LOCAL TAX INCENTIVES Real Property Tax Abatement Phase in of real property tax obligation over three- to ten-year period. Eligible companies must receive prior approval of local government and meet local qualification criteria based on new and retained jobs, wages, and economic impact of project. Personal Property Tax Abatement For manufacturing, research and development, information technology, and logistics/distribution equipment, a three- to ten-year phase in of personal property tax obligation for equipment used directly in production, R&D, or distribution processes. Muncie Industrial Revolving Loan Fund Offers up to thirty-three percent of project cost, up to $450,000, for projects that create or retain jobs. Funds can be used to purchase fixed assets or as working capital. (http://www.muncie.com/Local-Business-Services-Financing.aspx)

Sister City Relationships Promotes economic development opportunities through foreign direct investment into Muncie and provides opportunities for local firms to do business with foreign sister city companies. The Sister City movement also provides educational opportunities for elementary, junior high, and high school students and promotes mutual friendship.

Delaware County Rural Revolving Loan Fund For individuals or businesses meeting Small Business Administration Guidelines located in or planning to locate in a rural area or community with a population of 20,000 or less. Loan funds can be used for any normal business expense. East Central Small Business Development Center Offers free and low-cost information, management counseling, and educational services to support Indiana small business owners and potential entrepreneurs, including resources for and assistance in starting or relocating a business. HIGHWAYS I-75 runs north-south through Saginaw County. I-75 connects the City of Saginaw to Michigan’s Upper

Peninsula to the north, and to Flint and Detroit to the south.

PORTS The Saginaw River flows from Lake Huron into northeast Saginaw County and through the City of Saginaw. Over thirty cargo ports on the Saginaw River

provide access to Lake Huron, the St. Lawrence Seaway, and the Atlantic Ocean.

COLLEGES AND UNIVERSITIES Saginaw Valley State University Founded in 1963, Saginaw Valley State is the newest of Michigan’s fifteen public colleges and universities. Its campus is located in University Center, MI, approximately fifteen miles north of Saginaw. Saginaw Valley State grants bachelors and masters degrees in five colleges: Arts & Behavioral Sciences, Business & Management, Education, Health & Human Services, and Science, Engineering & Technology. The main campus is in Grand Rapids; a satellite campus is located in Saginaw Township. The university offers degrees in four colleges: Business, Technology, Health Professions, and Arts & Sciences. COMMUNITY COLLEGES AND TECHNICAL SCHOOLS Delta College Founded in 1961, Delta College is a two-year community college located in University Center. PARKS AND RECREATION Shiawassee National Wildlife Refuge Located in central Saginaw County, the Shiawassee National Wildlife Refuge covers 9,600 acres of marsh, forest, and grassland. An excellent birding site, the Refuge is a major stopover point for migrating birds. Saginaw Children’s Zoo Open April through October, the zoo houses over seventy different animal species and offers classes and workshops for children. See www.saginawzoo.com for more information. Hoyt Park Located in downtown Saginaw, Hoyt Park has softball fields, an ice rink with warming house, and sledding hills. Frank N. Andersen Celebration Park A four-acre park located adjacent to the Children’s Zoo in Saginaw, Celebration Park offers water recreation opportunities for children. Saginaw and Tittabawassee Rivers The Saginaw and Tittabawassee Rivers are both world-class trophy walleye fisheries.

The Castle Museum of Saginaw County History Housed in a French Renaissance Revival mansion built in 1898, The Castle Museum is operated by the Historical Society of Saginaw County. The museum includes exhibits on the history of the timber industry, the Saginaw Carriage Works, and a model railroad. See www.castelmuseum.org for more information.

Temple Theater Opened in 1927, Saginaw’s Temple Theater seats 1,750. The theater underwent a major renovation in 2002, and today hosts concerts, films, and events. The theater can be rented for special events. See www.templetheater.com for more information.
