Fine Gael Councillor for Tallaght South, Brian Lawlor has welcomed the news that the Multi-Unit Developments Act 2011 has come into operation. “This is a long-awaited Act that is certainly good news for apartment and property owners within managed estates,” he said. “This Act will assist anyone living in residential complexes or intent on buying into one. It will impose legal obligations on developers and the new regulations will improve the governance of management companies,” Councillor Lawlor explained. In summary the main features of the Act deal with the following:Ownership of the common areas will be transferred to the management company before any property is sold. This is specifically introduced to tackle the problem of developers holding on to units in order to keep control of the management company. The management company must now be called an owners' management company. The owners' management company

must maintain a sinking fund for repairs and an annual minimum contribution of €200.00 per unit will apply There is a provision in the Act whereby mediation should be used to resolve any dispute over service charges or other costs prior to any Court proceedings. The emphasis will be on resolution of disputes by mediation. However, the Court will be empowered to make appropriate orders if mediation attempts fail. One vote shall attach to each unit owner in a development and more importantly each vote shall be of equal value. House rules should be provided for an effective running of the development. Where an apartment is let, for example, a copy of the rules must be included in the letting agreement and will be binding on the tenants.

about developers who are slow to transfer the common areas. In some instances developers have refused to do the transfer at all,” Councillor Lawlor continued. “Property owners have been very exposed in this regard up to now. But I’m glad to see the enactment of this legislation. It protects property owners and gives them a proper method of recourse with developers who may not be fulfilling all their obligations,” he added.

Dublin’s First Home Composting Demonstration Site to be Opened at Airfield

Waste initiative of the EPA, a new home composting demonstration site has been built by the programme’s newly trained Master Composters at Airfield in Dundrum. Almost a third of all food purchased by households end up in the bin. This includes scrapings from plates, food past their use-by dates and food preparation residues. Food waste prevention and home composting are two ways homes and businesses can reduce costs and at the same time reap the benefits by making their own compost. To help you achieve these savings over 25 Master Composter volunteers are now trained to provide talks, workshops, information stands and simply offer advice on food waste prevention and home composting throughout the South County Dublin and Dún-Laoghaire Rathdown communities.

Families and businesses throughout Dublin are keen to save money. With the help of South Dublin County Council, Dún-Laoghaire Rathdown County Council and the Stop Food

The home composting demonstration site located in Airfield, Dundrum includes examples of composting bins, turning units, leaf mould, wormeries and a food digester, all ideal ways to convert your food scraps into a nutrient rich compost for gardens. On Saturday the 18th June at 1.30pm, the home composting demonstration site at Airfield will be officially opened by wildlife artist Don Conroy and Master Composter volunteers will be presented with their graduation certificates. From 2pm 4pm Master Composters will be giving composting demonstrations and offering advice on food waste prevention.

The location of the compost demonstration site in Airfield makes a great family day out. Airfield is open from 10am-5pm so why not come along early. Airfield is the only urban working farm in Dublin and offers visitors an opportunity to explore the gardens, working farm and relax with light refreshments available to purchase in the Overends Café. Crowe expresses disappointme nt at no joint initiative on language Sinn Féin’s Education Spokesperson Deputy Seán Crowe, has expressed disappointment that no joint initiatives are currently planned by the National Council for Curriculum Assessment to advance the development of the Irish language sector on an all-Ireland basis. Deputy Crowe, who raised the question in the Dáil with Education Minister Ruairí Quinn during the week said:

“I welcome the fact that COGG has recently agreed to invite CCEA to appoint a representative to its board to further develop this partnership. “The COGG, CCEA and An tÁisaonad in St Mary's University College, Belfast have a database of all resources available for Irish medium education on the island of Ireland. An

early literacy programme is currently being developed by these three organisations and the first stage will be available this September. “Sinn Féin will continue to promote with others the development and growth of the Irish language on an all-Ireland basis and I will be meeting the North’s Education Minister, John O’Dowd shortly to discuss how we can progress these important matters further.

Young Fine Gael Dublin South-West Visits Brussels and NATO HQ Young Fine Gael Dublin South-West visited Brussels on an invitation by Gay Mitchell MEP to explore our European political and social connections. The delegation visited many important cultural and political sites such as the European Parliament in Brussels City Centre. Here the delegation met with Gay Mitchell MEP for a series of meetings on European affairs and also with EU officials. Minister Shatter announces appointment under the Garda Whistleblower Regulations Mr Alan Shatter TD, Minister for Justice & Equality today announced the appointment of Mr Oliver J. Connolly as a Confidential Recipient under the Garda Síochána (Confidential Reporting of Corruption or Malpractice) Regulations 2007. Mr. Connolly’s biographical details are attached. The Regulations provide for the Minister to appoint a Confidential Recipient in addition to any internal Garda appointments as Confidential Recipients which may be made by the Garda Commissioner from among the members and civilian employees of An Garda Síochána.

The role of the confidential recipient is to be available to receive in confidence reports of corruption or malpractice within An Garda Síochána from Garda members or civilian employees. Announcing the appointment the Minister said “I am delighted to appoint Oliver J. Connolly to this important position. Any member or civilian employee of An Garda Síochána who wishes to report in confidence about corruption and malpractice can be assured that any such report will be taken seriously and extensive protections will be given to him or her. It is in everyone’s interests that An Garda Síochána operates to the highest possible standards and that those who are aware of corruption or malpractice within the organisation can report it knowing they will be protected. This Government has placed a high importance on addressing the issue of Whistleblowing and further measures in this area will be brought forward in the months and years ahead. Custody & Joint Custody Welcome to our next article regarding Custody & Joint Custody. Like Guardianship, married parents share automatic joint custody to their children unless a Judge orders otherwise. However, again the unmarried father has no such automatic right. Again the father does have the right to apply to his local District Court for Joint Custody, or indeed Full Custody. Custody by definition is having primary day to day care and control of a child. In the past it would have been very unusual for an unmarried father to be granted Joint Custody by the Courts, and almost unheard of to be granted Full Custody. In fact the norm was that when a couple separated weather married or unmarried, it would always be the mother who retained Full Custody, and the father would be granted Access or contact. However times are changing and it is now more the norm for married couples who are separating to be left with Joint Custody, and if required the Judge would give one parent Joint Custody with primary care and control, and Joint Custody with regulated access to the other parent depending on the circumstances so long as such an order would be in the best interests of the child.

This is almost automatically granted where the unmarried father resided with the child before the break up provided there are no child protection issues within the circumstances, but for an unmarried father that never resided with the child before the break up it is a little more difficult to obtain. For instance you would need to convince the Judge that by him appointing an unmarried father to be a Joint Custodian of his child, that it is totally in the child’s best interests and that the for him not to appoint the father would be detrimental to the child. Furthermore Access and Maintenance again should ideally be in place for a long period without any issues arising, and one is ideally already a Guardian. Normally when an unmarried father applies to his local District Court for Access and Guardianship he would usually apply for Joint Custody also. However when the matter gets to Court the Judge would normally put a temporary Maintenance Order in place as well as an Access Order, and adjourn the case for a couple of months to see how his temporary Orders worked out. Then when you both return to Court a couple of months later he will review

In reality Full Custody would only be granted to the father if either the mother consented, or a social worker advised it, or it is evident that the mother is not in a position to take care of the children for whatever reason be it drugs or alcohol dependency, or the mother was ill or generally not providing the love and affection that is required of her.

You must also note that once a Court grants a father Guardianship or Joint/Full Custody the courts have the powers to discharge such Orders if it sees fit. This can be done if the mother or a HSE worker brings an issue or issues to the attention of the Court by applying for a discharge Order. A great selection of Traditional wholesome meals available from the menu, my favourite dish of all time being “Bacon & Cabbage” with fresh mouth watering cabbage my granny would make, absolutely delicious and more delicious, the parsley sauce was perfect with fresh carrots and mash potato. 10 out of 10 and only cost me €9.95, WOW now that’s the kind of Value for money I like to see..... The service was great also very friendly, lovely young lady served me and was full of smiles and chat. She recommended bacon & cabbage to me and did she do me justice with that recommendation, little did she know

One of the other things I loved about The Top In Town Restaurant @ Blackchurch was free wi-fi I took out my laptop and spent a nice comfortable hour surfing away, with no extra charge. There was a good mixture of clientele eating a panini reading their book, young families eating a leisurely afternoon lunch and even sophisticated office-goers grabbing a quick bite lunch and me with Laptop on table writing away, eating my bacon & cabbage. The great thing is that everyone is welcome, and nobody feels out of place. Like many traditional eateries, the surroundings are comfortable, clean and was a warm feel too

Who Will Mind The Pets While We Are Away? I’ve booked the flight, made arrangements for Granddad to spy, er, I mean, keep an eye on the adult kids and I’m insufferably bragging to work colleagues about my much deserved break in the sun; but wait, what about my pets? Who’ll mind them while I’m away partaking in the odd cocktail or three? Yep, this year we’ve managed to scrape together the spondulicks for a holiday; however with four doggies, which are more precious to us than inheriting shares in Microsoft, we just don’t trust anyone to look after them while we’re away. They’re our babies god-dammit! Thank God for the new, state of the art boarding facilities at the Dublin SPCA because now I can book them into a secure, happy and trusted environment knowing not only are they safe but all of the profits from this facility go directly back into the shelter to help us rescue, treat, rehabilitate and re-home more animals. There’s also a fully operational, state of the art veterinary practice on the campus and a caregiver who resides on the premises. So, if you’re thinking of heading off to sunnier climes and boarding your cat, dog or small animal, or you’re doing a bit of DIY and want to make sure your pet is safely housed while you’ve got the power tools out; then give us a ring. I mean, you’d be surprised at the amount of dogs we rescue and treat who’ve been involved in a road traffic accident because their owner was doing DIY or had a builder in who accidentally left the gate open and

doggy, seizing his opportunity, legged it; straight in front of a car. In the meantime, below are my own top tips to help you secure a happy, safe environment for your pet. Inspect facilities and speak to staff who will be caring for your pet. Consider how you feel as you take the tour; for example, what kind of vibe are you getting? Make sure kennels insist on all vaccinations being up to date. Check if there is sufficient bedding/space to play/space to sleep, what feeding schedules are like, etc., Heating: Are you warm enough? Too warm? This is an indication of how your pet will feel.

What’s the lighting like? Is there enough space for the animals to move comfortably? Are there toys available? Can you bring your pet’s favourite toys? Is there a vet on site/on call? Fees? If your pet requires routine medication, does the facility administer it? Security: Are all entrance and exit points double-doored/gated making it less likely for your pooch to escape. Remember pet parents; cleanliness, sufficient, professional and caring staff, safety measures and little extras all add a tad more to the cost; however, you can rest assured your pet is receiving expert care and attention while you’re away or otherwise engaged. The Tallaght Cancer Support Group is currently looking for willing volunteers to help with the running of their Drop-In-Centre at The Priory. The group meets every fortnight at St.Dominic’s Resource Centre have the new additional Drop-In-Service opening on September 21st and need extra help urgently. Group member Margaret Dennehy said: “We are currently training people with a view to get a team of volunteers together. Our aim is to run a centre one day a week and we are confident we will gain the help we need” Margaret explained that they have had great support from the community so far and she believes it is a great opportunity for people with spare time on their hands, particularly for those who have been made unemployed

recently to learn new skills and doing something really worthwhile at the same time. “It is a wonderful chance to develop new skills and we are hopeful that the Irish Cancer Society will get involved with the training so the volunteers can offer the best of support to visitors” she added. The Circus comes to town...

Tom Duffy’s Circus will be making a much welcomed visit to Tallaght from Wednesday 15th until Sunday 26th June. The well known blue and red big top will be located in the Retail Park, next t Lifestyle Sports. Following on the huge success of the 2006 association with the Chinese National Circus, Tom Duffy’s has once again in 2011 engaged a world famous Chinese Circus Troupe. This amazing Euro-Asiatic production combines the best of Circus from both the East and West. Nine members of the Nan Le troupe from the famous Nanle Circus School will be performing breath-taking feats for the first time in front of an Irish audience. It is rare for artists from the Nanle Circus school to appear outside China, Fu, the troupe leader has appeared at Blackpool Tower Circus, the remaining 8 performers have never performed outside China. See the awesome Chinese wheel where members of the Nanle troupe become part of a human wheel.

The opening of the show is a vibrant array of colour with human skipping, hoop jumping, ariel silks and bareback horse riding. The exotic troupe follows featuring Llamas, Alpacas and Zebras, before clown Davide has fun with Spaghetti, you’d better watch out. High in the roof of the big top Tamara eloquently performs on the ariel trapeze as the large steel cage is erected heralding the arrival of everyone’s favourite – Tigers. Tom Duffy’s Royal Bengal and Siberian Tigers make a grand entrance as the audience look on in awe. Following the Tigers it’s time to meet the Chinese Lion as he makes his way through the audience. Tom Duffy’s troupe of Palomino Stallions bring the first half of the show to a close. After the interval the second half of the show opens with the Chinese wheel featuring all nine members of Nan Le Troupe. The Michael Jackson tribute is followed by Miss Oyunnas breathtaking Cloudswing high above the circus ring. The

Tallaght Juveniles Take Top League Honours After 4 league contests where the young athletes competed in a range of track & field contests for the top six trophy positions, at Tallaght, Irishtown & Santry during April & May, a number of Tallaght Juveniles took top honours in the Dublin Juvenile T&F League Series. Both Conor Murray & Jade Johnston won their U16 divisions after accumulating 82 and 83 points respectively after they put in some very good performances in all disciplines. Kayleigh Clarke, Mustaffa Nasir both U14, Seamus Noone U12 & Eoin Doherty U15 went close to winning their divisions, with the latter just missing out on the title by a half point, however the quartet were well pleased with their runner up spots. There was additional success for the club in the U12 boys division were Christopher Duffy finished 3rd overall and James Ackerman 4th, whilst Aaron Murray took 4th overall in the U10 division and Kevin Lahiff and Dylan Kennedy both took 6th in their U11 and U16 divisions. There was National qualification for a number of our juveniles after they made the podium in the Dublin U9/U10/U11 Team & Relay Championships and the U12 ball throw Championships which were held on

There was a 1-2 for the club in the U12 boys Ball Throw Championships after James Ackerman threw 44.90m to take the title ahead of Ryan Cullen who threw 23.10 to win the Silver whilst Nadine Johnston Hickey won bronze in the girls contest. Elsewhere Eoin Doherty won both the minor 100m and long jump in the Leinster Schools Championships in Santry last week whilst Joseph won both the Junior 100m and 200m titles and Keith Doherty won silver in both the 100m & 200 at Inter level with Sean Mc Cabe taking Bronze in the 1500m Steeple Chase. More recently Keith Sherlock had another good run in the Lucan 5k Road Race where he finished 6th overall in 16.06 whilst on the other side of the Atlantic Aidan Walsh ran a seasons best for the 1500m when he recorded 3.47 and Anthony Lieghio ran 7 relays and finished 2nd in an 800m contest in 1.50.6 for Iowa college. Pauline Madden contested the Brooklyn Half Marathon where she ran a personal best of 1.52. Our juvenile athletes will be looking forward to the Dublin T&F Championships which take place on in June whilst many of our seniors will again be contesting the Dublin Senior Championships, the Graded League Series and Championships and preparing for the National T&F leagues and National Senior Championships over the coming weeks and months.

Tallaght’s Tennis Champ!

The Women in Sport Initiative was first launched by the Irish Sports Council on October 13th 2005 and is aimed at promoting an increase in participation of women of all ages in sport. Programmes cover both competitive and noncompetitive activities with the biggest amount of funds being allocated to female referee and coaching development. Basketball Ireland Secretary General, Bernard O’Byrne, believes this initiative is very positive. “Basketball is the largest female participant sport in Ireland and we are delighted that in conjunction with the Irish Sports Council we can channel some funds into this area.”
