Welcome... to our Spring 2017 At Home magazine, the sixth issue and probably our best yet. January has been a busy month and far from the usual slide into the new year. We have seen a full on, in your face, four weeks from the get go. January is a month when sellers, landlords and investors make decisions for the year ahead. This forward planning has been quick and positively evidenced by the healthy amount of instructions we have received and been promised to sell, let and buy. It is also the month when Oxford’s business community embarks on a round of post Christmas social events. We have attended quiz nights, Burns nights and parties at the Ashmolean. Along with the usual back slapping and bon amie we have noticed that, in spite of what is happening on the world stage, Oxford’s property people remain busy, upbeat and positive about the year ahead. 2017 is scottfraser’s twentieth year and we will be celebrating how, from a small office on Beaumont Street, we have expanded to five offices and over sixty people without losing sight of our core values and key principles. Twenty years of experience has taught us that our clients like to deal with a ‘steady ship’ and we can now offer our Letting and Management clients complete peace of mind. Our new belts and braces in house rental and legal expenses warranty has been tried and tested with resounding success and positive client reviews. As capital gains tax, a major consideration for investors in selling up their buy to let portfolios, looks likely to remain untouched the hot topic (likely) to hit the spring budget spot light will be stamp duty. The recent stamp duty reforms and three percent sur charge for investors and second home buyers have proved profitable for the Government purse but have also slowed market activity. There will be inevitable deliberation in Westminster over the merits of further revisions to stamp duty to stimulate the market for first time buyers, second steppers and downsizers versus maintaining a very lucrative income stream!

Whilst on the subject of Westminster, the Government’s long awaited white paper on fixing the ‘broken housing market’ has now been released but seems to fall well short of all the hype. It will also be interesting to see whether Oxford’s planners will take any notice. There is always hope! So while it is good luck for Teresa May (may she negotiate well for Britain), and fingers crossed for America and Donald in ‘Trumpton’ we at scottfraser will be getting our heads down and concentrating very much on business as usual. Headington & Villages (OX3, OX33)

THE HEADINGTON TEAM From our award winning landmark building the Headington sales and lettings team have developed a niche outlet to promote interesting and quality homes throughout Headington and surrounding villages. Sales Director, Adrian Wraight, leads our three city sales offices, all working together, distinguished by their enthusiasm, integrity and professionalism. Michael Joubert, Lettings Director, has spearheaded the lettings division since 2000 and works closely with Victoria Mellor, Headington Lettings Manager. Between them they have extensive knowledge in legal aspects of residential lettings, property management and houses of multiple occupation. Oxford City Council has awarded scottfraser accreditation in recognition for managing good quality HMOs throughout the city.

Adrian Wraight Sales Director

“I have just sold through scottfraser, very happy with them. Excellent communication which was especially important to me as I live away from the house which I was selling. They went over and above what they had to do for me as I was unable to get to the house very often.” – Mrs J

LETTINGS SUCCESS STORY | ST LEONARDS ROAD A client instructed us to let and manage his property after having previously bought it through scottfraser to live in a few years ago. The property had been extended and refurbished. The property was advertised at £2,000 pcm but as the autumn market went quiet, we dropped the rent to £1,800 pcm in the hope of increasing the level of interest. Over the following weekend, five families viewed the property and four offers were made. After much negotiation between the landlord and interested applicants, the landlord accepted a two year tenancy at a rental of £2,000 pcm.

Michael Joubert Lettings Director

SALES SUCCESS STORY | HARBERTON MEAD We agreed sales on two brand new houses in Harberton Mead for Rectory Homes last year. Our marketing campaign generated over 80 viewings and sale prices close to £2 million were achieved on each house. We have achieved some exceptional prices for our clients in the Headington Hill Conservation Area so if you are considering a move in 2017 we would love to talk to you. There is no hiding from the fact that the buy to let market is changing. In this article we will look at recent changes and assess the extent of their likely impact on Oxfordshire’s resilient property market. Brexit The uncertainty created by the 2016 European Referendum and subsequent lack of clarity in Brexit policy has had some degree of impact in the sales market. Local house price growth has slowed slightly with some buyers using Brexit as a negotiating tool. Oxfordshire has proven history as a safe property market with good schools and improving rail links to London ensuring the market remains firmly underpinned by high owner occupier demand. London and other inflated or inferior markets prices are showing signs of prices faltering however we anticipate that Oxfordshire house prices, supported by high buyer demand and an acute shortage of housing, will continue to hold firm.

Tax 2016 saw the Government turn their attention to landlord taxation. With a 3% stamp duty sur charge introduced for second homes buy to let acquisition costs have increased. Investors are however quick to adapt and this has not deterred new landlords from acquiring. It will however inspire attempts by some landlords to recoup additional initial expenditure by driving rents higher. Oxford’s plentiful supply of professional, academic and medical tenants come with handsome rental budgets and it is therefore likely that rents will continue to rise. We forecast an average 3% rental growth in 2017. The degree of tax relief currently available to landlords against mortgage costs is also being reduced over a three year scheme starting April 2017. Heavily leveraged high income earners with large portfolios will be most affected however, we predict local casualties will be few and far between. The majority of Oxfordshire landlords own small numbers of properties and where borrowings do exist these tend to be modest. The former 10% annual wear and tear tax allowance has also now been replaced with a revised relief where the actual costs of furniture and appliance replacement can be offset, this is likely to prevail as a fairer and more consistent way of calculating relief. As demand for furnished properties continues to rise sensible landlords are likely to use the benefits of tax relief in providing additional furnishings to enhance rental returns.

John Gebbels, Associate Director 01865 760055 john@scottfraser co.uk or www.scottfraser.co.uk/investments

Buy to Let Lending Buy to Let lenders are also adapting to a changing market and are starting to require higher levels of rent relative to mortgage costs. In most cases lenders will require borrowers to receive 125% of mortgage costs in rental income with an additional 5 – 5.5% interest rate ‘stress test’ factored into the new consideration. This is likely to force landlords to be more creative in their borrowing enhancing further the importance of a good mortgage broker. Remortgaging an unencumbered principal residence can offer the opportunity for much lower rates of borrowing. Let to buy mortgages are also now available to landlords looking to retain a former home as a buy to let investment.

Incorporating Buy to Let ownership A growing trend amongst new landlords is the incorporation of buy to let property ownership. The benefit of transferring personally owned buy to let property into a limited company tends to be outweighed by the associated costs however landlords purchasing new buy to let property are benefitting from sound tax advice and forming limited company holding structures. The finance restrictions on borrowing costs are not applicable to UK and non UK resident companies and with corporation tax currently payable at 20%, and likely to reduce further, this structure will appeal to many new investors.

Commercial Opportunities Commercial property investment (generally shops and offices) is also proving an increasingly attractive proposition. The sector has performed well in recent years and there are tax advantages to holding commercial property within Self Invested Personal Pension Plans (SIPPS) from which residential ownership is prohibited. SIPPs offer a good envelope for inheritance tax liability with other advantages being zero tax on income and future gains. Additional benefits of commercial property investment include higher rental yields at between 8 – 10%, longer term tenancies and a limited landlord responsibilities for repairs and refurbishment.

scottfraser’s Circle of Life – Purchase, Retention and Disposal Over the coming years as the Brexit story continues to unfold we anticipate that local house prices will remain relatively static. With consistent tenant demand rental void periods should remain minimal and in the absence of safe and profitable investment alternatives buy to let is well positioned to prevail. There is likely to be a shift in interest towards commercial opportunities, a reduction in the frequency of buy to let borrowing and an increasing number of landlords using incorporation to limit tax exposure. We also expect new landlords financing investments to seek higher returns, probably leading more landlords to invest in houses in multiple occupation or studio, one and two bedroom apartments within Oxfordshire’s market towns where rental returns tend to highest. We do not foresee these changes having any significant bearing on Oxfordshire’s bullet proof property market. Oxfordshire landlords tend to invest both sensibly and for the long haul and within a sought after county offering gross BTL yields of up to 6% combined with a proven track history of capital growth (av 5% uplift in 2016) the viable opportunities for profitable buy to let investment will continue to draw in property investors. scottfraser offers a one stop shop property service through from Property Acquisition, Refurbishment, Furnishing, Lettings, Property Management and Sales. Our local knowledge, investment expertise and property management prowess supports Oxfordshire’s most successful property investors. For sound, honest and expert advice on investing in Oxfordshire and to find out how we work harder to maximise your investment’s profitability please call John Gebbels and Andrew Greenwood 01865 760055.

RESPONSIBLE BUSINESS IN OXFORDSHIRE scottfraser is a founder member of Reciprocate – a local responsible business group that enables companies to become more effective and strategic in the way they support their local community.

In March 2016, Oxfordshire Community Foundation (OCF) launched Reciprocate to share its knowledge of the charitable sector and the unacceptable social problems faced by many in our communities across Oxfordshire. Businesses are at the heart of the community – and business leaders know that getting staff together to do something for charity is a great way of engaging and retaining them, especially in a job market where the talented employees are in high demand. Reciprocate is a membership network of responsible businesses: organisations that believe that, by sharing ideas and collaborating on projects, they can increase their support for the local community. Reciprocate empowers them to become more effective and strategic in their engagement. Reciprocate businesses are asked to commit to an ‘impact pledge’, which may involve volunteering activity, in-kind or financial support for the charitable sector, or CSR initiatives of the company’s choosing. There is no obligatory cost to join Reciprocate. Along with scottfraser, current members include Allen Associates, Blenheim Palace, Unipart, Beard Construction, DAF Trucks, Taylor & Francis and many more. Membership gives companies access to a series of best-practice guides put together by other members, such as how to run an effective Charity of the Year programme, or how to offer quality work experience. During 2017 OCF will proactively support businesses to better understand their volunteering ambitions and develop a clear strategy for the type and amount of volunteering they would like to offer. OCF will then help match company staff with relevant volunteering opportunities within recommended charities.

DEBORAH JACKSON-BROWN FROM HIGH FASHION TO HEADINGTON scottfraser client Deborah Jackson-Brown tells us about moving from the cat walks of Milan to Stapleton Road, Headington.

Deborah Jackson-Brown has come a long way from the Catwalks of Milan. Having started her career in fashion after Kingston University, she moved to Italy to work in the fashion industry ending up designing some of the most iconic clothes for Max Mara, the luxury Fashion House. After returning to England, settling in London and working for Jasper Conran, Deborah decided to change career and set up her interior design business, Debo Design. She then set about producing chic but accessible interior design to the projects she has worked on. Her commissions have ranged from cool Primrose Hill houses to classic apartments and contemporary houses across England. Her particular ability is to use space effectively and bring light and space into what would otherwise be dark and underused areas. As the mother of three young teenage boys she certainly understands the need for using space well both for communal areas as well as for the individual. Deborah’s approach is to understand the needs of her clients’ and to work closely with them to achieve clear ideas as to how to achieve maximum comfort in what are often minimal spaces. Using her eye for colour and having a luxury approach to everyday living she is a very down-to-earth individual who is able to provide very real and usable solutions for her clients. Her journey in life has now brought her to Oxford where she has transformed a period house in central OX3 by extending the original foot print and creating an elegant three storey residence. Adjoining 17 Stapleton Road she has built an almost identical brand new four bedroom house with the same attention to detail and high quality finish as its neighbour. Deborah has created wonderful family conscious spaces flooded with natural light that really ‘work’ for those living in them. Practical considerations are equally as important as aesthetic appeal in this exciting new scheme. These fine homes aim to set a new standard in quality living in central Headington. You can experience them for yourself in Spring 2017. If you are interested in any of Deborah’s properties, please contact Adrian Wraight on 01865 759500.

East Oxford & Villages (OX4, OX44)

THE EAST OXFORD TEAM Sales Manager, Edward Parkinson and Lettings Manager, Laura Stafford, are supported in East Oxford by a strong team with a diverse range of backgrounds and expertise. Not only do we deal with family homes and professional properties we are also the centralised location for the scottfraser student lettings portfolio. “scottfraser marketed and sold our property within two weeks after launching with an open house. My impression of Edward and the rest of the team is that they are friendly, honest and professional. In retrospect, Edward’s valuation of the property was actually the most accurate of our three initial consultations with other estate agents too.” – Mr & Mrs B

LETTINGS SUCCESS STORY | KENNINGTON An imaginatively created unique family home became available to let in Kennington after the owners had decided they wanted an agent to manage a tenancy on their behalf in a professional and thorough manner since they live outside of Oxford. Following a flurry of activity within the first week of advertising we had secured a wonderful family who wanted to move in straight away and negotiated a rent that the landlord was more than happy with. scottfraser minimised the void period that the landlord occurred due to changing agents but also made the transition as smooth and quick as possible. Laura Stafford Lettings Manager

SALES SUCCESS STORY | HILL TOP ROAD We were instructed to sell a house on Hill Top Road which we’d previously sold to the owners as their family home. After a number of years enjoying the property they had moved on to Scotland although retained the property as a rental investment. We liaised with the owners remotely and we were able to strike up a good rapport with the tenants fact-to-face; to minimise the impact of selling during the end of their tenancy. We proposed to market the house as an exclusive off-market opportunity. We made contact with our list of hot buyers to inform them of the property being sold and then conducted two days of structured viewings which resulted in two buyers both offering the asking price. We then conducted a best offers process which resulted in a sale being agreed £20,000 in excess of the guide price.

If you’re thinking of selling or letting and like the sound of our approach please give our team a call.

Pupils at St Edward’s, Oxford

The Independent School sector in Oxford is so vibrant that parents are spoilt for choice. Oxford’s Independent schools offer variations in size, facilities, boarding, day pupils, age range, ethos and specialisms, we take a look at some of the best...

Oxford High School, Oxford Situated in north Oxford, Oxford High School is a selective independent school for girls aged four to eighteen years. Founded by the Girls' Day School Trust (GDST) in 1875, it is Oxford’s oldest girls' school and is proud of its pedigree and its location, at the heart of the seat of Britain’s oldest university. As part of the GDST’s West London Alliance of schools, we are well-versed in helping families settle into life in Oxford as they relocate from overseas, London or further afield. Academic results are consistently high. Sixth Formers regularly achieve a 100% success rate for entry into Medical School and 1 in 4 girls go on to Oxbridge. The youngest pupils are based in two large Edwardian houses in the leafy north Oxford residential area of Summertown with the nearby senior school campus providing all the facilities you would expect from a leading independent school. www.oxfordhigh.gdst.net

St Edwards, Oxford St Edward’s, Oxford, is a thriving co-educational boarding and day school for pupils aged 13 – 18. The school community is diverse, engaged and ambitious, with pupils enjoying countless opportunities for academic success, sporting achievement and artistic inspiration. Pupils are expected to work with energy and purpose, and to make the most of the wide range of opportunities open to them. Founded in 1863, St Edward’s has around 680 pupils, of whom 85% board; the girl/boy split is 40%/60% and 16% of pupils are from overseas. Pupils live in 12 houses, 7 for boys, 5 for girls. St Edward’s offers the perfect combination: a spacious green site at the heart of an academically and culturally stimulating city. The proximity of prestigious museums, theatres and music venues is of enormous benefit to our pupils. So too is the easy access to some of the greatest academic minds in the world; our talented staff are able to enhance their teaching by drawing on the wider intellectual life of the university. St Edward’s manages The North Wall, a professional theatre and exhibition space on school grounds. Run by St Edward’s, the North Wall embraces a mission to educate and inspire by cultivating emerging artistic talent in School, in the local community, and on a national and international stage. www.stedwardsoxford.org www.thenorthwall.com

Summerfields, Oxford “At all ages, the pupils are self-confident and considerate. Throughout the school, moral development is outstanding... Committed and visionary leadership oversees the academic achievements and personal development of each pupil.” ISI Integrated Inspection 2014. Founded in 1864, Summer Fields is one of the leading preparatory schools for day and boarding boys aged 8-13. It is ideally situated in a prime location in the historic city of Oxford and within easy access of London (Oxford Parkway Station) and all the main airports by rail and road. The school benefits from over 70 acres of beautiful grounds and the boys take full advantage of this exceptionally pleasant environment where they can learn and play. The facilities are exceptional and include a fine library, theatre and chapel; purpose-built classrooms; Art, Design & Technology, Music and ICT Centres and a magnificent Sports Hall, with squash and Eton fives courts, a shooting gallery, indoor and outdoor swimming pool and a 9-hole golf course! Summer Fields provides an excellent all-round education. The curriculum is varied, stimulating and demanding, but flexible enough to suit the ability of each boy. Known for its strong academic reputation, last year boys won an impressive 20 scholarships and exhibitions to some of the top independent schools including Charterhouse, Eton, Harrow, Radley, St Edward’s and Westminster. There are many cases where financial barriers prevent talented pupils from accessing an education at Summer Fields, to address this there are means-tested bursaries available up to 100%. The school is a close-knit community, dedicated staff offer excellent pastoral care and excel at developing happy and fulfilled boys who go on wellprepared to their senior school. "I believe that at Summer Fields our children receive not only the best possible education, but also in the best possible environment and surroundings, to prepare them for senior school, university and professional life." THE WITNEY TEAM Popular with our clients as illustrated by our excellent google reviews, the Witney team headed up by Marc Hatcher, Associate Director, is very proud to announce that we are in a five star agent with the highest number of reviews in the Witney market. Our sales and lettings team has a wealth of experience and provides a bespoke service to our clients and applicants throughout the whole process of a sale or purchase from a one bedroom flat to a large country estate. Please come and visit us in our central Witney Grade II Listed office, located in the Market Square, to discuss your sales or lettings requirements. ‘Emma and the team were fantastic throughout the whole process of selling my property, especially when complications arose when buying our new-build. The level of communication, understanding and support in the scofftfraser Witney office was second to none and I would not hesitate in recommending them to others. From the initial first visit through to completion, I cannot fault the service we have received. After 7 months, we have finally moved in and I cannot thank them enough. Whilst people say buying a house is very stressful process, Emma and the team certainly helped minimise the stress wherever they could. Thank you so very much.” – Mrs L

LETTINGS SUCCESS STORY | WITNEY The sales department successfully sold a large commercial property located in Standlake to a developer. The building was approved for change of use and the developer turned the building into 18 quality studio apartments. Once the developer had completed the project we were instructed to let all 18 studio apartments which proved to be very popular in the market place, with considerable interest for the attractive rents and the quality of the properties. We let all 18 apartments within three months of commencing marketing and had many applicants who missed out and are still looking.

Annabel Taylor Lettings Negotiator

SALES SUCCESS STORY | CHARLBURY We were recently instructed on a property in Charlbury which had been on the market for over three months with another agent, after their disappointment with the previous agent we were instructed on a sole agency basis. We carried out a unique step by step guide to the market and found a cash buyer within two days who paid over the asking price to secure the property. PETER BRAY Our Consultant Surveyor, waxes lyrical about bricks and mortar (why if you are buying you need a structural survey)

A few months ago, I was asked to help a couple who were buying a Victorian semi in Oxford. They had been impressed with the accommodation and generally well-maintained condition. They were surprised, though, to notice how the surface of many of the bricks on the outer walls had 'broken away' - despite there being a very good standard of pointing. They wanted advice. The answer was that the walls were of solid brick construction, which relies on water evaporating from the outer face before it can reach the interior. Choice of mortar is critical. Lime-based mortars are not as strong as their cement counterparts but are much more permeable. They let moisture escape well through mortar joints and should be used in solid brick or stone walls. Cement mortars don't and will prevent water escaping through the joints.

In this case, cement mortar had been used throughout (applied very neatly I have to say) but it was forcing moisture to escape through the bricks themselves. As a result, the bricks were saturated and had suffered from 'spalling'. (Water just beneath the brick surfaces had expanded when frozen during winter months and was forcing off the outer layers). It's an ongoing process which was accelerated alarmingly here simply by the wrong choice of mortar mix.

The story, for me, is a key to appreciating the role of surveyors in house purchase. A well-constructed report should help buyers UNDERSTAND the property they're buying (not just present a list of problems). Homebuyers Report do so by giving an extended snapshot of the property's condition in clear, succinct terms and Building Surveys do so with the benefit of more background, deeper explanation, and a set of annotated photographs. However, the aim is the same - to help you have a good understanding of what you are buying. And, if you do understand your property, it will help you look after it well, maintain it properly, and get the most from it. We often find that it helps people to talk to us about their property following a report so that we can discuss the survey findings and help set things in perspective.

In this case, the former owners hadn't understood properly how the external fabric of their building performed and an error in mortar choice was causing damage to brick surfaces (and damp problems inside). It’s a fairly common mistake and can sometimes be seen in solid stone walls.

Having talked through the issues with the buyers, they told me that they would buy the house, which they loved, and would set about replacing all the mortar and bricks which were badly spalled. They were just retired and intended to work on this together ... by hand! It would be a long term project but was pleasing to know that this was a couple who not only understood their home well but were very committed to care for it. This particular Oxford semi would be in safe hands!
