growth and increasing costs, and that is what Labour would do in government,” he said. Other schools with over 100 percent capacity from the northern and western region include Karori Normal School, Khandallah School, Ngaio School, Wellington Girls’ College, and West Park School. The MoE said development schemes for all schools are underway.

A report from the Ministry of Education (MoE), released last month, showed that schools in and around Wellington are operating at high capacities indicating overcrowded classrooms. “There are a number of schools in Wellington Central reporting overcrowding. This has seen many of them having to use halls, staff rooms and libraries as teaching space,” Grant Robertson, Wellington Central MP (Labour), said. “A number of schools I have visited are really struggling to get the Ministry of Education to provide even temporary classrooms to deal with the overcrowding.” With 137 percent Karori West Normal School reaches the highest capacity in the western and northern suburbs. The school did not want to comment on their current conditions. The MoE is planning an additional four teaching spaces for Karori West Normal. They are also looking to relocate technology provision to a new site to increase the school’s capacity. “We use annual network plans to help us plan for future roll growth. Where roll growth creates the possibility that a school will reach or exceed its capacity, we work with the school to develop an appropriate response,” Katrina Casey, Ministry Deputy Secretary, said. “Often the solution will take some time to implement, so we aim to identify the potential for
