Welcome... to our Spring 2017 At Home magazine, the sixth issue and probably our best yet. January has been a busy month and far from the usual slide into the new year. We have seen a full on, in your face, four weeks from the get go. January is a month when sellers, landlords and investors make decisions for the year ahead. This forward planning has been quick and positively evidenced by the healthy amount of instructions we have received and been promised to sell, let and buy. It is also the month when Oxford’s business community embarks on a round of post Christmas social events. We have attended quiz nights, Burns nights and parties at the Ashmolean. Along with the usual back slapping and bon amie we have noticed that, in spite of what is happening on the world stage, Oxford’s property people remain busy, upbeat and positive about the year ahead. 2017 is scottfraser’s twentieth year and we will be celebrating how, from a small office on Beaumont Street, we have expanded to five offices and over sixty people without losing sight of our core values and key principles. Twenty years of experience has taught us that our clients like to deal with a ‘steady ship’ and we can now offer our Letting and Management clients complete peace of mind. Our new belts and braces in house rental and legal expenses warranty has been tried and tested with resounding success and positive client reviews. As capital gains tax, a major consideration for investors in selling up their buy to let portfolios, looks likely to remain untouched the hot topic (likely) to hit the spring budget spot light will be stamp duty. The recent stamp duty reforms and three percent sur charge for investors and second home buyers have proved profitable for the Government purse but have also slowed market activity. There will be inevitable deliberation in Westminster over the merits of further revisions to stamp duty to stimulate the market for first time buyers, second steppers and downsizers versus maintaining a very lucrative income stream!

Whilst on the subject of Westminster, the Government’s long awaited white paper on fixing the ‘broken housing market’ has now been released but seems to fall well short of all the hype. It will also be interesting to see whether Oxford’s planners will take any notice. There is always hope! So while it is good luck for Teresa May (may she negotiate well for Britain), and fingers crossed for America and Donald in ‘Trumpton’ we at scottfraser will be getting our heads down and concentrating very much on business as usual. LETTINGS SUCCESS STORY | ST LEONARDS ROAD A client instructed us to let and manage his property after having previously bought it through scottfraser to live in a few years ago. The property had been extended and refurbished. The property was advertised at £2,000 pcm but as the autumn market went quiet, we dropped the rent to £1,800 pcm in the hope of increasing the level of interest. Over the following weekend, five families viewed the property and four offers were made. After much negotiation between the landlord and interested applicants, the landlord accepted a two year tenancy at a rental of £2,000 pcm.

There is no hiding from the fact that the buy to let market is changing. In this article we will look at recent changes and assess the extent of their likely impact on Oxfordshire’s resilient property market. Brexit The uncertainty created by the 2016 European Referendum and subsequent lack of clarity in Brexit policy has had some degree of impact in the sales market. Local house price growth has slowed slightly with some buyers using Brexit as a negotiating tool. Oxfordshire has proven history as a safe property market with good schools and improving rail links to London ensuring the market remains firmly underpinned by high owner occupier demand. London and other inflated or inferior markets prices are showing signs of prices faltering however we anticipate that Oxfordshire house prices, supported by high buyer demand and an acute shortage of housing, will continue to hold firm.

Tax 2016 saw the Government turn their attention to landlord taxation. With a 3% stamp duty sur charge introduced for second homes buy to let acquisition costs have increased. Investors are however quick to adapt and this has not deterred new landlords from acquiring. It will however inspire attempts by some landlords to recoup additional initial expenditure by driving rents higher. Oxford’s plentiful supply of professional, academic and medical tenants come with handsome rental budgets and it is therefore likely that rents will continue to rise. We forecast an average 3% rental growth in 2017. The degree of tax relief currently available to landlords against mortgage costs is also being reduced over a three year scheme starting April 2017. Heavily leveraged high income earners with large portfolios will be most affected however, we predict local casualties will be few and far between. The majority of Oxfordshire landlords own small numbers of properties and where borrowings do exist these tend to be modest. The former 10% annual wear and tear tax allowance has also now been replaced with a revised relief where the actual costs of furniture and appliance replacement can be offset, this is likely to prevail as a fairer and more consistent way of calculating relief. As demand for furnished properties continues to rise sensible landlords are likely to use the benefits of tax relief in providing additional furnishings to enhance rental returns.

Buy to Let Lending Buy to Let lenders are also adapting to a changing market and are starting to require higher levels of rent relative to mortgage costs. In most cases lenders will require borrowers to receive 125% of mortgage costs in rental income with an additional 5 – 5.5% interest rate ‘stress test’ factored into the new consideration. This is likely to force landlords to be more creative in their borrowing enhancing further the importance of a good mortgage broker. Remortgaging an unencumbered principal residence can offer the opportunity for much lower rates of borrowing. Let to buy mortgages are also now available to landlords looking to retain a former home as a buy to let investment.

Incorporating Buy to Let ownership A growing trend amongst new landlords is the incorporation of buy to let property ownership. The benefit of transferring personally owned buy to let property into a limited company tends to be outweighed by the associated costs however landlords purchasing new buy to let property are benefitting from sound tax advice and forming limited company holding structures. The finance restrictions on borrowing costs are not applicable to UK and non UK resident companies and with corporation tax currently payable at 20%, and likely to reduce further, this structure will appeal to many new investors.

Commercial Opportunities Commercial property investment (generally shops and offices) is also proving an increasingly attractive proposition. The sector has performed well in recent years and there are tax advantages to holding commercial property within Self Invested Personal Pension Plans (SIPPS) from which residential ownership is prohibited. SIPPs offer a good envelope for inheritance tax liability with other advantages being zero tax on income and future gains. Additional benefits of commercial property investment include higher rental yields at between 8 – 10%, longer term tenancies and a limited landlord responsibilities for repairs and refurbishment.

scottfraser’s Circle of Life – Purchase, Retention and Disposal Over the coming years as the Brexit story continues to unfold we anticipate that local house prices will remain relatively static. With consistent tenant demand rental void periods should remain minimal and in the absence of safe and profitable investment alternatives buy to let is well positioned to prevail. There is likely to be a shift in interest towards commercial opportunities, a reduction in the frequency of buy to let borrowing and an increasing number of landlords using incorporation to limit tax exposure. We also expect new landlords financing investments to seek higher returns, probably leading more landlords to invest in houses in multiple occupation or studio, one and two bedroom apartments within Oxfordshire’s market towns where rental returns tend to highest. We do not foresee these changes having any significant bearing on Oxfordshire’s bullet proof property market. Oxfordshire landlords tend to invest both sensibly and for the long haul and within a sought after county offering gross BTL yields of up to 6% combined with a proven track history of capital growth (av 5% uplift in 2016) the viable opportunities for profitable buy to let investment will continue to draw in property investors. scottfraser offers a one stop shop property service through from Property Acquisition, Refurbishment, Furnishing, Lettings, Property Management and Sales. PETER BRAY Our Consultant Surveyor, waxes lyrical about bricks and mortar (why if you are buying you need a structural survey)

A few months ago, I was asked to help a couple who were buying a Victorian semi in Oxford. They had been impressed with the accommodation and generally well-maintained condition. They were surprised, though, to notice how the surface of many of the bricks on the outer walls had 'broken away' - despite there being a very good standard of pointing. They wanted advice. The answer was that the walls were of solid brick construction, which relies on water evaporating from the outer face before it can reach the interior. Choice of mortar is critical. Lime-based mortars are not as strong as their cement counterparts but are much more permeable. They let moisture escape well through mortar joints and should be used in solid brick or stone walls. Cement mortars don't and will prevent water escaping through the joints.

In this case, cement mortar had been used throughout (applied very neatly I have to say) but it was forcing moisture to escape through the bricks themselves. As a result, the bricks were saturated and had suffered from 'spalling'. (Water just beneath the brick surfaces had expanded when frozen during winter months and was forcing off the outer layers). It's an ongoing process which was accelerated alarmingly here simply by the wrong choice of mortar mix.

The story, for me, is a key to appreciating the role of surveyors in house purchase. A well-constructed report should help buyers UNDERSTAND the property they're buying (not just present a list of problems). Homebuyers Report do so by giving an extended snapshot of the property's condition in clear, succinct terms and Building Surveys do so with the benefit of more background, deeper explanation, and a set of annotated photographs. However, the aim is the same - to help you have a good understanding of what you are buying. And, if you do understand your property, it will help you look after it well, maintain it properly, and get the most from it. We often find that it helps people to talk to us about their property following a report so that we can discuss the survey findings and help set things in perspective.

In this case, the former owners hadn't understood properly how the external fabric of their building performed and an error in mortar choice was causing damage to brick surfaces (and damp problems inside). It’s a fairly common mistake and can sometimes be seen in solid stone walls.

Having talked through the issues with the buyers, they told me that they would buy the house, which they loved, and would set about replacing all the mortar and bricks which were badly spalled. They were just retired and intended to work on this together ... by hand! It would be a long term project but was pleasing to know that this was a couple who not only understood their home well but were very committed to care for it. This particular Oxford semi would be in safe hands!
