team group How have the Energy Performance Certificates been received?

T

he Team Group were first off the blocks with the news that, in line with other European countries, the EPC´s were here to stay, so what has happened since the law (Real Decreto 235/2013)was introduced on 1st May?

Well first of all there was insufficient time for all agents to comply with the law by May 1st so there has been a mad scramble by all the agents and assessors to attempt to ensure they comply with the new legislation by ensuring all listed properties have had an EPC and that the assessment is readily available to see by all prospective buyers. Frankly this is still work in progress. Unfortunately it would appear that the Government has not enforced a fixed price which has led to a plethora of different prices making the decision who to use a difficult one. In our experience some vendors are loathe to agree to an assessment until such time they find a buyer. In the event that a vendor attempts to move the responsibility of obtaining a certificate to the buyer then the original property owner runs the risk of sanctions, fines or compensation. As part of the assessment the technician uses a computer software programme authorized by the Ministry of Industry

to recommend the overall assessment. In our experience the vast majority of assessments to date seem to be E through G even for properties with cavity built, insulated construction and double glazing.

Are prices holding or sliding?

We are delighted to report that sales are approximately 6 months ahead of the same period last year. Demand remains strong for rentals with a resurgence of buyers looking to buy to rent where yields can be significantly better that anything close to a bank can offer.

House Price Index data issued by the Instituto Nacional de Estadistica for the first quarter of 2013 reveals the highest quarterly price fall since 2007. House prices fell 6.6% in the first quarter of this year, new housing dropped 6.8% while the rest of the market saw a decline of 6.5%. According to the same source Andalucia fell by 11.5% as did Murcia and the Balearics while Valencia fell by 14.0%. Having said that in our experience, we are not seeing price declines to this extent in and around Nerja thanks largely to continued strong interest shown by buyers from Northern Europeans and more particularly from Scandinavia. eam Group var först ut med nyheten att, i linje med andra europeiska länder, EPC är här för att stanna, så vad har hänt sedan lagen (Real Decreto 235/2013) infördes den 1 maj? Tja först av allt fanns det inte tillräckligt med tid för alla agenter att hinna med att följa lagen från den 1 maj så det har varit en rusning av alla aktörer/ tekniker och bedömare för att försöka säkerställa att de uppfyller den nya lagstiftningen genom att se till att alla listade fastigheter har haft ett EPC certifikat och att bedömningen är lätt tillgänglig att se för alla potentiella köpare.

Uppriktigt sagt, detta är ett arbete som fortfarande pågår. Tyvärr verkar det som om regeringen inte har genomdrivit ett fast pris, vilket har lett till en uppsjö av olika priser från olika aktörer/ tekniker som gör beslutet svårare för fastighetsägarna. Vår erfarenhet visar dock att fastighetsägarna ogillar att gå med på en EPC bedömning tills de hittar en köpare. I händelse av att en säljare försöker att flytta ansvaret för att erhålla ett EPC certifikat över till köparen, då riskerar den ursprungliga fastighetsägaren sanktioner, böter eller ersättning. Som en del av bedömningen använder teknikern ett dataprogram som godkänts av Näringsdepartementet för den samlade bedömningen. Vår erfarenhet visar även att de allra flesta bedömningar som hittills genomförts stannar med koden E, F och G som är den lägsta klassningen, även för

köpare, särskilt då från Skandinavien.

Är priserna stabila eller glidande? Husprisindex uppgifter som utfärdas av Instituto Nacional de Estadística för första kvartalet 2013 visar det högsta kvartalsvisa prisfallet sedan 2007. Huspriserna sjönk 6,6% under det första kvartalet i år, nya bostäder sjönk 6,8% medan resten av marknaden såg en nedgång på 6,5%. Enligt samma källa minskade Andalusien, Murcia och Balearerna med 11,5% medan Valencia sjönk med 14,0%. Vi ser dock inte några prisnedgångar av denna omfattning i och omkring Nerja mycket tack vare ett fortsatt stark intresse från våra nordeuropeiska

Det är alltså med glädje vi kan rapportera att vår egen försäljning ligger cirka 6 månader före samma period förra året. Vi på Team har alltså redan nått försäljningsresultatet från 2012. Efterfrågan är fortsatt stark, även för uthyrning med ett tydligt återuppvaknande av köpare som vill köpa för att hyra ut där avkastningen är betydligt bättre än någon bank kan erbjuda för insatt kapital.

Most of our rental properties have access to either communal or private pools. Communal pools are managed by the community and as such we do our best to ensure the water is maintained to an acceptable level through holidaymakers feedback and observation. In all cases private villas are managed by our own team who undertake to clean once a week and twice a week in peak season in order to maintain and measure the correct Ph and chlorine levels.

From maintaining simple gardens and terrace plants to landscaping, building terraces and dry stone walls, our team of professionals know what they are doing, from maintenance work to designing and building an attractive fruit producing Mediterranean garden. Our team also maintain a number of larger community gardens in and around Nerja.
