Caribbean Utility Regulators hold 13TH Annual Conference in TCI The opening ceremony for the OOCUR (Organisation Of Caribbean Utility Regulators) was held from Wednesday October 28th, 2015 – October 30th, 2015, at Beaches Resort and Spa, under the theme ‘Facilitating A Dynamic Regulatory Environment’. The opening ceremony was well attended. The chairperson was Mr. John Williams, Director General- Turks and Caicos Telecommunications Commission (TCITC). The National Anthem was by performed by a band from the Enid Capron Primary School, the National Song by Ms. Robyn Hinds, prayer by Bishop Dr. Coleta Williams III of Abundant Life Ministries International, welcome remarks by Mr. John Avery- Chairman of OOCUR (Organization of Caribbean Utility Regulators), Hon. Porsha Stubbs-Smith, Minister of Tourism, Environment, Culture and Heritage, His Excellency Governor Peter Beckingham. The feature address was given by Hon. George Lightbourne Minister of Home Affairs, Transportation and communications, and there was a Cultural performance by Mr. David Bowen and vote of thanks by Mrs. Heather Allen Chairman- Telecommunications commission(TCITC). The purpose and objective of OOCUR is
to assist in the improvement of utility regulation, to foster transparent and stable utility regulation through autonomous and independent regulators in member countries, to undertake research, training and development and to facilitate understanding of regulation issues and sharing of information and experience. OOCUR INC. is a non-profit organisation, established by an Agreement dated July 26, 2002 in Ocho Rios, Jamaica. The general Assembly is made up of representatives from the following member regulators: Eastern Caribbean Telecommunications Authority, Members of OECS, Fair Trading Commission, Barbados, Independent Regulatory Commission, Dominica, Office of Utilities Regulatory, Jamaica, Public Utilities Commission, Anguilla, Public Utilities Commission, Belize, Public Utilities Commission, Guyana, Regulated Industries Commission, Trinidad & Tobago, Utilities Regulation and Competition Authority, The Bahamas, telecommunications Commission, Turks and Caicos Islands, Virgin Islands Public Services Commission, US Virgin Islands.
