„„ By Sarla Donovan BANKS Peninsula Community Board members have been told almost half of freedom campers don’t pay their fines. One hundred and twenty freedom campers were ticketed for breaking freedom camping bylaws in Canterbury over the past year. Only 55 percent of those tickets were paid, according to city council staff. City council head of regulatory compliance Tracey Weston addressed community concerns around freedom camping at a Banks Peninsula Community Board meeting on Monday. Ms Weston said fully self-contained camper vans parking at Naval Point in Lyttelton, the Akaroa Sports Complex, the Akaroa Yacht Club and the Akaroa Lighthouse weren’t breaking the law, provided they only stayed for two days. She said there was nothing to stop the vans parking there all day, as there were currently no time restrictions on parking, such as a P60 constraint. At Childrens Bay, however, freedom camping was prohibited. •Turn to page 4

New Brighton, Waikuku and a secret bay on Banks Peninsula also feature. The bay hasn’t been named in the book. Hawke said he wants to keep it for the surfers who know how good it is. Not a bad idea on page 3 – a shuttle service between Diamond Harbour and Church Bay to ferry ferry users to the ferry. Dominic met with ECan last week to discuss funding options for a van and the process of setting up a community trust. “Once we organise funding for the project, it will almost be ready to be operational. Our aim is to have the service

running by late January when regular commuters return from holiday, however this will depend on funding,” he said. “We have strong community partnerships with the Diamond Harbour Community Association and Black Cat Cruises.” He has also written to the Banks Peninsula Community Board asking for their support for the shuttle project.

FIREWORKS BLAZE A blaze sparked by fireworks took the Sumner Fire Brigade 45min to bring under control. The incident happened about 1am last Tuesday in a paddock below Summit Rd, near Godley Head. Sumner brigade chief fire officer Daryl Sayer said it was lucky there was no wind or the flames could have spread further. About 70 sq m of land was burned.

For this reason, I’ve included the work of some of New Zealand’s top surf photographers to add greater depth and variety.” The book has a limited print run with the plan being to sell it out and not reprint. “We’d like to have a new collection out in two years’ time, something we’ve already started to plan and gather new material for,” Mr Hawke said.

„„ By Sarla Donovan A SHIFT towards evaluating properties for individual climate change risk may mean insurance premiums will rise on coastal properties. An updated Tonkin and Taylor report on coastal hazards released last week showed close to 25,000 Christchurch houses are at risk of future coastal flooding and 1000 are at risk from coastal erosion. In a worst-case climate change scenario, flooding could affect the coastal city and Banks Peninsula properties within the next 50 to 100 years, the report said. Insurance Council chief executive Tim Grafton said climate change was a certainty. “Sea level will rise and the frequency of extreme weather events will increase.” Mr Grafton said each insurer would take a different approach to risk, depending on the frequency and consequences of flooding. “With respect to climate change, the price signals are likely to be incremental changes over time, rather than swift and rapid change. There is therefore time for a range of adaptation measures that make economic sense to be considered which . . . enable the transfer of risk to insurance to remain affordable

and accessible.” Some properties could become uninsurable if they flooded with high frequency, Mr Grafton said. “They become less insurable as it becomes more certain that they will flood.”

​Redcliffs resident and Ray White Ferrymead salesman, Mark Roberts, said insurance companies will always try to mitigate risk. “At the end of the day, people love being by the ocean. They will make decisions (about a property) based on the statistics they get and the risk profile.” Last week’s report is an update of Tonkin and Taylor’s widelycriticised 2015 report suggesting 18,000 properties were at risk of flooding and 6000 susceptible to erosion. The 2015 report was criticised as being scientifically flawed, leading to the updated 2017 version. Christchurch Coastal Residents United spokesman Darrell Latham said climate change was a national responsibility, not just the responsibility of coastal communities or local councils. “Mitigation and compensation must be part of the conversation,” he said.

He said New Zealand was unusual in offering all-perils cover house insurance. “In many other countries, flood is an optional add-on to house insurance policies, so flood risk is separately priced.”

COTTAGE REPAIS Funding for repairs to Penfold’s Cottage, Ferrymead, have been put on hold while city council staff collate funding information for heritage building repairs across the city for the next Long Term Plan. Of 40 submissions on the city council’s proposed plans for the Scott Park landmark, 32 supported repairing it rather than reconstruction. Funding had also been made available in the 2018/19 Long Term Plan, but those plans are now in limbo.

Skate park work starts rolling THE WHEELS are in motion for the redevelopment of the Lyttelton skate park. Funded primarily by the city council – with some financial support from South Port in Bluff – work is under way on the popular skate park at the Oxford St Reserve. The $375,000 site upgrade is expected to be completed by January. In the meantime, the area remains closed to the public. When completed, it will feature a new bowl, a quarter pipe, ramps, multiple features, rails and edges, and a fresh “side-toside flow.” It has been designed with the beginner to intermediate skateboarder in mind. “The project began as earthquake repairs to the heritage retaining walls adjacent to the skate park and playground,” city council project manager Jon Malis said. “However, our engineers found that the concrete skate park features aided the wall stability, so the skate park redesign was included in the project.” As part of the skate park project, local artists – funded by the YMCA – are creating murals at the reserve. “A donation from South Port

was earmarked for earthquake recovery that supports Lyttelton youth,” Mr Malis said. Designed by Campbell Johnson and constructed by Nelson

Eco-burials launched in memorial garden plots A NEW eco-burial site will open within the Diamond Harbour Memorial Gardens cemetery tomorrow. This is the first eco-burial site to open in the Christchurch and Banks Peninsula area. Described as a more environmentally friendly process than other methods, eco-burials involve a shallower plot within the living soil level. The body is not embalmed, but is dressed in natural, biodegradable materials and the coffin or shroud is also biodegradable and non-toxic. Plots are filled with living soil and, within a year, are planted over with native trees and shrubs, so the whole area will eventually resemble regenerated New Zealand forest. Families of those buried in the area will be able to take part in planting over the plots. A group has been working with the city council to establish the eco-burial site, with the overall aim to eventually make eco-burials an option for all Christchurch residents. Tomorrow’s opening will take place at the cemetery at 2pm.

Hall to open after $600k repair job

ALLANDALE HALL will reopen on December 4 after a $600,000 repair job. The hall has been closed after sustaining damage in the February 22, 2011, earthquake. Repairs began in May, including demolition of the north hall, removal of concrete slabs at the rear, earthquake repairs and strengthening, electrical wiring and painting. It was originally budgeted at $300,000, but the extent of the damage meant the cost doubled over the time of the repair. The building will have new weatherboards installed to give i an original look. The hall dates from 1896 and has capacity for about 250 people. It’s one of three venues around the harbour basin that can handle larger groups. Allandale Reserve Management Committee chairman Stuart Bould said it would be a “great place” once all the repairs had been completed. “It’s been a long time coming.” Allandale Domain has always been an area where people meet up, Mr Bould said. It was a key staging post in the late 1800s for people travelling over Gebbies Pass or to Port Levy. The city council is organising an opening ceremony on Monday, December 4.

No dog park for Lyttelton AFTER A year-long search, city council staff say there is no suitable space for a dog park in the Lyttelton area. In August last year, the Lyttelton-Mt Herbert Community Board asked staff to investigate possible sites for a dedicated dog exercise area. But on Monday, city council parks and recreation planner Megan Carpenter told a meeting of the Banks Peninsula

Community Board that all council-owned parks had been considered and none had space for dedicated dog walking. Board chairwoman Christine Wilson said many people walked their dogs at the Lyttelton Recreation Ground, where they were allowed on a leash. But she said some owners let their dogs off. “We’ve had young people falling over in dog muck. It’s

not a good look.” Ms Carpenter said there may be a need for more rangers to visit to ensure people complied with the regulations. She said there was a high demand for open spaces in Lyttelton and the best option could be putting a dog park nearby. She said consideration could be given to investigating a suitable site outside the Banks

Peninsula Ward area, such as Birdsey Reserve, which is 3km from Lyttelton, or the failed Christchurch Maori Village site at Ferrymead. City councillor Yani Johanson and the Linwood-CentralHeathcote Community Board last month asked city council staff to prepare a report on whether the Ferrymead site could be used as a dog exercise area.

Cottage back in business About 80 people gathered at Stoddart Cottage in Diamond Harbour to sip bubbly in the warm evening sun and celebrate the official opening of the Stoddart Cottage Gallery, which now includes an arts and crafts shop run by a co-operative of local crafts people and artists. A small commission on everything sold goes towards the upkeep and promotion of the cottage, the first colonial dwelling in Diamond Harbour and birth place of impressionist painter, Margaret Stoddart. Chateris Bay stormwater causes a stink A water and wastewater scheme in Charteris Bay is creating major problems, the Banks Peninsula Community Board has been told. On Monday, Charteris Bay Residents’ Association secretary Bill Studholme told the board the scheme was a real issue. “It’s not quite finished and is causing quite major problems,” he said. The issues included stormwater run-off, damage to Bayview Rd and Paradise Beach and an unpleasant “stench” coming from wastewater pipes. The board is seeking an urgent solution from city council staff before the end of the month. Staff have been asked to report on the status of the gravity-fed wastewater system and why there has been a low uptake from residents. They will also look into the adequacy of the stormwater system in Bayview Rd and the safety of the Paradise Beach track, which has been subject to erosion as a result of stormwater run-off. They report back on the issues raised at the next board meeting on November 27.

Green voice in Government Eugenie Sage is one of four Green Party MPs to hold ministerial portfolios in the new Government.​ Bridget Rutherford spoke to her about politics and living in Diamond Harbour So you’re the new minister of conservation, minister of land information and associate minister for the environment. How does that feel? I’m really delighted and humbled to have all three. The election campaign and aftermath had been quite noisy – there was a lot we found out at the same time as the rest of New Zealand when the Rt. Hon Deputy Prime Minister Winston Peters announced it. Then, 10min later, we had a party teleconference to actually agree to go into Government. I was very pleasantly surprised. Being involved in negotiations, I was incredibly proud of the way the Green Party organised to have that massive teleconference with delegates to make the decision we’d be part of the new Government. There were a lot of discussions considering it is historic; it’s the first time the Greens have been in Parliament in our 21 years. It was an intensive effort by all three parties to examine each other’s policies, look at where common ground was, and prioritise. Did you expect Mr Peters to make the decision he did? No, I didn’t know which way it would go. What will your new ministerial positions consist of? We’ve got a biodiversity crisis in New Zealand. About 3000 species are at risk of extinction. We need to do much better in protecting native plants and animals and the places they live so these species can thrive. We’ve got an international responsibility to do that because so many are only here in New Zealand. Our natural landscapes, wildlife and special places around Aotearoa are vitally important to tourism – they are what bring tourists here and market our

product overseas. The Green Party campaigned for a change of Government to make that ‘100% Pure’ image real – to give it some integrity. We’ve got a real responsibility to deliver on that promise. Does that bring pressure? Yes, but it is exciting, though, because voters have given us a mandate. What’s your favourite animal? The bellbird I hear at home because of their call, the kea and the robust grasshopper in the Mackenzie Basin. It’s grey so it’s difficult to see. We’ve got an amazing insect fauna in New Zealand that people tend to overlook. I like the longfin eel because they’ve got an incredible life story. They can live to 80-years-old. They live in Te Waihora/Lake Ellesmere then they migrate and swim offshore to Tonga where they spawn and die. Then the glass eels drift back through the current and come back to New Zealand. It is an astonishing life cycle. We’ve got a responsibility to protect them, and that’s another of the priorities, particularly making sure the Treaty of Waitangi is properly implemented through the management of things like forestry, fisheries and waterways. What do you like to do in your spare time? I like walking, I do a bit of mountain biking on back roads, and even just going from home in Diamond Harbour around to Lyttelton, then catching the ferry back across. I like going up onto the Port Hills. I used to do a lot of tramping, which I haven’t had much time for recently. I love the high country in the South Island like the upper Rakaia, Ashburton Lakes, Arthur’s Pass and Mt White. They are extraordinary

spaces – that’s what makes my heart sing. For many, it’s walking along the beach looking out to sea. Making sure all kids get the opportunity to grow up with nature, that’s what inspired me. I grew up in Auckland, with three siblings, and we used to play a lot in the outdoors. I think back to summer holidays at Rotorua Lakes and we were able to go off early and play and wouldn’t come back until dinner at night. For families that can afford it, there’s still that opportunity. But there are kids who haven’t been to the beach in New Zealand, and that’s a tragedy. What brought you to Christchurch? Family commitments – my partner Richard was down here. I also studied at Canterbury University and in Auckland.

When did you first get into politics? I was involved in student politics at university. I edited Craccum, the student magazine, at the University of Auckland. I got into environmental protesting; I protested against the first McDonald’s in New Zealand on Queen St. I did some work for the precursor to the Department of Conservation on the West Coast. I was exposed to the destruction of native forest for logging – these magnificent rimu forests near Hokitika. I was just in tears wandering through these areas, seeing nature’s cathedral being utterly trashed. I worked for Forest and Bird between the mid-1990s through to 2010 at the time of the Timberlands beech logging scheme. A Labour Gov-

ernment stopped the scheme and transferred the land to DOC and it has been invaluable since. It just showed the power of public mobilisation to protect our rain forest. What are you most proud of? That and the work for Forest and Bird using the Resource Management Act to have stronger controls on indigenous vegetation clearance and the work on tenure reviews. What were you doing before you got into politics? I did a law and history degree at Auckland, and then studied journalism at Canterbury University. The law degree has been really useful in not being scared of legislation. What do you think of Prime Minister Jacinda Ardern? Jacinda Ardern will be an outstanding prime minister through her leadership skills, analytical skills and her empathy. It’s totally genuine. Why did you move to Diamond Harbour? When I stood for Environment Canterbury, I said I would move in if elected. In 2010, as it was coming up to elections, the former Minister for the Environment Nick Smith and Local Government Minister Rodney Hide decided to axe 14 elected councillors and installed commissioners. The only time I have felt welcome in ECan since then was when the people occupied the building in September. That’s a priority, restoring democracy. What do you like about living there? It’s on the base of Mt Herbert, and being in the harbour you’re basically looking across to dramatic cliffs. It’s our volcanic heritage. And it’s the people in the community, they support each other. It’s the same in Lyttelton. Do you have any pets? I used to have two cats, but that was about 10 years ago. Living in a place with bellbirds and kereru, I appreciate seeing and hearing them.

Bringing Lyttelton Club back to life „„ By Sarla Donovan THE LYTTELTON Club, also known as the TOP Club, is getting a makeover. Work started last week on fixing and painting the outside of the club, the first stage of a thorough spruce-up which club president Steve Targus hopes will transform its fortunes. Mr Targus won’t say how much the renovation is costing, but it is expected to take four to six months. The club will stay open throughout the work. Some of the changes include gutting

the sports hall, redesigning and refitting the sports bar, repainting and reflooring. The once-thriving club is perched above the harbour on Dublin St. Anyone can join for $10 a year. It boasts incredible views of the harbour, well priced drinks and home-style cooking. So why isn’t it busier? Back in the heyday of the 1970s and 80s, it was the social hub of Lyttelton, hosting dances and parties. Sports teams met there after games and it was a lively, busy place. But in recent years, the club has struggled to find a place

for itself, in spite of a brief renaissance following the February 22, 2011, earthquake, when it was the first place in Lyttelton to reopen. When Mr Targus mooted a name change on social media recently, it prompted some wry comments. Said one comment: “What’s wrong with ‘Lamb and Hayward Waiting Room?’” Another rather unkindly said it was the “Lyttelton Retirement Home”. All of them suggest the Lyttelton Club has a bit of an image problem. However, Mr Targus is hoping the planned

renovations will help turn around the club’s fortunes. He wants it to become the social centre of the community again. Long-time club member Kirsty Macnab is positive about the club’s future. “It’s got a good heart and a great future. Lots of young people are becoming active club members now; Lyttelton has gentrified a bit and part of the repair is to make it more appealing (to that group.)” “I want it to be a warm and welcoming place where all sorts of people can come in and enjoy themselves.”

Community shed plan for old Heathcote library site A NEW community shed planned for Heathcote could go on the former library site at 8 Martindales Rd. Heathcote Valley Community Association committee member Jackie Foulkes said a survey showed most residents favoured the site as it was easily accessible, close to the community centre and central to walk to.

The former library was demolished following the February 22, 2011, earthquake, and the site is currently vacant. City council staff are looking into the suitability of the location and will report back to the LinwoodCentral-Heathcote Community Board. Local resident Keith Jenkins is behind the shed idea.

He’s organised a public meeting to discuss the setting up of the shed, and to answer questions from interested parties. A regional representative of the New Zealand Menz Shed executive will be present to explain how various styles of shed perform. The meeting is set to take place on Tuesday, 6.308.30pm, at the Heathcote Community Centre.

Mt Pleasant pupils start market YEAR 5 and 6 pupils at Mt Pleasant School have been developing products for a student-run market day. As part of the process, the school held a Dragons Den session, which featured a couple of staff members as well as parents. Groups were given the opportunity to pitch their ideas for the market day, which will be held on

Build up for NZ champs on song SPORTS

FOUR YOUNG Sumner athletes continued their build up to the New Zealand secondary school track and field championships in Hastings next month. Jess Fahey, 18, Meg Fahey, 18, Abby Theobald, 16, and Victoria Wells, 16, all competed at the Canterbury Athletics senior inter-club meet at Timaru’s Aorangi Stadium last week. At the national championships, they will represent their respective schools. The Fahey twins attend Marion College, while both Wells and Theobald attend St Margaret’s College. All four produced promising times in their respective events in Timaru. Meg Fahey competed in the 2000m steeplechase, finishing in a time of 9min 17.25sec. Jess Fahey ran the 1500m in 5min 3.10sec. Theobald competed in the 800m and finished in 2min 37.37sec, while Fahey ran the 400m in 1min 2.10sec. Both the Fahey twins and Wells competed at last year’s national championships in Wellington. Preparing for one of their biggest meetings of the year has come with challenges. With Nga Puna Wai not being completed till next year, the athletes have only one more Saturday of

Sumner players stay in shape on sevens field „„ By Gordon Findlater A NUMBER of Sumner Rugby Club players have been keeping in shape over the off-season by competing in the Spring Sevens Cup at Hoon Hay Park. The cup was held over three weekends, with each weekend contested as its own tournament. Sumner had mixed results over the three tournaments and

were runners-up in the shield final on Saturday. The team lost all three of their pool games to University 17-19, Prebbleton 7-27, and Shirley 7-42. They then prevailed against Lyttelton 28-14 in the shield semi-final to qualify for the final against Belfast. The game went down to the final whistle, with Sumner fighting back from a deficit. However, it wasn’t

enough, eventually going down 24-29. The Sumner sevens side was made up from several of the club’s 15-man teams, including the division one, division two and colts sides. The players that turned out for Sumner at Hoon Hay Park will now get a well earned rest leading up to Christmas before pre-season training starts in January.

Local plumbers offering free checks on clay pipes While it is now almost seven years since the Christchurch earthquakes, damage to underground pipes is still becoming apparent, says the team at Laser Plumbing Christchurch East, who are based in Ferrymead. Properties built before the 1970s are most likely to have clay pipes, and cracks in the pipes allow tree roots to enter and block drains. This involves a quick look with a camera, and if any damage is found they will discuss this with the owner. Laser Plumbing are experts in

The next step is to provide a drainage survey report to EQC, who in most cases, will cover the cost of this as well as replacing the damaged pipes. There are some conditions, which Laser Plumbing will discuss with the homeowner. “We have done hundreds of surveys and have been installing a lot of replacement PVC pipes over recent years,” says Carol McCann, who owns the company with her husband Chris Dick. “We want to make it easy for people by

offering the check at no cost, and we urge people to get their pipes checked sooner rather than later as we do not know how long EQC will cover repairs for home-owners. „„ By Gordon Findlater A QUICK fire 74 from Dan Vann saw Sumner end a two-game losing streak and keep their title hopes alive in the Metro Senior A oneday competition. The Sumner stalwart blasted 74 off just 67 deliveries, as wickets fell around him, to get his side through to a first innings total of 160 in their 15-run victory over New Brighton at St Leonards Square on Saturday. Sumner struggled to put together any partnerships of substance with only two batsman in the top six – Ethan Vickery (24) and Paul Russell (13) – managing to reach double figures. Batting at number seven, Vann came in with the score at 59/5, and quickly set about his work dispatching 12 boundaries on his way to 74 before being the final man to fall in the 43rd over. Vann was well supported by No 9 Scott Barber who chipped in with 12 but, more importantly, saw out 42 balls as he and Vann put on 41run eighth wicket partnership. Sumner’s second inning defence got off to the perfect start when Tim Gooday took the wicket of New Brighton opener Wade Burrell with just the third ball of the innings. Gooday struck twice more in the opening five overs, as Sumner seized the initiative to have New Brighton scrambling at 21/4.
